Si Sec. Loyzaga ang magiging kinatawan ni Pangulong Ferdinand R. Marcos Jr. para sa COP 28 upang bigyang-diin ang mga inisyatibo ng gobyerno para maibsan ang epekto ng climate change, pati na rin ang greenhouse gas emissions mula sa bansa.
