CABSEC NOGRALES: Magandang tanghali po sa ating mga kababayan at sa mga miyembro ng Malacañang Press Corps. Thank you for joining us in today’s briefing which will cover the accomplishments of the Duterte administration in its last full year in office.

Sa gitna ng masigasig na tugon ng pamahalaan laban sa pandemya at maagap na aksiyon sa mga kalamidad tulad ng mga nasalanta ng Bagyong Odette, tuluy-tuloy po ang mga programa at proyekto ng inyong gobyerno.

For clarity, hinati natin ang presentation ngayong tanghali sa anim na Cabinet clusters na binuo ni Pangulong Duterte ito po ay naka-flash sa inyong screen. Basahin po natin isa-isa: Ang Human Development and Poverty Reduction Cluster; ang Economic Development Cluster; ang Infrastructure Cluster; Participatory Governance Cluster; Climate Change Adaptation, Mitigation and Disaster Risk Reduction Cluster; at ang Security, Justice and Peace Cluster.

Ito po ang ilan sa mga key accomplishments ng bawat cluster. Mag-umpisa po tayo sa Human Development at Poverty Reduction Cluster kung saan ang layunin ay mapaganda ang kalidad ng buhay ng bawat Pilipino. Sa aspeto ng kalusugan, partikular sa COVID-19 response, ilan sa mga naging key accomplishments ang pagpapatupad ng COVID-19 bio surveillance program kasama ang UP Philippine Genome Center at UP National Institutes of Health or NIH para ma-detect ang coronavirus. Fifty-two out of 81 provinces or 64% of all provinces in the country ay mayroong at least isang COVID-19 PCR laboratory.

Pagdating naman sa testing, tumaas ang testing capacity natin, this climbed from an average of 30,000 to 40,000 tests each day in 2020 to an average of 75,000 to 80,000 tests every day in 2021. Kaugnay nito, bumaba ang presyo ng testing services at nasa zero cost testing na sa ating mga public laboratories.

Sa treatment, naglagay at pinalawak natin ang One Hospital Command Center ngayong taon at inaasahan ang kanilang workforce sa 217 personnel. This personnel augmentation allowed us to accept 72,040 calls out of which 71,901 cases or 99.8% were resolved and closed.

We also set-up the DOH telemedicine and COVID-19 hotline which handled 256,990 telemedicine consultations, 18% po nito were COVID-19 related. At the same time, a total of 635,810,000 pesos worth of COVID-19 sickness services involving severe or critical and mild or moderate cases were provided by the government consistent with the Universal Health Care Law which the President signed in 2019.

Efforts were also made to extend assistance to our healthcare frontliners and their families. A total of 27,066 public and private healthcare workers were beneficiaries of death compensation; while 478,969 public and private healthcare workers were recipients of Special Risk Allowanced or SRA, totaling P7,665,443,800.50 from December 2020 until June of 2021.

And to improve our capacity to care for those with serious cases of COVID-19, tinaasan natin ang bilang ng COVID-19 dedicated beds at ICU beds ngayong taong 2021. Sa kasalukuyan, mayroon po tayong 38,053 COVID-19 dedicated beds at 3,765 COVID-19 ICU beds.

Pagdating sa bakuna, nasa 107,277,506 doses ang ating na-administer mula March 1, 2021 hanggang December 28, 2021. Nasa 48,647,158 ang fully vaccinated habang nasa 1,614,505 individuals ang mayroon nang booster shots.

Kasama rin sa cluster na ito ang social protection para sa mga marginalized at vulnerable sectors. Sa ilalim ng Department of Labor and Employment’s Integrated Livelihood and Emergency Employment Program, mula July 2016 hanggang May of 2021, nasa 420,502 beneficiaries ang nabigyan ng pangkabuhayan assistance. Nasa 4.07 million beneficiaries naman ang nabigyan ng emergency employment assistance sa ilalim ng Tulong Panghanapbuhay sa Ating Disadvantaged, Displaced workers or TUPAD from July of 2016 to May of 2021. In the same period, a total of 3,095 beneficiaries were provided with livelihood assistance amounting to 35.45 million while 59,485 beneficiaries were provided with emergency employment assistance amounting to 311.215 million pesos.

Para naman sa ating mga OFWs, patuloy ang pagpapatupad ng hakbang laban sa illegal recruitment. Nasa 106,415 na biktima ng illegal recruitment ang natulungan natin mula July 2016 hanggang May of 2021. Mayroon din po tayong Overseas Filipino Bank or OFBank na itinatag para tugunan ang mga pangangailangan ng mga OFWs habang inilunsad din natin ang OFW Hospital and Diagnostic Center na nagbibigay ng libreng serbisyo sa mga OFWs at sa kanilang mga dependents.

Pumunta naman po tayo sa sektor ng edukasyon. Mayroon pong alternative delivery mode or ADM program ang Department of Education kung saan nasa 26,657,411 learners ang nag-enroll sa school year 2020 to 2021 sa gitna ng pandemya. Labinsiyam [19] na milyon dito ay naka-enroll sa modular print delivery modality habang ang iba ay nasa modular digital, modular online, education TV, education radio, homeschooling at blended modalities.

Samantala, nasa 1,572,231 users ang nag-register mula March 16, 2020 hanggang May 30, 2021 sa TESDA Online Program o TOP. The TOP provides 100 courses covering the following specialization: Human health, health care, tourism, electrical and electronics, 21st century skills and entrepreneurship.

Isa sa prayoridad ng administrasyong Duterte ang pagbangon at pagsigla ng ekonomiya na lubhang naapektuhan ng pandemya. In this regard, our philosophy has consistently been to prioritize lives in order to ensure livelihoods. Ingat-buhay para sa hanapbuhay.

Isa sa mga dahilan ng ating economic recovery ang pagpasa ng mga batas tulad ng modernization of tax policies through the Tax Reform for Acceleration and Inclusion or TRAIN Act, and the Corporate Recovery and Tax Incentives for Enterprises or CREATE Law na nagpababa ng personal and corporate income tax rates while still ensuring that we maintain reliable revenue streams.

In addition to this, the Department of Finance’s excise taxes on sin products were increased thrice, three times po, measures to better regulate the cigarette industry were also put in place, and a sustained crackdown was conducted against the Philippine Offshore Gaming Operators or POGOs and smuggling.

That is why due to these efforts we achieved the highest ever revenue effort which resulted in the highest credit rating ever received by our country. Credit ratings that have been maintained despite the wave of downgrades globally. This therefore allow the government to quickly access emergency financing with concessional terms for its COVID-19 response when the pandemic struck. It allowed us to implement fiscally responsible 18 stimulus measures that helped save lives, jobs and our economy and allowed us to secure funding for economic investments.

The Department of Trade and Industry on the other hand established the COVID-19 Assistance to Restart Enterprises (CARES) Program to provide soft loans to entrepreneurs. These loans charged zero percent interest, required no collateral and provided a longer grace period. Initial funding allocated to the program was at P1B which came from the Pondo sa Pagbabago at Pag-asenso (P3) fund in response to the directive of Republic Act 11469 or the Bayanihan to Heal as One Act commonly known as Bayaniyan 1. Digital transformation of MSMEs were also accelerated in year 2021.

Pumunta naman po tayo sa imprastruktura: Despite the limitations brought about by the COVID-19 pandemic, hindi po nawala ang momentum ng ating Build Build Build Program na makikita ninyo sa inyong screen.

Ang infrastructure spending ng Administrasyong Duterte sa Build Build Build Program para sa taong 2021 ay nasa P1,019.10 trillion or katumbas ng 5.1% ng ating gross domestic product. Malaki ang naging papel nito sa pagbangon ng ating ekonomiya sa gitna ng COVID-19 pandemic. Aasahan natin na tatas pa ito sa susunod na taon nang 5.8%.

Kasama sa nakumpleto ang 233 airport projects at 484 seaport projects from July 2016 to October 2021. Nakumpleto rin natin ang construction and rehabilitation ng isang railway project habang ongoing ang construction rehabilitation ng walong railway projects. Limang railway projects naman ang ongoing ang design at procurement, kasama rito ang Metro Manila Rail Network ng DOTr at ang Metro Manila Subway Project.

Samantala, nasa halos 32,000 na kilometro ng daan ang nakumpleto, naipatayo, na-maintain, na-upgrade o na-rehabilitate habang mahigit anim na libong tulay ang nakumpleto, na-upgrade or na-rehabilitate mula July 2016 to October 2021.

In the same period, nasa mahigit 12,000 na mga proyekto sa flood control and management sa buong bansa ang nakumpleto.

Kasama rin sa imprastruktura ang Free WiFi for All Program na kung inyong matatandaan ay pinirmahan ng ating mahal na Pangulo ang batas ukol dito noong 2017. Nasa 1,669 public schools; 1,848 state universities and colleges at TESDA institutions at 8,014 other public places tulad ng public parks, transport terminals, public hospitals at public libraries nationwide ang konektado na sa Free WiFi.

On participatory governance: The Philippines placed number one, first po tayo in Southeast Asia and 10th in the world for the most fiscally transparent country in the 2019 Open Budget survey by the International Budget Partnership. Government practices of 117 countries ranging from budget disclosure to effective checks and balances were all assessed in the said international survey.

Another key accomplishment is of course the Freedom of Information Program which has been championing transparency and accountability, promoting good governance and empowering Filipino citizens through access to information for the past five years____.

On climate change adaptation mitigation and disaster risk reduction: Bilang pagtalima sa direktiba ni Pangulong Duterte, ni-rehabilitate po natin ang Manila Bay kasama na ang river dredging, clean up ng estero, pagpapaganda ng Baywalk outfalls at enforcement operations tulad ng pagsasara ng non-compliant establishments, at siyempre iyong Baseco clean up at Manila Baywalk geoengineering interventions.

We have likewise promoted the use of clean energy with be Department of Energy imposing a moratorium on coal projects. Meanwhile, in support of the Task Force Build Back Better created under Executive Order 120 issued by the President to mitigate flooding, the removal of critical sandbars restricting the water flows of the Cagayan, Marikina and Bicol rivers are ongoing, even as Phase I of dredging in the Magapit Narrows, Cagayan and Marikina River have been completed.

Panghuli: Ang Security, Justice and Peace Custer which is in charge of ensuring the preservation of national sovereignty and the rule of law and the protection and promotion of human rights in the pursuit of just, comprehensive and lasting peace.

Kasama sa pinag-uusapan at nilapatan ng solusyon ang pagpapatupad ng Marawi Rehabilitation Program, ang tugon ng Pilipinas sa Ayungin Shoal, ang extension ng transition period ng BARMM at mga activities ng National Task Force to End Local Communist Armed Conflict.

Under our Enhanced Comprehensive Local Integration Program (E-CLIP) and Amnesty Program, we have welcomed 18,433 surrenderees as of first semester of 2021.

In-endorsed din natin, ng cluster na ito, ang National Counter-Terrorism Strategy 2021.

Kasama rin sa accomplishments ng cluster ang pagbibigay ng guidance at mga aksiyon sa mga hakbang relative to the completion of the remaining commitments sa ilalim ng 1996 Final Peace Agreement with the MNLF.

Sa ibang mga bagay naman, nilagdaan ng Pangulo noong Lunes, December 27, ang Executive Order 158, strengthening the policy framework on peace reconciliation and Unity and reorganizing the government’s administrative structure for this purpose.

Nakasaad sa EO na ang Presidente ng Pilipinas ang magbibigay ng overall policy direction sa comprehensive peace process habang ina-appoint ng Pangulo ang Presidential Adviser on Peace, Reconciliation and Unity na may ranggong Cabinet Member. Kasama sa kaniyang function ang mag-manage, mag-direct at mag-supervise in behalf of the President, ng lahat ng aspeto ng komprehensibong peace process.

So to our Cabinet Secretaries, department officials and the thousands of dedicated people in the government bureaucracy who at the risk of their health and even their lives continue to tirelessly work and contribute to the success of government programs that benefited millions of our kababayans. Maraming, maraming salamat po.

Before ending my briefing, I would just like to inform the MPC that following my statement we will be joined by DILG Undersecretary Jonathan Malaya to discuss the financial assistance that will be directly downloaded to the LGUs affected by Typhoon Odette. So, without much further ado, can we go to Undersecretary Jonathan Malaya who has a short presentation for our friends this afternoon.

Magandang tanghali, USec. Malaya. The floor is yours.

USEC. MALAYA: Magandang tanghali po, CabSec and sa lahat po ng ating members of the Malacañang Press Corps at sa ating mga kababayan magandang hapon po at magandang tanghali sa inyong lahat.

I just have a brief presentation about the financial assistance approved by the President for those severely affected by typhoon Odette. May I request that my slide be shown please?

So, sa araw pong ito ay pipirmahan ng tatlong ahensiya, ang DILG, DSWD at Department National Defense, ang Joint Memorandum Circular Number 4 Series of 2021. Ito pong joint memorandum circular na ito ay magsisilbing joint implementing guidelines for the distribution of the emergency financial assistance sa mga lungsod at munisipyo na lubhang naapektuhan ng Typhoon Odette. Ito po ay alinsunod sa naging direktiba ng ating Pangulo na bigyan ng tulong pinansiyal ang ating mga kababayang lubhang naapektuhan ng bagyong ito.

So, ito pong ating financial assistance, gaya nga po ng sinabi ni CabSec Nograles is to be directly released to the LGU. Hindi na po ito idadaan sa iba pang mga ahensiya ng pamahalaan, it will be directly released to the LGU severely affected by Typhoon Odette who are currently under the state of calamity by virtue of Proclamation Number 1267. At ito pong alokasyon bawat LGU ay nakasaad po sa Local Budget Circular na ngayong araw din ilalabas ng Department of Budget and Management. So, doon po sa LBC makikita iyong alokasyon ng bawat ng LGU na lubhang nasalanta ng Bagyong Odette.

Ang mga target beneficiaries po nitong programang ito ay mga mahihirap na pamilya o iyong tinatawag po nating low-income families na lubhang naapektuhan ng ating bagyo na nakatira sa mga lugar na nakasaad sa ilalabas na Local Budget Circular ng Department of Budget and Management. At kung napasama po ang isang LGU doon, the LGUs are required na gumawa ng listahan para sa mga nasalanta, na lubhang nasalanta ng bagyo at ito pong listahan na ito have to be posted in social media or kung hindi naman po dahil wala pa pong kuryente sa mga lugar na iyan, kahit po iyong physical paper have to be posted in three conspicuous places in the barangay bago po maipamahagi itong tulong pinansiyal na ito.

Ang ibibigay po nating tulong ay P1,000 per individual o a maximum of P5,000 per family in accordance with the announcement of the President.

At dahil po alam natin na may mga lugar sa ating bansa na hanggang ngayon na hindi pa nakakabitan ng kuryente o kaya naman ay may kakulangan ng manpower ang mga local government units, dahil sa sila ay nasalanta din ng bagyo, nagbigay po ng direktiba ang ating Pangulo at si Secretary Eduardo Año sa Philippine National Police, kasama na rin po ang Armed Forces of the Philippines na magbigay sila ng karagdagang manpower sa mga LGUs kung kinakailangan po ito ng mga local government units.

So ito pong tulong pinansiyal as mentioned is to be given in cash at ang management of the distribution of the ayuda shall be done by the local government unit, hindi po ang DSWD o DILG. Ang magma-manage po ng distribution nito ay ang mismong inyong local government unit under the supervision of the Department of Interior and Local Government.

At binibigyan po natin ang LGUs ng 15 days mula sa pagsisimula ng pamimigay para maipamahagi sa lahat ng taong nasa listahan ang ating tulong pinansiyal. Pero kung hindi po matatapos within 15 days ay puwede naman pong humingi ng extension ang ating mga LGUs. Pero ang panawagan po ng ating pamahalaan, ipamigay ang tulong na ito ng pinakamabilis para magamit kaagad ng ating mga kababayan. Ang Department of Social Welfare and Development, siya po ang magbibigay ng technical assistance sa mga LGUs at ang DILG naman po ang magmo-monitor o magsu-supervise ng distribution nito.

Mayroon po tayong grievance mechanism, grievance and appeals mechanism sa bawat LGU ay kailangan pong magbuo ang inyong Mayor ng grievance and appeals committee na siyang mangangasiwa sa mga reklamo tungkol sa distribusyon ng financial assistance at bilang tulong na rin po dito sa grievance and appeals committee ay magkakaroon din pong Joint Monitoring and Inspection Committee ang national government. At ito pong JMIC na ito is to be created in every municipality and shared by the DILG field officer.

Ang tungkulin po ng JMIC ay i-monitor ang compliance ng mga LGUs sa probisyon ng Local Budget Circular at ng Joint Memorandum Circular at kung mayroon man pong mga anomaly o kaya naman iba pang mga unlawful practices na nai-report sa kanila, sila rin po ang magsasampa ng mga kasong administratibo o kriminal sa mga taong may kinalaman sa mga illegal na mga gawaing ito.

Ito naman po ang komposisyon natin ng Joint Monitoring and Inspection Committee: Ang mangangasiwa po nito ay ang DILG City Director o kaya naman City or Municipal Local Government Operations Officer. At ang mga miyembro po niya ay ang Municipal Social Welfare Officer or City Social Welfare Officer, mga kinatawan ng DSWD Field Office at kasama na rin po ang Chief of Police ng inyong city or municipal police station.

At ito pong JMIC na ito ang magmo-monitor on the ground ng pamimigay at distribusyon ng financial assistance na pinag-utos ng ating Pangulo.

Iyon lamang po at maraming salamat, CabSec Nograles, para sa panahon na maipaliwanag sa ating mga kababayan ang napipintong pamimigay ng financial assistance sa mga lubhang nasalanta ng Typhoon Odette sa ating bansa. Maraming salamat po!

CABSEC NOGRALES: Maraming-maraming salamat sa iyo, USec. Malaya at sa buong puwersa ng DILG, DSWD, OCD, DBM. Alam ko pong sobra na iyong ginagawa ninyong overtime para ma-implement po ito. Alam kong wala kayong tulog halos at ito namang ginagawa natin na pamamahagi ng tulong ayon sa utos ng ating mahal na Pangulo ay alam ko na in the guidelines, we actually base this on the best practices natin na nakita natin sa pamamahagi natin ng Social Amelioration Program noong nakaraan at ito rin po ang ipapatupad natin dito sa pamamahagi natin ng tulong sa mga victims… ng nasalanta ng Typhoon Odette. So, maraming salamat sa iyon and let’s continue to monitor the situation on the ground.

Unahin ko na po, CabSec, iyong tanong po ni Tuesday Niu ng DZBB para po kay USec. Jonathan Malaya: Ang sabi daw po ninyo P1,000 per individual, P5,000 per family. Paano po ang isang pamilya ay may tatlo o apat na miyembro lang, P5,000 pa rin po kaya ang matatanggap o P3,000 o P4,000? Ganundin po kapag more than 5 members ang family, P5,000 pa rin po ba ang matatanggap? For USec. Malaya.

USEC. MALAYA: Maraming salamat po, USec. Rocky, for that question.

So susundin po natin iyong naging sistema noong pamimigay din po ng ating ayuda during the Enhanced Community Quarantine. So kung lalampas po sa lima ang miyembro ng pamilya, hanggang limang libo lang po sila. So, ibig sabihin kung six po sila sa isang pamilya, up to P5,000 lamang po.

Ngayon alam po natin iyong sitwasyon na sa mga ibang kabahayan ay may dalawang pamilyang nakatira. So, kung dalawang pamilya po iyan, sabihin po natin mayroong dalawang mag-asawa tapos mayroon pa pong dalawang mag-asawa at saka isang anak, so ang mangyayari po ay P2,000 iyong dalawang mag-asawa; at iyon naman pong tatlo, dalawang mag-asawa at may anak ay P3,000. So, ganoon po, we will count them on the basis of the number of families residing in the household.

USEC. IGNACIO: Thank you, USec. Malaya. For Sec. Karlo, Helen Flores ng Philippine Star: Reaksiyon po sa tweet ma ito ni Senator Lacson. Hindi nakapagtataka ang plano ng private hospital na mag PhilHealth holiday. Ayon kay Senator Ping Lacson, “What is wrong with #PhilHealth? Everything.”

CABSEC. NOGRALES: May pinalabas na po na official statement ang PhilHealth. At ayon sa kanilang official statement, babasahin ko na lamang po ‘no, “As of December 24, 2021, PhilHealth has fast tracked the release of P11.064 billion for payment of claims through the Debit Credit Payment Method or DCPM to hospital partners nationwide. Under the third wave,” so they are now going to implement iyong third wave ng DCPM, “all hospitals treating COVID patients and those offering the PhilHealth testing package can now avail of the DCPM 3. And to date, 182 hospitals have submitted their letter of intent to participate in DCPM 3,” ito po iyong third wave.

So, naka-two waves na po ng DCPM and now they are undergoing, they are currently doing the DCPM third wave. So, 182 and then under the third wave, DCPM 3 provides the fast release of funds to qualified hospitals even while their reimbursement claims are still being processed. Under this scheme, 60% agad will be paid initially to the hospitals and the remaining 40% po will be settled upon completion of processing requirements.

And panawagan po ng PhilHealth ay makipag-ugnayan sa kanila para maka-avail po sila nitong DCPM 3. And alam po natin na maraming requirement, mga papeles na kinakailangang ipakita sa PhilHealth, so iyong DCPM is the fastest way na ma-release po ang pera, ang funding doon sa mga hospitals – 60% kaagad, iyong remaining 40% upon compliance. Ang panawagan po ng PhilHealth sa mga hospitals ay to avail of DCPM 3 para po magkaroon na po noong funding na kinakailangan ng ating mga hospitals.

USEC. IGNACIO: Opo. Follow-up naman po MJ Blancaflor ng Daily Tribune: Reaksiyon daw po ng Palace on the suspension of the PhilHealth holiday as announced by the Private Hospitals Association of the Philippines?

CABSEC. NOGRALES: Again, ang panawagan ng PhilHealth is instead of doing a holiday, hospital holiday or anuman ang terminology na ginagamit nila, itong PhilHealth holiday na terminology ay ano na lang, mag-participate na lang sa DCPM 3. That way, hindi maantala ang serbisyo ng mga hospitals.

Kasi ang magiging biktima nito would be the… mga pasyente, kung wala pong pondo, wala pong pera ang hospitals and mahihirapan po silang magserbisyo sa taumbayan, sa kanilang mga pasyente.

The best way is to participate sa DCPM 3 para sa ganoon magkaroon ng fresh funds ang hospitals, hindi po maapektuhan ang serbisyo sa taumbayan, sa mga pasyente na nangangailangan ng hospital care.

As I know it, mayroon po namang… based sa nakikita natin sa social media, isu-suspend naman daw, may plano, although there was an initial plan na mag-PhilHealth holiday. I think the Hospital Association of the Philippines or PHAPI have decided to suspend itong planned PhilHealth holiday na tine-threaten ng iilang mga hospitals and I think that’s the best way to move forward.

Why don’t we all just comply, why don’t we all just avail of DCPM 3. That way, wala pong magsa-suffer dito and most especially iyong mga pasyente po ng mga hospitals.

USEC. IGNACIO: Ang susunod pong magtatanong ay si Llanesca Panti ng GMA News Online: Baka daw po may explanation bakit trapal or tarpaulin sheets ang ipinabibili ni Presidente. Wouldn’t it be better to buy construction materials to repair, rebuild houses?

CABSEC. NOGRALES: Of course, iyong construction materials will come. But in the meantime, iyong immediate needs po on the ground are the tarps. Ito po ay mula sa mga request din ng ating mga local government units na ang mga basis nila ay sa mga request din po ng kanilang mga constituents. Iyong mabilisan ang agarang solusyon na kinakailangan po ng ating mga constituents ngayon na naapektuhan ng typhoon Odette are the tarps, that’s the fastest way while waiting for the construction materials to arrive.

Kasi isipin po natin ang sitwasyon ng Dinagat Islands, Siargao, ang pagpapadala pa ng mga construction materials, etcetera. That will come later, but the immediate needs po ay iyong tarpaulin. Again, mula po ito sa request ng mga constituents natin on the ground. Mula rin ito sa mga request ng mga local government executives on the ground at pati na rin mga development partners natin, as part of their immediate response ay nagpapadala rin po sila ng mga tarps that will act as temporary shelters.

Although nasabi na nga ni Secretary Ed Del Rosario na the procurement of housing materials for targeted island LGUs with onsite delivery of the construction materials will be undertaken “January to March of 2022.” because of the procurement process and the delivery process of these construction materials.

CABSEC NOGRALES: Opo. Inaasahan natin na tomorrow naka-schedule po ang pagpirma ni Pangulong Rodrigo Roa Duterte ng 2022 General Appropriations Law. So that is scheduled for tomorrow. As promised, the President will sign this very important measure na hindi pa sasapit ang December 31 kagaya ng sinabi ko kahapon. So tomorrow po ang schedule ng pagpirma ni Pangulo ng ating national budget for 2022.

MELA LESMORAS/PTV4: Hi! Good afternoon, Secretary Nograles at kay Usec. Malaya.

Secretary Nograles, unahin ko lang po: Tumataas na naman iyong COVID-19 cases sa bansa, is this a cause of alarm sa Malacañang at maging sa DILG? Makakaapekto po kaya ito sa magiging bagong alert level sa bansa? Sa Malacañang side, paano po ito tinitingnan ng IATF at ng ating mga awtoridad? At sa DILG naman po, paano ang nagiging pagtugon dito ng mga LGUs?

CABSEC NOGRALES: Yes. Again, kagaya ng sinabi natin kahapon and in fact, paulit-ulit na nating sinasabi sa lahat ng Talk to the People din ni Pangulo at sa lahat ng mga briefings na ginagawa natin pati ng Department of Health pati sa lahat ng mga pronouncements ng DILG at lahat ng mga ahensiya ng gobyerno na ngayong panahon ng Pasko, ang panahon ng pag-iingat ‘no: It’s mask, hugas, iwas plus bakuna. Hindi po pupuwedeng mawala ang isa diyan sa apat. Hindi dahil naka-mask tayo at naghugas tayo at bakunado tayo, nakakalimutan natin iyong iwas ‘no.

Marami tayong nakikitang mga areas na nagsisiksikan ang mga tao, kahit naman naka-mask sila, kahit bakunado na, fully vaccinated pero nagsisiksikan pa rin, so naba-violate na naman po iyong isa sa apat. So dahil nga po doon, hindi nakakapagtataka na tumataas ang bilang. Of course, nababahala kami. Nababahala ang IATF. Nababahala si Pangulo. Nababahala ang buong puwersa ng Malacañang, at dapat ang taumbayan din po.

So importante na kumbaga lahat po tayo ay may responsibilidad, ‘di po ba? Huwag tayong pumunta sa mga matataong lugar, ‘di ba paulit-ulit nating sinasabi iyan, iwasan natin ang mga matataong lugar. Iwas nga, social distancing, physical distancing, hindi po nawala iyan sa equation. Hindi porke’t bakunado na tayo at naka-booster shot na tayo, nakalimutan na natin ang iwas. Minsan iyon ang naba-violate eh. But again, hindi puwedeng mawala ang isa sa apat.

So ngayon tumataas. Nagtatanong ang taumbayan: Bakit tumataas? Dahil nakakalimutan ang iwas. Ganoon lang po kasimple iyan, kaya nga paulit-ulit nating niri-remind. So of course, we are getting concerned. Of course, we are getting worried, at dapat lang! Kaya ang panawagan: LGUs please enforce. Kapag may tumataas ang bilang ng kaso, granular lockdown. Hindi po nawala sa equation ang granular lockdown. At responsibilidad po ng LGU mag-granular lockdown kapag may nakita kayong clustering of cases. Huwag nating kalimutan iyan, huwag nating hayaan na lumaki pa ito.

Again, this is a shared responsibility. Hindi po dapat nakaatang lamang sa balikat ng pamahalaan ninyo or ng LGU; nakaatang ito sa balikat nating lahat. It is a shared responsibility of all. Self-policing among yourselves, in your family, in your community, sa inyong barangay, lahat po tayo, huwag nating sayangin ang lahat ng pinaghirapan po nating lahat. Iyan po iyong panawagan natin.

Of course, we are concerned. Of course, we are worried. Lahat po dapat tayo ay maging concerned. So again: Mask, hugas, iwas plus bakuna – apat dapat.

MELA LESMORAS/PTV4: Sa DILG ba, sir, and iyan iyong… sa alert level po kaya, ibig sabihin kaya nito, sir, hihigpit pa kaysa gumaan?

CABSEC NOGRALES: Yes, sorry. Sa alert levels, we will be making the announcement soon ‘no. If not within the day, maybe perhaps tomorrow. Okay, but this, again, is the alert level for January 1 to January 15. Pero again, i-remind ko lang, bagama’t ang alert level ia-announce namin for January 1 to January 15, hindi po bawal na mag-increase tayo ng alert level sa provinces, highly urbanized cities kapag kinakailangan without even completing iyong 15 days. ‘Di ba nasa guidelines natin iyan, nasa policy po natin iyan. So kapag kinakailangan, sabihin namin, ‘Okay, alert level ganito for January 1 to January 15,’ pero kapag may nakita na spike ang IATF sa isang lugar, puwede tayong mag-increase ng alert level kung tumama siya doon sa mga parameters po natin for an increased alert level.

Okay? So we can accelerate immediately kung kinakailangan. Now, para maiwasan iyan, lahat po tayo, let us all comply with iyong apat. Let us all do our self-policing and self-regulation para hindi na po lumalala ang sitwasyon. Pero kung kinakailangan umaksiyon ang IATF, kung kailangan umaksiyon ang Pangulo ay gagawin po natin. But again, let’s not wait for it to come to that.

Again, January 1 to 15, mag-a-alert level po tayo; magpanibagong announcement for that, but we can accelerate if we want. LGUs, granular lockdown kayo kapag may nakita kayong pagtaas or pag-spike. Again, granular lockdowns can be done on a household, street level, purok level, community level, barangay level or series of barangay. Nasa kamay ninyo po iyan, nasa authority ninyo po iyan mag-granular lockdown kung kinakailangan.

MELA LESMORAS/PTV4: Opo. At panghuli na lamang po, CabSec Nograles, tungkol naman sa schedule ni Pangulong Duterte. Bukod nga sa budget signing bukas, may inaabangan po ba tayong aktibidad niya? Magkakaroon pa rin po ba siya ng mga pag-iikot sa mga naapektuhan ng Bagyong Odette ngayong araw o sa mga susunod na araw? Is he going to Negros po?

USEC. IGNACIO: Opo. Tanong naman po mula kay Rosalie Coz ng UNTV. CabSec, iyon daw pong projection ng OCTA na aabot sa 1,200 ang COVID cases. Natanong na po ni Mela iyong sinabi ninyo kung nababahala at kung magtataas ba tayo ng alerto. Similar question po iyan with MJ Blancaflor/Daily Tribune, Ivan Mayrina ng GMA News. Iyong ikalawa po niyang tanong ay nasagot ninyo na rin po, CabSec.

Ang pangatlong tanong po niya: Noong Lunes po ay nakapagtala ang DOH ng 19 firecracker-related injury sa bansa. Ano po ang panawagan ng Palasyo sa mga kababayang gumagamit pa rin ng firecracker lalo na iyong mga iligal na paputok? Hihikayatin ninyo ba ang mga kababayan na sa halip daw po na gumastos ng paputok, itulong na lamang sa mga kababayang biktima ng bagyo o mas ibang kapakipakinabang na bagay?

CABSEC NOGRALES: Tama po iyon, imbes na igastos natin sa paputok, sa firecrackers na bawal po, ibigay na lang po natin sa mga kababayan natin na nangangailangan. Those na tinamaan, lubos na naapektuhan ng Typhoon Odette, doon na lang po natin ibigay ang tulong natin.

Regarding firecrackers, ito na po ay in-announce na rin at paulit-ulit na sinasabi ni Secretary Ed Año ng DILG at ng buong puwersa ng Philippine National Police, at siguro para for clarity na rin, basahin na rin lang po natin at ito ay base sa Executive Order # 28 signed by President Rodrigo Roa Duterte noong 2017 pa, June 2017. Hindi pa po nagbabago ito, EO 28 Section 1, “To minimize the risk of injuries and casualties, the use of firecrackers shall henceforth,” henceforth, since 2017 pa po, “be confined to community fireworks display.”

Ito iyong kina-crackdown ngayon ng PNP, ng DILG. Community fireworks display lang po ang allowed ano po, so everything else hindi po puwede.

Ang community fireworks display po ay dapat under the supervision of a trained person duly licensed by the Philippine National Police and will only be allowed by the municipality or city concerned through a permit ‘no, through a permit. And Philippine National Police should have the guidelines on allowable areas where community fireworks displays may be conducted.

So, ibig pong sabihin, ito iyong kina-crackdown ngayon ng DILG at PNP. Bawal po! Dapat wala nga po tayong fireworks-related injuries na makikita dahil nga po community fireworks lang po ang puwede. Kina-crackdown na po iyan ng DILG at ng PNP.

So, imbes na bili tayo ng fireworks, ibigay na lang po natin sa mga nangangailangan. I think mas malaking tulong po iyan.

Ngayon, ang Department of Health ay mayroon din pong mga panawagan ‘no. Ito iyong mga pauli-ulit na sinasabi ng Department of Health, imbes na mag-firecrackers, gumamit na lang ng ibang percussion material. Siyempre, ayaw rin nating—nasa COVID din po tayo ‘di ba so hindi pupuwede iyong torotot, hindi pupuwede iyong anything na wind instruments na lumalabas sa ating bibig iwasan din po natin iyan so let’s just use percussion. Kumbaga, you know, pans, tambourines, bells or iyong light emitting devices, ito po ay nasa DOH reminders sa public.

So, ito na lang, ganito na lang po iyong gawin nating pagsi-celebrate ng New Year, tumulong tayo sa mga nangangailangan, huwag po tayong magpaputok, huwag tayong mag-fireworks, gumamit na lang tayo ng percussion materials, bawal ang torotot. Let’s just follow all of the guidelines.

Alam mo, iyong mga guidelines na ito mga kababayan, hindi naman natin ginagawa ito dahil wala lang. Hindi po ganoon they all serve a purpose and we cannot serve its purpose if the people do not comply. So, let’s just all comply with the guidelines.

USEC. IGNACIO: Opo. CabSec., may follow-up po diyan si Jopel Pelenio ng DWIZ, pareho po kayo ni USEC. MALAYA: Ano daw po ang panawagan ng pamahalaan sa mga LGU and barangay regarding this nang sa gayon ay hindi na po tumataas pa o tumaas pa ang bilang ng mga biktima ng paputok?

CABSEC. NOGRALES: Can we refer this to USec. Malaya, regarding DILG’s efforts?

DILG USEC. MALAYA: Yes. Maraming salamat po, CabSec.

Mayroon pong direktiba si Secretary Eduardo Año, as mentioned by CabSec. Nograles, for a crackdown on the manufacture, sale and use of illegal firecrackers and pyrotechnic devices para nga po maiwasan iyong firecracker-related injuries at mga sunog ngayong paparating na Bagong Taon.

Ito pong direktibang ito ay ibinigay ni Secretary Año sa ating mga local government units, sa Philippine National Police, kasama na rin po ang mga Bureau of Fire Protection. So, ang PNP po at LGU mayroon po silang katungkulan to enforce national and local policies regarding the use of firecrackers at puwede po silang magsagawa ng mga inspeksyon and they can also confiscate and sirain itong mga prohibited firecrackers and pyrotechnic devices.

Maigi din po, USec. Rocky, na alamin ng ating mga kababayan iyong mga ordinansang pinapairal sa iba’t-ibang LGU sa buong bansa kasi mayroon po tayo for example, sa Valenzuela, talagang total ban sila doon.

So, my advice to the public is alamin ninyo din po ang mga polisiyang ipinatutupad ng inyong mga local government units para po alam ninyo kung ano iyong mga naba-violate ninyo rin na mga ordinansa sa ating pagsalubong sa Bagong Taon.

USEC. IGNACIO: Thank you, USec. Malaya. For Sec. Karlo from Tuesday Niu ng DZBB: Katatapos lang po ng kalamidad sa Visayas and Mindanao, marami po ang namatay at malawak ang pinsalang idinulot nito. Hindi ba wrong timing ngayon na tanggalin na ang ban sa open pit mining na posibleng maging dahilan naman ng panibagong kalamidad sa ating mga kabundukan na maglalagay daw po sa peligro sa maraming tao?

CABSEC. NOGRALES: Sige po. Basahin ko na lang po iyong DAO ‘no, ito iyong Department Administrative Order na ipinalabas ng DENR. So, ayon dito na pinirmahan ni Department of Environment Natural Resources Secretary Roy Cimatu last December 23, iyong objectives po is:

‘To revitalize the mining industry and usher in significant economic benefits to the country.

‘The development of other industries and increasing employment opportunities in rural areas thereby stimulating countryside development.’

Iyan po ang purpose nitong pagpirma ng DAO or D-A-O ng DENR and in that regard, mayroon naman pong nakalagay na mga conditionalities and requirements bago sila payagang magbukas ‘no.

And part of the requirements and conditionalities ay kailangan mayroong mining project feasibility study and appropriate work programs kung saan makikita na it will not pose any possible hazard to public health and safety; it will not release hazardous chemicals into the environment; dapat ma-prevent iyong generation or acceleration ng acid rock drainage or other heavy metals or the disruption ng water table. Kailangan mag-conduct ng comprehensive stakeholders’ involvement process, so kailangan kabilang iyong mga stakeholders dito.

Mayroong appropriate programs for surface and subsurface slope stability monitoring; iyong safety – number one – ng personnel, communities, infrastructure and equipment is primary; kailangan may sufficient geological data, accurate assessment ng local geology, hydrogeology and surface hydrology; and may oversight committee kung saan kabilang iyong functions ng oversight committee to ensure the compliance ng lahat ng regulations and to enforce the law kapag nagkaroon ng any violation sa mga commitments as prescribed dito sa Department Admin Order na ito.

USEC. IGNACIO: Opo. Susunod pong tanong mula kay Trish Terada ng CNN Philippines: Has DBM downloaded funds sa cash assistance today at may we know which LGU got their share and may we know the breakdowns? Same question po sila ni MJ Blancaflor ng Daily Tribune, tinatanong po niya iyong total amount na inilaan para sa cash assistance na ito?

CABSEC. NOGRALES: May we refer to Usec. Malaya who is part of the technical working group?

DILG USEC. MALAYA: Yes. Maraming salamat po, CabSec ‘no.

According to the Department of Budget and Management, ngayong araw po ilalabas iyong Local Budget Circular (LBC) kung saan nakasaad po doon iyong total amount na ina-allocate ng ating pamahalaan para sa financial assistance at nandoon din po iyong alokasyon bawat local government unit.

So, I was told na it will be around 4.8 billion – baka po magbago pa ito – antabayanan na lang po natin iyong Local Budget Circular. Nandoon din po sa LBC iyong amount na matatanggap ng mga LGUs na naka-specify po doon.

Ngayon, sa tanong po kung kailan po mada-download?

Ngayong araw din po ida-download ng Department of Budget and Management sa mga LGUs ang kanilang alokasyon base po iyan sa Local Budget Circular na lalabas din po ngayong araw.

Tanong naman po mula kay Ivan Mayrina ng GMA News, Sec. Karlo, Palace reaction daw po: Senator Leila de Lima chided President Duterte for what she calls continued refusal by the President to assert the country’s territorial integrity and sovereign rights over the West Philippine Sea. She said that President Duterte’s recent claim that the Philippines cannot win any fight with China particularly the West Philippine Sea dispute, without acting on the issue first, highlights the President’s cowardice.

CABSEC. NOGRALES: Not true and we can highlight all the other accomplishments under the Security, Justice and Peace Cluster. Iyong binasa ko sa ating opening statement ay iilan lamang sa accomplishments ng cluster na iyan. Marami pa pong accomplishments at napakarami po at we can furnish a copy to anyone who wants to see how the Administration of President Duterte under the Security, Justice and Peace Cluster and through different acts and directives of the President has been able to establish and protect our sovereignty and our sovereign rights over our territory.

USEC. IGNACIO: Opo. Susunod na tanong mula po kay Maricel Halili ng TV5 para po kay USEC. MALAYA: USec. Malaya, kailan daw po sisimulan ang pamamahagi ng financial assistance sa victims ng Typhoon Odette?

DILG USEC. MALAYA: Okay. Nasa kamay na po iyan, Usec. Rocky, ng mga local government units because sila naman po ang mayroong pinakamabilis na paraan para maipamahagi ito sa kanilang mga kababayan na lubhang naapektuhan ng Bagyong Odette.

Basta ngayong araw po ay ibababa na po sa kanila. We expect them na right at this moment ay naglilista na ng kanilang mga constituents that were severely affected so they can start as soon as they receive the funds. At nandiyan naman po ang DSWD para magbigay ng technical assistance sa kanila at ang DILG naman po ay nandiyan para i-monitor and i-supervise ang kanilang pamamahagi.

Kay CabSec., tanong po mula kay Haydee Sampang ng DZAS: Ayon po sa SWS survey, 93% ng mga Pilipino ay positibo ang pananaw sa bagong taong 2022. Ano po ang mga gagawin ng pamahalaan para matupad ang mga inaasahan ng ating mga kababayan na mas magandang taon lalo na’t hindi pa tuluyang natatapos ang pandemya na labis pong nagpapahirap sa ating pamumuhay.

CABSEC. NOGRALES: Yes. We, of course, welcome and note the results ng SWS na marami talaga. I mean, that’s a huge, huge, majority of our kababayans looking forward to a better 2022 pero nasa kamay po natin lahat iyan.

Nandito iyong inyong pamahalaan, ang inyong gobyerno, para gawin ang lahat ng makakaya pero kailangan din po namin ng tulong po ninyo. Sa pagtutulungan po natin, we can overcome iyong challenges natin dito sa COVID. Patuloy lang po natin gawin ang nararapat.

Sa mga naging biktima ng Typhoon Odette, of course, kailangan pabilisan pa natin iyong ating pagtugon sa mga pangangailangan nila – sa mga lubhang naapektuhan talaga nitong bagyo na ito. At kami rin po ay patuloy na nananawagan sa ating mga kababayan na mga nais tumulong ay ipagpatuloy po natin ang pagtulong sa kanila.

With the signing of the 2022 National Budget, maaasahan po natin na in the remaining six months of the term of President Duterte, we will implement and fast track lahat ng mga programa, proyekto and activities na nakapaloob po sa 2022 National Budget especially kailangan nating gawin ito dahil mayroon na pong nalalapit na election ban, so we have to already implement bago pa man tamaan ng election ban para maramdaman agad ng ating mga kababayan ang mga programa at proyektong nakalagay po sa loob ng National Budget na iyan.

At nakapaloob po sa National Budget ang lahat ng mga programa na may mga purpose. Ang purpose po talaga natin ay magbigay ng magandang pagbabago at maramdaman ng ating mga kababayan ang tulong, ang pag-aruga, pagmamahal at malasakit ng inyong pamahalaan.

So, lahat po iyan ay gagawin natin sa loob ng naiiwang six months po sa administrasyon ni Pangulong Duterte.

USEC. IGNACIO: Opo. Tanong naman po mula kay Miguel Aguana ng GMA News: Kung mayroon na daw pong reaksiyon ang Palace: Makati Court has dismissed the drug case versus Kerwin Espinosa.
