Kahit pa nasa gitna tayo ng pandemya, tuloy pa rin ang paggunita ng ating National Quincentennial. Itong pangyayaring ito ay matagal na ring napaghandaan at matapos ang lahat ay nandito na nga tayo, 2021 na. Marami sa mga kaganapan noong 1521 ay nangyari sa Visayas at dahil dito marami sa mga malalaking events ng National Quincentennial commemorations ay sa Kabisayaan gagawin.

Kaya ngayong gabi makakausap natin ang mga sangay ng pamahalaan na kasama sa mga paghahanda ngayon diyan sa Visayas. Mula sa National Quincentennial Committee, ang kanilang Vice Chairman at concurrent National Historical Commission of the Philippines Chair Rene Escalante; mula sa Office of the Presidential Assistant for the Visayas, Asec. Jonji Gonzales; mula naman sa Department of Tourism Region VIII Director Karen Tiopes at Region VII Senior Tourism Operations Officer Riza Macaibay; at mula sa Lapu-Lapu City LGU Tourism, Historical and Cultural Affairs Chair Cindi King Chan.

Upang malamang kung papaano natin gugunitain itong makasaysayang National Quincentennial Commemoration ng Pilipinas. The National Quincentennial Visayas in focus ang ating pag-uusapan ngayong gabi.

Welcome back to the Cabinet Report. Maraming paraan nang pagbasa sa mga nangyari noong 1521. Maraming perspektiba ang maaaring tingnan at dahil na rin dito binuo ng pamahalaan ang National Quincentennial Committee upang mabigyan ng linaw, direksiyon at isang pambansang pananaw ang pagbalik-tanaw at paggunita sa mga kaganapan noon.

Kasama po natin ngayon si National Quincentennial Committee Vice Chair at concurrent National Historical Commission of the Philippines Chair Rene Escalante.

NQC VICE CHAIRMAN ESCALANTE: Magandang gabi ulit sa lahat, Secretary at sa inyong mga nakikinig.

SEC. ANDANAR: Ito na iyong pinaghahandaan natin Vice Chair, nasa 2021 na tayo, taon na talaga ng National Quincentennial and just to bring us all on the same page, ano nga ba ang ating ginugunita ngayon; ano po ang National Quincentennial Commemorations?

NQC VICE CHAIRMAN ESCALANTE: Ito pong taon na ito ay napakahalagang taon sa ating kasaysayan dahil po sa darating na Abril, atin pong gugunitain ang tagumpay ng mga Pilipino sa laban sa Mactan.

Itong taon pong ito, hindi lamang po sa Cebu masisentro ang ating komemorasyon kundi mayroon po itong tatlong elemento: Una po, mayroon itong international component kung saan ginugunita po natin ang ikalimandaang anibersaryo nang pag-ikot ng tao sa buong mundo. Ito po ay pinangunahan ni Magellan at itinuloy po ito ni Sebastian Elcano.

Dito rin po sa taon na ito gugunitain din po natin ang ikalimandaang anibersaryo ng pagdating ng Kristiyanismo sa ating bansa. Hanggang ngayon ito pa rin po ay dominanteng religion sa ating bansa.

At iyong panghuli, iyong nabanggit ko, ito po iyong taon kung saan ipinakita ang kabayanihan ni Lapu-Lapu at ang mga mandirigma ng Mactan noong labanan nila ang puwersa ng mga Kastila at naging matagumpay sila noong April 27, 1521.

So nagtutulungan po dito ang international community, ang national agencies pati na rin po ang different local government units ng buong bansa.

SEC. ANDANAR: Ang tema po ng ating National Quincentennial ay ‘Victory and Humanity’. Bakit po, Vice Chair?

NQC VICE CHAIRMAN ESCALANTE: Dalawa po ang tema na dini-develop po natin gaya ng nabanggit ninyo po Secretary. Unahin ko po iyong ‘humanity’ kasi I want to be chronological in my explanation. Kaya po mayroong tema tayong ‘humanity’ kasi gusto nating ipakilala sa buong mundo na ang mga Pilipino ay mayroong magandang kalooban at ipinakita po natin ito noong dumating po ang Magellan-Elcano expedition sa Samar noong kalagitnaan ng Marso ng 1521.

Noong dumating po ang mga dayuhang ito, karamihan po sa kanila ay mga may sakit, gutom na gutom at iyong iba ay halos malapit nang mamamatay. Hindi po ito kilala ng mga Pilipino subalit sila po ay tinulungan, sila po ay pinakain, kinanlong at binigyan nang magandang lugar kung saan sila puwede magpagaling. Ito po ay isang katangian nating mga Pilipino na sa tingin ko ay kailangan nating ipagpatuloy at ipakilala sa buong mundo dahil po ito ay isang elemento ng ating kultura na hanggang sa ngayon ay kailangan nating itaguyod at hanggang sa ngayon ay tayo pa rin po ay nakikilala.

Iyong pangalawang tema naman po Secretary ay iyong ‘victory’ – ito rin po ay napili ng National Quincentennial Committee na isang tema na i-develop kasi ito po ay magbibigay ng inspirasyon sa ating bansa na magkaisa tayo, pagtulung-tulungan nating itaguyod ang ating soberenya nang sa ganoon po ay manatili po tayong malaya at maipagpatuloy natin ang pagpapatakbo ng ating bansa sa pamamagitan ng ating sariling mga desisyon.

Ito po ay naka-align sa policy ng Duterte administration kung saan gusto niya magkaroon tayo nang independent foreign policy na hangga’t maaari ang mga problema na kinakaharap natin ay solusyunan ng mga Pilipino at hindi ng mga dayuhan.

SEC. ANDANAR: Ano po ang mga major activities na ating aabangan ngayong taong ito sa buong kapuluan natin?

NQC VICE CHAIRMAN ESCALANTE: Kahit po tayo ay nasa gitna ng pandemya, hindi po natin iaatras at patuloy pa rin natin pong gugunitain ang makasaysayang pangyayaring ito sa ating bansa subalit gagawin natin ito na hindi tayo lumalabag sa mga patakaran ng gobyerno. Ang isang malaking activity na mangyayari ngayon ay iyong itinuloy naming art competition. Nagkaroon po tayo ng kompetisyon sa pagpipinta at nais ko pong ibalita na ito po ay napakatagumpay.

Secretary sa ngayon po, klinose (closed) po namin iyong deadline kahapon at ang latest count is 411 entries po ang sumali dito sa kompetisyon na ito. Medyo malaki rin po ang premyo dito kasi kalahating milyon po ang matatanggap ng mananalo sa bawat kategorya ng patimpalak. At ang mga mananalo po dito ay idi-display po natin sa Lapu-Lapu Museum na ipapagawa dito sa mga darating na taon.

Ngayon ito rin pong patimpalak na ito ay tulong din po namin sa mga pintor na naapektuhan ng pandemya kasi siyempre bumagal iyong ekonomiya, iyong mga tao sa halip na mag-invest sa art ay prinaoritize (prioritize) iyong kanilang kalusugan at iyong kanilang pang-araw-araw na pangangailangan. At ito pong mga artist natin ay iyong iba ay nawalan ng hanapbuhay kaya sinamantala po namin ito na matulungan sila sa pamamagitan ng patimpalak na ito.

Ang pangalawa po nating okasyon na sasaksihan sa taong 2021 ay ang ‘100-day countdown to the D-day of the commemoration’ at ito po ay magaganap sa Lapu-Lapu City ngayong darating na Enero a-disi siyete.

Pangatlo pong activities na ating sasaksihan ay magaganap po sa buwan ng Marso, Secretary. Mayroon po tayong inaasahang barko galing sa Espanya, ito po ay kinomisyon ng Spanish Navy at ang naging proyektong ito ay ito po ay iikot sa buong mundo gamit ang ruta ni Magellan. At iyon pong mga lugar kung saan dumaong noon si Magellan ay dadaungan din po ng barkong ito at iyong mga bansa ay mayroon silang kaniya-kaniyang activities para po salubungin ang barkong ito.

Sa kasalukuyan ito po ngayon ay nasa karagatan na ng Pasipiko, kaaalis lang po nito ng bansang Chile at ang susunod po na port call nito ay sa Guam at sa buwan po ng Marso ito po ay darating na sa Pilipinas.

Una po itong dadaong sa Samar kung saan talaga dumaong iyong Magellan expedition at tutuloy po ito ng Cebu, iwi-welcome din po ito ng mga Local Government Units ng Cebu. At kapag ito po ay mayroon pang sapat na panahon, ito po ay dadaan ng Maynila at magbibigay din po ito ng port call dito po sa mga opisyales natin sa Maynila at saka na po ito tutulak ng bansang Indonesia.

Ang pang-apat po na event at ito na po iyong pinakamalaking event na pinakahihintay ng lahat, ito po ay magaganap sa April 27, 2021. Ito na po iyong anibersaryo ng tagumpay ng mga Pilipino sa labanan sa Mactan. Dalawa po ang venue ng pagdiriwang natin, ito po ay buong araw na pagdiriwang. Iyong unang bahagi, iyong morning session po nito, magaganap lahat sa Lapu-Lapu City. So magkakaroon po tayo ng military parade, magkakaroon din po ng mga cultural presentations doon, iyong traditional na Kadaugan kung saan ginugunita ng mga mga taga-Cebu iyong labanan sa Mactan at mayroon din pong ilan pang mga activities na magaganap doon hanggang po sa tanghali.

Ngayon, pagdating po ng hapon, babalik po ang mga panauhin dito sa Maynila para naman po saksihan ang cultural night ng Quincentennial Commemorations. At para po sa kaalaman ng lahat, gaganapin po ito sa newly restored Metropolitan Theater dito po sa Kamaynilaan. Inaasahan na po ng lahat na magiging functional na itong Metropolitan Theater na halos tatlong dekadang nasara at napabayaan. So, malaking event po ito at dito po makikita natin na ipapakita iyong tagumpay o victory ng mga Pilipino sa labanan sa Mactan at kasama rin dito iyong victory ng cultural agencies na binuhay itong matagal ng nakasara at nabubulok ng theater.

At matatapos po ang araw na ito sa isang fireworks display. Dalawa po dito mayroon po dito sa Maynila at mayroon din po sa Lapu-Lapu City.

Ngayon iyong susunod po na magaganap ay ito po ay series of activities na. Mayroon pong malaking proyekto ang National Quincentennial Committee, kung saan minamarkahan po namin ang mga lugar kung saan dumaong ang Magellan Expedition. At itong mga lugar na ito ay nilagyan po namin ito ng mga pedestal at mga markers kung saan nilalarawan sa mga markers kung ano ang nangyari sa lugar na ito.

So, simula po Marso hanggang sa umalis ang ekspedisyon sa Oktubre, sunud-sunod po iyong mga unveilings ng mga markers na ito at ito po ay gagawin namin sa pakikipagtulungan ng NQC at iyong mga host Local Government Units.

Panghuli po na activity natin sa taong 2021, iyon pong international conference na ii-sponsor din ng NQC. So sa komperensiyang ito tatalakayin natin iyong iba’t ibang aspeto ng ekspedisyon, pati na rin po iyong kasaysayan ng bansa natin noong siglong ito. Mayroon po kaming bubuuing panel na ang magiging komposisyon ay mga Portuguese scholars at tatalakayin po nila si Magellan at iyong mga naganap sa Portugal noong mga panahon na ito.

Mayroon ding panel na bubuuin ng mga Spanish scholars kung saan tatalakayin din nila iyong mga kontribusyon ng mga Espanyol sa ekspedisyon at mayroon din kaming binubuong panel na bubuuin ng mga scholars from Latin America at tatalakayin nila iyong mga nangyari sa ekspedisyon noong ito ay nasa kanilang kontinente. At bago dumating sa Pilipinas, mayroon din po tayong panel na sponsored ng University of Guam at tatalakayin naman kung ano ang naging kontribusyon at mga nangyari sa Marianas Islands nang mga panahon na ito. At iyong huling mga panels ay naka-sentro na sa ating bansa.

SEC. ANDANAR: Vice Chair Rene, para sa ating mga Filipino ano ang pinakamensahe na gusto ng National Quincentennial Committee na manatili sa atin, kahit na matapos na ang ating pagdiriwang.

NQC VICE CHAIRMAN ESCALANTE: So, napakarami po, Secretary, ng ating mga activities sa taong 2021 at iniimbita ko po ang lahat na makiisa. So, harinawa, ang dalawang pangyayaring ito na naganap sa Samar at sa Lapu-Lapu at sa Mactan ay maging inspirasyon ng mga kasalukuyang Pilipino nang sa ganoon, maging makilala tayo na isang bayang may magandang kalooban at isang bayan na handang lumaban para ipagtanggol ang ating karapatan. At sana po itong mga activities na ito ay maging inspirasyon natin at mapulutan po natin ng aral nang sa ganoon maging maganda ang ating buhay sa mga darating na araw.

Bilang panghuli, Secretary, nais ko pong magpasalamat sa mga taong nasa likod at tumulong sa amin para maging magtagumpay ang mga paggunitang ito. Unang-una po nais ko pong magpasalamat kay Pangulong Duterte dahil po sa sinuportahan po niya kami ng dalawang executive order na nagbibigay ng legitimacy sa lahat ng mga pangyayaring ito na magaganap sa taong 2021. At salamat din po sa budget na ibinigay sa amin ng administrasyong Duterte.

Nais ko ring pasalamatan ang mga kasapi ng National Quincentennial Committee, dahil sila po ay patuloy na sumusuporta sa mga activities na ito. At nais ko rin pong banggitin at pasalamatan ang mga Local Government Units lalung-lalo na ang LGU ng Lapu-Lapu City, ng Samar at ng Cebu City. Sila po ay talagang napakasipag at napaka-supportive. Nais ko rin pong pasalamatan ang Office in Secretary Diño, dahil talaga pong anytime na humingi kami ng tulong sa kaniya for coordination ay lagi po silang nandiyan lang, isang tawag lang ay sumusuporta sa amin. At pati na rin po sa mga academic communities, sa mga National Historical Organizations, iyong mga Local Historical Networks namin, sila po ay talagang napakalaking bagay para maging maayos at magtagumpay itong paggunita natin nitong Quincentennial. Muli, Secretary marami pong salamat at magandang gabi po sa inyong mga tagapakinig.

SEC. ANDANAR: Welcome back to the Cabinet Report. Okay, napag-usapan natin kanina ang big picture ng National Quincentennial Commemorations. Ngayon naman dalhin natin ang usapin doon mismo sa bahagi ng bansa kung saan naganap ang marami sa mga pangyayari noong 1521, ang Visayas. Kasama natin ngayon mula sa Office of the Presidential Assistant for the Visayas, si Assistant Secretary Jonji Gonzales. Asec, we are finally here, 2021 and the Visayas will be at the center of the activities for our National Quincentennial Commemorations. Across the Visayas, what are the key events that will take place and where?

ASEC. GONZALES: Visayas will be celebrating the 500 anniversary, sir, of the victory at Mactan ‘no. But iyong focal area will be in Lapu-Lapu City. In fact the 100 day countdown to the 500th anniversary of the victory at Mactan will begin on January 17. It will also mark the declaration of Liberty Shrine Mactan, Lapu-Lapu City as site of permanent display of the Philippine Flag like the one we see in Luneta. And there will be a groundbreaking of the Guiuan Museum in Eastern Visayas on March 16. And the visitation of the Spanish Navy Training Ship, Juan Sebastian Elcano, on March 24 to 26.

Also, an inauguration of the battle of Mactan Diorama on March 27 sa Sulu Garden in Miag-Ao, Iloilo and a 500th anniversary of the mass at Limasawa, Southern Leyte on March 31. And another event would be the 500th anniversary of Christianity in the Philippines on April 14 and of course the Quincentennial TV special 500th anniversary of the victory of Mactan commemorative rites on April 27. Then we will have a series of unveiling of Quincentennial historical marker in various historical sites in the country, a series of lecture and conference, birth centenary of historians and many more, from March to October 2021.

SEC. ANDANAR: Kumusta naman po ang paghahanda para sa mga events na ito

ASEC. GONZALES: Sec. Martin, smooth naman ang coordination with the local government units, concerned agencies at tayo sa Office of Presidential Assistant for the Visayas, involved naman ang mga stakeholders, even the Church and kailangan na lang po ay publicity kasi hindi pa siya gaanong nalaman at nakagat ng public.

We really the support of government media assets and of course ng mass media for information dissemination, marketing and educating the public.

SEC. ANDANAR: Alin po sa mga nabanggit ninyong events ang magiging open for physical participation?

ASEC. GONZALES: Lahat ng activities ay really closed for physical participation of the public to ensure safety amidst the pandemic.

What the public can do instead is to either watch online or to watch the televised broadcast by the PCOO-RTVM. In fact, we will be posting also these activities on our Facebook page ng Office of Presidential Assistant for the Visayas and we will try as much as possible to also ask the local government units in the Visayas to cross post all these events para naman mapanood sa Facebook pages ng mga tao.

SEC. ANDANAR: From the Visayas’ perspective, what do you want Filipinos as a whole to take away from the Quincentennial Commemorations?

ASEC. GONZALES: Visayas has always been the center of tourism in the country. Cebu for instance, there’s Boracay, there’s Bohol and the Quincentennial Commemorations will bring history and culture in a modern perspective that will transform tourism in the time of pandemic.

In fact Sec. Martin because of this pandemic, makakatulong talaga iyong Quincentennial sa pagbalik ng turismo in this part of the country, iyong Visayas. And also as Visayans, we also expect to have si Lapu-Lapu to be completely known by the country as our first hero to resist imperial foreign colonization.

Alam mo kami sa Visayas, we have always wanted na makilala na talaga si Lapu-Lapu and this is the time na mangyari na ito and we hope to spread the transcendental spirit of Filipino resilience and triumphs over odds and challenges as embodied in the victory of Mactan.

Alam mo Sec. Martin Filipinos survived many a great challenge in history and we will certainly conquer the present and future trials and adversity with the spirit of humanity and victory. Nothing is impossible for Filipinos.

SEC. ANDANAR: Nandito pa rin po kayo sa Cabinet Report at kausap natin ngayon mula sa Department of Tourism, Region VIII Director Karen Tiopes at Region VII Senior Tourism Operations Officer Riza Macaibay.

Director Karen, Ma’am Riza your regions will be at the center stage this quincentennial, ano po ang mga dapat puntahan sa rehiyon ninyo na may kinalaman sa National Quincentennial?

DIRECTOR TIOPES: Magandang gabi po Sec. at magandang gabi po sa lahat ng nakikinig ngayon sa inyong programa dito sa PTV-4.

We are very, very happy dito sa Region VIII na kasama ang dalawang lugar ng aming rehiyon sa pag-celebrate natin as a country sa Quincentennial commemoration of the Philippines.

So ang una talagang kung babasehan natin sa history, ang unang nakitang isla ng grupo ni Ferdinand Magellan noong dumating sila sa ating lugar ay iyong Isla ng Homonhon – ito ay matatagpuan sa Guiuan, Munisipyo ng Guiuan sa Probinsya ng Eastern Samar. So ang kuwento nito Sec. is after a hundred days na pagbiyahe nila sa dagat mula sa Guam at hindi po maganda iyong nangyari sa kanilang fleet noong nasa Guam sila. Natuwa sila noong makita nila iyong isang island. Ang island na ito actually is… tinatawag itong Suluan pero hindi sila maka-approach ng Suluan – that was actually on March 16. Hindi sila maka-approach ng Suluan kasi parang hindi yata maganda iyong panahon.

So the following day na gumalaw ang kanilang fleet at lumapit doon sa another island na tinatawag na Homonhon, so this was on March 17 at doon bumaba sila at nag-pitch sila ng tent sa beach side ng island. Dinala nila doon iyong kanilang mga kasamang may sakit at iyong buong grupo talaga nila gutom na gutom na. So ikinatuwa nila dahil noong pumunta sila doon na—they were surprised actually because iyong mga inhabitants ng island na iyon nalaman nila na ang babait pala. So tinulungan sila, binigyan sila ng pagkain, binigyan sila ng tubig at tinulungan silang bigyan ng mga gamot—ginamot iyong kanilang mga may sakit.

So actually ito iyong tinatawag natin na—it was the first encounter of the Philippines and the Spanish people and kumbaga we showed humanity. This was the first time that the west saw the humanity of the Filipino people.

So proud na proud kami na part kami niyan at hanggang ngayon nga na-experience pa natin, if you go to Region VIII ma-experience ninyo talaga iyong humanity and the best in the recent year Sec., na-feel talaga ito namin noong magkaroon tayo ng—nasalanta kami ng Yolanda.

So we felt the humanity among ourselves kasi nagtulungan talaga kaming to rise back after being hit by the super typhoon and we also felt the love of the entire world kasi tinulungan talaga kami ng buong mundo at mga kapatid nating Pilipino para makatayo rin kami. So this is something that actually, we Filipinos, lahat tayo should be proud of. We are so humane, we are so kind.

Actually identified kung saan talaga iyong point na nag-land sila Magellan at ang kaniyang mga tauhan at ngayon if you there, mayroon tayo doon monument na pinagawa ng provincial government of Samar at mayroon din actually doon marker ang National Historical Commission of the Philippines. Pero ngayong taon na nagsi-celebrate tayo ng 500 years of our story as a people, as a country, maglalagay din ulit iyong ating NQC ng isang marker – this time to mark it—kumbaga they will reiterate this very spot is part of our history and we are marking the 500-year anniversary or commemoration.

Iyong pangalawang pinuntahan na isla ng fleet nila Magellan ay ang tinatawag nating Limasawa Island. Mahahanap natin ito sa Munisipyo ng Limasawa sa Probinsya ng Southern Leyte. So noong March 25, 1521, umalis iyong grupo nila Magellan at nag-set sail sila pababa, papuntang western side ng Eastern Visayas kumbaga at nakita nila iyong Limasawa Island. So dumating sila doon actually noong around mga March 27 na and again natuwa din sila kasi doon na-encounter din nila iyong ating mga ninuno na kasing-bait din ng mga ninuno natin na na-meet nila doon sa Homonhon.

So iyong Limasawa mayroon silang isang rajah, si Rajah Kulambu at noong bumaba sila Magellan at mga grupo niya sa Limasawa Island, sinalubong naman sila nang maayos ni Rajah Kulambu. In fact, tinatawag namin itong—iyong event na ito na parang the first interaction, parang tourism activity.

Kasi noong Easter Sunday where they celebrated the first Easter Sunday mass on Philippine Soil, pagkatapos ng misa, nagkaroon ng cultural exchange at mga ninuno natin na pinangungunahan nila Raha Kulambu, nagpakita sila ng galing ng sayaw. So, in-entertain nila iyong mga bisita nila at naghanda rin sila ng the best na mga pagkain na maibibigay nila. So, in exchange naman, after that – based ito, sir, sa chronicles ni Pigafetta – so after that, nagpakita naman ng gilas ang mga Espanyol, nagpakita sila ng sword play.

So, practically, kung titingnan ninyo that was the very first cultural exchange that happen in the country. So, puwede siguro, Sec., sabihin we started tourism in Eastern Visayas, noong time na pagkatapos actually ng cultural exchange na iyan, nagkaroon din actually ng first blood compact between a westerner and an easterner. So, Kulambu at saka si Magellan, nagkaroon sila ng blood compact to seal their friendship. So, again dito rin tayo, puwede rin naming sabihin the first time tayo nagkaroon ng cultural connection na rin between the west and the east.

1. TOURISM OPERATIONS OFFICER MACAIBAY: First of all magandang gabi po sa lahat ng iyong tagasubaybay at tagapakinig. In regards to your question po, sir, so being the nucleus of celebration in the country, of course we would encourage people to visit and rediscover our heritage sites in the region. Now, being the oldest city in the Philippines and one of the oldest provinces in the country, Cebu is more than a business hub and a leisure destination. It’s still has so many things to tell, and of course, people to explore. Since we are celebrating the Quincentennial celebration, of course we would encourage people to revisit our historical sites, such as the Fort San Pedro, Lapu-Lapu Shrine in Mactan, Magellan’s Cross, Sto. Niño Church, Museu Sugbu and Casa Gorordo (Museum) t0 name a few.

The organizations behind these sites are actually preparing activities that would make your next visit a different experience. We would encourage everyone to visit the different municipalities, cities, outside of the tri-cities such as Cebu, Mandaue and Lapu-Lapu. Kasi there are still so many places to explore and attractions na puwede ninyong puntahan beyond the Metropolis po.

SEC. ANDANAR: Alin po dito ang mga bukas at maaaring puntahan ng mga local tourist?

1. TOURISM OPERATONS OFFICER MACAIBAY: So for now, for Cebu, only Cebu City and Lapu-Lapu City are open to receive domestic tourists. The rest of Cebu province are open to local tourist or residence only. For the rest of the region, only Bohol is open to domestic tourist, Negros Oriental and Siquijor are open to locals or residents only. So, for the sites that I have mentioned it’s a good thing that most of these sites are located in Cebu City or Lapu-Lapu City. So talagang puwedeng puntahan po ito ng mga domestic tourists, po coming from other regions in the Philippines.

DIRECTOR TIOPES: Actually, as of today. Bukas na iyong dalawang sites na iyan, but they only allow local allow local tourist. So we are looking forward na kung kailan magdi-decide ang ating local government unit na mag-allow sila ng kahit man lang inter-regional tourism, meaning kami lang munang taga-eastern Visayas puwedeng umiikot na within our region at makadalaw na kami sa itong mga sites which is part of our Quincentennial Commemorations Activities. Kasi last year pa nga lang, Sec, ang dami nang nagtatanong, “ano iyong mga pinaghahandaan ninyo, mayroon bang mga tours tayong pinaghandaan?” So, last year pa lang, gumawa na tayo ng tinatawag na Sinugdan tours na papuntang Southern Leyte at ngayon pina-finalize din natin iyong tinatawag nating Alagyam Tours para dito naman sa Eastern Samar.

The word ‘Alagyam’ basically means care, to take care of, pag-aruga, humanity; so the title in itself is a reflection of what are people are at saka ano iyong istorya namin as Eastern Visayas, our history at Eastern Visayas. So aside from visiting sites that are part of the 500th anniversary nagdagdag din tayo ng mga top-side destination para, kumbaga, kumpleto talaga iyong visit nila doon, aside from the fact that they are doing a historical tour. So, kung familiar kayo sa Guiuan, Eastern Samar this is actually ang pangbato naming surfing destination. So, we have Calicoan Island in that area and in the entire stretch actually of the province of Eastern Samar may mahahanap tayong pocket of places, beach type places that are best for surfing. At tinatawag namin mga sarili namin that we are the only surfing destination in the Visayas. So, we are really pushing the region to be such and we want to be part of the surf circuit in the entire country.

Ang aming surfing sa Guiuan is not for the newbies. These are for the pros. We call, ang tawag namin sa aming waves doon ay Odyssey Waves. I don’t surf, but sabi ng mga surfers, masarap mag-surf doon, kasi puwede kang sumakay, you ride the wave surge, whatever you call it, either from the right side or from the left side, which cannot be done in other surfing destinations.

Dahil marami pa rin tayong mga historical sites diyan sa Guiuan. In Guiuan alone pa lang ha, hindi ko pa mini-mention iyong maraming destination sa Eastern Samar. So, in Guiuan, the place also figured out as a World War II engagement site. So mayroon tayong, very old airport diyan kung saan nag-take off actually ang Enola Gay, ito iyong eroplanong ginamit para magdala ng bomb sa Japan. So diyan nag-take off iyong plane na iyan. And then, President Kennedy, he was assigned, actually captain pa lang siya noong World War II, na-assign siya diyan, naka-based siya diyan, naka-based siya dati diyan sa Guiuan.

Then we also have our centuries old church, tinatawag ito ngayon na Church of the Immaculate Conception. So sinimulan itong itayo ng mga Jesuits noong 1550 at unti-unting pinalaki at later on nag-take over iyong mga Augustinians. So, this is the only church in the country na matutuwa ka talaga kasi iyong mga décor niya sa mga minor altars were made from shell. Unfortunately, Sec., noong nasalanta kami ng Yolanda, isa sa mga nasira talaga itong aming Immaculate Concepcion Church. Talagang literally nag-crumble ang church sa lakas ni Yolanda. But then again, we always say, kung mayroon mang hindi magandang nangyayari sa amin, dahil siguro sa strong faith namin, we know and we believed and it always happens – mayroon talagang blessings na bumabalik sa amin.

So for this incident, na nasira iyong aming church that was declared actually as a national cultural treasure of the Philippines. Ito ang pinakamataas actually na recognition dito sa ating country and supposed to be ang church na ito Sec., naka-line up na ito for a UNESCO World Heritage Site under sa tentative list, kaya lang iyon na nga nasira.

But then again, after Yolanda tinulungan tayo ng US Embassy at saka iyong National Museum para maipatayo ulit ang simbahan. Naku, Sec., kung nakita mo lang on how they piece together each and every debris that they picked up, so iyong ceiling mayroon iyang painting, Sec., parang ano, kumbaga, may mga images sa taas that were painted. So, pinulot nila lahat ng mapupulot nilang yero and piece it all together. Kung ano iyong kulang mayroon, tayong mga artist na galing yata sa Luzon and somewhere in Bohol, they help recreate again that image. Lahat ng mga santo, mga rebulto na nasira, nabali, they restored it and really ang ganda-ganda ng resulta. Kapag kayo ngayon eh pumunta doon, Sec., you will really be amazed and all at how the artistry of our people, dahil nag-put together parang humpy dumpy ba. They were able to put it together again and of course we are always thankful to the national museum at saka to the people of America for helping us.

SEC. ANDANAR: Bukod sa mga historical sites na may kinalaman sa Quincentennial, may mga hinahanda po ba tayong mga events o online activity sa inyong rehiyon in relation to the National Quincentennial?

DIRECTOR TIOPES: Yes, actually maraming grupo actually ang nagtutulung-tulong tayo para magkaroon tayo ng iba’t ibang events ngayong pag-celebrate natin ng Quincentennial Commemoration of the Philippines particularly dito sa amin, sa Eastern Visayas. So, simulan natin, Sec., sa mga hinahanda actually ng ating National Quincentennial Commission. So magkakaroon actually, on different occasions, magkakaroon ng unveiling of markers. So, gagawin ito sa iba’t ibang lugar sa Region VIII, particularly in those engagement sites ng Quincentennial Commemoration. So aside from that, at the local end, there are some church-led and some LGU-led activities as well.

Maraming prinepare na activities for the entire year, for the entire 2021. Pero iyong highlights natin, the first will start with March 17 doon sa Guiuan where magkakaroon tayo ng commemoration of the 500th year anniversary program. So kasali dito siyempre iyong ating National Quincentennial Commission, kasama na rin iyong Embassy of Spain at iba pang mga bisita na dadalo to commemorate this event.

Then on March 31, this time we will also celebrate sa Limasawa naman. So magkakaroon tayo ng quincentennial celebration on the first Easter Sunday Mass at nagtutulung-tulong dito ang simbahan, the Diocese of Maasin at saka ang Provincial Government of Southern Leyte and the Municipality of Limasawa. Tapos kumbaga these are the major commemorative events; but every month thereafter mayroon tayong mga virtual tours, magkakaroon din tayo ng mga series of virtual lectures on history and these lecture series that will be spearheaded by our office, ang DOT, will not just revolve on what happened during March, during the time na dumating ang mga westerners dito sa atin. But we will be telling the story, the 500-years story of our people.

So based ito sa ginawa namang libro ni Father [Francisco Ignacio (de)] Alcina who used to be assigned in Leyte and Samar and he recorded actually all about our culture, heritage, our foods. So this is really a good learning venue not just for the academe but for each and every Filipino talaga.

Kasi Sec., kami we believe na we have to know kung sino tayo eh, we have to know ano iyong history natin para maintindihan natin kung bakit ganito tayo ngayon.

1. TOURISM OPERATIONS OFFICER MACAIBAY: For the Regional Office po, we are definitely planning some events to celebrate the 500 years Quincentennial Celebration. We are working with the different LGUs such as Lapu-Lapu City, Cebu City and Cebu Province as well as private organizations such as the Archdiocese of Cebu and local tourism stakeholders to come up and organize some activities that does not only celebrate the victory of Mactan but as well as the Cebuano culture such as food, artistry and traditions. Of course, in organizing these events and activities, we would strictly adhere to the health and safety guidelines of the LGUs and of course the minimum health standards implemented po.

SEC. ANDANAR: Bilang tourism promoters ng iyong rehiyon and anticipating that hopefully soon ay mag-improve na ang sitwasyon at tayo’y maari nang bumiyahe sa inyo, what is your message to our kababayans who may be interested in visiting your region in relation to the quincentennial?

1. TOURISM OPERATIONS OFFICER MACAIBAY: We are encouraging our kababayans around the world if it’s already allowed po to visit, to come and visit Cebu and Central Visayas and rediscover our roots as Filipinos.

You know, this quincentennial celebration is a once in a lifetime celebration and an opportunity like this may will never be repeated again. So this is a time where we should be proud as Filipinos because this is not only a showcase of the bravery of our forefathers but as well as a celebration of how far we Filipinos have come.

Of course, we recommend as well for our kababayans visit other places in the Philippines, kasi we are so blessed with such a rich culture that each island, place and destination is worth exploring and something that we must be proud of po.

DIRECTOR TIOPES: Ang aming message is—kasi Sec. palagi akong tinatanong, “Director, kailan ba babalik ulit ang tourism sa Region VIII?” Iisa lang iyong sagot ko Sec., palagi kong sinasabi, “Ibabalik ko sa inyo ang tanong: Kailan ba tayo magiging responsible? Kailan ba tayo talagang sasabihin natin sa ating sarili na talagang ipa-follow na namin ang protocols under the new normal?”

Kasi kahit ang protocols nandiyan pero hindi naman natin sinusunod or kinakalimutan natin, hindi talaga babalik ang turismo. Hindi natin maku-contain ang pandemic.

So for everything to do a restart, not just tourism, even the businesses in the entire country, for us to do a good restart, it should start from each and every Filipino – sundin natin ang mga protocol. Siyam na buwan na tayong nag-uusap – new normal, new normal. Sa tingin ko hindi na tayo papunta sa new normal, this is the new normal. Kung ano ang tinuro sa atin way back several months ago, dapat iyon na ang ating way of life ngayon. Siguro mahirap but then again we need to discipline ourselves.

So please help bring back tourism in the country kasi marami talaga ang ating mga kapatid na ang hanapbuhay, mga negosyo, mga… even small livelihood activities nanggagaling sa turismo. Ang laki ng tulong ng turismo sa ekonomiya ng ating bayan, tulungan natin ang ating sarili, tulungan natin ang tourism industry, tulungan natin ang Pilipinas – sumunod tayo sa lahat ng mga protocol.

Welcome back to the Cabinet Report.

At the city level, wala na sigurong magiging mas busy pa sa Lapu-Lapu City. Sila na nga ang magiging host sa maraming activities na may kinalaman sa National Quincentennial at ang kanilang punong abala ay si Lapu-Lapu City Tourism Historical and Cultural Affairs Chair Cindi King Chan.

Madam Chair, ano po ang key events na pinagpaplanuhan ninyo diyan sa Lapu-Lapu bilang bahagi ng quincentennial?

HCA CHAIRPERSON CHAN: Good evening ‘no, Secretary Andanar and to all the viewers. Let me just first greet everyone a very Happy New Year and all the best wishes and hopes for a better year than the previous one.

To answer your question, we celebrated the 500-day countdown last December [garbled]—December 14 to be exact with a wreath laying to Lapu-Lapu by Secretary Berna Puyat of the Department of Tourism whom represented Presidente Duterte. It was followed by a one-of-a-kind musical entitled “Mangayaw’ showcasing the world of our ancestors prior to the arrival of the Spaniards.

It was a grand collaboration of the best musical directors of the Visayas headed by Mr. Eric Divinagracia, Mr. Edgardo ‘Gardy’ Labad and Mr. [garbled], to show that we already had a thriving civilization prior to the arrival of the Spaniards. We’re not a bunch of savages but we already had a culture.

Then the COVID pandemic all but halted our daily lives ‘no the following year. For several months, we were on several levels of quarantine. Still on April 27, 2020 in the middle of ECQ status here in Lapu-Lapu, we were able to hold a national event commemorating the one-year countdown or the 499th victory at Mactan with a simple offering of flowers. We’re still able to honor and pay respect to our first Filipino hero.

It was attended only by Mayor Chan, myself, Vice Mayor Sitoy, key councilors, city police director and police station chiefs but we became the benchmark that it is possible to hold national events but strictly following health protocols ‘no. So the Independence Day celebration in June [garbled] in 8 sites of the Philippines which is among… the Liberty Shrine was among them.

Prior to the opening of the online class in October 1, I requested DepEd Lapu-Lapu to come up with the self-learning module on social science for the senior high school students about the road to 500 years. It’s a special lesson on citizenship and social responsibility. And we will launch it together with the 100 days countdown. And in last October 9, 2020, with the simple 200-day countdown to 500 years illuminating the Lapu-Lapu statue, Magellan’s monument at the Liberty Shrine in blue. This is simultaneous with the blue lighting of the Rizal Monument in the Luneta Park. Blue, as you may know, is the official color for the Quincentennial. Also the NQC Facebook page started the daily countdown by featuring different people from all walks of life all over the world. Lapu-Lapu City contributed, its pictures of DepEd teachers and some students and then we also requested PhilPost to design and come up with a commemorative stamp for the historic occasion.

Coming April 1 to 30 which is already the D-Day, we will hold a month long celebration and it will be participated by the hospitality industry as well as the other sectors of our society. We have planned online contest for that period like dancing, tattoo artist, singing and other contest. As you may know, it’s fluid pa, we don’t know yet what our status will be on March and April. On D-Day itself, this is the plan which the NQC have been holding monthly meetings with the NQC.

At the Liberty Shrine, we will have a flag ceremony, wreath laying, civic-military parade, reenactment of the Battle of Mactan in the morning. In the evening, the NQC members will fly back to Manila for a production event there ‘no. But here, we will also have smaller scale production and also drone and fireworks display. Our musical production will cap off the historic event featuring our local artist, but they are world class champion of the performing arts.

SEC. ANDANAR: Mayroon po kayong 100-day countdown diyan pakikuwento po ito sa amin.

HCA CHAIRPERSON CHAN: The hundred-day countdown is already this coming January 17, 2021. And the main highlight is the sunset permanent hoisting of the Philippine Flag which has been designated as one of the few places in the country to be given such honor and privilege under the board resolution number 10, series of 2020 of the NHCT who is mandated to determine sites that is deemed worthy of such an honor. And we have a fireworks display and a short cultural program will also follow. Only key government officials will be invited and allowed to attend the event. We will still follow safety and health protocols.

SEC. ANDANAR: Madam Chair, the Quincentennial will certainly raise the profile of Lapu-Lapu. How does the city want people to view or appreciate Lapu-Lapu after the Quincentennial?

HCA CHAIRPERSON CHAN: Like the President, we want the people, especially the youth or next generation will pride in being a Filipino. That we already had a culture and civilization long before the Spaniards came, colonized us for centuries. We were not a bunch of savages. We were not found, you know, and we want to show that the heroism shown by our forefathers at the victory of Mactan condescends time and inspired the future Filipino generations to be leaders of change. We want the city to be known as Lapu-Lapu. Before we are showcase as Mactan or the hero of Cebu, part of Cebu province. Now, under my chairmanship sa Quincentennial HCAC, we want Lapu-Lapu city to be really known as the premier resort and diving site in the Philippines and also we want it christened as the Arnis Capital of the Philippines also.

Hopefully, that we will be ready open, with the new strain of the COVID-19 will be controlled and the vaccine will be available before the D-Day on April 27 and that travel will be allowed already especially for international tourist. Right now, we are greatly affected by the restrictions, because tourism is our bread and butter here in Lapu-Lapu City. So right now, we are very thankful for the local tourist within Cebu Province because during weekends they fill up our resorts and hotels. We allow minors and above 65 years old to go out of their homes and enjoy the resorts for tourism purposes.

Kahit pa nasa gitna tayo ng pandemya, tuloy pa rin ang paggunita ng ating National Quincentennial. Itong pangyayaring ito ay matagal na ring napaghandaan at matapos ang lahat ay nandito na nga tayo, 2021 na. Marami sa mga kaganapan noong 1521 ay nangyari sa Visayas at dahil dito marami sa mga malalaking events ng National Quincentennial commemorations ay sa Kabisayaan gagawin.

Kaya ngayong gabi makakausap natin ang mga sangay ng pamahalaan na kasama sa mga paghahanda ngayon diyan sa Visayas. Mula sa National Quincentennial Committee, ang kanilang Vice Chairman at concurrent National Historical Commission of the Philippines Chair Rene Escalante; mula sa Office of the Presidential Assistant for the Visayas, Asec. Welcome back to the Cabinet Report. Maraming paraan nang pagbasa sa mga nangyari noong 1521. Maraming perspektiba ang maaaring tingnan at dahil na rin dito binuo ng pamahalaan ang National Quincentennial Committee upang mabigyan ng linaw, direksiyon at isang pambansang pananaw ang pagbalik-tanaw at paggunita sa mga kaganapan noon.

Kasama po natin ngayon si National Quincentennial Committee Vice Chair at concurrent National Historical Commission of the Philippines Chair Rene Escalante.

NQC VICE CHAIRMAN ESCALANTE: Magandang gabi ulit sa lahat, Secretary at sa inyong mga nakikinig.

SEC. ANDANAR: Ito na iyong pinaghahandaan natin Vice Chair, nasa 2021 na tayo, taon na talaga ng National Quincentennial and just to bring us all on the same page, ano nga ba ang ating ginugunita ngayon; ano po ang National Quincentennial Commemorations?

NQC VICE CHAIRMAN ESCALANTE: Ito pong taon na ito ay napakahalagang taon sa ating kasaysayan dahil po sa darating na Abril, atin pong gugunitain ang tagumpay ng mga Pilipino sa laban sa Mactan.

Itong taon pong ito, hindi lamang po sa Cebu masisentro ang ating komemorasyon kundi mayroon po itong tatlong elemento: Una po, mayroon itong international component kung saan ginugunita po natin ang ikalimandaang anibersaryo nang pag-ikot ng tao sa buong mundo. Ito po ay pinangunahan ni Magellan at itinuloy po ito ni Sebastian Elcano.

Dito rin po sa taon na ito gugunitain din po natin ang ikalimandaang anibersaryo ng pagdating ng Kristiyanismo sa ating bansa. Hanggang ngayon ito pa rin po ay dominanteng religion sa ating bansa.

At iyong panghuli, iyong nabanggit ko, ito po iyong taon kung saan ipinakita ang kabayanihan ni Lapu-Lapu at ang mga mandirigma ng Mactan noong labanan nila ang puwersa ng mga Kastila at naging matagumpay sila noong April 27, 1521.

So nagtutulungan po dito ang international community, ang national agencies pati na rin po ang different local government units ng buong bansa.

SEC. ANDANAR: Ang tema po ng ating National Quincentennial ay ‘Victory and Humanity’. Bakit po, Vice Chair?

NQC VICE CHAIRMAN ESCALANTE: Dalawa po ang tema na dini-develop po natin gaya ng nabanggit ninyo po Secretary. Unahin ko po iyong ‘humanity’ kasi I want to be chronological in my explanation. Kaya po mayroong tema tayong ‘humanity’ kasi gusto nating ipakilala sa buong mundo na ang mga Pilipino ay mayroong magandang kalooban at ipinakita po natin ito noong dumating po ang Magellan-Elcano expedition sa Samar noong kalagitnaan ng Marso ng 1521.

Noong dumating po ang mga dayuhang ito, karamihan po sa kanila ay mga may sakit, gutom na gutom at iyong iba ay halos malapit nang mamamatay. Hindi po ito kilala ng mga Pilipino subalit sila po ay tinulungan, sila po ay pinakain, kinanlong at binigyan nang magandang lugar kung saan sila puwede magpagaling. Ito po ay isang katangian nating mga Pilipino na sa tingin ko ay kailangan nating ipagpatuloy at ipakilala sa buong mundo dahil po ito ay isang elemento ng ating kultura na hanggang sa ngayon ay kailangan nating itaguyod at hanggang sa ngayon ay tayo pa rin po ay nakikilala.

Iyong pangalawang tema naman po Secretary ay iyong ‘victory’ – ito rin po ay napili ng National Quincentennial Committee na isang tema na i-develop kasi ito po ay magbibigay ng inspirasyon sa ating bansa na magkaisa tayo, pagtulung-tulungan nating itaguyod ang ating soberenya nang sa ganoon po ay manatili po tayong malaya at maipagpatuloy natin ang pagpapatakbo ng ating bansa sa pamamagitan ng ating sariling mga desisyon.

Ito po ay naka-align sa policy ng Duterte administration kung saan gusto niya magkaroon tayo nang independent foreign policy na hangga’t maaari ang mga problema na kinakaharap natin ay solusyunan ng mga Pilipino at hindi ng mga dayuhan.

SEC. ANDANAR: Ano po ang mga major activities na ating aabangan ngayong taong ito sa buong kapuluan natin?

NQC VICE CHAIRMAN ESCALANTE: Kahit po tayo ay nasa gitna ng pandemya, hindi po natin iaatras at patuloy pa rin natin pong gugunitain ang makasaysayang pangyayaring ito sa ating bansa subalit gagawin natin ito na hindi tayo lumalabag sa mga patakaran ng gobyerno. Ang isang malaking activity na mangyayari ngayon ay iyong itinuloy naming art competition. Nagkaroon po tayo ng kompetisyon sa pagpipinta at nais ko pong ibalita na ito po ay napakatagumpay.

Secretary sa ngayon po, klinose (closed) po namin iyong deadline kahapon at ang latest count is 411 entries po ang sumali dito sa kompetisyon na ito. Medyo malaki rin po ang premyo dito kasi kalahating milyon po ang matatanggap ng mananalo sa bawat kategorya ng patimpalak. At ang mga mananalo po dito ay idi-display po natin sa Lapu-Lapu Museum na ipapagawa dito sa mga darating na taon.

Ngayon ito rin pong patimpalak na ito ay tulong din po namin sa mga pintor na naapektuhan ng pandemya kasi siyempre bumagal iyong ekonomiya, iyong mga tao sa halip na mag-invest sa art ay prinaoritize (prioritize) iyong kanilang kalusugan at iyong kanilang pang-araw-araw na pangangailangan. At ito pong mga artist natin ay iyong iba ay nawalan ng hanapbuhay kaya sinamantala po namin ito na matulungan sila sa pamamagitan ng patimpalak na ito.

Ang pangalawa po nating okasyon na sasaksihan sa taong 2021 ay ang ‘100-day countdown to the D-day of the commemoration’ at ito po ay magaganap sa Lapu-Lapu City ngayong darating na Enero a-disi siyete.

Pangatlo pong activities na ating sasaksihan ay magaganap po sa buwan ng Marso, Secretary. Mayroon po tayong inaasahang barko galing sa Espanya, ito po ay kinomisyon ng Spanish Navy at ang naging proyektong ito ay ito po ay iikot sa buong mundo gamit ang ruta ni Magellan. At iyon pong mga lugar kung saan dumaong noon si Magellan ay dadaungan din po ng barkong ito at iyong mga bansa ay mayroon silang kaniya-kaniyang activities para po salubungin ang barkong ito.

Sa kasalukuyan ito po ngayon ay nasa karagatan na ng Pasipiko, kaaalis lang po nito ng bansang Chile at ang susunod po na port call nito ay sa Guam at sa buwan po ng Marso ito po ay darating na sa Pilipinas.

Una po itong dadaong sa Samar kung saan talaga dumaong iyong Magellan expedition at tutuloy po ito ng Cebu, iwi-welcome din po ito ng mga Local Government Units ng Cebu. At kapag ito po ay mayroon pang sapat na panahon, ito po ay dadaan ng Maynila at magbibigay din po ito ng port call dito po sa mga opisyales natin sa Maynila at saka na po ito tutulak ng bansang Indonesia.

Ang pang-apat po na event at ito na po iyong pinakamalaking event na pinakahihintay ng lahat, ito po ay magaganap sa April 27, 2021. Ito na po iyong anibersaryo ng tagumpay ng mga Pilipino sa labanan sa Mactan. Dalawa po ang venue ng pagdiriwang natin, ito po ay buong araw na pagdiriwang. Iyong unang bahagi, iyong morning session po nito, magaganap lahat sa Lapu-Lapu City. So magkakaroon po tayo ng military parade, magkakaroon din po ng mga cultural presentations doon, iyong traditional na Kadaugan kung saan ginugunita ng mga mga taga-Cebu iyong labanan sa Mactan at mayroon din pong ilan pang mga activities na magaganap doon hanggang po sa tanghali.

Ngayon, pagdating po ng hapon, babalik po ang mga panauhin dito sa Maynila para naman po saksihan ang cultural night ng Quincentennial Commemorations. At para po sa kaalaman ng lahat, gaganapin po ito sa newly restored Metropolitan Theater dito po sa Kamaynilaan. Inaasahan na po ng lahat na magiging functional na itong Metropolitan Theater na halos tatlong dekadang nasara at napabayaan. So, malaking event po ito at dito po makikita natin na ipapakita iyong tagumpay o victory ng mga Pilipino sa labanan sa Mactan at kasama rin dito iyong victory ng cultural agencies na binuhay itong matagal ng nakasara at nabubulok ng theater.

At matatapos po ang araw na ito sa isang fireworks display. Dalawa po dito mayroon po dito sa Maynila at mayroon din po sa Lapu-Lapu City.

Ngayon iyong susunod po na magaganap ay ito po ay series of activities na. Mayroon pong malaking proyekto ang National Quincentennial Committee, kung saan minamarkahan po namin ang mga lugar kung saan dumaong ang Magellan Expedition. At itong mga lugar na ito ay nilagyan po namin ito ng mga pedestal at mga markers kung saan nilalarawan sa mga markers kung ano ang nangyari sa lugar na ito.

So, simula po Marso hanggang sa umalis ang ekspedisyon sa Oktubre, sunud-sunod po iyong mga unveilings ng mga markers na ito at ito po ay gagawin namin sa pakikipagtulungan ng NQC at iyong mga host Local Government Units.

Panghuli po na activity natin sa taong 2021, iyon pong international conference na ii-sponsor din ng NQC. So sa komperensiyang ito tatalakayin natin iyong iba’t ibang aspeto ng ekspedisyon, pati na rin po iyong kasaysayan ng bansa natin noong siglong ito. Mayroon po kaming bubuuing panel na ang magiging komposisyon ay mga Portuguese scholars at tatalakayin po nila si Magellan at iyong mga naganap sa Portugal noong mga panahon na ito.

Mayroon ding panel na bubuuin ng mga Spanish scholars kung saan tatalakayin din nila iyong mga kontribusyon ng mga Espanyol sa ekspedisyon at mayroon din kaming binubuong panel na bubuuin ng mga scholars from Latin America at tatalakayin nila iyong mga nangyari sa ekspedisyon noong ito ay nasa kanilang kontinente. At bago dumating sa Pilipinas, mayroon din po tayong panel na sponsored ng University of Guam at tatalakayin naman kung ano ang naging kontribusyon at mga nangyari sa Marianas Islands nang mga panahon na ito. At iyong huling mga panels ay naka-sentro na sa ating bansa.

SEC. ANDANAR: Vice Chair Rene, para sa ating mga Filipino ano ang pinakamensahe na gusto ng National Quincentennial Committee na manatili sa atin, kahit na matapos na ang ating pagdiriwang.

NQC VICE CHAIRMAN ESCALANTE: So, napakarami po, Secretary, ng ating mga activities sa taong 2021 at iniimbita ko po ang lahat na makiisa. So, harinawa, ang dalawang pangyayaring ito na naganap sa Samar at sa Lapu-Lapu at sa Mactan ay maging inspirasyon ng mga kasalukuyang Pilipino nang sa ganoon, maging makilala tayo na isang bayang may magandang kalooban at isang bayan na handang lumaban para ipagtanggol ang ating karapatan. At sana po itong mga activities na ito ay maging inspirasyon natin at mapulutan po natin ng aral nang sa ganoon maging maganda ang ating buhay sa mga darating na araw.

Bilang panghuli, Secretary, nais ko pong magpasalamat sa mga taong nasa likod at tumulong sa amin para maging magtagumpay ang mga paggunitang ito. Unang-una po nais ko pong magpasalamat kay Pangulong Duterte dahil po sa sinuportahan po niya kami ng dalawang executive order na nagbibigay ng legitimacy sa lahat ng mga pangyayaring ito na magaganap sa taong 2021. At salamat din po sa budget na ibinigay sa amin ng administrasyong Duterte.

Nais ko ring pasalamatan ang mga kasapi ng National Quincentennial Committee, dahil sila po ay patuloy na sumusuporta sa mga activities na ito. At nais ko rin pong banggitin at pasalamatan ang mga Local Government Units lalung-lalo na ang LGU ng Lapu-Lapu City, ng Samar at ng Cebu City. Sila po ay talagang napakasipag at napaka-supportive. Nais ko rin pong pasalamatan ang Office in Secretary Diño, dahil talaga pong anytime na humingi kami ng tulong sa kaniya for coordination ay lagi po silang nandiyan lang, isang tawag lang ay sumusuporta sa amin. At pati na rin po sa mga academic communities, sa mga National Historical Organizations, iyong mga Local Historical Networks namin, sila po ay talagang napakalaking bagay para maging maayos at magtagumpay itong paggunita natin nitong Quincentennial. Muli, Secretary marami pong salamat at magandang gabi po sa inyong mga tagapakinig.

SEC. ANDANAR: Welcome back to the Cabinet Report. Okay, napag-usapan natin kanina ang big picture ng National Quincentennial Commemorations. Ngayon naman dalhin natin ang usapin doon mismo sa bahagi ng bansa kung saan naganap ang marami sa mga pangyayari noong 1521, ang Visayas. Kasama natin ngayon mula sa Office of the Presidential Assistant for the Visayas, si Assistant Secretary Jonji Gonzales. Asec, we are finally here, 2021 and the Visayas will be at the center of the activities for our National Quincentennial Commemorations. Across the Visayas, what are the key events that will take place and where?

ASEC. GONZALES: Visayas will be celebrating the 500 anniversary, sir, of the victory at Mactan ‘no. But iyong focal area will be in Lapu-Lapu City. In fact the 100 day countdown to the 500th anniversary of the victory at Mactan will begin on January 17. It will also mark the declaration of Liberty Shrine Mactan, Lapu-Lapu City as site of permanent display of the Philippine Flag like the one we see in Luneta. And there will be a groundbreaking of the Guiuan Museum in Eastern Visayas on March 16. And the visitation of the Spanish Navy Training Ship, Juan Sebastian Elcano, on March 24 to 26.

Also, an inauguration of the battle of Mactan Diorama on March 27 sa Sulu Garden in Miag-Ao, Iloilo and a 500th anniversary of the mass at Limasawa, Southern Leyte on March 31. And another event would be the 500th anniversary of Christianity in the Philippines on April 14 and of course the Quincentennial TV special 500th anniversary of the victory of Mactan commemorative rites on April 27. Then we will have a series of unveiling of Quincentennial historical marker in various historical sites in the country, a series of lecture and conference, birth centenary of historians and many more, from March to October 2021.

SEC. ANDANAR: Kumusta naman po ang paghahanda para sa mga events na ito

ASEC. GONZALES: Sec. Martin, smooth naman ang coordination with the local government units, concerned agencies at tayo sa Office of Presidential Assistant for the Visayas, involved naman ang mga stakeholders, even the Church and kailangan na lang po ay publicity kasi hindi pa siya gaanong nalaman at nakagat ng public.

We really the support of government media assets and of course ng mass media for information dissemination, marketing and educating the public.

SEC. ANDANAR: Alin po sa mga nabanggit ninyong events ang magiging open for physical participation?

ASEC. GONZALES: Lahat ng activities ay really closed for physical participation of the public to ensure safety amidst the pandemic.

What the public can do instead is to either watch online or to watch the televised broadcast by the PCOO-RTVM. In fact, we will be posting also these activities on our Facebook page ng Office of Presidential Assistant for the Visayas and we will try as much as possible to also ask the local government units in the Visayas to cross post all these events para naman mapanood sa Facebook pages ng mga tao.

SEC. ANDANAR: From the Visayas’ perspective, what do you want Filipinos as a whole to take away from the Quincentennial Commemorations?

ASEC. GONZALES: Visayas has always been the center of tourism in the country. Cebu for instance, there’s Boracay, there’s Bohol and the Quincentennial Commemorations will bring history and culture in a modern perspective that will transform tourism in the time of pandemic.

In fact Sec. Martin because of this pandemic, makakatulong talaga iyong Quincentennial sa pagbalik ng turismo in this part of the country, iyong Visayas. And also as Visayans, we also expect to have si Lapu-Lapu to be completely known by the country as our first hero to resist imperial foreign colonization.

Alam mo kami sa Visayas, we have always wanted na makilala na talaga si Lapu-Lapu and this is the time na mangyari na ito and we hope to spread the transcendental spirit of Filipino resilience and triumphs over odds and challenges as embodied in the victory of Mactan.

Alam mo Sec. Martin Filipinos survived many a great challenge in history and we will certainly conquer the present and future trials and adversity with the spirit of humanity and victory. Nothing is impossible for Filipinos.

SEC. ANDANAR: Nandito pa rin po kayo sa Cabinet Report at kausap natin ngayon mula sa Department of Tourism, Region VIII Director Karen Tiopes at Region VII Senior Tourism Operations Officer Riza Macaibay.

Director Karen, Ma’am Riza your regions will be at the center stage this quincentennial, ano po ang mga dapat puntahan sa rehiyon ninyo na may kinalaman sa National Quincentennial?

DIRECTOR TIOPES: Magandang gabi po Sec. at magandang gabi po sa lahat ng nakikinig ngayon sa inyong programa dito sa PTV-4.

We are very, very happy dito sa Region VIII na kasama ang dalawang lugar ng aming rehiyon sa pag-celebrate natin as a country sa Quincentennial commemoration of the Philippines.

So ang una talagang kung babasehan natin sa history, ang unang nakitang isla ng grupo ni Ferdinand Magellan noong dumating sila sa ating lugar ay iyong Isla ng Homonhon – ito ay matatagpuan sa Guiuan, Munisipyo ng Guiuan sa Probinsya ng Eastern Samar. So ang kuwento nito Sec. is after a hundred days na pagbiyahe nila sa dagat mula sa Guam at hindi po maganda iyong nangyari sa kanilang fleet noong nasa Guam sila. Natuwa sila noong makita nila iyong isang island. Ang island na ito actually is… tinatawag itong Suluan pero hindi sila maka-approach ng Suluan – that was actually on March 16. Hindi sila maka-approach ng Suluan kasi parang hindi yata maganda iyong panahon.

So the following day na gumalaw ang kanilang fleet at lumapit doon sa another island na tinatawag na Homonhon, so this was on March 17 at doon bumaba sila at nag-pitch sila ng tent sa beach side ng island. Dinala nila doon iyong kanilang mga kasamang may sakit at iyong buong grupo talaga nila gutom na gutom na. So ikinatuwa nila dahil noong pumunta sila doon na—they were surprised actually because iyong mga inhabitants ng island na iyon nalaman nila na ang babait pala. So tinulungan sila, binigyan sila ng pagkain, binigyan sila ng tubig at tinulungan silang bigyan ng mga gamot—ginamot iyong kanilang mga may sakit.

So actually ito iyong tinatawag natin na—it was the first encounter of the Philippines and the Spanish people and kumbaga we showed humanity. This was the first time that the west saw the humanity of the Filipino people.

So proud na proud kami na part kami niyan at hanggang ngayon nga na-experience pa natin, if you go to Region VIII ma-experience ninyo talaga iyong humanity and the best in the recent year Sec., na-feel talaga ito namin noong magkaroon tayo ng—nasalanta kami ng Yolanda.

So we felt the humanity among ourselves kasi nagtulungan talaga kaming to rise back after being hit by the super typhoon and we also felt the love of the entire world kasi tinulungan talaga kami ng buong mundo at mga kapatid nating Pilipino para makatayo rin kami. So this is something that actually, we Filipinos, lahat tayo should be proud of. We are so humane, we are so kind.

Actually identified kung saan talaga iyong point na nag-land sila Magellan at ang kaniyang mga tauhan at ngayon if you there, mayroon tayo doon monument na pinagawa ng provincial government of Samar at mayroon din actually doon marker ang National Historical Commission of the Philippines. Pero ngayong taon na nagsi-celebrate tayo ng 500 years of our story as a people, as a country, maglalagay din ulit iyong ating NQC ng isang marker – this time to mark it—kumbaga they will reiterate this very spot is part of our history and we are marking the 500-year anniversary or commemoration.

Iyong pangalawang pinuntahan na isla ng fleet nila Magellan ay ang tinatawag nating Limasawa Island. Mahahanap natin ito sa Munisipyo ng Limasawa sa Probinsya ng Southern Leyte. So noong March 25, 1521, umalis iyong grupo nila Magellan at nag-set sail sila pababa, papuntang western side ng Eastern Visayas kumbaga at nakita nila iyong Limasawa Island. So dumating sila doon actually noong around mga March 27 na and again natuwa din sila kasi doon na-encounter din nila iyong ating mga ninuno na kasing-bait din ng mga ninuno natin na na-meet nila doon sa Homonhon.

So iyong Limasawa mayroon silang isang rajah, si Rajah Kulambu at noong bumaba sila Magellan at mga grupo niya sa Limasawa Island, sinalubong naman sila nang maayos ni Rajah Kulambu. In fact, tinatawag namin itong—iyong event na ito na parang the first interaction, parang tourism activity.

Kasi noong Easter Sunday where they celebrated the first Easter Sunday mass on Philippine Soil, pagkatapos ng misa, nagkaroon ng cultural exchange at mga ninuno natin na pinangungunahan nila Raha Kulambu, nagpakita sila ng galing ng sayaw. So, in-entertain nila iyong mga bisita nila at naghanda rin sila ng the best na mga pagkain na maibibigay nila. So, in exchange naman, after that – based ito, sir, sa chronicles ni Pigafetta – so after that, nagpakita naman ng gilas ang mga Espanyol, nagpakita sila ng sword play.

So, practically, kung titingnan ninyo that was the very first cultural exchange that happen in the country. So, puwede siguro, Sec., sabihin we started tourism in Eastern Visayas, noong time na pagkatapos actually ng cultural exchange na iyan, nagkaroon din actually ng first blood compact between a westerner and an easterner. So, Kulambu at saka si Magellan, nagkaroon sila ng blood compact to seal their friendship. So, again dito rin tayo, puwede rin naming sabihin the first time tayo nagkaroon ng cultural connection na rin between the west and the east.

1. TOURISM OPERATIONS OFFICER MACAIBAY: First of all magandang gabi po sa lahat ng iyong tagasubaybay at tagapakinig. In regards to your question po, sir, so being the nucleus of celebration in the country, of course we would encourage people to visit and rediscover our heritage sites in the region. Now, being the oldest city in the Philippines and one of the oldest provinces in the country, Cebu is more than a business hub and a leisure destination. It’s still has so many things to tell, and of course, people to explore. Since we are celebrating the Quincentennial celebration, of course we would encourage people to revisit our historical sites, such as the Fort San Pedro, Lapu-Lapu Shrine in Mactan, Magellan’s Cross, Sto. Niño Church, Museu Sugbu and Casa Gorordo (Museum) t0 name a few.

The organizations behind these sites are actually preparing activities that would make your next visit a different experience. We would encourage everyone to visit the different municipalities, cities, outside of the tri-cities such as Cebu, Mandaue and Lapu-Lapu. Kasi there are still so many places to explore and attractions na puwede ninyong puntahan beyond the Metropolis po.

SEC. ANDANAR: Alin po dito ang mga bukas at maaaring puntahan ng mga local tourist?

1. TOURISM OPERATONS OFFICER MACAIBAY: So for now, for Cebu, only Cebu City and Lapu-Lapu City are open to receive domestic tourists. The rest of Cebu province are open to local tourist or residence only. For the rest of the region, only Bohol is open to domestic tourist, Negros Oriental and Siquijor are open to locals or residents only. So, for the sites that I have mentioned it’s a good thing that most of these sites are located in Cebu City or Lapu-Lapu City. So talagang puwedeng puntahan po ito ng mga domestic tourists, po coming from other regions in the Philippines.

DIRECTOR TIOPES: Actually, as of today. Bukas na iyong dalawang sites na iyan, but they only allow local allow local tourist. So we are looking forward na kung kailan magdi-decide ang ating local government unit na mag-allow sila ng kahit man lang inter-regional tourism, meaning kami lang munang taga-eastern Visayas puwedeng umiikot na within our region at makadalaw na kami sa itong mga sites which is part of our Quincentennial Commemorations Activities. Kasi last year pa nga lang, Sec, ang dami nang nagtatanong, “ano iyong mga pinaghahandaan ninyo, mayroon bang mga tours tayong pinaghandaan?” So, last year pa lang, gumawa na tayo ng tinatawag na Sinugdan tours na papuntang Southern Leyte at ngayon pina-finalize din natin iyong tinatawag nating Alagyam Tours para dito naman sa Eastern Samar.

The word ‘Alagyam’ basically means care, to take care of, pag-aruga, humanity; so the title in itself is a reflection of what are people are at saka ano iyong istorya namin as Eastern Visayas, our history at Eastern Visayas. So aside from visiting sites that are part of the 500th anniversary nagdagdag din tayo ng mga top-side destination para, kumbaga, kumpleto talaga iyong visit nila doon, aside from the fact that they are doing a historical tour. So, kung familiar kayo sa Guiuan, Eastern Samar this is actually ang pangbato naming surfing destination. So, we have Calicoan Island in that area and in the entire stretch actually of the province of Eastern Samar may mahahanap tayong pocket of places, beach type places that are best for surfing. At tinatawag namin mga sarili namin that we are the only surfing destination in the Visayas. So, we are really pushing the region to be such and we want to be part of the surf circuit in the entire country.

Ang aming surfing sa Guiuan is not for the newbies. These are for the pros. We call, ang tawag namin sa aming waves doon ay Odyssey Waves. I don’t surf, but sabi ng mga surfers, masarap mag-surf doon, kasi puwede kang sumakay, you ride the wave surge, whatever you call it, either from the right side or from the left side, which cannot be done in other surfing destinations.

Dahil marami pa rin tayong mga historical sites diyan sa Guiuan. In Guiuan alone pa lang ha, hindi ko pa mini-mention iyong maraming destination sa Eastern Samar. So, in Guiuan, the place also figured out as a World War II engagement site. So mayroon tayong, very old airport diyan kung saan nag-take off actually ang Enola Gay, ito iyong eroplanong ginamit para magdala ng bomb sa Japan. So diyan nag-take off iyong plane na iyan. And then, President Kennedy, he was assigned, actually captain pa lang siya noong World War II, na-assign siya diyan, naka-based siya diyan, naka-based siya dati diyan sa Guiuan.

Then we also have our centuries old church, tinatawag ito ngayon na Church of the Immaculate Conception. So sinimulan itong itayo ng mga Jesuits noong 1550 at unti-unting pinalaki at later on nag-take over iyong mga Augustinians. So, this is the only church in the country na matutuwa ka talaga kasi iyong mga décor niya sa mga minor altars were made from shell. Unfortunately, Sec., noong nasalanta kami ng Yolanda, isa sa mga nasira talaga itong aming Immaculate Concepcion Church. Talagang literally nag-crumble ang church sa lakas ni Yolanda. But then again, we always say, kung mayroon mang hindi magandang nangyayari sa amin, dahil siguro sa strong faith namin, we know and we believed and it always happens – mayroon talagang blessings na bumabalik sa amin.

So for this incident, na nasira iyong aming church that was declared actually as a national cultural treasure of the Philippines. Ito ang pinakamataas actually na recognition dito sa ating country and supposed to be ang church na ito Sec., naka-line up na ito for a UNESCO World Heritage Site under sa tentative list, kaya lang iyon na nga nasira.

But then again, after Yolanda tinulungan tayo ng US Embassy at saka iyong National Museum para maipatayo ulit ang simbahan. Naku, Sec., kung nakita mo lang on how they piece together each and every debris that they picked up, so iyong ceiling mayroon iyang painting, Sec., parang ano, kumbaga, may mga images sa taas that were painted. So, pinulot nila lahat ng mapupulot nilang yero and piece it all together. Kung ano iyong kulang mayroon, tayong mga artist na galing yata sa Luzon and somewhere in Bohol, they help recreate again that image. Lahat ng mga santo, mga rebulto na nasira, nabali, they restored it and really ang ganda-ganda ng resulta. Kapag kayo ngayon eh pumunta doon, Sec., you will really be amazed and all at how the artistry of our people, dahil nag-put together parang humpy dumpy ba. They were able to put it together again and of course we are always thankful to the national museum at saka to the people of America for helping us.

SEC. ANDANAR: Bukod sa mga historical sites na may kinalaman sa Quincentennial, may mga hinahanda po ba tayong mga events o online activity sa inyong rehiyon in relation to the National Quincentennial?

DIRECTOR TIOPES: Yes, actually maraming grupo actually ang nagtutulung-tulong tayo para magkaroon tayo ng iba’t ibang events ngayong pag-celebrate natin ng Quincentennial Commemoration of the Philippines particularly dito sa amin, sa Eastern Visayas. So, simulan natin, Sec., sa mga hinahanda actually ng ating National Quincentennial Commission. So magkakaroon actually, on different occasions, magkakaroon ng unveiling of markers. So, gagawin ito sa iba’t ibang lugar sa Region VIII, particularly in those engagement sites ng Quincentennial Commemoration. So aside from that, at the local end, there are some church-led and some LGU-led activities as well.

Maraming prinepare na activities for the entire year, for the entire 2021. Pero iyong highlights natin, the first will start with March 17 doon sa Guiuan where magkakaroon tayo ng commemoration of the 500th year anniversary program. So kasali dito siyempre iyong ating National Quincentennial Commission, kasama na rin iyong Embassy of Spain at iba pang mga bisita na dadalo to commemorate this event.

Then on March 31, this time we will also celebrate sa Limasawa naman. So magkakaroon tayo ng quincentennial celebration on the first Easter Sunday Mass at nagtutulung-tulong dito ang simbahan, the Diocese of Maasin at saka ang Provincial Government of Southern Leyte and the Municipality of Limasawa. Tapos kumbaga these are the major commemorative events; but every month thereafter mayroon tayong mga virtual tours, magkakaroon din tayo ng mga series of virtual lectures on history and these lecture series that will be spearheaded by our office, ang DOT, will not just revolve on what happened during March, during the time na dumating ang mga westerners dito sa atin. But we will be telling the story, the 500-years story of our people.

So based ito sa ginawa namang libro ni Father [Francisco Ignacio (de)] Alcina who used to be assigned in Leyte and Samar and he recorded actually all about our culture, heritage, our foods. So this is really a good learning venue not just for the academe but for each and every Filipino talaga.

Kasi Sec., kami we believe na we have to know kung sino tayo eh, we have to know ano iyong history natin para maintindihan natin kung bakit ganito tayo ngayon.

1. TOURISM OPERATIONS OFFICER MACAIBAY: For the Regional Office po, we are definitely planning some events to celebrate the 500 years Quincentennial Celebration. We are working with the different LGUs such as Lapu-Lapu City, Cebu City and Cebu Province as well as private organizations such as the Archdiocese of Cebu and local tourism stakeholders to come up and organize some activities that does not only celebrate the victory of Mactan but as well as the Cebuano culture such as food, artistry and traditions. Of course, in organizing these events and activities, we would strictly adhere to the health and safety guidelines of the LGUs and of course the minimum health standards implemented po.

SEC. ANDANAR: Bilang tourism promoters ng iyong rehiyon and anticipating that hopefully soon ay mag-improve na ang sitwasyon at tayo’y maari nang bumiyahe sa inyo, what is your message to our kababayans who may be interested in visiting your region in relation to the quincentennial?

1. TOURISM OPERATIONS OFFICER MACAIBAY: We are encouraging our kababayans around the world if it’s already allowed po to visit, to come and visit Cebu and Central Visayas and rediscover our roots as Filipinos.

You know, this quincentennial celebration is a once in a lifetime celebration and an opportunity like this may will never be repeated again. So this is a time where we should be proud as Filipinos because this is not only a showcase of the bravery of our forefathers but as well as a celebration of how far we Filipinos have come.

Of course, we recommend as well for our kababayans visit other places in the Philippines, kasi we are so blessed with such a rich culture that each island, place and destination is worth exploring and something that we must be proud of po.

DIRECTOR TIOPES: Ang aming message is—kasi Sec. palagi akong tinatanong, “Director, kailan ba babalik ulit ang tourism sa Region VIII?” Iisa lang iyong sagot ko Sec., palagi kong sinasabi, “Ibabalik ko sa inyo ang tanong: Kailan ba tayo magiging responsible? Kailan ba tayo talagang sasabihin natin sa ating sarili na talagang ipa-follow na namin ang protocols under the new normal?”

Kasi kahit ang protocols nandiyan pero hindi naman natin sinusunod or kinakalimutan natin, hindi talaga babalik ang turismo. Hindi natin maku-contain ang pandemic.

So for everything to do a restart, not just tourism, even the businesses in the entire country, for us to do a good restart, it should start from each and every Filipino – sundin natin ang mga protocol. Siyam na buwan na tayong nag-uusap – new normal, new normal. Sa tingin ko hindi na tayo papunta sa new normal, this is the new normal. Kung ano ang tinuro sa atin way back several months ago, dapat iyon na ang ating way of life ngayon. Siguro mahirap but then again we need to discipline ourselves.

So please help bring back tourism in the country kasi marami talaga ang ating mga kapatid na ang hanapbuhay, mga negosyo, mga… even small livelihood activities nanggagaling sa turismo. Ang laki ng tulong ng turismo sa ekonomiya ng ating bayan, tulungan natin ang ating sarili, tulungan natin ang tourism industry, tulungan natin ang Pilipinas – sumunod tayo sa lahat ng mga protocol.

Welcome back to the Cabinet Report.

At the city level, wala na sigurong magiging mas busy pa sa Lapu-Lapu City. Sila na nga ang magiging host sa maraming activities na may kinalaman sa National Quincentennial at ang kanilang punong abala ay si Lapu-Lapu City Tourism Historical and Cultural Affairs Chair Cindi King Chan.

Madam Chair, ano po ang key events na pinagpaplanuhan ninyo diyan sa Lapu-Lapu bilang bahagi ng quincentennial?

HCA CHAIRPERSON CHAN: Good evening ‘no, Secretary Andanar and to all the viewers. Let me just first greet everyone a very Happy New Year and all the best wishes and hopes for a better year than the previous one.

To answer your question, we celebrated the 500-day countdown last December [garbled]—December 14 to be exact with a wreath laying to Lapu-Lapu by Secretary Berna Puyat of the Department of Tourism whom represented Presidente Duterte. It was followed by a one-of-a-kind musical entitled “Mangayaw’ showcasing the world of our ancestors prior to the arrival of the Spaniards.

It was a grand collaboration of the best musical directors of the Visayas headed by Mr. Eric Divinagracia, Mr. Edgardo ‘Gardy’ Labad and Mr. [garbled], to show that we already had a thriving civilization prior to the arrival of the Spaniards. We’re not a bunch of savages but we already had a culture.

Then the COVID pandemic all but halted our daily lives ‘no the following year. For several months, we were on several levels of quarantine. Still on April 27, 2020 in the middle of ECQ status here in Lapu-Lapu, we were able to hold a national event commemorating the one-year countdown or the 499th victory at Mactan with a simple offering of flowers. We’re still able to honor and pay respect to our first Filipino hero.

It was attended only by Mayor Chan, myself, Vice Mayor Sitoy, key councilors, city police director and police station chiefs but we became the benchmark that it is possible to hold national events but strictly following health protocols ‘no. So the Independence Day celebration in June [garbled] in 8 sites of the Philippines which is among… the Liberty Shrine was among them.

Prior to the opening of the online class in October 1, I requested DepEd Lapu-Lapu to come up with the self-learning module on social science for the senior high school students about the road to 500 years. It’s a special lesson on citizenship and social responsibility. And we will launch it together with the 100 days countdown. And in last October 9, 2020, with the simple 200-day countdown to 500 years illuminating the Lapu-Lapu statue, Magellan’s monument at the Liberty Shrine in blue. This is simultaneous with the blue lighting of the Rizal Monument in the Luneta Park. Blue, as you may know, is the official color for the Quincentennial. Also the NQC Facebook page started the daily countdown by featuring different people from all walks of life all over the world. Lapu-Lapu City contributed, its pictures of DepEd teachers and some students and then we also requested PhilPost to design and come up with a commemorative stamp for the historic occasion.

Coming April 1 to 30 which is already the D-Day, we will hold a month long celebration and it will be participated by the hospitality industry as well as the other sectors of our society. We have planned online contest for that period like dancing, tattoo artist, singing and other contest. As you may know, it’s fluid pa, we don’t know yet what our status will be on March and April. On D-Day itself, this is the plan which the NQC have been holding monthly meetings with the NQC.

At the Liberty Shrine, we will have a flag ceremony, wreath laying, civic-military parade, reenactment of the Battle of Mactan in the morning. In the evening, the NQC members will fly back to Manila for a production event there ‘no. But here, we will also have smaller scale production and also drone and fireworks display. Our musical production will cap off the historic event featuring our local artist, but they are world class champion of the performing arts.

SEC. ANDANAR: Mayroon po kayong 100-day countdown diyan pakikuwento po ito sa amin.

HCA CHAIRPERSON CHAN: The hundred-day countdown is already this coming January 17, 2021. And the main highlight is the sunset permanent hoisting of the Philippine Flag which has been designated as one of the few places in the country to be given such honor and privilege under the board resolution number 10, series of 2020 of the NHCT who is mandated to determine sites that is deemed worthy of such an honor. And we have a fireworks display and a short cultural program will also follow. Only key government officials will be invited and allowed to attend the event. We will still follow safety and health protocols.

SEC. ANDANAR: Madam Chair, the Quincentennial will certainly raise the profile of Lapu-Lapu. How does the city want people to view or appreciate Lapu-Lapu after the Quincentennial?

HCA CHAIRPERSON CHAN: Like the President, we want the people, especially the youth or next generation will pride in being a Filipino. That we already had a culture and civilization long before the Spaniards came, colonized us for centuries. We were not a bunch of savages. We were not found, you know, and we want to show that the heroism shown by our forefathers at the victory of Mactan condescends time and inspired the future Filipino generations to be leaders of change. We want the city to be known as Lapu-Lapu. Before we are showcase as Mactan or the hero of Cebu, part of Cebu province. Now, under my chairmanship sa Quincentennial HCAC, we want Lapu-Lapu city to be really known as the premier resort and diving site in the Philippines and also we want it christened as the Arnis Capital of the Philippines also.

Hopefully, that we will be ready open, with the new strain of the COVID-19 will be controlled and the vaccine will be available before the D-Day on April 27 and that travel will be allowed already especially for international tourist. Right now, we are greatly affected by the restrictions, because tourism is our bread and butter here in Lapu-Lapu City. So right now, we are very thankful for the local tourist within Cebu Province because during weekends they fill up our resorts and hotels. We allow minors and above 65 years old to go out of their homes and enjoy the resorts for tourism purposes.
