PRESIDENT DUTERTE: Ganito ang racket nitong sa Abu Sayyaf, ma’am. They have local contacts. Most of them are criminals, most of them also — karamihan are the — not all, not all merong mga contacts dito na Balik Islam. Sometimes ‘yung mga Moro talaga. Ang style dito is mag-kidnap sila kay madali lang naman. They have the access and they have the — an opportunity of the dialect and the way how to go out, to go in. So it’s a criminal activity which is being perpetrated now. So nandito ako just to warn everybody about the practice. But ako naman tutal hiningi nila talaga ‘to, ilang gipangayo ni, my order is to the police and the — lahat — and even civilians who are interested to fight and kill, ang order ko is dead or alive. Kaya ‘yung anim na maybe scouring the safety nets kung saan sila maka-landing, I have a one million offer per person ako. Tip lang ibigay mo sa pulis pati military, no questions asked, do not even give your name, sabi mo lang kung saan sila at gobyerno na ang bahala. Q: Ang ikinakatakot po kasi, sir, nang marami na alam nila Sulu, Basilan nandiyan ang Abu Sayyaf, ito na raw ba, sir, ang simula ng presence ng Abu Sayyaf sa Central Visayas? PRESIDENT DUTERTE: Well, I intend also to arm the civilians and I will include the civilians. ‘Pag nakapatay ka, you don’t have to worry. You just go to the police and make the report and state your truth. Wala kang problema, I’ll take care of you. I’ll pardon you or whatever. Q: How will you arm the civilians, sir? PRESIDENT DUTERTE: Well, meron kami, I’m not at liberty because I have to talk to the local officials. They might have some objections, so I would like to hear first what would be the wherewithals in such a situation where we arm the civilians. Ako, I encourage civilians also to kill kasi dead or alive man ‘yan may reward pero mas gusto ko ‘yung dead kasi ‘yung alive magpakain pa ako, ma’am, magastos masyado. Q: Para lang clear, sir, ‘yung dead or alive ‘yon lang pong sa pitong Abu Sayyaf? PRESIDENT DUTERTE: No. Durugista ‘pag ka lumaban. Ang laban ko talaga dito is drugs and terrorist. Kasi itong mga durugista may mga armas talaga ‘yan. Maski sinong pulis at mayor tanungin mo. Meron talaga ‘yan. Hindi ‘yang sabihin mo ‘yan planted, planted, hindi ‘yan totoo. Kung iyan ang gusto nila, ibibigay ko. Q: Mr. President, I’m JP Soriano from GMA News. Sir, kung hindi po napigilan ng mga authorities ‘yung ASG dito sa Bohol, ano po ‘yung nakarating pong intel sa inyo na gagawin nila dapat sa — ? PRESIDENT DUTERTE: Well, we can always make the projection that they were there to spoil the ASEAN — not only spoil but to create a disaster for all of us. Baka nakidnap nila ‘yon because you cannot shoot if there are hostages around. Sabi ko na makuha nila ‘yung, makuha nila ‘yung mga hostages. Iyan ang problema. So mag-sige na tag-yukat na tong y***. So sabi ko nga, rather than wait for another day for them to do it again, I said sa military pati pulis, ‘finish the game.’ Q: Sir, speaking of ASEAN, is President Donald Trump will be coming to the Philippines and how are you preparing, sir, personally? Are you… Nagsa-start na po ba kayo mag-review, mag-analyze, mag-discern? PRESIDENT DUTERTE: No. Even before that, the year’s agenda, merong naka-assign — well-planned ‘yan, well-thought of. So matagal na ‘yan pinilano. It’s been in the books for — alam na namin ‘yung mga events na darating. It has been prepared a long time ago. Q: So is President Trump coming, sir? PRESIDENT DUTERTE: Si Trump? I do not know but he seems to be very busy. If he’s coming here then it would be good for the country, for all of us. Q: Sir, may we just briefly shift to another topic? Sir, pwede po ba kaming mahingi ‘yung reaction niyo lang po? Kasi meron pong — pasensya na po. Meron po kasing SWS survey that says 78 percent of Filipinos fear of becoming victims of alleged EJKs. So it’s a survey that came out and was printed out of the papers. So may we just get your reaction? PRESIDENT DUTERTE: [inaudible] of extrajudicial? Q: Becoming victims of alleged EJKs? Tumataas daw po ‘yung ganoong, base doon sa survey, Mr. President. PRESIDENT DUTERTE: No, it will not. It cannot never be an innocent man will be killed. Wala ‘yan. Ikaw bilihan kita ng droga, babalik ako pagka gabi babalikan kita uli. Pagka umaga bili ako uli sa iyo. Pagbili ko sa tanghali, barilin na kita. Wala kang kasalanan? O, eh meron talaga. Q: Sir, sa TIME magazine po, you were voted as number one and sa UP, UP is going to honor you a honorary degree. What can you say about that? PRESIDENT DUTERTE: With due respect — with due respect sa University of the Philippines, I do not accept even when I was mayor. Hindi ako tumatanggap, I do not… As a matter of personal and official policy, I do not accept awards. Q: Bakit po? PRESIDENT DUTERTE: Wala sa pagkatao ko. Q: So, sir, ‘yung UP, sir, hindi niyo tatanggapin? Iyong honorary award na ibibigay ng UP sa inyo? PRESIDENT DUTERTE: Hindi ko naman nire-reject. But I… To use the word reject is not good. I simply declined. Q: Thank you, Mr. President. PRESIDENT DUTERTE: Hindi ako tumatanggap ng — ever since. Q: Sir, tanong din po ng mga local natin dito na bibisitahin niyo po kaya ‘yung mga labi nung isang nating pulis na napatay doon sa engkwentro? PRESIDENT DUTERTE: Ngayon sana pero ano daw, the… My military is against it kasi maputik daw pati malayo. Talagang maputik ‘yung lugar. So nandito naman, I just expressed my condolences to the family. Pero ‘yung naabot ko na kagaya nung sa Batangas, nandiyan man lang sa isang siyudad, naabot ko, ‘yung iba talaga sa bukid hindi. Mahirapan ang helicopter. Napaka-putik, mahirapan ang helicopter. Q: Sir, last na last na lang po. Kahapon po sa Duterteconomics po with your secretaries. May mga nagsasabi na “it’s very ambitious”. Ang tanong lang po, sir, kakayanin daw po ba? PRESIDENT DUTERTE: Alam mo ‘yung mga kalaban mo, wala talagang nakitang magandang ginawa mo. You know, remember this adage: People judge best when they condemn. Ganoon ‘yan. Pero sila mismo kung ilagay mo, hindi nila kaya. Sino ‘yan sila? Kaya nila magsalita sabihin, ‘p****** i**, patayin mo yan.’ Sino sa kanila? Sino sa kanila magsabi ‘p***** i** ka, Presidente na go to hell, you’re a son of a b****.’ Hindi nila kaya ‘yan kung presidente ‘yang mga ‘yan, hindi nila kaya ‘yan.
