PPP Center capacitates first batch of LGUs and LUCs on PPP Code and its IRR



The Public-Private Partnership (PPP) Center conducted a hybrid capacity-building activity (CBA) titled “Introduction to the PPP Code and its Implementing Rules and Regulations (IRR)” on May 22–23, 2024, at the International Center for Public Administration, National College of Public Administration and Governance, University (NCPAG) of the Philippines-Diliman, Quezon City, and online via Zoom.

This CBA catered to officials and technical officers of local government units (LGUs) and local universities and colleges (LUCs) in the National Capital Region and select LGUs in Southern Luzon.

The event was organized by the PPP Center, the USAID Regulatory Reform Support Program for National Development (RESPOND), which is being implemented by the UP Public Administration Research and Extension Services Foundation, Inc. (UPPAF), and the Center for Policy and Executive Development (CPED), a specialized Center under NCPAG.

“The PPP Code is a very important policy; it is important to nation-building, fast-tracking infrastructure projects, and even social development programs,” said Dr. Enrico L. Basilio, Chief of Party of UPPAF-RESPOND and Executive Director of CPED.

The two-day session provided an updated view of the Philippine PPP Program, including concepts and PPP institutions under the new legal framework. Additionally, the session discussed the new responsibilities of LGUs and LUCs and the specific processes to be undertaken for solicited and unsolicited PPPs under the new Code.

PPP Center Deputy Executive Director Jeffrey I. Manalo, and Director Feroisa Francisca T. Concordia, and Asst. Director Atty. Cyris Ann Ng Santiago of its Capacity Building and Knowledge Management Service served as the CBA’s resource persons.

Over 100 in-person and online participants actively engaged and exchanged knowledge and experiences during the open forum.

“Our coming together for this forum today marks the beginning of a new understanding and mindset that it is only by working together that we can achieve great success for our people,” expressed Dr. Kristoffer B. Berse, Dean of NCPAG.

“We encourage you to apply the insights from this two-day session to strengthen your institutional frameworks, thereby enabling the development and implementation of PPPs that can significantly improve the lives of your constituents, and community,” concluded the PPP Center’s Executive Director, Ma. Cynthia C. Hernandez.
