Umpisahan natin ang briefing sa latest resolution ng inyong Inter-Agency Task Force or IATF:

• Una, inaprubahan ng IATF ang rekomendasyon na i-maintain ang Alert Level 2 sa buong Pilipinas mula January 1 hanggang January 15, 2022.
• Pangalawa, naglabas ang IATF ng bagong country risk classification epektibo mula January 1 hanggang January 15, 2022.

Under the Red List are: Eswatini, Lesotho, Malawi, Mozambique, Namibia and Spain.

Nasa Green List naman ang mga sumusunod: Bangladesh, Benin, Bhutan, British Virgin Island, China, Cote D’Ivoire or Ivory Coast, Djibouti, Equatorial Guinea, Portland Islands, Fiji, The Gambia, Guinea, Hong Kong, Indonesia, Kuwait, Kyrgyzstan, Liberia, Montserrat, Oman, Paraguay, Rwanda, Saba, ito po iyong special municipality of the Kingdom of the Netherlands, Saint Barthélemy, São Tomé and Príncipe, Senegal, Sierra Leone, Sint Eustatius, Taiwan, Timor Leste, Togo, Uganda at ang United Arab Emirates.

Ang Pakistan na nasa Green List ay na-reclassify ng IATF ngayong umaga to yellow list country. Ang Pakistan pati na ang mga lugar na hindi ko nabanggit sa dalawang listahan ay nasa ilalim po ng Yellow List.

Samantala, inaprubahan ng IATF upon the recommendation of the Department of Foreign Affairs ang acceptance, recognition for purposes of arrival quarantine protocols as well as for interzonal and intrazonal movement the national COVID-19 vaccination certificate of the following: Armenia, Belgium, Canada, France, Germany, Kuwait, New Zealand, Sri Lanka, Thailand, the United States of America, and Oman.

Kung inyo pong natatandaan may una ng inaprubahan na national COVID-19 certificates ang IATF, makikita ninyo ito sa inyong screen kasama rito ang Australia, Austria, Czech Republic, Georgia, India, Japan, Kazakhstan, Samoa, Singapore, Sri Lanka, Thailand, The Netherlands, Turkey, United Arab Emirates at United Kingdom.

The Presidents signed yesterday, Rizal Day, two very significant measures, the first is Republic Act 11641 which creates the Department Migrant Workers. Nakasaad sa batas na ito na Department of Migrant Workers or DMW ang pangunahing ahensiya sa ilalim ng Executive Branch na ang tungkulin ay protektahan ang karapatan at isulong ang kapakanan ng ating mga OFWs regardless of their status and of the means of entry into countries of destination.

The DMW shall absorbs the powers function and mandate of the Philippine Overseas Employment Agency and other entities involved in the welfare of migrant workers including the Office of the Undersecretary for Migrant Workers Affairs of the DFA, all Philippine Overseas Labor Offices or POLOs under the DOLE among others.

The welfare of Filipinos working abroad has always been a top priority of our President which why he has always a vocal supporter of this new body. All throughout his term, never nag-hesitate ang Pangulo na depensahan at ipaglaban ang kapakanan ng ating mga OFWs, ang ating mga bagong bayani.

Mamaya ay makakasama natin si Undersecretary Orville Ballitoc ng PLLO para pag-usapan ang batas na ito at paano ito makakatulong sa ating mga OFWs.

Pinirmahan din po ng Pangulo, ang General Appropriations Act of 2022. The passage of this law in the words of the President and I quote he stated “reflects the healthy collaboration among all branches of the government which is crucial in the attainment of our national development goals during this trying times” end of quote.

To talk about this in more detail we also have with us today DBM OIC Secretary Tina Canda.

Bago po ako tumuloy, nagpapasalamat po kami sa ating mga kaibigan at kasama sa lehislatura, thank you for the hours you put into passing this two key pieces of legislation. Our thanks as well to our department officials and experts who contributed time and effort to help our lawmakers craft and pass the Department of Migrant Workers Acts and the General Appropriations Act.

Tumungo naman po tayo sa results ng bagong survey ng Pulse Asia.

Since the President took office in 2016 the Chief Executive has been focused on fulfilling his mandate to steer a government committed to uplift the welfare of each citizens and to effect genuine and meaningful changes on the lives of over 100 million Filipinos.

Conducted from December 1 to 6, 2021 the recent Pulse Asia survey shows that the President has an approval rating of 72%, the highest among the top officials in government. This is in our view reflects the sentiments of our people who recognize and acknowledge the under the leadership of the President, the government has responded to the concerns and issues relevant and important to our citizenry.

We assure our kababayans that the President along with this Cabinet will continue to work hard in the months with come the interest and the welfare of the Filipino people foremost in his mind.

Sa usaping bakuna naman:

• Dumating kagabi, December 30, ang 609,570 doses of Pfizer vaccine na binili ng inyong pamahalaan.
• Samantalang dumating noong Miyerkules, December 29, ang 1,230,800 doses ng Moderna vaccines na binili ng private sector.
• On the same day, dumating din ang 1,981,500 doses ng AstraZeneca vaccines na binili ng private sector.
• Bago nito mayroon 2,500,300 doses na AstraZeneca vaccines na binili ng pribadong sector ang dumating sa bansa noong Martes, December 28.
• Dumating naman noong Martes, December 28, ang 367,380 doses ng Pfizer vaccine na binili ng private sector.

So, as of December 30 mayroon na po tayong mahigit 210 milyon doses of COVID-19 vaccine na natanggap mula Pebrero. Mga kababayan the numbers speak for themselves and we hope those who have not yet gotten vaccinated, get the messages: It is time to get your jabs!

We reiterate that we cannot be complacent and we cannot take anything for granted because the threat posed by the Omicron variant is real. Ayon sa Department of Health, bagama’t marami na ang bilang ng nabakunahan – 48.6 million or 63.06% ng ating target population ang fully vaccinated habang nasa 60.9 million or 78.97% ang nakatanggap ng first dose as of December 28, 2021 – mayroon po tayong estimated na 1.5 million seniors na hindi pa nababakunahan.

If they’re stressing that our senior citizens are the most vulnerable to the risk posed by severe and critical COVID-19, for perspective po, itong 1.5 million na bilang na ito kaya na nitong punuin ang ating mga hospital kung tamaan sila ng COVID-19. Kaya, nakikiusap po kami na agad na magpabakuna ang ating mga lolo at mga lola. Get your vaccines po para iwas hospital sa 2022 po.

Pumunta naman po tayo sa COVID-19 update ayon sa December 30, 2021 COVID-19 case bulletin ng Department of Health.

Nasa 1,623 ang bagong kaso ng COVID sa bansa. Tumaas din po ang ating positivity rate, nasa 6.6% po ito na lampas sa 5% indicator na binabantayan ng World Health Organization (WHO).

We cannot sugarcoat this. This is not how we want to start year 2022. We know everyone wants to make COVID-19 surges a thing of the past and this is possible only if we welcome 2022 conscious that we should keep our mask on, wash our hands, maintain social distancing and please get vaccinated.

Now for other data: Nasa 97.8% naman po ang porsiyento ng gumaling at nasa mahigit 2.778 million ang naka-recover. Malungkot naman naming ibinabalita sa inyo na kahapon ay mayroong 133 ang naidagdag sa bilang ng mga pumanaw dahil sa coronavirus. Nasa 1.81% ang ating fatality rate at ito ay nanatiling mas mababa sa 2% global average. Nasa below 25% naman po ang ating hospital utilization rate.

Sa ibang mga bagay, binabati natin ang mga suwerteng nanalo ng ‘Bakunado Panalo’ sa buwan ng Nobyembre. Naka-flash po sa inyong mga screen ang mga pangalan ng mga nanalo ng P5, 000. Congratulations po sa ating mga winners.

This ends my opening statement.

Let us now discuss the 2 important laws signed by the President. Let us start with DBM OIC Secretary Tina Canda to be followed by Under Secretary Orville Ballitoc. OIC Secretary Canda, are you on the line?

DBM OIC CANDA: Yes Sir, good afternoon.

CABSEC NOGRALES: Happy New Year, Sec. Canda. With the signing of the 2022 General Appropriations Act, ang tanong ng ating mga kababayan – sa dami ng ating mga challenges kabilang na dito iyong patuloy nating laban against COVID-19, plus iyong mga nasalanta at lubos na naapektuhan nitong Typhoon Odette plus iyong mga regular programs activities and projects ng ating pamahalaan for 2022 – makakayanan ba at nakapaloob ba sa GAA for 2022 ang lahat ng mga pangangailangan ng ating mga kababayan?

DBM OIC CANDA: Naka-ano naman po, na-consider naman po natin lahat ito. Pero kagaya po ng sinabi ni Pangulo kahapon, ang kinakabahan siya itong Omicron. Kasi, noon pong binalangkas itong budget na ito ay wala pang variant na Omicron ano. So, hindi po natin alam kung papaano, kung gaano karaming resources ang ide-demand sa atin nitong Omicron variant na ito.

Pero, otherwise kung ano naman po, kumbaga kung mas malaki ang pangangailangan then mag-a-adjust po tayo through augmentation or modification of the budgets of all the Departments and agencies.

CABSEC NOGRALES: Thank You, Usec. Iyong second question ko po is katanungan na rin ng ating mga kababayan ‘no. With the upcoming elections happening and then of course, alam natin that for those running for national offices, magsisimula na ang campaign period, paano naman po masisiguro that the projects and programs of the government will push through with an impending election ban happening very soon?

DBM OIC CANDA: Ang gagawin po namin dito, kasi mayroon tayong bagong patakaran or it’s a recent development na kung ano iyong nasa GAA ay ito na po ‘yung release natin – hindi na mag-aantay ang mga ahensiya o departamento ng Special Allotment Release Order.

So ang gagawin po namin at this point, after the New Year break ay titingnan po namin lahat noong mga—kumbaga iyong buong budget ng mga ahensiya, kung mayroon na po ‘yang mga detalye ano po o saan gagawin, anong gagawin, isasama na po namin ‘yan sa tinatawag nating comprehensive release para nang sa ganoon po hindi na abutan ito ng election ban.

So as much as possible, if the details are there, we will be including it in the positive list, so to speak, and then have these released to the departments and agencies. So ang magiging sigurong withheld lang diyan, iyong talagang bagong mga proyekto na walang detalye whatsoever – ito ‘yung mga maaaring in-introduce sa Congress or sa bicam ‘no at kumbaga at this point ay hindi pa naibibigay ang detalye po.

CABSEC NOGRALES: Thank you very much, OIC Secretary Canda. Please stay onboard for questions from the media.

Let’s now go to Undersecretary Orville to talk a little bit about the Department—the newest Department as signed by the President, the Department of Migrant Workers. Undersecretary Orville, can you hear me?

PLLO USEC. BALLITOC: Yes, sir. Magandang tanghali po, CabSec. Karlo Nograles. Kahapon po nagkita tayo sa Malacañang para sa signing ng bagong batas na ito.

Sa mga miyembro po ng Malacañang Press Corps at sa atin pong mga mahal na mga kababayan, pagbati po mula sa Presidential Legislative Liaison Office. Sa ngalan po ni Secretary Luzverfeda ‘Baby’ Pascual, nais po naming ipabatid sa ating mga kababayan lalo na po sa mga kababayan po nating nasa ibayong dagat ang isang napakagandang balita.

Kahapon po ay pinirmahan ng ating mahal na Pangulo bilang batas ang Republic Act No. 11641 – ito po ‘yung nagtatatag sa Department of Migrant Workers. Ang amin pong pasasalamat sa dalawang kapulungan ng Kongreso sa pagpasa ng naturang batas, ito pong kagawaran na ito ay isang bahay na magsisilbing tahanan ng ating mga bagong bayani – isang bahay para sa ating mga Overseas Filipino Workers.

Sa kasalukuyan po ay hiwa-hiwalay po ang mga opisina at ahensiyang nagbibigay ng mga serbisyo sa ating mga OFWs. Nakikitira lamang po ang mga opisinang ito, tumututok sa ating mga OFWs sa iba’t ibang ahensiya ng gobyerno, walang iisang matatakbuhan sa panahon ng pangangailangan na magbibigay nang mabilis at agarang serbisyo.

Ang POEA, ang OWWA ay mga attached agencies ng DOLE – nasa ilalim naman po ng OWWA ang National Reintegration Center for OFWs. DOLE rin po ang namamahala sa lahat ng Philippine Overseas Labor Offices o iyong mga POLO, International Labor Affairs Bureau o ILAB at maging ang National Maritime Polytechnic. Samantala po nasa ilalim ng DFA ang Office for the Undersecretary for Migrant Workers Affairs o OUMWA na in-charge po sa mga legal representation at repatriation ng mga OFWs. Nasa isa pang ahensiya, sa DSWD naman po, ang International Social Services Office para sa mga Pilipinong biktima ng human trafficking, overstaying at iyong mga tinatamaan ng kalamidad.

Ngayon po magsisilbing one-stop shop na mangangasiwa sa kapakanan ng atin pong mga OFWs, pagsasama-samahin ang mga susunod na pitong ahensiya na nangangalaga sa mga OFWs – ang POEA, ang POLO, ILAB, NRCO, NMP, ang OUMWA at ang Office of the Social Welfare Attaché. Ang OWWA naman po ay magiging attached agency na ng bagong ahensiya na ito.

Layunin din po ng batas na ito na mabibigyang-seguridad sila laban sa mga fixers at illegal recruiters dahil mayroong mga regional offices na mabilis nilang mapupuntahan para sa services at assistance. Magkakaroon din po ng 24/7 Emergency Response and Action Center Unit at Media and Social Media Monitoring Center na riresponde naman sa emergency needs ng mga OFWs at ng kani-kanilang mga pamilya.

So regardless po ng kanilang status, lahat ng distressed OFWs – dokumentado man o hindi – ay bibigyan ng assistance o tulong ng gobyerno sa pamamagitan ng bagong department. Isang full cycle at komprehensibong national na integration program naman para sa lahat ng mga OFWs mula sa pre-deployment, on-site, habang nagtatrabaho ang OFW sa ibang bansa, ang kani-kanilang pagbalik sa Pilipinas ay ipatutupad ang reintegration program. Ilan sa mga matatanggap nilang serbisyo ay skills training, psychosocial support at iba pang programa ng pamahalaan.

Ang paglagda po ng batas na ito ay nagpapatunay sa tunay na malasakit ng pamahalaang Duterte para sa ating mga bagong bayani. Maraming salamat po at Happy New Year!

Pero bago ko po i-end iyong aking opening statement, Sir CabSec, ay kung mamarapatin ninyo po kaming ipakita ang isang short AVP po tungkol sa naging journey o saga ng batas na ito; kasama din po iyong mensahe ng pasasalamat ng ilan nating mga kababayan.

USEC. IGNACIO: Yes. Good afternoon CabSec at sa atin pong mga bisita.

Sec. Karlo, ang unang tanong po manggagaling kay Pia Gutierrez ng ABS-CBN: May panawagan daw po si Senator Nancy Binay na pakilusin pareho ang PhilHealth at Department of Health sa pakikipag-usap mga private hospitals para hindi na madagdagan pa iyong mga gustong mag-disengage sa PhilHealth; ano po ang gagawing hakbang ng Palasyo tungkol dito?

CABSEC NOGRALES: Nasagutan po natin ito noong last press briefing po natin. Again, ang panawagan po ng PhilHealth sa ating mga hospital is to use the DCPM Wave 3 Facility ‘no – ito ‘yung debit-credit na paraan ng PhilHealth para mapabilis po iyong pagbayad sa mga hospitals. According to the DCPM 3 or Wave 3 ang funding sa mga hospitals 60% kaagad ang ibibigay; iyong remaining 40% upon compliance of the requirements ‘no.

So itong DCPM 3 na inu-offer po ng PhilHealth comes after iyong 1st wave at 2nd wave ng DCPM. So ito na po ‘yung 3rd wave ng DCPM para lalo pong mapabilis ang pagbayad sa mga hospitals and as I know it, ang mga hospitals po that threatened PhilHealth holiday have suspended ‘no, itong plano nilang mag-PhilHealth holiday and marami na po sa mga hospitals are already availing of the DCPM 3.

USEC. IGNACIO: Opo. Ang susunod pong tanong ni Pia Gutierrez ay: Nananawagan daw po ang mga senador na kumuha ng bagong mamumuno sa PhilHealth na eksperto sa finance, fund management at accounting para maging mas mabilis ang pagproseso ng claims sa PhilHealth. Ano ba ang assessment ng Pangulo sa performance ni Attorney Gierran bilang PhilHealth P/CEO at ano po ang latest directive ng Pangulo para po mapigil ang PhilHealth holiday?

CABSEC NOGRALES: Yes. As I’ve mentioned and as we know it, iyong mga hospitals that initially mentioned na magpi-PhilHealth holiday po sila have suspended their plans at karamihan if not all of them are now talking to PhilHealth para they can avail of DCPM 3. Palagay ko ito ‘yung pinakamagandang paraan para maka-move forward po tayo – by availing of DCPM 3 ay agad mababayaran ‘no ang mga ospital noong 60% while pending iyong 40% – at least mayroon na pong fund flow or cash flow na papasok sa mga ospital na iyon po ay makaka-benefit ultimately ‘no sa mga pasyenteng inaalagaan nila.

With regard to the other calls mentioned, iyong sa PhilHealth naman is—iyong head ng PhilHealth obviously is an appointive position. So katulad naming lahat, we serve the pleasure of the President – habang nandiyan po iyong trust and confidence ng Pangulo. Wala pa naman pong nababanggit si Pangulo but I think with the DCPM 3 method, this is one way for us to ensure na may fresh funds po na papasok sa mga hospital. Of course alam ninyo naman na para maka-claim iyong mga hospital mula sa PhilHealth ay kailangan maraming mga papeles at mga requirements ang kinakailangang ipakita.

So DCMP 3 is a way na mabilisang mabigyan/matugunan ang pangangailangan na cash and fresh funds ang hospitals with that 60% na download agad samantalang habang hinihintay iyong iba pang mga papeles, iyong 40% will come after all the requirements are fulfilled.

USEC. IGNACIO: Opo. Susunod pong tanong ay mula sa kay MJ Blancaflor ng Daily Tribune for OIC Secretary Canda: May we know daw po iyong total amount allocated for our COVID-19 response under the 2022 budget? Anu-ano daw po iyong items na ito at how much will be spent for each item?

DBM OIC CANDA: Doon po sa buong COVID response, ang talagang naka-allocate natin is around 107 billion pesos ‘no. But out of that amount, 87 billion noon is under the unprogrammed appropriation. So ibig sabihin noon eh mari-release lang iyon kapag nagkaroon ng additional revenues na makakalap ang gobyerno ‘no. Nagkakaroon naman ‘yan on a year-to-year basis kaya lang ibig sabihin lang noon hindi agad-agad mapupunan iyong pangangailangan.

However, for the 1st quarter I think safe na tayo kasi mayroon pa naman 20.6 billion na nakaprograma. So ibig sabihin at any given point during the first quarter, puwede na nating ma-release ito. Out of this amount, 7.9 billion ang for procurement ng mga RT-PCR cartridges; tapos mayroon tayong 900 million pesos para sa Virology Lab; mayroon din tayong 2.8 billion for the purchase of vaccines; at 9 billion para sa allowances ng ating mga frontline health care workers. Agad-agad ito ay magiging available. Ang total nito is 20.6 billion pesos ‘no.

Ngayon ang sabi ko nga, mayroon tayong mga allocation pa ‘no for vaccines na 45 billion plus iyong 42 billion pa para sa SRA na ito ay nasa unprogrammed fund ‘no. So siguro mga 2nd quarter onwards, tamang-tama naman makakakalap na tayo ng mga revenues niyan ‘no, magiging available naman iyan for the procurement of vaccines and payment of our health care workers; so iyon po ang breakdown natin.

USEC. IGNACIO: Opo. OIC Secretary Canda, ang tanong naman po ay mula kay Leila Salaverria ng Inquirer: Did the President veto anything in the 2022 budget; if yes, ano daw po ito? Similar question with Sam Medenilla ng Business Mirror at Cresilyn Catarong ng SMNI.

DBM OIC CANDA: Ang mga na-veto ay hindi naman mga delikadong item. May veto ‘no, may direct veto. Actually parang tatlong item ‘yan. Ito ‘yung—number one iyong application ng Agrarian Reform Law sa mga state universities and colleges; tapos iyong isa is the DOTr ‘no na—iyong mga walang budgetary provision, iyon ang vineto; kumbaga iyon ‘yung mga riders kasi ‘no.

Pangalawa is iyong paggamit ng commercial banks, street banks for Department of Agriculture. Again, walang provision iyon ‘no under the budget so it is actually a rider to the GAA so tinanggal natin iyon. Plus nga iyong sa DOTr na Gender Responsive Restroom Programs – again wala iyon provision sa GAA. So itong mga ito, na-veto iyon because there are also substantive laws backing it up ‘no; so wala namang delikadong na-veto.

USEC. IGNACIO: Opo. Thank you, OIC Secretary Canda. Secretary Karlo, tanong pa rin po mula kay Leila Salaverria: What is Malacañang going to do about what an expert said was the alarming rapid increase in COVID cases? What immediate actions could it take to prevent a repeat of previous surges that led to lockdowns?

CABSEC NOGRALES: Yes. Patuloy naman iyong pakikipag-ugnayan natin sa mga LGUs ‘no lalung-lalo na with DILG and DOH in the forefront. We also have our regional IATF on the ground sa bawat region at binabantayan natin iyong mga LGUs na mayroong mga pagtaas ng bilang ng mga COVID cases at patuloy iyong pakikipag-ugnayan at coordination natin with the LGUs – with the reminder sa mga LGUs na ‘pag tumama na po sa mga metric at ‘pag nakikita ninyo na po na may mga surges o pagtaas ng bilang ng COVID cases in your localities, immediately impose localized or granular lockdown sa mga areas po, mga barangay, purok, street level lockdowns, house lockdowns, residential lockdowns kung kinakailangan.

Kapag may nakikita kayong uptick or surge ng cases doon sa mga lugar ninyo, let’s control the situation immediately by utilizing itong mga localized granular lockdowns natin, house, street, purok, barangay, series of purok. Nasa kamay po ninyo, basta’t kasama iyan sa mga metrics at may pakikipag-ugnayan kayo sa Regional IATF ninyo. Let’s not wait na lumobo pa iyan sa inyong mga area dahil kami po sa IATF will not also hesitate to increase the alert level sa mga provinces or highly urbanized cities even, kapag nakikita namin na kailangan na talagang i-increase ang alert level.

Alam naman po ninyo na based on our IATF guidelines, bagama’t sabihin nating January 1 to January 15 ay alert level 2, if kinakailangan ng IATF to elevate any locality into a higher alert level status, we will do it. Kaya panawagan natin sa mga LGUs, mag-localized at granular lockdown kayo, kapag kinakailangan, especially kapag tumama na doon sa mga metrics at ang mga parameters na patuloy naman naming nire-remind sa inyo.

As for the general public, ang panawagan po natin lalung-lalo na ngayong New Year and beyond, iyong patuloy na minimum public health standards natin. Nandiyan po iyan mask, hugas, iwas plus bakuna. And then pagdating naman doon sa mga public/private establishment, make sure na maganda iyong ventilation, maayos iyong ventilation. So reminder na rin sa mga work places and all establishments to ensure na maganda po iyong ventilation sa inyong lugar.

But for everyone’s cooperation – we really ask for everyone’s cooperation here – again, this is a shared responsibility, this is a whole of society, whole of nation approach. Kaya nga tinatawag na whole of society, whole of nation, dahil hindi lamang po ang national government, hindi lamang po ito responsibility ng LGU, responsibility po ng bawat Pilipino itong pag-iwas ng pagtaas ng COVID cases, ang transmission ng COVID cases. So, it is everyone’s responsibility.

USEC. IGNACIO: Tanong pa rin po mula kay Leila Salaverria: CabSec, there are reports that po that a traveler from overseas may have violated protocols when she left her quarantine hotel to party. How certain is the government that quarantine protocols are not being breached in the different facilities?

CABSEC NOGRALES: On that point, I would just like to assure the public na iniimbestigahan na po iyan. The Philippine National Police, the CIDG, the Department of Tourism the Department of Health is already conducting the necessary investigations and fact-finding. And we will not hesitate to prosecute those who are violating the law. At talagang ipo-prosecute namin iyan. Hindi natin tatantanan iyan.

Kailangan po talaga nating—I’m sorry, this is a public health emergency. You cannot just let this go or you know, importante talaga that everybody follows the law and the laws are there for everyone’s protection and safety. And let’s not think na we can get away with it, dahil hindi talaga, hindi iyan mangyayari. Lahat ng dapat at kailangan sampahan, sasampahan ng kaso. Anybody who needs to be prosecuted, will be prosecuted. Again, because we are in a public health emergency. This is for the public safety, this is safety of everybody. The laws are in place, not for anything, but for everyone’s protection.

So, this is already being investigated and talagang, we will execute the laws accordingly and for all the other establishments and all the other international travelers, those coming from abroad, everybody, the general public. Alam ninyo, kagaya ng sinabi namin, it’s a responsibility, the responsibility of everyone. Whether traveler ka, naka-quarantine ka o ikaw iyong establishment, quarantine facility, isolation facility, alam naman ninyo kung ano iyong responsibilities ninyo. Naka-set in place lahat iyan.

So, it is up to you, it is really your responsibility to ensure that there will be no violations. If violations happened, then we will prosecute. It’s that simple! So, let it not come to that, again. Huwag na tayong maghanap ng paraan na, alam ninyo iyon, sundin na lang natin, for everyone’s safety and for everyone’s protection. But again, we will not hesitate to prosecute those that need to really be prosecuted. And we will really execute the laws accordingly and everybody who violates will face the proper sanctions.

USEC. IGNACIO: Secretary may follow up lang po si Maricel Halili tungkol diyan. Basahin ko na po: Can you expand daw po on the penalty sa nagba-violate ng quarantine protocols, like what Poblacion girl did? Paano iyong hotel na supposedly a quarantine facility, will they be suspended while the investigation is ongoing?

CABSEC NOGRALES: Ayokong pangunahan ano iyong magiging sanctions ‘no. But all possible sanctions, violation of the notifiable diseases act, any violation as prescribed doon sa mga agreements natin with the quarantine facility and the isolation facilities, may mga pinirmahan naman ang mga iyan at alam naman po nila kung ano iyong mga sanctions that they will face if indeed they were not responsible, if they were indeed violating the protocols, kung hindi nila binantayan ang kanilang mga naka-quarantine sa kanila.

So, we leave it up to the DOJ to file the necessary charges. After investigation is done by the PNP, after the investigation is done by our CIDG then we will leave it up to the DOJ to file the proper charges. But make no mistake. Anybody who violates, the law will catch up to you. So, don’t try it, huwag ninyong subukan, please.

USEC. IGNACIO: Opo. Secretary tanong naman po mula kay Sam Medenilla ng Business Mirror: Nakapag-decide na po kaya si President Duterte kung sino daw po ang ia-appoint niya na Cabinet Secretary for the Department for Migrant Workers? If yes, sino po kaya siya? Similar question with MJ Blancaflor ng Daily Tribune.

CABSEC NOGRALES: Huwag po muna nating pangunahan si Presidente. So, let’s wait for the proper announcement. But if it will come and when he decides to announce it, he will announce kung sino po iyong ia-appoint niya if ever.

USEC. IGNACIO: Opo. For Usec. Orville, tanong po ni Sam Medenilla ng Business Mirror: Ano na po ang status ng law for contractualization and will this still be passed before the end of the current administration.

PLLO USEC. BALLITOC: Maraming salamat po sa katanungang iyan. Actually ang ‘endo’ bill ay nakapasa na po on third reading sa Kongreso, sa House of Representative nitong December, if I am not mistaken, December 1 ngayong buwan. Sa Senado naman po ay several bills have been filed and it’s still pending in the committee. So, kami po bilang PLLO ay nagsusulong, ang mandate po namin is to shepherd the President’s legislative agenda or legislative priorities ay hanggang ngayon po ay isa rin naman pong prayoridad ng Presidente ang panukalang batas na ito. So our job is to really do our best in pushing for the passage of this law in both houses of Congress.

USEC. IGNACIO: Opo. Thank you po! CabSec tanong naman po mula kay Einjhel Ronquillo ng DZXL-RMN, bale may nabanggit na kayo nito, Secretary, baka may idagdag lang po kayo ano. Iyon nga, sinabi daw po ninyo, nabahala ang Palasyo sa bahagyang pagtaas ng kaso ng COVID-19. Pero bakit nanatili sa Alert Level 2 ang status ng buong kapuluan?

CABSEC NOGRALES: Hindi pa tumama sa parameters ng Alert Level 3 ang anumang province and highly urbanized city and independent component city so far. So, based po sa parameters po namin, noong tiningnan po namin iyong numbers, wala pa namang tumama doon, not yet ‘no. But again, nothing will prevent the IATF from imposing an Alert Level 3, kapag kinakailangan.

Bagama’t sabihin natin, ine-announce na namin na January 1 to 15 is Alert Level 2 for all, but if we see na kailangan i-elevate to Alert Level 3 ang isang province or ilang provinces or isang highly urbanized city, we will do it. Kahit na hindi pa siya nag-January 15. Kasama iyan sa protocols ng IATA.

So, that is the reason why, nakikipag-ugnayan po kami sa mga LGUs na nakikita po namin may pagtaas ng mga bilang ng kanilang COVID cases at nire-remind po namin ang mga LGUs na mag-granular at localized lockdown na, doon sa mga areas na may nakikita po tayong pagtaas ng bilang para hindi po lumala ang sitwasyon.

But, again, we will constantly monitor this, day by day. Patuloy iyong pagmu-monitor naman sa lahat ng lugar, lahat ng mga localities sa buong bansa and we will not hesitate to increase the alert level kung kinakailangan.

In the meantime, LGUs please impose localized lockdowns kung kinakailangan din po.

USEC. IGNACIO: Opo, ang second question po niya: Nasaan daw po si Pangulong Duterte, saan siya sasalubong ng Bagong Taon; at bibisita pa rin po ba siya sa mga biktima ng Bagyong Odette?

CABSEC NOGRALES: Every New Year, the President will spend his New Year’s in Davao to be with his family and his love one’s in Davao.

As to the next visits ni Pangulo, aabangan na lang po natin iyong next announcements when the President will and go and visit and which areas sa mga tinamaan noong Typhoon Odette and bibisitahin niya, pagkatapos ng New Year.

USEC. IGNACIO: Opo. From Llanesca Panti ng GMA News Online: Is there a need to increase alert level in NCR, which already has a 14% COVID-19 positivity rate per OCTA Research?

CABSEC NOGRALES: Continue to monitor the situation in NCR and in all other localities in the country. And we will not hesitate to increase the alert level kung kinakailangan. Again, but with a reminder to the LGUs to impose granular and localized lockdowns in your area, per street, per purok, per barangay. You can do that with the coordination of course with the RIATF, please do not hesitate to do those granular lockdown, so that we can contain and control the situation before it gets out of hand. But again, kung kinakailangang i-elevate, if it hits and breaches the parameters for a higher alert level, we will do it po.

USEC. IGNACIO: Opo. From Cresilyn Catarong ng SMNI: Tumaas pa ang approval rating ni Pangulong Duterte sa 72% batay sa pinakabagong Pulse Asia survey. Ano daw po ang dahilan ng patuloy na pagtaas ng approval rating ng Pangulo sa kabila ng sunud-sunod na challenges na kinakaharap ng bansa ngayong malapit na matapos ang kaniyang termino?

CABSEC NOGRALES: Sa palagay po namin, ito po ay isang reflection ng tiwala ng ating mga kababayan kay Pangulong Duterte at ang mabilis na aksiyon at pagtugon ni Pangulong Duterte sa lahat ng pangangailangan. Bagama’t marami po tayong challenges na kasalukuyang hinaharap ay mabilis naman po ang aksiyon ng Pangulo, ang pagtugon niya sa pangangailangan ng ating mga kababayan at siyempre nakikita po ng taumbayan ang tunay na malasakit ni Pangulo para sa bawat Pilipino dito sa ating bansa.

Kaya kami po ay lubos na nagpapasalamat sa tiwala at pagmamahal po ninyo kay Pangulong Duterte at sa kaniyang administrasyon.

USEC. IGNACIO: Opo. Mula kay MJ Blancaflor ng Daily Tribune: Iyong New Year message daw po ni Pangulong Duterte sa ating mga kababayan?
