SEC. ANDANAR: Pilipinas, magandang gabi. Ito si Communications Secretary Martin Andanar. Nitong nakaraang Lunes, nagbigay si Pangulong Rodrigo Roa Duterte ng kaniyang State of the Nation Address o SONA. Dito nagbigay siya ng accomplishment report ng gobyerno para sa nakaraang taon at binalangkas niya ang mga hakbang na tatahakin ng bayan upang makamit ang mga hangad natin sa kabila ng pandemya.

Sa edisyong ito ng Cabinet Report, babalikan natin ang mga bahagi ng SONA ng Presidente na mas lalong may implikasyon sa buhay ng Pilipino sa labas ng NCR. Kukunan natin ng reaksiyon ang iilang opisyal ng mga pamahalaang lokal sa mga lugar na ito at kakausapin din natin ang ilan sa kanilang nagpamalas ng pagka-praktikal at pagka-malikhain sa pagharap sa mga hamon ng pagbangon mula sa kahirapan at sa pag-asenso.

Pilipinas, lahat tayo sa buong kapuluan ay may kaniya-kaniyang dinaraanan at iba-iba marahil ang mga issue at prayoridad sa iba’t ibang mga rehiyon at probinsya. Madalas ang naririnig natin ay ang mga tinig na nakabase sa Kalakhang Maynila, kaya naman sa pamamagitan ng mga programa natin tulad ng Network Briefing News, binibida natin ang mga tinig ng iba.

Ang SONA, ang ilang reaksiyon mula sa labas ng NCR at ang mga inisyatibo ng mga lider ng ating mga isla’t munisipyo. Lahat ito sa pagbabalik ng Cabinet Report.

Narinig ninyo ang ilang bahagi ng SONA ni Pangulong Rodrigo Roa Duterte. Matapos nito, kinausap natin ang ilang opisyal mula sa mga rehiyon sa labas ng NCR upang makuha ang kanilang reaksiyon sa SONA at ito ang kanilang mga pananaw|:

ZAMBOANGA CITY MAYOR CLIMACO-SALAZAR: I found it very humbling for the President to express his deepest gratitude to all the frontliners, iyong mga prontera, nasa unang hanay because the COVID battle is quite, quite very challenging not only for local governments but even for the presidency himself. So on the part of the City Government of Zamboanga, we are very thankful that we have a leader that is humble enough to acknowledge the hard work of everyone working especially those that have been found positive with COVID.

And thus the government of Zamboanga, I myself in particular have to be re-swabbed last week because COVID [UNCLEAR] right in the city hall. As much as while we would want to really continue our fighting COVID, the national government is also making its presence felt with sending Secretary Galvez and the team to Zamboanga City to really facilitate testing, tracing and treatment with the presence also of Secretary Dizon. It was very remarkable ‘no to presidency that we have Senator Bong Go and the Cabinet Secretaries giving, attending to the needs of local government units. Zamboanga is really indeed blessed and we pray for the presidency, the entire Cabinet, the Vice President and all elected officials crossing political colors.

I would just like to give a feedback also, siguro it’s more meaningful not taken from an elected official. Today in Our Lady of Purification Parish, the priest homilist, Father Jude Duncombe cited what he liked most about the State of the Nation Address and I think from a perspective of the religious sector in the City of Zamboanga, it was very remarkable when Father Jude Duncombe said that he really appreciated and it really, really sounded close to his heart the challenge of the President to really help us particularly in our education when he called on the telcos to really improve their services.

I think ang pinaka-lasting legacy that we can give our children is the best education that we have. So taking note of the President’s challenge, exasperation and call to all these telecommunication companies, it is really a toll call for the telcos to deliver because it is not in a way the delivery of all of these MBPS and service is not going to be measured only in terms of pesos. But the amount that will be benefited is the education, the future of our pupils and that is what really matters to a father of the country, to a President, to someone who really sees the heartbeat of every mother, every father and more importantly every child.

So today, as we reel after the State of the Nation Address, we have a homilist citing the statement of President Duterte that will redound to a better opportunity for education. And I think we should always remember that education is an investment worth because the future of our children are at stake.

BOHOL PROVINCE GOV. YAP: Maraming exciting portions iyong State of the Nation Address ni President Duterte. For Bohol – I speak for Bohol – alam naman natin na iyong ekonomiya namin is heavily dependent sa tourism kaya iyong sinabi ni Presidente na sa tourism, he wants to drive local domestic tourism, to put fund back in our travels. Iyong sinabi niyang the national government agencies and the LGUs must harmonize their policies to boost tourism, this is a signal that the national agencies must take kasi kami, ready naman kami. Gusto naming i-capacitate iyong mga tourism outlets namin, pero kung iyong national agencies hindi makakapag-cooperate sa amin, mahihirapan kami.

Mayroon kaming mga micro finance funds, puwede naming tulungan iyong mga industries to bounce back but iyong capacitating, iyong training, iyong retooling, adaptation all of these need to be funded and the national agencies have to do this. Aside from that, alam naman natin na MSMEs dominate the country, so maganda rin iyong sinabi ni Presidente na dadagdagan pa iyong pondo for MSME na i-retrain, retool, readapt muna bago namin bigyan ng capacity building funds iyong mga MSMEs namin dito.

So maganda rin iyong sinabi ni Presidente about loans. Sabi niya na bibigyan daw ng regulatory relief ang mga MSMEs ng Central Bank. Tapos sinabi niya allow loan payment extensions without incurring penalties and charges, ito na talaga iyong matagal na nating ipinaglalaban para sa mga MSMEs na nasa tourism. Kasi binigyan natin sila ng pagitan na hindi magbayad ng 3 months/4 months because of the We Heal as One Act pero kung on the 4th/5th month sasabihin natin magbayad sila, hindi rin nila magagawa iyon. Kaya importante ito na iyong signal ng Central Bank sa mga bangko na i-restructure, bigyan sila ng mas matagal na panahon na hindi magbayad.

So sa panahon na may COVID, business will not go back to normal. Iyong panahon na iyon, bigyan ng pagitan iyong mga negosyo, huwag munang magbayad. Tapos ‘pag may bakuna na, mayroon na tayong vaccine or nakuha na natin iyong normal, na-break na natin iyong curve, bumabagsak na iyong infection ng Manila, ng Cebu then that’s the time na siguro i-restructure natin, bigyan natin ng 5 years to pay iyong mga negosyo. So iyon ‘yung mga magagandang sinabi ni Presidente sa capacitating and getting us moving forward ‘no.

And I hope this signal is taken well by the national government agencies at makipagtulungan sila. Kasi sabi nila nauubusan na raw ng pondo iyong national government, eh iyong mga mayors at saka iyong mga governors, mayroon naman kaming mga pondo na hindi kasing laki ng national. Pero kung 100 to 120 billion lang, mayroon kaming 120 billion na puwedeng isabay sa mga programa nila, masu-sustain natin at mabibigyan natin nang malaking impact.

So sa micro finance lalo na sa food production, sa agriculture, sa pag-develop ng tubig… all of these things are very critical especially sa Balik Probinsya Program. Kasi ang mga tao babalik dito sa probinsya, eh business is not back as normal tapos uuwi lang iyong mga tao dito wala pang tubig. So, anong agriculture ang gagawin nila? So, kailangan magsama-sama ang lahat based on the pronouncements of PRRD. So congratulations to the President on the last SONA that he delivered.

CAGAYAN PROVINCE GOV. MAMBA: Iyong programs of the national government especially on the Build, Build, Build ‘no, one of the first na nangyari dito sa amin ‘no, the Chico River Pump Irrigation Project which will irrigate more than 9,000 hectares of land involving the two provinces of Kalinga and that of Cagayan. And this is now about 60% completed, so we are expecting this within next year to be completed. So napakalaking impact nito sa amin ‘no.

And of course iyong Balik Probinsya Project ‘no na ginagawa nila ngayon, I feel that there’s still this silver lining kahit na nasa COVID pa tayo because we are now in the process of dredging the Cagayan River which will ultimately open also the Port of Aparri that will connect us to international markets and of course international trading. And this is one big boost for the province of Cagayan especially of the provinces in the north. This is the only major port ‘no that will really connect the entire northern Luzon to the economic tigers now of the world which is China, Taiwan, South Korea and even Japan.

And of course iyong pagkukuwan sa drugs ‘no, this has helped us a lot dito sa amin kasi at one point itong Cagayan has become the fast transshipment of drugs through iyong mga coastal towns namin dito. Kami ay nagpapasalamat ‘no with the support of the President especially sa pagbibigay niya ng halaga sa mga local government units ‘no. It is now the turn of the local government units to really show their mettle and to really show their support especially in the fight against COVID.

Nagpalutang ito ng importance ng local government unit especially on the preventive side and more or less ‘no maganda naman nangyayari dito sa aming probinsya in spite the fact na nag-uuwian ang mga LSIs na kahit papaano wala masyadong local transmission. Ang problema din namin sa insurgency has always been naka-focus ang ating national government and this is the first time since my stay with government for the last 32 years that the whole-of-nation approach and the whole-of-government approach to this problem is being done.

And I think this is also now being done against COVID ‘no, the whole-of-government and the whole-of-nation approach is being done now. And I think if we go through this, if we survive this, it will be a better Cagayan, it will be a better Philippines and better Filipinos. Mabuhay po ang ating Presidente at mabuhay po ang Pilipinas.

Ano na ang inyong mga plano moving forward? Mga kaibigan nakakatuwa at marami sa ating mga lokal na opisyal ay may mga praktikal na pananaw tungkol sa pagbangon ng kanilang mga bayan. BING KIMPO/HOST, REGIONAL ROUNDUP: Marami tayong natututunan sa pagpapatuloy ng pandemya at sa kinakailangang pangontra nitong community quarantine at iilan sa mga aral na ito mapupulot natin sa iba’t ibang bahagi ng ating kapuluan. Kaya sa pakikipag-usap natin sa mga opisyal mula sa mga lalawigan, ng lungsod at munisipyo sa labas ng Kalakhang Maynila, nakikita natin ang ilang perspektibo na maaring maging susi sa pagbangon natin mula sa mga pahirap ng pandemya.

Dalawa dito ang focus natin ngayon: Una, kailangan nating maging madiskarte upang makamit ang self-reliance at self-sufficiency; at pangalawa, kailangan nating magsama-sama at magtulungan.

Sa diskarte muna tayo, noong nagsimula ang community quarantine sa Odiongan, Romblon, hinarap ni Mayor Trina Firmalo Fabic ang dalawang problema:

MAYOR TRINA FABIC: First of all, how do we feed our people or how do make sure that they don’t go hungry? And the second was how do we help those who are affected by the restrictions and movement, lalung-lalo na po iyong aming mga magsasaka, mga mangingisda.

So we wanted to find a solution where the money would stay here in our province. So paikut-ikot lang dapat ang pera dito.

Nagbigay po kami ng ayuda mula sa agrikultura. So we bought vegetables, fruits, all the agricultural products that were being produced at that time kasama na rin po ang mga isda, fresh fish, chicken. We sourced the money from our calamity fund. ‘Di ba usually kasi, iyon na nga, bibili ka lang ng delata, bigas, tapos iyon na ang ibibigay mo sa tao.

So very good iyong feedback, natuwa ang mga tao kasi more nutritious iyong ating mga relief goods. Kamakailan lang, last week, nag-release po tayo with DTI ng mga livelihood packages para po sa ating mga gumagawa ng kakanin, gumagawa ng mga local products, so sila po ay nabigyan ng mga ovens, ng mga pangangailangan po nila.

And then, the idea is to create more value ‘di ba. Kasi kunwari, dole out, magbibigay ka lang ng pera, ang piso ay piso lang. Pero if you give them iyong mga kagamitan na magagamit nila sa livelihood nila, iyong piso na iyon ay nagiging exponential iyan.

BING KIMPO: Sa Siargao Island naman, bago pa man nagsimula ang pandemya, napag-isipan na ni Police Capt. Wise Panuelos ang pangangailangan ng mga tao na bumalik sa pagsasaka.

PCAPT. PANUELOS: Wala nang nagtatanim dahil nga sa oportunidad ng tourism. So ang nangyari, nawala itong farming dito sa Siargao, so halos umaasa iyong mga taga-Siargao sa pagkain na inaangkat mula sa mainland, nanggagaling pa ito sa Bukidnon, Cagayan, Davao, sa Luzon.

So ngayon, talagang pagdating dito, eh hindi na tayo magtataka na mahal iyong bilihin dahil nga may implication ito sa peace and order, at iyon ang na-identify ko, iyong basic na kung saan—walang security ang Island.

Sabi ko iyong Hardin ng Pagbabago might be the answer to this problem na kung saan maibalik iyong kaisipan ng mga taga-isla o ng taga-Siargao at lahat ng mga nakatira sa Siargao na ibalik iyong mga sistema ng pagsasaka sa Siargao along with tourism.

Tinataguyod ng Hardin ng Pagbabago iyong agriculture para i-complement iyong tourism sa …i-complement sa tourism. Kasi nakikita ko kasi magandang base ng economy iyong farming. So i-complement pa o kaya mayroon pang turismo, maganda pa iyong lugar mo, imagine kung ano ang magiging resulta nito. So hindi na lalabas iyong pera dito sa isla, mag-iikut-ikot na lang.

So may implication din ito sa economic which is good for the peace and order. So mayroon kaming 30 plus communal farms ng 30 farm organizations. Positive iyong outlook nila pagdating sa food security.

BING KIMPO: Sa Alabat, Quezon, nakita rin dati ni Mayor General at ngayon Alabat Island Mayor Fernando Mesa na kailangan ang mas malawakang tulong ng LGU.

MAYOR FERNANDO MESA: Sa value chain, which is production, processing and marketing, malakas ang support sa production, sa mga farmers. But the processing and marketing, may na left-out nang farmers, ang nakinabang na are businessmen. So katulad ng cocosugar, ang ginawa namin, we shared the technology sa mga farmers. And then sa processing and marketing, tumulong ang LGU. In coordination with the Philippine Coconut Authority, nagtayo kami rito ng centralized processing to ensure na may quality at saka may volume ay dapat iyong final processing ay nandito, kami ang naghanap ng market.

Sa simula, kami ang nag-work out ng organic certification, ginastusan namin iyan. At ngayon sa buong CALABARZON, we are the biggest producer in the region. We are now producing almost five tons na, five tons in a month of cocosugar.

BING KIMPO: Sunod, pag-usapan naman natin ang pagsasama-sama at pagtutulungan. Upang coordinated at harmonized ang kanilang mga patakaran kontra COVID, nagkaisa ang mga probinsiya at lungsod sa Western Visayas.

GOVERNOR RHODORA CADIAO: When GCQ was lifted in the whole of Western Visayas, we initiated the One Panay Community Quarantine. It helped a lot especially here in the province. It depends so much on our economy, our goods and supplies in Iloilo. Eventually, it became One Western Visayas because Negros and Guimaras entered. In the middle of quarantine period, the flow of supplies was unhampered; the basic goods remained smooth between provinces despite the implementing rules and regulations. Of course, it also secures the whole island from the possible entry of COVID-19 virus.

This inter-provincial cooperation system helped reboot the economy of Antique and the other provinces in Panay.

GOVERNOR DALE CORVERA: We decided to form One Caraga Shield and then we decided na iyong mga guidelines na implement namin sa buong region dapat harmonized and unified. Then, we closed our regional borders and then may mga protocols kami sa provincial borders namin. At saka we established mga infrastructures namin like quarantine facilities.

Mayroon kasi kaming na-formulate na Caraga Regional Recovery Program sa aming RDC. At iyon nga, nagsundu-sundo kaming lahat, nagkasundo kami na pagtulung-tulong lahat para naman ma-pursue namin itong recovery program na hindi lang protection ng mga tao dahil dito sa COVID, iyon namang ekonomiya ay binigyan din namin ng pansin.

Una, open iyong commercial flights namin para iyong tourism namin ay mabubuhay din. Eh iyon namang mga barko at saka iyong mga bus at saka mga cargo trucks para iyong mga products namin ay mailabas at maipapasok din dito. Kaya sa tingin ko ngayon, medyo okay iyong takbo dahil nagkasundo lahat at naging para na nang weekly ano na namin itong pag-usap-usap eh, parang weekly na, every week nag-uusap kami through our meetings. Kaya kapag may mga complaints from other sectors, iyon ma-resolve namin kaagad.

BING KIMPO: Diskarte sa self-reliance at self-sufficiency, tulad ng mga halimbawa ng Odiongan, Siargao at Alabat; at pagsasama-sama at pakikipagtulungan tulad ng sa Western Visayas, Caraga, Cordillera Autonomous Region at Davao Region. Ito ang dalawang praktikal na aral na mapupulot natin sa mga lugar sa ating bansa na hindi kasing dalas nating nababalitaan. Ngunit ito ang dalawa sa mga aral na makatutulong sa pagsulong ng Pilipinas sa kabila ng pandemya.

Ito rin ang dalawang aral na nagpapatunay ng kagalingan ng Pinoy ay spread-out sa kalawakan ng ating kapuluan.
