SEC. ROQUE: Teka muna po, bago tayo magpatuloy… magandang umaga po—magandang hapon na pala, pasensiya na po. Ito po ang kauna-unahang Palace briefing sa siyudad ng Cotabato at kasama po natin ngayon ang Presidente ng Cotabato Polytechnic College, Dr. Dammang Bantala. Thank you for allowing us to use your premises po for today’s Palace briefing; at kasama rin natin si Sultan Governor Pax Mangudadatu of the Province of Sultan Kudarat.

I have three statements to make before taking question. Unang-una, nais ko pong linawin na ang Norway can still have a role in the ongoing peacetalks with the CPP-NPA. Ang sabi ko po kahapon: All third parties who have been involved in the peacetalks in the past and who would want to continue to be involved, may do so.

Ang in-emphasize ko lang po, iyong pagnanais ng ating Presidente na sa Pilipinas gawin po ang usapin; but a third party facilitator does not have to be abroad ‘no to facilitate the peacetalks. So, ‘yan po ang unang-unang paglilinaw.

Now mayroon din po akong dalawang balita rito. Unang-una, while we are here in Cotabato City, I’d like to relay the good news that ARMM po has recorded the highest employment rate of 97.4% for the month of January this year. Ibig sabihin po, ay 3.6% lamang po ang unemployed dito sa ARMM. And also according to the Philippine Statistics Authority, dito naman po sa Cotabato City ang employment rate is 96.2%, which is above the national average of 94.7%. Congratulations to both ARMM and Cotabato City – change has indeed come to what used to be one of the poorest regions in the country ‘no.

Likewise, may isa pa pong mabuting balita. Ang Cotabato City po ngayon is recognized as the Philippines’ leader in the global halal industry. We are pleased to announce that Cotabato City demonstrates again potential in leading the country in the global halal industry. This is made possible as the Department of Science and Technology Regional Office in the area serves as the lead pilot in developing premium halal brands. In addition, the Department of Agriculture and Halal Program Management Office launched the DA Halal Food Industry Development Program as one of the DA’s banner programs – this will help in developing the halal industry in the Philippines and enhance the capabilities and the global competitiveness of existing and potential exporters of halal products, process and services.

ABRAHAM/BRIGADA NEWS FM-COTABATO: Sir, my question is: what do you think—what would be the plight of the BBL the moment it reached the bicameral conference committee?

SEC. ROQUE: Well, nangako naman po ang liderato ng parehong Senado at ng Kamara na talagang magkakaroon sila ng isang bersiyon ‘no sa gagawing bicameral conference ‘no. Kanina po, si Deputy Speaker Sema nagkita kami sa airport, papunta na po siya sa Maynila dahil magsisimula na po iyong bicameral conference ‘ata ‘no. So ang pangako nila, matatapos nila ang bicam at magkakaroon sila ng isang final version na nais nilang malagdaan ng Presidente bago po mag-SONA itong taon na ito, sa Hulyo.

MODERATOR: Sir from the national media po, galing po sa DZMM, kay Dexter Ganibe na question: “Sir, your reaction po doon sa resolution ng DOJ regarding Sister Fox?

SEC. ROQUE: Well lilinawin ko lang po, Sister Fox is not yet off the hook. Ang napawalang-bisa lang po ng DOJ is the decision of the Commission on Immigration and Deportation which nullified her missionary visa. Ang sabi po ng DOJ, walang ganiyang kapangyarihang ang CID; pero nakabinbin pa po iyong deportation proceedings. Kaya malinaw po sa desisyon ni Justice Secretary Guevarra, this is without prejudice po sa desisyon ng CID sa deportation proceedings. At ang issue po sa deportation proceedings, eh namulitika ba talaga si Sister Fox. So ulitin ko po, she’s not off the hook, ongoing po ang deportation proceedings; ‘antayin po natin ang desisyon ng CID on the issue of whether or not sumapi sa pulitika itong si Sister Fox.

Q: Sir, Ferdinand Cabrera for GMA. Sir, na-inform na ba kayo dito sa Supreme Court en banc decision on Sereno’s—totally ano na po, iyong quo warranto decision niya ay na-denied na po ng Supreme Court. May naitalaga na po ba or may advice na ba kung sino ang ipapalit sa kaniya?

SEC. ROQUE: Well unang-una po, nagdesisyon na po ang Korte Suprema; nagkaroon na po ng desisyon sa Motion for Reconsideration ni dating Chief Justice Lourdes Sereno – nabasura na po ang kaniyang Motion for Reconsideration.

Nirerespeto po iyan ng ating Presidente, ipatutupad po iyang desisyon na iyan. Dahil iyan po ang trabaho ng Presidente, tagapagpatupad ng mga batas at ng mga desisyon ng ating Korte Suprema.

Ang hinihingi po ng Presidente ngayon ay magsama-sama na muli ang sambayanang Pilipino. Tingin ko po malinaw ang desisyon ng Korte Suprema. Alam ko, alam ng Palasyo na maraming tututol o hindi sumasang-ayon sa desisyon. Pero sa ating sistema po ng demokrasya ang Korte Suprema po ang pinal na arbiter sa lahat ng kontrobersiyang legal. So like it or hate it, we have to succumb to the decision of the Supreme Court. That is now a final and executory decision, tapos na po ang pagiging Chief Justice ni Melou Sereno. We wish her good luck in her everyday life as a private citizen.

Q: Inaudible

SEC. ROQUE: Well ang kapalit po riyan magkakaroon po ng proseso ang JBC. Ang Presidente po kasi, has to choose from a shortlist to be submitted by the JBC – the Judicial and Bar Council. So wala pa po tayong idea kung sino iyong mapapasama doon sa shortlist na isusumite sa Presidente and from which list he will choose the next Chief Justice of the Republic.

MODERATOR: Sir, from Komfie Manalo of Daily Tribune po. Reaction n’yo po about sa pending bill on marriage dissolution sa Senate. And another question: is the President still against divorce, even if his allies in the Lower House have approved the proposed bill?

SEC. ROQUE: Well ang tinututulan po ng Presidente ay iyong divorce. Dahil ang sinabi nga ni Presidente, hindi po maganda ang epekto dito sa ating bayan. Pero the President himself had his marriage declared annulled. So may distinction po sa divorce doon sa ibang mga remedyo na ibinibigay natin sa mga mag-asawa na hindi na po magkasundo.

So, hindi ko po alam kung ano iyong nilalaman ng marriage dissolution bill ng ating Senado. Pero iyong sinabi po ni Presidente na siya ay hindi sang-ayon sa divorce, iyan naman po ay personal na opinion niya, hahayaan naman niya na gawin ng Kongreso ang kanilang trabaho.

JASPER ACOSTA/ABS-CBN COTABATO: Sec, itong pagdating ng libu-libong sako ng NFA rice na inangkat mula sa ibang bansa ano ang possible effect nito—what would be the effects of these sa prices ng commercial rice sa market?

SEC. ROQUE: Nagka-epekto na po. Kasi bagama’t hindi pa naibaba ang bigas, as soon as dumating, nakumpirma na po ng DA at ng DTI sa kanilang price monitoring na bumaba na ang presyo ng commercial rice, mula na po siya sa 36 to 38 pesos per kilo. Hindi pa po naibababa. Ibig sabihin, nandiyan na lang iyong—nandiyan pa lamang—iyong kalahati pa lang ata iyan ‘no ng 250,000 metric tons ay enough na po iyon para mapababa ang presyo ng commercial rice sa ating merkado. Pero pag naibababa na po iyang inangkat ng bigas na iyan, that will be sold po under—as NFA rice 27 to 32 pesos.

MODERATOR: Sir, another question po from Ace Romero of Philippine Star. The President said, the Panatag incident was barter; not an outright seizure even if the fishermen said they were forced to give their catch in exchange for noodles that were enough to feed their family. Isn’t he preempting the results of the probe that the Chinese government is supposed to be doing?

SEC. ROQUE: Alexis hindi naman po siguro, kasi ang sabi nga ng Presidente, barter pero walang pagkakasundo sa valuation. So, hindi po siya talagang perfected contract of barter, kasi ang Presidente na rin ang nagsabi, walang agreement sa valuation. So wala pa rin talagang kontrata na barter ‘no. Kasi bago ka magkaroon ng barter, kinakailangan nagkasundo sa lahat, including iyong presyo.

MARIE NILAO/MINDANAO POST: Ang question ko po is: maganda po ang dala ninyong balita kanina sa mga graduates. So, magandang balita din ito sa ating mga elementary students iyong libreng pakain sa tanghalian. So, tuloy-tuloy na po ba ito at saka sino po ang magmo-monitor nito na hindi po siya mapasukan ng anomalya?

SEC. ROQUE: Well, iyong libreng tanghalian po, isa po iyan sa panukalang batas ko na naipasa na ano. At ngayon po sa budget na isusumite ng Presidente at saka sa current budget for 2018 meron pong isang bilyon, pero hindi pa po iyan full implementation nung ating feeding program. So siguro po sa susunod na taon ay magkakaroon na ng full implementation nung libreng tanghalian na ating isinalang at naipasa sa Kongreso ‘no.

Now, meron na po tayong best practices at dito po sa Mindanao iyong best practice, dito po sa ComVal, ang nalaman ng DepEd eh epektibo raw po kapag LGU ang nag-procure ng centrally nung mga ipapakain natin sa ating mga estudyante. Pero kinakailangan po magtulungan ang lahat, dahil hindi naman dapat mga guro at principal ang magluto lamang, siguro po iyong mga parents-teachers, iyong mga barangay at iyong local government unit eh tayo po ay kapit-bisig para po mabigyan ng implementasyon itong libreng tanghalian para sa ating mga kabataan.

MARIE NILAO/MINDANAO POST: Aside po doon sa sinabi n’yo, sir, maganda iyon. Pero modesty aside, kasi pagdating sa pondo, para hindi mapasukan ng sabi na… baka merong mawalang pondo. Sino po ang magmo-monitor?

SEC. ROQUE: Eh siyempre imo-monitor din po iyan ng COA. At ang tingin ko naman, lahat po ng mga magulang, lahat ng mga Barangay ay sama-sama na rin tayong mag-monitor at saka iyong mga school boards. Okay?

MODERATOR: Sir, another question po from Rose Novenario of Hataw. Sir, paiimbestigahan ba raw po ng Palasyo si Chief Joel Egco regarding doon po sa alleged 100 million federalism campaign fund?

SEC. ROQUE: Well, basta naman po may reklamo, eh nagkakaroon din ng imbestigasyon ‘no. So, it would help kung mayroon pong formal complaint, dahil iyan po hindi pupuwedeng bale-walain kung mayroong formal complaint. Basta po mayroon government funds involved, mayroon naman pong posibleng imbestigasyon na mangyari.

Q: Last two questions sir. And this will be my last question sir. Is the Bangsamoro Basic Law going to be a substantial part of the President’s SONA on July 23 sir?

SEC. ROQUE: Well, kapag iyan po ay nalagdaan siyempre. Hindi lang siya kaparte ng SONA, iyan po ay gawa dahil hindi lang salita. So kung hindi po ito naipasa noong nakalipas na administrasyon, ang inaasahan natin eh mapapasa ngayon iyan. So hindi lang po iyan salita. So hindi lang siya dapat maging kabahagi ng mungkahi ni Presidente sa SONA, kung hindi iyan po ay patunay na hindi lang dakdak nang dakdak ang Presidente, aksiyon agad ang ating Presidente.

Q: Sir, iyong anti-tambay na operation nag-effect sa Manila ang dami—around 5,000—papaano i-implement iyon nationally?

SEC. ROQUE: Well, hintayin po natin ang guidelines ng DILG at ng PNP. Pero sa ngayon po ang mga ina-accost naman diyan ay iyong mga lumalabag ng mga ordinansa ‘no at saka iyong mga alam ng mga pulis na posibleng mayroong mga nilalabag na mga batas ‘no – iyong mga umiinom sa kalye, iyong mga nagsusugal sa kalye, iyong mga ganoon ‘no. Pero gaya ng nasabi ko kahapon doon sa press conference rin natin ‘no. Mayroon pong mga built in guarantees naman po iyan, nariyan iyong ating Bill of Rights. So kinakailangan kapag nag-aresto sampahan sila ng kaso at kung hindi sila sasampahan within the prescribed number of hours dapat palayain.

Q: Baka po iisipin ng iba sir, it’s prelude na sa martial law, aabot sa Manila?

SEC. ROQUE: May martial law po sa Mindanao. So hindi na kailangang mag-prelude to martial law ang—sa Mindanao iyan ‘no. Pero malinaw po ang sinabi na ng Presidente, ‘Martial law in the entire Philippines will become very complicated.’ He has absolutely no intentions right now unless there would be reasons to do so. Wala naman pong nakikita si Presidente sa ngayon.

Q: Follow up question. Sir, there were reported spoiled and expired goods given to affected families doon sa Boracay?

SEC. ROQUE: Hindi ko po alam iyang pangyayaring iyan but I will follow up with the DSWD. Siguro po napakaliit naman siguro po noon, kung mayroon man. But I will first have to verify, this is the first time I’m getting this information.

Q: Sir, follow up lang doon sa 8.1 billion na iyong mess ng DOH po, iyong kiosk. Ano na pong update doon?

SEC. ROQUE: Well, ang nagsiwalat po niyan ay ang Kalihim ng ating Department of Health, si Secretary Duque. So I expect Secretary Duque to complete the documentation to forward it to the relevant prosecuting authorities. Puwede po iyan—kung ang kakasuhan ay triable before the Sandiganbayan, kinakailangan po i-forward ni Secretary Duque sa Ombudsman ang kaniyang makakalap na mga dokumento at iba pang ebidensiya.

Q: Does the President have any words on this sir?

SEC. ROQUE: Well so far wala pa po dahil kahapon lang naman lumabas iyan ‘no. Pero the President is dead serious about his campaign against corruption, basta may ebidensiya po isasampa naman iyan.

Q: Sir, last question na lang daw po.

SEC. ROQUE: Marami pa kasing question sa Manila.

Q: Wala na sir.

SEC. ROQUE: Ah na ano na. Okay.

Q: Secretary Roque sir, do you have any plan to run for public office come 2019?

SEC. ROQUE: I give my faith to God, paulit-ulit ko pong sinasabi. Noong ako po ay aktibista hindi ko akalain na magiging Congressman; noong ako ay Congressman hindi ko akalain na magiging Gabinete. Ngayong nasa Gabinete po ako ‘thine will be done,’ is my motto. Bahala na po ang Panginoon.

Q: Okay. Secretary, last na lang. Manila may no longer be the Philippine capital under the federal form of government according to a—such a panel member? Gaano ho katotoo?

SEC. ROQUE: That’s fine. Because with the—with the new—with the President from Mindanao ‘no, siguro wala namang problema iyan at kung napapansin ninyo po mayroon ng ibang mga departamento na lumalabas na ng Maynila. Wala po tayong problema diyan, bahala po ang Kongreso magdesisyon pagdating diyan dahil iyan po ay itinatakda naman din ng ating Kongreso.

Q: Sir, last words po and other information—

SEC. ROQUE: Well, I’d like to congratulate po the graduates of Cotabato Polytechnic College. I’d like to thank its President Doctor Dammang Bantala for the use of your premises and congratulations to all the parents and the graduates’ po not just from Cotabato Polytechnic College but to all the graduates and parents this year ‘no.

This year marks the first time that we had free tuition as a result of a budgetary realignment in the 2017 budget. But henceforth po, lahat po ng ating mga mag-aaral libre na po ang tuition, libre na po ang miscellaneous sa buong Pilipinas. Kauna-unahang pagkakataon po ito, tanging ang administrasyon lang po ni Presidente Rodrigo Duterte ang gumawa ng ganito.

So maraming salamat din po kay Sultan Governor Pax Mangudadatu, sa lahat po ng mga Cotabato City, thank you very much. Ito po ay my first time to be back here since I gathered evidence in connection with the Maguindanao massacre case. Siguro po a bit update on that one, the President has instructed the prosecution panel to do its best to get partial judgment ‘no against some of the accused within the year. That is the marching order of the President when he conferred with the prosecution panel. And we hope to do that ‘no.
