PRESIDENT RODRIGO ROA DUTERTE: There’s much — not much about really the vaccine because it is here. But maybe Secretary Galvez can give us the long and winding odyssey of how it finally came to the shores of the Philippines. Your time, sir.
NTF COVID-19 CHIEF IMPLEMENTER AND VACCINE CZAR CARLITO GALVEZ JR.: [Can we have the slide?] Mr. President; Senator Bong Go; my fellow Cabinet members; magandang gabi po sa inyong lahat.
For this afternoon — evening, I will discuss to you iyong ano po ‘yong nangyari po kahapon at saka po iyong sa mga rollout po na ginawa po natin.
But before that, bibigyan ko lang po kayo ng global update dahil para makita rin po natin kung ano ang nangyayari po sa ibang bansa at makita rin po ninyo ‘yong tinatawag nating mga trending.
So kung makikita po natin sa vaccination po worldwide, mayroon na po tayong 221 million doses to date. Still at a daily pace of around 5 million. Kailangan po ang nakita po namin at least nasa 10 million po ‘yan para at least two years po ang ano po natin.
Nakikita po natin nag-slow down po ‘yong EU due to rising vaccine hesitancy. Nakikita natin hindi lang po sa atin, global din po ang problema po natin sa mga hesitancy. At the same time, ‘yong recent result sa ruling sa AstraZeneca.
In the regions of Australia, New Zealand, Thailand, Hong Kong and Vietnam, nag-start na rin po ng vaccination effort. So ito po ‘yong mga bagong ano na kasabay po natin itong Australia, New Zealand, Thailand, Hong Kong at saka po Vietnam.
Ghana become first country to receive COVAX shipment of 600,000 AstraZeneca doses. So ang Ghana po ang nauna po.
Then, iyong USFDA already grant an EUA to Johnson & Johnson. Mayroon po tayong nakuha na — ano po mayroon po tayong ongoing na negotiation sa Johnson & Johnson po. And then also, USFDA approves the new handling protocol for Pfizer to be stored at -25 to -15 centigrade. Ibig sabihin po ‘yong frozen undiluted vaccine vials can be held at a standard pharmacy freezer temperature of -25 to -15 for up to two weeks after they arrive at the vaccination site.
And then it only needs to be held at ultra- cold temperature if vaccines are held for more than two weeks. So ito po iyong bagong USFDA ano po handling ng Pfizer.
Then, nakita po natin katulad po ng nangyari sa atin, ang Chinese vaccines are gaining momentum in many developing countries. But talagang ano po nakikita po natin na there is still mistrust, still high on the Chinese vaccine.
But nakikita po natin Hong Kong kicks off the vaccination with Sinovac jab, and also Hungary received 5 million doses of Sinopharm becoming the first EU country to roll out the vaccine.
Indonesia looking to secure Sinopharm also. So nakita po natin iyong Sinopharm talagang medyo most ano rin po ‘yong ano iyong kanyang vaccine — talagang in demand din po lalo na po sa ibang Muslim countries.
And then also there are many ano many countries who are also asking for Chinese vaccine kasi hindi na po talaga available ang Western vaccine. Kasama po ang Pakistan, Egypt, Senegal, Cambodia, Bolivia and many more received the first doses of the Chinese vaccines.
So ngayon po iyong global vaccine inequality is becoming a larger issue. So there is an increased pressure for rich country to donate surplus supply as part of global effort to combat COVID-19.
Ito nga po ang talagang katotohanan na 10 countries account for 75 percent of all vaccination. EU and US called to commit three to five percent of vaccine supply to developing countries and even Israel has committed on giving surplus to Palestine and Honduras.

Eksakto lang po iyong date pagka sinabi nilang itong date na ito na magde-deliver, talagang ide-deliver po nila iyon. Kaya nakita po natin kahapon na sinabi nila na 28, after five days or five days after ng ano iyong EUA ay bigla po nilang talagang ini-schedule na 28. At 28 po talaga dumating.
So iyon po ang ano po natin sa first quarter. Ang ating objective po sa first quarter matapos po natin lahat ang ating healthcare workers. Iyon po ang ating pinaka-objective.
And then sa second quarter po ay titingnan po natin kung makakakuha po tayo ng mga 20 million dahil mayroon na po tayong darating sa COVAX ulit and also we might be having sa Novavax at saka iyong 2.6 million na ipinangako po ng AstraZeneca, ito po binili po ng mga private sector. So more or less mga 20 million po iyan.
Sa third quarter po, diyan po lalabas lahat ang ating mga — lahat ng mga vaccines natin na bibilhin. So more or less mayroon po tayong — sa ano po sa third quarter, mayroon po tayong 68 million at doon po sa fourth quarter, mayroon po tayong 69. All in all po, Mr. President, Mr. Mayor, ay mayroon po tayong 161 million doses kasama na po iyong 44 million na COVAX.

Ito po ang magandang balita talaga kahapon hanggang ngayon ang ganda po ng trending, Mayor, talagang tuwang-tuwa po ang ating mga kababayan dahil dumating na po ang 600,000 Sinovac vaccine.
At nakita na po natin talagang iyong mga iba nakikita natin sa social media, talagang ano many people are very excited. Even sa mga LGUs po, sir, talagang nagte-text po sa akin talagang, “Sir, huwag niyo kaming kalimutan sa pagdi-distribute ng ano ng vaccine.”

Sir, ito po nagkaroon po tayo ng tinatawag na simultaneous mini rollout. Ito po ang ginawa po natin kaninang umaga, nagkaroon po tayo ng mini rollout dito po sa UP-Philippine General Hospital.
At mayroon din po tayo sa Lung Center of the Philippines, nandoon po si ano si Secretary DOH. At ako naman po ay pumunta sa UP General Hospital kasama po si Secretary Roque at saka po iyong ating mga LGU kasama po natin si DG Eric at nagpaturok din po sila.
So makikita po natin nandoon naman po sa — si Secretary Vince Dizon doon po sa Tala. And then also sa Veteran’s Memorial, nandoon po ang ating si Secretary Del Lorenzana po.
So nagturok din po tayo sa Philippine National Police General Hospital at mayroon din po tayo na mini rollout sa V. Luna Medical Center. At bukas po marami po tayong pupuntahan din po.
Ito po bukas magkakaroon din po tayo ng mini rollout sa Pasig City General Hospital, Amang Rodriguez, Pasay City, sa Taguig, Sta. Ana, sa Philippine Air Force, sa Manila Naval Hospital sa Navy, sa Army General at saka sa Camp General Emilio Aguinaldo Hospital.
Then mayroon tayo, sir, na ano nakikita po natin, sir, nabigla po kami. Sir, ang St. Luke’s humingi po ng 5,000 para sa 5,000 nilang tao ng Sinovac. Na nakita natin iyong ano iyong St. Luke’s nakita natin ang gusto niyan Pfizer at saka ano po pero nakita po natin, nag-text po sa akin si ano si Dr. Peña and magkakaroon po kami ng mini rollout sa dalawang St. Luke’s Medical Center sa Global at saka sa Quezon City para magkaroon po ng mataas na uptake.
PRESIDENT DUTERTE: We appreciate every — any and every cooperation offered to us at this time. Kung sasali iyong St. Luke’s then nagpapasalamat tayo.
So they can also help spread really the vaccine as soon as — as fast as it can be accommodated by the time and motion of a human being. Ikaw ho.
SEC. GALVEZ: Yes, sir, sa ano po sa March 3, magdadala na rin po tayo ng mga vaccines sa Cebu, and then March 4 doon po sa Davao.
So kami po na mga secretary, iyong Cabinet member, magpupunta po kami sa ano po sa March 4 sa Vicente Sotto doon sa Cebu, and then pupunta din po kami sa March 5 sa Southern Philippines Medical Center.
So pati po iyong ano ‘yong Davao Medical Center mabibigyan na rin po. Iyon po ang inano naman ni Ma’am Inday na mabigyan iyong ibang mga hospital at nagpangako naman po si Secretary Duque na dadagdagan po natin ang mga vaccine po doon sa kanila.
PRESIDENT DUTERTE: Yes. Iyong sa Davao po, just to make it clear to the people, ‘yong Da — ‘yong… It used to be known as the Davao Medical Center. Tapos iniba po ginawang Southern Philippines Medical Center. It’s a long story but maybe some other time when we have the space really to discuss about it.

SEC. GALVEZ: Sir, iyong guidance niyo po na i-distribute po nationwide iyong vaccine, sir, ginawa po, sir, ng ating mahal na secretary at saka ni Usec. Cabotaje. So iyong distribution po natin ipakikita ko po sa inyo na parang equitable po ‘yong distribution na gagawin po natin.
So nakita po natin sa NCR considering na iyong NCR mayroon tayong 17 highly urbanized na cities, mayroon po tayo na 130,000. And then sa Region IV-A, dahil dalawa po ‘yong ano iyong DOH hospital doon, Batangas Medical Center and Southern Tagalog Regional Hospital, mayroon po tayong 1,115 pero dadagdagan po natin ‘yan kasi ‘yan po ang ano eh ‘yan po ang request po nila.
Ang ginawa po ni ano ni Usec. Cabotaje nagkaroon po sila ng tinatawag na “hospital town hall meeting.” At kinuha niya po ‘yong may mga gusto. Pero nakita ko po ‘to, sir, Mr. President, tataas po iyong iba dito dahil kasi ito po noong kinuha na nila iyon, tumatawag na ang iba na gustong nagpapa — nagpapa-ano po kasi iyong sa mga hospital po, sir, kasi ‘yong taker lang sa ano Sinovac 13 percent to 28 percent.
PRESIDENT DUTERTE: As humanly possible, we would like to, I said, distribute it among the Filipino people across the nation.
SEC. GALVEZ: Yes, sir.
PRESIDENT DUTERTE: Iyan ho ang target and that is the — I think that is the basis of your division ‘yong ito. Okay ho.
SEC. GALVEZ: Yes, sir.
PRESIDENT DUTERTE: I have no qualms at this point.
SEC. GALVEZ: Sir, ito po lahat po, sir, ang tuturukan po natin itong mga healthcare workers ng mga hospital. So iyong mga hospital po niyan, iyong mga trabahante po ng hospital pati iyong mga drivers ng ambulance, lahat po ‘yan.
PRESIDENT DUTERTE: Rightly so.
SEC. GALVEZ: Opo.
PRESIDENT DUTERTE: And by the way, even the doctors, some are not quite keen sa Sinovac but that is their right. They want maybe the US. It could be AstraZeneca or it could be Johnson & Johnson — Johnson & Johnson is US talaga ‘yan — or it could be Moderna.
So I said wala tayong ano diyan except… No, no wala kaming objections diyan kung ayaw ninyo. Maghintay na lang ho kayo ‘pag magdating iyong mga bakuna na of your choice and not the ones that are being applied now to the people. We respect your decision on the matter.
SEC. GALVEZ: Sir, ito po ‘yong ano, iyong from NCR; Region IV-A; Region III; CAR; then — [Next slide, please.] — nandito naman po ‘yong Region I, mayroon tayong 7,000; Region II; Region IV-B; Region V; — [Next slide, please.] — then Region VI; Region VII. Iyong Region VII, sir, padadagdagan po natin dahil kasi tumataas po ang ano ang kanilang kaso po doon at may mga variants na po doon so padadagdagan po natin.
And then Region VIII — [Next slide] — then Region IX nandiyan na rin po; Region X; Region XI. Sir, iyong Region XI, sir, padadagdagan po namin ng mga 15,[000] to 20,000. So ‘yong Region XI kasi ito lang po ‘yong ano eh ito lang po ‘yong kanilang request kasi alam po namin ang ginawa po nila iyon lang na may gusto.
Pero nakita namin, sir, ngayon tumaas po ‘yong ano, ‘yong — noong nakita nilang nagpabakuna tayo lahat ng ano ng mga prominent na mga doctors na nandoon si Dr. Gap, Dr. Edsel Salvana, tumaas po ‘yong ano, tumaas po ‘yong level ng tinatawag nating uptake at saka demand.
So nandiyan po ang Region XII. Ang Region XII po kasama po ‘yan noong ano iyong sa BARMM na Cotabato Sanitarium. Iyong sa Region X kasama po diyan ‘yong ano Amai Pakpak sa Marawi, sir, kaya medyo mataas siya.
So nakikita po natin iyong Sinovac po isa po ‘to na nakita natin na vaccine na halal. So ‘yong mga Muslim ano natin, Muslim BARMM ano natin, sir, doon po namin ibibigay ‘yong karamihan din po sa kanila kasi ‘yan po ang sinabi po ng Indonesia na ito ‘yong halal na ano po na ano po natin vaccine.
PRESIDENT DUTERTE: Let me just talk about Region XI. Eh kasi nandoon ako. Lest that we be, well, accused of giving a priority to the Davao Region. Davao province noon was really very, very big. As a matter of fact, when some time when my father died pinaghati-hati ito.
Now, itong Davao Regional Medical Center it caters to Davao del Norte, Davao del Sur, Davao Oriental, Davao Occidental, then the ComVal Valley which is known now as the — I think they changed it to a gold city something — ah Davao Oro, Oro is gold.
So… And it caters to some people from itong boundary ng Cotabato na mas malayo ang Cotabato City to Davao City so dito na sila. And sa Bukidnon, nagbababaan ‘yan, sa likod lang ng Davao ‘yan, also sa Davao Medical Center pati ‘yong sa Agusan. Iyong Agusan na malapit sa Davao City, malayo doon sa capital ano nila, capital city, at where the regional hospitals are really hard to go to because of sa kalayuan at maybe the expense ‘yong that will have to be incurred.
Iyon ho ang ano sa Davao. Malaki ho ang Davao, talagang… It used to be the biggest province — biggest city. Until now, Davao City is the biggest city in the world, I think, and hanggang ngayon. And the population is — it’s a melting pot of Region XI.
Nandoon lahat ‘yong anyone seeking the pot of gold, diyan sila sa… For the education, we have so many universities. One, two, three, four, five at saka… Iyon, ‘yon dahil diyan — dahil diyan inilagay iyong regional hospital.
So iyan ho ang ano kasi baka sabihin nila bakit malaki ang Davao. It’s not really — the Davao Region is not only Davao City. But Davao City is as big as a province, that’s why it’s called the biggest city in the world. If you go to the south side, you will not be able to go to the north side by sunset. That’s how big it is to travel from one place to the other.

GALVEZ: [Sir, next slide po, sir.] Sir, ito po ‘yong ano iyong allocation po natin na kung makikita po natin iyong NCR, Metro NCR, kasama ‘yong Region III at saka Region IV-A at saka ‘yong Baguio City, mayroon po tayong allocation na 146,000. Iyong Region I, II, III, IV-B, at saka ‘yong Region V mayroong 70,000 and then iyong greater ano, sir, iyong Visayas 26,000 at saka iyong buong Mindanao 26 thou — 24,000.
So mayroon pa po tayong natitira na flexibility na more or less 70,000 doses or good for 35 people. Ito pong 250 na ‘yan po ito po iyong tinatawag nating tao po ‘yan, two doses na po ‘yan para ‘yong ating target is 250,000 people. So mayroon pa po tayong 35,000 na puwede po nating i-reallocate kung just in case tumaas po iyong uptake.
And then inaasahan din po natin na darating ngayong month ‘yong ano iyong COVAX. Mayroon tayong inaasahan sa COVAX at mayroon din po tayo ngayong month na ipo-procure na po natin iyong 1 million na Sinovac na kasunod po iyon.
Ang ano po namin is pagka patapos na po ‘yong ano iyong AstraZeneca at saka iyong first tranche ng Sinovac, darating na po iyong 1 million. Gagawin po namin, Mr. President, iyong inyong ano inyong utos na magkaroon po tayo ng at least mayroon tayong naka-standby na reserve or stockpile na 2 million to 5 million para at least makapag-open up na po tayo ng ano ng ating economy.
Pagka po nagawa po namin na ‘yong aming ano stable na po ‘yong aming supply, we will inform you, sir, na puwede na po tayong ano talaga, we will recommend na puwede na tayong — puwede na po tayong mag-open just in case na nakuha na po natin more or less makuha po natin iyong talagang mga vulnerable people makuha na rin po natin.

Ito po, Mr. President, sa pagdating ng unang mga crates ng mga bakuna laban sa COVID-19 sa bansa ay mas magpapalakas ang ating kilos upang tuluyang sugpuin ang COVID-19.
Ngayon pong araw ay nasimulan na natin ang paghahatid ng dagdag na proteksyon ng bakuna sa atin pong mga frontline healthcare workers. Inumpisahan po natin sa UP-PGH na kung saan po ay si Director General Eric Domingo po ang isa sa mga nagpabakuna. So maganda naman po ang naging epekto sa Philippine General Hospital.
Today mga 120… Yes?
PRESIDENT DUTERTE: May I cut you doon sa mga — the priority. Kasi ang haka-haka ng mga tao, lalo na itong si Mareng Leni, sabi niya na mauna ako.
You know, in the protocol, ako, ang edad namin na — ang — the preferential right is given to 16 o 18 above, tapos 59. Ako ho Mareng Leni, 70 na, 70 — ah hindi pala, 67 lang pala. [laughter]
Eh masyado kang apurado. Sa protocol nga, we are not even considered as those needing or occupy a priority in the application of COVID. Mahirap kasi ‘yang ano mo, you are baiting me. Alam mo kung bakit? Nagdududa ka kasi na nagpabakuna na ako kasama ng mga sundalo. Kaya panay ang tikoy, tikoy, tikoy ‘yang… Ginaganoon mo, sige magsalita ka.
Iyon ang talaga ang ano mo. You have a very — you seem to have an angel face but a devilish mind. Marunong kang mag-ano. Iyang pagduda mo kasi tapos na ako kaya you want me to go into a trap of saying things which are not appropriate.

Eh bakit hindi mo sinabi noon ‘yan? Tapos ngayon sabihin mo dadaang propeso. Anong propeso? Proseso, rather. Anong proseso ang gusto mo na tapos naman ‘yan lahat? Gusto mong dagdagan. Eh bakit hindi mo sinabi noon na — that ito lahat kailangan. Ngayon nga may proseso na bago.
Ganito na lang, sabihin ko sa iyo ulit kung marunong kang makinig: walang bakuna ngayon available, either hingiin mo, nakawin mo o bayaran mo. Not only the Philippines, as stated by earlier — binigyan tayo ng worldwide situation ng vaccine. Hirap rin sila. Ang Amerika mayroon pero inuuna nila.
Ito alam mo unahan ito. Ako muna bago kayo kasi amin ito. As correctly stated by Secretary Galvez, it is only China who has come up with its commitment to so many nations.
I don’t know how many but I’m sure China will honor on time kasi wala man silang — alam nila mas gastos tayo kung tayo ang magkuha. We have to send our cargo planes and marami ‘yon, hindi magkasya ng isa, we have to send about two. China mina — minabuti niya na dalhin na lang dito sa Pilipinas using their own air assets. Kaya ganoon.
Ngayon, kung gusto mo talaga para mahinto ka, kunin mo ‘yong basket mo, mamalengke ka doon sa labas ng bakuna. Bigyan kita pera para kung may mabili ka, bilhin mo na kaagad at umuwi ka dito sa Pilipinas, ibigay mo doon sa mga doktor.
Iyan ang mahirap sa iyo eh, you want to be relevant. And you — you know, sometimes you make an idiotic stance. Iyong mga ganoong “they deserve the best.” Anak ka ng… Bakit ako? I would give them the worst? Mamatay ka na. Hindi — hindi ko iwanan ‘yong mga frontliners and you do not need to really be redundant about it.
Ako ‘yong ano, napika ako sa iyo pero because ilang beses na tayong nag-engkwentro sa sagutan. Alam ko you’re — you’re… May nagsabi, a devil has said something, udyukin mo, magsabi, tanungin mo.
Ngayon ipakita ko. Ngayon gusto ko ‘pag mag-injection ako nandiyan ka, dito sa Malacañan kay sabihin ko matanda naman ako, kalahati lang ang akin. Ipastada mo ‘yong pu — doon iturok sa iyo to add protection to your good health.

Iyon pong sa pagbibigay bakuna ng gobyerno ng China ay 53 nations po ang kanilang nabigyan ng mga bakuna at lahat po ‘yang mga ‘yan sila halos ang sumundo ng kanilang bakuna mula sa China. Hindi po katulad ng ginawa — nangyari kahapon, sila po mismo ang nagpadala, Mr. President, ng bakuna sa atin.

Simula pa lamang po ito ng ating pambansang pagbabakuna laban po sa COVID-19. Nawa’y magkaisa tayo sa kilos, sa puso at sa diwa dahil abot-kamay na natin ang susi, sa wakas, laban sa pandemya at ang katiyakan ng ligtas at tuloy-tuloy nating pagbangon tungo po sa mas produktibo at mapaglikhang kinabukasan ng sambayanang Pilipino.
So ito lang po ang ibig kong iparating sa amin pong updates. Tomorrow ay tuloy-tuloy na po ang pagbabakuna sa lahat ng mga ospital ng gobyerno, public and private, at local and national government hospitals, at hanggang masakupan po ang mga barangay health workers sa kanayunan.
At ibig ko rin pong ipagpaalam sa inyo, Mr. President, na ang Pasay City ngayon ay rumaragasa ang kanilang COVID cases. May spikes po sila at ipinapaalam ko po na doon magpapadala din po tayo kaagaran ng mga bakuna para po maprotektahan na ang kanila pong mga healthcare workers hanggang po sa kanilang mga barangay health workers na bumubuo ng barangay health emergency response teams. At ito po ay karagdagan hakbang para po mapababa natin ang rumaragasang COVID-19 cases sa Pasay City.
So ito lang po as of now my updates, Mr. President.

So hindi po totoo na ang sinasabi niya na requirement po ng Universal Health Care na mandatory daw —
