Secretary Judy Taguiwalo and the other members of the cabinet: Secretary Villar and Secretary Diokno. Alam mo sa lahat, mawala na ang mawala, mamatay na kaming lahat, (laughter) sa gabinete, huwag ho yung Budget, yun ho talaga ang may sabi kung may pera o wala. Ngayon, pag sinabi niyang meron, maligaya ang tao; pag sinabi niyang wala, malungkot tayong lahat. Governor Marilou Cayco; Congresswoman Henedina Abad; Municipal Mayors of Batanes; my fellow workers in government; my beloved countrymen; ikatsa daw ko kay diyen. (applause)
Wala naman akong makita maganda, sana masabi ko kaagad. (laughter) Naghahanap ako. We were supposed to be here about October 6, during the first typhoon, right after. Unfortunately, the weather was not cooperating and there was another one coming your way, so we had to postpone the trip. Quite a long time, and now that we are here, may hinahabol na naman kaming isang—hinahabol na naman kami ng isang bagyo na naman sa likod. (laughter) You could feel by the winds that—well, it’s the weather of this place. But God must have been a purpose in placing you here. You know, the wind currents dito sa ating bayan goes upward, from the east to the west, and makes a turn somewhere in the pacific, not really near our coastal waters but usually, it goes up to Japan. But sometimes, the tailend of that typhoon unless there is a direct hit, always passes by Batanes and that is historical. So yung pinaka-storm battered na mga tao sa Pilipinas ay kayo po. So kung anumang hurricane o anumang bagyo dadating sa Pilipinas, kayo ang pinapraktisado. (laughter) Eh halos buwan-buwan and God I said must have—because you are a resilient race, you have taking not—as a matter of fact in life, this is where God placed you. And you just have to make the most of it. But since time immemorial, maliit pa kami, we always hear about Batanes and the—almost unending storm that passes by your place. That is why, saludo kaming lahat sa inyo, were it not for a lesser mortal, wala ng tao dito sa Batanes. … migrated to Mindanao, but if you go to Mindanao, there is no storm but there is fighting—rebellion also. (laughter) So mamili kayo. (laughter) But you’re always welcome to relocate in Mindanao, there’s still space there, but I cannot guarantee that your life would be serene and subdued. So dito, sa lahat, hindi ko na lang—not tarry, sabi mabuti’t na lang po, nandito si Secretary Diokno actually, because I—in my sorties to the provinces, alam mo, do not be offended, … not the money, pagbaba ko sa eroplano, pagbaba ko sa eroplano, pera yan. (laughter) Lahat, lahat ng probinsiya, pagbukas ng bunganga niyan, “Mayor, yung tulay ko.” “Mayor, yung eskuwelahan ko.” Kaya kung maari lang, merong taga-sunod kaya hindi ko masabi kaagad kung makatulong ako o hindi. So, I’m not in a position to decide immediately, that’s why if—si Secretary Diokno, wala, nininerbiyos na ako. (laughter) Wala akong maisagot eh. Pera talaga ang kailangan natin dito sa Pilipinas. And the only way that we can really improve is through the economy, na palaguin natin at butihin natin pagdala ang bayan. One of the things that has pull us down all throughout the years, the one main reason why government is dysfunctional is because there is graft and corruption. Lahat yan, lahat ng administration, aywan ko kung sa akin, pero dito sa akin, magkagulo tayo. Because you know, you do not know me. I come from a city that faces Australia. On a clear day, makikita ko ang Australiano doon sa beach: naka-bikini, naka-shorts. (laughter) Malayo ho tayo, from tip to tip tayo dito ngayon. So ang aking ibig sabihin is, we have been on the onslaught of corruption ever since. Kaya nung unang pangako ko, tumakbo ako, eh hintuin ko ang graft and corruption sa gobyerno. I have the money, sabi ni Ben. Dito sa food and—DSWD, dito sa infrastructure facilities, may—si Mark said he has the money. Itong agricultural and environmental damage on you, ang DA, may pera yan. Itong communication facilities, we also have the money, we will immediately start to rebuild infrastructure. (applause) Ngayon, mabuti naman prangkahan na lang tayos sa problema natin. This has long been—tinatago kasi natin eh. Mahirap kasi dito, ganito. Well, in my city, I was able to correct some things but not all. Pero dun sa siyudad ko, I only give yung mga clearances, lahat: electrical clearances, whatever, basta permit or clearance: three days, three days. Ngayon, eh ako na ang presidente, isang departamento usually, it takes them about two, three years to process papers, hindi itong NEDA ngayon. Not the new NEDA and the Pernia because that guy is good. UP Professor yan and very bright. I am only giving each department, every one, lahat Department of Justice, Department of Defense ganun: One month, one month lang. Walang pila. Pagdating doon, just give him a shopping list, you produce these things, these particular documents. Pag-submit niya, do not add or take away anything from that list, but rather, give him a stub, kailan siya babalik at kunin niya yung papeles whether approved or disapproved. Now ngayon, kung agrabyado ka, then you may take it up with my office. Ang gawin ko ho ngayon, buksan ko ang RPN TV, I don’t know what’s that. PTV 4, is that the one? Okay, ang PTV 4 and after the news in the morning, I will allot one hour for the public to text, diretso na sa TV: Complaint against the President Duterte; Subject Matter ganun. My papers, nabara kasi hinihingian ako ni: Ilagay mo ang pangalan. (applause) In fairness to everybody, in keeping with the rule of the right to be heard, pagka bukas, puwede siyang sumagot. Doon i-text niya: Hindi po totoo yan, ready na po ang release ng pera o ready na po iyong permit, kaya lang naunahan lang ako sa pag-report, kaya lalabas kaagad. Ganun. Huwag na tayong magbolahan. Pag inupuan mo iyang papel, diyan nagkakaletse-letse ang—. Now, ako, I said, I’m coming in from the cold, hindi ninyo ako kilala, Mindanao ako. Sa awa ng Diyos, nanalo ako. Now, huwag na lang yang mga majority-majority…, puro naman tayo Pilipino. Isipin ko na lang na nag-landslide ako dito. Malapit ako ma-slide doon sa eroplano kanina pagbaba eh. (laughter) Let us not talk about you know, who reported what and who supported noon. Tapos na iyan eh. So ganito iyan: kung ano iyong pera natin, paghati-hatian talaga natin yan. It will be divided equally na walang—ito dito, kontra partido, wala iyan. And as a matter of fact, nandiyan naman si Mark, pati si Ben, pati si Judy. Hindi kami nag-usap ng pulitika. at ako’y nagagalit basta iyan. I do not allow in the Cabinet talking about politics. I do not even want to hear that this should be a priority because it’s the project of Congressman. Wala sa akin, alam mo kung bakit? Nanalo ako, wala akong partido halos. Iyong PDP was a moribund party. It was not alive, it was just breathing because there were two members: Senator Pimentel and the Father. Of course, the loose organization was there. But it only came into being, again alive, when I ran. Wala ho akong pera, wala hong nagsuporta sa akin, mas mabuti. Nagpapasalamat na ako ngayon, wala akong utang na loob. (laughter) Sa totoo lang. So kung wala akong utang na loob sa isa ninyo, di lahat ako, may utang na loob sa lahat. Because I cannot really pinpoint except for a few persons who helped me financially. But, sinasabi ko, I never accepted donations. I just cannot name the names. But mag-isip na lang kayo ng mga contributors na malalaki, at iyon na sila. At ipagmamalaki ko, I never, never—kaya suwerte ang diskarte ko na, eh kung matalo, di matalo, wala tayong magawa niyan. Ngayon, sinasabi nila itong trabaho ko, masuwerte kayo dito, because we do not have to talk bloody things. But the Philippines is reeling under the contamination of drugs, and it has reached the 4 million mark. Now, ang masakit sa akin, ganito. Kasi ako po’y pinagbabatikos, at gusto akong ipakulong ng mga ulol (laughter), na sinabi ko na, “If you destroy my country, I will kill you. If you destroy the youth of the land, I will kill you.” Bayan ko ‘to, mahal ko ang bayan, pati Batanes, kalayo-layo nito (applause). Do not mess up with my country, you know, and it is—hindi dito but I will just give you one example. Pera ang pinag-usapan eh. There are—huwag lang iyong akin. Iyong one million sa akin na iyong panahon eh. But I am still counting because there are still surrenderees day to day. At the end of the year, I might make a computation again. But it’s gonna be 4 million. Noon 7, ngayon 8, ngayon nearing 9 na. Well, huwag muna iyong akin. Iyong sinabi ni Santiago, General Santiago when he was the PDEA, sabi niya: “there are now 3 million addicts.” I’ll give you a simple computation. At 200 per hit, for one day, that is 6,000 a month per person; times the 12, that is 18 billion a month; times 12, that is 216 billion a month. Pupunta sana sa pagkain, enrollment ng mga bata, baon ng mga bata. At kung ang tatay ang tinatamaan, it becomes a dysfunctional family. Wala nang pagkain, sabog, and ultimately, minsan maghiwalay. If it is the husband or the wife, it will destroy the family. It becomes dysfunctional, ang mga bata, hindi na makapag-aral and lahat na. At iyong mga kababayan natin, talagang masakit sa akin. Tang-ina yan, bantay kayo sa akin, nandoon sa labas ang magpakamatay, working their ass to death, para lang makakuha ng pera, magsuweldo, makapag-aral ang mga anak nila dito. And to think, pagdating dito, nalulong sa droga, nadisgrasya ang anak, ni-rape, pinatay because the criminals were chronic all over the country. Ano ba naman iyang patay ngayon, gusto ninyong bilangin? Hindi nakakalahati iyong criminal namatay ngayon sa nung mga namatay nung nakaraang panahon. Noon, ang namamatay, rape; bata, tatay, sinasaksak; nanay, inaatsa; those were the crimes of the days. Rape ng isang pamilya, patayin lahat ang—from the daughters to the mother. Ngayon, nagbibilang sila ng 3,000 na patay. 3,000? Eh sino ang nagpatay? Ewan ko. Ba’t mo ako—eh, ako iyong tinuturo nila. (laughter) Look, ganito iyan eh. I am not trying to offend anybody. Hindi ho ngayon, puro matitino iyan. When I assumed the presidency, I had to fire six generals for involvement in drugs. Iyong mga pulis ngayon na—the number about 150, tawag nila Ninja. Hanggang ngayon, ni isa, walang nag—baka nagtago dito ang gago. Walang nag-surrender kaya nilagyan ko iyong ulo nila lahat: 2 million each. Ngayon, hindi ko—ay ewan ko kung tanggapin ko: buhay iyan o patay. Pero ganoon kalala ang nangyari sa ating bayan. So ano ang gusto nilang ngayon? Gusto nilang ipakulong kasi ako daw extra judicial killing. Sus maryosep! Hindi nila alam, noong una, they were cleansing, sa kanila-kanila lang. Iyong siguro mga general, siguro ipagpatay niya iyong mga tauhan niya, talagang iipitin sila noon. At saka iyong pulis, iyong mga runner nila. O anong pinatay namin, kami sa gobyerno? Wala, wala pa. Mag-uumpisa pa lang. So wala pa kami doon three thousand na iyon. Saka, itong mga Amerikano nga, ayan, may istorya, sabihin nila na, I am threatening, doon sa EU ang ginamit nila: “This politician is threatening the criminals with death.” There is nothing wrong in threatening criminals to death. By that statement alone, maski ikaw masabi mo, “Kayong mga kriminal, patayin ko, huwag kayong magluko-loko.” It is a perfect statement. Ngayon, gusto nilang hilahin doon for that statement. If it is not a crime in my country, why would you just— kaya ako sa galit ko, minumura ako. Why? Kasi noong umpisa iyan ng yellow, yellow talaga iyan eh, yellow iyan, sinakyan na. Remember that it was not an issue against me; it was only after I was hitting the ratings na lumabas na iyong mga basura nila Trillanes, iyong aking mga deposito. Sus maryosep. Kung mayroon ako ganoon karaming pera, hindi mo ako makita dito. Sa edad kong 71 years old, mamamasyal na ako maski saan. Iyan ang problema. Iyon, doon nila binuhos iyong black propaganda at doon nangyari iyong sabi na ano, wala ho ako niyan. Sa totoo lang, I became mayor in Davao City in 1988. I never lost an election until now. (applause) Wala talaga akong talo. Pagka mayor ko tuluy-tuloy na hanggang pagka-presidente ko. Ngayon, bakit ako naging presidente? Eh ewan ko talaga, iyan ang problema. Papag-usapan pa natin. Kaya wala akong utang na loob, wala lahat. Kaya sinabi ko sa lahat and tayo sa gobyerno, and I would end this talk with you. Okay na ito, may pera kami. I will ask General Jalad to coordinate all the national aid dito. He will come back here to—para—to coordinate. At saka, I would end it by saying na corruption has to stop. I also bind the local governments—iyong iba kasi, sa BIR, two days na lang eh; iyong iba, online na. Wala nang punta-punta, wala nang follow-up. No problem about ano. So I would like the local governments to follow suit, adopt in the most expeditious way the release of documents and papers needed by the people. The ideal number of days is: three days, two days. Ano ba kung wala kang ginagawa diyan, ‘di gawain mo iyong trabaho mo. And that goes for the national government. It will not be years, it will only be one month for everybody. Walang extension iyan. I’m telling you now, let us give the Filipino a respite of all of these years suffering corruption in government. Ngayon itong law and order, sabihin ko sa inyo, sabi ko: walang corruption, walang droga, walang kriminalidad. I will not stop, masiguro ninyo. Itaga ninyo kung saan itaga iyan. I will not stop until the last pusher, until the last drug lord is taken away. (applause) Now, let me end it by saying, in this quest, kasi hindi naman talaga ako—because … bakit ako nanalo without the money and effective machinery? And I would say, Panginoong Diyos iyan. God gave it to me. Alam ninyo iyan, pati kayo nagtaka, bakit ako nanalo…, and with the largest margin ever of six million ang lamang. Why? It was in the messaging. Why? Because I tend to believe now that it was God who gave it to me. And sabi nila, “Ah iyan, mawala iyan. I-impeach.” Ako, taya ko: honor, buhay pati ang pagka-presidente ko. Huwag ninyo akong takutin yang mga taga-Manila na mag-rally kayo next year, paalisin ninyo ako. Kasi ‘pag napaalis ako, that is part of my destiny, na ang destiny ko ma-presidente isang taon lang ako. Ganoon iyan, so do not, sabi na: Duterte:—sa mga newspaper na warningan ako, mag-kudeta, mag—kasali iyan sa destiny ko, na kung ma-presidente ako ng dalawang buwan lang, dalawang taon, that is part of what destiny, what God gave me. “Hanggang diyan ka lang,” tapos. So huwag akong takutin iyong mga magkudeta-magkudeta, paalisin, tapos people power. Ay anak ka ng—kasali na iyan. Nakasulat na yan. Eh paano ako nanalo pagka-presidente? Sagutin mo muna iyan. Kung hindi mo masagot, eh iyan. Paano ako maging presidente, dalawang taon lang? Kasali na iyan, iyan sa destiny ko, iyan ang binigay ng Diyos sa akin. Paabutin ako six years, ah, patay kayong lahat. (laughter) Maraming salamat po. |
