Interview with PCOO Secretary Martin Andanar, by PCOO Assistant Secretary Kris Ablan and PCOO Assistant Secretary JV Arcena (Radyo Pilipinas – Cabinet Report sa Teleradyo)


ASEC. ARCENA: By the way, nasa linya na po ng telepono si Secretary Martin Andanar. Asec., nasa linya na po si Sec. at siya po ay nasa Cagayan De Oro, tama po ba ako Sec.? Good evening.

 

ASEC. ABLAN: Sec., good evening po.

 

SEC. ANDANAR: Magandang gabi. Good evening Kris and JV, tama kayong dalawa nandito ako sa Cagayan De Oro. We started the day very early, taking the first flight to Cagayan De Oro City, tapos nakausap natin sina Congressman Klarex Uy, Bishop Ledesma para sa ating programa sa CORDS X dito sa Regional Task Force to End Local Communist Armed Conflict. Mahalagang kausapin natin ang simbahan dahil this is a whole of nation approach, itong pag-solve ng problema ng insurgency sa buong bansa.

 

So it was a very productive morning, because after that, I went straight to the Philippine Broadcast Service at ni-repair natin iyong DXIM, iyong radio station dito sa Cagayan De Oro City, ang Radyo Pilipinas for our third Radio Rehab Project. So napakasuwerte ng ating mga kasamahan dito sa Radyo Pilipinas-Cagayan De Oro City dahil mayroon na silang bagong refurbished na radio booth and that is the project of Radio Rehab.

 

Sabi ko nga sa kanila Kris na hindi lang—ito’y gagawin natin sa lahat ng dalawampu’t pitong AM stations ng Radyo Pilipinas plus mga private radio stations nationwide. We’re targeting about 80 to 81 private radio stations na deserving na ma-upgrade iyong kanilang studio as part of our advocacy to give radio broadcasting a shot in the arm and include that in our second golden age of radio in the Philippines as that is our campaign for the Philippine Broadcasting Service.

 

ASEC. ABLAN: Maganda iyan Sec. Martin, so the CDO station is the third; the first two I remember po is Tacloban po iyong isa ‘no?

 

ASEC. ARCENA: Butuan and Calbayog.

 

ASEC. ABLAN: Ah Butuan, Calbayog… Sorry, sorry.

 

SEC. ANDANAR: Oo Butuan, Calbayog tapos—basta 27 lahat iyan eh, pero iyong tatlo plus iyong sa Metro Manila, that will be 2 AM stations, lima…actually tapos na so we’re down to 22.

 

ASEC. ABLAN: Where are you going next Sec. Martin o surprise po iyon?

 

SEC. ANDANAR: The next one is Zamboanga and then sa Tandag, sa Surigao Sur. Basta tuluy-tuloy lang ito, every month we will do our best to repair at least one radio station a month para sa ating radio rehab. And then in the afternoon—sorry JV, you have a question?

 

ASEC. ARCENA: I remember Sec., iyong Calbayog nakatanggap sila ng upgrade na tulad nito 30 years after noong naitayo ang—or 30 years after. Ito po bang RP sa CDO, kailan ho iyong huli nilang upgrade?

 

SEC. ANDANAR:  Matagal na rin, more than a decade.

 

ASEC. ARCENA: Wow, tagal!

 

SEC. ANDANAR: Based on the equipment that they have na medyo may kalumaan na rin. The equipment is more than a decade. Iyon ang nakakalungkot pero at the same time it gives our Radyo Pilipinas, our government media workers as sense of hope na ang ating gobyerno ay mayroon talagang pakialam sa media broadcasting, government broadcasting.

 

In fact, ibinalita ko nga sa kanila na aprubado na rin sa Senado iyong budget ng PCOO and that includes the National Government Strategic Communications Academy that will be constructed here in Region X. So, the same as the reaction of our colleagues in Butuan and Calbayog, masayang-masaya iyong mga taga-Cagayan De Oro PBS at makikita mo sa kanilang mga facial expression na there is smile; makikita mo na talagang hindi nila ano eh, hindi maipinta eh iyong kanilang tuwa.

 

And also, I would like to take this opportunity na pasalamatan din iyong Xavier University – Ateneo De Cagayan De Oro because binigyan nila ako ng Most Outstanding Alumni Award.

 

ASEC. ABLAN: Wow! Congratulations, Sec.

 

ASEC. ARCENA: Congratulations po.

 

SEC. ANDANAR: Salamat, salamat. And just like the slogan of Xavier University – Being Men for others – that reminded me and the other awardees na what we are doing today is not just for ourselves but for the greater glory of God. We do this for a sense of deep purpose na makatulong sa ibang tao, kaya nakaka-inspire. Kaya ako nagpapasalamat sa alumni association at mga teachers, mga professors ng Xavier University – Ateneo De Cagayan for giving that award.

 

And hindi pa tapos iyong gabi ko, mayroon pa akong meeting dito. Kakausapin ko naman si dating Congressman Pedro Unabia, Vice Mayor siya ngayon, ang kaniyang anak na ang Congressman at ito’y mayroon ding kaugnayan sa ating trabaho bilang Cabinet Officer for Regional Development and Security dito sa Region X.

 

ASEC. ARCENA: I understand Sec. ‘no, na-meet mo rin kanina si Archbishop Ledesma.

 

SEC. ANDANAR: Yes. Yes, thank you for—

 

ASEC. ARCENA: Ano pong tinalakay ho ninyo sa inyo pong meeting?

 

SEC. ANDANAR: Mayroong magandang proyekto ang Assisi Foundation sa Maynila and being assisted by the Archdiocese of Cagayan De Oro sa pangunguna ni Archbishop Ledesma na ito ay feeding program. Pero iyong feeding program na ito, ang layon nito ay para masolusyunan iyong malnutrition or undernourishment of identified children in identified barangays dito sa Region X.

 

Ganoon din iyong malnourished at undernourished na mga nanay dahil ito nga ay kailangang masolusyunan, hindi naman puwedeng malnourished iyong nanay mo, papaano niya aalagaan ang kaniyang mga anak. So they have this feeding program and what they do is they mix rice with dried vegetables. So, once they cook the rice, the dried vegetables, ‘yun pong ano… ‘yun pong meal package, they call it “Manna Package”, so parang manna, ‘from heaven’, punong-puno ng nutrisyon, ng nutrients and enough for the need of a human being, of a child and also the mother.

 

So, libre ito at dahil nga whole-of-nation approach ang strategy ng ating pamahalaan para ma-solve ang insurgency, and of course, if you want to solve insurgency, JV and Kris, you need to solve poverty, right?

 

ASEC. ARCENA: Yes.

 

SEC. ANDANAR: So, one of the noble projects to give proper nutrition to our children and to the mothers of the children. So, we work together with Archdiocese of Cagayan de Oro as part of that whole-of-nation approach strategy,

 

So, this coming December 13, babalik ako dito sa Cagayan de Oro para sa fourth quarter meeting with the Regional Task Force to End Local Communist Armed Conflict. This time around kasama na ‘yung mga members ng non-profit organizations or non-government organizations na member ng RTF para nga mas maganda ‘yung ating approach sa pag-solve ng problema ng kahirapan dito sa Region X.

 

ASEC. ARCENA: Kumbaga, hindi lang ito whole-of-the-government approach, pati na rin ho private sector ay kailangan na ring maging aktibo ‘yung partisipasyon para ho ma-address ‘yung problema.

 

SEC. ANDANAR: Yes, tama. Kung maaalala ninyo bago itong Executive Order Number 70, it was a militaristic strategy to solve the insurgency challenges that we have in our country. But with EO 70, sinama na ‘yung civilian government at sinama na rin ‘yung private, sector, the non-profit organizations, the NGOs, and religious sector.

 

So, by having a united front to solve poverty, mas malaki po ‘yung pag—tsansa na magkaroon ho talaga tayo ng isang lipunan na wala hong insurgency, na wala hong rebelde.

 

ASEC. ARCENA: Yes, tama po. Napaka-loaded ho ng inyo hong linggo, Sec!

 

ASEC. ABLAN: Yes! Kasi I think, yesterday nakita ko pa sa Facebook si—

 

ASEC. ARCENA: May bilateral.

 

ASEC. ABLAN: Si Sec. Martin, welcomed the Russian Ambassador and other delegates and then today nasa CDO na po si Sec.

 

ASEC. ARCENA: And three days ago nasa Korea pa kami.

 

ASEC. ABLAN: Oo nga eh!

 

ASEC. ARCENA: For the ASEAN-ROK Commemorative Summit.

 

SEC. ANDANAR: Oo.

 

ASEC. ABLAN: Boss, easy ka lang sa travel hah, mag-vitamin C po tayo.

 

SEC. ANDANAR: Well, kumuha ako ng Manna Package. Kumuha ako ng sample ng Manna para lutuin ko sa bahay.

 

ASEC. ABLAN: Ah, may Manna Package, iyon ang kakainin niya.

 

ASEC. ARCENA: Manna Package…

 

SEC. ANDANAR: Oo, kakainin ko. Pero alam mo, talagang nakakatuwa, maraming produkto dito sa Region X na puwede talagang palaguin pa para mapakinabangan ng buong bansa. Mga agricultural products na makakatulong sa nutrisyon ng isang tao especially ng isang bata; anyway, enough of that topic.

 

Alam ko mainit na topic natin ay ‘yung Sea Games at bukas na ‘yung opening. So, tomorrow I will be there in Manila, I’ll be taking the early flight to be able to make to the opening and then sa Linggo naman, dire-diretso sa Misamis Occidental para sa isa na namang activity, kasi kasama ‘yun sa Region X, isa na namang activity ng ating kaibigang gobernador, si Governor Philip Tan, para mapag-usapan din natin iyong plano ng Regional Task Force at ng CORDS doon sa Misamis Occidental.

 

But tomorrow will be an exciting day. Doon muna tayo at sana abangan ng lahat ng ating mga kababayan dito sa Radyo Pilipinas ang special coverage para sa opening ng Sea Games.

 

ASEC. ARCENA: May mensahe ho ba kayo sir, para sa mga atleta natin?

 

SEC. ANDANAR: Ang mensahe ko sa ating mga atleta ay huwag kayong mag-alala dahil ang buong Pilipinas ay nasa likod ninyo, ang buong gobyerno ay nasa likod ninyo – kami ay nagbibigay ng 101% support, moral support. Of course, the government financial support para mauwi ninyo ang ginto o mga ginto na inaasam-asam natin.

 

Pero more than that I think, what is very important is for us to be able to show the whole world that we have international at [unclear] athletes that deserves to be recognized in the international stage.

 

And at the same time, na ma-realize din ng buong mundo na kaya ng Pilipinas na mag-host ng ganitong klaseng international event. Kita naman natin ‘yung mga facilities na itinayo diyan sa Clark tapos ‘yung mga ni-renovate na facilities diyan sa Rizal at iba pang mga lugar kung saan idadaos ang SEA Games.

 

So, panalangin ko rin, pakiusap ko rin sa ating mga kababayan na sana ay magkaisa tayo at huwag nating bigyan ng puwang ang fake news dito sa ating bansa lalong-lalo na ngayon na mayroon tayong isang SEA Games na dapat nagkakaisa tayo because we are standing as one, one race, we are going to win as one, as one race, as one Philippines and if we act like having that attitude of crab mentality, we will lose as one – hindi naman maganda ‘yun, hindi naman ‘yung ang gusto natin; gusto natin manalo tayong lahat so, suportahan natin ‘yung ating mga atleta at suportahan din natin ang ating watawat – ang watawat ng Pilipinas.

 

ASEC. ARCENA: Alam po namin Sec. na may susunod—

 

ASEC. ABLAN: May isa pa siyang event.

 

ASEC. ARCENA: May event ka pa ‘no? May susunod ka pa na mga meetings.

 

SEC. ANDANAR: Oo, mayroon pa, sige. Thank you!

 

ASEC. ARCENA: So, may huli ho ba kayong mensahe bago kami mag-break muna at bago tumungo sa talagang topic at guest natin.

 

SEC. ANDANAR: I would just like to congratulate Kris for his very successful event in Dumaguete.

 

ASEC. ABLAN: Thank you, Sec! Thank you very much! Kasama ko si Usec. Marvin Gatpayat po.

 

SEC. ANDANAR: Oo. At alam kong out of that event maraming mga ideas ang lumabas at born out of that event. The good thing about these events is that you are able to extract good ideas from the audience; wala namang monopolya ng ideas, ‘di ba Kris?

 

ASEC. ABLAN: Opo. Yes, sir.

 

SEC. ANDANAR: So, when we go to different regions, maraming mga bright na mga Filipino na nakakapagbigay ng mga magagandang ideya para mas ma-improve pa iyong ating ano… ‘yung ating road shows. I think, there was a suggestion, Kris, na road show coming from that—

 

ASEC. ABLAN: From the Negros Oriental Trade and Business Association po yata, Sec. Martin

 

SEC. ANDANAR: Oo, ‘yung Ease of Doing Business, tama?

 

ASEC. ABLAN: Si Mr. Frasel(?) po wanted na mag-organize po tayo ng Ease of Doing Business Road Show next year. So, sabi ko po sa kaniya ipapaalam ko po sa inyo and we will talk po with Anti-Red Tape Authority po.

 

SEC. ANDANAR: Oo at saka sa DTI, ‘no?

 

ASEC. ABLAN: Yes! Yes, sir.

 

SEC. ANDANAR: Kausapin natin sila; so, congratulations Kris, and good luck on you future activities. Alam ko na napakadami pang mga activities ang naka-linya sa ilalim ng opisina mo, ng FOI-Philippines, because the Senate already approved your budget.

 

ASEC. ABLAN: Yes.

 

SEC. ANDANAR: Congratulations!
