Sa atas ni Pangulong Ferdinand R. Marcos Jr., pormal na pong binuo ang Independent Commission for Infrastructure (ICI) sa bisa ng Executive Order No. 94. Ang layunin ng komisyon, ito ay magsasagawa ng malalim at walang kinikilingang imbestigasyon sa mga ulat ng katiwalian, maling paggamit ng pondo at iregularidad sa mga flood control at iba pang proyektong pang-imprastraktura ng pamahalaan sa nakalipas na sampung taon.
The commission has been granted broad investigative powers including the authority to issue subpoenas, recommend the filing of criminal or administrative cases, coordinate with prosecutorial and disciplinary bodies and request relevant documents such as books, contracts, bank records and other materials needed for its investigation upon proper request or representation to the appropriate authorities.
To lead this task, the President has appointed individuals of proven competence, integrity, and deep familiarity with infrastructure, finance and institutional reform:
Rogelio “Babes” Singson, Commission Member. Mr. Singson brings decades of direct experience in both the planning and execution of major government infrastructure projects.
As former secretary of the Department of Public Works and Highways, he led one of the most significant reform efforts in the agency’s history – introducing systems to promote transparency, eliminate ghost projects and ensure proper use of public funds. He also served as head of the Bases Conversion and Development Authority (BCDA) where he managed large-scale land infrastructure development. His technical understanding of how projects are designed, procured and implemented will be essential to this commission’s work.
Rossana A. Fajardo, Commission Member. Ms. Fajardo is a Certified Public Accountant and currently the country managing partner of SGV and Company, the Philippines’ largest professional services firm. She has over three decades of experience in auditing, internet controls and risk management especially in identifying weaknesses in financial systems and operational processes. She has worked across both public and private sectors to help organizations detect fraud, strengthen governance and build more accountable institutions. Her technical insight and financial acumen are critical in following the trail of public funds and determining where leakages and irregularities may have occurred.
Mayor Benjamin “Benjie” Magalong, Special Adviser and who will act as investigator for the ICI. Mayor Magalong is a career law enforcement officer who served as Deputy Director General of the Philippine National Police and as former Director of Criminal Investigation and Detection Group (CIDG). He handed sensitive, high-impact investigations and helped lead institutional reforms in law enforcement through intelligence-driven, forensic-based approaches. As Mayor of Baguio City, he has continued to apply his strict standards of transparency and accountability in local governance. His experience in leading difficult investigations, uncovering internal wrongdoing and enforcing compliance makes him a strong asset to this commission.
The announcement of the chairperson of the commission will be made by the President in the coming days. Boluntaryo ang pagtanggap nila sa tungkulin na ito. Hindi sila hinihirang para ipagtanggol ang sistema kung hindi para harapin ito. Bawat isa sa kanila ay may mahabang karanasan sa pagtukoy ng mga problema sa loob ng mga institusyon at sa pagpapatupad ng mga reporma sa malalaking organisasyon.
PCO USEC. CASTRO: At pinakamahalaga sa lahat, wala ni isa sa kanila ang konektado sa anumang ahensiya o kontratistang iniimbestigahan. Karapatan ng publiko ang magkaroon ng isang tunay na independent commission. Kagaya nang paulit-ulit na sinabi ni Pangulo, walang sasantuhin dito kahit kamag-anak, kaibigan, kaalyado. There will be no sacred cows. The commission will begin its work immediately.

SAM MEDENILLA/BUSINESS MIRROR: Good afternoon, ma’am. Will the ICI take over the possible reorganization of DPWH after Secretary Dizon required the submission of courtesy resignation among the agency’s officials?
PCO USEC. CASTRO: Hindi po manghihimasok ang independent commission, ang ICI po, sa anuman pong gagawin ng DPWH. Iyan po ay independent body na ituturing … o independent fact-finding commission at hindi po makikialam sa anumang sangay ng gobyerno.
SAM MEDENILLA/BUSINESS MIRROR: Last na lang po. Will there be a suspension in the implementation of DPWH flood control projects and other public works while the officials are … while its officials are being vetted?
PCO USEC. CASTRO: Depende po iyan sa magiging pagsusuri at evaluation at assessment po ni Secretary Vince Dizon.
ALVIN BALTAZAR/RADYO PILIPINAS: Usec., magandang hapon po. Usec., mayroon po bang timeline na isinet [set] para matapos iyong investigation ng independent commission since mayroong clamor talaga ang public na mapanagot agad iyong mga sangkot dito?
PCO USEC. CASTRO: Wala pong masasabi agad na timeline. Ang pinaka-timeline dito ay mas agaran o mas mabilisang pagtatrabaho. At mas mainam po matapos po ito sa loob lamang ng ilang buwan. Pero sabi nga po natin, sa dami po ng records na dapat aralin ay bigyan po natin ng pagkakataon ang ICI na aralin lahat ang mga dokumento para po kapag po may sinampahang kaso ay kumpleto naman po ang mga dokumento.
JOB MANAHAN/ABS-CBN: Hello po, Usec. Usec., bakit [unclear] President iyong mga naturang members doon sa panel? And ano po iyong assurance na truly independent itong mga nabanggit na ito?
PCO USEC. CASTRO: Katulad ng binanggit natin kung anu-ano ang kanilang mga skills, ang kanilang mga expertise, at ang mga taong nabanggit natin ay hindi naman po namumulitika. Kaya po asahan po ng taumbayan na pinili po ito ng Pangulo para po mas maging malalim ang pag-iimbestiga sa pamamagitan ng mga taong masasabi nating competent po sa kanilang magiging trabaho.
JOB MANAHAN/ABS-CBN: Follow-up lang, Usec. Si Baguio City Mayor Magalong ay advisor dito sa panel. Paano kaya ito, sabihin natin, makaka-affect sa current duties niya bilang Baguio City Mayor knowing na malaki itong iha-handle niya?
PCO USEC. CASTRO: Siguro po si Mayor Benjie Magalong na po ang makakasagot po niyan, pero pinili po naman po siya bilang special advisor po para po sa ICI.
GILBERT PERDEZ/DWIZ: Magandang hapon po, Usec. Nabanggit doon, iniugnay po ni Senador Ping Lacson si dating DPWH Secretary Manuel Bonoan sa isang kontraktor po mula po sa Bulacan. Ito ho ba’y alam na ho ng Pangulo? At ano hong reaksiyon dito ng Presidente po o may reaksiyon ho ba iyong Malacañang dito?
PCO USEC. CASTRO: Opo, nalaman na po ito dahil nga po ito’y nai-report na rin po ni Sec. Vince Dizon. At sinabi po natin kanina, walang kaibigan, walang kaalyado, walang kamag-anak; lahat po na dapat imbestigahan ay iimbestigahan.
JEAN MANGALUZ/PHILIPPINE STAR: Good afternoon. How does the Palace respond to the growing public unrest and protest, especially the large one coming on September 21? Is the ICI enough to restore public trust?
PCO USEC. CASTRO: First of all, the President will always respect this freedom of expression. So, kung anuman po ang nararamdaman na sentimyento ng ating mga kababayan sa ngayon, iyan po ay ginagalang ng Pangulo. Ang dasal lamang po natin, ito kanilang pagsisintemyento ay huwag sanang sakyan ng ibang mga tao na hindi maganda ang naisin para sa gobyerno kung hindi mag-destabilize. So, iyan po ay sinusuportahan naman din po ng Pangulo ang mga hinaing ng ating taumbayan dahil ito naman po ay laban sa kurapsyon.
Q: Ma’am, quick follow up lang po kay Mayor Benjie Magalong. Sabi po ni Presidente, hindi po siya maglalagay ng politician doon sa body. May we clarify lang po kung bakit po napili si Mayor Benjamin Magalong? And mayroon din po kasing sinasabi si Congressman Zaldy Co na medyo may doubt kung si Mayor Magalong iyong involve sa body dahil kung anu-ano na raw po iyong sinasabi sa media bago pa mag-start iyong investigation ng independent commission?
PCO USEC. CASTRO: Ang magiging papel po ni Mayor Benjie Magalong ay special advisor. Hindi po siya kasama doon mismo sa three-member commission. At malaki ang magiging tulong din naman po kung ano po ang nalalaman ni Mayor Benjie Magalong, so bigyan po natin siya ng pagkakataon. At ang pagkakataong po ito ay dapat niyang ipakita sa taumbayan para mapagsilbihan kung anong interes ng taumbayan.
Q: Ma’am, follow-up lang din po. Ma’am, isa lang po, ma’am. Ma’am, bakit po si Mayor Magalong po ang napiling mag-imbestiga para sa independent commission considering na marami pa naman pong ibang mga law enforcement na mga officers ang puwedeng mag-imbestiga at mapabilang po doon sa independent commission?
PCO USEC. CASTRO: Katulad ng sinabi natin, special advisor po ang papel mismo ni Mayor Benjie Magalong. So, doon po ang kaniyang papel; hindi po siya miyembro ng komisyon.
Q: Pero mag-iimbestiga po siya, ma’am?
PCO USEC. CASTRO: Kung anuman po ang makukuha niya sa pamamagitan ng kaniyang effort, maaari niya po itong ibigay mismo sa ICI.
