It’s a pleasure to conduct my first ever Palace briefing here in the Mountain Province in the Capital City of Bontoc. Congratulati0ns to the graduates of Mountain Province Polytechnic State University ‘no where I was the guest speaker.
So first I’d like to thank the administration of course of the Mountain Province of Polytechnic State University. We are now in the premises of the State College—we are now in the premises of their college and of course thank you very much for accommodating us. I’d also like to thank of course the local leaders of the province; although the Governor is in Manila attending a League of Governor’s meeting, we have with us today Attorney Amador Batayan the Provincial Administrator. We have Board Member Alexander ___, Board Member Thomas Tawagen and Board Member Paul ___.
We have also have Municipal Mayors: the Mayor of Bontoc, Franklin Odsey; Vice Mayor of Bontoc Eusebio Kabluyen; Mayor of Bauko, Abraham B. Akilit; Mayor of Barlig, Genesis B. Changilan; Mayor of Natonin, Mayor Mateo Chiyawan; Mayor of Sadanga, Jose E. Limmayog; Mayor of Besao, Johnson Bangong II; Mayor of Sagada, James Pooten; and Mayor of Tadian, Anthony Wooden.
So welcome your honors and good morning again.
As usual the Malacañang Press Corps is joining us via a live hookup and they will be able to send their questions for later. But first let me begin with the good news.
We have a couple of good news. As you know last night the President signed into law The Ease of Doing Business Act. The Philippines became more efficient, business friendly and hassle free for local and foreign businessmen and investors. Signed yesterday, The Ease of Doing Business, an efficient government service act of 2018 aims to further ease doing of business in the country by reducing the procedures and processing time for business related transactions.
Another milestone of the Duterte administration has been fulfilled with the passage of this law, which is part of the government’s priority legislative agenda.
Another good news, it is truly is build, build, build under the Duterte administration. We are pleased to share that the Department of Transportation recently approved the proposal to be submitted to ICC NEDA to build a monorail which will link to Central Business Districts in the City of Makati and Taguig. The Sky Train, a 2 kilometer of monorail will connect MRT Guadalupe Station and Fort Bonifacio. The construction is expected to start later this year. The project will benefit around 60,000 to a 100,000 passengers when completed in 2021.
Good news here in Cordillera! The Mountain Province Dialysis Center at Luis Hora Memorial Regional Hospital is now in full operation. Patients in the province and the nearby towns in Ilocos Sur and Kalinga no longer need to go to Baguio City or La Trinidad for their dialysis treatment. This is part of the effort of the Duterte administration to provide the much needed medical and health services for every Filipino.
Rest assured that the government will continue its work to improve its services especially the underserved unprivileged members of our society.
And of course in my speech I made mention of the bill which I was able to pass in Congress, before I left Congress, Universal Health Care with seek and aim to provide free medical care to all Filipinos. And the bill is now pending in the Senate under the able leadership of Senator JV Ejercito and we expect that it will become law within the year of 2018.
So as—it has been our practice in our press conferences and press briefings, we will start the question from the local media and the local PIA will read questions from the Malacañang Press Corps. So can we have our first question from the local media? Please state your name and who you are.

SEC. ROQUE: Yes, Radyo Pilipinas. Magandang umaga po Pilipinas.
MODERATOR: And then the RTVM and PTV. Sir, may we acknowledge first question from PTV Cordillera.
Q: Hi sir, good morning Secretary. Referring, sir, it will be free tuition fee of all the State Universities and Colleges. What is our assurance to our parents and our students who are ready for the second implementation of Republic Act, sir, on free education on college state universities sir? And what is our message also to the State Universities as we are ready for this coming school year sir?
SEC. ROQUE: Well sa kauna-unahang pagkakataon po, actually pangalawang taon dahil iyong unang taon ginamit po natin iyong pork barrel fund—na nailaan sa pork barrel na ginamit natin sa libreng tuition; pero noong nakaraang taon hindi po libre ang miscellaneous.
So ngayon po libre na po ang tuition at miscellaneous sa lahat ng state universities and colleges at ito po ay sa buong Pilipinas. Wala pong dapat bayaran ang ating mga estudyante. Kung hihingi pa po ng pera iyong mga anak natin, pang date na lang po iyon.
Pero mga magulang sa buong Pilipinas huwag po kayong magpapabola sa inyong mga anak. Libre na po ang tuition at miscellaneous sa lahat ng state universities and colleges.
At hindi lang po iyan, doon po sa mga mahihirap na mga estudyante na kabahagi sa 4Ps, libre rin po, mayroon po tayong tinatawag na educational subsidy, hanggang 40,000 a year po iyan, 20,000 a year [semester]. At libre rin po ngayon ang mga vocational courses na ibinibigay ng TESDA. So hindi na po kinakailangang kumuha ng scholarship dahil libre na po iyan.
Lahat po iyan ay dahil sa paniniwala ni Presidente Duterte na importante ang edukasyon at ang pag-asa ng bayan ay ang ating mga kabataan. Ito po ay kauna-unahang pagkakataon na nangyari sa Pilipinas, sa ating kasaysayan, na nalibre ang lahat ng tuition at miscellaneous sa state universities and colleges. At iyong mga mahihirap ay mayroon pang educational subsidy maski sa pribadong mga pamantasan sila nag-aaral.
Q: Another issue sir. Referring to the Mountain Province State Polytechnic College. Ngayon din sir may plano ho si the late Congressman Dalog elevating the College into a University. What is your message to the administrator of this college—and to fast track the requirements [unclear]
SEC. ROQUE: Makipag-ugnayan po tayo kay Congressman Mangaoang ‘no. Si Congressman Mangaoang, kaibigan ko po iyan noong ako ay nasa Kongreso pa at si Congressman Dalog po kaibigan ko rin bago siya namatay at makipag-ugnayan din po tayo sa CHED ‘no para mapabilis naman itong ating host na maging state university at hindi lang Polytechnic College.
Q: Maalala ko sir galing tayo sa Tabuk noon with Congressman ____.
SEC. ROQUE: Pati Tabuk kasama tayo ‘no sa PIA.
Q: Good morning Secretary. Mountain Province is a drug free province but some places in the Cordilleras are still… reported planting marijuana. What is the—are there programs of the government for the farmers para hindi sila magtanim ng marijuana sir?
SEC. ROQUE: Napakadami naman nating programa ngayon na binibigay ng DA, iba’t iba pong mga crops ang pupuwede nating kunin iyong mga binhi ‘no para iyon ang palakihin ng ating mga magsasaka at mayroon din po tayong mga livestocks, pagpataba ‘no na pupuwedeng maging alternatibo noong mga nagtatanim ng marijuana.
Unfortunately po, hindi po naisabatas po itong batas na nagli-legalize sa marijuana at ang Presidente po tutol diyan. Alam po niya na may ginagawang medisina rin ang marijuana pero ang problema kapag pinayagan po ang pagtanim niyan eh hindi mo na mako-control kung saan mapupunta iyong mga tinatanim na marijuana.
So sa ngayon po ay importante muna na labanan talaga natin ang pinagbabawal na droga. Siguro po later on kapag na-control na natin talaga ang droga, pupuwede nating pag-aralan iyan. Pero napakadami pong alternatibong mga crops, mga cash crops na pupuwedeng itanim ng ating mga magsasaka. Pati ho mga cut flowers ‘no. So mayroon pong mga alternatibo naman. Huwag ninyo na pong hintayin na kayo ay makulong dahil ang pagtatanim po lalo na ng malawakan, iyan po ay pang habang buhay na pagkakakulong.
Q: It’s a public discussion on the legalization of marijuana. Now, what is the latest stand or position of the government regarding this issue?
SEC. ROQUE: Well, ang Kongreso po, alam ko ang—kaibigan kong mabuti—ako po, noong ako po ay Congressman, isa po sa co-sponsor, pero ang Presidente po tutol. In no uncertain words, he told me that he is against it because hindi mo mako-kontrol pag pinayagan mong magtanim ng marijuana.
Q: Sir, regarding po doon sa sinabi ninyo kanina na contract ng government with Facebook. How will it double our internet capacity?
SEC. ROQUE: Oh, it will. That is a projected receivables natin or deliverables sa Facebook. It will double the infrastructure of internet in the Philippines. And likewise, we are also taking advantage or using the NGCP, iyong National Grid Corporation of the Philippines, iyong facilities nila para doon isakay din iyong imprastraktura ng internet. At kaya nga po—this is pursuant to law, because there is already a law passed in Congress – I’m one of the co-authors of that law – which provides for free internet connectivity.
Ang priority po natin, bagama’t aabot po ng tatlong taon ang full implementation na ito, ang priority natin ngayon, lahat po ng public schools and universities dapat ma-connect muna ng libre.
Q: So, it means, sir na hindi lang po Facebook iyong nakita doon?
SEC. ROQUE: Opo, iyong internet service po mismo. Ngayon po may partial implementation na, hindi ko lang po alam ang estado dito, itatanong ko po sa DICT kung at least dito sa Bontoc ay meron ng libre. Meron na ho bang libre? Wala pa. Well kasi po iyong infrastructure nga ang problema, dahil medyo liblib ang Bontoc at mahina ang signal. Pero parating na po tayo diyan, it will take about three years to completely implement it, pero nagsimula na po tayo, because we realize that the right to connectivity is also a human rights.
Q: Welcome po sa Cordillera, sir.
SEC. ROQUE: It’s a pleasure, you know the last time, I was here, I was still a law student, which means it’s almost 30 years ago. So, that was my first time I went to Sagada.
Q: Sir, sa speech po ninyo kanina doon sa graduation you mentioned na kailangang protektahan ang mga magagandang mga natural beauty of Cordillera. Now, ang Cordillera po is the watershed of Northern Luzon pero mukhang napapabayaan po yata, kasi hindi masyadong nabibigyan ng pansin ng—na mabigyan ng programa ang rehiyon, para patuloy na pangalagaan ang mga kabundukan. Sir, meron po ba tayong or possible po ba magkaroon ng directive coming from the President para mabigyan ng special order for the protection ng environment ng Cordillera?
SEC. ROQUE: Well, hindi lang po Cordillera lang naman ang pinoprotektahan ng Presidente. Alam n’yo naman pinasara ng Presidente ang Boracay, dahil importante na mapangalagaan ang kalikasan, para hindi lang ang henerasyon na ito ang makakakita ng kagandahan ng Pilipinas, kung hindi iyong mga susunod pang henerasyon.
So I see no reason why the Presidente should not also look into preserving the watershed of the Cordilleras. Papunta po rito, nakita ko kung gaano kaganda ang mga bundok and I note na maraming mga replanted na mga pine trees ngayon sa kabundukan ng Cordillera. I did not realize the magnitude of the tree replanting here ‘no. Although we can do better, kasi may mga areas pa na medyo malalayo na I could see na kalbo pa rin ang kabundukan.
Yes, I will mention it to the President. But we have an ongoing re-greening program under the Department of Environment and Natural Resources. Siguro pagbalik ko po sa Manila, I can call the DENR, the regional office, find out how much the budget for Cordillera and see if we can even increase it somehow to hasten the process of regreening dito sa Cordillera.
Q: Sir, follow up. Meron po bang nababanggit or kahit na—you mentioned nga po na in passing ang Pangulo, kung meron siyang tinitingnan na lugar sa Cordillera na magiging focus… mabibigyan din ng focus like Boracay po?
SEC. ROQUE: Well, ang alam ko po, may special funding ang Ifugao because of the rice terraces and of course there are funding from TIEZA. When I was Congressman, I allotted funds also for Mt. Pulag in Kabayan, in Benguet as well. Hindi ko lang po alam kung ano iyong lugar dito sa Mountain Province, but I will inquire from Secretary Berna Puyat kung merong special TIEZA project or convergence project para dito po sa Cordillera and there ought to be, because Mountain Province is truly one of the most beautiful provinces in the Philippines.
Q: Sir, another question po. Malapit na rin po kayong maging residente ng Baguio katulad nga po ng nabanggit ninyo noong nakaraan.
SEC. ROQUE: Opo.
Q: Sir, puwede po ba kayang matulungan ng Pangulo ang mga taga-siyudad ng Baguio sa isyu ng presyo ng gasolina sa Baguio, which is higher by P10?
SEC. ROQUE: Well, hindi lang po sa Baguio ang tinutulungan natin. Kagabi po nagkaroon po ako ng kumpirmasyon galing kay Secretary Cusi na meron na pong hakbang na ginagawa ang PNOC-EC para mag-angkat po ng mas murang diesel galing sa Russia. Ang Russia po is a non-OPEC member. Ang landed cost po dito kasama na iyong cost sa insurance and freight sa Pilipinas is estimated only to be between 25 to 27. P43 po ang palagay ko kahapon sa diesel sa Maynila. And I understand mas mataas pa sa Baguio, because of the transportation cost.
Pero kung mag-a-angkat po tayo ng mas murang diesel galing sa Russia, bababa rin po ang presyo ng diesel para sa Baguio. Pero sa ngayon po, ang alam ko lang na maangkat natin sa Russia ay diesel, kasi parang iyong crude oil, eh iba iyong processing ‘no. Pero mukhang tinitingnan na pupuwedeng diesel from Russia, pero baka kinakailangan pang i-subject daw to additional processing sa Singapore before we can use Russian diesel. But at half the price, maski may additional cost pa ang reprocessing sa Singapore, I think it would be a lot cheaper than current prices of diesel.
Q: Kahapon po, ni-reiterate ni Pangulong Duterte ang kanyang pagbibigay ng priority sa BBL. Ang Cordillera po magse-celebrate ng 31st year next month. Kasi po, I think last year po, ang mga leaders ng Cordillera went to Malacañang to bring their clamor to the President for him to also declare the pending Cordillera Autonomy Bill sa Kongreso as a priority bill?
SEC. ROQUE: Ay malinaw na po ang paninindigan ng Presidente. Bagama’t tayo po ay magkakaroon ng federal form of government, magkakaroon po tayo ng separate na federal regional government not just for Muslim Mindanao, but also for the Cordillera. Iyan po ay ipinangako na ng ating Presidente at kung gusto n’yo po iimbitahin natin muli ang mga liderato ng Cordillera.
In fact, I’m arranging a meeting between the Governor of Benguet, so we might as well invite also the Governor of Mountain Province and the rest of Cordillera to the Palace to discuss Cordillera Autonomy. Pero pangako na po ng Presidente iyan, hindi na po problema iyan. It will be in the new Constitution as well.
Q: Sir, from scale of one to ten, sir, ano ang masasabi ninyo sa anti-corruption and anti-drugs campaign ng gobyerno natin? Gaano po ba ka-effective iyan, iyang ginagawa ng gobyerno natin?
SEC. ROQUE: Naku, siguro naman nakita ninyo epektibong-epektibo. From one to ten, I would give it nine. Lalo na po sa anti-corruption, kahapon meron na namang sinibak – ang ating OGCC o ang chief Government Corporate Council dahil ito po sa taliwas at maling legal opinion na pupuwedeng magbigay ng prangkisa ang Aurora Economic Zone para sa isang casino sa labas ng territorial jurisdiction ng AVECO mismo ‘no. At nasabi ko nga, ‘Mr. President, parang ako na ang nagkakaroon ng reputation na tagasibak, dahil wala nang tigil iyong pagsisibak natin sa mga corrupt.’
Pero hindi po talaga matitigil iyan hanggang maubos silang lahat, maski ba wala nang tao sa gobyerno siguro ‘no, dahil iyon naman ang pinangako ni Presidente. Pero naniniwala po siya na bagama’t marami siyang sinisibak dahil sa korapsyon, marami ring nagnanais din na maglingkod sa ating bayan.
So, I would give the President, a nine out of ten sa pag—iyong giyera po sa droga, alam n’yo naman po talaga napakamahal na ngayon ng ipinagbabawal na gamot, which means it is a resounding success and tingin ko lahat ng Pilipino kikilalanin na mas tahimik at mapayapa ang ating mga komunidad ngayon, dahil nga dito sa kampanya laban sa ipinagbabawal na droga.
Q: I’m interested of the possible remedies on the Batangan system which is currently under proposals from the different, from the three municipalities of Tadian, Besao and Sagada. But with the problem, I understand is the imposition of some provisions of PD705 to give a little bit of—
SEC. ROQUE: Please give me a background of what [unclear]
Q: And I see the legal officer here, Atty. [unclear] and also—is a system which covers indigenous forest management practices and this customary practices, I understand are within this proposed ordinances by the three municipalities. The problem here is that there is an imposition of PD705 a far as their customary practices are concerned. So may we know if there are legal remedies as far as the imposition of PD705 is concerned.
SEC. ROQUE: What is PD705?
Q: PD 705 practically restricts… practically restricts some operations actually of indigenous communities considering that the whole Cordillera is a forest reserve and this I understand shall be—since I’m—
SEC. ROQUE: Well, medyo hindi ko gamay ang issue na nilabas mo. Ang masasabi ko lang po, ang Saligang Batas ay mayroon namang probisyon na kumikilala sa karapatan ng kultura ng lahat ng Pilipino, kasama po ang mga katutubo. At mayroon tayong batas, iyong IPRA law [Indigenous Peoples’ Rights Act] ‘no, na kumikilala rin sa ibang kultura at ibang pamumuhay ng mga katutubo na naging dahilan na ‘pag binigyan ng isang ancestral domain eh nawawalan ng hurisdiksiyon iyong mga pang-nasyonal na ahensiya ng gobyerno.
So ganiyan po iyong konteksto na siguro, dapat bigyan ng kasagutan ang tanong ninyo ‘no. And of course, dahil nangako naman ang Presidente sa isang autonomous region sa Cordillera, kung mayroong kinikilala ang Sharia law sa Muslim, siguro po kilalanin din natin ang mga kostumbre ng mga taga-Cordillera. Okay, I hope that answers it but… yes?
Q: Just a follow up, sir. I understand some impositions of PD705 may be created with a presidential decree. So I… [unclear]
SEC. ROQUE: No, no. That was issued when the President was exercising legislative powers. It can only repealed by Congress—or you can question its constitutionality in the Supreme Court. Because we do recognize the right of culture of indigenous people.
So if you think that PD 705 in any way restricts this human right, because the right of indigenous people is more than human right, then you can question the constitutionality of PD 705. That’s an easier remedy.
Q: Purely local issues, sir. The members of the Sangguniang Panlalawigan—there is a vacancy in the Sanggunian right now because of the death of one of their members. And there are supposed to be [unclear] with a resolution endorsing somebody, coupled with the endorsement of the regional LP organization because the death—the deceased member of the Sanggunian came from the LP. And we’d like to ask you if you would help these… because—it is tantamount to disenfranchisement because we are currently lacking three members in the SP. So I would like to ask you, if you will make a commitment to help the Sanggunian fill up their position with the President?
SEC. ROQUE: Well ang mga appointments po sa mga vacancies ng Sanggunian are treated as presidential appointees. Alam ko po ‘yan, kasi may mga naanunsiyo na ako na mga appointment; I think in Cebu, there was one. So, hindi lang po dito naman sa Mountain Province nag-a-appoint ang Presidente. So what I can commit is I can follow up with PMS, because PMS takes care of these appointments, and find out kung anong status dahil tatlo na pala ang vacancies ng Sanggunian. So, I’ll follow up with PMS.
Q: Yes sir, Malacañang Press Corps is watching us live. From Chona sir: “Good morning. Question, anong nangyari po sa meeting kagabi ni President sa Congressmen and Senators about sa BBL? Kailan niya ise-certify as urgent bill ang BBL? Sabi ni Fariñas, lalagdaan daw niya ang BBL sa kaniyang SONA. Thank you.”
SEC. ROQUE: Well, nagkasundo pong muli ang liderato pati po ang Bangsamoro Transition Council na kinakailangan ng bansa ang BBL. Mayroon pong mga gusot na pinaplantsa, pero ang pangako naman po nila, gagawin ang lahat para maisa-batas po ang BBL.
Now of course, we would like to see the BBL enacted before Congress goes into a recess on June 2. Pero ang pangako po talaga is they would do everything that is humanly possible to pass BBL. Kahapon po, parang nagkaroon ng conciliation/mediation meeting si Presidente. Ang una niyang pinulong ang Bangsamoro Transition Council; pagkatapos po ang miyembro ng Kamara; pagkatapos po mga miyembro ng Senado; tapos pinagsama po niya ang mga Senador at ang mga Congressmen.
Hindi na po siguro magkakaroon ng certification of urgency, kasi unang-una po magkaiba iyong bersiyon ng Kamara at ng Senado. Pero ang importante po, ay nagkaroon naman ng kasunduan sa panig ng dalawang kapulungan na makipag-ugnayan at talagang gagawin ang lahat po ng magagawa para ma-reconcile iyong bersiyon ng Senado at ng House.
Q: Mula naman kay Joseph Morong, ang aking ‘tokayo’ ng GMA: “Any direction on the BBL, is he going to certify it as urgent so Congress can pass BBL before adjournment? Any reservation on the versions?” And then second question: “What happened with the meeting on China with the Legis leadership? What did he tell Congress as far as our strategy or stance on China is concerned?”
SEC. ROQUE: Well I’d like to clarify ‘no. Iyong certification nga po may not be necessary, because in the first place they have different versions. Pero ang commitment is for both Houses to pass it and to reconcile whatever versions they may have ‘no, para kung—so that it can be enacted into law at the soonest time possible.
Now, hindi po ‘ata kasama iyong mga Congressmen sa China briefing ‘no. It was just a China briefing, at si Secretary Alan Cayetano po will be appearing today, Wednesday, before the House Special Committee on the West Philippine Sea, and he wants his briefing to be made public para malaman po ng taumbayan kung ano talaga ang posisyon ng Pilipinas pagdating sa West Philippine Sea. I think this will happen this afternoon, so I would rather defer to Secretary Alan Cayetano who will be making public anyway the Philippine position with West Philippine Sea. This afternoon in Congress, before a committee headed by former Speaker Belmonte.
Q: Thank you, sir. From Rose Novenario: “Kailan mabibigyan ang Malacañang Press Corps ng kopya ng SALN ng lahat ng Cabinet members including Secretary Roque?”
SEC. ROQUE: Nagulat nga ako wala ako doon sa report. Rose sabi ko, ba’t wala ako diyan sa report na ‘yan? Nag-submit ako on time. Well nagbigay naman po ang summaries ‘no, kaya nagkaroon na ng reports. But I do not understand why my SALN was not included there. But I’ve been filing SALN since I was in UP, so public document naman po ‘yan. Pagdating sa Malacañang Press Corps siguro iyong SALN ko, I can voluntarily offer it to them ‘no.
So—but the FOI office I understand has already released the SALN of the other Cabinet members, and it’s no longer redacted unlike last year’s.
Q: Thank you, sir. From Alvin, sir: “May initiative po ba ang Palace na tukuyin iyong mga pulitiko at mga artista na allegedly kumukuha ng supply ng illegal drugs from an Indian national? Suspects was apprehended by PDEA agents sa Muntinlupa yesterday.”
SEC. ROQUE: I’ll have to ask PDEA about that ‘no. So far, ang isinapubliko lang ng PDEA, dahil nga magkakaroon ng—noong mga panahon na iyon eleksiyon sa barangay, was of course iyong mga drug personalities na tumatakbo sa barangay. So, PDEA has the call on that.
Q: Yes sir, that is the last question. Your parting message, sir…
SEC. ROQUE: Well si Dexter humihingi ng detalye. I’ll ask the details from Secretary Cusi, because kahapon po, kumpirmasyon lang ang nakuha ko sa kaniya na nagsisimula na po at gumagawa na ng hakbang, ang PNOC EC ang sinabi niya, na entity na gumagalaw para po mag-angkat ng diesel galing sa Russia. But I understand po, it’s never been done before; it’s a first although ang sabi ng DOE, we have imported before from a non-OPEC member-country. Ang pagsubok natin ngayon, wala na tayong state-owned Petron. Dati kasi iyong distribution network natin Petron, pero I will take the liberty of saying that I’ve talked to at least two companies – Petron and Phoenix, and well Mr. Ramon Ang and Mr. Dennis Uy said that if we are able to import cheap diesel, they will sell it more or less at the price that we’re able to import it ‘no, plus administrative cost.
So parang mayroon namang voluntary offer iyong at least two companies ‘no kung mag-succeed tayo ng importation ng cheaper Russian diesel, ipapasa po nila sa publiko iyong cheaper Russian diesel maski hindi na natin pag-aari ang Petron.
Okay? So ang parting words ko po: Well I hope this is not my first time to be back in Bontoc. I will have to come back and visit Sagada again, because the Sagada I know was from 30 years ago.
