As DOH Secretary Duque reported yesterday, nationwide data shows that the average number of new daily COVID-19 cases from January 11 to January 17 is 71% higher compared to the average recorded the week before.

Malinaw po na mas nakakahawa at mas mabilis kumalat ang Omicron variant ng COVID-19. However, just as alarming and concerning is the speed at which false information about Omicron is being spread. Kahapon po ay nag-viral ang isang pekeng DOH Omicron alert na nagsasabi na ang Omicron variant takes 20 seconds to infect adults and children. Dagdag pa dito, ang tao raw na na-infect ng Omicron virus ay puwedeng ma-reinfect pagkatapos ng tatlong linggo. Ayon din sa nasabing peke na Omicron alert na mas nakamamatay daw ang Omicron reinfection.

Linawin ko lang po: Sa ngayon, patuloy ang mga pag-aaral tungkol sa Omicron variant but not a single study presented facts any of these baseless claims. Zero po, walang basehan.

Gusto po nating bigyan ng diin: Walang pag-aaral ang nagpapatunay na mas malala o mas nakamamatay ang Omicron kapag na-reinfect nito ang isang pasyente. Nananatiling protektado po ang fully vaccinated at boosted individuals. Protektado rin ang mga naka-mask at sumusunod sa minimum public health standards at ang mga indibidwal na wala sa closed, crowded at poorly ventilated indoor settings.

We know that as cases rise due to Omicron, many of us naturally want to know more about this variant. Okay lang po iyon, we should all be armed with information about COVID. Pero uulitin ko po, please arm yourselves with the right information and please get your information from trusted and credible sources; huwag po tayong magpakalat ng Omicron virus; huwag din po tayong magpakalat ng Omicron fake news.

Now, please allow me to proceed to the matters raised during the President’s regular Talk to the People address last night. Iniulat kagabi ni Health Secretary Francisco Duque III na bumababa na ang growth rate ng COVID-19 cases nguni’t hindi nangangahulugan na sa pagbagal at pag-plateau ng new infections ay naabot na natin ang peak ng virus. Maaari pa rin pong tumaas ito kaya mahalaga ang pagpapatupad ng Prevent, Detect, Isolate, Quarantine, Test and Reintegrate measures or PDITR.

Muling iginiit din ng Pangulo na ang tungkulin ng gobyerno sa isang demokrasya ay ang, and I quote, “Greatest good for the greatest number.” Makikita natin itong greatest good for the greatest number sa pagsasailalim sa 268 barangays sa granular lockdown as of January 16, 2022. Makikita din natin ito sa paglalagay ng 1,842 PNP personnel sa 556 DOH-BOQ-DOT hotels kung saan 23,970 na returning Overseas Filipinos ang nagsailalim ng quarantine as of January 16, 2022 ayon sa report ni Secretary Eduardo Año.

Makikita rin ang pagpapatupad ng public good sa education kung saan binanggit ni Education Secretary Leonor Briones na hindi sila mag-i-expand ng limited face-to-face classes nang walang pahintulot ng local government units at consent o pahintulot mula sa mga magulang.

Dagdag pa ni Secretary Briones, tanging mga bakunadong guro at non-teaching personnel lamang ang puwedeng makibahagi sa pagsasagawa ng face-to-face classes.

Secretary Briones also shared initial findings from the conduct of pilot face-to-face classes which involved 287 schools with more than 15,000 learners. In the implementation of these pilot classes, not a single confirmed case of COVID-19 was reported in any of the participating schools. Wala pong confirmed case ng COVID-19 reported in any of the participating schools.

Sa higher education naman, sinabi ni Chair Popoy de Vera or Prospero de Vera III na mayroong 134 higher education institutions or HEIs ang nagdeklara ng academic break mula January 1 to January 13, 2022 habang nasa 126 HEIs ang nagpahayag ng intensyon na magdeklara ng academic break ngayong Enero 2022. With the cases in the National Capital Region where they are right now, Chairman de Vera says HEIs in Metro Manila have decided to start the implementation of limited face-to-face classes in February this year. The HEIs were nonetheless reminded to monitor the situation on the ground, to conduct mandatory consultations with teachers and students regarding the opening of limited face-to-face classes.

Samantala, nagbigay ng update si National Task Force Chief Implementer at Vaccine Czar Secretary Carlito Galvez, Jr. na-on track ang target ng pamahalaan na mabakunahan ang 90 million families by the end of second quarter ng 2022.

Ibinalita rin kagabi ni Secretary Galvez na nakamit na ng Pilipinas ang unang milestone na mabakunahan ang mahigit 54 million Filipinos – fully vaccinated – which is 70% of the target adult population. According to Secretary Galvez, we expect 77 million Filipinos to be fully vaccinated by the end of the first quarter given the rate of our vaccine rollout.

Secretary Galvez also shared that from January 10 to January 14, the country was able to administer an average of 987,045 doses a day with around 509,000 people added to the list of fully vaccinated individuals daily. While these numbers are very encouraging, moving forward, the government plans to concentrate on regions and areas with more unvaccinated people to ensure that a greater proportion of our population in the provinces are protected from COVID.

Binanggit din ni Secretary Galvez at Secretary Vince Dizon kagabi ang vaccination rollout sa mga botika. Kaugnay nito, malugod kong binabalita na papaigtingin pa natin ang pagbabakuna at lalo nating ilalapit ang vaccination sites sa ating mga kababayan. Magkakaroon tayo sa Huwebes, January 20, ng Resbakuna sa Botika drive na mahalagang bahagi ng ating Bayanihan Bakunahan. Ito ang binanggit kagabi ng ating Presidential Adviser Against COVID-19 Response, Testing Czar Secretary Vivencio Dizon. Seven major pharmacies and private sector clinics ang magsisilbing vaccination centers para sa ating pilot implementation. Ito po ang Phase 1 na binanggit ni Secretary Galvez kagabi.

Makikita po sa inyong screen ang pharmacy o clinic at ang branch kung saan kayo puwedeng magpaturok ng booster shots. Nasa ilalim pa rin ng pangangasiwa ng lokal na pamahalaan or mga LGUs ang registration ng mga magpapa-booster, ang documentation ng mga bakuna, ang pag-administer ng mga ito at ang ancillary services, habang ang mga botika ang mag-o-oversee ng vaccine administration or pangangasiwa sa aktuwal na pagtuturok.

Inuulit po namin na ligtas, epektibo at libre ang mga bakuna. They are now more accessible than ever, with pharmacies now being tapped to provide vaccines to those who need and want them.

Sa usaping bakuna pa rin: As of January 16, 2022, nakapag-administer na po tayo ng 118,944,889 na COVID-19 vaccines. In terms of the total vaccines administered which is more than 118.9 million, the Philippines is now ranked 18th globally out of 205 countries. We are 11th in Asia out of 47 countries, and we are third in the ASEAN after Indonesia and Vietnam.

Ito po ang breakdown ng mga bakunang nai-deliver na po sa bansa: Kita po natin nasa 213,682,620 doses po ang dumating na COVID-19 vaccines sa Pilipinas mula March 2021 hanggang January 13, 2022. Mahigit 114 million dito ay binili ng inyong pamahalaan. Nasa mahigit 76.8 million naman ang donasyon habang nasa mahigit 22.5 million ang binili ng mga lokal na pamahalaan at ng pribadong sektor.

Samantala, pumapalo ang ating 7-day average rate sa pagbabakuna ng 797,265 doses kaya naman sa nakaraang pitong araw mula January 10, 2022 to January 16, 2022, nasa 5,580,858 doses ang ating na-administer o naiturok.

Sa bilang ng mga nabakunahan, nasa 63.8 million ang nakatanggap ng first dose habang nasa mahigit 55.1 million na ang fully vaccinated. With the current phase of our vaccination, we estimate that the Philippines will be able to fully vaccinate 70% of its whole population in 53 days.

Sa COVID-19 update ayon sa January 17, 2022 COVID-19 Case Bulletin ng Department of Health, nasa 37,070 ang mga bagong kaso ng COVID sa bansa. Sa bilang na ito nananatiling mataas ang mild at asymptomatic at 98.4%.

Nasa 46% naman po ang ating positivity rate habang nasa 89.4% ang porsiyento ng gumaling. Nasa mahigit 2.8 million ang naka-recover.

Malungkot naman naming ibinabalita sa inyo na kahapon ay mayroong 23 ang naidagdag sa bilang ng mga pumanaw dahil sa coronavirus. Our fatality rate is currently 1.63%. Lower po ito than the 2% global average.

Samantala, patuloy ang pagtaas ng ating hospital care utilization rate: Nasa 58% ang utilized ICU beds sa Metro Manila habang 49% sa buong bansa; 48% naman ang utilized isolation beds sa Metro Manila habang nasa 47% sa buong bansa; 62% ang utilized ward beds sa Metro Manila habang 50% sa buong bansa; 30% ang utilized ventilators sa Metro Manila, 22% naman sa buong bansa.

Kaya po inuulit natin sa ating mga kababayan, kapag kayo po ay asymptomatic o may mild symptoms, please stay home and isolate kung mayroon kayong sariling kuwarto, may sariling banyo at well-ventilated ang inyong tahanan.

Ayon kay Secretary Duque, pinapalawig na po natin ang teleconsult at telemedicine para puwede po kayong gumamit ng telepono para makausap ang mga doktor without having to leave your homes. Sa mga na-infect na asymptomatic o may mga mild symptoms, bahay muna; ang konsultasyon sa mga doktor, tawag muna.

Kaugnay nito, 11 application para sa home COVID-19 antigen test kits ang natanggap na ng food and Drug Administration as of January 17, 2022, ayon kay FDA OIC Dr. Oscar Gutierrez.

Bago po tayo mag-wrap-up, ini-report din kagabi sa Talk to the People na mahigit P139 million food at relief items ang naipamahaging tulong ng Office of Civil Defense. Nasa mahigit 5 million liters naman ng inuming tubig ang naibigay sa mga lugar na naapektuhan ng Bagyong Odette. Habang nag-deploy naman ng 9,079 military personnel sa limang rehiyon na naapektuhan ng Bagyong Odette ayon sa report ni AFP Chief of Staff General Andres Centino.

Guest po natin ngayong Martes si Labor Secretary Silvestre Bello III para pag-usapan ang isolation at quarantine leaves ng mga nasa pribadong sektor. Secretary Bebot Bello, pakipaliwanag lang po sa ating mga kababayan ang tungkol sa Labor Advisory No. 1 Series of 2022 na in-issue ninyo po at ng inyong Department of Labor and Employment kamakailan lamang.

DOLE SEC. BELLO: Okay. Thank you very much, Sec. Karlo. Ang ganda ng paliwanag mo, sana nakikinig lahat ng tao kasi ang daming fake news sabi mo nga eh. Mayroon pang lumabas kanina na fake memorandum allegedly issued by me, pangalan ko pero hindi ko pirma. Ang daming lumalabas na ganoon.

Anyway, tungkol doon sa quarantine at saka isolation ng mga workers natin kung sila ay either na-positive or na-expose sa mga positive ‘di kailangan i-isolate sila o i-quarantine sila. Now under the policy na ‘no work, no pay’ – ‘pag hindi ka makapasok dahil naka-quarantine ka nga o naka-isolate ka, wala kang bayad. Pero under the Labor Code, our workers have what we call leave credit benefits so they can use that ‘pag na-COVID ka o kaya na-expose ka sa isang COVID person then mag-isolate ka o mag-quarantine ka. Now para hindi ka mawalan ng suweldo, you can avail of your leave credits, ‘ayan.

Ngayon ang problema dito, Sec. Karlo, ganito: Paano kung naubos na iyong leave credits mo? Kasi ang ating quarantine dati is 10 days ‘no, 14 days pa nga – mabuti pa nga binaba ng 7 days ngayon. Pero kung halimbawa naubos na, anong remedyo mo? Eh talagang wala, talagang wala na. So hindi ka na mabibigyan ng suweldo dahil naubos iyong leave credits mo. So that is the very reason, Sec. Karlo, nagpalabas kami ng advisory urging the employers to extend iyong leave credits ng mga workers.

Ito kasi ay nakita namin doon sa nangyari sa isang big company ha, ito ‘yung Banco De Oro – out of generosity and compassion, the President Tessie Sy-Coson of BDO extended ‘yung leave credits ng mga workers nila by 10 days. And because of this, nag-issue kami ng advisory urging iyong mga employers in the private sector na kung kaya nila ay mag-extend din ng leave credits sa mga workers nila.

I have to be very clear, Sec. Karlo ha, kasi may nagsabi kanina, false news – DZMM pa naman – inutusan daw namin ang mga employers na bayaran ‘yung leave credits kahit wala na – hindi po. What we did is only to urge them to consider if they can extend the leave credits of their workers. ‘Ayun, Sec. Karlo, ang aming advisory urging the employers in the private sector kung maari, kung kaya to extend the leave credits of their workers.

Now having said that, Karlo, ito naman… this benefit, kung baka sakali lang ibigay ng employer, this is in addition doon sa mga benefits nila that they can obtain either from SSS or from ECC, Employees Compensation Commission. So mayroon din silang mga leave credits diyan. Alam po ng ating mga workers ‘yan, Sec. Karlo.

CABSEC NOGRALES: Thank you very much, Sec. Bebot. So again ‘no, base sa advisory, labor advisory ninyo, this is without prejudice to other benefits provided by the Social Security System and the Employees Compensation Commission. At napakaliwanag po ang sinabi ni Sec. Bebot Bello that Department of Labor and Employment is urging, is urging employers. Okay, thank you.

DOLE SEC. BELLO: Actually, Sec. Karlo, ang maka-afford lang dito iyong mga large companies. Hindi natin ma-expect talaga on the micro and small business enterprises.

USEC. IGNACIO: Yes. Good afternoon, Sec. Karlo, and kay Secretary Bello.

Sir, unahin ko na lang po ‘yung tanong ni Ace Romero kasi follow up po ito sa naging presentation ninyo: In-approve po ba ng Presidente ang recommendation ng DepEd on face-to-face classes?

CABSEC NOGRALES: Yes, as presented by Secretary Briones. Ang kanilang recommendation ‘no to the President is to allow the DepEd together with DOH to expand ‘yung face-to-face classes lalung-lalo na sa mga naka-Alert Level 2 subject to, number one, ‘yung support ng LGU; number two, may pahintulot din po sa mga magulang at sa mga stakeholders ng eskuwelahan.

So with no objection, kumbaga walang objection si Pangulo doon and as after the presentation ni Sec. Briones then tuluy-tuloy po nila ‘yung pag-aaral nila. Again, it will be the DepEd and the DOH combined who will be assessing the expansion or pilot implementation ng face-to-face classes under DepEd.

USEC. IGNACIO: Opo. Susunod na tanong mula kay MJ Blancaflor ng Daily Tribune: We are 4 months away from the May 2022 national and local elections and we are still seeing thousands of new infections in a day. Is the government worried na ganito ang magiging situation natin sa upcoming election?

CABSEC NOGRALES: Kailangan po—nakita po natin ‘no sa presentation ni Sec. Charlie Galvez that we’ve already reached a milestone which is 54 million – that’s 70% of the—actually it’s 70% of 70% of the total population dahil ‘yan po ‘yung target natin, initial target natin ngayon kasi iyon ‘yung adult population, correct? Ang next target po natin is to reach the 77 million-mark by end of first quarter of 2022 which is by end of March of 2022. Kasi gusto po natin na by end of first quarter, ang total adult population po natin which incidentally are the voters kasi adult population ‘di ba, so sila po ‘yung mga botante natin. At bago pa man sumapit ang April or even May, gusto natin na iyong adult population natin ay lahat po ay fully vaccinated, fully vaccinated na. Sa ganoong paraan, dagdag proteksiyon para sa mga botante ‘no.

Pero of course, kailangan patuloy pa rin iyong pagsuot ng mask ‘no, hugas, social distancing plus tamang ventilation and tamang bakuna ‘no. So iyong bakuna is one layer of protection pero iyong mask, hugas, iwas ay iyon po ay kailangan. Gaya nga ng sinabi ni Secretary Duque kagabi sa Talk to the People ‘no, more than 90% protection iyon, ‘yung adherence natin to minimum public health standards.

So we will now leave it up to Comelec in the upcoming elections kung paano nila ma-implement iyong minimum public health standards pagdating ng pagboto ng ating mga kababayan doon sa mga voting precincts. But as far as the administration of President Duterte is concerned, ang target natin before election—the election day, kailangan lahat ng ating adult population ay fully vaccinated na po.

USEC. IGNACIO: Opo. Sunod po niyang tanong: Based daw po on the report of Secretary Duque during last night’s Talk to the People, bumabagal na raw po ang pagdami ng kaso ng COVID. Does it mean that the situation is now manageable?

CABSEC NOGRALES: Well, again as I mentioned in our opening statement ‘no at hindi pa natin puwedeng sabihin na nag-peak na tayo ‘no although we are seeing na nagpa-plateau ‘yung numbers, ‘yung growth rate is not as fast as previously ‘no. So importante pa rin po na ipagpatuloy pa rin po natin ang minimum public health standards, ipagpatuloy pa rin po natin ang ramping up natin ng vaccination, ipagpatuloy pa rin po natin na hindi pa tayo umaabot sa high or critical level ang ating health care utilization rate. Let’s make sure na our hospital beds are still nasa moderate. Let’s make sure na ang ICU beds natin ay hindi pa tatama sa high or sa critical.

Let’s manage this but we have to manage it together, we have to manage it together – iyon po ‘yung mensahe natin sa lahat. Hindi lamang kami sa IATF, magpapatuloy kami sa pagbibigay ng mga reminders, sa ating pagbibigay ng mga polisiya but it is up to the general public to follow and adhere to all of these policies na pinapalabas po ng inyong IATF at ng ating mahal na Pangulo.

MELA LESMORAS/PTV4: Hi! Good afternoon, Secretary Nograles, Secretary Bello at Usec. Rocky. Secretary Nograles, unang tanong lang po follow up doon sa Talk to the People kagabi. Dito po sa Resbakuna sa mga botika, can we elaborate and clarify po? Ito po ba ay mananatiling libre para sa ating mga kababayan at paano po ba iyong magiging proseso dito?

CABSEC NOGRALES: Libre po, libre po ito. Kabahagi po ito ng ating booster implementation, ng mga booster shots ‘no. So itong pilot implementation ng bakunahan sa botika, ay para sa booster shots lamang, okay? Kasi nagpa-pilot pa tayo eh so ang initial pilot natin is just for booster shots and, yes, kailangan po tayong magparehistro. So actually, we can make sure na iyong pupunta lamang sa botika para magpaturok are those that need booster shots and dapat it’s should be at least three months from your second dose, or kung Janssen ay two months from your single dose Janssen.

MELA LESMORAS/PTV4: Opo. And, Secretary Nograles, tungkol pa rin sa Talk to the People ‘no. Nabanggit kasi ni Pangulong Duterte kagabi na halos lahat sa Malacañang ay tinamaan na rin ng COVID-19 and we all know na iyong mga kababayan natin nag-aalala din kay Pangulong Duterte. Kumusta po ang Pangulo sa kabila nitong pagkalat din ng COVID-19 sa Malacañang? Kumusta po ‘yung workforce at ito rin ba ‘yung dahilan kaya nasa Davao City po siya at kayo? Ano po ‘yung mga aktibidad niya sa Davao City?

CABSEC NOGRALES: Well right now, siyempre binabantayan natin iyong schedule ni Pangulo subject also to the situation on the ground. At dahil nabanggit nga niya kagabi na marami na rin ‘no sa mga workforce namin o ni Pangulo sa Malacañang at sa Office of the President ay nagkaroon ng either COVID or forced mag-quarantine dahil na-expose at close contact so sinusunod namin ang lahat ng mga protocols ‘no. So dahil nga doon, of course medyo naapektuhan din ‘no ang schedule ng Pangulo because that’s the reality on the ground.

Ngayon kami naman at lahat ng mga departamento, sinusunod naman po namin ‘yung Memo 94 which provides ng procedure sa percentage ng workforce ang puwede sa isang opisina but making sure na hindi naman magsa-suffer iyong public service ‘no. So under this memo, mayroong percentage of workforce depending sa alert level pero ang head of agency can reduce up to skeleton workforce kung marami na nga po ang nahawa ng COVID at marami naman din po ‘yung nagku-quarantine.

So it’s up to the head of agency ‘no or head of the department. So we’re just following the protocols for everyone’s safety pero mabuti dito is most if not all of the workforce naman are fully vaccinated.

MELA LESMORAS/PTV4: Opo. At panghuling tanong na lang po, kay Secretary Bello po sana. Secretary Bello, panghuling tanong na lang po, regarding pa rin dito sa mabilis na pagkalat ng COVID-19 sa bansa. Gaano po ito nakakaapekto sa ating mga negosyo sa ating ekonomiya at can you please clarify lang din po kasi sa isang panayam, na-quote po kayo na sinasabing—tama po ba, exempted ang mga empleyado dito sa ‘no vax, no ride’ policy?

DOLE SEC. BELLO: Tama po, ma’am. Tama po, they are exempted from the ‘no vax, no ride’ policy. Very clear ‘yan, very clear ‘yan. So there should be no reason to doubt or to question the policy – ‘No vax, no ride’ policy. They are exempted po, ang mga workers natin because they are rendering essential services. Kapag hininto mo ang mga iyan, paano gagalaw ang ating mga negosyo. Kapag walang negosyo walang ekonomiya. So, laging exempted po ang ating mga workers. Now, iyong first question mo, ano po iyon tungkol sa …

MELA LES MORAS/PTV: Kung paano po naapektuhan iyong mga workforce natin, iyong mga negosyo dito sa bilis ng hawaan ng COVID-19 ngayon?

DOLE SEC. BELLO: Yes, very good question. Alam mo, I am very happy to note that at this date way below tayo doon sa estimate ng DTI, that we were expecting that as a result of level 3 in Metro Manila and in the other parts of the country, we are expecting 100 to 200,000 workers na madi-displace.

Fortunately, as of, I think that was yesterday or Sunday, ang na-displace because of alert level 3 is only more than 11,500 workers, ito iyong nawalan ng trabaho, dahil iyong kumpanya nila, either nag-retrench or nag-close ng operation. Iyan po. Ngayon mayroon din iyong mga workers na hindi naman na-displace pero nabawasan ang kanilang trabaho dahil ino-observe ng kanilang employers iyong flexible working arrangement na instead, for example of working 8 hours a day, naging 5 hours a day or instead of working 5 days a week, naging 3 days a week.

So, although their status of employment is there, their income is lesser because of the lesser working hours. Iyan po ang lumalabas po, ang aming figure is about 20,000 workers were affected because of the flexible working arrangement. Pero mayroon ding medyo bad news. Mayroong mga almost, I think 600 plus, na nag-stop o nag-close ng operations.

USEC. IGNACIO: Yes po. Thank you, CabSec. Tanong po mula kay Leila Salaverria ng Inquirer: Regarding daw po sa vaccination sa pharmacies, how will the government address possible crowding in these areas, given that pharmacies can be busy places with a lot of customers?

CABSEC. NOGRALES: Yes. Kaya nga po naka-pilot lamang siya sa 7 botika and private clinics, seven in total ‘no, combined, para mapag-aralan ang flow. Pero as stated earlier boosters lamang and kailangan pong magrehistro. So that way, mas ma-manage po natin ang flow ng mga pupunta doon sa mga botika at ng private clinics that are participating in this pilot implementation.

USEC. IGNACIO: Second question niya: Will the pharmacies be allowed to accept walk-ins for the vaccine or will they require an appointment?

CABSEC. NOGRALES: Kailangan by appointment po, kaya nga may pre-registration. Again, this is only for pilot, iyong seven na nagpa-participate is undergoing the pilot. And then as we go along, we will tweak and perfect it accordingly, depending on learnings natin habang we are piloting the Bakuna sa Botika.

USEC. IGNACIO: Opo. Pero how many doses will the government provide to each pharmacy, CabSec?

CABSEC. NOGRALES: Ah, yes, iyong indicative number natin is about 50 to 100 doses per day ng boosters, again for adults, 18 years old and above. For boosters 50 to 100 per day, so mga 500 per week po ang allocation natin para dito. But I would also like to add that itong mga pharmacies or botika, pati iyong private clinic, will be implementing this together with LGUs. So, iyong LGUs sa kanila po iyong responsibility ng registration ang documentation and then iyong pharmacies naman will oversee the administration.

USEC. IGNACIO: Opo. Susunod pong tanong mula kay Einjhel Ronquillo ng DZXL. Although natanong po ni Mela Lesmoras about kung exempted ang mga workers sa ‘no vax, no ride’ policy.  May follow up lang po si Tuesday Niu ng DZBB at si Aileen.

Basahin ko po muna iyong kay Tuesday Niu ng DZBB: Mukhang hindi po alam, Secretary Bello ng law enforcers na exempted ang mga manggagawa sa ‘no vax, no ride’ policy kasi karamihan po sa mga pinipigilang makasakay ay ang mga manggagawa. Paano po ninyo iri-reconcile ang inyong policy sa ginagawang panghuhuli o pagpipigil ng mga awtoridad sa mga pumapasok sa trabaho?

DOLE SEC. BELLO: Yes. On that issue, dapat po iyong information drive to inform the DOTr, iyong ‘no vax, no ride’ policy, it does not apply to our workers. Maliwanag naman iyan when rendering essential services, so they are exempted from the coverage of ‘no vax, no ride’ policy. So kailangan lang siguro, more massive information drive to inform especially not only the public but especially the enforcing enforcement agency – mga pulis, mga taga-DOTr – alam nila na dapat na ang mga workers are exempted from this ‘no vax, no ride’ policy.

USEC. IGNACIO: Opo. May follow up po si Aileen Taliping ng Abante; follow up din kay Mela: Secretary Bello, tungkol po doon sa exempted na ang government workers sa ‘no vax, no ride’. Paano kung hindi vaccinated iyong government worker, madi-defeat iyong purpose ng ‘no vax, no ride’ policy?

DOLE SEC. BELLO: Aileen, excuse lang ha, hindi ako makapag-comment about tha, kasi ang aming mandato covers only workers in the private sector. I cannot talk or speak for workers in the public sector, baka murahin ako ni Commissioner Bala ng Civil Service Commission.

USEC. IGNACIO: Opo. Clarification din po ni Celerina Monte ng NHK: Secretary Bello, sabi ni Secretary Bello exempted ang workers sa ‘no vax, no ride’ policy, otherwise economy will be affected. Pero bakit po mukhang hindi siya nasusunod sa ground? Ano po ang dapat ipakita ng workers?

DOLE SEC. BELLO: Iyon lang ID nila, company ID. Alam mo naman iyong mga workers natin eh kapag magbibiyahe na iyan, dala-dala na nila sa bulsa iyong kanilang ID sa company. So, hindi problema iyon.

USEC. IGNACIO: Opo. Tanong po ni Einjhel Ronquillo ng DZXL: Secretary Bello sa mga tinamaan ng COVID-19, magkaiba ba ang isolation o quarantine leave sa sick leave? May ganitong kautusan na ba ang DOLE na kahit sa pribadong sector ay dapat na sundin?

DOLE SEC. BELLO: Pareho lang, pareho ang number of leave credits. It does not depend on the sickness; it depends on the leave credits.

USEC. IGNACIO: Opo. Tanong naman po mula kay Evelyn Quiroz ng Pilipino Mirror for Secretary Bell: How badly has the renewed surge in the number of COVID-19 cases in the country and the recent aftermath of Typhoon Odette adversely affected the expected recovery in the country’s employment sector.

DOLE SEC. BELLO: Iyong tungkol sa effect ng Alert Level 3 naibanggit ko na kanina, pero iyong epekto ng Bagyong Odette ay umaabot po ng mga 600,000 plus ang na-displace workers natin. Pero fortunately, iyong displacement naman ay hindi lahat permanent. Karamihan sa kanila temporary displacement. So sa tingin ko mabibilis at mapapabilis ang recovery natin from the onslaught of Typhoon Odette.

USEC. IGNACIO: Secretary Bello, ilan na daw po ang nakapag-avail ng project ease at magkano na po ang natitira sa 400 million na pondong inilaan sa naturang proyekto? Can you give us details? Tanong pa rin po ni Evelyn Quiroz.

DOLE SEC. BELLO: Evelyn, huwag kang mag-alala, marami pa. Kasi scholarship program ito sa mga anak ng mga OFWs. Iyong 400 million, marami pang naiiwan po.

Mula po kay Ace Romero para po kay Secretary Karlo. Secretary Karlo, bale ilan daw po ang total doses to be administered sa pilot Bakuna sa Botika from January 20 to 21?

CABSEC NOGRALES: Okay. So if its 500 per week per Botika times seven, so iyon po iyong allocation natin for that week. So seven times 500 – 3,500. Again, that’s just for initial ‘no. So iyong pilot para lang makita lang natin ang flow, para makita natin iyong uptick, makita natin iyong demand and then, of course, para mayroon po tayong basis for the expansion. It’s a pilot but ultimately, ang plano po natin is to expand this nationwide.

USEC. IGNACIO: Opo. Thank you, Sec. Karlo.

Secretary Bello, may follow up lang po sa inyo si Aileen Taliping: Papaano iyong private workers na hindi po bakunado, eh di manghahawa rin sila ng ibang tao kung exempted sila sa “no vax, no ride” policy?

DOLE SEC. BELLO: Actually, iyong mga hindi bakunado, mayroon namang requirements ang employers na for them to be able to report to office, kailangan dumaan sila sa PCR test. So iyon po ang requirement sa mga workers na hindi bakunado ay kailangan magpa-PCR test sila para makapasok sila sa trabaho.

USEC. IGNACIO: Opo. Sec. Karlo, tanong po mula kay Llanesca Panti ng GMA News Online, pareho po sila ng tanong ni Daphne Fernandez ng Inquirer: DOH Undersecretary Cabotaje said today that the country’s experts group is still looking ano po ang booster appropriate for Sinopharm kasi there is no data available even from Sinopharm? Ano ba ang magandang i-booster sa Sinopharm? Given the situation, bakit Sinopharm ang binigay na booster shot kay President Duterte kung wala naman pong data showing na ito ang nararapat na booster sa kaniya?

CABSEC NOGRALES: That’s under the advice of the doctor kasi, so it’s between him and the doctor. Whereas kung ano iyong booster for Sinopharm, again ‘no, tulad ng sinabi ni Usec. Myrna Cabotaje, hinihingi pa po nila ang additional data from Sinopharm para makapagbigay po sila ng advice on ano iyong maaaring booster shot for those took Sinopharm.

USEC. IGNACIO: Opo. Sunod pong magtatanong si Ian Cruz ng GMA News: Regarding sa “no vax, no ride” policy, may isa po raw na umiiyak na vaccinee ng AstraZeneca, ang first dose niya last December, kailangan po ng three months na pagitan for second dose. May magagawa po ba para sila ay makasakay ng public transportation?

DOLE SEC. BELLO: Actually, Rocky, kagaya ng sinabi ko, exempted ang mga workers, oo, they are exempted. So iyong no vax, no ride policy does not apply to them. Kaya nga [garbled] na nakita ko sa TV eh umiiyak siya, naka-one dose na siya eh. Dapat iyon [garbled] pinasakay na siya.

So anyway, siguro kagaya ng sinabi ko, what we need is more information drive to inform the implementing agencies about this exemption to the general rule of ‘no vax, no ride’ policy especially sa ating mga workers dahil hirap na hirap na nga sila magtrabaho, pahihirapan mo pa silang pumasok sa trabaho. USEC. IGNACIO: Opo. Tanong po ni Ian Cruz pa rin ng GMA News: Nag-tweet po si Senate President Tito Sotto ukol sa hinaing nang nasabing hindi nakasakay na pasahero. Ganito raw po ba ang gusto ninyong pag-aalaga sa mga kababayan natin, at sana raw maramdaman ninyo ang pakiramdam nang naaapi.

DOLE SEC. BELLO: We share the sentiment of Senator Tito Sotto kaya lang nasabi ko it was just a question of ano – kulang sa information drive. It was the mistake of the mind, not the mistake of the heart.

USEC. IGNACIO: Opo. From Maricel Halili ng TV5 for Sec. Karlo: Sec. Karlo, what is the directive of the President about the Bilibid incident? Should somebody be held liable about the escape incident?

CABSEC. NOGRALES: Yes. Of course, mayroon tayong mga procedures na sinusunod diyan kapag nagkakaroon ng ganiyang klaseng mga pangyayari, a full investigation is already underway. Magkakaroon ng mga recommendations iyan based on the investigation at kung sino ang kailangang ma-penalize ay ipi-penalize po natin.

Nograles or Secretary Bello: Ipa-prioritize po kaya ni President Duterte ang passage ng bill which will require employers to provide paid quarantine or isolation leaves to their employees? Mahahabol po kaya ito before the end of the current Congress?

CABSEC. NOGRALES: Ang binanggit ni Usec. Myrna ‘no, I’ll read what she messaged: “Its 500 doses per week per pharmacy.” So, that’s for that week of the pilot ‘no. Again, it’s a pilot so that we can see kung ano iyong demand at kung mataas naman ang demand, we’ll adjust accordingly. It’s a pilot para lang magkaroon ng flow, makikita natin kung ano iyong puwede pa nating i-tweak sa ating procedures.

Pero kapag mataas naman po ang demand na makikita natin, then we will increase the allocated number of doses. Again, it’s only a pilot for one week muna but obviously kung successful iyan we’ll just keep going on and on increasing the pilot sites and then increasing the doses allocated kung needed and then hopefully with the success of the pilot implementation, we can expand it also to outside NCR.
