LEO: [Laughs] Ang sarap actually ng usapan namin Secretary on fake news. Anyway, congratulations again unang-una, dahil talagang pumailanlang ang mga balita lalong-lalo na sa ginawa mong convention—I mean, National Information Convention. At sabi ko nga, ang unang itatanong ko sana sa’yo dito, dahil kauna-unahan ito, mayroong kasunod?
SEC. ANDANAR: Well ang feedback kasi ng mga Information Officers – mahigit 1,800 silang lahat na pumunta dito sa National Information Convention sa Davao City – ay very good, outstanding. Sila po ay talagang namangha sa mga proyekto ng Presidential Communications Operations Office – iyong pag-upgrade po ng PTV, Radyo Pilipinas, sa FM1 at FM 2, PNA, PIA, APO Production Unit, pati po iyong ating isa pang government printer na National Printing Office, BCSO…
Sila po ay—they did not expect that ganito kabilis, within 19 months ang pag-asenso nga ng mga ahensiya sa ilalim ng PCOO, so definitely, magkakaroon ng 2019 na National Information Convention. Now this is very… a very, very momentous occasion for the entire PCOO and Information Officers, sapagka’t ito iyong first time na sila po’y natipon – 1,800.
Now since napag-uusapan po iyong fake news, one better way to counter fake news—

SEC. ANDANAR: Hi, Ranjit. Hello…
PROF. RANJIT: Hi. Let me take the opportunity, we congratulate you not just for the convention, but for your leadership and citizenship, lalo na sa pag-manage nitong PCO and of course for leading the modernization of our media institutions under your department. Congratulations po—
SEC. ANDANAR: Salamat po.
PROF. RANJIT: —for doing a good job. Alam mo mahirap iyong trabaho ninyo, I think one of the hardest jobs in the administration, iyong political communication.
LEO: Yes, communication ka ba naman… [laughs]
PROF. RANJIT: Oo nga. And Sec., iyong suggestion namin ay—actually hindi lang naman ako, pati si Manong Mon na we should start a program on media literacy. I think we also empower, educate and inform our citizens about the role of media, the importance of getting to the right sources of media and to be critical of the news that they are ingesting everyday from various platforms – be it traditional media and as well as social media, Boss.
SEC. ANDANAR: Ay, tama ka Professor Ranjit at Professor Mon, talagang tumpak na tumpak ang sinasabi ninyo. And what was the good about the NIC was that, lahat po ng PCOO plus the 1,800 Information Officers ay nagkasundo na labanan itong fake news sa pamamagitan ng literacy program. So kung akala natin ay kokonti lang tayo sa—dito sa Malacañang at dito sa akademya, sa UP, dito sa Manila… ay mayroon na tayo ngayong 1,800 na mga kakampi who are willing to work with us collaboratively para nga masawata na ito, matapos na, masugpo itong fake news na ito.
And [choppy line]…really is to have more… right-minded Information Officers… doon pumapasok [choppy line]… ni Undersecretary Martin Diño sapagka’t siya mismo ay gusto niyang dalhin ito sa lahat ng barangay, 42 thousand barangays. So imagine kung… with Prof. Mon, Prof. Ranjit, myself, PCOO, lahat tayo sa government media at iyong mga 1,800 na mga Information Officers work together, go down to the grassroots, to the 42 thousand barangays. So masasabi ko na talagang napakalakas po ng ating puwersa, it’s a force to reckon with in combating disinformation, misinformation, false or fake news.
LEO: Out of 1,800 IOs Secretary, ay may tanong si Hannah Sancho, itanong ko na rin sa’yo: “Magha-hire ka pa rin ba ng mga IOs?”
SEC. ANDANAR: Ang problema kasi dito sa mga Information Officers na kinakaharap nila ngayon, ay wala ho talaga sa plantilla ang IO. So that po ay, isa ho sa mga magiging recommendation natin is to bring this to DILG, bring it to the President, and perhaps obligate each municipality to create the position na Information Officer. Because alam ko po na kailangan itong sumasailalim sa Saligang Batas, so ngayon kahit EO muna, pero eventually we will have to look for that—for the congressman who will shepherd this, appeal to become a law – In the Senate also or an amendment to the Constitution na kailangan po ay i-obligate ho talaga ang lahat ng barangay na magkaroon ng Information Officers.
Sapagka’t napakahalaga ng trabaho ng isang Information Officer, parang minamaliit lang natin. Kaya nga tayo nagkakaproblema sa fake news ngayon dahil hindi lahat ng mga munisipyo mayroong IO, hindi lahat ng mga barangay may IO. So you just imagine if you have—if the government has an Information Officer in every barangay, the most basic unit of government in our country, na para matulungan po ang ating gobyerno nationally na maiparating sa mga mamamayan iyong tamang mga polisiya at balita – at the same time, from below going to the President also.
LEO: Oho. Ano ang nakita ninyong reaksiyon diyan sa dumalo na 1,800 IOs na diyan sa Davao Secretary? Nagulat ba sila, na sila’y tila napapabayaan nang mahabang panahon na wala man lang refresher o paalala sa kanila, ang kanilang kahalagahan sa gobyerno?
SEC. ANDANAR: For the first time, nangyari ito sa kanila, sa kanilang career as Information Officers, iyong 1,800. Tapos tuwang-tuwa sila, they were very thankful to the President na ginawa nga natin ito at sila’y tinipon, silang lahat. And secondly, we had to show them that for the last 19 months, we have been strengthening government communication, government media para po pagdating natin doon sa NIC or National Information Convention ay mayroon po tayong maipakita sa kanila.
Napakahalaga po para sa isang IO, lalong-lalo na iyong mga nasa probinsiya na makita na mayroon talagang government infrastructure that they can rely on and they can actually use also these sources. So ngayon nakita nila, “Ay, mayroon palang ganito…”
So now umuwi sila sa kanilang mga probinsiya with high hopes and with so much inspiration sapagkat ang Duterte administration is very serious in strengthening government communication, and very serious also in creating a movement. The movement, Leo, Professor Mon and Professor Ranjit is IOU – Information Officers for U, IOU quality communication, IOU quality information, IOU accurate information, IOU developmental communication, join the IOU movement.
LEO: Galing ha IOU. Pero anong marching order sa mga information officers na ito? May timetable ba o pagdating sa kanilang mga lugar ay mayroon na agad silang gagawing plano? Mayroon ba kayong nasabi—
SEC. ANDANAR: Well manggagaling po ito sa national, nakausap ng PCOO. So with the help of Ranjit, with the help of Mon and with the help of everyone who wants to stay in delivering the accurate, the right, the developmental information na kailangan po ng mga kababayan natin, you are all welcome, mayroon po tayong national communications policy and from that national communications policy natin na department order, gagawa po tayo ng isang national communications training program which will be out there sa Philippine Information Agency, the ASEAN training theater. At ito po ay magiging pinaka module po ng national government para maturuan at para mabigyan ng skills update ang ating mga information officers throughout the Philippines at sila po ay papuntahin natin sa Manila for a three-day seminar.
LEO: Pagkatapos nito Secretary, ano ang susunod na proyekto ng PCOO? Maganda ito.
SEC. ANDANAR: Of course 42,000 ang target natin na IOs. Kailangan po connected lahat iyan, nabanggit na po natin noong December na in-approve ni Presidente iyong government satellite network. So with the roll out of the government satellite network, with the good technology to partner with the IOs, hindi po magkakamali ang ating government Information Officers dahil sila po ay magkakaroon ng isang necessary tool to assist them in disseminating information whether pababa or paakyat ng Malacañang.
LEO: So media literacy and IOU. Ang ganda ng advocacy, iyong advocacy na iyon napakagandang panuntunan na gagawin ng PCOO. Secretary?
PROFESSOR RANJIT: I-reiterate ko lang, Sec., maganda iyong mga plano ninyo and we will support that and—pero Sec., tandaan ninyo mayroon tayong relationship, may MOU tayo with the University of the Philippines na isa pang advocate against fake news and iyan na nagawa na natin iyan – about a year and a half ago – gamitin natin iyan. Kung kailangan ninyo ng mga technical experts ay i-remind ko lang kayo, nandiyan ang UP na ready tumulong and makilahok sa isang initiative towards fighting fake news.
SEC. ANDANAR: Tama ka Professor Ranjit, as a matter of fact, one of the major plenary speakers during the National Information Convention here in Davao City was none other than Dean Pernia ng University of the Philippines. Kaya… sige pagdating ko diyan ay i-ano natin ito—
PROFESSOR RANJIT: Oo pag-usapan natin, Sec., kasi media literacy ang area ni Dean Pernia kaya I’ll think she’ll be good champion that will bring the institution…
SEC. ANDANAR: Napakaganda ng tinuro ni Dean Pernia doon talagang lahat noong mga um-attend doon namangha sa kaniyang dinozzer (dozer). So anyway that’s the program. I would like to thank all of the PCOO staff and PIA staff, lahat po, lahat, RP, PBS, PNA, PIA, Apo Production Unit, the National Printing Office, the OSEC media, the PCOO – lahat po na involve – PTV, dahil naging successful po ito. Ito po ay collaborative project. It’s the first time that all of these agencies talked together to set up this huge National Information Convention. At nakita po talaga ng ating mga government Information Officers sa (overlapping voices)—
LEO: Isama mo naman ang RTVM.
SEC. ANDANAR: Of course to—government media is a force to reckon with, of course the RTVM was there. Make a way to NIC-TV at sila din po ay involve doon sa pagka-string ng NIC 2018 sa ating Facebook pages.
LEO: Humahabol ang BCS hindi mo raw binati? [laughs].
SEC. ANDANAR: BCS na iyon, kasama iyong BCS doon, lahat-lahat ng mga ahensiya ng PCOO.
LEO: Secretary—Professor Mon, wala kayong ihahabol kay Secretary Andanar?
SEC. CASIPLE: Good noon, Secretary. Ito ba ay may kinalaman doon sa usapan natin before na gagawing BBC-type ang ating government media?
SEC. ANDANAR: Opo, tama kayo Professor Mon. Again mayroon tayong project sa on air, TV, radio, mayroon tayong on print sa National Printing Office and our Apo Production Unit, nandiyan din iyong online lahat ng online pages ng ating mga government information institutions like the PNA, PIA, RTVM, Presidential Communications, Radyo Pilipinas, PTV and of course nandiyan din po iyong ating on ground, iyong ating mga Information Officers. So kung kumpleto po itong lahat pati iyong paggawa ng PTV as a BBC-like station ay sigurado po tayong ang ating government media will be at par with the private media and of course ang trabaho po talaga ng government media is to be able to deliver the government policies, to deliver the news of the government down to the people and of course to be able to advocate for engagement between the government and the people.
LEO: Maraming-maraming salamat sa pagkakataon, Secretary na kahit papaano ay humabol ka pero huwag ka munang aalis dahil mayroon tayong extrang dalawa. Again, nagpapasalamat ako kay Ranjit Rye, kay Professor Mon Casiple na nakasama ko rito. Pre, napakasarap ng usapan namin at hinihintay ka lang namin buti pumasok ka.
SEC. ANDANAR: Alam mo talagang masarap kausap si Professor Mon Casiple at si Professor Ranjit Rye dahil pagkatapos ng usapan ay pakiramdam mo mas matalino ka na ng kaunti—

SEC. ANDANAR: Iyon-iyon, kung gusto mong maging matalino dapat kausap mo itong dalawa na ito—
LEO: Ay ganoon ba iyon?
SEC. ANDANAR: Kaya tayo ay nagpapasalamat kay Professor Rye or kay Professor Casiple, iyan po ay mga idol po natin iyan. And they are always open to talking to government and to explain to the people the different issues that need to be explained. Kaya mabuhay po kayong dalawa.
