During my time and during my time, there will be no demolition pag walang relocation. Hindi ako papayag. Kasi ‘yung walang mapuntahan, sirain mo ang bahay. Parang aso. E saan pupunta ‘yung mga tao? Where will they find another shelter? But I would be very generous to them. I’d look for money, ‘yung lahat na gusto nating gamitin. We will go for a suitable relocation and that is why itong mga bagong papasok, we have to build new industries. We have to create an activity, economics, or otherwise para may pupuntahan sila.
Ayan ang priority ko. And I need a lot of money. Kaya si Billy ang sabi ko: “Bill, kailangan ko talaga ng maraming pera because I have so many problems.”
One is I have to address the economic conditions of everybody, including and perhaps first ‘yung mahirap sa buhay. And the only thing that I can really tell you now is that: Nobody but nobody, ever knew. Ngayon na lang, at that time that this was rampaging across the country — was the crime, criminality, and drug.
Now nakita na ninyo. It’s 72,000 ang nag-surrender. And ‘yung hindi? Papaano ‘yan?
Itong krimen, hindi ako aatras diyan. And I said I can afford to say in public. I will execute you. Mga Chinese dito sa Philippines, let me remind you that my grandfather was a Chinese — Lam. Ang nanay ko is a mestiza — Maranao.
Most of them really are Chinese. That’s why that’s my lamentations. Why is it that your — hindi ko naman… not your sending — but most of the guys that come here do drugs, pati sa loob na. [Hula ko?] that there will always be a time for reckoning.
You know, we can only accept a few of the humiliations. Instead of just finishing of the guy, because there’s a public outcry, at that time hindi niyo kasi alam. Hindi ko na lang tinapos. We had a judicial proceedings, convicted and sent to the national penitentiary. Pagdating doon, anong ginawa? Ganon. Hindi lang namin masabi noon.
I was then a mayor but I knew that the country had a very, very serious problem sa drugs. So hindi kami maka-ano, kasi parang tingin ng mga, itong the bleeding hearts and the human rights, wala na kaming redeeming value sa gobyerno.
‘Di lang alam, what will we do now… Sabi ng PDEA noon, three years ago that there are about — that’s three years ago — exponentially, ilan sila ngayon? Hindi mo malaman ano factors diyan eh.
So, sabi ko diyan sa Abu Sayyaf, ito unahin ko muna ‘to. Ako ha, hindi na ako nagpapatawa. I will stake the presidency, the honor that goes with it and my life. Hindi ako aatras dito. Hindi mo ako matakot diyan human— I will not allow the country go to the [inaudible]. I will not allow my country to be destroyed.
Why would I give you a process? I’m not… I’m the president. I am not… Hindi ako nagpo-proseso. I just name you publicly because it is my sworn duty to protect the nation and tell you what the problem is and who are the people behind it.
‘Yan ang trabaho ko. Sabi, magbigay ng due process. Doon ka sa korte. Pagdating mo doon sa pulis. Custodial investigation or preliminary investigation.
Sabi ko sa mga pulis, ‘yung mga smuggling, smuggling, ‘yung mga — for a time that I am busy with the drugs and the criminality, itong mga murder for hire. Ilan dito sa Maynila? Last count was 45, Chinese men kidnapped. Giving the ransom, patayin na lang.
Paano? Ganon? How can I… how can we allow it? Almost everyday. ‘Di ako pwede niyan. Sabi ko lahat ng pulis, sabi ko: “Do not lie to me.” Babarilin talaga… Mag-trabaho kayo. ‘Wag kayong mag-imbento. Do not fabricate evidence. I will hear you. And if you’re telling the truth, sabihin mo ako. Just come to me. Why? Meron akong nakita sa Constitution. Just my… itong panlaban ko: The right or the power of the president to pardon.
President can grant pardon, conditional or absolute; or grant amnesty with the concurrence of Congress. Gagamitin ko ‘yan. Maniwala kayo. Kaya pagdating ng panahon. Pag sabi arraignment. Magkuha ka diyan. Maraming kopya ‘yan. Pre-signed. Maski ‘yung walang mga kasalanan, pwedeng kumuha diyan. Bigay mo sa judge. Absolute pardon, restored to full and civil rights. Sige daw.
Ipitin ninyo ako. Ganon ang mangyari. I will not hesitate to pardon 10, 15 military and policemen everyday. O, magreklamo… Eh nandiyan sa Constitution eh. Pardon. Wala — Hindi kasi, except to himself. So pag-alis ko ng Malacañan, dito mag-pirma ako: Pardon is hereby granted to Rodrigo Duterte. Signed Rodrigo Duterte. Eh, [brain?] lang man ‘yan.
Basta Bedista ka. Mga graduate diyan mga Ateneo, UP. Wala ‘yan. ‘Di nga sila maka-imbento ng istorya na ganon. Ako hulihin mo? Paglabas ko sa Malacañan, if God wills it that I’d still live, I’m old. Paglabas ko, [aresto?] ako. Okay. Basahin mo ang Revised Penal Code. Hanggang 70 lang ako. Eh 71 na ako. Pag-labas ko 70, pa-ungag ungag na. Tatalo ka ba diyan sa public opinion? Kawawa naman. Sinabi ko na hinto.
Now, what to do about itong mga tinamaan? You know what a very long discussion, of seminars about itong heroin pati cocaine is a better, well addiction. Kasi natural e. It’s a poppie. It comes ‘no. Eh itong shabu, it’s a deadly mix of chemicals. Yayariin kita.
Sabi ko nga: I will put at stake the presidency and my honor and my life. Kasi seryoso ako. Talagang seryoso ako dito.
Wala akong pakialam. Ang paradigm ko hindi dito sa Maynila. Sa Mindanao. Patayan kaagad. O ‘yung mga nalaman ko. Bakit ko papalitan? It is serving the country. Well, I know that it would put me siguro… I will retire with the reputation of [Idi Amin?]. ‘Yun Uganda. Pero itong akin, kriminal. Alam mo papatay ng inosenteng tao?
So what do you make about these guys cooking inside? I said there would be a reckoning. There will — Kaya itong ano, sabi nila… eh puro naman tayo abugado dito halos. “Eh kasi meron tayong death penalty noon, wala man nangyari. Eh bakit mo i-revive ang death penalty ngayon?”
You know there are two interpretation of the penal or punitive laws of our land. It is the positivist which is that a man could still be — How can you… or the classical. Ako, classical. Retribution. Mag-bayad ka sa ginawa mo. Ano ito libre ito sa mundong ito? Bayad ka.
Ngayon ‘yung shabu. How can we rehabilitate? ‘Nong sinabi ng mga forensics — may ano ako dito. Nag-bisita ‘yung mga kano. Sabi nila, ‘yung sa, kasi it’s being cooked somewhere now in — kasi mahirapan ang supply. It’s being interdicted with regularity. They say that ang brain ng human being, constant use, more than a dozen times, it begins to shrink the brain. So, sabi nila, on the largest scale, rehab is no longer a viable option. So, what will I do with the… nasira na ngayon.
Paano ‘yung mga pamilya nila? Bleeding hearts, human rights. Anong gawin mo sa mga pamilya nila? Pobre. The world will not listen to you. [Alangan?] “pasok ako dito kasi nanay ko… ang tatay ko holdupper, ang lola ko…”
I cannot listen to… to stop and listen to your story. I have a country to protect, each and everyone. Sabihin mo lang na… a part of the network eh. I have to destroy the drug network in the Philippines.
Why? Because ma-off focused ang lahat, pati pulis. So instead of focusing on drugs, this time, dagdagan ko pa ng — we are [stretching?] sa tao, sa warm bodies. Ay, kung.. o ba’t — Pagkatapos nitong droga, still have a problem.
Nandiyan na ‘yung distribu… the structure. Dito tapos doon, delivery. ‘Di nila naintindihan gaano ka— And look at the dimension, by the thousands mag-surrender. Could you imagine the number? I’m sure not. Why? Widespread, the dimensional, nakakatakot.
Ako lang kasi, I have been in the politics for 30 years. Plus, my stint sa prosecution. Siguro, what? Mga 38? Sigurado ako. As congressman tapos naging vice mayor ako ni Inday. Plus my ‘yung 23 years ko ngayon.
I was called by the Senate to testify sa rice smuggling. It was Kim Henares — and you can ask her – who called me and said: “Rody, baka makatulong ka dito.” So I started to smell around. My God. Nobody knew David Bangayan, except… walang, hindi namin kilala. I had to… Dito ako sa Maynila, tanong lang. At the end of the day, wala akong nakuha. “Do not… ‘wag ninyo akong…Give me a picture of David Bangayan.” ‘Yung nakuha ko, pinasa ko sa… Sabi ni Enrile: “Do you know Bangayan?” “Yes.” [inaudible]
Tapos, ito namang si Jinggoy. Kasi nga bugal-bugalon. Ang tawag diyan sa Bisaya ‘bugal-bugalon.’ ‘Yung palaging nagloloko ba. Sabi niya: “Ano? Ano? Ano? Ano gawain mo kay—?” Sabi ko: “I’ll give you the words you want to hear, Senator.” You know, stealing seven billion yearly sa ating Republic, in terms of the loss of taxation.
Kaya pagkalabas, sabi niya na: “I should be—“ Sabi ko sa kanya: Akala ko ba graduate ka ng San Beda? You know very well that nobody but nobody can question my words or my behavior, actuations, except the Senate itself or the members thereof, nobody else. ‘Ka ko:“Do not mess up with me. In your own backyard, they are cooking shabu.” Took seven months after, seven months after.
They were directing the traffic sa loob. Meron akong alam pero ‘wag muna. Tatapusin ko muna ‘to. Nasa presyuhan na sila. They’re cooking shabu, on-board sa ships. Tapos Chinese registry. At the proper time, ‘wag muna ngayon because let’s just say— bigger issue about… But magpakita ako ng restraint muna ngayon.
Pero when I’m… I come face to face with them, makinig kayo.
I don’t expect you to keep faith in me or to believe in me all the time but for the… God is there. I have never killed an innocent human being. Never. Ayoko talaga.
There are things which we have learned in life, the values that were transmitted to us by our parents and of course, as lawyers. Pero, I’m ready to jettison off everything that would— Basta ako, diretso ako.
At the end of the day, kung — if I turn out to be masama, so be it. If I die, suddenly, so be it. Impeach, so be it.
Kaya the other day, naglabas si Diokno, Secretary Diokno. But I just kept quiet. But during the campaign, I really promised the police to double your salary, pati military. Why? I cannot run a country that is corrupt sa police. How will I do it? Eh corrupt nga. So, sabihin mo hulihin mo ‘yun. Walang manghuhuli. Kasali sila sa…Look at— Sabi ko nga malalim ‘to. And then [inaudible] sabi ko, at that time I was not at liberty. Eh ngayon, may immunity ako.
So ang trabaho ko is just to tell, inform the people their right to be heard on public of what is happening to his country. That’s the point there. I am not there to give you a process — due or undue. Ang presidente is the chief enforcer of the laws of the land and he sees to it that the public is informed of the dangers confronting his community. ‘Yan ang trabaho ng mayor, according to the interpretation of me. Wala akong paki—
Eh taga San Beda eh. Due process. There is no process in my mouth. My duty is to tell you: “Juan dela Cruz, ito ‘yung nangyari. Ito yung mga heneral, nagpapatakbo ng droga kaya ito… blossoming to something like a monster across the nation.”
Alam ninyo, common sense would tell you na kung walang military o police for that matter na tutulong, hindi ito gagana at it create a problem addicting three million. I said that was three years ago. Exponentially at conservative estimate. Basta, dagdagan mo lang ng 500.
I’d like to end by saying, that you know, there are times it’s just like when I was mayor. There are times… you cannot, you cannot govern this country and by killing all people. It’s impossible it’s well [nay?] impossible to do that. You’re not there to kill your own countrymen. But at this stage of our life, 2016, we have a very serious problem and there are things which I have to do because it is the… I’m the only one who can do it and nobody else.
So, with that long message, ako naman, sinabi ko na. Like at Davao. Look at Davao ‘no. Tingnan mo. Wala man kayang akong nakitang… ‘yung mga kalsada diyan, ganon ‘yung mga — Kung sino-sino lang ang mag-parking, sa gitna pa.
Well, I’ll give them time. ‘Pagka hindi… I’ll look into the discretionary funds and their intelligence fund. That’s the source of… ‘yang milking cow. Well, the others in this country, ito na ang last ko: Itong mga elitista, pati itong mga yumaman, living off the fat of the land of the Philippines, walang mga ginawa kung hindi mag-konesksyon nila online.
Dito, mag-[pitik?] man iyan. So, but kung ang nag-kusa taga-labas, hindi natin alam kung ano ang collection. Tanong mo kay Billy. There is no way of knowing how to collect taxes on bets outside of the Philippines. Online e. So this has to stop.
Ako dito, I’d [lay?] down, I said. Drugs, criminality, and corruption — period talaga ‘yan. Corruption will stop and I will take away the privilege of mga tax exemptions na malalaki. Wala ng laman… ‘Di niyo alam ‘yung mga helicopters nila, mga eroplano. Do not do that to me. Bayad kayong lahat. Marami dito: Gutierrez. Cannot only destroy Tubay in Agusan del Norte.
You’re supposed to plant trees. Ngayon, pag wala akong makita na kahoy tumutubo dyan, I’ll cancel your paper. Kung multinational ka… Wala. But I do not intend to pull you down. Basta lahat, sumunod lang kayo sa batas. Walang bending, wala ‘yang pabalik-balikin mo. Nandito man si Bingbong.
Pag magpasok ang tao sa opisina, Labor or what, BIR: “Anong kailangan mo?” There should be at least four or five receptionists. “Ano hong kailangan ninyo?” “Okay, ito ho ‘yun.” Give him a list, a shopping list, ‘yung requirements. “Ito ho.” Huwag ninyong dagdagan, huwag ninyong kunan. Pag na-comply ‘yan, i-submit niya.
I want it recorded by journal. “Received the application of Rodrigo Duterte for employment in Oman.” Tapos tingnan ninyo. So it behooves upon the chief of office now to make the projections.
Ang laki ng gastos ng gobyerno diyan. Tingnan. There should be somebody to monitor. Magsabi kailan ito. Ito ngayon papasok ganitong oras. Okay.
“I received the application at 2:30.” Papirmahin mo rin siya, dalawa kayong mag-pirma. Tapos bigyan mo siya ng stub. Tanungin mo ‘yung… parang actuar ‘yan eh, actuarial. “Matatapos natin ‘yan mga next week, mga next week.” “Anong oras pwede?” “Sa hapon siguro.” “Be back,” isulat mo, “August 2 at 3:30.”
Pagbigay niya, ibigay mo, ibigay mo na. Pag hindi mo ginawa ‘yan, I have established an 888. Pag nagreklamo ‘yan, ipatawag kita sa Malacañan mismo. Doon kita sipain. Maniwala ka. Marami na akong sinisipa. Sumisipa nga ako ng pulis eh. Gawain mo ‘yan.
So the other day or was it four days ago. Kaya I would tell the public, ipalagay ko doon sa… that I will go for your dismissal from government. You must be there.
Do not — lahat ‘yang mga government, after lunch break, wala na ‘yan. Pasyal pasyal na ‘yan sa mall. Well, kahapon ‘yon, panahon ni Magellan. Wala na ‘yun. Panahon ng Juan dela Cruz ngayon.
Ako, wala akong, hindi ako… Kita mo itong mga ’to, mga bright. [Pete?] ito si… puro— Ang in-assemble ko dito are men of integrity and competence. Puro halos valedictorian.
He died when I was studying kaya it got me nervous. Kaya ako… Overtime. Eh sinong maniwala kay Bernie Fernandez? Totoo, tingnan mo record. 95.
Salamat. |
