Nakaangkla ang tema ngayong taon sa “Kapulisan na May Malasakit at Integridad, Sandigan ng Kaayusan ng Sambayanan" na binigyang-diin ng Pangulo bilang inspirasyon sa mga bagong tagapagpatupad ng batas at mamumuno sa PNP sa darating na mga panahon.Isang honorary member ng PNPA TAGAPAGBUKLOD Class of 1989 ang Pangulo at kinilala niya ang husay at pagpupursige ng institusyon sa pagtataguyod ng mga bagong lider ng pulisya.
