Ibinahagi ni Finance Secretary Diokno na nakikipagtulungan ang pamahalaan sa International Monetary Fund (IMF) para sa pagsasagawa ng isang pag-aaral na naglalayong tugunan ang value-added tax (VAT) collection inefficiency sa bansa. Alinsunod ito sa panawagan na suriin ang kasalukuyang tax framework ng Pilipinas at maghanap ng iba pang paraan upang maiangat ang antas ng pagnenegosyo mapa-lokal man at dayuhang mamumuhunan.
