Habang papalapit ang Mahal na Araw, inaasahan ng Department of Tourism ang pagdagsa ng halos tatlumpung milyong lokal at banyagang turista sa iba’t ibang destinasyon sa bansa. Ayon kay Tourism Secretary Christina Garcia-Frasco, na-activate na ng DOT ang kanilang regional operation centers para tiyakin ang maayos na daloy ng mga turista lalo na sa mga lugar na inaasahang magiging matao ngayong holiday season. Ang mga operations centers na ito nakatalaga upang mag-monitor at mag-cooperate at makipag-coordinate sa mga pangunahing tourist spots layuning masiguro ang maayos na pamamahala at karanasang ligtas para sa lahat. Good news na naman para sa ating mga estudyante sa Brgy. Pulong Sampaloc Elementary School sa Doña Remedios Trinidad sa Bulacan, malapit nang matapos ang renovation ng classroom building na ginagawa doon bilang bahagi ng Humanitarian and Civic Assistance Program sa ilalim ng Balikatan Exercises. Layon ng iaayos na classroom ang building na ito upang gawing mas maaliwalas at kaaya-aya ang learning environment ng mga mag-aaral. Patunay din ito ng commitment ng AFP at ng US Armed Forces para makatulong sa lokal na komunidad.

Samantala, nagsagawa naman ng isang community health engagement activity sa Barangay Dagupan, Lal-lo, Cagayan – bahagi rin ito ng Humanitarian Civic Activity or Action Program ng Balikatan. One hundred twenty-nine na residente ang nabigyan ng serbisyong medikal at dental examinations. Ang aktibidad ay bahagi rin o layon ng Balikatan Exercises na makatulong para mapalago ang lokal na ekonomiya partikular sa aspeto na medikal at public health.

At sa ating huling good news: Wala nang pila sa Immigration counters sa NAIA Terminal 3 kahit sa oras ng rush hour, mas madali na para sa mga departing passengers. Ito ay kasunod ng utos ni Pangulong Ferdinand Marcos Jr. na makapagbigay ng mas maginhawang biyahe sa mga pasahero ngayong Holy Week. Nagtulungan ang mga ahensiya ng Bureau of Immigration, MIAA, NNIC (New NAIA Infrastructure Corp.) at Department of Transportation para maibsan ang mahabang pila sa Immigration counters.

Simula ngayong araw, lahat ng 44 Immigration counters ng NAIA Terminal 3 ay bukas para mapabilis ang Immigration processing ng mga pasaherong may mga biyahe sa nasabing paliparan.

Ang sabi ng Pangulo, gawin nating convenient at safe ang travel experience ng ating mga pasahero at ito ang mabilis na sagot ng mga concerned agencies upang mapagaan at mapabilis ang Immigration processing sa ating paliparan.

At ito po ang good news natin sa araw na ito.

Ngayong araw ay makakasama naman natin si Health Secretary Ted Herbosa para magbigay ng impormasyon tungkol sa naging pagtulong ng Philippine Emergency Medical Assistance Team sa Myanmar. Kasabay dito ang direktiba ng ating Pangulo patungkol sa darating na Holy Week.

DOH SEC. HERBOSA: Good morning, Usec. Claire.

So iyon, nakita ninyo iyong video clip ng ating 32-man team – this is a Philippine Emergency Medical Assistance Team na WHO classified or certified/verified; last September lang tayo na-verify, medyo mga pitong taon kaming nagti-training. We have three of these teams out of 52 in the world, so medyo world-class na rin tayo pagdating sa disaster.

Ang features nito, iyong nadinig ninyong nagsasalita si Dr. Ivy Lozada – she is from the Eastern Visayas Medical Center, iyon ang Team No. 44 natin and Team 45 comes from  Tala sa Jose N. Rodriguez at Team 46 iyong galing sa J.B. Lingad. Iyong J.B. Lingad, iyon ang even before ma-qualify, napadala natin sa Turkey iyon. So itong team na ito is composite pero majority are from Eastern Visayas kaya ang maganda iyong istorya – they were victims in Typhoon Haiyan in 2013, today sila iyong team na nag-respond sa 7.7 earthquake in Myanmar.

And, madami kaming experiences, we were able to deploy in 48 hours – thank you sa Office of Civil Defense for providing us dalawang aircraft iyan. Actually doon sa isang aircraft, puno na noong gamit noong ating field hospital team, kapag nakita mo cramp na cramp sila doon with the equipment. And after the return, nag-half debrief na kami in my office and we were able to find some things that we can still improve para maging experience.

Ang maganda is that most of our team members, hindi kagaya ng ibang teams, talagang sanay na sa disaster kasi marami naman tayong deployments dito locally, nagamit din natin iyong team nila iyong mga nakaraang Northern Luzon bagyo. But this is the first time we’ve actually deployed it internationally since the September verification and iyong award noong aming certificate last November sa Abu Dhabi.

So, we’re very proud of this team. Kung mayroon silang Alex Eala sa tennis, mayroon kaming PEMAT – [Philippine] Emergency Medical Assistance Team sa mundo. And we have two other teams na nagdi-develop, so we now have one in Central Luzon, iyong J.B. Lingad; one in Metro Manila and one in Visayas.

Ang sabi ko nga sa EVMC, kapag kami nagka-Big One sa Metro Manila, kayo ang pupunta sa amin to actually help us. Tapos nagdi-develop din kami ng Southern Philippines Medical Center, Cotabato Regional Medical Center for Mindanao also, so hopefully we will have teams all over.

Ang plan namin is also to develop team for national level para mabilis na rin kaming mag-deploy kapag nagkaroon ng—alam ninyo after summer, umpisa na naman tayo ng ulan at bagyo at baha, we will be using this Philippine Emergency Medical [Assistance] Teams.

PCO ASEC. VILLARAMA: So, we now open the floor to questions related to the Philippine Emergency Medical Assistance Team sent to Myanmar. And we would like to call in some of those members.

DOH SEC. HERBOSA: I introduce Dr. Ivy Lozada, siya ang ating team leader; ang aming nurse, si Eric, Nurse Eric; and ang aming Logistics Officer, si Tyron; may sarili silang contraption din to develop iyong pampa-shower nila at iyong toilet nila – actually, maganda siya kapag nakita ninyo.

So, self-sustained contain team iyon. Binigyan lang sila ng lupa na parang isang small area where they build. They can answer some of your questions. Halika dito, Ivy, sit down here. Questions?

CHRISTIAN YOSORES/TELERADYO SERBISYO: Good morning po, Secretary, and to the team. Congratulations po! May plano po ba na bumalik po iyong ating team sa Myanmar kasi ongoing pa rin po yata iyong activities ng government to rescue or help iyong mga victims po ng earthquake?

DOH SEC. HERBOSA: Actually, our team was supposed to … can be deployed for 14 days but we were operational 10 days kasi iyon pala iyong mission order. May composite team kami na search and rescue, ang usual tradition ng Office of Civil Defense ay 10 days lang. But our team is packed and, logistics-wise, can stay for 14 days.

So, bumalik na because that’s the plane trip ‘no, pero nagpadala rin kami the day before ng six-man team for psychosocial support of the Filipinos in Yangon. So, may psychosocial team ako from National Center for Mental Health that are there processing our citizens na medyo affected by the disaster in Myanmar, so tuloy iyong assistance.

JONNEL MARIBOJOC/UNTV: Good morning po. Ano po iyong natutunan natin dito sa pagresponde natin sa Myanmar na maaaring mai-adopt natin dito sa Pilipinas?

DOH SEC. HERBOSA: So, number one, the fact na naka-deploy tayo within 48 hours, naunahan po natin iyong pinakamayamang bansa dito sa ASEAN – iyong Singapore. At kinukuwento nila sa akin, noong nag-set up sila ng kanilang field hospital, six hours ay na-set up na nila that’s because of training. Kinukuwento nila sa akin, iyong Singapore ay dalawang araw bago na-set up, [naging] operational iyong tent nila.

Pero punta na tayo ‘no, it comes with training; it comes with planning, iyong equipment. And then, ang maganda doon, may prepared teams na tayo with gamit and all others. So, what we learned is kailangan pala magkaroon ako sa Department of Health ng logistics and secretariat for these teams that we are developing para centralized na iyong aming mga logistics and supply chain.

Alam ninyo kapag disaster kasi the main important thing is being able to bring logistics at saka tao to the area affected, so with the help of the Office of Civil Defense and our air force, mabilis tayong naka-respond. I think, world-class tayo if you tell me na in the ASEAN region, tatlo lang iyong in-accept nila eh. They only accepted the Philippine team, the Japanese team and Singapore, and then later Indonesian ay na-allow din – later nagpadala din ang Indonesia. Pero tayo ang una!

EDEN SANTOS/NET25: Secretary, good morning po. Ito po ba ay assurance sa ating mga kababayan since ang Pilipinas po, especially Metro Manila at saka iyong mga kalapit na lugar, ay pinaghahanda po sa The Big One?

DOH SEC. HERBOSA: Correct ‘no, this is part of our—alam mo, kapag nagpunta ka sa mga international agencies – World Health Organization, UNDP, and all others, UNICEF – panay Pilipino rin iyong mga nagiging lider niyan. So, we are really supplying the world not only with nurses but with doctors and staff that are good in disaster risk reduction and management.

So, talagang isa ito sa ating pinagmamalaki kasi nga, ano tayo, battle-tested. Most of our personnel, hindi uurong iyan. And then, kuwento nga sa akin Ivy kahapon noong tinatanong ko, mayroon bang natakot, may umiyak ba, may nahirapan – hindi raw, mga experienced naman lahat.

We also had teams from the Turkey, iyong Turkey mission na kasama na in-embed namin doon para mayroong ma-experience. Mas hirap iyong Turkey kasi iyong Turkey, subzero iyong clothes; hindi pang-below 35. Ito at least, tropical climate eh, correct so mas maganda ang environment.

TUESDAY NIU/DZBB: Good morning, Secretary. Sila po ba ay nai-present na natin kay Presidente o may plano po ba na mai-courtesy call sila kay Presidente, at least mabigyan sila ng recognition or something – commendation?

DOH SEC. HERBOSA: Of course. Like the rest of the team, tandaan ninyo, 91 team iyong pinadala natin. It’s a composite team not only of medical teams – although, iyong medical team iyong naging pinaka-busy – mayroon tayong team, search and rescue team; USAR team, urban search and rescue team from the Bureau of Fire; mayroon tayong MMDA team; mayroon din tayong team from the private sector; and there’s the Army and the Air Force disaster response teams.

So, composite ito, 91 pero iyong pinaka-busy ay iyong medical kasi nga tapos na iyong rescue eh. After 48 hours na tayo dumating, so most of the health services nila, emergency and essential medical care so bising-busy.

CLEIZL PARDILLA/PEOPLE’S TELEVISION: Good morning po, Secretary. Secretary, will the teams deployed to Myanmar also responsible for training future emergency response teams? And what is the ideal number po emergency medical personnel needed kapag nagkaroon ng The Big One? And how are we addressing the gaps?

DOH SEC. HERBOSA: So, the training continues. We’re going to do continuous training and improvement. In fact, this is my instruction to Dr. Ivy that we start training and accepting new members. Each hospital has about a hundred trained personnel. Iba-iba iyan, may doctor, may nurse, may logistics, may engineer, mayroong … all these other specialties kasi it’s a composite team. And then, we continue to get young people to be trained in it. The beauty is, naumpisahan na natin. And then, these hospitals are also the ones trying to train the other ones that want to be WHO-verified.

So, in fact, the other one I’m instructing them to do is our level is type one. Tatlong level kasi iyan – Type 1, Type 2, Type 3. Iyong Type 1 verification, out-patient and emergency care; iyong Type 2, may kaunting surgery na and inpatient; at iyong Type 3, iyong may ICU na at parang field hospital. So, we are going to go to that level. Aakyatin din natin iyong type, level types ng ating international verification.

PCO ASEC. VILLARAMA: I guess, one last question related to the emergency response team or the Department of Health. Pier Pastor, Bilyonaryo News Channel.

PIER PASTOR/BILYONARYO: Hi, Secretary. Immediate other concern po. So hot na po, so ano po ang …nakahanda ba iyong hospitals for heat stroke patients and ano po iyong first aid that we can do?

DOH SEC. HERBOSA: So, let me say that the Department of Health has declared Code White of all our hospitals. That means they are ready for the … iyong all the incidents that can happen for people traveling for this Holy Week.

Number two – of course, our warnings for na effects of heat illness especially for people going to hot areas like the beaches. So, very important, stay protected. So, sunscreen for those going out; hydration; and then, don’t stay too long in the sun, for those people. And, of course, every Holy Week, nagkakaroon kami ng mga problems of drowning and near drowning, so very important din to watch your family especially in these places where you are vacationing and relaxing, make sure do not drink and drive; do not text and drive; and follow the rules of the road. Sana walang road rage kasi nga eh ano naman tayo ‘di ba, Holy Week, be patient and be kind to the other road users.

PIER PASTOR/BILYONARYO: Kapag nakaramdam ng something, ano po ba iyong gagawin?

DOH SEC. HERBOSA: Okay, so usually, if it’s heat-related illness, it starts with either thirst, very severe thirst tapos you can have a lot of cold sweats, and then eventually kapag hindi mo nakorek iyon, magko-collapse ka. So, it’s important early on na mag-cool down ka. So, the first thing you have … if you’re thirsty, you drink plenty of water. If you feel weak, fatigue, ang tinatawag na next step after thirst is iyong heat fatigue or heat weaknesses, mag-shade ka na or mag-aircon ka na – so very important.

Majority of the heat illnesses, nagri-recover basta na-treat early; we do not wait for them na mag-collapse. Kasi kapag nag-collapse ka, sa emergency ang tuloy mo, we will have to treat you in emergency setting. Prone iyong mga matatanda at mga bata at iyong mga may illness, so make sure these people don’t stay out in hot environment.

PCO ASEC. VILLARAMA: Thank you very much, Secretary Herbosa and to the members of the Emergency Medical Assistance Team. Usec. Claire?

PCO USEC. CASTRO: Maraming salamat po Secretary Herbosa ng Department of Health and members of the team. Puwede na po natin silang i-excuse. Salamat po.

Ngayon naman po ay makakasama natin ang ilang miyembro ng Philippine National Police para naman sa anti-criminality efforts na utos ni Pangulo Marcos Jr. Nandito po ngayon sina Major General Roderick Augustus Alba, ang Director for Police Community Relations; at saka si PNP Public Information Office Chief Colonel Randulf Tuaño.

MAJOR GENERAL ALBA: Maraming salamat po, Usec. Claire. Members of the press corps of Malacañang, magandang umaga po. In behalf of our Chief Philippine National Police, Police General Rommel Francisco Marbil, allow me to read our opening statement, this is in connection po sa pagpapanatili ng ating safety and security during this Lenten Season:

The Philippine National Police in partnership with other law enforcement agencies is fully committed to ensuring a safe, peaceful and meaningful observance of Holy Week across the country through our operational guidelines; we call this Ligtas SUMVAC 2025.

We have strategically deployed our personnel and mobilized forced multipliers – ito po iyong ating mga volunteer groups na tumutulong po sa ating kapulisan to key areas of convergence. When we say key convergence areas, ito po iyong ating mga simbahan, iyong house of worships, iyong ating tourist areas, iyong ating terminals, the airports and ports, iyong ating mga highways ay kasama po doon and other busy establishments.

So, mayroon po tayong estimated of 65,000 more or more PNP personnel nationwide na idi-deploy po sa terminal, transport hubs, pilgrimage sites, simbahan, tourist destinations. Ito po ay nakasaad sa aming guideline ang magkaroon po ng enhanced police presence or visible po ang ating Philippine National Police. We’ll also augment mobile patrols kasi po ang ating concentration ay sa highly populated areas, now mayroon pong mga kabahayan iyong mga subdivision areas, residential areas ay naiwanan po ang mga bahay – so, ito rin po ay isang focus namin.

Now, we have not received any threat for that matter for our security and safety this Lenten Season as of today but on the part of the PNP, we remain on full alert especially in historically vulnerable areas. Our intelligence units are closely coordinating with the Armed Forces of the Philippines kasama namin dito iyong Philippine Cost Guard to preempt any threats from any groups who would want to magkaroon po ng disorder iyong ating bansa.

So, as to our vital installations we have also increased deployment of our personnel around power plants, communication infrastructure and transportation terminals. We’re also closely coordinating with private security groups and local crisis management councils. Sinabi po ng ating good Secretary kanina mayroong mga possible road mishaps, sea mishaps – ito po ay aming pinagpreparahan sa ngayon on the part of the Philippine National Police. Thank you.

PCO ASEC. VILLARAMA: We now open the floor to questions for Major General Alba. Pia Gutierrez, ABS-CBN.

PIA GUTIERREZ/ABS-CBN NEWS: Sir, regarding this Holy Week, ano po iyong payo po natin sa ating mga travellers specially, pati din sa mga mag-i-stay lang po sa kanilang bahay to ensure their safety during this Holy Week break?

MAJOR GENERAL ALBA: Yes. Unang-una ay we should remain vigilant ‘no. Ang sabi nga natin, iyong crimes are attributed to three elements – iyong opportunity, iyong instrumentality, at saka iyong motive. So, kailangan po nating maging vigilant tayo – we save cellphone numbers sa ating mga cellphones; at bago tayo magbiyahe ay alam natin iyong mga hotline numbers kung saan po tayo pupunta; and of course atin pong ipagbilin sa ating mga kasamahang bahay or neighbors natin iyong ating pupuntahan; and make sure na properly guarded iyong ating bahay. Of course, na-mention din kanina iyong mga risk sa health, kailangan po nating we are healthy lalo na iyong pagdadala natin ng mga sasakyan.

So, ito po ay isa sa mga mabisang advice ng ating Philippine National Police and of course we have to closely monitor iyong ating mga advisories from government lalo na sa social media and closely coordinate with all the SUMVAC help desks na naitalaga po sa different ports and seaports sa ating bansa that way we can easily access all government help tourist desks.

PIA GUTIERREZ/ABS-CBN NEWS: And on another topic, sir, iyong VACC po is calling for a stronger government response on the recent spate of kidnappings in the country saying that administration needs to rethink its strategy in addressing and preventing and solving kidnapping cases. So, ano po ang response ng PNP dito at kung may directive din po si Pangulong Marcos tungkol dito?

MAJOR GENERAL ALBA: Yes. Unang-una, we acknowledge iyong information coming from VACC but of course our PNP is focused sa ating continuous law enforcement operations and anti-criminality operations. Mayroon pong tumututok na Special Investigation Task Group sa reported kidnapping incidents but of course we cannot compromise other security aspects noong ating bansa especially—lalo na sa Lenten Season at itong ating patuloy na pagtulong sa ating Commission on Elections sa pagpapanatili ng peace and order during this election period.

But of course, again, we acknowledge nga iyong sabi ng ating VACC and we are actually restructuring guided by our Chief PNP iyong ating anti-kidnapping group na lalong mapapalakas iyong grupo na ito to curb incidents such as kidnapping.

And I’d like also to report aside from these initiatives, last April 11 po iyong ating Federation of Filipino-Chinese Chamber of Commerce and Industry, Inc. ay mismong pumunta po sa himpilan ng ating Chief PNP kasama iyong mga key personnel ng Philippine National Police. And amidst this ongoing investigation, they asked kung ano pong pupuwedeng maitutulong ng kanilang chamber – remember that they have 170 chambers from Aparri to Jolo and they can really help ‘no sa peace and order.

Ang napag-usapan po doon at ni-recommend ng ating PNP is to create a specialized desk – tawag namin dito is PCFC – PNP Chinese-Filipino Community Help Desk. So, this is a desk liaisoning lahat ng concerns po ng ating sector from the Chinese-Filipino. We talked here on protecting iyong ating kasamahan sa community and engaging them with the projects and activities na mapanatili po na ma-sustain natin iyong ating peace and order as far as the Filipino-Chinese Community is concerned. But definitely magkakaroon muna po kami ng pilot testing, itong proyekto na ito like for example in Manila particularly in Binondo where highly concentrated iyong ating communities, in Cebu, Davao, Iloilo and Region III. Now if we see that magiging successful ang project na ito po ay ito pong long-term, isa sa mga long-term solution or interventions ng PNP na ma-address po natin iyong mga incidents na ganito po.

CRISTINA JOSE/REMATE: Hello, sir. Good morning po. Balik lang po tayo doon sa Holy Week. Nakapag-coordinate na po ba ang PNP sa mga barangay officials?

MAJOR GENERAL ALBA: Yes, ma’am. Actually, kasama po sila sa deployment na sinasabi natin because the 65,000 personnel are not purely members of the uniformed service ng PNP – sa PNP lang po ito. We are actually deploying 40,000 – iyong 40,000 na ito po this covers the entire summer vacation security deployment. Now, pagdating po ng Holy Week, we increased it with another 25,000. Aside from this, we will be engaging volunteers groups, so kasama po iyong ating local government units and other organizations that are accredited ng PNP that help us sa aming safety and security operations all throughout the Lenten Season.

KRIS JOSE/REMATE: Sir, ano po iyong particular crimes na binabantayan kapag Holy Week?

PNP SPOKESPERSON COL. ALBA: Yes, thank you for the question. So, ang PNP are always focused dito sa walong krimen, like robbery, theft, murder, rape, carnapping, et cetera. But we are very particular sa crime against properties, sinabi ko po kanina, once we leave our homes, ito po talaga ay common targets ng mga suspects or criminal suspects na tatargetin nila. That’s why ito po iyong ating guidance na we have to closely coordinate with our nearest police stations before we leave our home at keep these numbers with us. Dapat may mga load iyong ating cellphone na anytime po ay puwede tayong mag-access ng mga websites ng PNP, getting the hotline numbers.

IVAN MAYRINA/GMA INTEGRATED NEWS: General Alba, sir, good morning. The recently released political ad featuring the Vice President and Senator Marcos paints the situation in the country as black at isa po sa mga dahilan daw nito ay krimen.  What does the PNP have to say about this?

PNP SPOKESPERSON COL. ALBA: Yes, of course this creates a lot of perception. But sa amin po sa PNP ay tuloy-tuloy lang po ang aming kampanya against all forms of lawlessness. But we can only speak of our—what we have, iyong ating crime statistics, which we actually reported few days or few weeks ago, where it covers January to April of 2025 as compared to last year where we have a big decrease of 26% sa aming crime statistics. So, we stick with the reality of what we have now, iyong aming data.

IVAN MAYRINA/GMA INTEGRATED NEWS: So, iyong binabanggit po na iyon ay—it’s a narrative being pushed by the other side of the political spectrum, tama po ba, o ito po ba ay perception lamang because the data does not seem to reflect that perception?

PNP SPOKESPERSON COL. ALBA: As I said, all that we see, minsan we are misinformed, disinformed, but we respect ‘no, sabi ko nga iyong perception ng ating mga community, but we speak of our duties na dapat naming pinapatupad and we should not be affected by these negativities kung mayroon man.

IVAN MAYRINA/GMA INTEGRATED NEWS: And you can tell the citizenry, sir, that our streets are safe?

PNP SPOKESPERSON COL. ALBA: Definitely! Of course from time to time, mayroon tayong mga crimes na naging highly sensationalized na hindi kaagad ma-solve. But these are acted upon immediately and for us, it does not represent the entire situation of our country.

HAYDEE SAMPANG FEBC: Magandang umaga po, sir.  Sa ngayon po, ang dami talagang nagbibiyahe and recently po may mga incidents po ng rent-tangay. So, paano po kaya makakapag-ingat iyong ating mga kababayan para hindi po mabiktima ng modus na ganito?

PNP SPOKESPERSON COL. ALBA: Yes. Like I said, mas mainam po na we get hold of the hotline numbers, hindi lamang po hotline numbers ng Highway Patrol Group kung saan siya ay nakatutok sa mga kasong ganito, but the entire hotline numbers of different police stations; mababasa naman po ninyo kapag dumadaan ka sa ibang areas and you get a picture of that and you report immediately.

Now, we are actually engaging these groups. Itong mga rent-a-car na businesses to closely coordinate with our police stations and our highway patrol group; binigyan na po ng instruction ng ating Chief PNP iyong HPG na tutukan ang ganitong mga kaso.

HAYDEE SAMPANG FEBC: Pero, sir, when it comes to prevention, so para po makaiwas na hindi po sila mabiktima ng ganoon, ano po iyong mga parang red flag?

PNP PIO TUAÑO: Thank you, salamat po. With the observance of the Holy Week season po natin, the Philippine Coast Guard has increased its alert status into heightened alert  last 13 April po, nitong Sunday, in which the PCG has deployed 17,000 coast guard personnel to conduct pre-departure inspection, to conduct inspection din po doon sa ating mga resorts. At the same time, ito po iyong pagka-conduct din po ng K-9 paneling ng mga K-9 dogs po natin. We have also deployed ito pong ating mga Coast Guard Auxiliaries in the Malasakit Help Desk in which, makikita po ninyo sila dito po sa ating mga major ports and pantalan sa buong bansa natin.

Ang atin pong mga barko ng coast guard ay nakaalerto rin po, na handang mag-respond in any maritime incident na report. Kasama po niyan ang ating lateral coordination, na-mention po kanina ng ating kasamahan sa PNP, sa LGU po natin, sa ating municipal and city disaster risk reduction management offices, kasama na rin po iyong ating mga coastal barangays. So, malawak po ang gingawa ng PCG ngayon at paghahanda upang ma-ensure at matiyak po natin na ang Mahal na Araw ay magiging safe and secure sa ating mga bakasyunista at turista.  Maraming salamat po!

PCG DEP. SPOKESPERSON CMDR. ENCINA: Sir, as of the moment, wala naman po tayong namo-monitor pa na mga vessel na hindi naabot iyong safety standard. The fact na before po sila mag-conduct ng kanilang mga voyages, we ensure that we have coast guard personnel deployed to conduct the pre-departure inspection. Once na hindi po sila mabigyan o ma-provide-an ng clearances ng Coast Guard, their company will be alerted to renew their pertinent documents prior to that.

TUESDAY NIU/DZBB: Good morning, sir. So far, sir, sa inyong monitoring, anong mga pantalan po iyong kailangang bantayan ng husto for possible overloading doon sa mga barko at iyong hindi naiiwasan, may paglabag iyong mga shipowners tungkol dito dahil sinasamantala iyong pagkakataon na maraming pasahero so baka sumusobra iyong pagbibenta nila ng tickets o pasahero doon sa barko?

PCG DEP. SPOKESPERSON CMDR. ENCINA: Yes, speaking of overloading, ma’am, punta muna po ako doon. For the overloading, our Secretary Vince Dizon has directed the Philippine Coast Guard, the MARINA and the PPA to strictly observe ito pong anomaly na ito. So hindi po natin hinahayaan, partikular kami po sa Philippine Coast Guard ang any acts of overloading both in passengers and cargo. So, hindi lang po natin tsini-check iyong mga pasahero, figures kung ilan po dapat ang sumasakay sa ating mga barko, partikular at gayon na rin po itong ating mga kargamento na nilo-load, kasi it doesn’t exempt them for this overloading issue po natin.

We are also enclosed coordination, ma’am, sa ating mga shipping owners at tayo po ay nanawagan sa kanila, tama po iyong na-mention ninyo ‘no, na huwag samantalahin ang pagkakataong ito. And we will not tolerate po, once na mayroon po kaming ma-observe na mga overloading vehicles or overloading ships na magbibiyahe po and we will not allow them in the first place. PIA GUTIERREZ/ ABS-CBN: Sir, last year marami tayong na-monitor na mga incidents of drowning during the Holy Week break, mayroon po tayong ginagawa to prevent this from happening or at least ma-minimize iyong number of casualties? And kung mayroon din po ba tayong monitoring doon sa mga nag-o-offer ng mga recreational activities, iyong mga—iyong sa mga banana boat for example, iyong sa mga scuba diving, paano po iyong monitoring natin dito to prevent any accidents po?

PCG DEP. SPOKESPERSON CMDR. ENCINA: Well, kasama po sa mandato ng Philippine Coast Guard aside po sa pagka-conduct ng pre-departure inspection this coming Holy Week is to also inspect iyon pong ating major tourist spots, kasama na po iyong mga beach resorts natin at other areas po na ginagawan po ng recreational activity. Ang coast guard through our maritime safety services units and offices is conducting ito pong tinatawag nating recreational service enforcement inspection. So, ngayon po halos karamihan po sa ng ating mga major or iyon pong mga dinadagsa ng mga turista ay ini-inspect po ng ating mga coast guard inspector.

Ano po iyong hinahanap at ini-inspect ng ating mga coast guards diyan, number one is iyon pong kanilang lifeguard, napakahalaga po noon, the PCG is also an agency which is mandated and authorized to issue itong pong mga certificates na ito, so,  kasama po sa tsini-check namin iyong lifeguard. Aside po doon is iyong availability po ng clinic and first aid personnel na agad-agarang magriresponde once there is an incident, iyong drowning incidents na na-mention po natin, so isa po ito sa mga tsini-check ng PCG.

And most importantly iyong ating pong information dissemination, so ang coast guard station and substations personnel po natin ay umiikot dito po sa ating mga major beach areas and beach resort para po ma-inform sila na may coast guard po na agad-agaran magpo-provide ng necessary assistance once kailanganin po ng ating mga turista.

At ngayon po, para sa katanungan para sa food security, makakasama natin si NFA Administrator Larry Lacson. Good morning, sir.

NFA ADMINISTRATOR LACSON: Good morning po, Usec. Claire and good morning sa ating Malacañang Press Corps. The National Food Authority is happy to announce na ang ating pong buffer stock sa kasalukuyan ay nasa 358,000 metric tons, kung susumahin natin sa sako ng bigas ito po ay katumbas ng 7.16 million bags, katumbas na bigas.

Ang ibig pong sabihin niyan, ito po ay magla-last ‘no, ng 9.36 days kaya pong pakainin ang buong Pilipinas ng mahigit siyam na araw. Pagdating naman po sa ating mga consumers, mababang presyo ng bigas ang National Food Authority po, ay mayroon programa together with the Department of Agriculture and FTI (Food Terminal Incorporated) and with cooperation of our LGUs, mayroon tayong tinatawag na P30.00 per kilo na bigas sa merkado sa mga participating LGUs. And at the same time, patuloy iyong ating P29 o iyong P20.00 na bigas para sa ating mga vulnerable sectors.

Sa ating mga magsasaka naman, alam naman natin panahon ng anihan, marami ang nagbebenta sa National Food Authority. So, sa first quarter of the year, ending March 31 naka-procure na po ng 2.2 million bags of palay, katumbas po iyan ng 2.6 billion pesos na po ang nabili natin mula sa ating mga magsasaka. At patuloy pa po tayo namimili hanggang sa kasalukuyan.

Isa pong programa na pinatutupad natin at kasalukuyan nating ini-improve ay iyon pong fast lane for our small farmers. Dati po, 50 bags lamang ang pupuwedeng pababa, ngayon itinaas natin to 70 bags pababa para mas ma-accommodate pa natin iyong maraming magsasaka na gustong magbenta sa National Food Authority. Iyon lamang po, maraming salamat.

PCO ASEC. VILLARMA: Questions for Administrator Lacson. Eden Santos, Net25.

EDEN SANTOS/NET25: Administrator, good morning po. Doon po sa nabanggit ninyo na mayroon tayong supply ng pagkain para sa 9.36 days, ano po, can we safely say na ito pong supply ng pagkain na ito ay masasabi na ang Marcos administration po ay on track para doon sa kanilang ini-aim na food security ng Pilipinas?

NFA ADMINISTRATOR LACSON: Okay. Kung ang bigas ang ating pag-uusapan ay ako, masasabi ko na we are on track, in fact, in less than a year from one day to last buffer stock, ngayon po ay 9.36 na. So, we are on track and we are continuously increasing our buffer stock for rice; alam naman natin na ang bigas ang pangunahing gauge for food security. And for this year, dahil nabago na nga iyong RTL, we will increase our buffer stock up to 15 days. So, from 9.36 ihi-hit natin iyong 15 days hangga’t mayroon po tayong pambili ng palay sa mga magsasaka.

EDEN SANTOS/NET25:  Kasi po, iyong issue ng food security ay lead agency is Department of Agriculture, tama po ba?

NFA ADMINISTRATOR LACSON: Tama po iyon.

EDEN SANTOS/NET25: Hindi po ang Department of Social Welfare and Development?

NFA ADMINISTRATOR LACSON: Ang primary mandate po ni Department of Agriculture is palakasin ang sektor ng agrikultura for food security.

EDEN SANTOS/NET25: Okay po, nabanggit ninyo po na mayroong P30.00 na kilo ng bigas at parang mayroon din P20.00, tama po ba?

NFA ADMINISTRATOR LACSON: P33.00 at P29.00

EDEN SANTOS/NET25:  Ito po ay limitado lamang iyong supply na maibibenta po sa ating mga kababayan, where mas marami pong mga mahihirap na Pilipino ang maaari pong maka-avail nito?

NFA ADMINISTRATOR LACSON: In terms of volume na puwede naming ilabas, puwede kong sabihing hindi limitado ang volume, kasi sa napakarami nating stocks na kailangan din natin ilabas ano, but in terms of availment per individual or per household, mayroon pong mga isinet na parameters ang Department of Agriculture para po hindi rin naman masamantala ‘no. Doon sa P29 or para sa mga vulnerable sectors, I think itinaas ni Secretary Francisco Tiu Laurel iyan into 30 kilos per month.

EDEN SANTOS/NET25:  Last question na lang po, Administrator. Iyon pong 2.2 million bags of palay na nabili sa first quarter po, saan po specific na mga lugar ito o probinsiya ng ating mga magsasakang nabili?

NFA ADMINISTRATOR LACSON: Ito po’y buong Pilipinas, except for NCR at saka a little sa Region VII kasi wala talaga silang production noon.

AILEEN TALIPING/ABANTE: Good morning Administrator, mayroon pa bang sapat na pondo para dito sa season na ito, iyong pagbili ng palay?

NFA ADMINISTRATOR LACSON: Opo, marami pa po tayong pambili dahil nakaka-2.6 billion pa lamang po tayo. Ang ibinigay po sa atin ng gobyerno ay 9 billion at inuubos pa rin po natin iyong kaunting natira last year.

AILEEN TALIPING/ABANTE: Sir, nakarating na po ba sa inyo ang report na iyong karamihan sa nagbibenta ng palay sa NFA particularly Region II ay mga trader na at hindi na mismo iyong mga magsasaka ang nabibilhan ng palay?

NFA ADMINISTRATOR LACSON: Well, nakakarating po sa atin iyong mga ganiyang reports at bini-verify natin iyan immediately – and it turned out mga farmer coops and association po ito. So, they are properly documented at may mga pinapakita po silang mga rehistro ‘no from the RSBSA ng Department of Agriculture.

AILEEN TALIPING/ABANTE: So, they are considered also farmers? Kasi ang sabi traders sila, sila ang bumibili ng palay sa farmers sa murang halaga and then ibibenta nila sa NFA.

NFA ADMINISTRATOR LACSON: Ang sistema po ganito ‘no, the farmers can sell directly to us or their coops and associations.

CLEIZL PARDILLA/PTV: Good morning po, Admin. Admin, what does it mean for the government kapag na-fulfill po iyong siyam na araw na buffer stock at kailan po mapupuno iyong 15 days na buffer stock? How essential na makamit ito before the ‘ber’ months and the onset of the rainy season? Salamat po.

NFA ADMINISTRATOR LACSON: Iyong 9-day buffer stock natin napakaimportante niyan ‘no. Kung bigyan ko kayo ng context, noong panahon ng pandemya, 2020, ang napa-release po natin sa isang taon, 2020, ay katumbas ng nine days o iyong more than six million bags of bigas. So, iyan iyong kahalagahan noong nine days na iyan sa atin. Kung magkaroon man ng pandemya uli, kayang-kaya natin isang taon na mai-distribute iyan sa ating mga kababayan.

Kailan natin mari-reach iyong 15 days – hoping before the year ends ma-reach natin iyan or sa second… itong wet season harvest ma-achieve natin iyan at iyon kasi ang bagong mandato ng RTL sa atin. Although there is a challenge as well dahil ang pondo na ibinigay sa atin ay pang-nine days buffer stock lang.

SAM MEDENILLA/BUSINESS MIRROR: Good morning, sir. Bale, magkano po iyong kakailanganin nating budget para ma-complete iyong 15 days na minention ninyo kanina na buffer stock at saka mayroon po ba tayong available space sa mga warehouses? Kasi previously, na-mention po ni Sec. Laurel na medyo kinulang na tayo ng 300,000 metric tons. Ngayon po ba paano natin maku-complete iyong 15 days kung iyong 9 days nga medyo nahirapan na sa mga warehouses?

NFA ADMINISTRATOR LACSON: Yeah. Okay, ganito ‘no. Sa unang tanong mo, mga eight billion pa ang kailangan natin to fill up the 15-day buffer stock. Pero dahil flexible ang pricing natin, puwede nating maitaas/maibaba iyong presyo ng palay and we can buy more kung medyo mura ang palay ‘no.

Ngayon, kung sapat ba iyong ating mga warehouses – we have an existing ongoing program for modernization of our warehouses ‘no, 136 warehouses are now under repair, 36 are under construction. Iyong sa mga repairs, we expect by the end of next month marami na diyan ang matatapos at magagamit na natin para dito sa mga karagdagang buffer stock.

Totoo iyon sa ngayon, we are experiencing problems of warehouse congestion. In fact, 36% of our warehouses sa mga high-producing regions ng palay ay puno na or almost full na. Iyon ang ating napi-pick up ngayon sa mga social media and all the news na ang haba ng pila sa NFA dahil 36% sa ating mga bodega sa Rehiyon I, II, III, IV, VI, X, XII eh 36% puno na.

SAM MEDENILLA/BUSINESS MIRROR: Bale, sir, i-clarify ko lang. Iyong na-mention nila kanina na 8 billion, on top ito doon sa 9 billion na existing budget ng NFA for this year?

NFA ADMINISTRATOR LACSON: Yes.

SAM MEDENILLA/BUSINESS MIRROR: May plan po kaya ang NFA to request for additional budget?

NFA ADMINISTRATOR LACSON: That, we will do when the time comes. Pero ang iniisip ko kasi as the Administrator of the National Food Authority, if we can unload the existing stocks now, that will generate fund for us to buy more palay.

SAM MEDENILLA/BUSINESS MIRROR: Tapos, dahil nga may insufficient fund tapos medyo may kulang pa rin sa warehouses, do we still think that it is feasible to reach iyong 15 days na buffer stock this year?

NFA ADMINISTRATOR LACSON: To be honest, it’s a tall order pero I think it can be achieved basta’t na-manage nating mabuti at makalabas iyong ating mga stocks sa ating mga bodega. That’s why I am also encouraging our countrymen para at least kung gusto nilang maka-avail ng 33 pesos at 29 pesos, encourage nila iyong kanilang mga local government executives na mag-participate dito sa food security emergency program or declaration ng Department of Agriculture para ma-declog iyong aming mga warehouses. So, para ma-push nila iyong mga LGUs, medyo hindi ganoon kainit iyong pag-withdraw ng mga local government units sa ating mga stocks, that will help us a lot kapag nailabas natin.

SAM MEDENILLA/BUSINESS MIRROR: I-clarify ko lang, sir. Bale, ano iyong buying price noong sabi ninyong 8 billion plus, 9 billion, iyong para maging sufficient iyon, ano iyong buying price dapat?

NFA ADMINISTRATOR LACSON: It’s a varying price kasi. Price range tayo, we can buy from P17 to P23 sa fresh; P23 to P30 ang clean and dry so walang specific price tayo depende sa panahon.

AILEEN TALIPING/ABANTE: Follow up ko lang, sir. ‘Di ba nagbibenta kayo sa LGUs, gaano na karami po ang nag-avail doon sa offer ninyo?

NFA ADMINISTRATOR LACSON: Magandang tanong iyan. Sa ngayon, February 3 na-declare iyon pero hanggang sa ngayon nasa 20,000 bags pa lang iyong actual na lumalabas sa aming bodega. Pero napakaraming orders, meaning hindi pa lang nila nawi-withdraw. Ang reality is 20,000 bags pa lang.

AILEEN TALIPING/ABANTE: Ano po ang nagiging dahilan at parang nababagalan?

NFA ADMINISTRATOR LACSON: Well, we can only speculate pero iyong iba kumukuha kasi ng Comelec exemption, iyong iba kumukuha ng resolution sa kani-kanilang mga council.

IVAN MAYRINA/GMA 7: Natanong ko na ho kanina ang PNP but I will ask the same question to the Palace. Iyong recently released political ad nga po featuring VP Sara and Senator Imee paints the situation in the country as black, kulay ng pagluluksa due to hunger, crimes and injustice which is a clear imputation of failure on the Marcos administration. What does the Palace have to do with it?

PCO USEC. CASTRO: You just said it is recent?

IVAN MAYRINA/GMA 7: Yesterday.

PCO USEC. CASTRO: Oh, ang akala ay 2022 campaign ads ito dahil mas na-describe ang kapanahunan noong nakaraang administrasyon doon sa nasabing campaign ads.

Unang-una, mayroon silang sinabi tungkol sa madilim—wait lang, nasaan ba iyon? Ayun, “Itim ngayon ang kulay ng bansa; sa gutom at krimen nagluluksa.” So, kapag sinabi ba natin na itim ngayon ang kulay, mas madi-describe siguro natin noong nakaraang administrasyon na sobrang itim at ngayon ay papaliwanag sa panahon ng kasalukuyang administrasyon. Hindi man ganoon pa kaputi pero patungo na doon.

Unang-una po, may binanggit sila tungkol sa kagutuman. Tandaan po natin na ayon po sa records na rin po na naibaba ang poverty incidence sa panahon ng 2023, 15.5% in 2023 mula sa 18.1% in 2021.
