Thank you Executive Secretary and Chairman of the An [please take your seats] — and Chairman of the Anti-Terrorism Council, ES Luc Bersamin.

The National Secretary Adviser and Vice Chairman of the Anti-Terrorism Council, Secretary Ed Año; members of the Cabinet who are present here with us; the awardees, my congratulations to the awardees of the different agencies of the Anti-Terrorism Council; fellow workers in government; distinguished guests; ladies and gentlemen, good morning and welcome to Malacañang.

Today, we pause to celebrate the achievements and honor the dedication, the resilience, and teamwork of the Anti-Terrorism Council. It’s a time to reflect and to express our gratitude, and renewed commitment to a Bagong Pilipinas where safety and peace are not exceptions but are expectations.

The mission of the Anti-Terrorism Council extends beyond neutralizing terrorist threats—it aims to prevent them altogether. By implementing programs that prevent [and] counter violent terrorism, we address the roots of radicalization and foster trust within our own communities.

When we empower local leaders and engage the youth, and provide avenues for dialogue, we are building a safer, more united Philippines. These efforts plant the seeds of hope, the seeds of resilience, ensuring that every Filipino can enjoy and benefit from the fruits of peace.

Terrorism is a global challenge, and the Philippines has stepped up as a reliable and proactive partner in the fight against it. By strengthening ties with international allies, the United Nations, and regional organizations, we have elevated our capabilities to address transnational threats.

These partnerships showcase our nation as both a beneficiary and a contributor to global security, embodying the Filipino values of solidarity, shared responsibility all for a peaceful world.

This year, the Anti-Terrorism Council has achieved significant milestones in dismantling threats and fortifying our nation’s security. By disrupting terrorist organizations and limiting their resources, we have sent an unequivocal message: The safety of our people is our topmost priority. And it will always remain so.

The freezing of assets linked to terrorism, coupled with successful prosecutions, underscores our nation’s determination to uphold the rule of law. These measures not only safeguard our own communities but also affirm our commitment to accountability, justice, and peace.

Another noteworthy achievement is our progress toward exiting from the Financial Action Task Force or FATF Grey List. This is a very, very important item.

I know that it’s not spoken about a great deal in the public domain but nonetheless, as an obstacle to the continuing transformation of our economy, to the continuing transformation of our place in the world, this, us exiting from the Grey List is a significant move.

This milestone will benefit millions of Filipinos, from smoother remittances for overseas workers to increased investor confidence that bolsters our economy.

These successes were made possible through the collaboration of various agencies, private sector stakeholders, and tireless public servants. It reminds us that when we move as one, we can achieve goals that resonate across borders, across generations.

Let me acknowledge once again those who have been recognized earlier.

The work we do requires constant evolution. Terrorism, fueled by advancing technology and shifting tactics, demands a response that blends strength with humanity, vigilance with compassion, and strategy with foresight.

This administration firmly supports the Council’s mission. Together, we will continue investing in initiatives that balance decisive action with inclusive approaches, ensuring a future where peace is not a fleeting ideal but a continuing and lasting reality.

As we approach the close of the year, let us take a moment to reflect on how far we have come.

The achievements of course that we celebrate today are triumphs over the challenges that we have faced. Yet, far more than that, they are investments for a brighter tomorrow.

To the women and men of the Anti-Terrorism Council, your dedication and service have turned this vision into reality. May these achievements inspire us to aim higher, work harder, and dream even larger.
