President Ferdinand R. Marcos Jr. on Thursday led the distribution of various aids to almost 12,000 El Niño affected farmers, fisherfolks, and their families in the CARAGA region.
In a speech at the Surigao del Sur Sports Complex in Tandag City, the President vowed to develop and make people productive in the province and the entire region.
The region is comprised of five provinces, namely Agusan del Norte, Agusan del Sur, Dinagat Islands, Surigao del Norte, and Surigao del Sur.
“Gayun pa man, batid ko ang matinding [dinanas] ninyong hirap nitong nagdaang El Niño. Halos labing-dalawang libong magsasaka dito sa Region 13 [ang] naapektuhan,” President Marcos said.
“Hinding-hindi namin [nakalilimutan] ang ating mga kababayan dito sa Surigao del Sur. Kaya po narito kami para personal na ipahatid ang tulong mula sa pamahalaan,” he said.
“Hangarin namin na maging maunlad at produktibo ang mga mamamayan ng Surigao del Sur at ang Rehiyon ng Caraga.
President Marcos said over PhP60 million are to be distributed to Agusan del Sur and Surigao del Sur through the Department of Agriculture and the Department of Social Welfare and Development (DSWD).
Some PhP10,000 in cash assistance will be distributed to 9,195 beneficiaries under the DSWD’s Ayuda sa Kapos ang Kita (AKAP) program and another PhP10,000 presidential assistance to farmers, fisherfolk and selected families.
“Kaya naman, ikinagagalak ko pong ihatid sa inyo ang sampung libong cash assistance para sa mahigit siyam na libo na [makatatanggap] dito sa Surigao del Sur sa ilalim ng Ayuda sa Kapos ang Kita Program o AKAP ng DSWD.
Magbibigay din po ang aking tanggapan ng tig-[sampung] libong piso sa mga magsasaka, mangingisda at ilang piling pamilya na masyadong apektado ng El Niño dito sa Surigao del Sur at sa Agusan del Sur,” President Marcos said.
“Ito pong tulong na ito ay ipamamahagi namin sa inyong mga lokal na pamahalaan upang maiparating sa inyo. Ang DA, ang Department of Agriculture, at saka ang DSWD ay tutulong po na matiyak na agaran itong makaabot sa inyo. Sa kabuuan ay mahigit na animnapung milyong piso ang inilaan natin para sa Agusan del Sur at sa Surigao del Sur,” he added.
The Office of Speaker of the House of Representatives, for its part, distributed five kilos of rice to beneficiaries in Surigao del Sur.
“Mamamahagi din po [ng] [tig-limang] kilong bigas ang office naman ng Speaker of the House of Representatives, Speaker Martin Romualdez,” Marcos said.
The chief executive added DA will provide farm machinery, equipment and credit assistance. TESDA will distribute livelihood starter tool kits and training allowance to beneficiaries in Surigao del Sur.
DOLE, under the Integrated Livelihood Program (DILP) Tulong Panghanapbuhay sa Ating Disadvantaged/ Displaced Workers (TUPAD), and the Government Internship Program, shall provide financial assistance.
“Mayroon ding inilaang mga farm machineries, equipment, at credit assistance, pautang ang DA, [at] livelihood starter tool kits naman ang galing sa TESDA para sa mga benepisyaryo mula sa Surigao del Sur.
Magbibigay din po tayo ng ayuda sa pamamagitan ng DOLE Integrated Livelihood Program o DILP, Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers o ‘yung programang tinatawag na TUPAD, at kasama diyan ang Government Internship Program,” the President said.
“Bukod dito, may nakahanda na rin tayong training allowance para sa mga nais [magsanay] sa ilalim ng TESDA,” he added.
President Marcos urged residents in Surigao del Sur to prepare for the upcoming La Niña in October, adding the government has prepared funds and food supply in times of calamity.
“Ngayon naman ay kailangan nating paghandaan ang tag-ulan na inaasahang magdadala ng higit sa normal na buhos ng ulan sa darating na buwan ng Oktubre,” Marcos said.
“Bagaman ang hiling natin ay wala nang maranasang pinsala o aberya sa panahong ito, nais kong malaman ninyo na handa ang pamahalaan kung sakali man mangangailangan tayo ng pondo at mga suplay ng pagkain sa oras ng kalamidad,” he added. *PND*
