Bigyan mo ng suporta ang pulis at kung gamitin… kung gamitin lang ang kwarta, sa team leader, maso-solve talaga basta may witness lang at may makaturo. Just give me a leader order and we will solve the problem. Kidnapping, ‘yung pinatay, ‘yung isa dito. Pag nagka-problema ka, sabihin mo, “Sir nag-barilan kami dahil… isa lang ‘yung girlfriend namin.” Tell me. Kasi p***, [tiwasan?] kita. Huwag kang lumapit sa akin na… Sabihin mo, “Sir, eh nag-operate kami kagabi sir. Eh pinutukan kami… tapos may tinamaan civilian.”

As long as it is in the performance of duty, if you squeeze your trigger M-16, at tinamaan mo ang kriminal, tinamaan mo ang buong mundo, okay ‘yan. It is ganito ‘yan eh. Where are you at the time? Anong, ano ka. Hindi sino ka. Ano ka noong nagka-barilan kayo sa trabaho o sa kalokohan? Nag-agawan kayo ng pera diyan sa mga [hantak-hantak?]

But if you are in the due, due kayo, the correct, due is correct, in the due performance of duty, basta… wala ka ng… pag ang kriminal tutok ka lang sa kriminal… Patay ka ng lima doon sa likod, you are in the performance of duty. That is excusable. Pero kung ikaw nag-away kayo ng, pareho kayong lasing ng pulis, ganon ‘yan eh. ‘Yung pulis pati army. Galit ako sa… Kaya ‘yung army pulis, mag… off duty, kung saan-saan dumadating, mag-inom.

Itong army naman p****, gusto kong kunin ‘yung… “Ano, ano?” “Army, army, ano, pulis ano?” Sila-sila na ‘yung magpatay. Nagbabarilan ‘yan sila.

Kalokohan na. Trabaho lang ‘yung tama. Trabaho lang ‘yung tama. Tutal, do not drink in public. Sabihin mo sa asawa ninyo, mga pulis. I do not want to see military men and police drinking in public with alcohol and intoxicating drink. Invariably, masama tingnan. At ang pulis may baril, ‘di pagsabi ng pulis, “ang microphone limang oras ‘yan dito sa akin” [Speaks Bisaya]. Ayaw kong makita ‘yung mga pulis nag-iinom.

At kung mapasubo kayo. Just tell me the truth and I will take care of you. Military and police. Do your work, we have a serious problem. Dysfunctional families. 216 billion. Kaya ang krimen widespread. Hold-up dito, hold-up doon. Doon pa, maski saan. O kita mo ngayon, nawala. So almost… and ‘yung reduction sa crime. They died almost by 50 percent.

Now it’s a bit peaceful to work anywhere sa Manila. [applause] Huwag kayong makinig diyan sa human rights because ang human rights is always the antithesis of government. Kaya sila hindi mag-imbestiga kung pulis na araw-araw namamatayan rin ako ng pulis. I have to go to Samar to condole—

Pero ang pulis, sa akin watch, ngayon, automatic ‘yan. Pag ka, huwag sanang mangyari. Pero we have to establish the rules. Pag nadisgrasya, 20,000 immediate. May… wala akong pakialam sa benefits. Office of the President. Ang pera ng gobyerno, ang gobyerno ginagamit mo ‘yan. 20,000 immediately ibigay ‘yan then 250,000 [applause] Totoo.

Everywhere nasaan ako. ‘Nong pinuntahan ko 250,000. Tapos ‘yung asawa automatic tawagin ko ‘yung, siyempre magdating ang Presidente ka na e. Salubong na lahat ‘yan. Mga DILG. ‘Yung asawa nito ‘yung biyuda, [inaudible] trabaho. Tapos i-enroll mo… Sabihan ko naman ‘yung PMS, Presidential Management Staff, i-enroll mo ‘yung asawa sa 4Ps. So may bigas kayo doon sa pagka-pulis o military at may bigas kayo sa 4Ps. Pag may trabaho ang biyuda, at least hindi masyadong miserable ang buhay…

Ganon ako. At tsaka ano talaga. Even during the days of the heydays of the [inaudible] itong mga hitman ng NPAs noon. I was the only one going to the funerals. Eh wala naman akong pera. [inaudible] 100, 200 tapos kandila. Lahat kasi paglabas noon… [inaudible] Full battle gear talaga ‘yan sila.

But since I was crossing the ideological border kasi ‘yung… anak lang kasi ako ng mahirap. Hindi mo ako pwede pilitin na ang… So I’ve always been sympathetic to the left. But itong left na ito, my hand, at sa dulo niyan sinagad nila, ang Communist Party of the Philippines. I am not a member of the Communist Party of the Philippines. But my social horizon kasi kami nagpunta lang dito, mahirap lang at na-experience even a demolition sa bahay namin. Sa likod ng Ateneo de Davao ‘yan… [kumpay?] ‘yan ‘yan, ‘yung [kumpay?] ‘yung parang kubo na basa, ‘yung kinakain ng horse, [kumpay?] tawag sa Bisaya. Ang tatay ko thought that it was a… [inaudible] [kumpay?] grows only in wetlands. May titulo na pala. But that’s a long story. Some day… I will trace why ang Mindanao ganito. It’s because of the imperialism.

Alam mo, nakausap ko ang left. Kita mo wala na tayong giyera. Nakausap ko si Murad pati Jaafar. So there’s a lull in the fighting there. Kinausap ko si Nur. Sabi niya “we have to talk.” Sabi ko “Get out there, maglakad ka lang,” sabi ko.

So I have to talk to everybody. So natantiya ko na ang Mindanao pati NPA, they’re now talking in Oslo. As matter of fact, the Ambassador si Erna Solberg, Prime Minister ng Norway, called me to talk me about ‘yung sa hostage na [inaudible]

She was so profused in the return alive ‘nong– Hindi ako… Kaya ‘yung ibang noon, na mga military pati, they, they express resentment. Ano gusto ninyo magpatayan tayo habang buhay?

The insurgency problem started 45 years ago, I was still a student, I was listening to Maria Sison. Ngayon kita mo kung makaano sa akin. Kita mo nag-aaway kami, nag-mumurahan kami. Why? Because they violated ‘yung ceasefire ano ko. Kaya nagalit ako. Hindi ako bata lang niya, I am just here. My horizons are left, because the horizons of a poor man. Kaya lang.. along the way that—I’ve must have done or my father must have something done good in his life and my mother.

Ang anak niya umabot pa ng mayor tapos Presidente. Alam mo kung bakit ako Presidente hanggang ngayon. You know, kayo all throughout the country [inaudible] Well, you should know that, maski sa lugar ninyo, wala ako ni isa barangay captain. In Luzon, in Visayas, ang Mindanao, and Davao City. Well of course, the barangay captains here. I got a 92 percent sa return ko sa elections. But in other places wala akong… and yet I won. So try to solve the riddle. Wala akong makinarya, it was a moribund political party. ‘Yun na lang ang, ‘yun ang kumupkop sa akin as a substitute candidate.

Wala akong makina, wala akong pera. So, try to solve, what is the riddle about? You read about messeging. So itong mga, itong, kayo, that is the platform that I promised to be.

Corruption in government must stop, and it must stop and stop it. Criminality pati drugs. So anong binigay sa akin ng tao? Yes how many? 15 million, what was — ‘yung the nearest guy near me, ano ang marjority ko? Six million.

So let’s solve the riddle. Hindi naman ako gwapo, hindi naman ako si… pero ayaw kong tumingin dahil kasi… So let’s work, ibigay natin ‘yung sa tao, ‘yung mandate nila sa akin.

Pero maryosep, kung pabalikin ako ayaw ko na. Alam mo ang trabaho punta ako… paasahin kayo sa Malacañang. Pero ako ba siguro ang unang Presidente mag-suicide [laughter]. Susmaryosep, you know, akala kasi natin Palace with all the glamour, may security, sige ang, sunod-sunod. Pati ‘yung negosyo ko sa mga ano ko. Hindi na ako maka-ano kasi malaman nila [laughter]. Kaya itong mga, kayong Presidential Security, pag may nalaman ako na sinagot kayo ng girlfriend ko, patayin ko kayong lahat [laughter].

Yung… hindi ka maka-ano. On the day that I was declared winner by Congress, [Speaks Bisaya] How many days are you here? For how many days will you be here?

Bong… itong kita ng mga durugista—Ilan, ilan kayo lahat dito? 514? [Speaks Bisaya]

Okay, meron kayong establishment of a women police organization. Correct? Kailangan ninyo one million. Bong, bigyan mong 50 million. [applause and laughter] Tumahimik kayo. Okay, shoot ako. I’ll provide you the seed money. Tapos, let me go back first. Tapusin lang natin ‘tong lecture na ito.

Huwag lang ninyo ako sundin. Ako sinasabi ko na go out of my city noon. Ngayon, Presidente na ako, do not destroy my country. I beg off you. Do not destroy the youth of the land. I plead to you. Gawin mo ‘yan, I will kill you.

Ngayon, ‘yun ang kino-quote ng human rights pati ‘yung EU. “This President has been heard on record to be threatening criminals with death.”

I’d like to just give a little lecture about international law. You know mga abugado. It was quoted that there are six lawyers who drafted your… You know it is not a crime in my country for a mayor or a president or a military man or a police for that matter to say. Criminals do not do it because they will kill you. There’s no crime.

If it is not a crime in my country, why are you bugging me with threats of international court of justice? International court of justice refers… genocide. That’s why you exposed your ignorance. It is directed at a race, a sect, religious members, or another tribe, another color, black, white, cleansing, purging. Those are the things that… but criminals… How many? 3,000, 4,000, 5,000.

When America went to Iraq together with the British forces. What was the excuse? Because their weapons of mass destruction must be destroyed.

You destroyed the country of Iraq. You killed Saddam and after an investigation by the British inquiry, there was none.

And you killed several soldiers. You bombed the four cities of a—Now it is a destroyed country. Napagtripan ninyo si [Kadafi], you had him deposed from his throne, so where is Libya now? There is no Republic of Libya. Is there a… it’s a ragtag. Ayaw ninyo si Saddam because Saddam was a strongman. Ayaw niyo kay Libya because he was strongman.

There’s another strongman, but my God, do not destroy it all together. Na-gilitan niyo ang Iran noon hindi ninyo kaya, kasi may nuclear bomb na eh, sasabog talaga ‘yung Middle East. Takot sila diyan kasi pasabugin ‘yung Middle East then kasali lahat. Ngayon si Assad, strongman ayaw ninyo. Assad is supported passionately by the Russians and the Chinese.

So kaya hindi ninyo matapos-tapos ang giyera. Everyday look at… on TV CNN, everyday bata. And who created the mess there? You. Many years ago, you went to the Middle East. Italian, German, American, British. You colonize the whole of the… pinag-partition ninyong lahat. When the time came, you divided the Middle East into countries, mga, by tribes hindi ba ‘yan o–.

Ngayon sumasabog. So where is peace there? Pumunta kayo ng Vietnam, pumunta ka— You were… you had your honor ripped in front of the world. ‘Yung [inaudible] between the balls of your– Takot kayo you, you know. Have been to Vietnam, it’s a beautiful country.

For those countries who went separate ways from their colonizer, they are improving and it’s a beautiful land. But how many bombs did you drop in Cambodia? Almost five million bombs. Kaya ang Laos, Cambodia, Vietnam kampi talaga sa akin pati Chinese [inaudible]. Look at the statements coming from the mouth – “We support President Duterte in his campaign against the illegal drugs.” Kayo hindi ninyo kaya [applause].

Me, I will not allow anybody to destroy my country, magkasala na kayo nang magkasala sa akin, huwag lang ‘yun sa bayan. Hindi tayo magka-intindihan diyan. Kasi mahal ko ang bayan ko. Mahal ko rin ‘yung mga pulis, lalo na [applause] lalo na policeman mahal ko rin. [laughter] Alangan magmahal ako ng pulis na lalaki, hindi man ako bakla [laughter] Noon, hindi na ngayon [laughter] .

Okay. You’ll have your one million and magsiuwian na kayo bukas. That’s a— Medyo Bong, mag-ano tayo, magpa-hold-up ka muna ng bangko diyan [laughter].

Kung mag-abuso ako, you might… you oust me, okay. But, ako basta trabaho. Ako lang ang makapagbigay ng order na salita na maniwala ang pulis, ‘di ba? [applause] Kasi inaabuso nila ang pulis, hinahayaang magka-leche-leche. Kaya ang pulis, walang loyalty.

Ako, I’m not asking for your personal loyalty. I do not need it actually. Just reserve it for your country, for the flag, for the Constitution. Ako, okay na ako. ‘Yung sinasabi kong, honor, life, if I go. But there is one request that I would really earnestly ask of you. This is not personal.

If the problem of drugs because by the [inaudible] magnitude of the contamination will take years, if this problem would outlast me for one reason or another, mawala ako, mamatay ako, ganon, this is one request from your commander-in-chief: Huwag ninyong hayaan ang bayan. See to it na mag-usap na lang kayong lahat pulis pati military na whoever is there, in inconsequential ‘yan kasi by election naman ‘to.

Pero alam niyo… ilang mayors na dumaan sa buhay niyo? Ilang presidente ang nadaan ninyo, kayong mga senior? It was not until I became president. Piniga ko talaga kayo. At ‘yung mga generals ninyo, pinag-sisibak ko. The truth, lumabas.

This is your country. If it is destroyed, if it runs into a gamut of so many historical [inaudible] patay ang Pilipino. Patay na, given the kanya-kanya tayo. You from Luzon, Ilocano. Hindi naman tayo magka-intindihan. Ma-gets ko ‘yung ano ninyo. Kayong mga Moro. At kung Maranao ka, ma-gets ko because my lola is a Maranao, ang lolo ko, Maguindanao sa mother side.

Pati papa ko, Cebuano so kung tanungin mo ako, huwag ng mga… I never lived in Cebu, even for a moment. I don’t know but because we traced our lineage for the father. So kung tanungin niyo ako Bisaya, actually, that is my mixture.

So huwag ninyong hayaan ang… hindi tayo mag-kaintindihan. Iba ang ating ugali, salita, idiosyncrasies and all, even the food, how we cook it. But alam mo, if you want just one, you have to stick to it. Kung gusto ninyo isa lang. Otherwise, magka-hiwalay-hiwalay tayo.

But our forefathers agreed at one time in our history to talk, to establish a nation. It included the Moro. Meron ho. Sabihin, hindi ba namin… We have to establish only one, protect one nation. Mahalin ninyo ‘to.

But the enormity, I said, of the problem sa drugs, it’s… Alam ninyo eh. Pulis kayo. Ilang mayors [inaudible], ilang mayors nasabit? Ilang mayors abusado? Ilang governors? Kita mo man ‘yan… ‘pag nandiyan na ang mga ulol, sigaw-sigaw, [Speaks Bisaya].” Mga ano ‘yan sila eh – they consider themselves a class above the ordinary. That is the problem in this country.

Once a man gets a position in government, nag-iiba ang anyo. [inaudible] Then starts with an Adventure. By the year end, they have Cruiser. Ganon. Anak ng… Pati ‘yung inyong gasolina, lahat nawawala. Pati ‘yung allowance ninyo, wala. But it will not happen during my time.

As a matter of fact, you will feel it in your, you can see it in your pay. Dagdag na ang sweldo. By next year, doblado na talaga ang sweldo ninyong lahat. [applause]

Wala akong hiningi ha. Kasi I am not asking for any. Kaya ko ang sarili kong ipagtanggol and whatever happens to me, I’ve always insisted all along that what happens to you is your destiny.

I never thought I’d make it as president. So pag namatay ako, na-assassinate ako, o natanggal ako, that is part of my destiny. So I don’t give a–

Kaya ako makipag-usap sa NPA, punta doon sa mga kampo ng ating mga Moro brothers. Natantiya ko lahat, except this one thing– May ano, in the Moro land, meron talagang ayaw. And so these are the scholars and the young guys. Sabi, ayaw talaga eh. Ayaw ng ganitong federal system because they want a nation of their own.

You know [inaudible] noong 1521, Magellan landed in Leyte. Brought with him the cannons, gunpowder, and the muskets – that’s the riffle by the time – and the weapons, mga swords. They were able to conquer the Visayas kasi patak patak e, pa-ganon. There was no one contiguous, except in Luzon.

But then again, because of the superiority of the firepower, we lost our native sovereignty to the Spaniards. They occupied this land for 400 years.

But they were looking at Mindanao, dito, because Mindanao was really below the… They sensed it at that time na bakit walang bagyo dito. And you have to worry about planting. Alam niyo.. ganon.

So ‘yung Spaniards, nag-birada sila. And maybe a few round because of the cannons were able to overwhelm the Moro people. But on the long ano, they could only establish Fort Pilar in Zamboanga. But the Moro continued to fight. So, massacre after massacre ‘yan.

When the Americans came, stayed there for 50 years because Spain lost in the American-Spanish war. One of the concessions na-concede was itong Mindanao. Hindi nila makuha. Lumalaban talaga. Ayaw talaga. Why? Unlike in the Visayas and Luzon, walang poste. But here in Mindanao, there was already a post of unity, lahat and what was it? Islam.

Pasukan mo na ang [inaudible] the crusades, ‘yung mga crusades noon sa Middle East, same. So dito, they resisted. And along the way, the Americans, sila kasalanan nila, pinagkukunan nila ng pictures.

And one, ‘yung the indecency of these guys. One of ‘yung mga postal cards nila, ‘yung magka-uso pa ‘yan – ‘yung Amerikano nakatapak sa ano ng babae, sa pile of bodies there.

Kaya makita nila ‘yan, sabihin nila – there was this ANC, sabi nila, “Si Duterte is wrong.” Sila si Tatad, sila… ‘Yung mas marunong. Mas mga marunong sila Lozano. But actually, nasagot na ‘yan and it’s not really come from me. Sabi ko, “Why?” Sinabi ko na.

That was century ago. One hundred years. Ang sagot nila, scholar… It is happening until now. And for as long as I’ve seen the Americans in the military camps, we will not talk to… We will talk to you but not about negotiations of peace.

Tapos sila ‘yung… ‘Cause there are so many– ‘yun lumabas na sa Facebook – piles of bodies and ‘yung mga massacre. And in Samar sa… Balangiga. They took the belfry doon sa, ayaw isauli. But at the time the massacre occurred, 10 years hold up, pinatay nila.

Where did we get the photo? American archives. Eh may mga enterprising talaga na… Eh ‘di ba sila ‘yung nag-picture-picture? Eh, kasalanan nila. ‘Yan ang totoo.

Sabi nila, “Si Duterte, anti-American.” Sabi ko, maybe at one time, if I can convince them, if I can get together, with them in a table, I would ask the Americans to leave Mindanao. I never said Philippines. You review the–

Ano ba ‘tong media, susmaryosep. That’s why hindi ako nagkikibo. You believe in what you want believe. Say it what you want to say. I don’t give a s***. Kasi ganon eh. Anong sabihin mo, iba ang lumalabas. That’s why.

So we have a problem here. Ang Abu Sayyaf, no way that I will talk to them. And sila rin, ayaw rin talaga. Ang akin lang sana, if I said, hindi tayong pwedeng mag-usap, sabi ko sa Moro, at least we minimize the slaughter. Kung maari lang. Kung maari lang.

We’re enjoying the… ‘Til now, walang NPA. But maswerte tayong taga-Davao dahil ang mga taga-Davao na pulis, in and out sila. Kung minsan, nagho-hostage, pero you know, I start to blow, release kaagad ‘yan. Eh kasi, we’re on the same wavelength sa paningin namin sa buhay. But it doesn’t mean to say that I am a member, that I want to destroy my country by armed struggle. Kalokohan ’yan.

Nandito lang ako, I’m a socialist, I’m a leftist. Correct. But ‘yan lang ang dynamics ko sa buhay. Doesn’t mean to say that I will also participate in destroying my country, lalo na ‘yung president ako.

So ‘yun ang ano ko sa inyo, do not abandon that. Do not ever, ever, huwag kayong mag-kumpiyansa. Kapag nawala ako, I will just leave the problem hang, it will destroy the generations. Tandaan ninyo ‘yan.

That is the little vignettes of life sa pulis. But… ano lang ‘yan, para sa akin, dito tayo magtutok sa drugs. It has destroyed the family, destroyed the careers of the police and some military men, and it is evolving before our eyes.
