PPP Code IRR Committee conducts Stakeholder Consultation with Regulatory Bodies



The Implementing Rules and Regulations (IRR) Committee of the Republic Act No. 11966 or the Public-Private Partnership (PPP) Code of the Philippines concluded another stakeholder consultation today with the Toll Regulatory Board, Civil Aviation Authority of the Philippines, Land Transportation Franchising and Regulatory Board, and other pertinent regulatory bodies responsible for approving initial tolls, fares, fees, rentals, and other charges and adjustments in PPP projects.

The primary objective of these consultations is to provide a platform for key stakeholders, such as these regulatory bodies, to contribute valuable insights and feedback on the proposed provisions for the IRR of the PPP Code.

This inclusive approach ensures that the proposed IRR aligns with sector-specific realities and challenges, ultimately contributing to a balanced, equitable, and effective PPP policy environment in the Philippines.

Stakeholders are encouraged to actively participate in the consultation process, attend scheduled sessions, and provide written submissions to ensure a comprehensive and well-rounded perspective is considered during the development of the PPP Code IRR.

Last week, the PPP Center also briefed and consulted with the Board of Investments (January 8), the Office of the Government Corporate Counsel (January 9), the water supply and sanitation sector (January 10), the University of the Philippines (January 10), the Regional Development Councils, Local Development Councils, and NEDA Regional Offices (January 12), and the Anti-Red Tape Authority and the Local Government of General Santos City (January 12).

Earlier today, a consultation session with the Office of the Solicitor General was also conducted.

The PPP Code of the Philippines was signed into law on December 5, 2023, and took effect on December 23, 2023. Pursuant to Section 34 of the PPP Code, the IRR Committee shall promulgate the IRR within 90 calendar days from effectivity of the Code.
