Target communities will undergo social preparations while awaiting construction of main shelter projects under the Pambansang Pabahay para sa Pilipino Housing (4PH) program.
This was revealed by the Department of Human Settlements and Urban Development (DHSUD) during a press briefing in Malacañang on Wednesday.
According to DHSUD Undersecretary Avelino Tolentino III, there are two social preparations for the target communities. These social preparations will help them adjust as they transfer to the main housing structures.
“The first social preparation is for people. Sasabihin natin sila dito muna kayo sa staging area and there will be rules here and we’re crafting the guidelines there in partnership with the local government unit kasama po doon sa tinatawag natin na local inter-agency council,” Tolentino said.
“Once they transfer dito po sa ating staging area continuous, continuous partnership whole of government approach. We are bringing services of DOH, we are bringing the services of TESDA (Technical Education and Skills Development Authority) lahat po ng skills, lahat po ng services puwedeng dalhin natin andoon po sila,” he added.
On the other hand, DHSUD Undersecretary Garry De Guzman assured that each project will have a homeowners’ association to be guided by the Homeowners Association Bureau that will provide capacity development and seminars for the smooth transfer of the beneficiaries to their new homes.
“We want to assure iyong bawat project natin of course magkakaroon ho ng homeowners association iyan, gagabayan ho ng ating bureau,” De Guzman said.
He mentioned that they are considering the establishment of an estate management council in each project to administer the implementation of policies. The council will be chaired by the regional offices of DHSUD.
Pag-IBIG will also be a member of the council to provide loans for the maintenance of the property to retain or appreciate the value of the houses.
Local government units are also important members of the council as they will ensure that rules are implemented by the leaders and followed by the residents.
Around 1.2 million housing units are already in the pipeline according to DHSUD. They are eyeing to complete up to 3.2 million units by 2028. PND
