Humarap pong muli kagabi si Presidente Rodrigo Roa Duterte sa kaniyang regular na Monday Talk to the People Address. Ito po ang mga mahahalagang sinabi kagabi:
– Sinabi ng Pangulo na isi-settle ng pamahalaan ang utang ng Philippine Health Corporation sa Philippine Red Cross.
– Sa kaniyang televised address din kagabi, pinahayag ni Presidente ang kaniyang kagalakan sa improvement sa COVID-19 response ng pamahalaan, at pinasalamatan ang lahat ng kanilang pagtatrabaho.
– Pinag-usapan din ng Pangulo ang rehabilitasyon ng Marawi, at nangakong ibabalik ang Islamic City sa dati nitong ganda.
– Muli, inulit ni Presidente Duterte na hindi niya papayagan ang korapsyon sa pamahalaan o tumatanggap ng pabor sa mga tao. Binigyan-diin ng Pangulo, walang areglo, walang pabor-pabor.
– Binanggit din ng Pangulo na dalawa sa isandaang Pilipino ay gumagamit ng ipinagbabawal na gamot. Ayon sa Dangerous Drugs Board, mayroon na pong 1.67 million – uulitin ko po ha – 1.67 million base sa 2019 National Household Survey on the Patterns and Trends of Drug Abuse. Iyan pong 1.67 million ay diumano, gumagamit ng pinagbabawal na droga.
Punta naman po tayo sa COVID-19 updates natin ‘no. Ito po ang global update ayon sa Johns Hopkins: Mahigit apatnapung milyon na po or 40,327,407 ang tinamaan ng COVID-19 sa buong mundo. Mayroong higit na isang milyong katao naman or 1,117,252 ang binawian ng buhay dahil sa coronavirus.
Nangunguna pa rin po ang Estados Unidos, pangalawa ang India na may pinakamaraming kaso ng COVID-19. Sa Amerika po, 8.2 million, 220,000 deaths. Sa India – 7.5 million; 114,000 deaths. Sa Brazil – 5.2 million na kaso; 154,000 death. Sa Russia – 1.4 million na kaso; 24,000 deaths. At Argentina – one million na kaso; 26,000 deaths.
As of October 19, lumampas na po tayo sa apat na milyon or 4,136,389 ang mga kababayan natin na na-test na po natin sa 112 licensed RT-PCR laboratories and 35 licensed GeneXpert laboratories.
Mayroon po tayo ngayong 42,191 na aktibong kaso ayon sa October 19 case bulletin ng DOH. Sa numerong ito, ang mga aktibo, 83.1% po ay mild; 11.3% ay asymptomatic; 2.1% ay severe; at 3.6% ay kritikal.
Makikita naman po natin sa infographics na ito na patuloy po ang pagbaba ng confirmed COVID-19 cases ayon sa datos ng DOH. Kulay berde po ang NCR, kulay abo ang Region IV-A at kulay asul ang Region VII.
Sa datos din po ng DOH ay makikita natin na patuloy ang pagbaba ng mga aktibong kaso sa buong bansa – ito iyong kulay pula. Sang-ayon po dito, mula October 5 hanggang October 19, bumaba po ang kaso from 7% to 3%.
Malaki rin ang binagsak ng mga aktibong kaso sa Metro Manila. Ito po ay from 10% noong October 5, October 12 naging 13.13% ang pagbaba, at ngayong October 19 po ay 10% po ang binaba ng growth rate.
Now, patuloy din po ang pagbaba ng daily attack rate sa buong Pilipinas. Ito po ay 2.3 as of October 19 mula 2.31 noong October 12. Sa NCR, ito ay 5.9 as of October 19 mula sa 6.53 noong October 12.
Mas mababa na rin po sa one ang reproduction rate. Nasa .9567 po ang ating R0.
Parami nang parami po ang mga gumagaling. Mayroon po tayong 310,303 na nai-report na recoveries as of October 19. Samantalang malungkot ko pong binabalita na mga namatay po dahil sa COVID-19 ay umabot na sa 6,675. Nakikiramay po kami.
Tingnan naman natin po ang ating critical care utilization rate sa buong bansa as of October 18. Malayo pa po tayo sa moderate, high at kritikal. Sana po ay manatiling ganito ‘no. Ang ating utilization rate po ay sadyang wala pa pong 50% ngayon nationwide; pagdating po sa ward beds, sa nationwide, ang ward beds ay mayroon pa po tayong 42% lamang na occupation. Ang ating isolation beds, 42% pa lang po ang okupado. Ang ating ICU beds ay 46% ang okupado. At sa mechanical ventilators, 22% lang po ang nagagamit.
Pagdating naman po sa Metro Manila, ang ginagamit nating ward beds ay nasa 49%, ang isolation beds ay 48%, ang ICU beds ay 53%, at ang mechanical ventilators ay 26% lamang po ang nagagamit.
Now, may mga tanong po tayo kahapon ‘no. Unang-una, iyong tanong po sa Marawi ‘no. Ayon po kay Secretary Eduardo Del Rosario, on track po ang Marawi rehab at inaasahang makukumpleto ito sa Disyembre ng susunod na taon.
Sa ngayon po ito ang nangyayari sa ground, dagdag ni Secretary Del Rosario: Una, lahat ng mga internally displaced persons or IDPs sa most affected area or MAA ay puwede na at pinapayagang bumalik basta mag-apply sila ng building repair permit para na rin sa kanilang safety, land and building ownership. So wala pong katotohanan iyong report ng isang alleged NGO na hindi raw pinababalik ang mga IDPs. Nakakabalik na po sila, kinakailangan lang kumuha ng permit para naman po kasi sa safety iyan ‘no.
Pangalawa, mahigit dalawang libo ang nag-apply na ng building permit at halos walondaan ang nagpapatayo at nagpapagawa ng kanilang mga tahanan at mga bahay.
Pangatlo, sa ngayon ay hindi pa praktikal na payagan na lahat ng residente ay bumalik dahil wala pang tubig at ilaw at walang matutuluyan. Magiging isang malaki at magulong evacuation center lang ang mangyayari.
Pang-apat, ang compensation bill ay pinag-uusapan po sa Kongreso.
Panlima, maraming public horizontal and vertical infrastructures ang ginagawa ngayon sa most affected area. Ito ay road networks, public market, public schools, 24 barangay halls, fire station, maritime outpost, tourist police unit, peace memorial school of living tradition, Marawi museum at mga mosque.Pagdating ng Nobyembre o Disyembre, magsisimula na rin po ang construction ng mga ospital, additional classrooms public schools, promenade, more mosques, water valve facilities, water treatment plant, sports complex, at convention center.
Iyong tanong naman po tungkol sa SSS na nadi-delay daw iyong mga pension ng mga seniors. Well, hindi naman pala ho delayed iyan kasi nadeposito naman po talaga ng SSS on time for distribution. Kaya lang mayroon po tayong bagong disbursement method and crediting na pinatutupad. Gamit po ang PESONet ng DBP, ito ang bagong schedule ng pension releases ngayong buwan ng Oktubre:
– First day of the month para sa mga pensioners kung saan ang kanilang date of contingency ay nasa unang labinlima ng buwan. Ano ba ho itong date of contingency? Ito po iyong time na sila po ay nag-qualify para magkaroon ng retirement benefits o time na sila ay nagkaroon ng sakit o time na sila po talaga ay nag-retire.
– Sixteenth day of the month para sa mga pensioners kung saan ang date of contingency ay nasa 16th hanggang katapusan ng buwan.
So depende po kung kailan kayo nag-retire o nagkasakit o namatayan. Dalawa po iyong dates – 1 to 15 and 16 until the end of the month.
Para sa first batch ng pension release, ini-release ng SSS ang pondo on time para sa withdrawal ng pensioners noong a-uno ng Oktubre. Base sa mga report ng mga bangko, na-delay pag-release sa first batch of pensions dahil ang ilan sa mga accounts ay kinakailangang ma-update or mabago. Naresolba na ito ng SSS at ng mga bangko.
Tungkol naman po sa module na nagdi-discourage sa mga mag-aaral na sumali sa mga peaceful assemblies, aba’y hindi naman po pala ito pumasa sa conformance review ng curriculum and instruction strand ng central office. So hindi po ginagamit iyang module na iyan! Uulitin ko po: Hindi po nagagamit iyong module na nagsasabing huwag mag-strike o huwag magprotesta ang kabataan.

SEC. BELLO: Iyong ano … iyong 13th month pay ay talagang babayaran iyan, there is no exception and no deferment. Very clear ang provision ng PD 851, that the employer should pay the 13th month pay of their employees on or before December 24 this year, 2020. Iyan partner ang batas, hindi natin puwedeng iwasan iyan, hindi puwedeng tawaran, hindi puwedeng i-postpone, hindi puwedeng i-defer. Maliwanag, on or before December 24, partner, kailangan bayaran iyong mga empleyado.
SEC. ROQUE: Marami pong nagsasabi ngayon mas maganda ang sinabi ninyo sa kahit anong kanta ni Jose Mari Chan. Paano naman po iyong mga small and micro industries na sinasabing kulang ang kanilang pondo para bayaran itong 13th month pay?
SEC. BELLO: Iyong tungkol diyan, partner, eh mayroon kaming proposal. We addressed this to His Excellency, the President, na kung maaari kung mayroong makitang standby fund o savings, baka puwedeng i-subsidize iyong at least iyong micro and small business enterprises lang and this will ano—depending on the basis ‘no, kasi kung ang basis iyong aming report, DOLE report, it would only cost our government, 3.5 billion. Pero kung ang magiging basis natin ay iyong PSA, iyong Philippine Statistics Authority na medyo malaki-laki ang mga affected employees – about 5.7 million workers, eh kakailanganin natin diyan ng around 13 billion.
So, iyon ang hihingin namin sa ating Pangulo – baka puwede nating i-subsidize iyong ating mga micro and small. Hanggang small lang, hindi na kasama ang medium enterprises para sa ganoon ay mabigyan nila ng 13th month pay ang mga empleyado nila. Pero mayroong isang option, partner, and I’m very happy to say na I just received a letter from Secretary Mon Lopez of DTI, my partner, na they have a fund of ten billion doon sa kanilang small business corporation. This is an attached agency of the Department of Trade and Industry and they are willing to share about four billion of that para masama nga. Soft loans sa mga micro and small business enterprises para makautang sila without any collateral so that they can pay the 13th month pay of their employees.
And then I also have a call, partner, another good news. I have a call from the president of the Rural Bankers Association of the Philippines, Ms. Liza Timbol, telling us or advising us that all the rural bankers are willing to provide soft loans to all micro and small business enterprises so that they can pay the 13th month pay of their employees. Ayan, partner…
SEC. ROQUE: So, ibig sabihin, Sec., walang dahilan para iyong mga naluluging small and micro enterprises ay hindi makabayad ng 13th month pay dahil mayroon naman pong pautang ang gobyerno para mabayaran iyang 13th month pay na iyan.
SEC. BELLO: Tama po iyan, partner. Mayroong nakahanda, mga bankers in the Philippines, rural bankers throughout the country, they are willing to give soft loans to our micro and small enterprises.
SEC. ROQUE: Well, Sec. Bello, sa balitang ito hindi lang kasing ganda kayong kumanta ni Jose Mari Chan, kayo rin po ngayon ang official national Santa Claus. Maraming salamat po.
Okay. Pumunta na po tayo sa ating open forum. Nandito rin nga pala po, kasama rin po natin dahil nga po La Niña at panahon na naman ng Pasko, kasama po natin ang NDRRMC Usec. Ric Jalad.
Sir, ilan pa pong bagyo bago matapos ang taon at ano po iyong kahandaan natin para magbigay tulong doon sa mga magiging biktima na naman nitong mga bagyo?
USEC. JALAD: Magandang hapon, Sec. Harry at Usec. Rocky. Base doon sa advisory na natanggap natin sa PAGASA and their La Niña alert presentation dito sa NDRRMC, sa loob ng taong ito ay maaaring mayroon pang dumating na seven to ten typhoons. At the time na naibigay iyan sa atin, ang presentation na iyan ay hindi pa nangyayari iyong recent, si Tropical Depression Ofel at saka Tropical Storm Pepito, iyong nandito ngayon. So, meaning makakaasa pa tayo siguro bago hanggang sa katapusan ng Disyembre, ng mga lima hanggang walo na bagyo.
And sa karanasan naman natin, usually mayroong isa o dalawa na sa mga bagyo na ito na maaaring makapinsala nang husto, malakas. Kaya noon pa lang, mga ilang buwan ang nakalipas ay nagsagawa na tayo ng pre-disaster risk assessment meetings at saka preparedness measures, isa na diyan para sa La Niña. Recently din nagkaroon tayo ng isang pagpupulong or PDRA (Pre-Disaster Risk Assessment) dahil doon sa mga sunod-sunod na paglindol na na-monitor ng PHILVOLCS diyan sa may CARAGA Region and dahil ang location ng mga lindol ngayon na nakita/na-monitor ng PHILVOLCS ay doon sa karagatan, nandoon sa kung nasaan iyong ating Philippine Trench, east of the landmass ng Pilipinas. And alam naman natin na kapag ang lindol ay doon magmula sa ilalim ng dagat ay posibleng magdulot ito ng tsunami.
So, iyong ating pagpupulong ay nagresulta rin sa mga advisories at saka iyong sa pagpapalakas ng ating information and education campaign para maintindihan ng ating mga kababayan, ng ating mga local chief executives at ganoon din mapaalalahanan iyong ating mga national government agencies at saka iyong agency as a body, magkakaroon ng mga paghahanda rito.
And recently din, nagkaroon tayo ng pre-disaster risk assessment meeting in connection with Tropical Depression Ofel at ito kahapon, para naman dito kay Tropical Depression Pepito na sa araw na ito ay naging ano na Tropical Storm, medyo lumakas ho siya. Later on ating ipapakita kung ano ang epektong na-monitor natin sa Tropical Depression Ofel habang nagmo-monitor naman tayo para sa epekto ni Tropical Storm Pepito.
And hindi na lang ho ako mag-delve nang husto dito sa mga paalala natin sa mga national government agencies at saka local government units, sa mga regional disaster risk reduction and management council na nakapaloob doon sa na-isyu natin na memorandum circular 54 series of 2020. Iyan ay na-discuss ko na rin sa una pang press briefing dito.
SEC. ROQUE: Maraming salamat, Usec. Jalad—
USEC. JALAD: Ito po ang kasalukuyang epekto na na-monitor natin, ang kadadaan lang na Tropical Depression Ofel na sinundan naman ni Tropical Storm Pepito. So, about 5,844 families or 26,000 plus individuals ang apektado sa mga barangays na ito – 95 barangays ng CALABARZON, Region V at saka Region VII. Mayroong nag-evacuate na 1,405 families pero ito naman ay bumalik na sa mga kani-kanilang tahanan at may mga initial cost of damage na na-monitor, base sa report ng mga national government agencies at saka LGUs, amounting to – maliit lang naman – 1.3 million damage to agriculture. And initial pa lang naman ho ito at malalaman natin iyan kapag nagkaroon na ng thorough na assessment iyong ating mga LGUs at saka national government agencies.
So, sa ngayon ay nakapagpalabas tayo ng isang emergency alert and warning message dahil sa malakas na pag-uulan dito sa isang parte ng Kabikulan. Mayroong red rainfall advisory sa Camarines Norte, maaaring dala ito ni Tropical Storm Pepito. Red rainfall meaning malakas, mga siguro 30 above, 30 millimeters of rains in a span of one to two hours. So, torrential rains ho ito and ito ay maaaring magdulot ng pagbaha doon sa mga mababang lugar at saka pag-landslide doon sa mga medyo matataas na lugar. So, pinapaalalahanan natin ang ating mga kababayan para sa kanilang kahandaan ganoon din sa ating mga local government units dito sa Camarines Norte.

SEC. ROQUE: Well, siyempre po we disagree. Pero kung talagang naninindigan ang NUPL, welcome naman po silang magsampa ng kaso sa Korte Suprema kung gusto nila.
USEC. IGNACIO: Okay. Thank you, Secretary.
SEC. ROQUE: Thank you. Punta tayo kay Joyce Balancio, please.
JOYCE BALANCIO/DZMM: Good afternoon, Secretary Roque. The DPWH has formed a task force to investigate iyong allegations of graft and corruption inside the DPWH pero the members of the task force are also from the DPWH. Is it not proper, Secretary, for an independent task force outside of DPWH to spearhead the investigation to make sure na it will be free from any influence or impartiality?
SEC. ROQUE: Well, siguro po pangunang hakbang lang iyan na ginawa ng DPWH para nga i-address iyong problema ng korapsiyon na nilabas ng ating Presidente, so pagbigyan naman po natin sila ‘no. Let’s give them a chance dahil sa aking pagkakaalam eh talagang this is one of the rare moments na ina-address natin ang korapsiyon diyan sa DPWH na ang sabi nga ni Presidente ay lantaran at parang systemic.
JOYCE BALANCIO/DZMM: Will you encourage, Secretary, itong task force to also submit their recommendations or findings to the Office of the President?
SEC. ROQUE: Of course, welcome po talaga lahat ng mga findings ng task force na iyan. At sa publiko po ‘no, ulitin ko po 8888 o ‘di naman kaya ipadala ninyo lang dito sa ating tanggapan at napakadami na pong cases ng korapsiyon na nakarating sa ating tanggapan na nabigyan po ng solusyon.
JOYCE BALANCIO/DZMM: Secretary, on the 2021 proposed national budget. Some lawmakers, like Senator Panfilo Lacson and Senator Francis Pangilinan, are saying unconstitutional itong sinasabi pong institutional amendments or iyon errata allowed by some congressmen after the budget was approved in the final reading in the House of Representatives kahit daw po ito’y agency-initiated corrections. Now, sir, as a former congressman and now Palace Spokesperson, pupuwede po ba ito, Secretary Roque, itong errata after it has been passed on final reading?
SEC. ROQUE: Well, as a finding of fact, kinakailangan ma-establish na iyong errata really refers to a typographical error ‘no. Pero kung ito po ay additional items, then I would share the view of the senators, kasi kapag third and final reading eh wala na po dapat pagbabago iyan. But then another issue of fact is, ano ba talaga inaprubahan noong third and final reading kasi unless mailabas kung ano iyon, hindi natin malalaman kung mayroon talagang bagong mga dinagdag.
JOYCE BALANCIO/DZMM: So papaano po iyong puwedeng remedy dito, sir, if in case it falls doon sa category na nabanggit ninyo, na hindi ito typographical error?
SEC. ROQUE: Well, noong isang taon po napakadaming mga na-veto ng Presidente, at karamihan po doon sa na-veto ni Presidente ay iyong mga line items na hindi po kasama doon sa original na bill ng Kamara na approved on third and final reading.
JOYCE BALANCIO/DZMM: Last na lang po for me, Secretary, follow up lang doon sa unang question on IRR ng Anti-Terrorism Law. May mga nagsasabi po like for example—well, ilang petitioners na against dito sa Anti-Terror Law na ito nga daw po ay labag sa due process accorded to citizens kasi ipa-publish iyong names nila in newspapers even prior to the decision of the court in their cases. So, damaging daw po ito, sir, sa reputation and also it can lead to discrimination to those people who will be included in the list.
SEC. ROQUE: Well, mayroon naman pong determination na mangyayari bago po sila mag-classify, ang isang tao as being terrorist. Kinakailangan pong ma-involve iyong buong Anti-Terrorism Council ‘no. So hindi po pupuwedeng banta-banta lang iyan or tagging lang iyan; kinakailangan mayroon naman pong factual basis before it is published.
In any case, as I said earlier, kung sa tingin po nila this is a violation of any right, they’re welcome to seek relief po sa ating Korte Suprema.

USEC. IGNACIO: Yes. Secretary, question from Ace Romero ng Philippine Star: What is the basis of the report cited by the President that 167 million Filipinos are addicts, which is higher than the actual population of the Philippines?
SEC. ROQUE: Pasensiya na Ace ‘no, typo lang po iyon. It should be 1.67 million.
USEC. IGNACIO: Okay. Ang second question po niya: More than four years into his term, the President is claiming millions still addicted to drugs. What does this say about the drug war? What does this say about the previous claims about the drug war?
SEC. ROQUE: Well, ang ibig sabihin lang po diyan ay talagang mayroon pa rin talagang maiitim ang budhi na patuloy ang pagkita nila dito sa pag-supply ng pinagbabawal na gamot. Wala naman po talagang bansa na nagiging 100% drug free pero ang sinasabi ng Pangulo, iyan ay cornerstone ng kaniyang administration. Habang siya’y nagiging banta not just as an ordinary criminal act, kung hindi it is already a threat to national security eh bibigyan po iyan ng highest priority ng ating Presidente.
USEC. IGNACIO: Thank you, Secretary.
SEC. ROQUE: Thank you very much, Usec. We now go to Joseph Morong.
JOSEPH MORONG/GMA7: Sir, good afternoon po. Sir, first doon sa statement ni Presidente regarding iyong pagbabayad ng PhilHealth. He mentioned of a solution na kakausapin niya iyong COA and maybe the DBM. What is the solution and what seems to be the problem, sir, kung bakit natagalan at umakyat nang 900 million plus iyong utang ng PhilHealth? And how soon can we expect the payment so that we can have swab test already?
SEC. ROQUE: Well, unang-una po ‘no, pupuwede pa rin po kayong mag-swab test kasi nga po 112 RT-PCR labs na tayo at mayroon na tayong 35 GeneXpert laboratories so mayroon pong alternatibo.
Pangalawa po, it’s a matter really of accounting and payment ‘no at hindi ko lang po masigurado pero parang tumatawad din ‘ata tayo nang kaunti doon sa sinisingil ng PNRC na wala naman daw pong problema.
So it’s a matter of accounting, ang PhilHealth po paulit-ulit kong sinasabi, hindi po iyan mauubusan ng pondo dahil under the Universal Health Care sagot po ng gobyerno ang viability ng PhilHealth.
JOSEPH MORONG/GMA7: How soon?
SEC. ROQUE: Hindi ko lang po masabi ‘no. I wish I could say within the day pero siyempre po may mga papeles naman na ginagawa but I can assure you that at least half of that will be paid at the soonest time possible?
JOSEPH MORONG/GMA7: At least half ‘no. Sir, okay. Iyong atin pong ambassador sa Washington, si Ambassador Romualdez wrote an article, October 17 and he said—and this is with regard to the vaccine—he said that they are in touch with the US Department as far as the Pfizer vaccine is concerned, and the Pfizer has contacted our embassy in Washington. Now—and the State Department has said na nag-order na sila ng excess noong Pfizer vaccine para maibigay or make it available to close allies. But ang sabi nitong si Ambassador Romualdez is that, what is kind of delaying eh iyong pagpirma ni Secretary Duque noong confidentiality agreement that will be necessary for the procurement. I know you will say that address the question to Secretary Duque but tangentially, sir, can you mention the efforts of our government in making sure that once the vaccine is available, we can readily have it? Kasi right now iyong Pfizer is coordinating with Washington but hindi pa tayo pumipirma doon sa CDM.
SEC. ROQUE: Well, I think iyong deklarasyon ni Ambassador Romualdez proves that the DFA has given our missions the order to coordinate very closely with those who are manufacturing or trying to manufacture the vaccine to COVID ‘no. Hindi naman tayo papayag na maiwan tayo ‘no, na hindi tayo makakuha. So we’re exerting all efforts na masigurado na makakakuha tayo ng most amount of quantity that we can at the soonest time possible and I think that’s proven by the actions of Ambassador Romualdez. JOSEPH MORONG/GMA7: Sec. Bello, how are you? Good afternoon. Sir, iyon lang pong … and this is related to the PhilHealth issue ‘no, how many more OFWs are we expecting to arrive in the country, maybe until year end? And then, if the problem with the PhilHealth is not resolved, how do we expect to test these OFWs, sir, that are coming?
SEC. BELLO: Well, first we are expecting another 100,000 or more because every day, the number is growing. But at the end of this year, we are expecting 100,000 or more OFWs. Now, the problem about Red Cross not conducting the swabbing test, we are now faced with another stranding of our OFWs. Whereas before, we succeeded in bringing home or treating our OFWs at the rate of 1,000 to 3,000 a day. Now, we are talking of only about a maximum of 300 a day. So you can just imagine how many OFWs are now stranded in all the hotels in Metro Manila. Iyon ang problema namin, and they are staying longer. Well, before, they could stay only as long as three to four days. Now, they are staying already beyond one week, and that’s our problem, in terms of expenses and in terms of taking care of our OFWs. So, the sooner this issue of payment is resolved, the better for our OFWs and the better for the finances of our government. Ang laking problema iyan.
JOSEPH MORONG/GMA7: Sir, you are talking about 100,000 that are coming in from abroad, tama?
SEC. BELLO: Yes.
JOSEPH MORONG/GMA7: And then iyon pong bringing home na 1,000 to 3,000 and down to 300, this is from Manila to their provinces, tama?
SEC. BELLO: That is right. But we bring home about 1 to 3,000, and now, we can only bring home up to their final destination about 2 to 300 OFWs because of swabbing service.
JOSEPH MORONG/GMA7: And right now, sir, you can say for a fact na na-stranded na iyong mga OFWs?
SEC. BELLO: In a manner of speaking, in a manner of speaking, they are now stranded.
JOSEPH MORONG/GMA7: You have the data, sir?
SEC. BELLO: We are going again to the neighboring areas to look for quarantine hotels for them.
JOSEPH MORONG/GMA7: Would you have the number, sir?
SEC. BELLO: Well, right now, we are talking of at least 4,000 plus now stranded in Metro Manila.

With this dramatic increase, how does the government plan to deal with the eventual long term consequences of a sharp pregnancy and population increase, especially after the country will be dealing with the economic fallout of the COVID-19 pandemic?
SEC. ROQUE: Well, unang-una po, bagama’t talagang dapat i-plano po ang pamilya, hindi naman po bad news na marami rin tayong mga naging anak. Our greatest resource is still our population. Okay, so we don’t view the children who will be born as a problem; we deal with them as blessing.
Pero as a matter of public policy po talaga, kinakailangan paigtingin natin iyong tulong natin sa mga mamamayan, lalo na iyong gusto magplano ng kanilang mga pamilya. Well, siyempre po kasi nag-lockdown tayo, hindi makakuha ng mga gamit na ginagamit ng mga nagrerelasyon o may mga asawa. Pero now that we are reopening the economy and there are now only localized lockdowns, I think iyong availability ng mga kinakailangan ng mga nagpaplano ng pamilya will be there again as there have been in the past. Pero ulitin ko po, we welcome this new born Filipinos as blessings to the country even if we would like to encourage people to plan their families.

And there has to be factual and legal basis for an entire council to agree. Kaya nga binigay natin iyong obligasyon na iyan, hindi lang sa isang tao, kung hindi sa napakadaming tao.
Number two, let’s accord our public officers the presumption of regularity in the discharge of their functions at pangatlo, sinabi ko nga po kanina, kung sa tingin ninyo talaga ito ay may nalalabag na karapatan, please go to court.
TRICIAH TERADA/CNN PHILS: Sir, doon naman po sa Marawi. Kasi nabanggit po ng Pangulo that, you know, rebuilding Marawi is not easy and it will actually take time. But does the government have a specific timeline kung kailan po makikita itong talagang Marawi going back to its former glory? Do we see this happening before the term of the President ends?
SEC. ROQUE: Yes, ang target po natin is December of 2021.

TRICIAH TERADA/CNN PHILS: Sir, doon po sa 13th month pay, a lot of people are asking especially iyong mga natigil po sa trabaho because of the pandemic, iyong sa pro-rata, sir, sa isyu po ng pro-rata. Mag-a-apply po ba iyon sa kanila if, I am not sure if it’s the right time, but if they were forcibly asked to take a leave or to stop working then asked to return to work, kahit po hindi naman nila kumbaga kasalanan na napatigil po sila sa trabaho. Paano po iyong magiging mechanism for that?
SEC. BELLO: Triciah, the number of days na hindi sila nakapasok whether it is voluntary or involuntary will have to be deducted in the computation of the 13th month pay.
TRICIAH TERADA/CNN PHILS: Okay, so kumbaga, sir kahit po it’s not their fault na hindi sila nakapasok kumbaga, the law really applies?
SEC. BELLO: Yes, that is correct, Triciah.

USEC. IGNACIO: Secretary, question from Rolly “Lakay” Gonzalo ng DWIZ. Si Mayor Tiangco daw po ay nagsabi na kung maaari lang hindi na muna magluluwag hangga’t hindi ligtas na ligtas. Hindi ba ito ang dapat na panuntunan lahat ng mga LGUs?
SEC. ROQUE: Well, kinilir [cleared] naman po iyong kahilingan ng Navotas na mag-delay ng kaniyang pagbubukas, pag-lift ng curfew, at pinagbigyan naman po. Kasi iba iyong sitwasyon ng Navotas na predominantly residential siya talaga ‘no at iniiwasan nga iyong mga tumatambay at iyong mga pagala-gala.
Pero sa amin po, dumating na nga sa punto na hindi po pupuwede na magutom ang ating mga kababayan dahil sinasabi natin na kinakailangang mag-lockdown. Ang pinaghahandaan po natin habang tayo ay nagbubukas ng ekonomiya ay iyong kapasidad na bigyan sila ng sapat na medical treatment kung tayo po ay magkakasakit nang malala or kritikal.
Pero alam naman po natin na bagama’t maraming nagkaka-COVID, ang karamihan po talaga ay asymptomatic at saka mild na karamihan po ay hindi na kinakailangang magpunta ng ospital.
So habang mayroon po tayong kakayahan na gamutin iyong mga malala o kritikal ay pupuwede naman po tayong magbukas ng ekonomiya basta po ang lahat ng Pilipino ay susunod po sa pakiusap ng ating Presidente: Mask, Hugas, Iwas. Ingat-buhay para sa hanapbuhay.

MARICEL HALILI/TV5: Hi sir, magandang hapon po. Sir, follow up lang po doon sa question ni Ace Romero earlier. May we know the basis of the 1.67 million na drug users? I know the information came from the Dangerous Drugs Board. But can you give us details when was the study conducted? Which areas were included in the investigation, in the probe?
SEC. ROQUE: It was a … the source in the 2019 National Household Survey on the Patterns and Trends of Drug Abuse. So it’s a proper scientific basis and it’s a national survey. So I suppose because it’s a proper survey, they must have complied with sufficient statistical sample and all those things.
MARICEL HALILI/TV5: Okay. Sir, on other issue. Some senators are asking to release the funds for the Bayanihan II kasi parang hanggang ngayon daw po yata ay hindi pa nari-release ng DBM. May we know what happened why can’t it be released earlier? May ibinigay na po ba explanation?
SEC. ROQUE: Well, ito po ang mga na-release na ‘no and this just came in. It just came in. It’s a text from Secretary Wendel Avisado.
Ang mga na-release na po: 2.5 billion to DILG; to DND, OCD, 855 million; to DOF, Bureau of Treasury for LGUs, 110 million; sa DOF Bureau of Treasury for LGUs, 104,606,750; to DFA, 820 million; to DSWD, 6 billion; and to DOLE, 8 billion.
So hindi po totoo iyong nalathala sa peryodiko na anim na bilyon lang na-release ‘no kasi—ah okay. Ang nakasulat po pala dito ay iyong 6 billion at saka iyong DOLE na 8 billion are awaiting approval by the OP. So puwede na po iyang i-release ‘no.
So kung isusuma tutal nila, iyong sa dalawa lang, iyong sa DSWD at sa DOLE, that’s already 8 plus 6, that’s already 14. Plus iyong mga 2.5, iyong mga binasa ko, medyo mataas na po ang mairi-release from the 165 billion.
MARICEL HALILI/TV5: So, given this released fund, sir, is there a need to extend the Bayanihan II? Because some senators are, well, contemplating baka kailangan siyang i-extend dahil hanggang December 19 lang daw po iyong effectivity.
SEC. ROQUE: Kinakailangan lang naman po magastos iyan. Pero I don’t think iyong paggastos po is subject to the expiration of the law kasi iyan po ay na-appropriate na ‘no and it’s just about to be released. So wala naman pong problema iyan.
Of course, we would like ito to be released sooner kasi iyong 165 will also act as an economic stimulus.
MARICEL HALILI/TV5: Thank you, sir. Sir, may I go to Secretary Bello.
SEC. ROQUE: Yes, please.
MARICEL HALILI/TV5: Hi, sir. Magandang hapon po, Secretary Bello. Sir, one clarification lang po. Of course, employees are happy for the release of the 13th month pay. Pero just a clarification, because before you mentioned na mayroon pong nakalagay doon sa IRR na exemption ng mga companies, iyong mga distressed companies. Pero ngayon sinasabi po ninyo, no more exemption. What made you decide na hindi na magkakaroon ng exemption doon sa mga companies?
SEC. BELLO: Very good question, very good question, Maricel. Because you know, after we saw 851, we thought that was the only relevant PD. But we just found out after some research that there’s a subsequent PD – PD 1354. And under this Presidential Decree issued by the late President Marcos on May 1978, it was very expressly directed that the DOLE or the Department of Labor and Employment will not accept any application for exemption [garbled]. So maliwanag na ipinagbawal na iyong exemption under the implementing rules and regulation issued by the late Ka Blas Ople.

Ang Philippine National Red Cross nga naman po, gaya ng sinabi ko noong nakaraang press briefing, iyan po ay sui generis. It is always a partner of government but it is not governmental because they have their own personality and they want to be independent, impartial and all that ‘no. So sa tingin ko naman, tulung-tulong lang naman tayo talaga.
MELO ACUÑA/ASIA PACIFIC DAILY: Opo. Kay Secretary Bello po kaya? Secretary Bebot, magandang tanghali po.

SEC. BELLO: Actually, Melo, sinuwerte kami because the President gave us a very sizeable amount precisely for repatriation of our OFWs, he gave us 5 billion pesos. And in Bayanihan We Heal as One Part II, mayroon na namang dinagdag doon na tatlong bilyon. Kaya paglagay ko naman, tamang-tama lang po iyon para sa mga ating OFWs. This will include iyong ano ha, not only the repatriation expense but even iyong reintegration program.
MELO ACUÑA/ASIA PACIFIC DAILY: And this is different from the funds being used by the Department of Foreign Affairs, iyong Assistance to Nationals ‘no?
SEC. BELLO: Iba iyon. That is ano, iyong ATN ng Department of Foreign Affairs is strictly for iyong undocumented OFWs. Iyong sa DOLE, this is for the documented OFWs.

Mayroon pong pag-aaral na ginawa ang Department of Science and Technology particularly ang Phivolcs na nag-identify ng mga landslide-prone areas. Gaano po kabilis ang warning system natin, Usec., kung magkaroon ng matinding buhos ng ulan, maka-cascade kaya ang impormasyon sa local government units hanggang sa mga barangay para maiwasan ang pinsala sa pag-aari at buhay ng ating mga kababayan? Usec. Jalad, please.
USEC. JALAD: Magandang hapon, Melo. Mayroon tayong tinatawag na emergency alert and warning messages. And siguro mga isang oras ang nakalipas, nagpalabas tayo ng ganoong advisory para dito sa Camarines Norte, iyong red rainfall advisory galing sa PAGASA for Camarines Norte.
So napadala natin iyan sa lahat ng mga subscribers ng telcos diyan sa Camarines Norte dahil ito ay iyong emergency alert and warning messages ay ito ay time-bound, area-specific and hazard-specific din. At kinakailangan talaga maintindihan natin lahat, ano ba ang epekto nitong red rainfall advisory. Ang red rainfall ay magdadala iyan ng at least thirty millimeters of rain or more, in a span of one o to two hours. Ano po ang paliwanag dito ng Palasyo? At may timeline kaya tayo, Spox, kung kailan po ba tuluyang mairi-release iyong mga budgets para po dito nga sa Bayanihan II?
SEC. ROQUE: Well, siyempre po, nais naming ma-release ang budget bago mapaso itong Bayanihan II sa Disyembre. Huwag po kayong mag-aalala kung naantala sa simula eh lahat naman po iyan ay mairi-release dahil importante nga po iyan bilang economic stimulus natin sa mga panahong ito. So, ang sabi nga lang po ni Sec. Wendel ngayon – we can invite again siguro on Thursday – ay naghihintay lang tayo ng ilang mga approval galing po dito sa Office ng President.
MELA LESMORAS/PTV: Opo. And, sir, about lang po sa sinabi Pangulong Duterte kahapon. Nabanggit po niya kasi na kakausapin niya si Senator Gordon on the issue nga po pa rin ng Philippine Red Cross. Magkakaroon po kaya sila, sir, ng pagpupulong kasama o mayroon din kayang pulong kasama ang PhilHealth officials at kailan nga po kaya ang target talaga na once and for all ma-settle na po iyong issue nga doon sir sa balance po sa PRC?
SEC. ROQUE: Well, kagaya ng sinabi ko po kanina, we hope to settle at least 50% of that amount as soon as possible and the rest also within the reasonable time. So, I think ang pakiusap ni Presidente eh tuloy-tuloy muna sana po ang serbisyo ng Philippine Red Cross.

Para lang po doon sa mga kababayan nating nagtatanong, paano po kaya sila makapag-a-apply dito? At paano po kaya iyon, lahat po kaya ay maaaprubahan in case kung sa government sila mag-a-apply or sa mga nabanggit po natin na rural banks?

And what is more impressive is iyong volunteerism ng mga rural bankers kasi tumawag sa atin iyong presidente nila na ang sabi nila handa silang magbigay ng soft loan and when we say soft loan, they mean minimum interest with no collateral requirement.

SEC. BELLO: Iyon po ang commitment nila, Mela, na they will fast track the processing of soft loans. And then in addition, hindi ko pala nabanggit kanina iyong pera ng small business corporation and agency of the Department of Trade and Industry na sumulat sa akin si Secretary Mon Lopez, my partner, informing me that mayroon silang pondong ten billion and they’re willing to share four billion of that para sa soft loan din for our micro and small business enterprises. Walang collateral na kailangan diyan, no collateral needed.
