Meanwhile, ngayon po ay ikatatlumpu’t limang anibersaryo ng People Power 1. Ang tema ng EDSA 1 ayon sa National Historical Commission of the Philippines ay “EDSA 2021: Kapayapaan, Paghilom at Pagbangon.” At tulad ng sinabi ni Presidente sa kaniyang EDSA message, guided by the EDSA spirit, isantabi natin ang ating pagkakaiba at magtrabaho ng sama-sama.

At dahil paparating na nga ang bakuna, kahit piyesta opisyal, nagtatrabaho rin po ang ating Office of the Presidential Spokesperson para sa ating paghilom at pagbangon.

So gaya na aking sinabi po, nandito po tayo sa Pamplona, Negros Oriental para sa isang espesyal na press briefing.

Umpisahan natin sa isang magandang balita: Tatlong tulog na lang po ay parating na po ang bakuna. Inaasahan na darating sa araw ng Linggo, itong Linggong pong ito ha, ang Sinovac kaya po excited na tayong lahat. Inaasahan po, at least ang pinaplano natin ay sasalubungin po ng mga opisyal ang pagdating ng mga bakuna. Maraming salamat pong muli sa Sinovac at sa Tsina dahil sa parating na paunang bakuna para sa mga Pilipino.

Handa na po ang ating mga ospital, kasama na rito ang Philippine General Hospital. Ang tanong: Papayag ba ang mga frontliners natin, medical frontliners gaya ng mga medical frontliners sa Philippine General Hospital na magpaturok ng Sinovac? Kasama rin po natin maya-maya lamang si Dr. Gap Legaspi para sagutin iyang tanong na iyan.

At kasama rin po natin ngayon sa ikatatlumpu’t limang anibersaryo ng People Power 1 si Dr. Butching Paterno para po mag-discuss o magbigay ng mga punto doon sa ating isinulong na batas na Universal Health Care.

Meanwhile, kagabi po ay muling humarap po si Presidente Rodrigo Duterte sa ating taumbayan para sa kaniyang regular Talk to the People Address. Ito po iyong mga ilang mahahalagang punto na sinabi ng ating Pangulo:

Una, sinabi niya na nais niyang marinig ang opinyon ng mga Pilipino bago siya magdesisyon kung ano ang kaniyang aksyong gagawin tungkol sa usapin ng Visiting Forces Agreement. In-emphasize po ng ating Pangulo na bagama’t kinikilala niya na talagang nagkaroon din tayo somehow ng mga benepisyo dahil sa Visiting Forces Agreement ay napakamahal naman po nung pupuwede nating pagbayarang presyo dahil sa presensiya ng mga Amerikano dito sa ating bayan. Sinabi po niya kapag nagkaroon ng putukan sa panig ng Amerika at Tsina ay siguradong mauuna pang tatargetin ang mga Pilipino. Kaya pinag-aaralan niya nang mabuti kung anong magiging desisyon niya sa Visiting Forces Agreement. Kung nais ninyong marinig ang inyong boses tungkol dito, huwag po kayong mag-atubili, kayo po ay magpadala ng e-mail o mensahe o kung anuman doon sa mga linya ng ating mga ahensiya sa gobyerno para makarating po kay Presidente.

Binanggit din po ng ating Presidente na sampung bansa lamang sa buong mundo ang nakakuha ng paunang supplies ng COVID vaccine lalo na po iyong mga galing sa mga western pharmaceuticals. At habang wala pang dumarating na bakuna sa bansa ay muli niyang pinaalalahanan ang lahat na sundin ang health protocols gaya po ng mask, hugas at iwas.

Sinabi naman po ng ating Vaccine Czar, Secretary Carlito Galvez, na walang dapat ikatakot ang mga Pilipino sa bakunang Sinovac. Sa katunayan, marami na pong mga world leaders ay nagpabakuna ‘no gamit ang Chinese vaccine na Sinovac. Ilan po sa kanila ay iyong Turkish President na si Tayyip Erdoğan, Chief Executive ng Hong Kong na si Carrie Lam, at iyong Presidente ng Indonesia na si Joko Widodo. Madadagdag pa po, nagsabi rin kahapon ang punong-ministro ng Thailand, Prayut Chan-o-cha na siya ang unang magpapaturok ng Sinovac sa kanilang bansa, at kung hindi po ako nagkakamali, nangyari na nga po ito.

Uulitin ko po ‘no, ginawa ng pamahalaan ng Pilipinas ang lahat para una sanang dumating ang mga western brands kasama na ang pagpasa ng batas tungkol sa indemnity na hinihingi ng ilang mga western pharmaceuticals. Pero sa ngayon po, ang darating sa araw ng Linggo ay ang Sinovac. Ligtas po ito at epektibo. Uulitin ko po ha, kaya po 50% lang ang kaniyang efficacy rate, ito po iyong efficacy rate ng Sinovac sa clinical trial na ginawa sa lahat ng mga medical frontliners lamang. Eh Sinovac lang naman po ang naggawa ng clinical trial na gaya nito ‘no. Pero nung ito po ay tinest sa mga ordinaryong mga mamamayan, naging 51% po ang kaniyang efficacy sa lugar gaya ng Turkey at saka ng Indonesia.

Ang sabi po ng FDA natin, not recommended. Hindi naman po ipinagbabawal na ibigay sa mga medical frontliners, at alamin natin kung ano ang damdamin mamaya-maya ng mga doktor sa Philippine General Hospital na pangunahing COVID referral hospital ng ating bansa.

Kasama rin sa Talk to the People Address ang hiling ng Department of Health sa mga local government units na bigyan-prayoridad ang iba pang bakuna tulad ng measles, rubella, oral polio vaccine, supplemental immunization activity or MROPVSIA sa gitna ng kasalukuyang banta ng coronavirus. Mga nanay, dalhin na po ang ating mga babies, mga tsikiting para mapabakunahan.

Sa iba pang mga bagay, para sa kaalaman ng ating mga viewers, fully operational na po ang kauna-unahang molecular lab dito po sa probinsiya ng Negros Oriental, at binabati natin si Governor Roel Degamo dahil sa mas mapapaigting ang COVID-19 testing dito sa Negros Oriental. Operational na rin pala dito po ang isang isolation facility ng Negros Oriental Provincial Hospital na mayroong tatlumpu’t apat na kuwarto para sa treatment ng mga pasyenteng mayroong severe COVID-19 symptoms at iba pang nakakahawang sakit.

Okay, siguro tanungin na natin si Gov. Gov, kumusta ang mga kaso ng COVID sa inyong probinsiya at handa na ba tayo para sa bakuna? At kung handa na tayo, anong bakuna ang pinaghahandaan natin? Governor, the floor is yours.

NEGROS ORIENTAL GOV. DEGAMO: Good morning, Secretary Roque. Nagpapasalamat po kami na nagpunta ka dito sa Negros Oriental to talk about the importance of the… una, iyong vaccine na anong bibilhin natin na vaccine at ituturok natin sa taumbayan ng Negros Oriental.

You know that as Governor of Negros Oriental, I am pretty confident that—kumpiyansa po ako na iyong bakuna talaga na kinukuha ng national government through DOH ay talaga iyon ang ano namin, iyon ang aasahan namin na ituturok namin dito.

So for the province of Negros Oriental regarding COVID-19, before I report to you, Mr. Secretary, let me inform you that we have constructed iyong sinasabi mong 34 room of highly sophisticated COVID facility, isolation COVID facility for Negros Oriental. And then, we are having also our RT-PCR testing center of which we already 7,000 suspected COVID patients in Negros Oriental for our RT-PCR testing center.

So let me report to you on the status of the COVID-19 in the province of Negro Oriental. As of February 24, 2021, there are a total of 1,667 recorded confirmed COVID-19 cases in the Province of Negros Oriental. Ang nangyari po dito, Mr. Secretary, noong lahat ng mga LSIs ay pinabalik natin kaya na-record na dumami iyong COVID cases natin sa Negros Oriental. But before that, noong wala pang LSIs, we’ve been zero in COVID for the past four months in Negros Oriental. But we know that iyon ang mangyayari kasi hindi naman na puwede nating bawalan iyong pag-uwi ng mga LSIs, ROFs at saka mga OFWs natin.

So iyon, a total of one thousand six—

There are 21 LGUs out of 25 ang mayroong active confirmed COVID-19 and the highest is in Dumaguete City and if makikita natin sa screen lahat ng mga LGUs na mayroong COVID ay makikita natin diyan. There are 21 LGUs with active cases. The total is 123.

And then our average daily attack rate is 1.1%, medyo mababa compared doon sa national government daily attack rate. And our recoveries is out of 1,667, 1,491 recoveries already and we are intensifying our campaign na maka-recover lahat iyong nagka-COVID.

And then for mortalities, we have 53 and iyong pinakamataas diyan sa Dumaguete City and the rest distributed doon sa mga 1,2,3,4,5… mga 12 LGUs. And the breakdown – mortalities – is 53; recoveries, 1,491; and the active positive cases is only now lower than 123.

And as of February 24, the total individuals tested are 31,011 and total swab test done is 31, 859. So, iyon ang mairi-report ko sa inyo, Mr. Secretary. Thank you.

PAMPLONA NEG.OR MAYOR DEGAMO: Yes, hello po. With regard to our situation sa COVID, I am very proud to say na Pamplona, if you are going to talk about the latest ngayon, mayroong isa lang yata ang aming positive case. I checked that out earlier today and I learned that hindi kami masyadong namumroblema with regard to the number of cases in the town and we hope to keep it that way for the next few months.

SEC. ROQUE: Okay. Having heard po iyong COVID situation dito ‘no, puntahan naman po natin ngayon si Dr. Gap Legaspi. Siya po ang director ng Philippine General Hospital, ito po talaga ang ospital ng mahirap and one of the biggest COVID referral hospitals.

Doc, ang tanong po lahat, sabi po ng FDA not recommended for medical frontliners and Sinovac. Pero ano po ang damdamin ng mga medical frontliners sa ating premier hospital, the Philippine General Hospital? Darating po ng Linggo, handa ba hong magpaturok ng Sinovac ang mga taga-PGH? The floor is yours, Dr. Gap Legaspi.

Well, apparently po mayroon tayong connection problem ‘no. Habang wala pa po si Dr. Gap Legaspi, tanungin po natin ang aking tutor din, one of my three tutors when we drafted the Universal Health Care Law, Dr. Butching Paterno.

Doc, ang tanong ko po sa inyo, ano po iyong mga benepisyo ng mga taumbayang nakukuha ngayon sa Universal Health Care Law na ating isinulong ‘no ngayong panahon po ng pandemya ng COVID-19. Dr. Butching Paterno, the floor is yours.

DR. PATERNO: So para sagutin iyong tanong ni Spokesperson Roque, at saka masaya ako nandito si Governor Degamo at si Mayor Degamo baka puwede rin nilang susugan iyong sasabihin ko. Ini-request ni Spox Roque na sabihin ko iyong apat na gawin para sa Universal Health Care at mayroon akong nakitang dalawang dapat igpawan.

Noong July 21, limang secretary of health, ang sabi nila sa harap ng pandemya hindi dapat natin ipagpaliban ang Universal Health Care. So, ang unang dapat, iyong sa tingin ko minimum implementasyon ng Universal Health Care Law. Kilalanin ang kalusugan as karapatan tapos nasa batas ito – ‘Ensure all Filipinos healthy living conditions.’ Automatic coverage by virtue na Filipino tayo, puwede na any government issued ID maski wala kang PhilHealth ID, instant availment of entitlement sa PhilHealth at panindigan para sa mahirap at mga nasa laylayan ng lipunan.

Pangalawang dapat, sabi ng Universal Health Care Law, dapat ang PhilHealth maglabas at pinansiyahan ang isang komprehensibong outpatient benefit package na kasama ang outpatient drugs ‘no. Ito ang isang mararamdaman ng mamamayan. Ano ang comprehensive outpatient package? Puwede nating tingnan iyong sinabi ng dating Secretary of Health, si Ubial—

Yes, sir? Yes? Ituloy ko? Pangit ba sound?

Ito iyong tinatawag na triple burden of disease. Dapat komprehensibong primary care benefits na tinutugunan niya iyong patuloy na nakakahawang mga sakit kagaya ng TB, Malaria, ngayon COVID-19; iyong pataas na hindi nakakahawang sakit kagaya ng hypertension, diabetes, cancer, pati malnutrition at saka iyong mga sakit ng rapid urbanization; accidents kagaya ni Tiger Woods; substance abuse; mental illness; pandemic; tapos climate change disaster ‘no. So, hindi na sapat iyong check-up, kailangan komprehensibong outpatient benefits na may gamot.

Ngayon, hindi ito lahat theoretical. Last June 30 at makikita ninyo dito, better virus outcomes in three provinces. Hindi ako pamilyar sa Negros Oriental kaya hindi ko nasama ang Negros Oriental. Nag-share sa amin Governor Garcia ng Bataan, Governor Miraflores ng Aklan, at ang Governor ng Agusan del Sur.

At ano iyong pangatlong dapat? Integrasyon ng sistemang pangkalusugan sa antas ng probinsiya at ang pamumuno sa pinalawak na Provincial Health Board kung saan nandoon ang mayor at ang municipal health officer. So, nangyayari na ito ngayon dito sa tatlong Zuellig Family Foundation provinces. Puwede rin nating marinig sila Governor ng Negros Oriental kung may ganitong nangyayari rin sa kanila.

Tapos nakikita namin na ang probinsiya talaga, ang antas ng integrasyon ‘no, may kumpletong sistemang pangkalusugan sa loob ng probinsiya mula sa Barangay Health Station, Municipal Health Center, District Health System hanggang Provincial Hospital at saka may signipikanteng bilang ng private practitioners. Tapos ang probinsiya rin ang may rekurso para pantulong sa Social Amelioration Program.

Pang-apat na dapat. Itong tatlong probinsiya, para sugpuin ang o kontrolin ang pandemya, mayroon silang province-wide health information system to test, to track, to isolate, and to treat those with COVID patients. At saka itong province-wide real time health information system magagamit rin ng Universal Health Care para malaman, sino nakikinabang sa Universal Health Care at sino po ang dapat na makinabang sa Universal Health Care. Siyempre, iyong mas mahihirap.

Ngayon punta tayo sa dalawang balakid. Iyong una, bilang at klase ng health human resource, ang sabi ng batas dapat reorient ang ating medical education, health professional education para ang graduate natin, primary healthcare practitioner na bihasa at public health at primary care.

Pangalawang balakid, ang PhilHealth kailangan niyang pondohan iyong Special Health Fund ng probinsiya na siyang magpi-finance ng personal care services na dapat ibigay ng probinsiya.

So iyon lang muna, tapos… para kung mayroong tanong, handa naman tayong sikaping sagutin iyong mga tanong.

Now, nasa linya na po ngayon si Dr. Gap Legaspi. Sir, ang tanong ng lahat: Ano po ang damdamin ng ating mga medical frontliners sa ating premier medical facility UP-PGH? Magpapaturok ba ho tayo ng Sinovac dahil ito po ang dumating na una sa ating bayan?

Dr. Gap Legaspi, sa Linggo po darating, sa Lunes ba ho magpapaturok ang ating mga medical frontliners sa ating hospital na UP-PGH? The floor is your, Dr. Gap Legaspi.

DR. LEGASPI: Magandang hapon po sa inyong lahat. At ako ay nagagalak na nandito ulit para mai-share namin ang aming mga experiences sa PGH tungkol sa pagbabakuna ‘no.

Bago pa man nag-umpisa ang pagbabakuna ay naglabas na kami ng statement sa PGH na pangunguna ng administrasyon na kung anuman ang bakunang darating ay tatanggapin namin at ang aming batayan sa pagtatanggap nito ay ang EUA na ibibigay ng ating FDA. Because we all know that if the FDA gives any vaccine the EUA, the safety and efficacy are assured.

So, iyon po ang ating mga current stand, ang atin pong mga health workers ay oriented sa ganitong sitwasyon sa pagdating ng bakuna. And I think it’s not just a matter of finding out when we actually do the vaccination whenever that come kung ang mga tao po ay… kung ilan sa aming 94 % na nagbigay ng consent noong registration eh makakarating po.

So sa anumang infrastructure and logistical requirements ng pagbabakuna, reding-ready na po ang PGH in terms of the special refrigerators, even the freezers as well as the information technology requirement po ng pagbabakuna. So I think the important thing to remember here, is whatever vaccine comes we should welcome it because it will definitely make a difference in helping control the spread of this infection. And I think the first area will where we should control it will be in the hospitals. So ready na po ang PGH tumanggap ng bakuna, kahit anumang brand ito at kung saan man siya manggagaling.

SEC. ROQUE: So, Dr. Legaspi, ang unang Sinovac po ay darating sa Linggo. Have you communicated po na you are still willing, the medical frontliners of PGH are still willing to have the Sinovac vaccine on Monday? Para alam ko po kung diyan kami magpi-press briefing sa UP-PGH kung saan din po ako ipinanganak ‘no. So, maghahanda ba ho tayo ng special Presidential Press Briefing sa UP-PGH on Monday?

DR. LEGASPI: Actually po, ngayon ko lang nalaman from you, right at this minute na darating po sa Linggo at wala pa ho akong paunang abiso. But I’m sure that the community is ready and we will welcome and maybe I will give you the exact details of the arrangement as soon as I get off this briefing and coordinate with you personally po for that Monday event.

From Jayson Gutierrez of New York Times: How are we addressing surveys that show that many Filipinos are still wary of being vaccinated years after the Dengvaxia Sanofi scare? We can’t even convince some parents to bring in their kids to have measles drops.

SEC. ROQUE: Well, nakikita naman po ninyo naman po na ang mga doktor po, ang mga ginagawa nating messengers na basta po aprubado po ng ating FDA ang lahat ng mga bakuna ay ligtas at epektibo. At ito po ang dahilan kung bakit napapansin ninyo halos lahat po ng ating panauhin dito sa ating Presidential Press Briefing noong mga nakalipas na dalawa hanggang tatlong linggo ay puro po mga doktor.

So maraming salamat po sa ating mga medical frontliners, sila po ang pinagtitiwalaan ng ating taumbayan at sila po ang paulit-ulit na nagsasabi kailangang-kailangan po nating magpabakuna at lahat po ng bakuna na aprubado ng FDA ay ligtas at epektibo.

TRICIAH TERADA/CNN PHILS: Hi! Good afternoon, Spox Harry and to all our guest. Before I go to my vaccine-related questions, I just would like to ask for your reaction lang muna, sir, doon po sa naging statement ni Justice Secretary Guevarra doon sa po sa UNHRC. And he is saying that the preliminary or the initial findings confirmed that many of the drug-related cases parang have violations and, for example, there were no request for ballistic examination, no verification of ownership in terms of weapons used. It was also noted that among others, in more than half of the records reviewed, the law enforcement agencies failed to follow standard protocols pertaining to coordination with other agencies and processing of the crime scene.

SEC. ROQUE: Well, alam mo, Trish, ang obligasyon ng estado pagdating sa karapatang mabuhay ay ang obligasyon na mag-imbestiga at litisin ang lahat ng lumabag sa karapatang mabuhay. Kasama po ito na iyong pagbibigay ng remedyo doon sa mga biktima sa ilalim ng kanilang domestic na mga batas na mabigyan sila ng katarungan.

At itong naunang pahayag ng ating Secretary of Justice ay nagpapatunay na seryoso po tayo sa obligasyon natin na mag-imbestiga at maglitis, dahil hinaharap po natin ang katotohanan na posible pong may ilang mga alagad ng batas na kinakailangan sigurong managot sa ating batas dito sa Pilipinas.

So tayo po, that proves that our domestic legal system is working at hindi po dapat manghimasok ang ibang mga institusyon. Bigyan po natin ng pagkakataon ang ating legal system na gumana ngayong mayroon na pong ganiyang transparency at open mindedness ‘no sa parte po ng no less than our Secretary of Justice.

TRICIAH TERADA/CNN PHILS: But, sir, does this also prove that there’s truth to the accusation and complaints of the victims and some human rights critics in the country? And what does the government plan to do about these violations? Is the war on drugs or is the way we are pursuing are law enforcement, you know, the way it should go?

SEC. ROQUE: Well, I will talk as a former Professor of Law, let me correct you, it does not prove anything, because what is accepted as proof of the commission of a crime is generally the decision of a court.

What it does prove is that we are in the discharge of our state obligation to investigate and prosecute violation on the right to life. Napapatunayan po iyan na ginagampanan po natin iyong katungkulan natin sang-ayon sa batas sa international na imbestigahan at litisin ang mga lumalabag sa karapatang mabuhay.

TRICIAH TERADA/CNN PHILS: Secretary, with regards to the vaccines naman po. Since the shots from Sinovac are arriving on Sunday, kailan po natin aasahan iyong actual roll out, iyong pagtuturok po mismo?

SEC. ROQUE: Well, I will have to coordinate. Pero ang alam ko po, all we need is one day and then we will roll out. So, if it arrives on Sunday, if I am not mistaken, then we can rollout on Monday, dahil excited na excited na po ang maraming kababayan natin.

Alam ko po maraming nagsasabi na maraming ayaw magpaturok ‘no; pero mayroon din pong pag-aaral na ginawa na nagpapakita na 77% naman po magpapaturok, gusto lang nila mauna iyong iba at gusto nilang makita iyong mga kapitbahay nila, iyong mga doktor na mauna, kaya importante po iyong sinabi ni Dr. Gab Legaspi na sa ating premier medical institution magpapaturok po sila ng Sinovac.

TRICIAH TERADA/CNN PHILS: Pero, sir, paano na po iyong latag natin ng prioritization, nakapagbigay na po ba iyong NITAG on their decision kung paano po ia-allocate itong 600,000, kasi nabanggit po si Sec. Duque last night that the NITAG is meeting about it?

SEC. ROQUE: Well, I am speaking as a lawyer ‘no. The IATF is the policy making body, we approved a list of priorities, una pa rin po diyan ang medical frontliners.

Despite the EUA issued by the FDA nilinaw po iyan ni Dr. Domingo na hindi po ipinagbabawal na ibigay ito sa health professionals. At kaya nga po importante na kunin natin ang panig ng mga doktor diyan sa UP-PGH kung payag sila na magpaturok bagama’t ang sabi nga po not recommended for medical frontliners, ang sagot po nila, ‘oo.’

So, ibig sabihin po puwede naman nating ibigay iyan sa mga medical frontliners na talaga namang first priority natin. Wala pong palitan, iyong gustong mag-antay nga po ng ibang brand siguro ang concession na maibibigay sa kanila is puwede silang humindi at puwede silang mag-antay without losing their priority kasi iyan naman po ang nakasulat sa EUA; pero masusunod naman po iyong order of priority.

TRICIAH TERADA/CNN PHILS: Sir, final question. Si Special Envoy to China Mon Tulfo said that thousands of government officials, police, military got the COVID-19 vaccines from his source. What does Malacañang think of this? Isn’t this alarming, sir, because it basically suggests that thousands of vaccines have illegally entered the country and not only it illegally… it was illegally administered ‘no, but technically lumalabas po na nalusutan tayo ng mga shipments. It gives us the impression now na mahina iyong security natin sa Customs or there is someone or some people who blatantly allowed this. Ano po iyong magiging implication din nito sa vaccination program natin?

Ang sinasabi lang naman po kagabi ni Secretary Galvez iyong karamihan nang inorder natin ay darating ng second at third quarter pero hindi naman po na walang darating ng first quarter, kaya nga po sa linggo parating na iyong Sinovac.

So magkakaroon po tayo dito sa first quarter pa rin at masisimulan natin ang pagbabakuna itong buwan ng Mayo. Mas importante po na marami na tayong mabakunahan as soon as possible dahil alam naman po natin na iba’t ibang mga bagong mga strain ng virus ang kumakalat ngayon at mas nakakahawa. So itutuloy naman po natin ang pagbabakuna natin. Siguro nga po hindi nga lang iyong mga brands na gusto natin.

Alam ninyo matagal ko ng sinabi iyan na hindi tayo makakapili; magagamit lang natin kung ano iyong available – maraming nasaktan, maraming nagalit. Pero iyan po talaga ang katotohanan. Ang mensahe ng Presidente, basta magkakaroon po tayo ng bakuna, come what may; at ginamit nga po niya ngayon iyong malapit na pagkakaibigan natin sa bansang Tsina para masigurado na masisimulan ang ating vaccination program.

Next question, Secretary Roque, from Leila Salaverria of Inquirer: You said yesterday that the President’s doctors and advisers don’t want him to use the Sinopharm vaccine because it has no EUA yet. But the FDA said, Sinopharm hasn’t applied for an EUA. Does this mean the President’s vaccination against COVID-19 will be delayed? What happens now to the government’s drive to boost public confidence through the President

SEC. ROQUE: Well, unang-una po ‘no, alam ko mayroon namang parating na Sinopharm kaya lang po under compassionate use. At pinag-aaralan po if the compassionate use license can be a basis for the President, who is after all the Chief of Staff of the Armed Forces of the Philippines ‘no, kung pupuwede siyang pumasok doon sa compassionate use clause ng Sinopharm.

Eh kung hindi naman po pupuwede, uulitin ko po: Ang sabi lang ng FDA, it is not recommended – hindi po pinagbabawalan. So it’s up to the President pa rin kung magpapaturok po siya ng Sinovac, although he has expressed his preference for Sinopharm.

MELA LESMORAS: And, Secretary Roque, follow up lang po mula pa rin kay Leila Salaverria of Inquirer. Iyon nga po, the FDA has issued a compassionate use permit for 10K Sinopharm doses. Why is this not enough basis for the President to use Sinopharm? And FDA Chief Domingo said that PSG has not responded to letters from the FDA and DOH seeking an explanation for its illegal use of the Sinopharm vaccine. Is this acceptable to Malacañang?

SEC. ROQUE: Well, sa akin po ay nasagot ko na iyong first part ‘no. They are studying kung pupuwedeng gamitin iyong compassionate use para legal basis for the President to have the Sinopharm vaccine. But it is still being studied by the Malacañang legal office. If you ask me as a lawyer, he is the commander-in-chief of the Armed Force of the Philippines and he should be allowed to use the Sinopharm under the compassionate use license.

Ang second one po is, will you please address your questions to the PSG. Uulitin ko po, Malacañang Press Corps, I can only speak for the President and no one else. So kung mayroon po kayong tanong for any official in government, please ask them directly.

MELO ACUÑA/ASIA PACIFIC DAILY: Yes. Good afternoon, Mr. Secretary. I hope you enjoy your trip to a beautiful place like Negros Oriental. Were there specific instructions from the President about the fatal shootout between PDEA and police elements at the popular mall early last night?

SEC. ROQUE: Okay. Alam ninyo po, pumasok iyong balita tungkol dito sa shootout na ito, patapos na po kami ng recording ng Talk to the People. The President, of course, expressed both sadness and concern, bakit nangyari nga ito na kapuwa tao ng gobyerno ay nagkaputukan. Ang in-assure niya, kagaya ng assurance na ginawa niya noong nangyari ito sa Sulu, ay we will go again to the bottom of this incident. Magkakaroon po ng impartial investigation and justice will be done.

So iyon po ang naging pahayag kahapon ni Presidente dahil binalita po sa kaniya as we wrapped up the recording last night iyong pangyayaring ito. So we are confident po that with the PNP and the PDEA forming an investigation panel and Justice Secretary ordering the NBI to conduct its own parallel investigation that we will know the truth behind this incident and justice will be done.

MELO ACUÑA/ASIA PACIFIC DAILY: Very good. We will wait for that, Mr. Secretary. Regarding Secretary Menardo Guevarra’s statement before the UN Human Rights Council that many of the weapons allegedly belonging to the slain drug suspects were not examined by authorities. As a human rights lawyer that you are, wouldn’t this really a major lapse in the investigation SOPs of the Philippine National Police? And have you entertained thoughts that these were serious neglect of duty which may be interpreted as intentional?

SEC. ROQUE: Well, alam ninyo po, hindi ko pa nakikita kung ano iyong ebidensiya na pinagbatayan po ni Secretary Guevarra sa kaniyang mga conclusion. But I take it that good Secretary, of course, is in a position to make the conclusions that he did.

Ang sa akin lang po, this is proof to the whole world that contrary to the claims of our critics domestically and internationally, we are in discharge of our state obligation to investigate and prosecute violations of the right to life. Ginagampanan po natin ang obligasyon natin na bigyan ng katarungan ang mga naging biktima ng paglabag sa karapatang mabuhay.

MELO ACUÑA/ASIA PACIFIC DAILY: Yeah, thank you. COVID-19-related issue. I just talked to former special envoy to China, Dr. Francis Chua, and the Federation of Filipino-Chinese Chambers of Commerce and Industry signed an agreement with the Sinovac early last night. Are there other groups signing up with Sinovac for a vaccine supply to the Philippines?

SEC. ROQUE: I’m happy to hear that. I have not been officially informed of this. Pero kung pupuwede po talagang magpirma ng tripartite agreement for Sinovac, I’m very happy. Because right now po, ang ating allocation is 25 million, if we can get more, that will be good. So far po, 15 countries in the world have ordered and are using Sinovac. And I believe that they have allotted 300 million dosage of the vaccine for export, in addition to the more than 1 billion than they need in China. So kung mas marami pong supply ang makukuha natin na Sinovac, that is a welcome development po.

ROY BUSTILLO/CNN PHILS: Good afternoon, Secretary. Thank you ‘no, you mentioned that the vaccine is parating na. But, sir, yesterday Malaysia just received their vaccine, and also Brunei. And unfortunately, we’re the last country who haven’t received the vaccine. What are the factors there nga medyo nahuli tayo?

SEC. ROQUE: I don’t think we’re the last. I don’t think we’re the last ‘no. There are only ten countries that have used the vaccine, so that disproves the fact that we are the last. The rest of the world still have to receive their vaccine. Pero I have to admit, kung tayo po ay nag-insist on western brands, maghihintay pa rin tayo ng pagdating at hindi natin alam kung kailan darating. Kaya nga po ang ating sinasabi, basta aprubado po ng ating FDA, tanggapin po natin iyan bilang ligtas at epektibo. Talagang nag-uunahan po ang buong daigdig para sa mga western brands.

ROY BUSTILLO/CNN PHILS: Secretary, for Negros Oriental, priority po ba kami?

SEC. ROQUE: Well, alam ninyo po mayroon tayong geographical priority. Uunahin natin iyong mga matataas ang kaso. Eh ang galing naman kasi ng gobernor ninyo, kaunti lang ang kasi ninyo eh. So magpasalamat kayo that you will not be in the order of battle because ibig sabihin, kontrolado ang COVID dito.

Pero lilinawin ko rin po, lahat ng health professionals will still enjoy the sectoral priority dahil uubusin po muna natin ang lahat ng medical professionals, medical frontliners before we go to the geographical priorities. Okay? Pero congratulations po, hindi kayo priority sa bakuna dahil kontroladung-kontrolado po ang outbreak dito.

MELA LESMORAS: Yes, Secretary Roque, from Tina Panganiban-Perez of GMA 7, natanong na po – reaction from SOJ kahapon.

Kay Maricel Halili naman po ng TV 5 at ganito rin po ang tanong ni Tina Mendez: Sino po ang unang makakatanggap ng Sinovac vaccines, medical frontliners pa rin po ba na hindi exposed sa COVID patients or will it be the economic frontliners?

SEC. ROQUE: Eh, kung matutuloy po sa Lunes ang PGH, na-identify na po nila, it would be the spokesperson of PGH who himself suffered from COVID and who lost his parents po from COVID.

Sa Maynila naman po, ang sabi ni Yorme, na-identify na niya kung sinong unang bibigyan sa Maynila – it will be a tricycle driver po.

MELA LESMORAS: Opo. Follow-up naman po, sir, ni Tina Mendez: If the initial batch of medical frontline workers get their first and second doses of Sinovac, they will be just be 51% protected from the virus, is that right? How long is an individual protected from the virus after getting vaccinated?

SEC. ROQUE: Alam ninyo, siguro doktor dapat ang sumagot diyan ‘no. Doc Gap, can you answer that question please?

PGH DIRECTOR DR. LEGASPI: I think po kailangan nating linawin iyong datos na iyon ‘no. Ang sinasabing 50% is the probability na kung—kasi, unahin natin – hindi porke’t nabakunahan eh hindi na magkaka-COVID. Puwede pa ring magkaroon, ang sinasabi lang ng statistics na kung sakali ang nabakunahan ay magkaroon ng COVID, ang probability na magkaka-symptoms siya ng mild ay 50%; ang probability na hindi siya magkaka-symptom ng mild is only 50%; ang probability na hindi na siya magkaka-symptoms na moderate is 78%; ang probability na hindi siya magiging severe is almost 100%. Iyon po ang ibig sabihin ng datos na iyon.

So, ang ibig sabihin na hindi naman porke’t na bakunahan na let’s say this particular vaccine ang Sinovac ay walang proteksiyon. Ang ibig lang sabihin, ang proteksiyon niya ay hindi as high to prevent mild symptoms from occurring which probably will … magiging dahilan ito para hindi makapasok ang health care workers sa ospital. Siguro iyon ang basis ng FDA para sabihin na hindi siya ideal para sa health care workers dahil kahit mild symptoms hindi sila papasok kapag nagkaroon sila ng mild symptom at mababawasan ang ating manpower sa ospital.

So, mayroon pa rin pong proteksiyon at katunayan lahat ng bakuna na naaprubahan na ng FDA gives us a 100% protection from developing severe COVID just in case we still get it after the vaccination.

So, kailangan po nating siguraduhin na ang perception o ang perspective ng pagtingin sa bakuna, kahit na anong bakuna, eh ang bottom-line ay gaano ba kagaling ito mag-prevent ng severe infection na maaaring mauwi sa pagkamatay ng tao. And I think the data shows that almost all the vaccines including Sinovac, Pfizer, and Astra reached a 100% protection for severe ‘no.

So, pare-pareho lang sila iyong pag-prevent ng severe nagkaiba lang po siguro, the particular study sa Brazil na iyong mga health care workers ang pinag-aralan nila, 50% lang ang naprotektahan against a mild presentation of the COVID.

Sa proteksiyon naman po, ang lumalabas na data ngayon, at least six months po mayroon pong nakikitang coverage for the vaccines at mayroon din pong mga datos na lumalabas sa ibang mga bakunang ibinigay eh sa unang dose pa lang eh umaabot na ng 90% ang kanilang efficacy, ang kanilang protection.

So I think marami pa pong mga impormasyong lalabas sa mga darating na araw at ating gamitin ito para lalo pa nating mapagtibay ang ating mga proseso laban sa COVID-19. So, siguro I think that’s how—ang tingin ko, ganoon dapat natin tingnan ang mga information na lumalabas ukol sa bakuna na ito.

MELA LESMORAS: Okay. At panghuling question for now, Secretary—

SEC. ROQUE: Maraming salamat for that po because you have really clarified this issue, Dr. Gap Legaspi. Okay. Next question, Joseph Morong please.

JOSEPH MORONG/GMA 7: Hi, sir! Good morning! Good morning po sa mga bisita ninyo diyan sir and kay Dr. Legaspi. Sir, kay Dr. Legaspi muna ako if that’s all right.

SEC. ROQUE: Go ahead.

JOSEPH MORONG/GMA 7: Dr. Legaspi, good afternoon po! Sir, categorical question lang, sir. Okay po sa inyo ang Sinovac, meaning handa po at willing po iyong mga empleyado ninyo na nag-sign-up? Ilan nga po iyong magpapabakuna gamit ang Sinovac?

PGH DIRECTOR DR. LEGASPI: Uulitin ko po, ang commitment ko bilang Director ng PGH ay naibigay noong January 18 sa aming statement. At aming preregistration nagpakita ng 94% ay mayroong consent for the vaccination pero dapat po maging tapat din ako sa inyo na malamang – noong aming kinuha ang mga consent na ito ay Pfizer vaccine ang aming pinaghahandaan ‘no. Bumili na kami ng ultra-low freezer, bumili na kami ng mga special na mga paraphernalia para sa very sensitive vaccine na ito. So, hindi ko masasabi kung ilan ang darating talaga pero babalikan ko ho ulit ang aming date, ang aming statistics.

Bago pa man ho nalaman ng mga tao ng PGH noong early January kung anong bakuna ang darating, ang aming initial survey – wala pang alam kung anong bakuna – eh, lumalabas ho 75% are willing to have the vaccine. So, I hope we still get that 75% of our population and it will still be a good number.

We’re trying to manage the understanding of the EUA given for Sinovac kaya po siguro over the next few days kailangan namin i-thresh out ang ibig sabihin ng statement ng FDA na magiging very useful for our health care workers to make their decisions.

JOSEPH MORONG/GMA 7: Okay, sir. Secretary Roque, can I go to you now? Sir? Secretary Roque?

SEC. ROQUE: Yes. Go ahead please.

JOSEPH MORONG/GMA 7: Yeah, I think maybe… you may be able to explain that, sir. Okay. Sir, Sinovac, how did that happen? Kasi kahapon si Ms. Yang ang sabi niya she needs one week. What strings did we pull to make this happen na at the nick of time, February 28, you will have Sinovac?

SEC. ROQUE: I do not know what happened but I guess all our prayers were answered and I have gotten confirmation that we are ready to receive the Sinovac vaccines on Sunday.

JOSEPH MORONG/GMA 7: Very good. Sir, 600,000 lang iyan ‘no? So, that’s going to be enough for 300,000 health care workers?

SEC. ROQUE: Well, 250,000 health care workers and 50,000 soldiers, kasi 100,000 were donated to the soldiers.

JOSEPH MORONG/GMA 7: So, that would be the vaccination rollout. Ang ibig sabihin, sir, health care workers pa rin iyong uunahin natin?

SEC. ROQUE: Well, alam ninyo po, it’s up to the health care workers dahil nilinaw na po ni Dr. Domingo, if they want it, they can have it. It is not a contraindication, hindi po ipinagbabawal. If they want it, they still have their priority; if they don’t want it, they will still have their priority kung dumating iyong ibang mga brands.

JOSEPH MORONG/GMA7: So ibig sabihin, sir, ang ipipila natin, health care workers pa rin. It’s just up to them na parang if you show up on Monday. If Monday is the schedule, then tuturukan ka; kung hindi, di hindi, tama?

SEC. ROQUE: Opo, ganoon po iyon. Wala pong pilitan iyan.

JOSEPH MORONG/GMA7: Okay, healthcare worker pa rin. Sir, okay, you said that the Philippines is not the last country to, at least have – I am assuming darating siya sa Sunday ha – is not the last country to receive the vaccine. But if you compare, sir, sa ASEAN na lamang, sir, our GMA News Research headed by Karen Tiongson do up a list of countries and their arrival. The earliest was Indonesia, latest was Vietnam, I think February 24 and we are in fact the last country to receive vaccine in the ASEAN region. Your comment, please?

SEC. ROQUE: Wala po, kasi it’s a matter of days. De minimis po ang tawag diyan, iyong gap ng pagtanggap natin compared to other countries, it’s just days that you can count with one finger. Wala pong malaking ibig sabihin iyan, halos sabay-sabay po talagang dumating sa atin at halos pare-pareho po ang dumating sa atin –g Sinovac.

JOSEPH MORONG/GMA7: Okay, last question na lang. Sir, sabi dati nila Presidente, huwag daw mag-alala sa corruption because money will not change hands sa government because it’s going to be World Bank. ADB. Tama po iyon, ganoon iyong sinasabi natin, ibig sabihin, walang perang manggagaling sa gobyerno in a sense ‘no?

SEC. ROQUE: Well, let me put it in this way ‘no. Lahat po iyan ay chargeable to the national budget, kasi wala pong pera na pupuwedeng lumabas, ke utang, ke direct bayad na hindi authorized by Congress. So lahat po iyan sang-ayon pa rin sa pantaunang budget. Kaya nga lang po ang in-explain natin dahil nga po doon sa restrictions ng Government Procurement Law eh gumawa na po tayo ng ingenious way para magkaroon ng advance payment para doon sa mga vaccines na kinakailangan ng advance payment and which is babayaran po iyan ng multilateral lending agencies kagaya ng World Bank, ADB at saka AIID.

JOSEPH MORONG/GMA7: Does that mean na no government agency will pay for any vaccines?

SEC. ROQUE: That’s wrong because although it is funded by loans, it is ultimately government funds that will pay for the vaccines.

JOSEPH MORONG/GMA7: Okay. The reason I asked, sir, because Secretary Galvez mentioned something that to me, to my ears is new. Ang 1 million na doses to be purchased by the DOH from Sinovac. I haven’t heard this before – DOH is going to buy Sinovac?

SEC. ROQUE: Wala pong problema iyon, you have Bayanihan I, you have Bayanihan 2, which provides for the power of the President to purchase all necessary medicines or equipment in connection with the COVID-19 pandemic.

JOSEPH MORONG/GMA7: Only one million, may percentage akong nakita, sir, five million. One million lang from DOH and how much?

SEC. ROQUE: Hindi ko po alam kung ano iyong eksakto, but we ordered 25 million. And of course itong 600,000 po is donated, so iyong darating po walang gastos ang gobyerno.

JOSEPH MORONG/GMA7: Okay. Thank you for your time, sir.

SEC. ROQUE: Thank you very much. Never kitang puputulan, Joseph Morong, promise. But I cannot make the same promise for our telecoms company. Okay, Roi Lomotan, please.

RIO: Secretary, kasi iyong dadating na ngayong Sunday ay iyong donasyon pa ng China. So kailan ang sa government?

SEC. ROQUE: Well, inaasahan po natin na magkakapirmahan po talaga ng supply agreement sa panig ng Pilipinas at ang Sinovac very, very soon. So, inaasahan po natin na pagdating po nitong 600,000 ang susunod naman either iyong Sinovac na 1 million o iyong COVAX facility na 3.5 million. Lahat naman po ito nasa internet. Sa advisory po ng COVAX. Ang sabi nila mari-release iyong AstraZeneca natin end of February, kaya nga lang dahil maraming mga orders na ipapadala, baka magkaroon lang ng delay sa pagpapadala itself. Pero inaasahan naman natin na within March itself ay darating na rin po iyong ating COVAX na AstraZeneca.

RIO: Lastly, Secretary kasi iyong Negros Oriental ay hindi priority sa vaccine kasi kaunti lang dito ang mga kaso ng COVID. So ano ang ibang tulong na maibigay ng national government to fight against the COVID-19 sa probinsiya?

SEC. ROQUE: Well, kung kinakailangan po ninyo ng mga isolation facilities, mayroon pong puwedeng maibigay ang DPWH. Hindi ko po alam if you have availed of iyong ating standard na TTMF facilities na ginagawa po ng DPWH. Sa aking probinsiya po, sa Bataan, ay naka-avail na po kami niyan. At siyempre po if you want more molecular testing facilities handa rin pong tumulong ang national government. Pero sa Universal Health Care nga po, as explained by Dr. Paterno, talagang ang inaasahan po nating magpatupad ng Universal Health Care Law, lalo na po iyong prevention at diagnostics ay ang mga lokal na pamahalaan kagaya ng probinsiya.

Kinumpirma kanina ni Senate President Vicente Sotto III na naipadala na ng Kongreso sa Malacañang ang kopya ng panukalang COVID-19 Vaccination Program Act of 2021 na ipinasa ng Kamara at Senado. Do you confirm this po at kailan po kaya mapipirmahan ni Pangulong Duterte?

SEC. ROQUE: Well, maski naman po piyesta opisyal, puwedeng mapirmahan iyan ni Presidente. But we can only officially acknowledge it on Friday which is a regular working day. MELA LESMORAS/PTV: Okay, next Secretary Roque from Celerina Monte: Since other world leaders have themselves vaccinated with Sinovac and government officials like you, said it is safe to use, did President Duterte have himself inoculated with Sinovac COVID-19 vaccines? Why or why not?

SEC. ROQUE: Hindi ko pa po alam, basta ang sabi niya, he prefers Sinopharm. Pero we will ask again, dahil ang dumating ay Sinovac. Maski naman po mayroong compassionate use ang Sinopharm. I confirmed po with the PSG na hindi pa nila natatanggap iyong 10,000 na order nila ng Sinopharm.

MELA LESMORAS/PTV: And another questions, sir, from Celerina Monte: Secretary Galvez said last night na they are negotiating with COVID-19 vaccine manufacturer na mas mataas ng kaunti ang presyo in order to get early delivery of the vaccines, gaano kataas iyong increase? Won’t it affect the government’s budget for the COVID-19 immunization program like higher or additional loans?

SEC. ROQUE: Hindi ko po alam, hindi po nabanggit ni Secretary Galvez how much higher it is. Pero ang alam ko po ang talagang pina-prioritize na natin ngayon ay iyong mga bakuna na manggagaling sa India. Sa katunayan lilipad po doon si Secretary Galvez at saka iyong ating expert panel group para mapabilis iyong proseso. Unfortunately po, nagkaroon ng lockdown doon sa lugar na pupuntahan nila sa India, dapat po ngayon sila aalis. Naantala po ang pag-alis nila and it was delayed by 14 days because of lockdown imposed in the place in India kung saan po mina-manufacture itong bakunang ito, pero ganiyan po ka-determined ang ating vaccine czar na makakuha tayo ng sapat na supply. At take note po, although made in India, India po ang nagma-manufacture ng Novovax, isang American company po ang nagpo-produce niyan at saka AstraZeneca rin bukod pa po doon sa inherently Indian na bakuna na mayroon sila.

Okay, next is Pia Rañada please.

PIA RAÑADA/RAPPLER: Sir, first of all, I second the motion of Joseph on the cutting of audio. Sir, for my questions I just have three ano. Sir, you said earlier that the Malacañang legal office—

SEC. ROQUE: I reiterate, that I do not intentionally do that. Blame the Telecoms, not the OPS.

PIA RAÑADA/RAPPLER: Oo, sir, it’s just only that the telecoms seem to fail every time you say that we’ve asked too many questions.

So, sir, moving on to my question. Sir, you said that the Malacañang legal office is studying a compassionate permit that … for the PSG compassionate permit to be used for the President, allowing him to use a Sinopharm vaccine. Sir, but before the Palace said Filipinos cannot choose which vaccine will they get and they will have to depend on FDA approval. So, sir, why is the government doing everything it can to ensure the President gets a vaccine that does not even have an EUA? I mean, other leaders naman waited for a vaccine approved by their FDA like si President Widodo waited for the FDA to approve Sinovac first. So why is the government doing this?

SEC. ROQUE: Well, I cannot answer you because there is no decision yet ‘no. Kaya nga po pinag-aaralan. Hayaan ninyo po kapag mayroon ng linaw ang resulta ng pag-aaral, maybe a decision is forthcoming and then we can talk and answer your question.

PIA RAÑADA/RAPPLER: But, sir, why does he not just use Sinovac since it has EUA, it’s all ready to go, it’s arriving?

SEC. ROQUE: Well, I think the answer is obvious because of the EUA issued to Sinovac is not recommended for health care workers and for senior citizens.

PIA RAÑADA/RAPPLER: But, sir, didn’t you say yesterday that the President was perplexed about this cautionary recommendation? And that you said that anyway it’s just an advice, it’s not really prohibited.

SEC. ROQUE: He is, but that is still the EUA.

PIA RAÑADA/RAPPLER: Okay. Sir, will Malacañang or President Duterte compel the PSG and other individuals like Mon Tulfo who may have been involved in the illegal… unauthorized vaccination of Sinopharm to cooperate in FDA and Customs probes?

SEC. ROQUE: As far as the PSG is concerned, the President has been clear, there should be no questions anymore about the PSG because the PSG acted out of self-defense and out of necessity. Full stop!

As far as Mon Tulfo is concerned, he clarified, he is no longer special envoy to China. He is a private citizen so he can do as he pleases; and the President is not in position to compel him to do anything, the President does not have subpoena powers.

Last question, please, Pia.

PIA RAÑADA/RAPPLER: Sir, even if Mon Tulfo is a private person, does it not alarm the President that a crime may have been committed and the PSG might have known something about it because nga they got the same vaccine from the same source? So does this not merit, at least Malacañang’s attention to compel them to cooperate in a probe that could unveil a crime which would in the end benefit Filipinos, ‘di ba, to catch people who are bringing in vaccines illegally?

SEC. ROQUE: The President is a President, not a policeman, not an NBI agent. We leave that to the police and to the NBI.

SEC. ROQUE: We’ll go now to Roy Lamotan. Thank you, Pia.

MODERATOR: Okay, Secretary. We have another one from the local media. I’d like to call Ms. Sherlyn Abella of DYRM.

SEC. ROQUE: The study that I said is 77% of the Filipinos are willing to be inoculated after they see others being inoculated. Okay? So obviously, iba po iyong tinanong ng survey company na nag-isyu ng 77% sa tanong ng OCTA; siguro totoo po, mababa iyong mga gustong mauna, pero ang lumalabas po, 77% kapag mayroon nang nauna ay talagang susunod sila. Pilipinung-pilipino naman po iyan ‘di ba po. [Laughs] Ayaw nilang nahuhuli.

Tandaan ninyo po iyan, basta nagsimula na tayo ng bakuna, marami pong pipila para sa bakuna. Lalo na po ngayon na mayroon ng mga bagong variants. Naku, bakit ka mag-aantay kung nandiyan na ang bakuna, gusto mo pa bang mahawa. Eh samantalang ito, kahit ano pang sabihin nila ‘no, 50% chance lang na ikaw ay magkakaroon ng mild, 78% ang magiging symptomatic and zero percent na mahu-hospital ka. Sinong ayaw nun? Okay.

SEC. ROQUE: Sa Manila po iyan. Konti lang iyan eh. Sa Manila po iyan, didiretso po siguro iyan sa RITM. Okay?

SEC. ROQUE: Well, ang sabi po ng NTC, ang pagpasok ng third player ang magiging dahilan para maging mas mabuti pa ang serbisyo ng lahat ng telecoms company dahil magkakaroon na po ng kompitensiya iyong dalawa. Okay? Sige po.

MELA LESMORAS: Yes, Secretary Roque. From Ace Romero of Philippine Star: Please elaborate on President Duterte’s statement that he wants to listen to the people before deciding on the VFA. How will he get feedback and what will be the basis for making a decision on the military pact?

SEC. ROQUE: Well, ang narinig ko kahapon talaga na sinabi niya ay napakamahal ng presyo na babayaran natin sa presensiya ng mga Amerikanong sundalo at mga equipment dito sa Pilipinas dahil kapag nagkaroon nga ng putukan sa panig ng Amerika at ng kaniyang mga kalaban, siguradong una pang mamamatay ang mga Pilipino kapag sila ay naririto sa Pilipinas.

So kinakailangang maintindihan ng mga Pilipino iyong ganoong consequence ‘no para maintindihan kung anuman ang kaniyang magiging desisyon. Pero sinasabi nga ng Pangulo, well, alam naman niya na maraming mga Pilipino na talagang tumitingala sa mga Amerikano, kinakailangan alam lang nila na ang buhay nila ay magkakaroon ng banta kung mananatili nga sa ating teritoryo ang mga Amerikano.

MELA LESMORAS: And, sir, follow up question lang po from Ace Romero pa rin: How will the President determine if the views he will obtain reflect the general sentiment of Filipinos on the VFA?

SEC. ROQUE: Well, alam ninyo naman ang Presidente, nakikinig po iyan, nagbabasa ng peryodiko, nakikinig sa mga komentaryo, nagtatanong-tanong so I guess he is trying to hear the people’s sentiment. At on that basis, he will also consider the people’s sentiment in whatever decision he will make.

MELA LESMORAS: Sir, from Jo Montemayor naman po: After 35 years po, is the EDSA People Power Revolution still relevant and worth celebrating? Is the spirit of EDSA po still alive?

SEC. ROQUE: Opo ‘no. Ang sabi nga po ng ating Pangulo sa kaniyang mensahe, “As we contemplate the relevance of the 35th Anniversary of the People Power Revolution, let us proceed with renewed hope and optimism towards the realization of our shared aspiration for our nation. May this serve as a constant reminder for all of us to remain vigilant in safeguarding our democratic institutions, preserving our values and upholding our rights as Filipinos.”

Sabi pa po niya, “As we celebrate People Power today, let us set aside our differences and work together in building a legacy that we can proudly leave behind for future generations of Filipinos.” Iyan po ang relevance ng People Power commemoration today.

MELA LESMORAS: Okay. Last three questions na lang po, Secretary Roque. Sabi naman po ni Sam Medenilla: Paano po makakaapekto iyong posisyon ni Secretary Galvez na dapat may accountability pa rin ang vaccine makers under the vaccine program bill sa ongoing negotiations [technical difficulties] ng government to secure COVID-19 vaccines? Mas tatagal po kaya ang proseso sa sinasabing [indistinct]

SEC. ROQUE: Well, sang-ayon po sa batas na binuo po ng ating Kongreso, bagamat na kinikilala natin na ito po ay isang pandemya, ito ay isang health emergency at gobyerno po ang magbabayad ng indemnity sa mga possible side effects, mayroon po kasing clause doon na isang exception is kapag mayroon pong gross negligence.

So, iyong gross negligence naman po ay talagang ang ibig sabihin niyan ay talaga namang hindi mapapatawad na kapabayaan. Talagang major, major kumbaga ang kanilang kapabayaan – to borrow from Ms. Venus Raj ‘no – major, major kapabayaan. So, hindi lang po minor lang, hindi lang isang major, dalawang major, major iyan.

Pero kung hindi pa rin po iyan katanggap-tanggap sa ilang mga kumpanya, wala na po tayong magagawa. We’re very proud of the law that Congress crafted, we stand by it and we hope all the drug companies will stand by it. Pero kung titingnan ninyo rin po iyong indemnity na ibibigay natin sa ating bayan, no fault nga po iyon. Hindi na kinakailangang patunayan ang fault or negligence, gobyerno na ang magbabayad at sabi nga ni Presidente, unqualified na iyong immunity na ibinibigay natin sa kanila, so, no reason for them not to accept the legislation po.

MELA LESMORAS: Sir, another follow-up from Sam Medenilla [technical difficulties] Sinovac vaccines kahit hindi pa napapasa ang indemnity law? Hello, sir? Do you hear me po?

SEC. ROQUE: Yes, go ahead.

MELA LESMORAS: Sir. From Sam Medenilla again: Will the government also shoulder the indemnity for the donated [technical difficulties] napapasa ang indemnity law?

SEC. ROQUE: Lahat po iyang bakunang gagamitin natin covered po iyan ng ating indemnity law. Hindi naman po pupuwedeng pang-COVAX lang iyan dahil mayroon po tayong equal protection of the law ‘no, so, it covers all vaccines that we will be using.

MELA LESMORAS: Opo. And last question na lang, Spox, from Tina Mendez, follow-up po sa tanong niya kanina: So, it’s six months coverage po ng vaccine, kailangan ng new round of vaccination ba sa mga first batch na babakunahan?

SEC. ROQUE: Hindi ko po alam kung kailan talaga iyong buhay ng immunity. May iba’t-iba po silang mga pag-aaral pero ang malinaw po kinakailangan na pong regular itong bakuna natin sa COVID-19, parang bakuna rin sa flu ‘no na regular at diyan naman po papasok iyong ating Universal Health Care Law na ating isinulong sa 17th Congress sa tulong po ni Dr. Paterno at ni Dr. Ernesto Domingo ‘no.

Hindi lang po sa panahon ng pandemya na magkakaroon ng obligasyon na magbigay ng libreng bakuna para maiwasan ang pagkakasakit. Asahan po natin na dahil annual nga po itong bakuna na kinakailangan natin sa COVD-19, sagot pa rin po iyan ng Universal Health Care Law.

Dr. Paterno, as your student in Universal Health Care, tama ba ho ako dapat sagutin pa rin ng Universal Health Care Law iyong regular bakuna laban sa COVID-19? Dr. Paterno, please confirm this.

SEC. ROQUE: Wala na yata si Dr. Paterno. Well, anyway, kung ako po ay naging mabuting estudyante ni Dr. Ernesto Domingo at ni Dr. Paterno, iyan po iyong isang probisyon ng ating batas na isinulong sa 17th Congress habang kinakailangan ng mga bakuna na ibigay nang regular, sagot po iyan ng estado dahil ang karapatan ng kalusugan ay obligasyon po ng estado.

ROI ANTHONI LOMOTAN/PIA: Secretary, this question will be coming from my end. Ang Negros Oriental po is a province that is a priority for ELCAC, the National Task Force to End Local Communist Armed Conflict, and nakapag-submit na po ang probinsiya ng mga listahan ng priority projects and we understand na halt po siya dahil po sa COVID. So, ngayon po, message of assurance ninyo po, Secretary, na iyong mga proyektong isinabmit sa national government ay tuluy-tuloy pa rin pong maipapaabot sa mga mamamayan ng Negros Oriental lalo na po sa mga insurgency-affected area.

SEC. ROQUE: Seryoso po ang ating Pangulo na makamit ang kapayapaan sa pamamaraan ng pagbigay ng tulong sa mga lugar na naghihirap na alam naman po niya ay isang dahilan sa pagkakaroon ng rebelyon. So, huwag po kayong mag-alala lalung-lalo na sa mga lugar kagaya ng Negros Oriental na mababa ng kaso ng COVID, maipatutupad po iyang mga proyekto ng ELCAC.

Nandiyan na po si Dr. Paterno. Sir, ang tanong ko po, tama ba ho ako doon sa aking sagot na dahil regular ang pagbabakuna natin sa COVID-19 na parang flu vaccine eh sakop pa rin ng Universal Health Care na dapat maibigay pa rin natin nang libre itong mga bakunang ito sa ating mga kababayan. DR. PATERNO: Yes, dapat kasama siya sa PhilHealth benefits pero ayon sa batas dadaan sa Health Technology Assessment Council. Pero sigurado ako na ia-approve iyan ng Health Technology Assessment Council.
