Salamat po. Somebody could give the tikas pahinga?

Good afternoon. Secretary Delfin Lorenzana and the members of the Cabinet who are here; Lieutenant General Salvador Melchor Mison, the Vice Chief of Staff; Lieutenant General Raul del Rosario, commander WesCom; officers and troops of the Western Command; my co-workers in government.

This is my last visitation sa facilities na all over the Philippines, ito na ang hindi ko napuntahan. So I’m happy that I have reached your place. But I’m going to Jolo after this kasi I’m going to visit the wounded soldiers there.

But anyway, maligaya ako and I would want to make first the report that ‘yung pabahay ninyo, inagaw kasi ng mga pobre rin kagaya natin. But those are the guys na ginagamit ng left. And they are into such anarchical activities at hindi ko naman mapilit na paalisin doon kasi ‘yung ibang awardees pulis pati military.

Ang problema nandoon na ‘yung iba. Kaya sabi ko, if this thing will continue, tapos hintuin ng mga sundalo o pulis, baka may mapatay pa diyan.

So nakikiusap na ako sa inyo as your President na ibigay na lang natin sa kanila sa Kadamay and do not worry because I will build you a better one. [applause]

So ganito na lang ang gawin ko. I will go into — because in Davao I will be groundbreaking ‘yung sa mga pulis pati sa military, ‘yung gusto na mag-settle down, especially those who are nearing the retirement age tapos they feel na doon na sila, at home na sila for the many years that they were there.

So ganito na lang gawain ko, I will buy individual or not really individual but kung sino lang ‘yung may gusto you have to signify kasi kung dito then maghanap ako diyan ng lupa, bibilihin ko then tayuan ko kayo. Kung sino lang ang gusto dito sa Palawan. Ngayon, kung sa ibang lugar ka in Mindanao, if you have been there already, doon ka na nag-anak and maybe to retire, ang tingin ko, doon na rin. Kung sinong may gusto.

But in Manila, because karamihan na have to go home, they have to have a house, sabi ko, bigyan ko kayo nang bago. Ibigay mo na lang ‘yan kasi diyan walang tubig — alam mo ang gobyerno. But that is not my project. I simply hurried up the process.

Itong ibigay ko sa inyo, mas ma — may tubig na, may electricity at baka kung may pera uli ako, eh ‘di i-furnish — furnished house. Iyong mga simple lang na ano, just to make a start of it. May mura naman kayong galing China and they are not really so bad.

So that is your — ‘yung konsolasyon ninyo sa ano… But it doesn’t mean to say that government, ako, has forgotten you. I said I commit to you now na may magdating sa inyo na bago at mas maganda. Ngayon nag-order ako, ide-deliver na bukas [Ilan ba ‘yon Del? How many ‘yung i-deliver]. May initial delivery na 30,000 pero lahat bigyan ko kayo. Para kung wala na kayong kalaban, kayo-kayo na lang ang mag-barilan. [laughter]

Ganon man kayo, kung mag-inuman diyan sa bar tapos ‘yung mga pulis rin g *** wala barilan na. Ganon sa Mindanao eh. ‘Pag wala ng kalaban, army na pati pulis. Doon lang sa kanta-kanta ‘yang [sings] “My Way of dying.”

Bigyan ko kayo lahat kasi ganito. Marami… Ang sama ng loob ko talaga. Marami ko nang sinabi huwag kayong lumabas sa kampo lalo na ‘yung Mindanao pati Zamboanga, Jolo na maglakad-lakad kayo nang walang baril, wala kayong kalaban-laban. Hindi naman kayo pwedeng magdala kayong dalawa, mainit ‘yan eh, talagang kukunin ng NPA ‘yan. So kung mag-civilian kayo, huwag kayong maglakad-lakad akala mo wala kang kalaban.

Ngayon bigyan ko kayo ng baril. Bong, bigyan mo ako ng sample. [Saan na ba ‘yung aide? Nauna na siguro magkain sa akin.] [laughter]

This is the gun. Glock is maintenance-free ‘to. Marami akong Glock. Ito maski itapon mo diyan sa tubig, even if you do not wipe it, just clean the barrel, ang barrel kasi is steel eh. It’s a Glock 30, .45. Lahat ng tropa sa Pilipinas may baril na.

Ngayon, hindi man maka-supply. If you want the commander size na Colt, meron rin, order rin tayo. So you have a choice of… Pero ako kasi lalo na sa sundalo, walang panahon maglinis or ang terrain talagang — maganda rin ito. But if you want the .45 na 1911 configuration, meron din akong inorder. Before the end of the year baka mabigyan na kayo lahat.

Ang ano ko lang ha, ako pabiro na masama. Pero ito pabiro na masama. Bigyan ko kayo lahat. I do not mind losing the property to the enemies pero may mga lugar na talagang mawawala sa iyo ‘yan. Kasi ‘pag nandiyan ka sa bandang Jolo, magbaon ka ng apat na magazine, isa, eh ‘di lima, wala namang fixed bayonet ngayon, eh ‘di gamitin mo ‘yan. Pero mag-reserba ka ng isang magazine. Alam mo na kung ano ‘yan. Para iyo.

Huwag kayong mag-surrender nang buhay. Masama man sabihin pero ‘yan ang totoo. Mag-surrender ka, bababuyin ka lang, gawain kang t******** or gawain kang… You’ll be treated like a pig only to be executed just like the Marine before. Kaya ‘yang last magazine, para iyo ‘yan.

[applause] That’s free. Hindi ‘yan kasali sa… May asawa ka na? Maghanap ka ng asawa diyan para ibigay mo ‘yong sa isa. Sige, that’s yours. Biro lang ‘yung akin ha.

So we have this… I have to go there. Maswerte na sana tayo except for two things. Drugs, talagang mainit ako diyan. Hindi maghinto ang patayan diyan. It will just destroy the country. I am telling you, it will destroy the country. Four million addicts. How many of them bangag na? Siguro I place it at a conservative number of eight. Iyan makapatay, mag-rape, trial
tapos bangag na, they don’t go to jail. You know, before you can try a person he must be of sound mind to discern what is right and what is wrong.

Kung sabihin ng mga forensics na doctor, ‘he was out of his mind kasi high and therefore the mental faculties were not working’, he cannot go to jail. And we have reviewed the drug-related crimes, may cut-off kami, hindi naman sa isang but it’s 72 — 77,000 drug-related victims.

Tapos itong mga ulol na human rights, itong mga — ‘wag na muna dito kasi kampo ito eh. Pero may minumura ako sa ibang forum kasi hindi nila naiintindihan ang problema. Iyang drugs pati terrorism kasi sa NPA nag-set ako ng… Kahapon tumawag si Bello sabi niya, sir, Sison is very sick that’s why I offered him to come home and ako ang magbayad sa ospital niya because I think he is about to… Sabi ko… Tapos sabi ko, mag-resumption kayo diyan, no claim of territory. Eh kasi ‘yung pasabi na ‘ah nagpasok sila sa aming teritoryo’. F**** s***, why do you claim a territory na Republic of the Philippines ‘to? Second is that there will be no revolutionary taxation.

Burning of equipments mag-aaway talaga diyan. Third is that I
want a guarantee na in writing and fourth is that they must release all soldiers and policemen nasa kanilang kamay pati civilians, mga barangay captains. Kung wala ‘yan sabi ko ayaw ko.

And I told them, you know, we have been fighting for 55 years already from its inception, 50 years ang actual fighting. You want another 50 years? I grieve when I see a Filipino die. Ke ma-sundalo o ke ma-NPA, Pilipino eh. Pero kung ayaw ninyong maghinto, then let us fight for another 50 years. Wala naman akong problema sabi ko, marami akong sundalo. So ‘yan ang kondisyon ko. If they are met then we will talk again.

So wala na masyado akong problema sa NPA. There will be a cessation of hostilities again. Ang MI is working. They are crafting the Bangsamoro and they have stopped really fighting. As a matter of fact, they are helping us control drugs. Si Nur, he said he is biding his time and I said at one time, I will talk to him when I shall have completed my team. So okay na sana.

Ang terrorism lang itong ISIS, iyong nasa Jolo pati nandiyan sa part of Zamboanga and Central Mindanao. Kaya I have authorized the Armed Forces to use the air assets. Marami na akong jet ngayon. Bombahan ko na lang kayo lahat. Hindi ginagamit noon ‘yan kaya ngayon… Sige, linisin mo ‘yang gubat diyan. Ayan ang… That’s why…

So kung… In the fullness of God’s time kung ma-plantsa ko ito, we only have terrorism and drugs. Ako drugs personally talagang… Ang patayan, hindi maghinto ‘yan. Hindi maghinto ‘yan because I will never allow the country to go to the dogs. Alam mo all ‘yung sinabi ‘yung martial law, mag-martial law ako, mag-habeas corpus, ouster, mag-coup d’état, so be it.

Ang akin dito is [raises his right hand] I made an oath to God and to my countrymen. And it’s all there simply states, ‘yung lahat ng sentence diyan sa Constitution only says that I, the President, must preserve and protect the Filipino nation. Hanggang diyan lang ako. Wala akong pakialam diyan kung anong gusto nila.

Basta that our children… Sinabi ko nga kanina eh, ‘Lahat tayo, adre, hindi tayo mayaman.’ Ako I can stay in the hospital for six months and after that kaput. Tayo? Kayo? Sinong magbili ng medisina mo? Sino magpakain ng lugaw mo ‘pag matanda, pag-retire mo? Sinong mag-alaga sa’yo kung ‘yung mga anak natin may bangag, may isa kang anak diyan na problema? Nagnanakaw, nagpapatay, nagre-rape. You will never have a peace of your mind even sa panahon ng retirement days.

And yet they placed us in jeopardy kasi ‘yung mag-gagastos para sa atin ‘yung sunod because ganon, mahirap lang ang Pilipino, ganon talaga. It passes on from generation to generation.

Kung gawain mo ‘yan sa bayan ko, talagang papatayin kita. Huwag na tayong mag-drama diyan. Bahala ‘yang national diyan. Iyang ABS isa pa ‘yan. Sige mag — sabihin niyo.

Basta ako the beginning and end ang aking term as President is always public interest and nothing more. No second, wala, no higher. Hanggang diyan lang ako.

And after that, I’m 72 years old, I have never lost an election, I will go down quietly. But I will do what is best for my country.
