Inihayag ng Pangulo sa kaniyang mensahe na pangungunahan niya ang pagharap ng bansa sa mga hamon, patungo sa patuloy na pag-unlad sa gitna ng pagbangon nito mula sa epekto ng COVID-19 pandemic. Binigyang-diin din ng Pangulo ang halaga ng pagtutulungan ng gobyerno, pribadong sektor at diplomatic community sa pangangalaga sa kalayaang ipinamana ng mga ninunong Pilipino para sa kasalukuyang panahon.
