DOH SECRETARY FRANCISCO DUQUE III: Good evening, Mr. President.

PRESIDENT RODRIGO ROA DUTERTE: Mag-Tagalog ka na lang ha. 

SEC. DUQUE: Yes, sir. Magandang gabi po sa inyo, Mr. President, at sa lahat po ng mga kasama ko sa Gabinete.

Ang usapan ko lang ‘yung sa presentation diretso na tayo doon sa COVID report hindi na doon sa Typhoon Rolly and Ulysses update. Okay.

Ngayon pong ito pong November 23^rd 2020, mayroon po tayong pangkalahatan na 420,614 total cases at may nadagdag po na 1,799 na bagong kaso. Sa 1,799 na naidagdag sa ating mga kaso, 465 ay galing po sa NCR, 443 sa Region IV-A, 224 sa Region III, 105 sa Region VI at 562 sa natitirang mga rehiyon.

Para naman po sa ating active cases, ang kabuuang bilang as of November 23 ay nasa 25,837 or 6.14 percent ng atin pong total cases.

Sa kabilang dako naman po ang ating recoveries ay umabot na po sa 386,604, Mr. President, at ang ating recovery rate ay nasa 92 percent. Habang ang bilang naman ng mga pumanaw ay nasa 8,173 at ang atin pong case fatality rate ay 1.94 percent. [Next slide.]

Ito po’y nagpapakita patuloy po ang pagbaba ng ating mga kaso as seen in our epidemic curve on the screen. Ang DOH kasama po ang mga eksperto ay inaaral pang mabuti ang decreasing trend na ito. Ito ay upang mas magabayan ang lahat lalo na ang publiko upang mapanatili natin ang pagbaba pa ng mga naitatalang kaso on a daily basis.

Layunin din nito na malaman ang iba pang mga measures and interventions na maaaring maisagawa pa karagdagan sa ating minimum public health standards.

Panghuli, bubuo rin ang DOH ng contingency plan upang handa po tayo kung sakaling magkaroon po tayo ng tinatawag natin post-holiday season surge in the number of cases.

Nais ko pong paalalahanan ang lahat na habang ang bilang ng kaso ay patuloy na pababa, hindi ito dapat na maging dahilan upang tayo ay maging mas maluwag or complacent. [Next slide.] 

PRESIDENT DUTERTE: Sir, sandali, sir.

SEC. DUQUE: Yes, sir.

PRESIDENT DUTERTE: I just want to emphasize — overemphasize the point para makuha talaga ng mga tao. To what do you account for this big number of recovery cases?

SEC. DUQUE: Ito pong malaking recovery rate natin na halos 92 percent — ninety — 92 percent ay dahil po sa dumaan ang panahon talaga pong ang mga kababayan natin ay naniwala po sa atin pong mga gabay.

PRESIDENT DUTERTE: Iyong mga caveat. Washing ganoon — washing… 

SEC. DUQUE: Ito po ‘yung ating minimum public health standards. Ito po ‘yung pagsusuot ng mask, pagsusuot po ng face shield [ito po], iyon pong paghugas ng kamay ng 20 seconds, ‘yon pong physical distancing of no less than 1 meter apart, ‘yon pong pag-disinfect. Iyong kagagawa lang po ni Senator Bong Go naglagay po ng alcohol. SEC. DUQUE: Sa paparating na holiday season atin pong ipapatupad ang DOH Department Circular 2020-0355 “Reiteration of the Minimum Public Health Standards for COVID-19 Mitigation during the Holidays” at patuloy ang ating panawagan sa publiko na striktong sumunod sa minimum public health standards habang tayong lahat ay nasasabik sa pagdating ng Pasko at Bagong Taon.

Pinaaalalahanan ng DOH na naririto pa rin ang banta ng COVID-19 kung kaya po nararapat ang ibayong pag-iingat upang panatilihin ang kalusugan at kaligtasan natin at ng ating mga mahal sa buhay.

Nakatala sa Circular 2020-0355 ang mga usual activities na ginagawa sa holiday season, ang kani-kanilang risk level at ang mga karampatang minimum public health standards na kinakailangan gawin upang maiwasan ang transmission ng COVID-19 at hinihingi ng DOH ang patuloy na kooperasyon ng DILG, DOTr, mga LGUs at sa iba pang mga ahensya ng gobyerno upang masiguro ang pagpapatupad ng polisiyang ito at ng atin pong Bida Solusyon Campaign ng DOH, ang Ingat Buhay Para sa Hanapbuhay ng PCOO, ang Seven Commandments ng Department of Transportation, at ang Bida ang May Disiplina ng Department of Interior and Local Government, at sa lahat ng sektor at lugar sa bansa.

Ang mga pamantayang ito ay atin pong ibinabahagi hindi lamang para magabayan ang bawat isa sa mga pagdiriwang at preparasyon kung hindi para rin makapagbigay ng tunay na regalo ng kalusugan, kaligtasan, at maunlad na kinabukasan para sa sambayanang Pilipino.

Countrymen, I’d like to inform you, if you don’t know by now, that the Luzon — the island of Luzon has been placed under a state of calamity and in Davao City we have reverted back to general community quarantine after an increase of COVID-19 cases. Importante talaga ito we have to interdict whatever there is para mamenos-menos ‘yung tao na ano. We can have a lesser cases of COVID if we just follow and then there’s a prompt medical attention given to those who are affected with COVID.

I will ask now — tapos na tayo doon sa COVID. So kung nandiyan ‘yung COVID, nandiyan ‘yung pasyente, nasabi na ni — ilan at ilan ang gumagaling. Now, ang pag-usapan nito natin ngayon ang — we will talk about what happens next? What’s next? Next is we go for the vaccine na para maiturok doon sa mga tao para magkaroon ng immunity and General Galvez has the facts and figures. He’ll give it to you.

PRESIDENTIAL ADVISER ON PEACE PROCESS AND NTF COVID-19 CHIEF IMPLEMENTER CARLITO GALVEZ JR.: Sir, magandang gabi po sa ating lahat, sa ating Mayor-President, sa ating Mr. [Senator] Go at co-secretaries.

Bale po, Mr. President, mayroon po tayong 17 na ano 17 na vaccine na ina-analyze and then ito po ‘yung isinubmit po natin noong dati ng ating vaccine expert.

Sa 17 po nito, 9 po dito po ang ano ang nasa Phase 3 trial at lima ang magta-trial po dito sa Pilipinas kasama na po ang Sinovac; ang Hansen — ang Hansen po ‘yon ang Johnson & Johnson; and then Gamaleya; AstraZeneca; at saka po itong CanSino, China rin po ito.

Ito po, maganda po itong naging development, Mr. President, when you approved the procedures and strategies na magkaroon po tayo ng tinatawag na Advance Market Commitment.

Sa ngayon po puwede na po tayong ano — nagne-negotiate na po tayo sa apat na malalaking kompanya, kasama na po ang Sinovac, from China, ang ating sa — ‘yung ano po, ‘yung AstraZeneca at saka po ‘yung Pfizer.

Sa AstraZeneca po puwede na po tayong magkaroon ng tinatawag na advance commitment by November. Mayroon po tayong tinatawag na negotiation at ang kanilang quota po, malaki po na 20 million, 20 million doses.

At nakita natin ang AstraZeneca po maganda po dahil kasi non-profit po ang sa kanya at saka pinakamababa po ‘yung kanyang presyo, more or less five dollars lang po.

At medyo maganda na po ang discussions at medyo nag-ano po tayo sa contracting at saka financing. And most probably kasama rin po dito ang tripartite agreement ng ano — ng ating mga business sector. At ano po inano po namin before November 30 po magkakaroon na po tayo ng tinatawag na pirmahan ng MOU.

At ito po ay ina-undergo ng DOF, ng PS-DBM, at saka ng ating mga diplomatic, nandito si Usec. Borje. At sila po ang tumatapos po ng mga legal terms ng tripartite at saka multilateral agreements po natin.

Maganda po ito, sir, dahil kasi ang atin pong fund manager at saka ‘yung tinatawag nating procurement agent ‘yung Asian Development Bank po. Kaya po maganda po dahil kasi ito very ano — very transparent ang ating mga negotiations at maganda po dahil kasi parang G2G na rin po ang ginagawa natin dahil katulad po ng nangyari sa AstraZeneca, pumunta po dito ang kanilang minister, ang kanila pong foreign minister at nakipag-usap po sa amin ni SFA, ni Secretary Locsin at saka ni SOH,

at handa po sila na pagka nag-roll out po ‘yung kanilang ano — kanilang kompanya doon sa British government, pupunta po rito ‘yung mga military at saka ‘yung mga logistic personnel po nila para tulungan po tayong mag-roll out din dito kung just in case dumating po ‘yung — ‘yung tinatawag nating — nagkaroon po tayo ng kasunduan with ano po with AstraZeneca.

Kasi ang AstraZeneca po ay ‘yan po ay Oxford at saka ‘yung British government po ang nag-a-ano po sa kanila. At sila po ay kasama sa mga facility na sinasabi nga natin kailangan magkaroon ng equitable access sa mga mahihirap na — na mga countries.

So ‘yon po ang ‘yung ano ‘yung panawagan po natin na talaga pong ito po ay non-profit at saka ‘yung tinatawag na equitable distribution for the poor, magagawa na po natin. Mr. President, 20 million po puwede na nating ma-ano po ‘yon — by second quarter kung, best-case scenario po ay darating na po dito ang — ang vaccine.

Ang ano po ang Sinovac po ongoing po ang negotiation po natin. Tinutulungan po tayo ng ano ng Federation of Filipino-Chinese of Chambers na si Mr. Henry Lim. Nagpunta po sila doon at kinakausap po nila ang embahada para magkaroon po ng magandang ano — magandang negosasyon, particularly po ‘yung sa presyo maibaba po. Dahil para po ang mangyari ay maging affordable po ‘yung ano ‘yung ano po ‘yung vaccine na ano po natin sa Sinovac.

At ngayon po ay ‘yung Finance Department under Usec. Joven ay magkakaroon po ng another meeting at ito po baka magkaroon po ng tinatawag na G2G na financing. May possibility po, dalawa rin po na puwedeng ADB ang mag-ano po or ang mangyayari po ay makikita natin na parang — para ngang financing, ‘yung tinatawag na bilateral financing.

At ‘yung ano po — ‘yung Johnson & Johnson, kinakausap din po natin at saka ‘yung Pfizer. Maganda po ang naging ano po natin sa Pfizer kasi nakita natin 95 percent po ang efficacy niya. Madali nating kinausap ‘yung kanyang — ‘yung kanyang country rep at napakaganda po, maganda po ‘yung ano ‘yung kanilang offer at nakikita ko po na ito ang susunod after ng ano po ng Sinovac at saka ng AstraZeneca.

Mahal na Pangulo, ang ano po natin kung just in case makuha natin tatlong ito, makakabuo po tayo ng 60 million next year. So ibig sabihin mayroon na po tayo na magandang ano mga vaccine na nakikita natin na safe, cost-effective, at saka po talaga ‘yung efficacy ay medyo po ang ano natin maganda po ang kanilang mga performance.

Iyong kanila pong mga trial, iyong — ‘yung tinatawag na Phase 1, Phase 2, Phase 3 trials ay undergoing review po ng vaccine experts natin at saka po ng ating FDA. Habang nagkakaroon po tayo ng negotiation ay fina-follow up nila po ‘yung tinatawag na clinical ano evaluation para po tinatawag po natin na ‘yung ano — ‘yung mapipirmahan niyo po na tinatawag nating emergency use authorization ay iyon po ang gagawin po ng ating FDA.

At iyon po ang sa — sa ano po sa inyong directive na mauuna po talaga ang ano ang ating mga mahihirap. At ang gagawin nga po nating strategy, dalawa pong strategy po ang gagawin po natin para po maka-recover tayo at ma-contain kaagad natin ang ating pandemic, gagawin po natin geographical.

Meaning, ang deployment po ng ano — ang deployment po ng ano — deployment po ng vaccine para doon po sa mga infected at saka ‘yung mga tinatawag po natin na ‘yung mga epicenter.

And then from geographical magiging sectoral. Meaning, kung sino ‘yung priority natin nung for example sa Manila, ‘yung urban poor uunahin po natin ‘yon; ‘yung mga vulnerable uunahin po natin doon; ‘yung mga sundalong naka-assign sa NCR uunahin po natin at saka po ‘yung mga essential workers.

Iyon po mayroon pong impact ‘yon kaagad sa ating economy at may impact kaagad na ma-contain po kaagad. So ang strategy po natin, Mr. President, po is geographical, priority ang NCR, priority ang Davao dahil ang Davao po ngayon umaakyat din, priority ang Cebu, priority po ‘yung mga Bacolod, ‘yung mga tinamaan po nang mabigat ng COVID.

Para at least ang mangyayari po kaagad, malalaman din po ‘yung efficacy niya kasi talagang dapat po talaga i-deploy ‘yan doon sa mga tinatawag na contaminated area. Kung ide-deploy po ‘yan sa mga unaffected area, hindi po magiging effective ang ating trial ano po at saka hindi po magiging ano ‘yung evaluation po natin.

So ‘yon po ang magiging strategy po natin, Mr. President, na geographical. We will contain first through the use of the vaccine and then also ‘yung i-e-employ po natin ‘yung inyong guidance na we will — we will ano — we will target the most vulnerable and the most poor ano poor communities na nandoon po sa area na tinamaan po.

Mahal na President, ‘yon lang po ang report ko po sa vaccine.

PRESIDENT DUTERTE: Thank you, Secretary. Ngayon narinig na ninyo, you heard what is the state of the COVID situation from Secretary Duque.

Ngayon narinig na ninyo ang COVID at narinig ninyo na inulit ng — ni — echoed by Secretary Duque again that the first beneficiaries of the COVID would be the — ‘yung mga mahirap, mga vulnerable, ‘yung matanda — ewan ko kung mga matatanda kung gusto pa nila.

Iyon ang — pati ‘yung military kasi I need a healthy military and police kasi ‘pag magkasakit lahat ‘yan, wala na akong maasahan, wala na tayong mautusan kung gawin ‘to, gawin doon.

As I have said, try to understand the police and the military. They are really the errand boy of the Republic. Kita naman ninyo ‘yung baha sa Luzon, several, nakita ninyo ‘yung military, Coast Guard, lahat na pumupunta na doon, pulis. And then they have to take care of the law and order situation.

So huwag na ninyong pahirapan masyado ‘yung pulis. Kung wala naman kayong gawin, eh ‘di matulog na lang kayo kaysa mag-inuman diyan tapos magkagulo and not only once but many times na madisgrasya ‘yung peace officer just because he intervenes itong mga away-away ninyo na inuman.

Ponder on the things that they have done so far in the past few days and you would say that they are really working — they are workers of government, truly. Sila ang mauna ng bagyo, sila mauna ng landslide, sila ang naghuhukay, lahat. So you love your police and your military.

Let me just also clarify because nandiyan na ‘yung overview, alam na natin kung paano, ilan sila. Tapos si Secretary Galvez gave us the — ‘yung the rundown sa COVID whether or not we will acquire the COVID and he says we will.

So the next thing we would do is how, how, how, how to implement. You need manpower. Orderly sa police pero that would be under General Año. So General Año should see to it that the manpower will be provided by the DILG plus the police at saka ‘yung mga barangay. Marami ‘yan eh, barangay tanod, tapos the barangay council, the municipal mayor.

I’m sure that Secretary Año would know what to do. Nandiyan ‘yung bakuna, ang implementasyon, mabakunahan na, sinong mauna, sino ‘yung sundan na listahan and then ‘yan. At malaman mo naman it’s transparent, mabilang natin ‘yung tusok. Kung ilan ‘yung natusok, ‘yon ‘yung ginastos natin. So as Secretary Duque has assured you, it will be transparent and it will be good for everybody.

Wala naman masyado tayong ano unless — ah hindi, nakalimutan ko. My God. Mayroon na tayong overview ang problema diniscuss (discuss) na ni Secretary Duque. Ngayon ang gamot diniscuss (discuss) na ni General Galvez.

Secretary Año is here and he knows that he will — he will have to marshal the forces of the local government to implement the orderly. Kaya sabi ko pulis ang nandiyan para orderly, walang unahan.

At true to what you said, Secretary Galvez, unahin ‘yung mga mahihirap. Iyong mga sundalo ko pati ‘yung mga vulnerable, unahin sila. Now, pagkatapos nila, tayo na naman.

Ngayon, anong sunod? Nandiyan na, nandiyan na ‘yung vaccine, na-target na. Ang pera ngayon, sino magbayad? So si Secretary Sonny Dominguez ang magbayad.

DOF SECRETARY CARLOS DOMINGUEZ III: Mr. President, may tatlong sources po tayo ng funding okay. Ang first — ang unang source natin ‘yung mga multilateral agencies: ADB at saka World Bank.

Ang estimate namin we will have around 40 billion pesos from them. Low cost, long-term loans, 40 billion from multilateral agencies.

Tapos mayroon po tayong domestic sources of financing. Ang domestic sources of financing we estimate around 20 billion. So that will come from Land Bank, DBP, and possibly ‘yung mga government-controlled corporations. So that’s 20 billion.

Tapos magne-negotiate pa po tayo sa mga bilateral sources depende sa source ng — depende sa source ng vaccine, either England or US or whoever. And ang target po namin doon around 13.2 billion pesos. So ang total niyan is about 73.2 billion financing that it’s pretty much — it’s almost fixed. Most of it is already fixed, 13.2 billion hindi pa completely negotiated. So 73.2 billion pesos.

Ngayon ang average cost, ang estimate namin sa average cost ng vaccine around 25 dollars — not per dose, per person. ‘Di ba? Around 25 dollars which is 1,200 pesos more or less. Some are lower, some are higher so we don’t know yet exactly how much is the cost.

But let’s say 25 dollars or 1,200, 72 — 73.2 billion pesos is good for 60 million people to be vaccinated, around 60 million people. So that is more or less what we have in line.

Ngayon, we’ll have to consult with the DOH if 60 million is enough, if 60 million people is enough to be vaccinated.

SEC. DUQUE: Ang herd immunity po, Mr. President, is anywhere from 60 to 70 percent according to the World Health Organization. So if we’re able to reach that, we’re going to pretty much arrest the spread of this and mawawala ‘yung COVID-19 sa atin pong lipunan.

PRESIDENT DUTERTE: Can we have a herd immunity there?

SEC. DUQUE: Yes, sir. We will have a herd immunity. That’s our goal, mga 60 to 70 percent po.

SEC. DOMINGUEZ: So basically 60 million is okay and we have the funds for that.

PRESIDENT DUTERTE: Sixty billion or…?

SEC. DOMINGUEZ: Sixty million people.

SEC. DUQUE: 73 billion pesos?

SEC. DOMINGUEZ: Around 73 billion, 73.2 billion.

PRESIDENT DUTERTE: Now, we are through with the resource persons for which this meeting was called. Ano na sila, they are very much competent and — in their field of — in their field of specialization, lahat ito competent and capable.

So dito naman tayo sa dito sa the incapable. Itong sa — dito BIR na tayo. Ang nauna dito si — sabi ko sa iyo there’s going to — there’s an ongoing urge sa gobyerno ngayon. Ang hiningi ko lang ang opisina at kung magkano. Ako na ang mag-follow up at saka ‘yung medyo maliliit, 10,000. Iyong permit mo, ‘pag inabot ng isang buwan, dalawang linggo, corruption talaga ‘yan.

Business permit, mga fire, police, it should be done on the day of the application. Iyan man ang trabaho ninyo. Bakit mahirapan kayo? That’s your job. Police, fiscal, court. DBM SECRETARY WENDEL AVISADO: Mayor President, good evening po. Gusto ko lang po magbigay ng updates doon sa direktiba ninyo na tulungan iyong ating mga lokal na pamahalaan na naapektuhan nung Bagyong Quinta, Rolly, at ito namang Ulysses.

Kung maalala niyo po, [pakishare lang sa screen] noong November 15, noong nagkaroon ng situation briefing sa Camarines Sur, eh dahil nga inaprubahan ninyo na magbigay tayo ng tulong kaya po in two days’ time noong November 17 lang dahil din sa apela ni Senator Bong Go at saka ‘yung suggestion na tulungan ang mga LGUs, nag-release po kaagad tayo ng 1.5 billion. At ito na-issue natin sa Bureau of Treasury at na-download na po lahat ng pera sa kanila.

Kaya po awa ng Diyos, wala po ni isang LGU. Ito lang po ‘yung dahil nga po sa apela ni Senator Bong Go, tinawagan niya ako after Rolly, ano ho daw puwedeng gawin sa mga LGUs? Kaya po kung maalala niyo noong sa situation briefing sa Camarines Sur, inaprubahan ninyo na tulungan natin ang mga local government units na naapektuhan.

Kaya po in two days, nag-release po kaagad kami ng SARO at saka Notice of Cash Allocation sa Bureau of Treasury at nag-issue din ako ng local budget circular kung paano gagamitin ‘yung pera. [Next slide.]

So ito po ‘yung mga natanggap na ng mga local government units natin sa buong areas ng CALABARZON, MIMAROPA at Bicol, kasi tatlong regions ang tinamaan po. Umabot po ‘yan ng 1.5 billion, at nandiyan po ang distribution ng mga allocation na binigay natin sa mga local government units kaya tuwang-tuwa po sila wala pong nagreklamo kahit isa sa kanila na pinabayaan natin sila.

Mayroon pa pong nadagdag diyan, base po ito sa result ng imbestigasyon ng OCD at ng DSWD. Kaya po diyan natin natantsa kung magkano kailangan nila. May buffer pa po tayo na 500 million. May nadagdag na sampung LGUs pa na bibigyan din natin.

Dito naman po sa Typhoon Ulysses, nag-usap din kami at sabi nga ni Senator Bong kung puwedeng matulungan din. So dito po namin… Base din sa report ng Office of Civil Defense at DSWD, naglaan din po kami ng 1.5 billion. Same amount lang din po na ibibigay natin… [Next slide. So ito po ‘yung damage po na nangyari sa kanila. So katulad din po sa Typhoon Quinta and Rolly, aside from the 1.5 billion mayroon din pong buffer na 500 million para po kung mayroon pang mga LGUs na hindi naisama sa report mabibigyan din po sila.

So ito po ‘yung sitwasyon natin. Ang balances natin sa National Disaster Risk Reduction and Management Fund, iyan po ang… [Next slide.] 

Ah ito po ‘yung distribution ng mga augmentation fund na ibibigay po ninyo sa mga local government units. Hinihintay po nila ‘yan dahil po alam nila na tutugunan natin ‘yung pangangailangan nila. ‘Pag naaprubahan po ninyo, bukas din mare-release po natin sa Bureau of Treasury iyong pera para magamit po nila kaagad. Ito na nga po ‘yung balanse natin, mayroon pa tayong 10.274 billion sa regular natin na NDRRM Fund kasi nag — dinagdagan po natin ng 10 billion ‘yan so a total of 15 billion na ang nadagdag natin diyan.

PRESIDENT DUTERTE: Kay Bong na request rin ‘yan?

SEC. AVISADO: Opo. So ang kailangan ko lang po sa inyo, approval ng release ng 1.5 billion augmentation of local calamity funds to LGUs affected by Typhoon Ulysses po.

PRESIDENT DUTERTE: If the papers have been prepared already pending my signature, you can release.

SEC. AVISADO:  Actually it’s here with me, sir. It’s here with me, sir. The same — the same — the same memo that I sent to you for — for Rolly and Quinta po. Ibigay ko lang po.

PRESIDENT DUTERTE:  Ganito, ang PACC, they communicated to me that they have already the list of congressmen who are into the business of asking commissions from the contractors. And lumabas doon na ang namimili ng mga contractors para sa kanilang projects iyong mga congressman at doon sila kumukuha.

Now, how true itong sabi ni Belgica sa PACC na it’s a matter of evidence. Ganito ‘yan eh, padala niya sa akin ang sabi niya, it is up to me whether I will mention the congressmen involved or not. Alam mo, let’s go to political law. I have no business investigating congressmen. They belong to a separate organ of government, which is co-equal with the President pati ang Supreme Court.

Now, kung itapon mo sa akin, I have no other recourse, itapon ko rin ‘yan doon sa Ombudsman because it is the only — it is the only investigating agency that has jurisdiction over congressmen, hindi ako. I cannot investigate congressmen. That would be an encroachment of the power of separation of…

Hindi ako puwede. So ang listahan lang ni ano, ni Belgica, ibigay ko na lang din doon sa Ombudsman. Now, whether dito sa akin na i-mention ko ‘yung pangalan o hindi, kung wala akong jurisdiction — I’m not trying to wash my hands — I am now dwelling on the law. If I cannot investigate the congressmen or itong mga kickback nila sa mga commission sa mga projects sa kanilang probinsiya na pinili nila ‘yung mga contractors, if I cannot — kayong contractors here but germane na ‘yan doon eh.

If I cannot investigate — kaklaruhin ko lang kasi sabihin na naman ng media — itong media ano eh, maghanap ng mal — maghanap ng — mali na mali talaga ‘yung kanilang… If I cannot investigate the congressmen, then I have no authority to be releasing their names that they are involved per investigation by the PACC.

Wala akong — kung hindi — kung wala akong jurisdiction, wala akong — ‘wag mo akong tanungin dito sinong involved diyan because this is not recognizable by my… Ganun ang ano.

Kaya nasabi ko ‘yan, sinabi ko na kay ako ang maipit dito one of these days ‘pag forward niyan. And Belgica has no choice but to forward it being — hindi man siya ang ano, ako man. The head of the ano, ‘yung government, sa department of — sa akin. Ako, so magpunta talaga sa akin ‘yan. Now kung sabihin niya there is enough evidence to prove the case of whatever, ipasa ko ‘yan doon sa…

I cannot read. If I do not have jurisdiction, I cannot name them publicly. Wala akong — sabihin ko lang — hindi sabihin ako’y natatakot or may kino-cover-an (cover) ako na congressman, wala. Wala. Pagdating niyan sa listahan, it will be given to me and to me alone.

Now when the time comes, I will ask the Secretary of Justice to review it. But review na cursory reading lang, I said because we — he does not have the juris — the jurisdiction either, he will pass it on to the Ombudsman.

DOJ SECRETARY MENARDO GUEVARRA: Mr. President, it’s not the congressman himself who is being investigated. In different perspective, Mr. President, if it is a particular transaction being investigated, for example by the PACC or the task force against corruption that the DOJ created upon your instruction, and in the course of the investigation, Mr. President, it would turn out that some members of — let say, the legislature are involved in a particular corrupt practice or transaction, then I think it is within the power of — let say, the task force or the NBI, or the AMLC, or the PACC, which are member agencies of the task force against corruption to mention this — let say, members of Congress who are allegedly involved in the particular transaction.

So, Mr. President, it’s not really the person who is being investigated but a particular transaction na maaari pong nakasama or may involvement itong any member of the government which is outside the Executive department.

So, I just want to clarify that one.

PRESIDENT DUTERTE: That’s why I said I used the germane kasi kung itong transaction na ito involved itong congressman na ito, then itong contractor na ito should be investigated altogether — silang lahat.

We cannot have a separate because iyong findings ng… Well, for example, we have jurisdiction over the mga contractor, but kung — tapos iyong sa congressman, sa congressman. It can happen na different — different ang decision. Maybe exonerating the congressman or exonerating the contractor and making the congressman liable.

Kaya sabi ko — I used kanina germane. If it is the transaction is germane to the particular congressman, sa kanya iyan. Kanya — kanyang sagot iyan. Iyon lang ano diyan.

Ito namang ano, it presupposes that if the investigation was conducted because of a — a questionable transaction. And ang ano diyan, in this case, germane lang rin diyan ang ano rin ang congressman but he should be there.

Ngayon, whether or not, they can themselves independently of me release the names, sabihin ko na huwag. Padala mo iyang listahan sa akin, the result for the investigation, then I will give it to the Secretary of Justice, to Secretary Guevarra, for him to make the proper endorsement to the Ombudsman. Ngayon, ano pa ba? Wala naman siguro. Ah, itong droga, anak ng jueteng. There are about — kayong mga human rights, magtulong talaga kayo. There were about — if you see the briefer, there are — the persons arrested for the day, hindi magkulang sa 200, 300. That is how pernicious drug is in the Philippines.

Ang problema natin, ang kalaban natin dito is the [Sinaloa] and the Bamboo Triad. Iyan ang problema natin, so organized na talagang may mga factory na sila kung saan-saan and it is a worldwide business. Kaya tayo, hoy mga p****** i** kayong mga human rights. Kung hindi ba ninyo tinitingnan iyan, it’s being posted at the [8888] bulletin. Bigya — bigyan ko kayo ng kopya. Mabuti pa bigyan ko kayo ng kopya.

Convince these people nasa listahan to stop kasi sabihin mo maghinto kayo kay baka mamatay kayo. That is the proper way of doing things.

Instead of going after us, who are enforcing the law, do not threaten us with imprisonment and investigation because you are trying to pin down an individual maybe out of bigotry. Pero kami, we are here, we were trying to save a nation. Everyday almost 1,000 cases of drugs.

Yes, Secretary Año?

DILG SECRETARY EDUARDO AÑO: Mahal na Pangulo-Mayor, magbigay lang po ako ng updates sa nakaraang Anti-Illegal Drug Operation ng ating Philippine National Police this November po, mula November 1 up to November 21.

Ang Philippine National Police po, under kay General Sinas, ay nag-conduct ng 2,946 anti-illegal drug operation at nag-resulta po sa pagka-aresto ng 3,646 suspects kasama po ang 37 na namatay at nakakuha po ng 50.5 kilos of shabu at 11.7 kilos of marijuana, street value of 345 million pesos po.

So, talagang patuloy pa rin po iyong paggamit ng droga ng mga ibang mamamayan natin. But ito po ay paiigtingin pa namin. Magbibigay po ako ng update sa inyo kada linggo para po masubaybayan natin ang maigting na paglaban sa ilegal na droga.

PRESIDENT DUTERTE: Alam mo, Secretary Año, we do not need really to pronounce it again, but there is a declaration by me, based on a proclamation also of President Arroyo before, raising the issue of drugs to a national security matter. That is why kasali na ang military diyan because if you — it is a national security, it is now the state — the welfare of the state that’s at stake. That it was — that’s why hindi lang ito trabaho ng mga pulis, eh national security eh. Hindi ko naman ni-ano iyan, hindi ko inulit.

So, the military has to also participate. They have to form some kind of mga squad-squad diyan to mag-ano ng mga… And just the same, do not be afraid of the threats of the itong human right.

Walang mangyayari sa bayan ko, p***. ‘Pag umatras ako, walang mangyayari sa Pilipinas sa panahon ko. Gawain ninyo iyan sa hindi na ako Presidente pero huwag ninyong gawain talaga sa ano…

Pero por Dios naman marami na akong pulis namatay. Ayaw ko ‘yan. Nagagalit ako sa pulis na patay. Sabihin ko, “Bakit hindi mo inunahan?”

You are the arresting officer, you are — you must be — must be prepared for any… Alam mo sa totoo lang, in the convention sa chiefs of police of Europe and America, any overt action na parang magbunot ka because sa — kasi doon bomba eh ‘yung — you grapple something inside your clothing. That is enough for the police to shoot you dead. You check it out with the police authorities. Nabasa ko ‘yan matagal na. Pinadala talaga sa akin. I was one of those given a copy.

Kaya kayong mga sa military, Armed Forces, help us because we are being flooded with drugs. Our enemy is the [Sinaloa] and the Bamboo Triad. And of course, our enemy also includes the human rights. Hindi lang nga sila nag — hindi talaga kalaban na patayan. Pero they are out to discredit, they are out to put in a — send to prison somebody who is doing his work.

Huwag kayong matakot, akin ‘yan. As I have said before, ‘yung mga issues sa human rights, that is mine and mine alone. You just say that you follow the order. And rightly so, kung ano ang utos ng presidente, ‘yung commander-in-chief, and for the police because they have a chief of executive, sumunod kayo.

Huwag kayong matakot pumatay. Hayaan mo ‘yang human rights basta you do it in accordance with law. Again, about the only time that you are allowed to kill is when your life is in danger. I have said that so many times, I’m saying it again tonight.
