Do you consider this an act of aggression against Philippines?
SEC. PANELO: Hindi pa nga natin alam iyong… exactly kung ano iyong ship na iyon. We want to find out first if it was really—if it was intentional, ay ibang usapan na iyon. Ibang usapan na iyon ‘pag intentional.

Do you subscribe or are you open to that proposal?
SEC. PANELO: The defense department will be the one to decide which the best moves for that.
