USEC. IGNACIO:  Kaya naman ngayong umaga, muli nating sasagutin ang iba’t ibang katanungan ng ating kababayan kasama pa rin ang mga resource persons mula sa mga ahensiya ng pamahalaan.

SEC. ANDANAR:  Ating lilinawin ang mahahalagang impormasyon na dapat malaman ng ating mga kababayan kaugnay sa mga programa ng pamahalaan at sa ating pagharap sa new normal sa kabila ng banta ng COVID-19 pandemic.

Upang sumagot sa mga tanong ng bayan, maya-maya lamang po ay makakausap natin sina NHA General Manager at Balik Probinsiya Executive Director Marcelino Escalada, Jr. at Department of Tourism-NCR Director Woodrow Maquiling. Mamaya po makakasama rin natin ang ating mga PTV correspondents mula sa iba’t ibang probinsiya at ang Philippine Broadcasting Service.

USEC. IGNACIO:  Samantala para sa ating unang balita, aprubado na sa second reading sa Senado ang pitong local hospital bills na iminungkahi ni Senator Bong Go na naglalayong mas mapabuti ang pagbibigay ng medical at health services sa mga Pilipino ngayong may pandemya.

Sa bill na ito, planong itayo ang Bicol Women’s and Children’s Hospital sa Camarines Sur at mas mapalawig pa ang kapasidad ng ilang ospital sa bansa tulad ng Quirino Memorial Medical Center, Western Visayas Medical Center, Siargao District Hospital, Malita District Hospital, Cagayan Valley Medical Center, Las Piñas General Hospital at Satellite Roma Center. Bukod pa diyan, matutugunan nito ang kasalukuyang problema ng bansa sa nagsisiksikang mga pasyente sa mga ospital lalo na ngayong may krisis na kinakaharap ang bansa dulot ng COVID-19.

Samantala, matatandaang hinikayat ni Senator Go ang Department of Education na mag-explore ng mga alternatibong pamamaraan ng pagtuturo ngayong may pandemya upang masiguro ang kaligtasan ng mga estudyanteng magbabalik-eskuwela sa darating na August 24. Ayon sa Senador, dapat na gamitin ang teknolohiya sa distance learning gaya ng virtual classrooms. Pero dahil hindi nga lahat ng estudyante ay may kakayahang maka-access sa internet lalo na ngayong nasa kasagsagan tayo ng crisis, aniya, may airtime na nakalaan sa educational program na naaayon sa batas na puwedeng gamitin.

Kaugnay diyan, ang Intercontinental Broadcasting Corporation o IBC-13 ang nakikitang posibleng maging educational channel by airing curriculum-based TV programs sa Metro Manila, Central Luzon at CALABARZON. Ngunit ayon kay Secretary Martin Andanar, ang network ay kasalukuyang underutilized at kinakailangan ng malaking pondo para mas mapalawak pa ang sakop nito.

SEC. ANDANAR:  Samantala, upang alamin po naman ang pinakabagong update kaugnay sa Balik Probinsiya, Bagong Pag-asa program ng pamahalaan, makakausap natin si NHA General Manager at Balik Probinsiya Executive Director Marcelino Escalada. Magandang araw po sa inyo, sir.

GM ESCALADA:  Magandang umaga naman, Secretary Martin, as well as Usec. Rocky. Good morning.

SEC. ANDANAR:  Last May 20, 2020 sinimulan na ang sendoff ng first batch ng Balik Probinsiya, Bagong Pag-asa program kung saan nasa mahigit isandaang indibiduwal ang naihatid sa kani-kanilang mga probinsiya. May target province na po ba tayo ngayon at kailan po ang susunod na batch?

GM ESCALADA:  Thank you, Secretary Martin, for that question. Tama iyon, so we had a pilot project last May 20 of 2020, then pagkatapos we did an evaluation upon the completion of the rollout. At saka ngayon, we are set already to have a simultaneous rollout effective June 11 of 2020. So I’m speaking again for Leyte, Samar, Negros Occidental, Northern Samar, CamSur, Eastern Samar, Zambo Del Norte and Lanao Del Norte. So itong tatlong provinces, the top 3 of the 10—iyong the first 3 I mean; for the first 3 of the top 10 are the most numbered provinces natin na gusto nang uwian ng ating mga kababayan, Secretary Martin.

So again, we are confirming that our next batch of rollout will be on June 11 for Leyte. So we will be sending another 100 qualified enrollees to the Balik Probinsiya, Bagong Pag-asa, and I also coordinated, Secretary Martin and Usec. Rocky, to our Governor Migz Villafuerte of CamSur.

So instead na sabay sila sa June 11, we will schedule it on June 12, kasi we will also be experiencing congestion in our dispatch area. So there will be a minimum of 5 or 6 buses every day from June 11 and June 12, and we hope to get another schedule for Zambo Del Norte and Lanao Del Norte. So right now, Secretary Piñol of MinDA is coordinating with the provinces of Mindanao particularly and speaking of Zambo Del Norte and Lanao Del Norte.

SEC. ANDANAR:  Ayon sa inyong tala, so far ay nasa mahigit 79,000 na ang nakapag-register sa BP2 program. Ano na ba iyong kabuuang bilang ng applications na natatanggap ninyo online at iyong mga pumunta sa Balik Probinsiya center?

GM ESCALADA:  Tama iyan, Secretary Martin, there are 2 ways within which an applicant can go into our enrollment. So in the observance of the physical distancing, we would comply with that, that is why sabi natin mas maganda that everyone will apply via online. So there are 79,000 already as we speak right now, that have enrolled online. So ito iyong mga nasa barangays within NCR.

However, mayroon din tayong sinasabi that there are those na kabayan within natin with NCR na wala ngang net connection at saka walang smart phones. So I did a coordination meeting with Usec. Martin Diño of DILG and we had a very good and substantive meeting and coordination with all the barangay leaders in NCR. So may mga forms tayo, Sec. Martin, Usec. Rocky, are available at the barangay levels right now.

So they can enroll manually, they can fill up the form and at the same time, darating at saka i-submit sa NHA Secretariat and we will be the one to consolidate the data that will form part of our database. So we expect Secretary Martin another 10,000 applications via manual because we produced already the first 50,000 forms which we distributed. So we expect around 10,000 to be in anytime towards the end of this week. So iyon ang magpo-form part of our database, both for online as well as enrollment.

SEC. ANDANAR:  Saan po maaaring matagpuan ang mga BP2 centers?

GM ESCALADA:  Right now, Secretary Martin, we have requested our barangay leaders through Usec. Martin Diño that our BP2 centers will also be established: una, sa lahat ng mga barangays so we will be coming up with an order along that line duly supported by our Secretary Ed Año of DILG; The second BP2 centers natin Secretary Martin, are also the member-departments of the Balik Probinsiya, Bagong Pag-asa. So we also require and we also requested our BP2 council member-departments to establish their own BP2 desks sa kanilang region, sa kanilang field offices as well as sa main office dito sa Maynila.

USEC. IGNACIO:  Opo. Sir, bukod po sa Central Visayas, anu-ano pa iyong mga probinsiya na may pinakamaraming nais uwian o nais balikan ng ating mga kababayan? Kasi sa tingin ninyo po ba, bakit sa Central Visayas po iyong may pinakamaraming nais umuwi?

GM ESCALADA:  Tama iyan, Usec. Rocky, if you noticed in our top 10 provinces, that most of our 79,000 who have enrolled in this particular website, the top 5 all fall under the Visayas Region. And if you noticed sa ating mga profile, these were all residents of Metro Manila for the last 7, 6 or 5 years. My impression, my data tells me that indeed this was the time when Yolanda hit the Tacloban and Yolanda corridor – from Eastern Samar all the way to Palawan. So ito iyong population that migrated, that left the Yolanda corridor from Eastern Samar all the way to Palawan, Ormoc, Leyte, Southern Leyte, the Samar provinces. Ito iyong mga tao na victims of the Yolanda calamity.

But the Hatid initiatives, Sec. Martin, is just an assistance, so, these are all stranded individuals, stranded tourists, stranded estudyante, stranded OFWs because walang masasakyan dito sa Maynila.

So, government, as part of our commitment is we provided for, let’s say transport – the land transport as well as the air transport – just to make sure na ihatid lang sila sa probinsiya. At saka mayroon ding nag-positive doon so, that is a separate accounts. So, there are those that have turned out positive after the test here in Manila.

But then again, ang point ko lang Sec. Martin, is hindi naman natin by chance na pinili iyong probinsiya na iyan, it is by choice really because the moment—parang ang analogy ko nga, Sec. Martin, is that when you take an exam for board either you will pass or fail. When you take the bar exam whether you pass or fail. When you test the COVID patient or a beneficiary it can also be negative or positive. What is important is our facility in the province is ready and we have the capacity to test.

Kung wala namang capacity ang probinsiya, Sec. Martin, I will not in my own decision, in my own discretion as an Executive Director, I will not send any bus, any ship or any air transport asset natin papuntang isang probinsiya na pagdating doon, bungkag na lang sila didto (maghiwalay na lang sila doon). So, there has to be a way. You notice diyan sa ating video, Sec. Martin, there was a very organized testing activity that was conducted by the province of Leyte.

So, again in my capacity, kapag tingin ko na wala namang tsansa na talagang test can be conducted in a particular province, I will not command the dispatch. But for those LGUs na may capacity, based on our coordination then we will proceed with our dispatch schedule.

SEC. ANDANAR:  Para sa kababayan natin na may iba pang concern, saan po sila maaaring mag-inquire o tumawag?

GM ESCALADA:  Sa ating website, Sec. Martin, balikprobinisya.ph, mayroon tayong hotline doon as well as mayroon tayong FB page that they can also inquire. Kung wala talaga silang access for the net, again, we have the Balik-Probinsiya desk at the barangay levels as well as the establishment of the BP2 desks at the municipal or the regional district level ng mga member-departments ng BP2 Council natin.

Isa po ang Pilipinas sa mga bansang may maunlad na turismo bago pa man maapektuhan ng COVID-19 pandemic. Ngunit ayon sa ipinatupad na community quarantine, malaki ang naging epekto nito sa kabuhayan ng marami nating kababayan.

Good morning, sir. Kumusta na po iyong naging tugon ng DOT-NCR sa mga nakaraang buwan ng community quarantine ng Luzon?

Can you hear me, sir?

DIR. MAQUILING:  Hi, Usec. Rocky.

USEC. IGNACIO:  Opo. Sir, kumusta na po ang—

DIR. MAQUILING:  Yes, ma’am.

USEC. IGNACIO:  Opo. Welcome po sa Laging Handa. Ito po iyong tanong natin para sa inyo, sir. Kumusta po iyong naging tugon ng DOT-NCR sa mga nakaraang buwan ng community quarantine ng Luzon at ano-anu po iyong mga naging paghahanda at pagtugon doon po sa mga pangangailangan ng ating mga kababayan sa National Capital Region? Iyong mga banyagang dumadaan po sa NAIA at iyong ating mga OFWs na patuloy pa rin pong dumarating sa bansa?

DIR. MAQUILING:  Good morning po, USec. Rocky. Una sa lahat, marami pong salamat kay Sec. Martin Andanar, ang akin pong kaibigan po na sumusuporta sa DOT-NCR and for having us here at Laging Handa para po maisiwalat at ma-report sa ating mga sambayanan po ang mga ginagawa ng inyong Department of Tourism dito po sa National Capital Region.

So, since start pa lang po ng lockdown dito sa Metro Manila, you know, it is very—may ano eh… maganda iyon, Usec. Rocky kasi lahat ng mga regional directors at lahat ng management ng DOT at that time just before the lockdown, we were in an event supposedly for the President somewhere in Region VI, in Western Visayas. Kaso nga nag-outbreak na at hindi na natuloy si Presidente at may ugung-ugong na po na may lalabas na lockdown sometime midnight of (March) 15.

So, ang ginawa po doon is nag-emergency meeting po agad, pina-emergency meeting po agad ni Sec. Berna ang lahat ng mga directors ng iba’t-ibang rehiyon at saka lahat ng mga top management ng DOT. And immediately we have fortified our different regional offices, kasali po tayo doon sa NCR, to be ready to the eventuality. Kasi malaking dagok ito especially sa turismo which you know, the very core of tourism is really travel. Now, when we do lockdown, the very core of people traveling from one place to another, iyan naaapektuhan talaga iyan.

So, madami tayong hakbang na nagawa kasali ang ating—based on the guidelines ng ating Secretary and we have assisted as much as 30,347 foreign and domestic tourists, ma’am, especially galing from the different regions coming to Manila because they will take their repatriation and exiting flights out of the country. So, we have assisted as much as 35 sweeper flights coming from the regions for our foreign tourists and as much as 112 sweeper flights.

Kasi ang nangyayari dito, ma’am, is there are a lot of stranded individuals and stranded foreign and domestic tourists especially iyong foreign tourists natin sa different tourist spots like Boracay, Siargao, Palawan, Cebu, all over the country – Negros where I come from.

So, ang ginawa po doon, si Secretary really make sure that we have to get these foreign tourists out of our provinces and assist and facilitate na makaalis sa bansa. So, the Department of Tourism mounted as much as 28 sweeper flights coming from the different provinces where we have our, both of our tourists papunta ng Metro Manila dito sa NAIA kasi nandito iyong mga—para makaalis sila out of the country already.

But just to say, we also assisted different mga konsulado at mga embahada dito sa Manila na nag-organize ng kanilang sariling sweeper flights para to make sure that their nationals are able to leave the country safe and sound amidst this pandemic.

So, aside from that, ma’am, we were able to assist also hindi lang dito sa paliparan ng ating bansa dito sa NAIA kasama ang ating partners ng mga … dito sa MIAA at dito sa OTS, sila General Manager Ed Monreal, we were able also to assist iyong mga sweeper boats galing sa different regions sa seaport po. So, we assisted as much as six sweeper boats via 2Go coming from the different—especially from Palawan and MIMAROPA Region.

So, sa kabuuan po, Usec. Rocky, we were also likewise very peculiar dito sa NAIA at National Capital Region, as much as there’s an exodus of foreign tourists and domestic tourists coming from the regions papunta dito sa Luzon at NCR paalis ng bansa din, mayroon din tayong tinatawag na mga returning overseas Filipinos or iyong mga OFWs natin at mga OFs natin na galing sa ibang bansa na gustong umuwi dito sa atin sa Pilipinas dahil, you know, mas grabe rin ang pandemic abroad, actually. I think sa news alam ng mga tao iyan that we are—in fact, Philippines is more successful in addressing this pandemic as compared to other countries, that’s why ang daming umuuwi ngayon.

As much as you know, 40,000 OFWs already have arrived and tayo po, sa tulong ng Tourism Promotions Boards, nakapagbigay po tayo ng ayuda sa ating mga OFWs kasi kagustuhan po ito ni Sec. Berna na iyong mga OFWs kasi doon nag-i-stay sa ating mga hotels iyong—kasi iyong mga hotels natin kinonvert natin into quarantine facilities.

As you may all know, under lockdown, hindi talaga puwede mag-operate ang tourism kasi walang leisure, hindi ba, but ang ating mga accommodation establishments – hotels, pension house – ay kinonvert po natin into quarantine facilities to heed the call of government to help assist in this management of the pandemic.

So, iyong mga OFWs na nakatira sa mga modest accommodation establishment, mga pension house na masyadong hindi handa sa pagdating ng mga ating OFWs doon, nagbigay po ang Tourism Promotions Board ng as much as five thousand hygiene kits. So, maganda po ito, ma’am – if I think may mga slides tayo diyan na nabigay din kay ma’am [unclear], if puwedeng ma-share natin that… Because itong hygiene kits – toothpaste, alcohol, toilet paper, and you know, all of the basic essentials nandoon ibinigay natin para sa ating mga OFWs billeted at our quarantine facilities sa mga hotel.

So sa kabuuan po, ma’am, if there’s one thing that in the tourism industry in Metro Manila, ang ating—lahat ay patay ‘di ba, like lahat are down, everything, like travel agencies. But if there’s one subsector that has survived and has likewise assisted the government, it’s the subsector and the hotel industry.

If you noticed, ma’am, may binigay tayo na slides. Gusto nating ipakita ito kasi makikita natin na, you know, sometime March, nag-close lahat. But because of the Joint Administrative Order galing sa DOT, DOH at saka sa DILG, we were able to open and operate as much as many hotels possible to accommodate para gawing quarantine facilities sa ating mga returning overseas Filipinos.

So as of March 31, we were able to operate 15,000 rooms already and then hanggang sa April, 41,900 rooms and then—in fact, sometimes nag-i-80% po, Usec., ang ating mga occupancy rates. So parang—you know at this time of the year, it is the peak season ‘no but I think for the past eight weeks or so, I think we are able to provide and continue the income generation of our subsector in the hotel industry and they were able to provide work also sa ating mga empleyado sa ating mga hotels on a limited scale. Apparently, majority of hotels talagang ay nag-full capacity kasi ang daming dumating na mga returning overseas Filipinos.

In fact, sometime May 24, 41,664 rooms po ang occupied at that time, ma’am, so that’s as much as around—if makikita ninyo sa screen natin, 47% OFWs and 30% BPOs. I think nabalita din iyon, Usec., na lahat ng mga workers sa BPOs and, you know, essential workers are allowed to stay in the hotels that’s nearby their workplace ‘no.

So I think, si Presidente gave a marching order to our officials to bring home the 24,000 OFWs stranded in Metro Manila because of, you know, iyong delay natin sa mga quarantine certificates.

If you noticed in May 24, we have 41,664 rooms occupied. By the end of that 7 days or one week po, Usec., naging 31,000 occupied rooms na lang kasi talagang nakaalis na po ang 24,000 OFWs. Majority are staying in the hotels as quarantine facilities, some sa mga cruise ship na naka-dock sa Metro Manila, Manila Bay and, of course, iyong sa mga different quarantine facilities.

So take away po, we are successful in terms of opening as many as 470 hotels, Usec. Rocky, to accommodate our returning Overseas Filipinos and other essential health workers and other essential workers. This amounts to 56,871 rooms in the National Capital Region. But as of today … or as of yesterday, since majority of the OFWs ay nakaalis na, very successful iyong sinabi ni Presidente na one week, na-achieve naman. So ngayon mayroon na tayong …marami na tayong available rooms. We have as much as 25,000 freed up rooms already or right now we are only 56% occupancy po, ma’am.

USEC. IGNACIO:  Opo. Director, may tanong po si Joseph Morong ng GMA-7, isang quick question niya dito. Kailan daw po magsisimula ang mga tourism activities?

DIR. MAQUILING:  Yes, ma’am. I’m sure ang daming tanong na ganiyan. That’s a question that I think most of us ang gustong gawin kasi for nine weeks already, I think talagang nasa lockdown tayo, nasa bahay tayo or very limited iyong movement natin. Everybody wants to travel and Filipinos love to travel and to go to their families and visit the sites.

So under GCQ, since GCQ pa tayo dito sa Metro Manila, ma’am, hindi pa talaga allowed iyon. We can’t travel muna. But under MGCQ, I think some provinces are already under MGCQ, some resorts are allowed to operate on 50% operating capacity at depende rin iyon sa LGU nila kung ina-allow ang—subject to, you know, strict health protocols and safety measures ng mga LGUs.

At kaugnay po doon, Ma’am Rocky, si Secretary Berna po issued a new guideline on the new normal governing the operations of different accommodation facilities in the country. So ito, na-cascade natin sa ating mga stakeholders.

So kay Sir Joseph, wait and wait lang muna po. Like for instance, Baguio, they will open in September, I was told by the Regional Director there. And I think in due time, we just have to test, trace and treat talaga this particular pandemic and as soon as we’re able to, you know, overcome that fear because people are scared of traveling.

Like ako, I’m really scared. I really want to go to Boracay but I’m sure everybody’s scared of traveling. Unless we are able to institutionalize the health and safety measures to ensure that while we are traveling, we are also safe when we reach our destination because when we go to back to our families, para hindi tayo maka-infect and all. So it’s good that if the… you know, the feeling of wanting because tourism is all about experience. And you know for us, to be able to experience a certain product in the certain destination, we have to be there physically.

So hintay-hintay lang po, we will soon open; hopefully in NCR, we are able to open our different sites, different—you know, nami-miss ko na nga ang Jones Bridge na iyan eh. Iyong magpa-picture doon, ang daming mga tao. You know, different sites dito, Usec. ‘no.

USEC. IGNACIO:  Okay. Maraming salamat po sa inyong oras, Department of Tourism National Capital Region Director Woodrow Maquiling.

SEC. ANDANAR:  Samantala, mula naman sa NAIA, may ulat si PTV correspondent Karen Villanda.

KAREN VILLANDA/PTV:  Secretary, nandito nga tayo sa Terminal 2 kung saan nandito iyong 300 plus na mga katao na dito natulog sa Terminal 2 kagabi. Ayon sa ating mga nakausap ay hindi sila mga OFW, kung hindi sila iyong mga local stranded individual. Ayon sa kanila, ayon sa kuwento nila ay may nag-text daw at tumawag na pumunta sila dito sa Terminal 2 para sunduin ng kanilang chartered flights, pero pagdating dito tinatawagan nila iyong tumawag sa kanila or nag-text ay wala nang sumasagot. Ngayon nagpunta dito si Sir Hans Cacdac, ang OWWA Administrator dahil nga nabalitaan niya umano’y mga OFW daw ito. Sir Hans, pakilinaw nga po.

ADMIN. CACDAC:  Oo, nakapanayam ko rin sila, Sec. Mart, USec. Rocky, at ayon sa impormasyon na ibinigay nila, sila nga ay locally stranded individuals, hindi po sila OFWs.

Mayroon silang mga applications sa recruitment agency, pinalipad sila from Mindanao here to Manila ng kanilang recruitment agency at mayroon silang mga application na naudlot. Hindi po nagpatuloy itong kanilang balak na maging OFWs; so hindi po sila OFWs at na-stranded sila sa Maynila, they never left the country.

So, ang puwede pong isagawa dito ay aayusin ang kanilang documentation as local stranded individuals under the IATF regulations and then iyong makikipag-coordinate po sa Balik Probinsiya Program and of course, dito sa OWWA dahil kasama tayo sa one-stop shop ay magko-coordinate kami sa DOTr din at saka CAAP at sa iba pang kinauukulan kung anong mga options natin para sila ay makabiyahe pauwi.

And of course, sa OWWA, gana ng OWWA tayo ay namamahagi for their wellbeing. Namamahagi tayo ng food since last night noong lumagi sila dito until today.

VILLANDA:  Sir Hans Cacdac, ang alam ko po mga OFW ang ating hinahawakan pero as of now dito sa non-OFWs, ano na po iyong mga itinulong natin pagdating natin dito?

ADMIN. CACDAC:  Ayun nga, tayo’y nagmamanman sa sitwasyon nila, nagbibigay tayo ng pagkain at iyong kanilang … of course, iyong kanilang well-being minu-monitor din natin. Napansin ko may isa o dalawa na medyo senior citizen.

So, minamanmanan natin ang sitwasyon nila and as I said, with the strong interagency effort dito ay we are finding options kung paano sila makauwi.

VILLANDA:  Nililista na po ba natin ang mga pangalan nila, sir?

ADMIN. CACDAC:  Yes, inilista natin iyong mga pangalan at saka itong mga recruitment agency nila na binitawan sila ay pananagutin natin sa korte at sa POEA dahil sila ay may responsibilidad din sa kanilang mga aplikante dahil sila nagpadala dito, libre iyong plane ticket mula Mindanao until Maynila, eh bakit hindi ho nila mapangatawanan iyong pauwi from Manila to Mindanao. So, tatanungin din po natin iyan sa mga recruitment agencies na ito.
