SEC. ROQUE: Well, good morning Pilipinas. And we are conducting our first ever Malacañang Press Briefing in the municipality of Tanauan here in Leyte and I am joined now by the Governor of Leyte, Governor Nick Petilla as well as the Mayor of Tanauan, Leyte, Mayor Pel Tecson. We are also joined today by the Mayor of Palo, Mayor Matin Petilla, as well as Mayor Deo Delusa; Sandy Javier; Rusty Balderian and Grace Casil of Biliran.
Let me begin with the good news: Good news to education majors and those graduating with the degree in education for the school year 2018-2019. Opportunities are made available to public school teachers, as the Department of Budget and Management approves the creation of 75,242 teaching position: These include 40,642 Teacher l positions for kindergarten and elementary levels; 32,244 Teacher l positions for junior high school; and 356 Teachers ll positions for Senior high school.
On the increased in February 28 manufacturing output: the Philippine Manufacturing Production continues to expand at a faster pace. The monthly integrated survey of selected industries of the Philippine Statistics Authority reported that the value of production index register the double digit growth of 23.6 percent in February 2018 from 8.3 percent in the same month last year.
Similarly, the volume of production also climbed to 24.8 percent in February 2018 from 9.8 percent in the same period last year. The growth in both indexes was attributed mainly to the printing sector. We expect the upward trend in the country’s manufacturing sector will be sustained through the Duterte administration’s efforts in improving the country’s ease of doing business performance and increasing infrastructure spending.
The Leyte police provincial office has gotten an upgrade with 41 of its police stations being provided with one body camera each and two body cameras for the provincial police office. The distribution of substantial number of body cameras to police stations in Leyte was the first in Eastern Visayas.
We hope that with the documentation in the body cameras would improve transparency in the conduct of police operations. We are today in the newly constructed municipal hall of Tanauan Leyte. Tanauan Leyte was one of the worst hits places in the typhoon Yolanda, so we congratulate the province of Leyte, the municipality of Tanauan for its efforts to remain standing despite the tragedy that was typhoon Yolanda. As is our practice we will now first take questions from the local media and we will alternate with questions texted by the Malacañang Press Corps and our director from the PIA will read the questions from the Malacañang Press Corps. SEC. ROQUE: Lapit ka na lang doon ‘no. Lapit ka na lang.
Q: Magandang umaga po, Secretary. Ang katanungan ko po ay kung naisumite na po sa Malacañang iyong physical assault report sa nangyari doon sa dalawang MRT officials na na-physically assault recently at saka kung ito ba ay aksiyunan ng Malacañang?
SEC. ROQUE: Hindi po sa Malacañang naisumite iyan, because this is an assault case, it must be submitted to the police. The police will investigate and the police will file the criminal complaint if warranted. So hindi naman po sa Malacañang kinakailangang isumite iyan.
Q: Follow up question po, iyong sa kaso po ni Secretary Aguirre. May chance po ba na siya ay ma-reappoint at saka sino pang mga sisibakin na mga opisyal ng gobyerno?
SEC. ROQUE: Wala pa po akong impormasyon kung may bagong appointment si Secretary Aguirre. I will of course – if there is such a new appointment – I will let the nation know and in due course po, the President will also announce kung sino po ang masisibak sa kaniyang administrasyon.
MODERATOR: Okay, thank you very much, Secretary. There is a similar question coming from the Malacañang Press Corps. I don’t know if we will still read this. Updates sa papalit kay Incoming Justice Secretary Guevarra as Senior Deputy Executive Secretary at kung may bagong appointment or puwesto si outgoing Justice Sec. Aguirre?
SEC. ROQUE: Well, wala pa po akong nalalaman kung may bagong appointment si dating Justice Secretary Aguirre and yes I confirm that former Senior Deputy Executive Secretary Menard Guevarra is the new Secretary of Justice.
MODERATOR: Yes, thank you very much Secretary. Another from the Malacañang Press Corps: Government actions to cushion impact of the US-China trade spat on the Philippines, RHB Bank of Berhad said: ‘ASEAN countries would be affected the most specially the Philippines.’
SEC. ROQUE: Well hindi pa po confirmed iyong naiulat sa pahayagan na ang Pilipinas daw ang magiging mas malakas ang impact noong trade war between the US and China. Sa akin po kinakailangan ma-confirm muna iyang impormasyon na iyan. At ang sa akin naman po ay bagama’t magkakaron po ng epekto iyan, eh ako po ay duda kung Pilipinas talaga ang magiging pinaka-apektado dahil tayo naman po ang pinakamaliit sa buong ASEAN. Ang kalakalan sa panig ng ASEAN country at ng Tsina. Isa po tayo sa pinakamaliit pa. So I doubt the wisdom of that statement, it did not come from the government and we will verify that information.

JASMINE BONIFACIO/RAPPLER: Good morning sir. Jasmine Bonifacio po sa Rappler and Leyte Samar Daily Express. On the issue po sir sa resumption ng peace talks sa New People’s Army. Now we have this policy ng government natin na we do not negotiate with terrorist. Ang NPA po ay tagged natin as terrorist, so papaano po ito ire-reconcile ngayon ng present administration?
SEC. ROQUE: There is nothing to reconcile because there is no order yet from the Courts that the NPA—CPP-NPA is a terrorist group until there is an order, they remain—they do not become a terrorist group and this is pursuant to the law itself, the Human Security Act.
MODERATOR: Okay Secretary again, from the Malacañang Press Corps. From Bernadette Nicolas: ‘Determined po ba si Presidente to abolish National Food Authority Council and will he pursue amendment of the PD? Because NFA is technically and their OP, in Office of the Cabinet Secretary just supervised it under EO 1 and with his recent pronouncement, does the President—what direct supervision of NFA? Does this mean that he will now approve imports?
SEC. ROQUE: Nagkasundo po kaming apat na Gabinete na huwag munang magkomento and we will allow the President to clarify for himself kung ano talaga ang posisyon diyan sa NFA. So I will not comment anymore on that. We will wait for clarifications from the President.
MODERATOR: Follow up, Secretary. Would he ask the Congress to include this plan for NFAC under QR Bill?
SEC. ROQUE: Well kasi po mayroon nga pong pending Tariffication Bill. Ito po ay identified as part of the priority bills of the administration. Iyan po ang dahilan kung bakit eventually maa-abolish ang NFA itself. Pero lilinawin ko lang po, ang NFA Council kabahagi po siya ng NFA, hindi po siya separate body from the NFA. In the PD which was issued by President Marcos when he was exercising legislative functions, iyong PD na bumuo sa NFA iyon din po ang nagbuo ng NFA Council as the policy making body of the NFA. Kaya nga po hihintayin natin ang clarifications sa President kung ano talaga ang gusto niyang mangyari sa isyung ito. So, I will not comment beyond what I just said which is already in the law itself.
Q: Good morning, Secretary. Sir, how serious is the President, iyong sinabi niyang he is willing to take in iyong mga Rohingya refugees in the country?
SEC. ROQUE: The President always a serious of with what he says. Ang sinasabi nga lang namin, don’t take him literally but take him seriously. The Philippines has always had an open door policy for refugees. Kung naaalala ninyo iyong mga Vietnamese refugees, talagang tayo po ang naging processing zone! Halos lahat ng refugees na binigyan ng refugees’ status ay dumaan muna sa Pilipinas. So it is in that kind of tradition that the President stated that we’re willing to open our doors to Rohingya refugees.
Q: Why a change of heart on the part of the President, kasi last November parang ayaw niyang sumuporta sa UN resolution on the refugee—on the Rohingya issue?
SEC. ROQUE: Wala naman pong pagkakaiba ng posisyon niya. Ang sabi lang niya, he is willing to take in refugees from Rohingya.
Q: Pero wala pang venue sir kung saan sila ilalagay for example dumating sila dito sa Pilipinas?
SEC. ROQUE: Hindi po problema iyan dahil dati nga mayroon tayong processing center sa Bataan. So wala pong problema iyan kung talagang kinakailangang paratingin sila sa maraming mga numero. Eh mayroon na po tayong imprastraktura, na mga lugar kung saan sila pupuwedeng dadalhin.

SEC. ROQUE: Hindi ko po alam pero marami naman iyan, noong panahon ng Vietnamese crisis, napakadami po niyan libo-libo iyong prinocess natin dito sa Pilipinas.

RESTITUTO CAYUBIT/MANILA BULLETIN: Good morning po. I am Restituto Cayubit of Manila Bulletin. Sir, nagsabi kana na libre na ang patubig until 8 hectares. Ano po ba—mababago na ba ang corporate status ng NIA o isu-subsidize lang ng gobyerno ang mga gastusin ng NIA para ma-cooperate?
SEC. ROQUE: Ibig sabihin po iyong mga hanggang walong hektaryang lupain ay wala na po silang babayaran, gobyerno na ang magbabayad doon sa patubig na iyan.
RESTITUTO/MANILA BULLETIN: Ano po ba ang another assistance na ibibigay ng gobyerno para sa agriculture, maliban lamang sa patubig?
SEC. ROQUE: Saan? Sa?
RESTITUTO/MANILA BULLETIN: Sa agriculture, sa mga magsasaka?
SEC. ROQUE: Naku, napakadami naman pong binibigay ng gobyerno ngayon diyan. Kung tatanungin ninyo po napakadaming programa ng gobyerno para sa mga magsasaka. Mayroon tayong mga libreng mga inputs, mayroon tayong libreng mga binhi, mayroon tayong libreng mga pataba, mayroon tayong libreng mga bangka. Napakadami po natin, cornerstone po ng administrasyon ng Presidente Duterte ang pagbigay ng tulong sa lahat ng mga magsasaka at mangingisda sa ating bayan.
RESTITUTO/MANILA BULLETIN: Ibig mo bang sabihin—ang ibig kong sabihin, ano pa ba ang dagdag ngayon sa mga existing na binibigay ng gobyerno?
SEC. ROQUE: Naku napakalaki pong dagdag iyan dahil ito ay kauna-unahang pagkakataon sa kasaysayan ng Pilipinas na nagkaroon tayo ng libreng patubig dito sa ating bayan.
MODERATOR: Okay. Thank you very much sir. From the Malacañang Press Corps: Does Malacañang agree or support the suggestion of incoming PNP Albayalde that barangay and SK candidates joining the elections should undergo drug testing?
SEC. ROQUE: Well I do not know if there is a policy but it will be the DILG that will be addressing this question. So I will have to refer to the DILG. So far no Palace policy on this!
MODERATOR: Thank you sir.
Q: Good morning sir. I’m Tonette Mardicio(?) from the Eastern Visayas Mail. You are a known human rights advocate. But what is your stand regarding President Duterte’s move to withdraw from the ICC?
SEC. ROQUE: My stand is irrelevant. The President has made the decision. I stand by his decision.
Q: Good morning. Ano po ba iyong long term solution po ng Duterte administration sa shortage po ng NFA rice?
SEC. ROQUE: Alam ninyo po unang-una, eh mayroon naman pong parating na bigas. Ito po ay parating na, kung hindi ako nagkakamali sa Hunyo. Ito po iyong minimum access volume na inangkat ng gobyerno. Pangalawa po, talagang prayoridad ng gobyerno ang bigas kaya nga po nagkaroon tayo ng libreng patubig para maging tulong iyan sa mga magsasaka. Pero ang isyu po na kung mag-iimport o hindi, iyon po iyong hinihintay na nating clarification sa Presidente. So para hindi na po magkagulo at wala ng iba’t ibang mga boses, Presidente na po ang magsasalita sa isyung ito.
Ang usapin kasi ng pag-import, siyempre nandiyan nakasalalay iyong kita rin ng mga lokal na mga magsasaka dahil kapag nag-import siyempre bababa rin ang presyo. So babalansehin mo doon sa interes ng mga magsasaka na huwag namang bagsak ang presyo. Pero doon sa interes din ng mga consumers, mga mamamayan natin na dapat mayroon din silang murang mga bigas na makakalap at mabibili sa Palengke. At hinahayaan na muna—siyempre lahat naman po iyan ay desisyon ng Presidente ultimately although there—NFA was created precisely to create this balance. So ang talagang problema po ngayon, hindi nagkakasundo iyong NFA Council at saka iyong taga pag-implementa ng polisiya. Iyong gumagawa ng polisiya at iyong taga-implementa! So ngayon nagkasundo kami, hayaan na natin ang Presidente ang magdesisyon, because after all we are all alter-egos of the President only.
MODERATOR: One last sir from our MPC friends. CPP says it is open to returning to peace talks with the government. But said, work on an agreement on socio-economic reforms and an amnesty for political prisoners must move forward. Any comment?
SEC. ROQUE: Well ang sa akin po, kung sila po ay handa na makipag-usap under the conditions laid down by the Philippine—by President Duterte. Then peace talks can resume kung ganoon. So iyang mga hinihingi naman nila iyan, puwedeng doon na sa kasunduan mismo ipasok. So sa akin po hindi hadlang iyan doon sa pagbubukas muli ng peace talks.
MODERATOR: Yes sir.
Q: Mr. Secretary, good noon po, Jake Tate from RMN. You’ve said that in an interview, Mr. Secretary na interesado kayong tumakbo ngayong 2019 senatorial election. But you’ve said din, Mr. Secretary in an interview na wala kayong enough money for that. So, Mr. Secretary, are we expecting na walang pangalan na Harry Roque sa balota ngayong 2019 election?
SEC. ROQUE: Well lahat po iyan ay nakasalalay sa Panginoon. ‘Thy will be done.’ Ako naman po noong ako ay propesor sa UP, I had no expectations that I will ever become a Congressman. When I was a Congressman I had no idea, I will join the official family of the President. So now the issue of the senate election, pinasa-Diyos ko na po muna iyan.
Q: Good morning, I am Sherry Mae Saso from Brigada News IBC6. Sir, regarding po sa na-mention ni Secretary Diokno. There is still 42 billion Yolanda funds pa daw na natitira sa NHA. So, sa ngayon sir ano po iyong plano natin for this fund at kailan po para mapupunta sa project talaga?
SEC. ROQUE: Ang marching order po ng Presidente, kung may pera gastusin para sa taong bayan. So kung 42 million intended for Yolanda housing, 42 billion for Yolanda housing, it will be!
Q: Another question lang po sir. Kasi po dito po sa NHA, dito po sa Region 8, usually iyong mga taga media is pahirapan talaga makakuha ng information sa kanila so far sir, regarding po sa mga sinasabing hindi nila nasunod iyong talagang specification ng mga housing units. Kasi dito po sa—or sa Tacloban po kasi last December may bumagsak na isang unit, because substandard. So ano po iyong ginagawang aksiyon sa ngayon, ano po iyong sanction sa ngayon ng National Government sa NHA?
SEC. ROQUE: Hindi po kukunsintihin ng Presidente iyan, kung maling standards, kakasuhan po at pananagutin iyong mga contractors. Ang in-charge po ng Yolanda housing ngayon ay dating City administrator ni Presidente Duterte, so he knows the working style of the President, hindi po niya kukunsintihin iyan.
So ang babala po sa lahat ng contractors kung pera-pera lang ang hinahabol: naku, itigil ninyo na po iyan dahil nakita ninyo naman na pinatunayan na ni Presidente, may political will siya na ipatupad ang batas.
Now iyong problema ninyo na hindi kayo binibigyan ng kasagutan, in the same way that I am here today to answer this kinds of question. Please in my regular press briefings, Mondays, Tuesdays and Thursdays, feel free also to text your questions during my regular press briefing in the Palace. It’s a two way process, hindi lang po Malacañang Press Corps lang ang magtatanong ng mga katanungan nila when I go out of town, out of town journalist can also ask me in my press briefing.

Mr. Secretary kagaya po ng sabi ninyo po kanina na mayroon pong libre ng scholar or libreng pag-aaral sa mga elementary, high school at college. Kasama na rin po ba dito iyong mga sa PTA contributions na limang piso para sa guwardiya, limang piso para sa maintenance ng school?
SEC. ROQUE: I need to clarify pero ang wala na pong bayad tuition and miscellaneous, iyan po ang nasa implementing rules noong batas na nilagdaan ni Presidente na nagbibigay ng libreng tuition sa lahat ng State Universities and Colleges. I hasten to add; hindi lang po iyan sa State University and Colleges. Iyong mga 4Ps beneficiaries na nasa private schools can also avail of educational subsidies in the amount of 40,000 per year and 20,000 per semester.
Q: For my follow up question po, Mr. Secretary. Iyon na lang po iyong sa—kung hindi pa po klaro iyong sa mga PTA po na mayroon pa ring contributions. So patuloy pa rin po pati iyong mga test paper na may pagbabayaran?
SEC. ROQUE: I will clarify this point. Okay?

SEC. ROQUE: Kasi hindi naman ako sigurado kung may PTA talaga sa College? College wala ng PTA eh! Ang tanong mo sa high school? I’ll get po the view of Secretary Briones on other charges. Pero sa College po wala talagang PTA iyan.
JEFF LAWRENCE MENDOZA/UNTV: Jeff Lawrence Mendoza from UNTV. What is the main reason po of your visit here in Tanauan Leyte?
SEC. ROQUE: Well kagabi po ako po ay naging tagapagsalita doon sa Eagles na tinatawag at ako po ay nanumpa rin bilang isang miyembro ng Eagles, isang socio-civic organization. So since narito po ako sa Tacloban kagabi pa at aalis naman ako kasama ni Presidente sa Lunes papuntang Tsina, wala na po akong okasyon para magkaroon ng press briefing. So dito ko na po sa Leyte ginawa ang press briefing dahil naniniwala naman po ako na dapat ilabas din ang mga press briefing ng Malacañang dahil ang Palasyo po talaga dapat kung nasaan ang taong bayan, hindi lang doon sa Maynila.
JEFF LAWRENCE/UNTV: Follow up po. Totoo po ba na ita-transfer ka po sa SSS?
SEC. ROQUE: Na ano?
JEFF LAWRENCE/UNTV: Ah si Aguirre sa SSS po?
SEC. ROQUE: Wala pa po akong impormasyon diyan.
Q: Hi Secretary Roque. Radji Malinao po, inyo pong kaibigan mula sa Samar. Ako po ay mula po sa [unclear] television Tacloban. Sir, I have three prepared questions. Unang tanong sir, Aminado naman po tayo na ang pagpapasara ng Boracay ay magbibigay daan doon po sa pagbibigay pansin naman sa iba pang tourist destination sa ating bansa. So ang akin pong tanong, Secretary: Kayo po ba ay mayroon hakbang para rin po sa Eastern Samar ng sa gayon ay mas makilala pa po iyong ating mga tourist destinations po doon?
SEC. ROQUE: Well, alam ninyo po isa sa istratehiya ngayong isasara sa turista ang Boracay ay mag-push ng alternative destinations. So kung mayroon po tayong alternative destinations na gustong i-push, Governor, ay ipagbigay alam ninyo na po sa inter-agency committee ng DOT, DENR at saka DILG. Kasi wala po akong destinasyon sa Samar at Leyte na narinig na amongst those na pinu-push nila as alternative. So kung mayroon po ipagbigay alam na ninyo para magawan din ng paraan ng mga Airlines. Kasi ngayon po gumagawa na sila ng mga istratehiya na ida-divert iyong mga flights intended for Kalibo and Caticlan sa mga alternative tourist destinations.
Q: Ang pangalawang tanong sir. Alam naman po natin na isa sa mga o kabilang sa mga naging prayoridad ng administrasyong Duterte ay ang Free Tertiary Education Act. So ang tanong ko po sir. Ano po iyong say ninyo doon sa mga lokal na pulitiko na umeepal sir ngayon, sa panahong ito umeepal na sila po ay self-claiming, na sila po daw ay mayroong kontribyusyon sa pagsasabatas ng free education act?
SEC. ROQUE: Well totoo naman po iyan dahil iyan po ay isang produkto ng Kongreso din. Iyan naman po ay nagkaroon ng katuparan dahil iyan po ay ipinasa ng Kongreso at isa na po ako doon dahil miyembro pa ako ng Kongreso noong in-approve namin iyang Free Tertiary Education Act. Pero the credit should also go to the President because the Cabinet cluster recommended that he does not sign it into law, because it is too expensive. And it was the President and his wisdom who said: “No, the education is very important to our youth, find ways and means to fund it!” So please to the country, this is the importance of the President’s contribution, it could have been vetoed. But the marching order of the President is find ways and means to implement free tuition in all State Universities and Colleges.
Mayroon pa ba? Sige na tapusin na natin. Oo sige.
Q: Sir, Noel Amazona sa Philippine News Agency and Daily Samar Express. Sir, dito sa napipintong pagsara ng Boracay. Mayroon mga grupo na they are also pushing for—parang i-rehabilitate din ang Banaue Rice Terraces and on that sir aside po sa Boracay, mayroon po bang iba pang tourist destinations na naisipan ng gobyerno na ipasara para ma-rehabilitate?
SEC. ROQUE: Hindi naman po para ipasara, pero ang sabi po ng interagency ang susunod nilang tututukan Puerto Galera, tinututukan din po nila ang El Nido. So titingnan ko lang po kung mayroon pang mga messages from Malacañang Press. Ah, nabasa na niya. So iyon po ang kasagutan!
Q: So mga kailan po natin malalaman kung kailan ito mangyayari, with regards sa Puerto Galera—
SEC. ROQUE: In-announce na po na Puerto Galera is next, El Nido is next. Pero hindi naman po ipapasara necessarily, pero tututukan. Okay, last two questions.
Q: Sir, si Geron Ponferada sa ABS-CBN. Sir, kanina nag-inaugurate po kayo doon sa water system. Ewan ko lang po kung nakaabot na po ito sa inyo kasi iyong problema talaga dito sa amin iyong LMNWD, dalawa po iyong namamalakad. Nagpunta na noong last week, two weeks ago, last month si Asec. Abisado pero iyong sabi lang daw sa kaniya ng Presidente na talaga masuplayan iyong tubig sa Northern barangay ng Tacloban. Pero ngayon mayroon po talagang isyu at I know nakarating na po ito sa inyo at iyong iba nga iyong namamalakad doon sa kabila iyong in-appoint po ni Governor Mick nandito po sila. Ano po ba talaga ang status ngayon ng tubig diyan sir dito sa amin sa LMWD ba? Kasi nagkakagulo sir eh, dalawa iyong water bill na ini-issue. Kahit ikaw sir, kahit ako i-isyuhan ako ng dalawang water bill, hindi naman yata maganda iyon. Iyon po!
SEC. ROQUE: Eh kung mayroon pong administrative remedy sa Office of the President. Ini-engganyo ko ang mga partido na dalhin sa Office of the President in case there is an administrative remedy. Kung wala pong administrative remedy let’s bring it to Court. Pero ang alam ko mga ganitong usapin pupuwede naman na maresolba ito ng Office of the President. So please bring the matter to the Office of the President.
Q: Naiparating na siguro ito sir through Asec. Abisado at ongoing po iyong—
SEC. ROQUE: It has to be in formal basis that we get a final ruling—an administrative ruling from the legal of the Office of the Executive Secretary.
Q: Opo so while ongoing ito sir iyong assurance lang po doon sa mga concessionaire na talaga na hindi na sila mahirapan pa baka putulan ng tubig, dalawa iyong water bill. So ngayon hintayin lang muna habang nagsa-sacrifice iyong mga tao, ano po?
SEC. ROQUE: Sana po madala na iyong issue na ito as soon as possible sa Office of the President ng maresolba na as the soonest time possible.
Q: Okay, sir lastly. About po sa barangay election, kasi sabi ng Comelec tuloy na talaga at na-interview namin noong magpunta dito si Pantaleon Alvarez, si Speaker po nabanggit niya na sa Congress lang pero sa Senate iyon nga hindi natuloy kasi May pa 14 iyong pagbalik nila. May napag-usapan po ba kayo sir ni President kung ihinto pa niya iyong barangay election?

IBC6: Good morning, Secretary. So regarding po sa pagpapasara ng Boracay, hindi po ba ito magiging labag sa Constitution, iyong right to travel po?
SEC. ROQUE: Hindi po, kasi mayroon din pong police power, to protect the environment. Ang pagpapasara po ng Boracay ay para po mapangalagaan ang Boracay bilang isang crown jewel – tourist destination natin – to ensure that it’s not our generation alone that can discover the paradise that is Boracay but to ensure the future generation can still see Boracay as a jewel, the crown jewel as it is.
Q: One follow-up question sir. Kinuha na po namin iyong panig ng lokal na pamahalaan sa isyung ito. Gusto ko po sir matanong ito sa inyo, kunin ang oportunidad na itanong ito sa inyo: Ano po ba iyong stand ninyo – sa Palasyo ng Malakanyang –tungkol sa historical and cultural preservation? Kasi po dito sa Leyte, naging kontrobersyal iyong pagpapagiba sa Redonia residence na kung saan naging makasaysayan ito bilang tahanan ni dating Pangulong Osmeña noong 1944. At ngayon po, ang kontrobersiyal na isyu sa kasaysayan po sa Samar, ay ang pagpapagiba rin sa Samar Grandstand. Sa inyo po, ano po iyong stand ninyo tungkol sa mga local historical preservation?
SEC. ROQUE: Lahat po ng batas dapat ipatupad! Iyan po ang stand ng gobyerno: Kung ano ang batas dapat mapatupad. Having said that, si National Artist Almario who is head of NCAA, ask me if he can join me in Malacañang, in my regular press briefing to discuss the cultural agenda of the Duterte administration. Noong una, I wanted to find what the agenda is. So kung nakikinig si National Artist Almario: Sige po, ituloy ninyo na iyong press briefing kasama ko doon sa Malacañang. Because, apparently there’s a lot more interest than I thought on the cultural agenda of the Duterte administration.
Q: Sir, welcomed ba ng Malacañang Palace iyong sinabi ni Senator De Lima na she was happy with the appointment of the new DOJ Secretary and the AFP and PNP leaders?
SEC. ROQUE: well, that’s coincidental, ang nagtalaga po niyan si Presidente. So, she should be thankful for an act of the President. So we take her statement as De Lima’s appreciation of the act of the President. Appreciation for the act of the President!
Q: Last question po! Reaction ninyo po doon sa sinabi ni Secretary Cimatu na bawal ang casino establishment sa Boracay? At kasama po ba doon sa China trip ngayon sina Madam Gloria at Floirendo?
SEC. ROQUE: Madam..?
Q: Si former President Gloria Macapagal-Arroyo?
SEC. ROQUE: Hindi ko po alam kung kasama si former President Gloria Macapagal-Arroyo. Unfortunately, I am not aware. But I am aware that Congressman Floirendo is part of the team that is going to China.
Q: Casino po, iyong sa casino?
SEC. ROQUE: Sa casino, well alam ninyo po ako, I am a Palace spokesperson and although I speak for the President, I also have to support the stand of the Cabinet. So, I go by the position of Secretary Cimatu.
