
President Ferdinand R. Marcos Jr. on Thursday led the distribution of Certificates of Condonation that will free agrarian reform beneficiaries (ARBs) in Bulacan from their debts.
A total of 1,119 Certificates of Condonation and Release of Mortgage (COCROMs) were distributed to 1,000 ARBs in different cities and municipalities in Bulacan during the event at the Department of Agrarian Reform (DAR) gymnasium in Quezon City.
“Ito ay katumbas ng higit dalawang daan at pitumpung milyong piso na halaga ng utang ng mga magsasaka na ating napawalang bisa na,” President Marcos said in his speech.
The Chief Executive also led the distribution of 343 Certificates of Land Ownership Award (CLOAs) to 287 ARBs in Nasugbu, Batangas.
“Ang mga titulong ito ay may saklaw naman na mahigit dalawang daan at tatlumpung hektarya na lupaing pangsaka,” President Marcos said.
The President said the distribution of COCROMs and CLOAs is part of the implementation of the New Agrarian Emancipation Act.
“Bahagi ito ng ating pagpapatupad ng New Agrarian Emancipation Act na naglalayong pagaanin ang inyong buhay at maibsan ang inyong paghihirap dahil sa amortisasyon, sa interes, at iba pang mga surcharges na halos naging kakambal na ng lupang sakahan sa loob ng maraming taon,” the President said.
During his speech, President Marcos said his administration is working hard to complete agrarian reform by 2028
“Kaya naman po, sa ilalim din ng administrasyon na ito na si Secretary Conrad ang puno ng DAR, ating sinisikap na makumpleto ang repormang pang-agraryo sa taong 2028 upang mapakinabangan na ng lahat ng mga benepisyaryo ang lupang sakahan,” he said.
From July 2022 to July 2024, the DAR distributed 136,116 land titles to 138,718 ARBs nationwide, covering 164,088 hectares of land.
The Chief Executive said more than one hundred thousand land titles will be distributed before the end of the year.
The DAR held its first distribution of COCROMs in Pangasinan on July 19 where 4,112 certificates were distributed, covering an estimated 28 million square meters of land, to 3,558 ARBs
The COCROMs condoned an estimated PhP50.56 million of ARB debt. PND
