Ito po ang mga salient points ng roadmap: Ano po iyong mga key considerations ng roadmap? Isa pang kunsiderasyon ay iyong access for clinical trials and regions of local production and distribution, kasama rin ang complexities on the ground preparation and implementation. At panghuli, iyong world supply and demand on vaccines.

Ito naman po iyong mga major stages ng roadmap, ito po kasi ay pinaghahandaan na natin iyong pagkakaroon ng bakuna ‘no. So konting tulog na lang po baka malapit na po tayo magkaroon ng bakuna.

Pero samantala po ha, alalahanin po natin iyong hinihingi ng ating Presidente: Mask, hugas, iwas dahil ang gusto natin ay umabot tayo sa paglabas ng bakuna.

So ano po itong mga stages, unang-una po iyong scientific evaluation ng selection – ito po iyong pinakakritikal na gagawin ng Department of Health at saka ng DOST. Pagkatapos po iyong access and acquisition ‘no, iyong guarantee of access – ito po ay pamumunuan ng Department of Foreign Affairs at saka ng Department of Finance. Pangatlo po, iyong procurement process, ang bibili po niyan ay ang PS-DBM at saka ang DOF. Pang-apat po iyong production, shipment and storage – Procurement Service ng DBM, Task Force Resource Management and Logistic ng National Task Force.  Tapos po iyong distribution ng deployment – PS-DBM po iyan at saka TGRML. Pang-anim po, iyong implementation and nationwide vaccination, iyong pagbabakuna na ‘no, mangunguna po diyan ang DOH, NGAs, LGUs at LGAs. Ito po iyong further critical line, January to March naman po, 2021, kinakailangan matapos na iyong ating procurement process ‘no; tapos production shipment and storage; tapos iyong early planning on distribution and deployment; implementation plan completed and continuous evaluation and monitoring.

Ano naman po iyong mga importanteng mga decision points ‘no: Unang-una po iyong pagpili ng bakuna. Siyempre po ang importante diyan iyong safety and efficacy, iyong approval ng ating FDA. Didesisyunan din po kung single dose or dalawang dose.

Iyong cold storage na kinakailangan between two to eight or negative 20 or negative 80. Ngayon po, mayroon tayong bisita sa pribadong sektor na si Yerik Cosiquien ng ORCA para i-discuss iyong mga available po na cold storage facilities.

At ang isa pang tatanungin natin at sasagutin ay single source or multiple source ba iyong pagkukuhanan natin ng bakuna.

Makikita ninyo naman ngayon, ito iyong mga priorities natin for bilateral, tripartite and multilateral arrangements. Sa bilateral, G-to-G, sa Philippines and China, Russia, United Kingdom, Japan, South Korea, India, Israel, Singapore and Germany at iba pang ASEAN countries gaya ng Singapore.

Pagdating naman sa mga tripartite agreements, mayroon tayong mga tripartite agreements sa panig siguro ng Pilipinas, ng Inglatera at saka ng business sector; iyong government to government na mga agreement at saka doon sa gumagawa ng bakuna; sa panig ng Pilipinas, iyong gumagawa ng bakuna at saka ng business sector; sa panig ng Pilipinas, ng Indonesia at iyong gumagawa ng bakuna; sa panig ng Pilipinas, ng Estados Unidos at noong gumagawa ng bakuna.

At last siyempre po iyong multilateral natin, pupuwede nga iyong ASEAN pooled, iyong lahat tayong miyembro ng ASEAN ay bibili tayo bilang isang mamimili o ‘di naman kaya ay sasapi tayo doon sa mga pooled purchases na inaayos ng ADB, ng World Bank, ng World Health Organization, UNICEF at iba pa.

Pumunta naman po tayo sa kung sino ang uunahing makatanggap ng bakuna. Ito po iyong prioritization of vaccine sang-ayon na rin sa ating Presidente:

• Unang-una, mauuna po iyong mga mahihirap at indigents. Ito po iyong nasa listahan natin ng 4Ps.
• Pangalawa, ang frontliners, ang health care workers, ang mga sundalo, kapulisan at iyong mga essential services.
• Pangatlo, lahat ng Pilipino ay makakatanggap ng bakuna without exception.

Ito po ang magiging istratehiya natin: Sa prioritization, ito iyong health care workers, vulnerables, indigents at mahihirap. Samantalang sa multiple access, ito iyong magiging public and private partnership.  Sa public, naka-concentrate sa priority sectors; sa private, ito iyong workers, consumers, market at saka mga donasyon.

Patuloy din po ang ating close monitoring sa mga vaccine studies na nagaganap sa buong mundo dahil kailangan nating siguraduhin ang kaligtasan at pagiging epektibo ng bakuna once it is available for distribution.

Tulad ng madalas kong sabihin, the availability of the vaccine will be a game-changer, where we go from avoidance to actively minimizing the threat of the infection.

Naikasa na rin po at kasalukuyang may plano na ang mga lead agencies:

• Una, ang DOST sa vaccine development kung saan pinapatakbo ang mga clinical trials at nagkakalap ng mga datos upang karampatang ma-evaluate ang tamang bakuna. Bukod pa po diyan ay binabantayan din po ng DOST iyong vaccine developments in the global market at saka iyong global market vaccine manufacturers and entities.
• Tapos ikalawa ang PS-DBM naman po sa vaccine procurement and finance para siguraduhin na ang budget na inilalaan sa mga bakuna ay magagamit nang wasto at for maximum coverage ng intended beneficiaries. Ang PS-DBM po, sila nga iyong magpu-procure through various mechanisms allowed through bilateral, multilateral and other financial modalities. At saka titingnan din po nila iyong possibility na dito na gawin iyong bakuna.
• At ikatlo ang DOH, pagdating po vaccine deployment and roll out upang ihanda ang end to end system na magsisigurong mabigyan ng bakuna una ang prayoridad, binigyan ng prayoridad na sektor alinsunod sa safety profile na bakuna, kasama rito ang pag-ayos ng cold chain, training ng health care workers, monitoring of adverse effects following immunization at ID system sa pag-register ng mga babakunahan.

So sa COVID-19 updates po, sang-ayon po sa global update ng Johns Hopkins: Mahigit limampung milyong tao na or 50,316,476 ang tinamaan ng COVID-19 sa buong mundo. Mayroong 1,255,250 katao naman ang binawian ng buhay dahil sa coronavirus.

Nangunguna pa rin po ang Estados Unidos na mayroong mahigit 9.9 million na mga kaso at 237,566 deaths. Pangalawa pa rin ang India na may pinakamaraming kaso ng COVID-19 sa mundo na mayroong 8.5 million na mga kaso at 126,121 deaths. Sinundan po ito ng Brazil – 5.6 million cases; 162,397 deaths. France na may 1.8 million na mga kaso at 40,490 deaths, at Russia na mayroong 1.7 million na mga kaso at 30,292 deaths.

Sa Pilipinas, mayroon po tayong 27,218 active cases. Ang kabuuang numero po natin na nagkaroon ng COVID ay 396,395. Ibig sabihin, 6.9 po ang porsiyento ng aktibong kaso sa kabuuang mga kaso. Sa mga aktibong kaso, 82% ay mild; 9.6% ay asymptomatic; 5.4% ay kritikal at 3.1% ay severe. Labing isang libo or 11,420 ang nai-report ang mga bagong gumaling as of November 8. Sa kabuuan ay mayroon na po tayong recoveries na 361,638. Ito po ay 91.2 mula sa kabuuang bilang ng kaso ng COVID-19 sa bansa. Samantalang nasa 7,539 naman po ang binawian ng buhay dahil sa coronavirus – nakikiramay po kami.

Puntahan naman po natin ang ating critical care capacity. Mayroon pa po tayong 57% available sa ating mga ICU beds; 60% available sa mga isolation beds, samantalang 68% ang mga ward beds available. Mayroon po tayong 79% available na ventilators.

Bumalik po tayo sa pitong utos, iyong pitong utos po kapag sasakay tayo ng pampublikong mga sasakyan. Uulitin ko po, talagang nandiyan pa rin po si coronavirus at pupuwede pa rin tayong mahawa. Kaya lang po, kinailangan nating bigyan ng transportasyon ang mga mamamayan nang sila po ay makapasok sa kanilang trabaho dahil kung hindi baka naman mamatay sa gutom.

Pero ang paraan po para makaiwas sa COVID-19 sa pampublikong transportasyon ay iyong pitong utos. Ano po ito?

1. Wearing of mask;
2. Wearing of face shield;
3. No talking and no eating;
4. Adequate ventilation;
5. Frequent and proper disinfection;
6. No asymptomatic passengers; at
7. Kinakailangan iyong every other seat na physical distancing.

Pumunta naman po tayo on other matters. Naku! Nag-offer na naman po ng Premyo Bonds 2 ang Bureau of Treasury na magsisimula sa Miyerkules, November 11, at tatagal ng isang buwan December 11. YERIK COSIQUIEN:   Unang-una po, sir, gusto po naming magpasalamat sa pag-imbita ninyo po sa ORCA Cold Chain Solutions dito po sa inyong platform. Basically po, kami po ang kauna-unahang fully automated cold chain facility dito po sa ating bansa. Dito po sa loob ng ating warehouse, wala na pong tao sa loob ng warehouse. Actually, ang gumagalaw lang po dito ay puro robotics kasi po isa sa aming napag-aralan, basically ang mga kontaminasyon sa gamot at sa pagkain ay nangyayari kapag may mga tao po sa loob. ROQUE: Well, na-congratulate na po ng ating Presidente si President-elect Biden at tiwala naman po tayo na dahil napakalapit po ng relasyon ng Pilipinas at Estados Unidos ay patuloy pong magiging mas mabuti pa ang ating samahan sa ilalim po ng pamumuno ni Presidente Duterte at ni President-elect Biden.

USEC. IGNACIO: Second question po niya: Is there any plan for the President to visit the US before his term ends?

SEC. ROQUE: Wala po akong nalalaman ‘no at siyempre po iyan naman po ay sang-ayon din sa magiging imbitasyon nitong si President-elect Biden. So, hayaan na po muna natin mag-settle in si President-elect Biden.

USEC. IGNACIO: If in case President-elect Biden will personally ask him for a state visit and invite him to come over to the US, will he take the invitation?

SEC. ROQUE: Let’s cross the bridge when we get there po; pero wala naman akong nakikitang dahilan para tanggihan po iyan. Pero uulitin ko nga po ‘no, si President-elect Biden is president-elect until January 20, ang proseso po nila iku-confirm pa ang kaniyang pagkapanalo ng electoral college na tinatawag.

JOYCE BALANCIO/DZMM:  Good afternoon, Secretary Roque. Ano po iyong naging selection process ni Pangulong Duterte sa pagpili ng PNP Chief? Ano iyong qualities na hinanap niya at bakit po si NCRPO Chief Debold Sinas ang kaniyang napili?

SEC. ROQUE: Well, Joyce, presidential appointments are really very executive in character. It is a prerogative of the President and he need not make any explanation for his appointment ‘no. But nonetheless, tiningnan siyempre ni Presidente iyong track record ng kaniyang appointee at matagal nang sinasabi ni Presidente na talagang si bagong PNP Chief Sinas ay napakalaki na ng naitulong sa kaniyang war on drugs.

JOYCE BALANCIO/DZMM:  Ano po ang specific instructions po niya kay bagong PNP Chief Sinas?

SEC. ROQUE: Well, siyempre po, ipagpatuloy pa rin ang war on drugs at ipagpatuloy pa rin ang mga gains na nakamit natin sa larangan ng peace and order na pinatunayan noong survey ng Gallup Poll na number 12 tayo sa buong daigdig na pinaka-safe na lugar sang-ayon na rin sa ating mga mamamayan.

JOYCE BALANCIO/DZMM:  Sir, as early as now may mga criticisms na po sa pagpili ni Pangulong Duterte kay General Sinas particularly iyong naging controversy on the mañanita, iyong party po allegedly mayroong violations sa quarantine protocols. Hindi po ba ito kasama sa mga na-consider ni Pangulong Duterte when he chose Sinas?

SEC. ROQUE: As I said po, iyong appointment to the position of PNP Chief is a presidential prerogative; hindi po kinakailangan depensahan ng Presidente ang napili niyang bagong PNP Chief. It’s just his prerogative, ganoon po talaga iyon.

JOYCE BALANCIO/DZMM:  Sir, just a follow up lang po sa US elections lang po, just very short. Following the elections results in the United States, usap-usapan po sa social media iyong halalan 2022 and many people are urging and are hoping na the same spirit from freedom and democracy-loving people will be shown also sa upcoming elections. And many are saying sana marami po ang mag-register para po sa susunod na elections so that more votes can be counted. Any reaction to this, sir?

SEC. ROQUE: Well, hinihikayat po natin ang lahat na pupuwede nang magrehistro, magrehistro po kayo at pagdating po ng halalan sa Mayo 2022 dapat po lumabas at bumoto dahil ito po’y obligasyon natin sa ating Inang Bayan.

USEC. IGNACIO: Yes. Secretary, question from Leila Salaverria of Inquirer: With the impending change in the administration in the US, what kind of policies is Malacañang hoping in foreign relation to the South China Sea, defense, trade and immigration?

SEC. ROQUE: Well, patuloy lang naman po ang ating polisiya sa South China Sea, sa defense at sa immigration ‘no. So sa tingin ko po ang America din naman ay consistent sa kanilang foreign policy so wala ring major changes po iyan. Pero siyempre po pagdating sa larangan ng immigration, inaasahan po natin na sana magkaroon ng policy shift under a Democratic administration dahil napakadami pong mga Pilipino na naninirahan sa Estados Unidos at bagama’t mayroong ilan sa kanila ay iyong mga tinatawag nating TNT ‘no o mga iligal eh napakalaki naman pong papel ang ginagampanan nila sa Estados Unidos at mabigyan sana sila ng pagkakataon na maging legal sa Estados Unidos.

USEC. IGNACIO: From Leila Salaverria pa rin po ng Inquirer: Does the President see any reason to reconsider the Visiting Forces Agreement abrogation now that there will be a new US president?

SEC. ROQUE: Wala po akong basehan para sagutin iyan ‘no dahil ang naging deklarasyon ng Presidente, 6 months postponement doon sa abrogation ng VFA to be extendable by another 6 months. So as it stands, iyan pa rin po ang naging deklarasyon ng ating Presidente.

TRICIAH TERDA/CNN PHILIPPINES: Hi! Good afternoon, Secretary. Sir, following na lang din po doon sa US presidency ni Joe Biden. Sir, in which areas specifically do you think or will the Biden presidency be beneficial to the country?

SEC. ROQUE: Well, gaya ng sinabi ko po ‘no, sana po matulungan iyong mga Pilipino na naninirahan ngayon sa Estados Unidos na wala pa pong mga papel ‘no dahil iyan naman po iyong isang major policy difference between Republican and Democratic administration. Otherwise, we expect everything to be stable naman po, walang mga major na pagbabago.

SEC. ROQUE: Wala po akong personal knowledge kung sino iyong pinagpilian.

TRICIAH TERDA/CNN PHILIPPINES: Pero, sir, what do you think did the President consider? Ano po iyong tiningnan ng Pangulo na madadala ni General Sinas as he sits as PNP Chief?

SEC. ROQUE: Iyong record po niya as an anti-drug crusader.

TRICIAH TERDA/CNN PHILIPPINES: But what about, sir, iyong mga controversies that he figured in, hindi po ba natatakot ang Palasyo kumbaga in terms of magiging compliance both sa PNP side and sa mga tao sir if they see that their leader has espoused or has figured in such controversies?

SEC. ROQUE: I think it was Senator Lacson who said na wala namang perpekto ‘no pero dapat tingnan pa rin kung ano iyong naging achievement ng isang tao sa kaniyang panunungkulan – and I think that’s what happened to General Sinas.

TRICIAH TERDA/CNN PHILIPPINES: Sir, last question, iyong UK po entered into a strict lockdown. Of course they eased restrictions earlier than us. Pero sir sa atin po ba wala na po, hindi na natin tinitingnan itong stricter lockdown in case na there will be a spike in cases?

SEC. ROQUE: Well, dahil alam po natin na kinakailangan nang magkaroon ng hanapbuhay ang ating mga mamamayan so ang sinasabi nga po ng Presidente – kinakailangan pag-ingatan ang mga buhay para po tayo’y makapaghanapbuhay at kaya namang gawin ito sa pamamagitan po ng mask, hugas at iwas.

USEC. IGNACIO: From MJ Blancaflor of Daily Tribune: Will the President declare Bicol, MIMAROPA and CALABARZON under state of calamity as recommended by the NDRRMC?

SEC. ROQUE: Most likely po pero antayin na natin iyong papel mismo na manggagaling sa tanggapan ng Presidente.

USEC. IGNACIO: What does the Palace think of the proposal of Comelec Commissioner Guanzon to expand mail voting just like in the US daw po to cover persons with disabilities, senior citizens and pregnant women in the 2022 elections? She said this will lead to higher voter turnout.

SEC. ROQUE: We respect that recommendation coming as it does from a legal luminary within the Comelec and under the Constitution it is tasked of course with the supervision and conduct of elections. Pero ang hindi ko lang po sigurado kung kinakailangan pang maamyendahan iyong Omnibus Election Code para ma-include iyong mail voting. Pero we leave that to the wisdom of the Comelec.

MELO ACUÑA/ASIA PACIFIC DAILY: Good afternoon, Secretary. I am hoping you had a good weekend.

SEC. ROQUE: I did. Thank you very much.

MELO ACUÑA/ASIA PACIFIC DAILY: Speaking of the new president of the United States, ano po ang kinabukasan ng [garbled] at ng EDCA under the new leadership of the United States?

SEC. ROQUE: Maraming tanong ka ‘no. Unang-una sa VFA, ang sabi ko nga po kanina nagkaroon po ng deferment ang abrogation for 6 months extended for another 6 months. Pero iyong mga ibang tratado naman gaya ng EDCA, wala naman pong deklarasyon diyan si Presidente. So pacta sunt servanda – treaties entered into in good faith will be complied with.

MELO ACUÑA/ASIA PACIFIC DAILY:  Opo, maiba po ako, may kinalaman po naman sa PhilHealth, natanggap ko mula sa isang taga-Quezon province. Iyon daw po kasing PhilHealth benefits sa dialysis hanggang December 2020. Ngayon 90 sessions na lang ang covered n PhilHealth kaya nagbabayad na ng malaki sa bawat session iyong katulad noong nagda-dialysis ng twice a week. Will the good office of the President look into this?

SEC. ROQUE:  Well, ang alam ko po, dati na iyang 90 dialysis package ng PhilHealth. Pero dahil nga po doon sa programa ni Senator Bong Go na Malasakit, pupuwedeng dumami iyan kasi bukod pa sa PhilHealth, tinitingnan natin iyong kontribusyon na galing sa ibang ahensiya ng gobyerno kagaya ng PCSO, ng PAGCOR at social welfare fund pa ng ating Presidente. So, bagama’t ang minimum guarantee po sa PhilHealth is 90 free dialysis mayroon pa pong karagdagan iyan dahil nga po sa Malasakit Program.

MELO ACUÑA/ASIA PACIFIC DAILY: Ihabol ko na rin po iyong Catanduanes. Ang pagkakaalam ko po nagpadala na iyong LWUA ng mga tauhan para suriin iyong kalagayan at pangangailangan ng mga taga-Virac. Subalit ang problema walang overhead tanks at walang water tracks na magdi-distribute ng tubig, baka raw po may paraan tayo? Thank you, Secretary.

SEC. ROQUE:  Well, na-restore na po ang RoRo service, so kung kinakailangan po nila ng ganiyan, pupuwede naman pong magpadala galing po sa mainland Luzon papunta ng Catanduanes.  Hindi po problema ngayon iyan.

MELO ACUÑA/ASIAPACIFIC DAILY:  Thank you.

SEC. ROQUE:  Thank you, Melo. Usec. Rocky again, please.

USEC. IGNACIO:  Yes, from Jam Punzalan of ABS-CBN, iyong first question po niya sa new PNP Chief, natanong na po ni Joyce Balancio. Second question niya: DFA Secretary Locsin said the Philippines would vote for China’s candidate to fill a seat at the international court of Justice. What is the basis for this?

SEC. ROQUE:  The have proven competence, probity and integrity of the Chinese candidate, who also happens to be one of my closest friends Judge Xue. Judge Xue is one of the founders of the Asian Society of International Law and was also one my predecessors as President of the Asian Society of International Law. And of course the support given to the Chinese candidate is number one because of the proven track record of Judge Xue who is already a sitting ICJ judge, and also, a further manifestation of the very close relationship between the Philippines and China.

USEC. IGNACIO:  Second question po niya: It has been 11 days since you have said you would ask President Duterte if you would release his SALN. Any update, sir?

SEC. ROQUE:  Well, the update is, you can ask for it from the Office of the Ombudsman.

SEC. ROQUE:  Okay, punta na tayo kay Pia Rañada, please.

PIA RAÑADA/RAPPLER:  Sir, just on the appointment of PNP Chief Sinas.  Sir, may we know why the President decided to appoint, parang he had a tradition before of appointing the next senior in line in the PNP, but this time he went with a younger general or a general who was third, I think in line.  So, sir, may we just know he reasoning for this?

SEC. ROQUE:  Well, as I said, the post of the PNP Chief is an appointment which by law is lodged on the President alone, it is a presidential prerogative and he does not have to answer any question on why he did so. So let’s leave it at that.

PIA RAÑADA/RAPPLER:  But, sir, is there any rational that would … kasi, sir, even if he doesn’t have to explain it, maybe mayroon naman pong reason.

SEC. ROQUE:  Sinabi ko na po. At idineklara naman ni Presidente iyan, hindi man perpekto  po si Chief Sinas ay napabilib po niya si Presidente sa kaniyang dedikasyon dito sa laban sa ipinagbabawal na gamot.

PIA RAÑADA/RAPPLER:  Sir, does Malacañang think that this appointment might send a message to the public that violations like … because si General Sinas also faces a complaint within the PNP itself for his birthday party during the quarantine period? So, sir, his appointment might be seen by some people as rewarding behavior that should not have been rewarded. So, sir, how does Malacañang defend this kind of perception? And how do you assure the people that violators will not be rewarded in such a way that could also harm the government’s own keeping of its rules and the laws especially during the pandemic?

SEC. ROQUE:  Kagaya ng aking sinabi, hindi po kinakailangang depensahan ng Presidente ang kaniyang desisyon sa pagtalaga kay Chief Sinas. At ang sabi po ng Presidente, sagot ko iyang appointment ni Sinas na iyan.

PIA RAÑADA/RAPPLER:  And, sir, lastly. You mentioned, sir, the VFA abrogation and, sir, a few days ago you said that it’s likely or it’s possible that the VFA abrogation suspension would be  extended for another six months. Sir, have there been any updates on this possibility? Have you spoken to the President about this?

SEC. ROQUE:  Wala po. I would defer on this matter to the DFA now. All I can say on the part of the President is what he has already said previously, that he is abrogating it, but abrogation is suspended for 6 months, extendable for another 6 months.

USEC. IGNACIO: Yes, question from Ace Romero. Ang tanong po niya: With the appointment of the new PNP Chief, many are asking, is the administration now rewarding infractions against laws and protocols?

SEC. ROQUE: Alam ninyo po, gaya ng sinabi ko, ang appointment to the PNP is presidential prerogative. Huwag po kayong mag-alala, naniniwala po si Presidente na magiging epektibo si Chief Sinas sa kaniyang bagong katungkulan; and let’s trust the President on this decision.

USEC. IGNACIO: Opo. Second question niya: Will the appointment of Sinas lead to the clearing of Sinas given he is facing charges?

SEC. ROQUE: I don’t think so po. That’s not how our laws operate.

USEC. IGNACIO: Thank you, Secretary.

SEC. ROQUE: Yes. Ang susunod naman po ay si Joseph Morong. Are you in the house, Joseph?

JOSEPH MORONG/GMA7: How are you? Yeah, welcome back. Okay, sir, first kay Sinas ‘no. What is his edge over the other candidates? Tama ba iyong ibang kandidato sila General Eleazar and somebody else? What is his edge over these other candidates?

SEC. ROQUE: Let’s just say that the appointment to the post is a matter of trust and confidence. And he is, for the moment, the most trusted by the President. So let’s leave it at that.

JOSEPH MORONG/GMA7: Okay. Sir, NCRPO mababakante na ibig sabihin ‘no?

SEC. ROQUE: Siyempre, kasi bukas he will assume the post of PNP Chief.

JOSEPH MORONG/GMA7: But the appointment will come from General Sinas now, who’s going to be the NCRPO, yes, not the President?

SEC. ROQUE: If I’m not mistaken, the NCRPO—I’m not sure if it’s still a presidential appointment ‘no. But they will be a forthcoming appointment to NCRPO.

JOSEPH MORONG/GMA7: Ah, okay. Pero wala pa si Presidenteng bet kahit hindi man siya iyong may power, but kung may preference?

SEC. ROQUE: Well, antayin muna po natin mag-assume itong si Chief Sinas tomorrow.

JOSEPH MORONG/GMA7:  Okay. Sir, with regard to the US elections ‘no and Joe Biden winning. What does it say about democracies and mga populists, authoritarian leaders that emerged from those kinds of democracies? What does this win tell you about the fate of similar leaders such as Trump?

SEC. ROQUE: I’m not in a position po to comment on that question because it’s more of a theoretical question. So I think academics and political observers can answer that in treatise. But for me, what’s important is that the vote happened, considering that we have similar constitutions, that the voice of the majority of the people were heard and that the next US President was given a popular mandate.

JOSEPH MORONG/GMA7: What is our expectation from a Biden presidency given that the Democrats are not been very kind via former President Barack Obama? They’ve not been very kind to President Duterte in terms of criticizing the drug war. Are you expecting a friendly or a friendlier relationship with Biden, relatively speaking to the Obama administration? What do we stand to benefit from—what do we expect to benefit from the Biden presidency, sir?

SEC. ROQUE: Well, other than congratulating him, I think the President is keeping an open mind as he should. It will be a new start, but we have no prejudgments as far as President-elect Biden is concerned other than the position that we’re able and willing to work with the all leaders of the world.

JOSEPH MORONG/GMA7: Sir, short question: Si Presidente will have a speech

tomorrow. Then last na lang, sir. It seems, sir, with regard to our mga travel restrictions ‘no, that you have a population of foreign workers na mga consultants of some projects, some of those mga railway projects natin, they have a working visa here in the Philippines but they cannot leave the Philippines because when they do, they cannot return kasi we’re regulating at bawal iyong… there is a specific population lang iyong pinapayagan nating pumasok. So they cannot… even if they want to go out, they could not.

So what are we going to do with that certain segment of population, mga foreign consultants that are working here but could not go out, could not go back to their home countries because hindi naman sila makakabalik eh kailangan sila ng project. So do you think that we can probably relax restrictions as far as this population is concerned?

SEC. ROQUE: Well, siguro po, wala pang ganitong problema kasi bago lang po na hinayaan nating pumasok itong mga dayuhang ito with the recommendation coming from the appropriate line agency and a visa to be authorized by the DFA. So parang kailan lang po iyan, at siguro po wala namang marami sa kanila na gusto nang umalis ng bansa.

Pero I think if they were allowed to enter and they have valid reasons for leaving, they will be allowed to return dahil mayroong proper endorsement po iyan from the appropriate agency or department concerned.

JOSEPH MORONG/GMA7: So parang case to case basis. If they want to leave—

SEC. ROQUE: Opo. Lahat naman po iyan ay case to case. Wala po tayong pinapasok na dayuhan na walang specific endorsement from the appropriate department.

JOSEPH MORONG/GMA7: Okay. Sir, last na lang. I-push ko lang iyong kay Sinas. Parang iyon pong example, do you think he will be inspirational or he will be an inspiration as far as being an example to the public given what had happened in the mañanita na parang if you want the public to follow health protocols, you have the Chief PNP openly, well, at least allegedly openly disregarding because it’s his birthday? So in terms of an aspiring leader, do you think that he will do that?

SEC. ROQUE: Well, let’s give him a chance and… he has six months to prove his worth. And let’s see after six months he will inspire people.

JOSEPH MORONG/GMA7: All right, sir. Thank you for your time.

SEC. ROQUE: I don’t have personal knowledge po about any call being made. But what I do know is that there has been congratulation given.
