Kinilala ni PBBM sa kanyang talumpati ang mga kontribusyon ng mga Filipino-Americans at inihayag ang layunin ng kanyang administrasyon na paramihin pa ang oportunidad sa bansa sa pamamagitan ng turismo at pag-imbita ng pamumuhunan. Inimbitahan din niya ang mga Pinoy na naninirahan sa ibang bansa na bisitahin ang Pilipinas.
Ang VIP tours ay inisyatibo ng Department of Foreign Affairs (DFA), Department of Tourism (DOT), at Rajah Tours Philippines.
