We welcome you all to the first edition of Bangon Marawi Live. My name is Harold Clavite, I am the Director General of the Philippine Information Agency. And today’s edition of Bangon Marawi Live is special because this will show us how the regular press briefings for Bangon Marawi have evolved into a more interactive platform.
Today, we will not only be catering questions from the press who are here with us in Malacañang but we will also entertain questions from the ground and from our affected communities from Marawi. We will be taking questions from social media as well and questions that are coming from Marawi itself. And today, kasama po natin ang walang iba kung hindi ang Chairperson the Task Force Bangon Marawi at HUDCC Chair Eduardo Del Rosario. Secretary, good morning.
CHAIR DEL ROSARIO: Good morning, Howie.
DIRECTOR CLAVITE: Welcome to Bangon Marawi Live. At bago natin bigyan ng oras si Secretary Del Rosario to give his opening statement, let’s take a look at this video.

DIRECTOR CLAVITE: Maraming salamat. Napanood natin sa video ang pinaka-latest updates mula sa Marawi. At ngayon ‘pag-uusapan natin ngayong araw ang mga nangyayari doon at mga bagong developments, kasama natin ang Chair mismo ng Task Force Bangon Marawi. Magandang umaga, Secretary Del Rosario.
CHAIR DEL ROSARIO: Good morning, Howie at sa ating mga viewers and listeners.
DIRECTOR CLAVITE: And welcome to the first edition of Bangon Marawi Live. Sir, from the video that we’ve seen, nakita natin ang napakaraming activities na nangyari in the past couple of weeks and new updates. Is there any other new information that you would like to share to our televiewers?
CHAIR DEL ROSARIO: Well I think, we should commend all departments for doing a very good job and all the—including the private sector who provided assistance and support for the overall recovery and rehabilitation of Marawi City.
When the President declared the liberation of Marawi City last October 17, hindi nagkaroon ng immediate rehabilitation activities or early recovery programs. It actually started on the first week of November. So it’s quite surprising na November, December and now on the third month January napakalaki na ng nagawa ng mga ahensiya ng gobyerno at sa tulong ng private sector and non-government organizations, nakita naman natin kung ano iyong transformation.
So as Chairman, very commendable ang masasabi natin at iyong ginawang tulong ng lahat ng ahensiya ng gobyerno, the private sector at ang mga Marawi residents ay nabibigyan natin ng tulong para maibalik iyong tinatawag nating normalcy.
DIRECTOR CLAVITE: Yes, sir. And I understand that on the 27th of December nagkaroon tayo ng turnover na mga houses doon sa Sagonsongan for our… temporary shelters. Nagkaroon lang po kasi ng maraming questions lalong lalo na sa social media, sa media na hindi kaagad nakalipat iyong ating mga kababayan. Any information on that para to clarify?
CHAIR DEL ROSARIO: Well totoo iyon, Harold. Actually a total of 551 temporary shelter units and nagawa ng gobyerno, nagbigay tayo ng initial 500 units para sa mga recipients na vinalidate [validate] ng local government units. Pero noong nalaman ko na kumpleto nga ang bahay, merong kuryente, pero iyong tubig pala hindi pa naa-attach sa mainline.
So noong malaman kong ganoon, sabi ko, i-delay natin ang pagpasok ng mga residente, dahil pag pumasok sila, discomfort ang kanilang mararanasan dahil walang tubig, eh sinabi natin sa loob ng bahay may kuryente, saka tubig, so dinelay natin ng three weeks. Last January 20 nagsimula na iyong pagpasok ng initial 150, dahil doon sa bahay may kuryente at may tubig na. Then, additional 250 will come in this coming January 30, sa Tuesday
DIRECTOR CLAVITE: So tuloy- tuloy na po siya, okay.
CHAIR DEL ROSARIO: And then every ten days thereafter, 200 units will be given to the validated beneficiaries.
DIRECTOR CLAVITE: Okay, thank you very much sir, for that clarification. As I mentioned earlier, bago tayo kumuha ng mga katanungan sa ating mga kapatid dito sa media sa Malacañang Press Corps. Meron tayong katanungan na galing mismo sa Marawi. So we have a video, if the Secretary can provide the answer also.
Q: Mababayaran ba ang tulad ng mga alahas, mga refrigerator, mga TV, iba’t-ibang mga appliances or mga gamit namin?
CHAIR DEL ROSARIO: Okay, with regards to iyong mga looted personal belongings: number one hindi natin babayaran actually, dahil mahirap i-validate kung totoo ba iyong allegation na may nawala ngang alahas; totoo ba iyong allegations na nawalan siya ng pera. And, sa mga ganitong insidente, no country in the world ay nagbibigay ng ayuda or assistance for alleged stolen properties. So, that is not part of the assistance that will be provided by the government.
DIRECTOR CLAVITE: So that’s very clear. Now, sir isa pang katanungan na pabalik-balik na sumusulpot, lalung-lalo na sa social media. When we launched the Task Force Bangon Marawi Facebook page and twitter account last year. At noong nagsimula ang mga ‘Kambalingan’ activity sa Marawi, itong tanong na ito ay pabalik-balik. Meron tayong question na galing sa facebook, puwede ba nating makita?
Ayan! “Kelan po puwedeng makapasok sa ground zero para makuha po namin ang mga gamit namin na hindi ninanakaw?”
CHAIR DEL ROSARIO: Well, actually ang ground zero ang tawag natin ngayon diyan most affected area. Dito nagkaroon ng talagang bakbakan ang ahensiya ng gobyerno at iyong mga ISIS-Maute members! Ang area covered is about 250 hectares with 24 barangays and 11,000 families.
Ngayon, hindi natin ina-allow na makabalik ang mga residente, iyong 11,000 families, because of safety reasons. Ang Armed Forces of the Philippines, nagka-conduct ngayon ng massive recovery of unexploded ammunition or ordnances. Andito iyong mga hindi pumutok na mga bomba, andiyan iyong mga improvised explosive devices na inilatag ng mga ISIS noong panahon ng bakbakan.
So kung pababalikin natin sila at this time, malaki ang possibility na magkaroon ng aksidente and hindi maganda siguro na madinig natin na ang ating mga kababayan naging biktima nga ng Marawi siege, naghirap pagkatapos pagbalik naputukan pa ng mga bomba at improvised explosive device.
I was assured by the Armed Forces of the Philippines na matatapos iyong kanilang clearing operations on the first week of April. So, after the clearing operations, magsisimula naman iyong actual rehabilitation ng mga 250 hectares! So I said, I will give one week to 10 days gap para iyong lahat ng residente, 11,000 families, makapunta doon sa kanilang mga buildings, sa kanilang mga bahay. If they would like to recover personal belongings na puwede pa nilang magamit.
So iyon ang window na puwede silang makapunta from the first week to second week of April. Because on the third week of April, mag-i-start na iyong ground rehabilitation, magkakaroon ng groundbreaking at iyong developer na napili ng ating gobyerno papasok na para mag-land development.
Remember iyong mga buildings na nawasak, 90-100% destroyed. Ang debris, total debris estimate was about 3 million tons. So others were saying just to clear the debris, will take two to three years. But of course sa ating mga big developers they said, they can do it in less than a year.
So the total rehabilitation will take about four years, or by the end of December, by December of 2021, matatapos na iyong land development, iyong mga basic facilities, water, power and telecommunications which will be underground, matatapos na lahat dito sa ground zero o sa most affected area.
DIRECTOR CLAVITE: So primarily, sir we don’t want to put people in danger, right? Kaya hindi muna natin sila pinapayagan sa ngayon?
CHAIR DEL ROSARIO: Yes, actually pagpasok nila, we need a waiver through their Barangay Captains that if ever something will explode, something will happen that will endanger their lives, it will not be responsibility of the Task Force Bangon Marawi, as well as the local government unit of Marawi City government.
Kailangan namin iyon, dahil ang gusto namin talaga, hindi na sila babalik. But because of the tremendous pressure ng 11,000 residents who would like to see. We will allow it, provided they issue a waiver.
DIRECTOR CLAVITE: Okay. So sa ngayon habang hinihintay natin iyong pagdating ng April na matapos iyong clearing operations kailangan nilang makipag-ugnayan sa Task Force Bangon Marawi, sa AFP at sa local government units?
CHAIR DEL ROSARIO: Yes and we are also conducting dialogue, consultation activities to the ulamas, sultanates, the barangay officials, the business sector, para mai-disseminate at malaman ng lahat, ano ba ang situation sa ground zero kasi there are some speculations, skepticism kung bakit daw hindi pinababalik.
But I have seen the operations of the Armed Forces of the Philippines, just to recover 500 pounder, it will take them one week, 4 days to one week iyong 500 pounder nasa ilalim ng lupa about 9 meters below.
So napakahirap! At iyong isang bomba na iyan na 500 pounder, ang danger zone na kino-consider natin is 650 meters left and right. So, 1300 meters. Eh iyong land area ng most affected area or ground zero is only 1.5 kilometers by two kilometers eh ang isang explosion ang coverage niyan 1.3 kilometers already.
DIRECTOR CLAVITE: Okay. Sir, we have one more question from social media before we proceed with the question and answer from MPC.
Ang susunod na katanungan: Paano po malalaman ang mga qualified na mabigyan ng pabahay diyan?
CHAIR DEL ROSARIO: Well, actually, gumagawa tayo ngayon ng 1,100 temporary housing units. Ang total na ipapagawa natin, five to six thousand units.
Iyong 1,100 units na unang ibibigay, at siguro sa lahat na 6,000 na nangangailangan, ang number one criteria ay dapat nakatira ka sa 24 barangays nung most affected area. And nakatira ka doon, iyong bahay mo ay nasunog or nawasak. And pangatlo, considered ka na mahirap.
Kapag pumasa ka sa criteria na iyon, ang another criteria na idinagdag namin, dapat 70% will come from evacuation centers and 30% coming from the home-based evacuees. So iyon ang criteria na ginagawa ng local government unit in coordination with the concerned agencies.
DIRECTOR CLAVITE: So it’s the LGU who is doing the validation?
CHAIR DEL ROSARIO: Yes, it’s the LGU. At napakaganda nung parameter – dapat residente ka ng ground zero or most affected area. Residente ka ng 24 barangays and it must be attested by the barangay captain.
DIRECTOR CLAVITE: Thank you, sir. Now, we will entertain questions from the media who are here with us today in Malacañang. I’d like to turn over the microphone to Julius Disamburun from PTV4. Julius?
JULUIS DISAMBURUN: Thank you so much po, PIA Director General Harold Clavite and Secretary Ed Del Rosario. Ngayon po ay questions po tayo from the Malacañang Press Corps. Questions please, MPC, for the Bangon Marawi press briefing po natin ngayong araw. Okay question, Leila Salaverria.
LEILA SALAVERRIA/INQUIRER: Good morning. For Director Del Rosario. Sir, there was a report that only those who have land titles to their property in Marawi would be given temporary shelters?
CHAIR DEL ROSARIO: That’s not true. Ang importante, ma-establish na mayroon ka talagang bahay doon, attested by the barangay captain and the city government.
LEILA SALAVERRIA/INQUIRER: Even if they had just been renting houses in the area?
CHAIR DEL ROSARIO: Renting is different. Kasi nagre-rent ka lang naman ng bahay, ang dapat na bigyan natin ay iyong may-ari ng bahay na nasunugan. Iyong nagre-rent kasi, all you have to do is … ibig sabihin hindi ka nakatira at hindi ka from Marawi. Nakatira ka temporarily because you are renting. Mayroon ka talagang bahay sa inyong probinsiya o anumang municipality.
Ang intervention na ginagawa naman doon, ang DSWD puwede kang bigyan ng pera, pamasahe pauwi at pera para makapagsimula ka.
LEILA SALAVERRIA/INQUIRER: Pero, sir, iyong mga mahihirap talaga, indigent, na nasa Marawi pero wala talagang permanenteng bahay, they are not eligible, sir, for any—
CHAIR DEL ROSARIO: If they are living in the danger zones at sarili nila iyong bahay doon sa danger zones, you offset left and right of the Agus River, malapit doon sa Lanao Lake, at 30 to 50 meters. At gagawin kasi nating parke iyan, left and right of the Agus River, it will become a promenade or a park. So they will not be allowed to go back there anymore. So they have to be resettled, so we will give them housing units.
LEILA SALAVERRIA/INQUIRER: Sir, iyong housing units nila, are they part of the five to six thousand that—
CHAIR DEL ROSARIO: The five to six thousand is for temporary housing units. We will be constructing about 3,000 permanent housing units. Iyong andito sa temporary shelter, dahil wala na silang bahay na babalikan, sila ang makakakuha doon sa permanent shelter.
Iyong iba naman na nandoon sa temporary shelter at nagpapagawa naman ng bahay, hindi sila pupunta sa permanent shelter but instead sa bahay na pinapagawa nila.
NORDS MAGUINDANAO/SALAAM RADIO: Tanong ko lang po because there are also evacuees from Marawi that transferred here in Manila, and which coming from the ground zero also. Some are asking – kasi mga kababayan ko din po sila bilang isang Maranao. Some are asking if they are qualified to avail of those temporary shelters even though they are in Manila and if ma-qualified daw po sila, puwede naman po daw silang bumalik.
Kasi mostly of the evacuees, nag-transfer na po dito sa Manila, and sad to say, hindi naman po maganda iyong lagay nila because they are dealing with their everyday lives sa mga streets because iyong business na nakuha nila is in the streets; and they were thinking to go back. Mayroon po bang project ang government or any qualifications they can avail po while here in Manila or puwede po ba silang sumali doon?
CHAIR DEL ROSARIO: Sa unang tanong mo, kung makaka-avail siya ng housing unit, it will be based, una, iyong parameter natin, nakatira nga sa most affected area. Pero mayroon din tayong another criteria na considered as a low income ang household mo, ibig sabihin wala kayong kakayahan. Kasi majority na nakatira sa most affected area, ito iyong mga negosyante na mga Maranaos. At mayroon silang business interest sa Marawi City, mayroon silang business interest sa Greenhills, sa Baguio or even Cebu. Siyempre iyon naman ay hindi sila nangangailangan ng assistance sa government dahil they are… masabi natin, sila iyong mayayaman. They are the well to do families in Marawi City.
Ang binibigay natin ng priority ay iyong talagang walang kakayahang makabangon. Sila ang priority na bigyan natin ng assistance.
NORDS MAGUINDANAO/SALAAM RADIO: Mayroon po ba dito sa Metro Manila, if ever, they would like to qualify or they would like to enlist themselves para doon sa temporary shelters?
CHAIR DEL ROSARIO: All they have to do is to coordinate with—for the temporary shelter, they have to go to Marawi, signify their intention to the city government through their barangay captain, and they have to prove na wala silang tinitirhan na iba at wala silang kakayahan na… at wala silang existing bahay sa ibang lugar.
Q: Sir, may pahabol lang po na tanong. Nag-resume na po ba ang mga suspended Marawi infrastructure projects po ng Department of Public Works and Highways po?
CHAIR DEL ROSARIO: Tuluy-tuloy na iyong ating mga programa. Baka ang tinatanong nila ay iyong mga pondo for 2018. So remember, nagkaroon tayo ng transition from 2017 to 2018, kapag nakuha iyan ng bawat ahensiya ng gobyerno, magka-conduct na sila ng bidding process.
