ROCKY IGNACIO/PTV4: Good afternoon, Malacañang Press Corps. Let’s now have Presidential Spokesperson Harry Roque.
SEC. ROQUE: Naku, magandang umaga po muli ‘no at salamat at bumalik kayo para sa mga karagdagang impormasyon ‘no.
Inaanunsiyo po namin na sinibak sa puwesto ng ating Presidente ang Assistant Secretary Mark Tolentino ng Department of Transportation ‘no. Ang kasalanan po ni Asec. Tolentino, siya po ay nakipag-usap sa isang kamag-anak ng Presidente.
Ang order po ng Presidente sa lahat ng taong gobyerno: huwag ninyo pong kakausapin ang kahit sinong kamag-anak niya na mayroon pong gustong kahit anong kontrata or appointment sa gobyerno.
Kapag kinausap ninyo po ang kahit sinong kamag-anak ng Presidente basehan na po iyan para kayo ay sibakin. Itong pagsibak po kay Asec. Mark Tolentino magsilbing halimbawa po kapag sinabi ng Presidente, ni huwag ninyong kausapin ang kamag-anak at kaibigan, huwag na huwag ninyo pong kakausapin na.
Again, the President has terminated the services of Assistant Secretary Mark Tolentino for having dealings with a presidential relative, a sister. And the reminder of the President is: no one in government should entertain any relative of the President in connection with any matter that has to do with government.
Now we are also warning the public, including judges and justices. Mayroon pong umiikot, ito naman po ay asawa ng isang ex-wife ng anak ng ating Presidente, ginagamit po ang pangalan ng apo ng Presidente para sa pagpi-fix ng mga kaso. Sa mga mahistrado po, mga judges and justices, huwag ninyo pong i-entertainin itong fixer na ito. Hindi po talaga kamag-anak iyan ni Presidente, eh kinalulungkot po mayroong kinalaman sa apo, wala po tayong magagawa diyan pero wala pong otoridad iyan na gamitin ang pangalan ng Presidente at ng apo ng Presidente. In any case maski ginagamit po ang pangalan ng apo ng Presidente, hindi po iyan sanction. So ang balita po eh nagpi-fixer sa hudikatura.
So ang pakiusap po sa mga justices at mga judges, isumbong ninyo po sa Malacañang iyan. Huwag ninyo pong pagbigyan dahil wala pong otoridad iyan, nakakahiya man, hind naman tunay na kamag-anak ng Presidente, hindi po iyan kinukunsinte ng ating Presidente. And finally there will be a resignation, one of those whom the President would have terminated will be resigning tomorrow, we will release his resignation letter tomorrow. Thank you very much.

SEC. ROQUE: Eh alam na ho kung sino siya. Iisa lang naman ho iyong current husband ng isang ex-wife ng anak ng Presidente so nagkaintindihan na po tayo. Siguro nakarating na rin ang mensahe sa kaniya. Alam po ng Presidente ang gawain ninyo. Hindi po iyan kinukunsinte at huwag na pong subukan ang pasensiya ng ating Presidente.
JOSEPH/GMA7: Sir, I meant the last one. The one that has a resignation letter—
SEC. ROQUE: Ah bukas naman po ma-a-announce na iyan. Okay?
JOSEPH/GMA7: Clue?
SEC. ROQUE: Eh bukas na po, tama na ho marami na tayo balita ngayon.
JOSEPH MORONG/GMA 7: Okay.
ACE ROMERO/PHIL. STAR: May we just get the Malacañang’s reaction to the looming leadership change in the Senate when it’s done?
SEC. ROQUE: Well gaya po ng sinabi namin ng isang linggo, we respect the choice of our senators on their leader although we would like to commend and express our appreciation also for the partnership that we had with Senate President Koko Pimentel. We know that we had landmark legislation enacted during his term of office, these includes the free tuition for all state university and colleges, the free irrigation among others ‘no. Hindi po siguro naging—na-enact iyang mga batas na iyan na walang kooperasyon din ni Senate President Koko Pimentel.
At the same time whoever the senators may choose as their Senate President, we assure the incoming Senate President of our willingness to work with him as we recognize naman that whoever the new Senate President would be would also be a close ally of the Palace.
PIA GUTTIERREZ/ABS-CBN: Sir, doon sa blind item. Are you referring to Miss Lovely Somera, the former wife of Paolo Duterte?
SEC. ROQUE: Well, iyon lang po ang sinabi sa akin ‘no. No names, but supposedly it’s the husband of a former daughter-in-law of the President—the current partner of a former daughter-in-law of the President.
Q: So lalaki?
SEC. ROQUE: Lalaki po.
PIA GUTTIERREZ/ABS-CBN: Iyong husband, sir. Sir, if ever po na siya po iyong tinutukoy ninyo. Kasi I understand, both her and President Duterte nagkasama po sila noong graduation ng apo ni President Duterte. Iyong discovery po ba, was it before or after the graduation and were there able to talk about this?
SEC. ROQUE: Hindi ko po alam. Basta ang ina-anunsyo ko po at pinapakiusapan ko ang mga mahistrado, up to the level daw po ata ng mga justices ‘no, wala pong otoridad iyang taong iyan o kahit sino man na maging fixer. Dahil ang Presidente po napakatagal naging piskal, hindi po kinokonsinte iyan ng Presidente. Ang mga kaso dapat dinedesisyunan dahil sa merito, hindi po dahil sa mga fixers.
PIA GUTTIERREZ/ABS-CBN: Are we looking to file criminal charges doon sa taong iyon?
SEC. ROQUE: Ay, pag hindi pa po tumigil. Pero ngayon po ang importante mabigyan ng notisiya iyong mga nasa hudikatura, wag po kayong magpa-impluwensiya diyan, hindi po iyan kinokonsite ng Presidente.
ROSE NOVENARIO/HATAW: Sir, puwede natin siyang tawaging ‘judiciary fixer,’ iyong tinutukoy ninyo:
SEC. ROQUE: Mukha po, ganyan ang kanyang modus operandi, nakikipag-usap sa mga mahistrado, ginagamit ang pangalan ng pamilya ng ating Presidente.
ROSE NOVENARIO/HATAW: So, meron na po siyang kasong na-impluwensiyahan?
SEC. ROQUE: Hindi pa po, wala pa pong ibang information na ibinigay sa akin, other than ipanawagan nga po sa mga mahistrado, hindi po iyan kinokonsinte ng ating Presidente.
INA ANDOLONG/CNN PHILS: Sir, can you just expound for the record a little bit on the supposed dealings that now—well iyong fired Asec had with the sister?
SEC. ROQUE: Alam n’yo po maraming isyu na lumabas, maraming isyu ang DOTr sa kanya, pero ang isyu ng Presidente mismo na nilabag niya iyong order sa lahat ng taong gobyerno na wag magkakaroon ng kahit anong dealings with his relatives.
INA ANDOLONG/CNN PHILS: Which sister, if we may know?
SEC. ROQUE: Hindi ko lang po alam kung sino, apparently, it is a presidential sister. So ang mensahe po, seryoso ang Presidente, do not even talk to them about any matter concerning government, you will get sacked if you do.
INA ANDOLONG/CNN PHILS: Sir, can you let us know maybe what government project was involved?
SEC. ROQUE: Hindi ko po alam kung anong proyekto iyan. Pero marami kasing isyu lately about Asec. Tolentino. Ang Presidente naman, labas pa doon sa mga isyu na iyon, unang-una, wag makikipag-usap sa kamag-anak; pangalawa, parang ginamit din ata ni Asec. Tolentino iyong first family in justifying Mindanao Rail. Pero ang order sa akin ngayon, the immediate reason for the termination is because he had dealings with the Presidential sister.
INA ANDOLONG/CNN PHILS: Sir, how did he end up communicating with the Presidential sister?
SEC. ROQUE: Wala pong detalyeng ibinigay sa akin.
INA ANDOLONG/CNN PHILS: Sir, last. Doon po sa partner o the ex wife of iyong anak po ng Pangulo. Does it the President also find fault in the ex wife for perhaps letting her current partner engage in iyong mga fixing na sinasabi?
SEC. ROQUE: Hindi ko na po alam iyan, basta ang importante mabigyan ng notisiya ang mga mahistrado at ang publiko: wag po ninyong lapitan itong taong ito dahil wala po iyang mandato galing kay Presidente at nakikiusap nga kami sa mga mahistrado, wag n’yo pong pansinin.
INA ANDOLONG/CNN PHILS: So, wala pong sama ng loob si Pangulo doon sa ex wife?
SEC. ROQUE: Hindi ko lang alam, kasi hindi po na-discuss iyan dahil sandali lang po ang order na ibinigay sa akin.
JOSEPH MORONG/GMA7: How did that decision come about na finally I let go siya?
SEC. ROQUE: Eh bukas ko pa naman ia-anunsyo iyon. So, bukas na po natin pag-usapan iyan ha. Okay, maraming salamat po.
