Ibinahagi ni PBBM na prayoridad ng pamahalaan ang pagtatayo ng mga imprastruktura at proyektong climate-resilient sa pamamagitan ng programang ‘Build, Better, More’. Siyam na porsyento ng national budget ang inilaan dito para mabawasan ang epekto ng kalamidad at sakuna na haharapin ng bansa. Binigyang-diin din ng Pangulo ang kahalagahan ng public-private partnership na kaisa ng pamahalaan sa pagsasakatuparan ng mga proyektong ito.
