SEC. ANDANAR: (coverage cut) At most importantly ay sobrang tagal nang nagtitiis ng mga biktima at ng pamilya ng mga biktima na naghihintay iyong hustisya para sa kanila. Kaya para sa akin, itong promulgation na ito, this is a very historic event/occasion na makikita kung hanggang saan talaga ang dedikasyon ng ating bansa, ng ating Saligang Batas sa larangan ng media at lalung-lalo na sa press freedom ng ating mga kasamahan na nagtatrabaho sa media industry.
Q: Okay. So Secretary, we all know that you have been a media man for how long di ba already. So, ano po ba ang puso n’yo dito sa ilalabas po ng verdict ng korte ukol nga po sa mga naging kaganapan po noong November 23, 2009 kung saan 32 na media ang nasawi po dito sa karumal-dumal na krimen na ito?
SEC. ANDANAR: Tandang-tanda ko pa Trixie nung nangyari itong massacre nung November 23, 2009 ,alas-diyes ng umaga. Ako ay nagtatrabaho noong sa TV 5. In fact, ginawan natin ito ng isang special episode para sa dati kong programa sa TV 5, iyong Crime Classic, so nakakausap ko rin si Governor Toto Mangudadatu.
Of course ang gusto ko dito ay paborableng desisyon sa mga biktima at sa pamilya ng biktima at para sa media in general. Eh kasi nga the world is watching us, eh hindi naman puwedeng maging parang installment iyong desisyon nito; ang gusto natin ay talagang mahahatulan. But you know, we would respect the decision of Judge Reyes. Alam mo naman the judiciary is an independent government body at kailangang respetuhin iyan ng lahat ng mga co-equal branches of government including the executive branch.
Kanina kausap ko si Congressman Toto Mangudadatu at sinabi nga niya na emotional ang kanyang nararamdaman, he is very emotional today, parang hindi niya maisip kung ano iyong kanyang sasabihin, pero he is at the same time, very optimistic sa magiging resulta o sa magiging promulgation ng decision ng korte ngayong araw na ito.
Kausap ko rin si King kanina – siya iyong anak ni Congressman Toto at ng pumanaw na misis na pinaslang doon sa Ampatuan sa Maguindanao… siya kasi iyong panganay na anak ni Mrs. Mangudadatu – at siya ay excited ang sabi niya sa akin. Dahil at last after ten years eh may desisyon na lalabas ngayong araw na ito.
In fact si Usec. Joel Egco kasama ko dito, ang aking Executive Director ng Presidential Task Force on Media Security. Mula nung 2016 pa nung kami ay pumasok sa gobyerno ay tinutukan na ito ni Joel at sampu ng kanyang mga kasamahan sa PTFOM. So, maybe Joel you can say something.
Q: Usec. Joel what can you say… are you expecting a favorable decision po sa ilalabas po na promulgation nitong korte?
USEC. EGCO: Yeah, I’m expecting and I’m praying and I’m hoping for a conviction no less. So, that’s the only language of justice that I know eh. So—and alam mo itong promulgation na ito, sabi ko nga, this will define us as a nation ‘no. For the longest time, we have been put to shame by this incident. Alam ninyo sobrang kahihiyan, puro na lang deadliest-deadliest at naging naging pambala ito ng mga grupo, mga sektor na bumabanat kahit sinong umupo sa gobyerno. Naging pambala nila ito laban sa ating Republika at ngayon po nandito na itong araw na ito, we’re going to showcase to the world now what kind of people we are in the Philippines, di ba?
So, ako I’m hopeful maipakita natin dito na beyond the issue of media violence, media killings, this incident goes beyond that eh, this involves human rights and human dignity. So, once we achieved justice here, so we are going to show to the world that in the Philippines, we respect human rights – we fight for it, we uphold it, di ba not only press freedom. So napakalaking impact po nito and I’m sure, while we are talking right now here, leaders of the world are watching, di ba iyong iba’t-ibang tao, iba-ibang mundo nakatutok po sa atin lahat ngayon at nakaabang kung ano ang mga magiging kaganapan dito.
So, let’s just hope that everything turns out favorably for not only for the families, for the media industry, for the government, for the Philippines, but sabi nga ni Sec. Martin, for the entire, well international community, media community, ito po iyong impact nito and this will be a record breaking story, record breaking event, kasi per the information that we got from the Presidential Human Rights Committee Secretariat, alam mo sa sa kasaysayan pag massacre case, walang lumagpas sa sampu na nahatulan. Ito daan, so sabi nga nila talagang ito… where else can find, bagama’t ang sakit na nangyari ito, pero hinahabol talaga natin.
And yes, sabi nga ni Sec. Martin, the President himself promised the families two years ago, I was there in Malacañang when the families visited the President, they met the President. You know what the President told them, ‘gusto ko matapos talaga iyan.’ And then the President gave instruction to then Secretary of Justice Vit Aguirre, I was there, former Secretary Harry Roque was also there. Sabi niya, ‘tapusin ninyo iyan, bilisan n’yo na iyan.’
So, every month po naka-monitor talaga kami, we are trying to find out kung ano iyong mga glitches, kung may mga dapat i-solve. So, now we are here, so let’s wait for the final decision.
