Executive Order 20-A, Series of 2020 adopts protocols and guidelines to govern tourism related activities that promote the health and wellness of an individual, accommodation establishments and the dine-in of persons in restaurants. SEC. ANDANAR: Kausap natin si Retired Major General Mel Feliciano, siya ang IATF Deputy Chief Implementer for the Visayas. Maayong gabii, General Mel.

GEN. FELICIANO: Maayong gabii, Sec. Martin og sa mga [DIALECT] interview.

SEC. ANDANAR: General, gusto po nating ibahagi ang naging karanasan ng Cebu and the tri-cities sa pagbukas nito sa turismo upang may mapulot na mga aral mula dito ang ilan pang mga LGU na may mga resorts at tourism establishments and facilities din. From an operation’s perspective, ano po ang inyong mga pinatupad sa Cebu at sa tri-cities ng Cebu City, Mandaue, Lapu-Lapu nang ito ay magbukas na sa turismo?

GEN. FELICIANO: Well ganito, Sec. Martin ano. From June to July 15 last year, iyong Cebu nasa Enhanced Community Quarantine, so closed talaga siya. Tapos with the intervention noong national plus of course iyong mga efforts na ginagawa lahat ng mga relevant stakeholders ‘no, iyong June 16 up to June 30 nag-Modified Enhanced Community Quarantine siya. Then last August, August last year nag-General Community Quarantine and starting from September last year nagbukas siya – naging GCQ ang Cebu hanggang ngayon GCQ siya—I mean MGCQ.

So, ito iyong mga naging dinaanan ‘no noong mga—iyong Cebu mismo last year then noong nag-open siya, of course ang ating Governor dito, si Governor Gwen Garcia ay aktibo talaga na in-encourage niya kaagad iyong mga business establishments particularly iyong tourism natin, industries. So Governor Gwen went around ‘no by encouraging everyone to open and also promoting tourism in the whole province of Cebu ‘no. Kasi alam natin dito, one of the major economic activities ng Cebu Province is tourism. In fact iyong tourism industry dito ‘no and mabilis lang siyang maka-recover kasi it’s more on the local tourist – 70% even before the pandemic, 70% of the tourists are local tourists.

Ang ginawa natin dito eh para talaga hindi ka rin naman diretso magbukas ‘no, we have to have our protocols in place, iyong mga guidelines. Dapat iyong mga tourist spots natin mayroon din tayong effort diyan on how they will ‘no, implement iyong mga protocols natin na sinet para sa ating mga visitors and tourists. And of course hindi lang ‘yan ano, ang isa sa mga pinakaimportante diyan ay iyong mga unity ng ating mga—na nag-unite iyong ating mga LGUs towards ‘no the opening noong Cebu Province. So basically it’s learning how to live with COVID.

SEC. ANDANAR: How was the initial response from the different tourism stakeholders?

GEN. FELICIANO: Well actually, masaya iyong ating mga tourist establishments ‘no and they were very thankful. In fact when we visit some tourist destinations kagaya ng Mactan marami diyan ‘no, kasi if you are in the city, either in Cebu City, Mandaue City or Lapu-Lapu City, in 30 minutes nandiyan ka na sa mga resorts ‘no, beach resorts at natutuwa sila at nagpapasalamat kasi nga dahan-dahan na nag-increase iyong kanilang mga clients and customers. In fact sa ngayon Sec. Martin ‘no, iyong isang businessman natin sinabi niya, if you will book now in some of the resorts in the northern part of Cebu, makaka-book ka lang sa October na, fully booked na up to September.

So ito ang nangyari, kasi iyon na nga, itong ating mga LGUs nagkaisa ‘no – the province and the three highly urbanized cities’ local chief executives – mayroon silang tinatawag na reciprocity sa mga protocols ‘no. Kasi mahirap sa isang lugar, kapag iyong isa ay iba doon sa mga protocols noong ibang mga LGUs ‘no. So ang mangyayari, nari-restrict iyong mga tao. So halimbawa itong highly urbanized cities, ito iyong border control nila, it should be the same with the province.

Noong start pa nga nito ‘no, iyong pag-open, siyempre hindi ka naman kaagad magbubukas na walang restrictions, nandiyan pa rin iyong restrictions. When the highly urbanized cities, iyong tatlo at saka province nag-open, may mga ano pa rin ‘yan eh, started with the liquor ban. Halimbawa iyong Cebu may liquor ban siya, dapat iyong Mandaue at saka Lapu-Lapu they will have the same guidelines and protocols. Iyong curfew, kasi nangyari kasi dito minsan nag-curfew ng 10 P.M. iyong Cebu, iyong Mandaue or Lapu-Lapu hindi sumunod so iyong mga taga-Cebu pumupunta sa Mandaue, doon sila nag-a-outing sa gabi.

So ang ginawa para magkaroon nang uniformity, so nagkaroon sila ng reciprocity sa mga protocols nila kaya talagang na-implement natin, na-implement ng mga LGUs ‘no iyong mga right protocols to address the spread of COVID. Kaya nagtuluy-tuloy iyong ating mga economic activities dito sa buong Cebu actually dahil iyon nga, sabi ko nga si Governor at saka iyong local chief executives ng tatlong highly urbanized cities ay nagkaisa.

SEC. ANDANAR: May mga nadaanan ba kayong kahirapan sa pagpapatupad ng mga patakarang napagkasunduan?

GEN. FELICIANO: Marami po tayong naranasan diyan especially noong unang pagdating namin dito last June, ay iyong mga relevant stakeholders ay medyo hindi na nagkakasundo – which is I think it’s normal if there is a crisis especially if you will look at it at the local level ‘no. Ito iyong mga sektor ng health sector, business sector at saka iyong ating mga LGUs na political leaders.

At that time iyong health sector natin mayroong mga dynamics sa ating health department particularly sa DOH ‘no. Ang sabi noong mga group of doctors natin dito, iyong mga Cebu Medical Society, iyong mga PCP ‘no, Philippine College of Physician na they are not being heard of by the health department. So ang nangyari diyan pagdating na pagdating—actually ang unang na-meet natin Sec. Martin ‘no, ito pong mga medical groups then mineet natin iyong DOH at nagkasundo sila. In fact malaki iyong tulong nila sa pag-address ng pandemic.

The same thing with business sector. Kasi at that time, Sec., iyong business sector siyempre gusto nilang mag-open. Iyon namang medical sector natin, ayaw nila kasi they see, you know, the situation ‘no kasi iyong mga healthcare workers nila nau-overwhelm na, maraming nagkakasakit tapos hindi na ma-accommodate sa hospitals iyong mga patients so ayaw naman ng health sector. So even the LGUs ‘no, nagkaroon ng parang ano noon Sec. Martin, nagkaroon ng parang blame game. So mababasa mo sa newspaper, maririnig mo doon sa radio or even in the TV and social media na nagkaroon ng dynamics.

So all of these, ito iyong mga challenges natin ‘no. Noong nagkaroon ng mga dialogues and everything eh maganda naman at nagkaisa sila.

SEC. ANDANAR: Palagi pong nababanggit itong Emergency Operations Center at ang Vaccination Manual ng IATF sa Visayas. Tell us about this, General Mel.

GEN. FELICIANO: Ito ho iyong manual na printed. Ito hong manual na ito eh nagdi-describe siya ng mga mekanismo of the systems and processes on how the LGU ‘no, particularly iyong city and municipality will address ‘no, will have a community or barangay response. Ito iyong sinasabi ko kanina ay we will have this, we don’t have to resort to closure or restrictions or lockdown. Puwede tayo mag-open kasi ang response talaga ng COVID nandoon siya sa barangay. So itong manual na ito, it describes the mechanisms of the systems and processes; niyu-unify niya at saka sini-centralize niya.

Then also itong manual, mayroon siyang system and processes to get real time data. Itong real time data na ito napakaimportante sa ating mga activities dahil ito iyong mga basis kung paano tayo mag-response, halimbawa doon sa contact tracing natin, sa testing natin, doon sa isolation natin and treatment. So lahat iyan naka-describe specifically and in detail dito sa manual na ito. So itong manual in short it will unify, centralize, coordinate, collaborate, synchronize and harmonize barangay responses basically – plus of course kasama iyong mga relevant stakeholders, like iyong hospitals.

Alam ninyo Sec. Martin ‘no, iyong maganda dito sa Cebu, kasi kasama rin sa in-engage o in-involve to complement iyong effort ng LGU to address COVID, nagkaisa sila ngayon dito. Kaya iyong tinatawag nating capacity utilization rate, sumunod sila doon sa requirement na 30%. So we have in Cebu City, more than 800 COVID beds allocated kasama na iyong COVID beds diyan at saka ICU. So kahit noong nag-rise noong second ‘no or even last year, because of that na-accommodate iyong ating mga patients sa mga ICU and mga COVID beds.

Alam ninyo Sec., noong pagdating namin dito, alam ninyo iyong pila diyan sa emergency room ng mga hospitals, nasa 200 plus. Tapos iyong mga patients hindi na maa-accommodate sa COVID beds. Maraming namamatay doon sa ER or nasa ambulance pa lang or nasa bahay ‘no, hindi na nakakarating sa COVID beds ng mga hospitals. But because of the participation or support of our hospital owners, kasi mineet din natin iyong mga hospitals owners to be part, so nandito rin iyon na dini-describe. So nagkaroon ng isang tinatawag na One Hospital Command dito sa whole Cebu.

Hanggang ngayon alam ninyo, iyong capacity utilization rate natin ngayon nasa 13% lang and we have more than 700 available beds and ICU beds combined. So mababang-mababa, safe na safe iyong Cebu natin. So iyon iyong dito sa manual natin, dini-describe lahat dito iyong the LGU response down to the barangay response.

Iyong isa naman Sec. Martin, ito ho iyong tinatawag nating manual ‘no, vaccination manual na naisulat din natin para naman ito sa mass vaccination natin. So itong manual na ito dini-describe iyong process naman on how to do vaccination, general population vaccination – hindi siya iyong ongoing vaccination ngayon sa ating mga priority list – this is for, again, sa mga LGUs natin on how to do the vaccination, mass vaccination ‘no in an orderly manner. Dini-describe niya ito, iyong venue na gagamitin at saka iyong capacity kung ilan at saka iyong importante, iyong scheduling ng mga vaccinees on a daily basis.

Our goal is to implement the vaccination program on the 70% of the population of Metro Cebu. Probably nasa 1.3 or 1.4 million iyan, eligible vaccinees na we will implement it in 6 months. So all the LGUs are guided, again, by this manual. But at the same time the LGUs din dahil I don’t think we will—we cannot do away with the presence of our COVID response ‘no na ngayon very active pa rin. Even I think if there will be vaccination, nandiyan pa rin iyong response, parang may response pa rin. So it’s always a combination.

SEC. ANDANAR: Nandito pa rin kayo sa Cabinet Report. Makakapanayam naman natin ngayon si Shalimar Hofer Tamano, siya ang Regional Director ng Department of Tourism para sa Region VII Central Visayas. Good evening po RD Shalimar.

DOT REG. DIR. TAMANO: Good evening Secretary at maraming salamat sa pag-imbita sa amin sa inyong programa.

SEC. ANDANAR: RD, ano na po ang bukas na tourism destinations, establishments and facilities sa Cebu Province?

DOT REG. DIR. TAMANO: Sec., open na po ang probinsya ng Cebu sa lahat ng domestic ‘no at saka local tourists.

Kung sa Cebu Province kayo pupunta, ang kailangan ninyo lang ipakita ay medical certificate – hindi na po kailangan ng PCR para sa probinsya ng Cebu. Sa Lapu-Lapu City, hindi na kailangan ng PCR at sa city lang ng Cebu kailangan iyong PCR requirement.

Sa Cebu Province diyan po makikita ang Sardines Run natin, nasa Moalboal like the world-famous Moalboal. Nandito rin sa Cebu Province iyong Canyoneering sa Badian at Alegria. Nandito rin of course ang Oslob, nandito rin sa province ang Camotes Islands, nasa probinsya rin po ang Malapascua at ang Bantayan Island, at of course Cordova sa Mactan. Sa Lapu-Lapu City nandiyan din iyong mga high-end nating resorts ‘no, nandiyan iyong mga Shangri-La, Crimson, Plantation Bay, Dusit… magbubukas iyong Sheraton in a few months at Emerald Resort, Jpark and more.

So bukas po tayo samantalang sinusunod po natin ang strict health and safety protocols ‘no; pinapatupad po iyan ng ating mga LGU at lahat ng national agencies na nandito sa Cebu.

SEC. ANDANAR: Sino naman ang maaari nang pumunta doon sa ngayon at ano ang inyong mga requirements sa kanila?

DOT REG. DIR. TAMANO: Sa ngayon po eh lahat po ng domestic visitors ay welcome sa Cebu. Ngunit kung manggagaling ka sa Manila, may konti lang po ‘atang limit dahil doon sa below 18 at saka above 65. Otherwise, open po ang whole island of Cebu in general sa mga turista natin without the PCR.

SEC. ANDANAR: How has the support and cooperation of the different stakeholders been?

DOT REG. DIR. TAMANO: Ang unique po siguro sa isla ng Cebu ay iyong partnership ‘no, iyong working relationship between the Department of Tourism, the national agencies and our local chief executives. Ang nakikita po natin dito ay iyong ating Gobernador, ang ating city mayors, iyong ating municipal mayors are talagang tourism-oriented. ‘Pag sinabing tourism-oriented ay ‘pag pinag-uusapan diving, ang mayors dito ay divers; ‘pag pinag-uusapan canyoneering, hands-on iyong mga mayors; ‘pag pinag-usapan iyong Suroy Suroy Sugbo, dito iyong Governor namin at iyong mga mayor nagpi-preside mismo ng tourism meetings for 2 or 3 hours.

Ang mga detalye para sa industriya ay sila mismo ang nagpi-preside at we work together – nandiyan si DOT, nandiyan si Regional Director ng DENR pati iyong staff niya ‘no, nandiyan si MARINA, nandiyan si Coast Guard dahil coastal tayo at saka islands tayo na destination ‘no. So sa tingin ko iyong partnership talaga ng national agencies at saka local government units makikita natin dito sa Cebu and of course iyong private stakeholders natin, mayroon iyong Mactan-Cebu International Airport, iyong Cebu Ports Authority ‘no, iyong Philippine National Police.

So ito po, walang isang opisina o a few office na makapagsabing sila ang dahilan na umangat ang turismo rito at na-sustain. Pero po in my—sa pagkakaalam ko, nauuna rin talaga ang province magbukas at nag-create ang Governor dito ng Tourism Task Force. Siya ang Chairman, kami sa DOT sa region ginawa kaming Vice Chairman sa Tourism Task Force along with DTI, si kuwan iyong partners ko noon, now Asec. Caberte, she was former the Regional Director of DTI, she’s now working at the head office in Manila. Tapos nandoon na si DENR, nandoon na si Coast Guard, nandoon na si MARINA – miyembro lahat iyong ng task force pati ang PNP.

So every two weeks nagbubukas kami ng isang destinasyon. So bubuksan ni Gov iyong Moalboal, the following month bubuksan niya si Badian at si Alegria, the following month bubuksan niya si Bantayan ‘no, iyong tatlong munisipyo sa Bantayan – Sta. Fe, Bantayan at saka Madridejos; bubuksan niya si Malapascua; binuksan namin si Camotes; binuksan namin si Cordova. So inisa-isa po namin noon at bago buksan ang mga destinasyon na ito ng Governor at saka ating mga mayors dito ay talagang mayroon kaming protocol na pinag-meeting-an, pinag-usapan namin nang isang buwan.

Ang mga mayors mismo ang nagpi-present ng proposed protocols at kini-critique ng ating liderato sa probinsya at kaming mga regional directors at saka staff noong regional offices. So for example, ang pinag-uusapan ay diving, bubuksan ang diving – ang mayor mismo ng Moalboal ang—dahil tatlumpung taon na siyang nag-diver, siya ang nag-draft ng protocols. For canyoneering, world-class canyoneering itong sa Badian at saka Alegria, ang mga mayors din ang nagprisenta.

So ganoon po ang proseso rito sa Cebu kaya makikita natin na iyong executive order na lumabas last year ay comprehensive, nandoon na lahat – pati welcome drinks na kailangan may halong calamansi and all; may technology, for instance mayroon tayong mga air tamers na malalaki sa bawat kuwarto at sa bawat hall way; kung papaano lilinisin iyong mga kuwarto tapos gamitin lahat ng sasakyan, tourist-DOT accredited, kailangan lahat ng hotel, maliit-malaki ay DOT-accredited at task force approved – ibig sabihin may COC, Certificate of Compliance ng province ng province.

At sino si COC? Siya si Governor at iyong mga miyembro ng Task Force – meaning pipirma ako as Vice Chairman at saka si DTI. So maliwanag at malinaw po sa lahat na ganoon po iyong pagpapatakbo dito. Kaya siguro medyo na-control din natin iyong cases ‘no going back doon sa tanong ninyo kung papaano the past 10 months ‘no, maganda iyong control ng LGUs dito whether it be the city, Lapu-Lapu City or the province medyo na-control po natin ang cases dito.

SEC. ANDANAR: Please invite those who can go to Cebu to visit.

DOT REG. DIR. TAMANO: So una, maraming salamat po Secretary ‘no sa pag-imbita sa amin. Ang Cebu po ngayon ay bukas at noong 2019 bago iyong pandemya, nakatanggap po ang Cebu ng at least 4.3 million foreign tourists, kaya maliwanag po na isa kami sa pinakamalaking tinamaan ng pandemya. So ang 4.3 million tourists na iyan, ang mga kuwarto nila dito ay bakante kaya ang private sector natin ay gumawa ng ‘I Love Cebu’ campaign ‘no to give discounts on hotels at ang probinsya rin natin ay gumawa rin ng Suroy Suroy Sugbo packages para po makamura.

So ang dami pong mga destinasyon dito at mga activities na hindi nakita ng ating mga kababayan sa Pilipinas. Ang nag-enjoy po nito noon ay ang ating mga kaibigang Koreano, ating kaibigang Japanese, Chinese, Taiwanese, Europeans, Americans and all. Karamihan po sa mga destinasyon na ito, hindi pa po nai-enjoy ng mga kapwa Pilipino. So subukan ninyo po lalo na iyong canyoneering natin sa Badian at sa Alegria, world-class iyan – 4 to 5 hours of trekking ‘no, you’re wet, from the mountains down to the falls ‘no, down to the…

Subukan ninyo po ang ating Sardines Run sa Moalboal. Ang sardines po hindi ninyo na kailangang sumakay ng pump boat, nasa harap lang ng beach – millions of sardines, biglang may susulpot na pagong/turtle, biglang may susulpot na whale shark, ganoon po rito. Subukan ninyo po iyong Camotes Islands, iyong Bantayan natin, iyong Malapascua at iyong Mactan, Lapu-Lapu City and of course heritage and culture – Cebu City.

Huwag po nating kalimutan, itong taon po nagsi-celebrate ang Cebu at ang bansa ng 500 years mula noong dumating si Magellan at of course iyong Battle of Mactan sini-celebrate po natin buong taon po iyan. So welcome po kayo rito sa Cebu, Secretary at ang ating mga kababayan.

At ngayon naman, pakinggan natin ang mga naging karanasan at natutunan ng Cebu Province at ng tri-cities na maaaring makatulong sa ilang LGU at lugar na bukas na rin o nagbabalak nang magbukas ng turismo sa kanila.

Paano po ninyo, Mayor, napapanatili ang balanse ng pagbukas ng turismo on one hand and on the other hand pangangalaga ng public health and safety sa gitna po ng pandemic?

CORDOVA MAYOR SITOY-CHO: Okay, ganito po. As of now, we are limiting tourist activities which are monitored by our local task force and tourism office. All tours are coordinated with the LGU – island-hopping, mangrove tours – and then tsini-check po namin iyong mga capacity ng boats limited to 50 to 70% and dapat one group lang po sila, magkakilala sila. Hindi puwedeng ihalo natin sa hindi nila kilala. And hotels and resorts also, dapat accredited sila by the Department of Tourism and na-comply nila iyong COVID prevention measures na niri-require ng Department of Tourism and our LGU.

SEC. ANDANAR: Para naman sa ilang LGU na pinag-iisipang magbukas din, ano ang inyong payo sa kanila Mayor, since kayo po ay may experience na na bukas ang inyong lugar para sa mga kababayan?

CORDOVA MAYOR SITOY-CHO: Opo. They must open for the sake of their constituents. Ang tourism kasi brings income to the town. Of course this entails extra effort and resources so that we can still protect our people from COVID. But opening up tourism is a way of balancing health and income. Hindi kasi puwede na matatakot na lang tayo sa COVID, kailangan po tayong gumalaw at saka maghahanapbuhay.

So alamin na lang natin kung ano iyong mga preventive measures against COVID tapos ia-apply natin sa lahat ng establishments. At saka dapat may coordination iyong establishments at saka LGU and tsini-check po talaga dapat ng LGU iyong mga requirements for preventive measures. Hindi puwedeng one time lang na itsi-check, kailangan consistent iyong checking and monitoring po. So iyon talaga, extra efforts lang po talaga.

DOT REG. DIR. TAMANO: Ang kailangan talaga magtulungan lahat ng mga liderato sa area. So hindi po iyan kaya ng national agencies lang at hindi rin iyan kaya ng local governments lang. Kasi iyong expertise nasa local government karamihan pero iyong iba rin nasa national agencies. Lahat ng meetings namin para buksan ang province ng Cebu at iyong island ng Cebu ay parati nandiyan si DOH Regional Director, nandiyan si DILG Regional Director – I’m talking of Regional Director Trovela nandiyan; nandiyan si RD Bernadas; nandiyan si RD Melicor ng DENR; nandiyan tayo. So sa ganitong estilo ng liderato ‘no at konsultasyon ay hindi po tayo magkakamali – sa tingin ko po.

USEC. JONJI GONZALES: It’s really, number one, is to make sure that your health care system can cope up with surge. Alam mo Sec. Martin, hindi naman talaga mangyari na magkaroon ng zero COVID in a place. The community transmission is going on, wala na tayong magawa diyan – pumasok na si COVID in all parts of the country. Wala nang zero COVID kumbaga.

Alam mo, Sec. Martin, sometimes we noticed when we look at reports in some LGUs na very low iyong COVID cases pero puno iyong hospital, that tells you one thing – they are not testing because takot lang sila na tataas iyong COVID nila pero puno iyong hospital nila – that means may COVID talaga, ayaw lang nila mag-test. And that is because siyempre sa pulitika takot din sila na kung mataas iyong COVID nila, parang na-mismanaged nila iyong mga LGUs.

But the truth of the matter is, you need community response because you have to accept the fact that there is already community transmission. It’s really catching COVID in the barangays and you have to work with the LGUs, capacitate the LGUs by putting up EOCs, by putting up a Project Balik Buhay, by creating the implementation of the vaccination program – itong tatlo na ito if you are able to do it, ma-capacitate mo iyong isang LGU at hindi na sila matatakot na mabuksan ang ekonomiya nila.

SEC. ANDANAR: Welcome back to The Cabinet Report.

Kausap natin ngayon si Jonji Gonzales, Undersecretary at the Office of the Presidential Assistant for the Visayas o OPAV. Maayong gabii kanimo, Usec. Jonji.

USEC. JONJI GONZALES: Maayong gabii, Sec. Martin. Thank you very much for inviting me to your program.

SEC. ANDANAR: Usec., maraming bahagi ng Visayas ang umaasa sa turismo. With the success of Cebu in reopening, are you now looking to replicate this experience in other places in the Visayas?

USEC. JONJI GONZALES: Yes, Sec. Martin and we are very excited to announce that finally we’re able to reach out first ngayon ‘no, sa Boracay, we were there just 2 weeks ago and learned that in a span of one year sa pandemic, there were 40 attempts of suicide that resulted in 11 deaths and there was only 1 COVID death in the entire period from March 2020 to April 2021 – and that is so very sad that that is happening in a very beautiful island of Boracay.

And noong nandoon kami, doon namin nalaman na ganoon nga ang nangyari and nakita rin namin na parang ghost town iyong Boracay – no planes arriving in Caticlan, walang tourist except for a few domestic tourists. And we are so thankful that the mayor has reached out when we had a meeting sa kaniya through Zoom lang iyon. The next day talagang pumunta siya sa amin at nakipagpulong doon sa Boracay mismo and we were able to talk to him about putting up the Emergency Operation Center. There are 9 clusters in that EOC, we are training one cluster per week and hopefully we can even expedite the training, Sec. Martin, para naman mabuo kaagad iyong EOC.

And one other thing Sec. Martin is really to fast track the vaccination program and we have the Project Balik Buhay of Cebu which is also helping Cebu continue to open because of workplace safety.

Itong Project Balik Buhay spearheaded by the Office of the Presidential Assistance for the Visayas, no less than by Sec. Mike Dino, with Co-Chair si RDC VII Co-Chair Kenneth Cobonpue and Mr. Edmun Liu. And both of them really created also a manual to be able to ensure that there is a safety protocol in the workplace.

Iyon nga, reason also why we are able to maintain very low cases in Cebu not just because of the EOC but also because of the Project Balik Buhay manual to ensure safety in the workplace. And we will roll that out, Sec. Martin, itong Project Balik Buhay and ito gagawin na rin namin sa Boracay. And not only in Boracay but in all areas in the Visayas na hindi lang EOC ang i-rollout natin kung hindi iyong Project Balik Buhay – safety in the workplace.

SEC. ANDANAR: Ano po ang inyong payo tungkol dito?

USEC. JONJI GONZALES: Ang talagang gusto naming mangyari is, number one, is really setup iyong EOC, setup the Project Balik Buhay, a partnership of the private and public sector; and of course Sec. Martin iyong vaccination. Ito lang Sec. Martin magandang ano ‘to ‘no, titingnan din natin sa national government is that Siquijor for instance, you only need to vaccinate 40,000 people and based on the manual, we also have a manual Sec. Martin – ito Visayas COVID-19 Vaccination Manual – the only one in the country.

This can really help LGUs and we’ve gone around the 3 regions to present this manual and train no less than the mayors and their health officers. Itong manual na ‘to Sec. Martin will allow Siquijor to be vaccinated in just 2 weeks if magkaroon lang ng enough supply of vaccine. And when you vaccinate Siquijor Sec. Martin, that’s also another jewel—tourism jewel in Central Visayas. You will be able to open the economy and be able to do a bubble from other countries even and from other parts of the country na medyo hindi naman mataas iyong prevalence rate, Sec. Martin.

And not just Siquijor, there is also Biliran – a very beautiful island in Eastern Visayas. All you have to do there is really to put up an EOC, put up your PBB to make sure that safety in the workplace lalo na sa mga tourism establishments and vaccination program. And hindi naman gaano karaming tao sa—kunwari Bohol, in Panglao and in Biliran, in Siquijor you can vaccinate them. Boracay for instance, iyong town of Malay, it’s just 33,000 vaccinees.

So iyon lang sana, kung matutukan at mabigyan nang kumpletong bakuna, we can create herd immunity and we can open these tourism destinations. And I think this is also what the Department of Tourism wants to happen na talagang mabuksan na natin ang mga tourism destinations especially in the Visayas where the epicenter of tourism is happening.

SEC. ANDANAR: Ano po ang suporta ng OPAV sa ibang lugar sa pagbukas ng turismo sa kanila?

USEC. JONJI GONZALES: Ang tulong ng OPAV is really to ensure that there is a very efficient community response and this can only be done if you have an Emergency Operation Center. And ‘pag mayroon ka ng Emergency Operation Center, it acts as a firewall na para hindi tataas iyong kaso ng COVID because you can catch COVID in the barangay. Alam mo Sec. Martin, the battle cry now is that there is a community transmission, it requires a community response.

OPAV was in the center stage of all these ‘no, bringing together the entire government and the entire private sector. These two things, itong vaccination manual and itong EOC cannot happen without the Office of the Presidential Assistant for the Visayas headed by Secretary Mike Dino and with the support of no less than President Duterte and ni Senator Bong Go na nakatutok din sa Visayas para naman matulungan talaga natin iyong mga tao at makabukas ang mga turismo sa mga lugar sa Visayas.

Pilipinas, ‘di matatawaran ang halaga ng turismo sa ating ekonomiya; at dahil dito maraming bahagi ng bansa ang gusto nang buksan ang sarili sa mga turista – napakinggan natin ngayon ang karanasan ng Cebu.

Bottomline nito, kailangan ng close coordination at kooperasyon ng lahat ng mga tourism industry stakeholders upang mapanatili ang public health and safety.

Sa usapin ng turismo, ang naisip ko lang sa ngayon ay ito: Marahil napapanahon na ngayong nasa ilalim tayo ng pandemya na tingnan natin with the fresh pair of eyes ang ating kapaligiran, maraming dahilan upang dalawin ang ating kinalalagyan. Pag-isipan naman natin, ano pa kaya ang mayroon sa atin na ikagugusto ng iba at magiging dahilan nila sa pagdalaw sa atin?

We have so much to thank God for across our archipelago. Let’s revisit our country beginning with our own places and the places nearby and let’s rediscover the Philippines. I am almost sure that there is a lot more to it than we already know.
