Nagbigay ng mga rekomendasyon ang PSAC kay PBBM kung paano makagagawa ng mga oportunidad na makapagbubukas ng maraming trabaho para sa mga Pilipino. Kabilang na rito ang pagpapalakas sa MSMEs at ang pagbibigay ng kasanayan na matagalang magagamit para makahanap ng trabahong ayon sa kakayahan.
