President Rodrigo Duterte attends the ceremonial send-off of 17 Vietnamese fishermen who were arrested for allegedly poaching in Philippine waters. As a gesture of goodwill, the President officiates their release in a ceremony at Sual Sea Wharf and Causeway Area in Pangasinan on November 2.
