First, we would like reiterate our sympathies and condolences to the family of the late Gina Lopez, who was not only a good friends of ours but a colleague in the Cabinet. We are going to miss her. She was the epitome of grace even under fire during her confirmation proceeding. She impressed me particularly for having a good heart, a generous heart always thinking of the upliftment of the poor, improving their status in life. She had indefatigable spirit and on top of that, she was a fierce protector of the environment and she didn’t stop even if she didn’t get the confirmation of being the Secretary of DENR. She pursued her advocacy to the limits, until the life beyond has called her to join it. I’m ready for your questions.

SEC. PANELO: Which is a legitimate concern. If that incident is repeatedly done, certainly I can understand the position of the Secretary of National Defense.
JOSEPH MORONG/GMA: And given that sentiment, what are you in the Palace going to do?
SEC. PANELO: Well as we repeatedly said, the Office of the President will let the Departments concerned take care of those issues. So, we will let Secretary Teddy Boy Locsin handle it.
JOSEPH MORONG/GMA: Sir, iyon bang sentiment ni Secretary Lorenzana and iyong sa Defense establishment natin, iyan din ba iyong posisyon ni Presidente?
SEC. PANELO: On what particular?
JOSEPH MORONG/GMA: For example we don’t like the Chinese going through Sibutu without asking for our permission, meaning it is an issue for us—
SEC. PANELO: It is an issue with the Office of the President given that we need to be informed in advance of any passage on our territory.

SEC. PANELO: Because that is what the UNCLOS says.
JOSEPH MORONG/GMA: And is it a sign of respect if they do?
SEC. PANELO: Well, let’s ask them if that is a sign of a friendship.
JOSEPH MORONG/GMA: Sir, may talking point na po for China? I understand may mga nasabihan na mga secretaries na kasama.
SEC. PANELO: No, I was talking to the President and he told me yesterday that he will raise the issue of the arbitral ruling, he will raise the issue of Code of Conduct and then he will pursue the joint exploration.
JOSEPH MORONG/GMA: Ito pong bagong mga passage sa Sibutu, in terms of level of importance, do you think to the President importanteng isyu ba ito, sir?
SEC. PANELO: Eh lahat naman ng isyu kay Presidente concerning the Philippines, security, basta sa Pilipinas palaging interesado si Presidente.
INA NADOLONG/CNN PHILS: Sir, where you able to meet with the Chinese Ambassador already about this—
SEC. PANELO: No, na-reset kasi busy, maraming events daw eh, kaya after the visit na lang daw.
INA NADOLONG/CNN PHILS: Can you share with us, sir, again iyong details iyong nai-report po over the weekend on his text message to you, can you explain to us the context—
SEC. PANELO: That was a response of Ambassador Zhao to Secretary Lorenzana. He asked me to share it with him.
INA NADOLONG/CNN PHILS: May we know sir, what response you gave the Ambassador when he sent that to you or talagang ire-relay mo lang—
SEC. PANELO: Sinabi ko lang, yes, I will.
Q: Sinasabi niya kay SND?
SEC. PANELO: Kung pupuwedeng i-forward.
INA NADOLONG/CNN PHILS: But as far as the Palace is concerned, what do you think about what he said that OFWs in China, paano kung sabihin din nila na spies?
SEC. PANELO: The Office of the President shares the sentiment of Secretary Lorenzana and Secretary Pernia when they said that the OFW went to China for the purpose of work. Moreover, there is no place where they converge to work.
Another thing, the President said that with respect to the proximity. President said any foreign national working here, group, need not be near the military camps in order to get intelligence, because considering the high-tech, even if you are 1,000 miles away, they can spy on us if they want. More0ver, the President said, countries do spy on each other, that’s I think SOP for all countries. And I share the sentiment of Secretary Esperon when he said, ‘what is important is we know where they are.’ But the concern raised by Secretary Lorenzana is legitimate.

SEC. PANELO: Because as according to him, although it’s not a serious concern, there is a potential threat.
INA NADOLONG/CNN PHILS: But what are you saying is that as far as the President is concerned hindi masyadong isyu kung malapit sila doon sa bases.
SEC. PANELO: Yes, because according to him, okay ang ating capability sa intelligence information. Tayo, kaya hindi siya nagwo-worry doon.
INA NADOLONG/CNN PHILS: I mean the President is not worried about having foreign nationals located near our bases, is that right?
SEC. PANELO: He is not worried because we have the intelligence capability on knowing what they are doing.

INA NADOLONG/CNN PHILS: And as far as allegations regarding Chinese workers here possibly here to spy. What is the President say about that?
SEC. PANELO: Eh sabi ni Presidente, you don’t even have to be near, kasi nga even if you are 1,000 miles away, puwede tayong ispayan nila, high-tech na sila eh, di ba marami silang satellite, alam nila kung—
INA ANDOLONG/CNN PHILS: And we know what they are doing, is that what the President is saying?
SEC. PANELO: Alam mo, sabi ni Presidente, kung nandito sila a Pilipinas, alam din natin kung papano malaman kung ano ang ginagawa nila. Dahil kumpleto na rin tayo sa intelligence gathering.
MARICEL HALILI/TV5: Hi sir, good morning. Sir, just a clarification, iyong text message po sa inyo ni Ambassador Zhao, is it a warning coming from the Chinese government?
SEC. PANELO: No, I think, that was just parang… ang dating sa akin eh, parang sentimyento niya lang. Pero iyong sentiment niya naman will not apply. Eh gaya ng paliwanag ni Secretary Lorenzana at Secretary Pernia, eh wala namang lugar iyong overseas workers, nagkalat naman siya sa buong Hong Kong and China di ba. Unlike iyong concern ni Secretary Lorenzana, isang lugar lang at malapit sa kampo. So, it does not apply.
MARICEL HALILI/TV5: But because of the text message, sir when you read it, I think last Saturday, Senator Ping Lacson doesn’t like the idea of you reading the text message—

PANELO: Bakit naman, ano ba, it is the duty of the Office of the Presidential Spokesperson to share any information relative to any concern affecting the Filipinos abroad or here, trabaho natin iyon. Kailangan malaman nila, kasi parang iyong opinion, iyong posisyon ng China doon thru the Ambassador parang pinagduduhan din iyong ating Filipino workers abroad, di ba. Kaya dapat malalaman nating lahat kung ano ang posisyon doon and to tell them na Malabo iyong posisyon n’yo.

SEC. PANELO: Siguro during the Cabinet meeting, ipi-present ni Secretary Lorenzana iyan. Eh di pag-uusapan sa Cabinet.
ROSALIE COZ/UNTV: Secretary Lorenzana also made a statement saying that it is not the duty of the soldiers na bantayan po iyong mga POGO workers. Kasi nabanggit ninyo po noong nakalipas po na interview na mas mainam nga kung malapit sa military camps dahil mapuproteksyunan iyong mga POGO workers. So ano po ang stand ninyo doon, sir?
SEC. PANELO: Na ano? What do you mean?
ROSALIE COZ/UNTV: It’s not the duty of the military to… magbantay o proteksyunan iyon pong mga POGO workers.
SEC. PANELO: Ang duty ng military is to gather intelligence information against any threat against the state. Hindi ba?
ROSALIE COZ/UNTV: So kabilang po iyong mga POGO workers na pupuwedeng pagkuhanan ng intel ng mga soldiers if ever may makitang threat?
SEC. PANELO: Hindi ko maintindihan ang tanong mo eh. Ano iyon? Paano?
ROSALIE COZ/UNTV: Kasi, sir, you made a statement last week saying that it is better if the POGO hubs will be constructed near military camps dahil mas mapuproteksyunan sila.
SEC. PANELO: That’s also the position of the Security Adviser. Kasi ang sabi niya, mas mabuting alam natin kung nasaan sila kaysa hindi natin alam kung nasaan sila.
JOSEPH MORONG/GMA7: Sir, si Secretary Locsin has ordered again a filing of diplomatic protest because of the passage. If I may quote, sabi niya, “Fire diplomatic protest over Chinese warship; drop the diplomatic crap; say it is ours period; they’re trespassing.” Do you agree na iyong ginagawa nila sa Sibutu is trespassing?
SEC. PANELO: Kung ano ang sinabi ni—kagaya ng sinabi ko, whatever the Secretary of Foreign Affairs does with respect to any issue concerning China, unless the President makes a different policy statement, that is the policy of the Office of the President.
JOSEPH MORONG/GMA7: Sir, what outcome are we expecting from all these diplomatic protests?
SEC. PANELO: Well, we are going to wait for their response or explanation, whatever.
JOSEPH MORONG/GMA7: So far, may response na po ba?
SEC. PANELO: Wala pa akong alam kay Secretary Locsin. I haven’t heard from him.
JOSEPH MORONG/GMA7: Sir, because the President is going to China ‘no. Sir, iyon pong …some of the Chinese projects ay kinuwestiyon ng COA. Iyong sa Kaliwa, for example. Now, the contract has already been awarded to China Energy Engineering Corporation, but the COA questioned the bidding process. Meaning, it was like parang medyo moro-moro lang na bidding process just to comply with what is said in the law. Sabi niya, iyong dalawang nag-bid parang chika lang, parang pina-bid lang for the sake of having three bidders. So your comment, sir, on the report potentially—
SEC. PANELO: We have not received officially a report on that matter.
JOSEPH MORONG/GMA7: And you’d like to look into the contract or—
SEC. PANELO: Siyempre we will have to look at the report of the COA, and then look at the contract.
JOSEPH MORONG/GMA7: And if it is parang hindi siya valid na bidding process, we’re okay with maybe suspending the contract or what?
SEC. PANELO: We’ll let the President decide on that.
JOSEPH MORONG/GMA7: Sir, kay Cardema, sound bite lang.
SEC. PANELO: Well, the case between Mr. Cardema and Commissioner Guanzon, I think is between the two of them. Moreover, the President respects the independence of any constitutional body so the President has not and will not interfere on any function of the Commission, as well as other constitutional bodies.
JOSEPH MORONG/GMA7: Sir, parang over the weekend, parang nagpapahingi ng saklolo itong si Cardema kay Presidente. Parang nagsusumbong kay PRRD na because of the … iyong conflict—
SEC. PANELO: Well, if Mr. Cardema has the goods on anyone, then he should file the appropriate charges.
JOSEPH MORONG/GMA7: So, sir, tingin mo hindi makikialam si PRRD sa—
SEC. PANELO: He doesn’t eh. Ever since naman that’s the policy of the President.
JOSEPH MORONG/GMA7: Does he care about this whole thing?
SEC. PANELO: The President, as President will enforce the laws. Now, anyone who feels that a law has been violated is free to file appropriate charges against whomsoever and let the law take its course.
JOSEPH MORONG/GMA7: Enforce the law… So, for example, sir, ‘yung issue sa age niya and then compliance with the requirements of the party-lists. If it’s—
SEC. PANELO: That’s for the commission to decide because that is a jurisdiction of the Commission on Elections.
JOSEPH MORONG/GMA7: So, kung halimbawa, sir, adverse ‘yung decision ng en banc?
SEC. PANELO: We always respect whatever decisions of the independent departments or branches of the government, we never go against it. The Office of the President makes sure of that.

PIA GUTIERREZ/ABS-CBN: Sir, pahabol lang. If the case of Mr. Cardema does not work out in the Comelec, ibig sabihin, hindi na siya maging party-list representative. Is the President—is still—is the President still interested in getting Mr. Cardema back to the Cabinet?
SEC. PANELO: In the first place, nobody said that the President is interested on any person being a member of Congress. Never naman na—from the very start palaging hindi ba si President hands-off policy diyan pagdating sa eleksiyon ng mga members of Congress.
PIA GUTIERREZ/ABS-CBN: What about the possibility of reappointing Mr. Cardema to the Cabinet, sir?
SEC. PANELO: That’s with the President.
PIA GUTIERREZ/ABS-CBN: Thank you, sir.
NESTOR CORRALES/INQUIRER.NET: Secretary, I would just like to get your comment. On Sunday, Cambodia said its banning online gambling following the rise of Chinese-run casinos in the country citing it is a threat to their social order? Will Malacanang or will the government follow the same citing that we have the same condition because China is also Cambodia’s closest ally and its biggest donor and investor?
SEC. PANELO: Well, the difference probably is in Cambodia, gambling is illegal while in this country, it is not. That is why we have POGOs.
NESTOR CORRALES/INQUIRER.NET: But are we not looking into ‘yung—although it’s legal in the Philippines, ‘yung other implications nito, sir, pag-aaralan ba ng government?
SEC. PANELO: Eh, nasa…nasa security forces na natin ‘yun.

SEC. PANELO: Kung anong rekomendasyon ng National Security Adviser, Secretary of National Defense, that will be considered by the President.

SEC. PANELO: Until the President reverses the stand of PAGCOR, that remains to be the policy. Because the President always respects heads of departments and offices to do their duty and undertaking.

SEC. PANELO: Hindi, iba naman iyong—nabasa ko iyan eh. Ang sinasabi niya, kung may nagsauli ng one million. Iyong kaniya, particular incident iyon eh. Kung may nagsauli ng one million na isang janitor halimbawa, o isang guard na empleyado ng gobyerno at binigyan ng 100,000, sa kaniya okay iyon kasi reward eh.
MARICEL HALILI/TV5: So iyon nga, sir, just to be categorical about it—
SEC. PANELO: Basta kami palagi kung ano ang sinasabi ng batas, iyon na iyon. And then, what a nominal or insignificant value is, that will depend on the courts. Kasi kapag nag-file ka, the court will decide whether insignificant o nominal iyong tinanggap mo o hindi.

PIA GUTIERREZ/ABS-CBN: May report, sir, ang Vera Files that President Duterte himself received gifts in multi-million pesos. Iyong doon sa report ng Vera Files said that on his 69th birthday seven deposits, totaling over 193 million were credited to the joint account of President Duterte and daughter Sara Duterte in BPI in Ortigas. Your comment on that, sir?
SEC. PANELO: Is that true? Does she have any evidence to that effect? Ang dami nang nagsabi na si Presidente ang daming … hindi ba, ilang daang milyon mayroon siya pero hindi naman totoo.
PIA GUTIERREZ/ABS-CBN: So the Palace is denying that the President had—
SEC. PANELO: Sabi nga, one who alleges must prove. If you cannot prove, eh huwag ka nalang magsalita kasi naninira ka lang.
PIA GUTIERREZ/ABS-CBN: Si President Duterte, sir, what is his policy on receiving gifts? Nominal din—
SEC. PANELO: Ang alam ko, kapag mayroong nagreregalo sa kaniya, pinapadiretso niya sa Office of the President. In other words, it will be the government of the Philippines that will receive the gift; hindi siya, hindi personal. Hindi siya tumatanggap ng personal.

SEC. PANELO: Kasi I know that because one time, mayroong nagreregalo sa kaniya ng painting niya eh, tapos humihingi ng courtesy call na ipi-present. And during that presentation, sabi niya I cannot accept that. You have to donate that to the government of the Philippines.
JOSEPH MORONG/GMA7: Sir, ano lang, may schedule na si PRRD tomorrow dito po sa Palasyo pero mayroon siyang—last week medyo hindi siya nakita in public.
SEC. PANELO: Hindi ko pa nakita ang schedule niya. Pero mayroon na yata, kay Usec. (unclear) parang may nakita … hindi ko pa binabasa.
JOSEPH MORONG/GMA7: Okay. Ano lang, sir, explanation lang bakit last week hindi siya masyadong visible?
SEC. PANELO: Hindi ba ang sabi niya, marami siyang trabaho sa mga papeles. Binabasa niya isa-isa at hindi siya makapirma nang hindi niya thoroughly reading all these papers. At the same time, mayroon siyang mga private meetings at saka courtesy calls.
