CABSEC NOGRALES: Magandang tanghali po sa ating mga kababayan at sa mga miyembro ng Malacañang Press Corps. Please allow me to begin by recapping one of the announcements of the President in his regular Talk to the People last night.

Beginning today, I have been tasked to take on the responsibilities of acting presidential spokesperson on top of my duties as Cabinet Secretary, this follows the decision of Secretary Harry Roque to run for senator in the May 2022 national elections. On that note, we thank Sec. Harry for his service and for being the voice and the face of government during one of the most challenging periods of our country’s recent history. We wish him well, and we hope that our people take into consideration his work as Presidential Spokesperson when they elect their senators six months from now.

On behalf of the President and the Cabinet, good luck and Godspeed, Sec. Harry.

Ngayon, gusto ko lang ulitin, ang announcement ni Pangulong Duterte tungkol sa paggamit ng face shields, as well as to reiterate the contents of the memorandum from the Executive Secretary dated November 15, 2021 with regard to the new protocols on the use of face shields. The memorandum states that the President has approved the IATF’s recommendation to adopt the following protocols on the use of face shields. The name points are as follows:

Ø  First, in areas under Alert Levels 1, 2 and 3, the use of face shields in community settings shall be voluntary.

Ø  Second, in areas under Alert Level 5 and under granular lockdowns, it shall be mandatory to use face shields in community settings. Also, under the said directive from the Executive Secretary, face shield use is still mandatory in medical and quarantine facility settings and shall still be required for healthcare workers in healthcare settings.

Ø  Third, in areas under Alert Level 4, local government units and private establishments shall be given discretion to mandate the use of face shields.

Uulitin ko po, batay sa memorandum ni ES Medialdea, malinaw po na dito sa Metro Manila at sa mga lugar sa ilalim ng Alert Level 1, 2 at 3, hindi na po required ang mga face shields sa mga pampublikong lugar.

Sa mga lugar sa ilalim ng Alert Level 4, nasa discretion po ng mga LGU at mga private establishments.

Sa mga lugar po naman na nasa ilalim po ng Alert Level 5 at nasa ilalim ng granular lockdowns, required pa rin po ang face shields.

Bukod po rito, nanawagan ang President, and I quote, “I am calling all local government units to consider passing ordinances for age restriction among minors who can be allowed to go to the malls. Certainly, we cannot allow those below 12 years old or those getting or still unvaccinated to be exposed to the risk of getting COVID-19 in public places.”

Nagpaalala rin ang Pangulo sa mga magulang at guardians ng mga minors na hindi bakunado, sabi niya, and I quote, “Please be mindful of the risk. Part of caring for them is caring about their safety.”

Pumunta na po tayo sa usaping bakuna: Dumating po kagabi, a-kinse ng Nobyembre, ang 301,860 doses ng Pfizer vaccine na donasyon ng pamahalaan ng Estados Unidos sa pamamagitan ng COVAX. Samantala, nasa 70.6 million ang total vaccines administered sa buong Pilipinas as of November 15, 2021 ayon sa National COVID-19 Vaccination Dashboard, sa bilang na ito nasa 41.31% or 31.8 million na po ang fully vaccinated. Binabati natin ang Metro Manila dahil 100% o mahigit ten million na ang nakatanggap ng first dose, samantalang 92.31% o higit nine million na po ang fully vaccinated.

Sa isyu ng booster shots, lahat ng fully vaccinated healthcare workers ay maaari nang mag-avail ng booster shots simula bukas, disisiete (17) ng Nobyembre. Uulitin ko po: Para po muna ito sa A1 healthcare workers.

Base sa Emergency Use Authorization or EUA na inisyu ng FDA, nirirekomenda ng DOH ang paggamit ng Moderna, Pfizer at Sinovac bilang booster doses regardless ng brand na ginagamit na primary series. Hintayin na lamang po natin ang guidelines na ilalabas ng National Vaccination Operations Center.

Sa COVID-19 update naman: Nasa 1,547 ang mga bagong kaso ayon sa November 15, 2021 datos ng Department of Health. Patuloy na mas mababa sa five percent na WHO recommended na positivity rate, ang nai-report kahapon po ay 4.1 percent positivity rate. Nasa 97.4% naman po ang porsiyento ng gumaling. Ang buong bilang ng gumaling ay nasa 2,745,777, habang nananatiling 1.62% ang ating fatality rate. Malungkot naman naming niri-report na sa kabuuan, 45,709 ang binawian ng buhay dahil sa COVID-19.

Below 40% pa rin ang ating hospital care utilization rate. Sa buong Pilipinas, 35% po ang utilized ICU beds; sa Metro Manila po nasa 30%. Sa buong Pilipinas, 28% ang utilized isolation beds; habang sa Metro Manila ay nasa 26%. Sa buong Pilipinas. 21% ang utilized ward beds; sa Metro Manila naman, ito ay nasa 24%. Sa buong Pilipinas, 22% ang mechanical ventilators na ginagamit; sa Metro Manila, nasa 23%.

Before wrapping up, please allow me to reiterate two points made by the President last night: Pagdating po sa bakuna, the country achieved its highest daily vaccination administration so far last November 11 when almost 1.24 million jabs were administered in that day – a new milestone in our National Vaccination Program. Pagdating naman po sa ekonomiya, masayang binanggit po ni Presidente ang paglago ng ekonomiya natin sa 7.1% noong third quarter. Sabi ni Pangulong Duterte, this is truly good and welcome news because it validates our strategies and what the government has been doing to balance our health and the economy.

That is being said, the President cautioned all of us and reminds all of us that the COVID-19 virus is still here and continues to be a threat to our people that is why we will continue to ramp up vaccination and we must continue to follow the health protocols that have served as well – ang paggamit ng face mask, ang social distancing, ang paghugas ng kamay at ang pagbabakuna. The results of these efforts are there for all to see – the steady drop of cases, the increasing number of vaccinations and our improving economy. Kaya malinaw po na tama po ang ginagawa natin. If we stay the course and continue to do so, we will beat COVID and overcome this pandemic.

Maraming salamat po! Bago po tayo pumunta sa tanong ng MPC, makakasama natin ngayong umaga si DepEd Undersecretary Nepomuceno Malaluan via Zoom para kumustahin ang pagbubukas ng unang araw ng pilot implementation ng limited face-to-face classes.

We are happy to announce that we had a successful first day of face-to-face classes. Malugod po nating tinanggap ang unang mga mag-aaral natin na tumuntong muli sa ating mga paaralan physically matapos nang mahigit isang school year na tayo ay nag-pure distancing learning. At ito po ay kasama sa ating pilot face-to-face implementation sa select schools nationwide, but this is preparatory to an expansion phase, and we are confident that we will be able to successfully conduct this pilot phase. We will learn from it and so that we will be ready for the implementation and reintroduction of face-to-face classes sa lahat po ng ating mga paaralan sa buong bansa sa susunod na taon 2022, CabSec.

Una pong tanong, CabSec, mula po kay Kris Jose ng Remate/Remate Online: Inalis na ng Davao City ang mandatory RT-PCR testing requirement sa mga dumarating na air passenger sa gitna po nang pagbaba ng COVID-19 cases sa Davao Region. Ang Davao City katulad ng NCR ay nasa Alert Level 2. Posible po kaya na alisin na rin ang RT-PCR testing requirement sa mga lalapag sa Manila Domestic Airport?

CABSEC NOGRALES: Pagdating naman ng domestic travellers to Manila, wala naman po tayong niri-require na RT-PCR tests for domestic travel to Metro Manila.

USEC. IGNACIO: Opo. Mula pa rin po kay Kris Jose: Inatasan po ni Pangulong Duterte ang LGUs na magpalabas ng ordinansa na naglalayong pagbawalan po ang mga kabataan na 12 years old pababa na magpunta ng mall. Hindi ba daw po ito makakaapekto sa mental at emotional ng mga kabataan na dalawang taon na din namang nakulong sa kanilang bahay dahil sa pandemya? Excited makalabas ng bahay at mamasyal at pagkatapos ay biglang muling babawalan na lumabas at mamasyal kasama ang kanilang pamilya.

CABSEC NOGRALES: Ang panawagan ni Pangulo ay very clearly ‘no, for LGUs to consider. So dito sa Phase 4 ng ating National Action Plan Against COVID-19, kung mapansin po natin mas binibigyan din po natin ang mga local government units nang wider latitude and discretion at mas ini-empower natin ang mga LGUs natin sa pagpili ng kanilang kailangang gawin para labanan ang COVID-19 sa kani-kanilang mga jurisdictions. Alam po natin na under this phase, kailangan po nating balansehin ‘no ang ekonomiya at iyong health protocols at iyong kailangan nating gawin para tuluy-tuloy rin po iyong pag-recover ng economy while keeping the citizenry health.

So ang panawagan po ni Pangulong Duterte is for LGUs to consider passing ordinances. So depende sa lugar, depende sa sitwasyon, sa mga circumstances po doon sa kanilang lugar ay tingnan nila kung ano iyong pinakamabuti para sa kanilang mga local jurisdictions at base na rin po sa siyensya at kung ano iyong mga ina-advice sa kanila ng mga health experts whether in the national or in the local.

USEC. IGNACIO: Tanong naman CabSec mula kay Celerina Monte ng NHK: Dahil daw po sa pabagu-bagong listing category ng bawat bansa, maraming OFWs ang apektado. Mayroong nakasakay na sa eroplano at may clearance naman ng embahada natin sa nasabing bansa at fully vaccinated. Halimbawa sa The Netherlands daw po na napasama sa red list pero last minute dahil sa tawag ng Immigration natin dito, pinababa. Lumalaki daw po iyong gastos at sobrang abala sa ating mga kababayan. Ano daw po iyong nakikitang solusyon ng pamahalaan dito?

CABSEC NOGRALES: Well as much as possible, we try to give as much number of days as possible ‘no given the circumstances. Kasi siyempre tulad nitong sa pagri-red list ng sa The Netherlands ‘no, pinag-usapan at naipasa sa IATF noong Thursday ang implementation is November 16 so as much as possible may konting araw para sa adjustments.

Of course naintindihan natin, naintindihan naman po natin iyong implications nito sa mga travellers lalung-lalo na po iyong mga kapatid nating mga OFWs, ganoon pa man kailangang maunawaan din po natin na kailangan mabilis rin po tayong umaksiyon dahil sa mga mangyayaring mga ill effects naman sa ating bansa. At iniiwasan natin pagdating ng COVID dito sa ating bansa, kailangan mabilis rin po tayo umaksiyon. Hindi puwedeng mabagal at binabalanse rin po natin sa realities din po on the ground.

So as much as possible may konting leeway in the number of days pero sana maunawaan din po natin na ‘pag nagri-red list tayo halimbawa ng isang bansa o ilang mga bansa, ito ay para maproteksiyunan po ang publiko kontra sa mga tumataas na bilang ng COVID iyong babala na maaring kung hindi tayo mabilis na umaksiyon eh magkakaroon nang hindi magandang epekto ‘yan at iyong risk po ng pagdating ng COVID dito sa ating bansa.

MARICEL HALILI/TV5: Hi, sir. Magandang hapon po. Sir, before I go to politics, I’d like to clarify first the decision of the IATF on the face shield. Kasi nakalagay po doon na under Alert Level 1 to 3 voluntary na iyong pagsusuot ng face shield. Does it mean that private establishments do not have the authority to na gawing mandatory iyong pagsusuot ng face shield? Because it happened when the IATF ordered to give incentive to vaccinated senior citizens kahit po mayroon nang ganoong instruction, pinagbabawal pa rin ng mga malls na makapasok iyong 65 years old and up. So just to be clear about it, mayroon po bang authority iyong mga private establishments, sir?

CABSEC NOGRALES: Well, clearly sa memorandum na pinalabas ni ES Medialdea ‘no at sinusuportahan ito ng, of course, ng recommendation ng IATF, iyong sa Level 4 lang po iyong binibigay ng discretion otherwise it’s voluntary for the users. So sa Level 1, 2, 3 purely voluntary po ‘yan.

Now for establishments, they’ll have to follow ano iyong protocols natin – na it’s purely voluntary for the users ng face shield. Ibig sabihin personal choice po iyan, personal choice po ng—kung gusto mong gumamit ng face shield pagdating sa Level 1, 2 and 3.

MARICEL HALILI/TV5: Sir, magshi-shift po ako, issue lang ng politics. Sir, can you clarify what was the basis of the President why did he decide to run for senator? Kasi some are saying, sir, that the President was bored when he was working as a congressman. So it was a surprise for some people na tumakbo siya for senator. Tony La Viña, former Dean of Ateneo, believes that probably one of the considerations of the President was the ICC cases. Is this true? Has the President considered this in making his decision?

CABSEC NOGRALES: Wala namang kinalaman sa ICC case iyong desisyon ni Pangulong Duterte na tumakbo bilang senador. Ang pagtakbo po ni Pangulong Duterte as senator ay dahil gusto po niyang magpatuloy ng kaniyang serbisyo sa taumbayan. At dahil matatapos na iyong term niya as president ay he believes in his heart that he still can contribute to public service, no longer as president but now as senator if he wins in the national elections of 2022.

At sana naman po iyong ating mga kababayan ay magpatuloy ng kanilang suporta kay Pangulong Duterte, suportahan siya na siya po’y manatili sa pagsiserbisyo sa taumbayan sa kapasidad bilang senador ng Republika ng Pilipinas.

MARICEL HALILI/TV 5: Will the President release his SALN if he wins in the senatorial race like what other senators are doing?

CABSEC NOGRALES: Alam ko, pagdating po kasi ng, well, in my experience as Congressman, I don’t know what the procedure is in the Senate. But noong kongresista po ako, may protocol po kasi sa amin sa Congress na isina-submit po namin sa aming Sec. Gen. Hindi ko alam kung ano ang protocol sa Senado. But whatever it is, I am sure the President will follow whatever protocols or practices there are in the senate. When he wins as senator of our republic, then he will follow kung ano iyong mga policies, procedures and protocols of the Senate.

MARICEL HALILI/TV 5: Thank you, sir.

CABSEC NOGRALES: Okay. Thank you, Maricel. Can we have Usec. Rocky for questions from other members of the media?

USEC. IGNACIO: Thank you, CabSec. From Lian Buan ng Rappler: If the Executive Branch wants to help solve the Pharmally issue, why doesn’t the President ask the NBI to do a motu proprio fact finding inquiry?

CABSEC NOGRALES: Consistent si Pangulo, lagi niyang sinasabi, if you want to file a case, whoever wants to file a case, you file a case. File the cases in court. So, very consistent si Pangulo diyan. So kung sino man ang gusto, sino man ang gustong magsampa ng kaso, may gustong mag-ask for help from NBI or go to court directly or file the necessary cases, criminal, civil cases, then go ahead. Iyan po iyong matagal nang sinasabi ni Pangulo, paulit-ulit na po niyang sinasabi iyan.

USEC. IGNACIO: Opo. Sunod pong tanong niya: Has the President started assembling a legal team to prepare for the ICC?

CABSEC NOGRALES: Not that I am aware of, no.

USEC. IGNACIO: Opo. From Llanesca Panti of GMA News Online: Is it true that President Duterte and Senator Go will meet members of Congress tonight in Malacañang? If so, ano po ang agenda ng meeting?

CABSEC NOGRALES: Pasensiya na po, I was just designated last night. So, hindi pa ako tapos sa mga briefings ko, so I have not yet gone to my schedule on getting briefed on the schedules and appointments of the President today and the days to come. So, ito muna iyong nauna sa aking schedule today, this press briefing and then later on pa ako magkakaroon ng briefing sa iba pang mga responsibilities ng Spokesperson at kasama po diyan iyong getting briefed on the upcoming schedules of the President.

USEC. IGNACIO: Opo. CabSec, from Llanesca Panti ng GMA News online: Ano daw po ang message ng Palace to General Parlade who is claiming that the President is being controlled or just a puppet of Senator Bong Go? Are Parlade’s words credible?

CABSEC NOGRALES: We stand by the statement of Secretary Del Lorenzana, Secretary of our National Defense. And we stand by that statement and reaffirmed that lahat ng mga sinabi ni Parlade are totally baseless at walang katotohanan.

USEC. IGNACIO: Opo. Tanong pa rin po niya ni Llanesca Panti: When did President Duterte and Senator Go take oath as members of the PDDS party?

CABSEC NOGRALES: Well, personally, I was not beside President Duterte when that happened. And neither was I personally present nor beside or near the whereabouts of Senator Go, so I cannot answer that. Perhaps that question should be directed to the PDDS party.

USEC. IGNACIO: Opo. Basahin ko na lang po iyong sunod niyang tanong, although sinabi na po ninyo iyong ano: Why the need to join PDDS to run when the President and Senator Go already belongs to PDP-Laban?

Ang susunod pong tanong mula kay Rosalie Coz ng UNTV: Kagabi po umapela si President Duterte sa LGU na maglabas ng ordinansa na pagbawalan nga po iyong minors na pumasok sa shopping malls. Hindi ba ito kontradiksiyon sa IATF resolution na nagpapahintulot sa mga menor de edad at unvaccinated na pumasok sa allowed business establishment sa Alert Level 2 dito sa Metro Manila?

CABSEC NOGRALES: On the first question sa pagsali sa PDDS. Well, first of all, iyong PDP-Laban and PDDS are allies. May alliance po ang dalawang partidong iyan, PDP-Laban and PDDS. At iyong pag-file po nila Senator Bong Go at Pangulong Duterte under PDDS ay para umiwas sa any legal complications that may or may not arise, dahil po may ongoing na legal issue ngayon ang PDP-Laban sa Comelec para hindi na magkaroon ng any legal complications after itong nangyaring substitution. After the deadline ng substitution kahapon ay minabuti na lamang na sa PDDS na lang mag-file para wala na pong problema sa any legal complications. But again, let me reiterate that there is an alliance between PDDS and PDP-Laban.

On the [question on] iyong panawagan ni Pangulong Duterte last night sa mga local government units, like I stated earlier, kumbaga ang pakiusap ni Pangulong Duterte is for LGUs to consider, depending on the situation nila on the ground, depending sa realities on the ground, dahil iba’t ibang mga LGUs, iba’t ibang mga localities may iba’t ibang mga present circumstances pagdating sa taas ng bilang COVID at nasa kanila po iyong discretion to analyze, to study and consider iyong panawagan ni Pangulong Duterte na perhaps an ordinance para limitahan ang pagpunta sa mall ng mga under 12 and unvaccinated. So it will depend on the LGUs and kami naman po sa IATF ay mayroon po kaming meeting tomorrow. So, let’s see if it will be part of the agenda at kung anuman ang mapag-usapan namin doon sa IATF.

USEC. IGNACIO: Opo. Kasi ang susunod niyang tanong, CabSec: Ano daw po ang gagawin kung mayroon man na adjustment ang IATF kaugnay nito at kung ipagbabawal ba ulit lumabas ang unvaccinated na kids?

CABSEC NOGRALES: Well, remember that in the IATF, we also invite resource persons at kabilang sa mga resource persons po namin ay iyong mga officials, representatives ng iba’t ibang mga local government units at kabilang na diyan iyong mga nag-represent sa mga governors and the mayors ‘no. So iyong ULAP at mga Liga ng mga local government units. So, we also involved them dito sa aming pag-uusap tungkol sa maaaring gawing adjustments or kung ano ang nangyari on the ground as far as the LGUs are concerned. So, we try to make it as inclusive as possible para malaman po namin kung ano rin po iyong nararamdaman ng ating mga local chief executives. And we take that into consideration

USEC. IGNACIO: Opo. Tanong naman po mula kay MJ Blancaflor ng Daily Tribune: Will you also serve as IATF Spokesperson after the post was vacated by Secretary Harry Roque?

CABSEC NOGRALES: May meeting kami sa IATF tomorrow so, it may come out. We will await kung ano iyong magiging decision ng IATF officially pagdating po sa pagiging Spox po ng IATF. So abangan na lang po natin on Thursday.

USEC. IGNACIO: Second question niya: What’s the next move of the PDP-Laban in terms of choosing its vice presidential candidate? When will the party announce it and how likely will you support Mayor Sara as Vice President?

CABSEC NOGRALES: Well, speaking as an official of PDP-Laban, mayroon po kaming i-schedule na national council meeting para pag-usapan po iyan. So, we’re just finalizing the details on time, date, venue, para mapag-usapan po iyong isyung iyan o iyong katanungan na iyan at iba pang mga kailangan nating pagdesisyunan sa partido ng PDP-Laban.

USEC. IGNACIO: Opo. Sunod po niyang tanong: How did the President decide on his senatorial bid?

SEC. NOGRALES: Again, I was not beside the President when he decided or made that decision, so, pasensya na po. Kaka-designate lang po sa akin kagabi so I was not beside the President when he made that decision.

USEC. IGNACIO: From Cresilyn Catarong ng SMNI: Kapwa umapela sa Senado ang DILG at League of Provinces of the Philippines na ibalik po ang tinapyas na bilyong pondo ng Barangay Development Program para sa NPA-cleared barangays na ipinanukala po ng NTF-ELCAC sa 2022 budget.

Ayon sa DILG, ang suporta sa Barangay Development Program is a game changer in the battle to end communist terrorism in the country. Unti-unti na rin pong nararamdaman ng mga naninirahan sa mga barangay na sakop ng BDP ang tunay na kahulugan ng pagbabago at pagkalinga ng pamahalaan na hindi nila naramdaman noong mga nagdaang Administrasyon. Ano daw po ang masasabi ninyo dito?

SEC. NOGRALES: We stand by the DILG sa panawagan po na iyan. Kami po ay nananawagan din po sa Senado na i-reconsider po nila iyang desisyon po nila dahil unang-una, there cannot peace without development; there cannot be any development without peace. They go hand in hand po, alam po ng ating mga mabubuting senador iyan.

Pangalawa po, iyong mga LGUs na nagsumikap na magkaroon ng kapayapaan sa kanilang mga lokalidad ay umaasa sa mga proyektong ito. Tandaan po natin itong mga LGUs na ito ay mga far-flung geographically isolated disadvantaged areas po at pinag-uusapan natin dito ang mga kababayan natin na matagal na pong umaasa dito sa mga proyektong ito.

Iyong pagpili po ng mga proyekto ay hindi kami, hindi gobyerno nagpili niyan; ang community po, ang mga kababayan natin doon mismo sa kani-kanilang mga lugar ang nagpili ng mga proyektong iyan dahil iyon po iyong matagal na nilang inaasahan. Itong mga proyektong ito ay magsu-sustain ng ating peace and development efforts.

And kaya nga po kami ay nakikiusap sa Senado na suportahan ang mga proyektong ito dahil ito ay para sa ikauunlad, ikabubuti ng ating mga kababayan na nasa malalayong lugar na matagal na pong umaasa na dahil sa kapayapaan at para sa patuloy na kapayapaan sa kanilang lugar inaasahan nila na maramdaman itong mga proyektong ito.

USEC. IGNACIO: Mula naman po kay Ivan Mayrina ng GMA News, Palace reaction daw po: Umani ng batikos mula sa ilang party-list representatives iyon pong paghahain ng COC sa pagka-senador ng Pangulo.

Sabi ni Gabriela Representative Arlene Brosas, “This is a desperate and vain attempt to evade our prosecution.” Ang sabi naman po ni Bayan Muna Representative Ferdie Gaite: “It is pathetic that the President slid down from being a candidate for VP and now Senator.” Dagdag pa ni Gaite, “He even looked like a fool when his minions shielded him from the information of his daughter Sara’s filing for vice presidential candidate.”

SEC. NOGRALES: Wala pong pag-e-evade ng prosecution ito at lahat ng mga batikos na narinig po natin ay wala pong katotohanan – ang lahat ng mga akusasyon na iyan at sana nga po ang panawagan po natin ay si Pangulong Duterte ay tumatakbo bilang senador dahil siya po ay naniniwala na kaya pa niyang—marami pa siyang puwedeng ibigay sa taumbayan in terms of public service.

Hindi na siya makakapagpatuloy ng kaniyang panunungkulan bilang Pangulo dahil mag-e-end term na pero hindi naman po ibig sabihin na hindi siya maaaring magserbisyo sa taumbayan. Kaya nga po napili niyang tumakbo bilang senador ay dahil gusto pa niyang ipagpatuloy ang kaniyang serbisyo.

At the end of the day po nasa taumbayan iyan. Lahat ng mga paratang, mga akusasyon na narinig po natin mula sa mga nagsalita ng mga salita na iyan eh at the end of the day po taumbayan na lang po ang humusga.

Kita naman po natin ang lahat ng mga pagbabago, ang kagandahang naidulot, ang mga naibigay na serbisyo ng ating mahal na Pangulo sa ating bansa at kung siya po ay naniniwala na kaya pa niyang magserbisyo sa taumbayan bilang senador, mga kababayan, nasa inyo po, nasa kamay po ninyo ang pagpili kung sino ang gusto ninyong maging leader ng ating bansa. Ako po ay naniniwala na magiging malaki ang kontribusyon ni Pangulong Duterte sa Senado.

USEC. IGNACIO: Mula naman po kay Ace Romero ng Philippine Star: Senate President Vicente Tito Sotto III said President Duterte should make public his SALN. Will the President release his SALN for the sake of transparency? Why or why not?
