PBBM orders enhanced incentives and awards for Lupong Tagapamayapa



President Ferdinand R. Marcos Jr. has ordered the enhancement of the Lupong Tagapamayapa Incentives Awards (LTIA) and the reorganization of its National Awards Committee.

Executive Order No. 68, signed on Aug. 12, states that “there is a need to enhance the LTIA System through measures that further promote it as a competitive, transparent, fair, and performance-based reward system.”

There will be eight categories of awards based on the corresponding local government unit (LGU) level and income classification—Highly Urbanized Cities, Independent Component/Component Cities, and the Six Classes of Municipalities.

Outstanding Lupong Tagapamayapa in Sixth Class Municipalities shall remain as an award category until the new income classification takes effect pursuant to Section 9 of RA No. 11964 or the “Automatic Income Classification of Local Government Units Act.”

The awarding body will also confer a Hall of Fame Award to a Lupon that has already received the Outstanding Lupong Tagapamayapa Award under the same category for three consecutive years or for a period of five years.

Meanwhile, a Peace Champion Award will be conferred to a Hall of Fame Awardee who has sustained exemplary performance for a period of five years or more in the implementation of projects and activities funded by the development grant previously received by the Hall of Fame Awardee.

National Awardees, including runners-up, of the LTIA will receive their awards and prizes in the form of Presidential plaques and development grants.

The EO also directed the reorganization of the LTIA’s National Awards Committees, with the Secretary of the Department of the Interior and Local Government (DILG) as chairperson, and the Secretary of the Department of Justice (DOJ) as vice-chairperson.

Members of the committee will include the Philippine National Police (PNP) Chief; National President of the Liga ng mga Barangay; a representative from the Office of the President; and two representatives from the private sector, coming from reputable organizations involved in peace and order or administration of justice, to be appointed by the Chairperson, upon the recommendation of the NAC.
