Bandang alas-siyete y media naman po ng umaga kahapon ay dumating sa Pilipinas ang karagdagang isang milyong doses ng CoronaVac vaccine ng Sinovac Biotech mula sa China. Ayon sa National Task Force Against COVID-19, ito ay unang batch pa lang ng mga bakuna mula sa Sinovac na inaasahang darating sa bansa ngayong buwan ng Hunyo, bukod rito ay nauna ng dumating at ibinakuna sa bansa ang nasa 5.5 million doses ng Sinovac vaccine noong mga nakaraang buwan. Kamakailan lang ay inaprubahan na rin ang CoronaVac para sa Emergency Use ng World Health Organization.
Samantala, muli namang umakyat sa higit 7,000 ang naitalang bagong nahawaan ng COVID-19. Base sa pinakahuling report ng Department of Health, 7,228 ang mga bagong kaso kahapon, habang mas mataas naman ng bahagya ang mga dagdag na gumaling na nasa 7,372. Sa kabuuan 1,188,243 na ang lahat ng naka-recover mula sa COVID19 habang 1,269,478 naman ang lahat ng nagkasakit, 166 naman ang naitalang mga nasawi sa kabuuang 21,898. Sa kasalukuyan 4.7% ng total cases ang nananatiling aktibo na nasa 59,337.
Sa inaasahang pagsisimula ng pagbabakuna ngayong araw para sa A4 priority sector, hinimok naman ni Senator Bong Go ang mga lokal na pamahalaan na pabilisin pa ang pagbabakuna sa mga vulnerable sector para bumilis din ang pagkamit natin ng population protection laban sa COVID-19. DTI SEC. RAMON LOPEZ: Thank you. Magandang umaga po sa inyong lahat and good morning to our fellow workers in government and, of course, to our dear partners from the private sector. Sabi ng emcee few words, since marami pang magsasalita, I will be very brief.
First of all, we are all very happy that we are finally starting to vaccinate the economic frontliners. So in behalf po ng economic sector sa Gabinete, we are very thankful for this event that we are symbolically starting the vaccination of A4, iyong economic frontliners.
Very important to this is the expansion of the definition. If you remember the previous coverage of the A4, napaka-limited. But now, with the help of our leaders here, pinangungunahan nila Sec. Charlie, Galvez, DOH Secretary Duque and of course ang ka-partner po natin, si Sec. Vince Dizon, in-expand po natin iyong definition, of course, with the approval of the IATF, to really include almost all workers – private, government, even self-employed, even those mga kasambahay. So, talagang halos lahat na po and that is very important because to me and to all of us, this is really the much-needed shot in the arm, iyong talagang pagbigay suporta sa backbone of our economy, ang mga workers po.
So this is ‘a shot in the arm’ to the economic frontliners, ‘a shot in the arm’ to our economy. And this is really what we need as we are trying to continuously reopen. Otherwise po ang ating reopening ay forward-backward – two steps forward, one step backward. But hopefully, we expect to see that with as many frontliners and all other citizens in the country get vaccinated, we will see cases go down. Importante sa vaccine, we always hear this, the severe cases, the death cases will really go down and with that we will confidently continue to reopen and towards the path, and that towards the path of recovery. That is very important.
And now, we are seeing signs of recovery, we will see more and better signs of recovery moving forward. We just hope that we move forward also as we get to vaccinate more, we start to reopen further, especially give the benefits doon sa mga nabakunahan na. We are saying that iyong nabakunahan na, sana may maramdaman din silang benepisyo. What do I mean? So iyong mga bawal ngayon, sana payagan na, nabakunahan na ng two doses, after one month, immune na sila. Payagan na natin iyong mga seniors, kasama ako, o iyong 65 and above, hindi ako kasama doon. But iyong 65 and above na bawal ngayon ay sana po ay unti-unti nang mapayagan. At iyon po ay pag-uusapan natin sa IATF, of course with the private sector, para we can develop a policy that will give benefit doon sa nabakunahan na. O kaya po iyong in terms of the domestic travel or the foreign travel, kung vaccinated, if we can have a shorter quarantine, that’s another policy that we are studying.
Short term policy: Pagdating iba-vaccinated, pagdating PCR test, kapag negative puwede na ang short term quarantine. That is a big help also to the investors, a lot of investors are really wanting to get in, but are discouraged by the long quarantine that we still have. And so we simply follow the best practices na ginagawa sa ibang bansa. So iyon lang po and with that, those adjustments in our policy and with the help of our team here, from government, IATF and from the private sector, we will go really towards the path to recovery.

After the bakuna, I left Ilagan City at 5:00 o’clock in the afternoon. I arrived together with my driver at 3:30 in the morning. Kaya kayong mababakunahan ngayon, napakasuwerte ninyo, air-conditioned, the best mall in the Philippines – in the world. Ako nabakunahan ako sa napakaliit na barangay doon sa Isabela, sa Ilagan. Kaya pasalamat kayo, ma’am, pabakuna na kayo.
Ang aking mga kasamahan sa Gabinete ni Presidente Duterte according to age, Secretary Pingkoy, Secretary Harry, iyan, the Vaccine Czar Secretary Charlie – kung hindi dahil sa kaniya, naku, wala tayong bakuna. Thank you very much, Charlie ha. May utang pa akong limang libong vaccine kay Charlie, hindi pa ako nakakabayad.

Kaya naman po tayo ay naririto upang pasalamatan ang ating mga manggagawa, mga empleyado mula sa iba’t ibang sektor ng ating ekonomiya. Kayo ang tuwirang humaharap sa panganib ng COVID, sa mga enterpresa at opisina upang manatiling tumatakbo ang ating kabuhayan. SEC. ROQUE: Maayong aga sa inyong tanan. Magandang umaga po, Pilipinas.
Sa ngalan po ng ating Presidente, Rodrigo Roa Duterte, maraming salamat po sa inyong lahat sa pagdating dito sa symbolic vaccination para po sa ating mga manggagawa. Mabuhay po ang buong sambayanang Pilipino!
Unang-una, welcome din po sa aming siyudad ng aking mayor, Mayor Emi Calixto, dahil ako po ay pinanganak at lumaki dito sa Siyudad ng Pasay. At nagagalak naman po ako na dito po sa aming siyudad na gagawa or nangyayari ngayon ang isang makasaysayang araw na ito. Ang okasyon pong ito ay hudyat ng simula ng muling pagbabangon ng Pilipinas dahil ang mababakunahang ngayong araw ay ang ating A4 workforce.
Nasa tatlumpu’t limang bilyon ang bumubuo ng A4 ayon sa estimate ng ating mga ekonomista. Kabilang sa A4 ang private sector workers, informal sector workers at self-employed na kailangang magtrabaho sa labas ng kanilang tirahan, at mga nagtatrabaho sa private households. Sa madaling salita, mga nagtatrabahong Pilipino.
Dahil dito, ang pagbabakuna sa A4 ay masasabi nating game changer sa ating laban dito sa COVID-19. Layunin natin na ligtas na makapaghanapbuhay ang ating mga manggagawa. Ito rin ang magsisiguro na kahit nandiyan ang coronavirus ay hindi masisira o matitigil ang serbisyo ng ating pamahalaan.
Salamat sa ating mga katuwang, ang ating mga local governments at ang pribadong sektor. Hindi ko na po inisa-isang batiin ang ating mga kasama rito dahil bilang pang-apat na tagapagsalita, memoryado na po natin kung sinu-sino ang naririto ngayon.
Pero bago po ako magtapos, nais ko lang pong linawin ang isang naging kontrobersiyal na anunsiyo ko na isang desisyon po ng IATF. Sinabi po ng IATF na iyong mga nabakunahan na sa Pilipinas kapag sila ay nag-abroad, pagbalik nila ay kinakailangan seven-day quarantine pa rin po sa facilities na hindi naman po iri-require ang PCR.
Naku po, ang daming bumatikos noong weekend at ang sabi, eh ang request ay dapat wala na raw quarantine para sa mga bumabalik na mga Pilipino lalung-lalo na iyong magbabakasyon po.
Paunawa po, pero unang-una, tagapagsalita lang po ako. Laway nga lang po, ang tawag sa akin, Laway King. Pangalawa, ang problema po kasi, wala pa po tayong kasunduan sa buong daigdig kung paano natin mabi-verify iyong authenticity ng mga vaccination cards sa buong daigdig. Ang personal kong pananaw bilang isang nagturo po ng international law sa UP ng labinlimang tao, baka kinakailangan magkaroon ng isang international na kasunduan kung dapat magkaroon ng standard na vaccination certificate nang sa ganoon ay hindi po problema ang pag-o-authenticate kung totoo ba o peke iyong vaccination card.
Hindi naman po natin sinasabi na hindi na po pag-uusapan sa IATF kung ano iyong magiging arrival protocols sa mga nabakunahan na. Papunta po tayo roon. Pero dito po sa Pilipinas, nagsisimula pa lamang tayo ng A4 so siguro naman po kung nakapag-antay naman tayo nang mahigit isang taon bago dumating ang bakuna, makapag-aantay po tayo nang konti pa pong panahon para magkaroon po ng pagkakataon ang buong mundo na magkaroon ng kasunduan ko paano nga ba ang gagawin sa mga taong nabakunahan.
Pero sa ating A4 ngayon, ang mabuting balita, kung anumang kasunduan ang papasukin ng buong daigdig at tayo ay mababakunahan, well, unang-una, mayroon na po tayong ligtas, mayroon na po tayong proteksiyon laban sa matinding pagkakasakit sa COVID o ‘di naman kaya proteksiyon laban sa kamatayan dahil sa COVID. At bukod po diyan, magbabalik-buhay na po tayo dahil sa bakuna.
Magandang araw po sa inyong lahat.

And now, to give an update on the current and expected vaccine supply and the commitment of the national government to provide local government units with access to vaccine doses, put your hands together for the National Task Force against COVID-19 Chief Implementer and Vaccine Czar Secretary Carlito Galvez, Jr.
SEC. GALVEZ: Isang magandang araw po sa ating lahat. Sa atin pong mga Cabinet secretaries na nandito po, Ma’am Emi, Chairman, at sa lahat po na nandito po na business sector headed by Sir Hans, Sir Fernando and all the members of the T3 forum.
Napakahalaga po ng araw na ito sa ating bansa sapagka’t ngayon ay masasaksihan po natin ang symbolic vaccination para sa A4 priority sector alinsunod sa ating National Vaccination Program. Sa ilalim ng priority sector na ito ay tatlong grupo ang kinabibilangan ng mga manggagawa sa pribadong sektor, mga kawani ng pamahalaang nasyonal at manggagawa sa informal na sektor at nagtatrabaho sa mga pribadong sambayanan.
Tayo pong lahat ay maituturing na mga bayani dahil sa sipag, dedikasyon at tapang sa inyong ipinamalas sa harap ng crisis ng pangkalusugan na ito. Hindi matutumbasan ang pagod, hirap at sakripisyo na inyong ginagawa para sa inyong pamilya at para sa ating komunidad.
Kaya naman po dahil dapat lamang na mabigyan ang ating mga manggagawa ng karagdagang proteksiyon laban sa COVID-19, ang mga bakunang ito ay magsisilbing inyong pangunahing pananggalang laban sa sakit. Napakahalaga ng magiging papel ng ating mga lokal na pamahalaan at ng pribadong sektor sa pagpapatupad ng ating vaccination program. Sa inyong mga kamay nakasalalay ang tagumpay ng programang ito.
I would like to acknowledge the Ayala Group, Sir, maraming-maraming salamat. Halos every Monday po, ang Boston Consulting Group at saka ang T3 nandiyan po si Sir Paolo, binibigyan po kami ng mga insights on how to fight COVID-19. At maraming-maraming salamat po sa ating SM malls, Sir Hans at sa lahat po ng ating mga experts sa ating cold chain solution na gumagawa po ng simulation po sa ating pagbabakuna.
Darating naman po ngayong June – marami pong darating na bakuna ngayong June. Ito po ang magandang announcement ko po sa inyong lahat ngayon. Kahapon dumating ang one million doses ng corona vaccine mula po sa China. Ito po ay bahagi ng 5.5 million doses ng bakuna na inaasahan nating ipapadala sa ating bansa na Sinovac ngayong buwan.
Dahil po nag-release po ang ating mahal na Presidente ng 2.8 billion from his contingency fund para makabili ng additional four million para sa ating mga frontliners at ating tinatawag na A5, iyong ating mga poor communities, so, nagpapasalamat po kami sa ating mahal na Presidente.
Darating na ngayon pong June 8 ang 100,000 doses ng Sputnik V at mayroon pong darating na Pfizer from COVAX na 2,280,000 ngayong June 10. At kasama po doon darating ang second tranche ng Sinovac na June 10 din, another one million. And then sa mid of this month or third week of June, darating na naman ang another COVAX Facility, iyong AstraZeneca. Darating po iyong 2,028,000 na doses at darating na rin po iyong order ng ating private sector, iyong 250,000 doses na Moderna ngayong June 30.
All in all po, ang darating po ngayong June para po mabakunahan ang ating A1, A2, A3 and A4 and A5 ay 10,158,000 vaccine doses sa loob ng buwang ito at darating din sa Agosto more or less mga 15 million dahil ang ating mga supply agreements ay darating po ng third quarter at fourth quarter.
Kaya naman kung nariyan po ang bakuna sa inyong mga lugar lalo na iyong ating mga A4 at saka A5, huwag na kayong mag-atubiling magpabakuna. Huwag na rin kayong mag-alala sa uri ng bakuna na itinuturok sa inyo dahil ang lahat pong ito ay ligtas at epektibo at karamihan po mayroon pong WHO emergency authorization.
Ang pangunahing layunin ng pamahalaan ay makamit ng ating bansa ang tinatawag na population protection kaya po iyong mga seniors natin, iyong mga priority group A1, A2, A3, huwag na po kayong mag-atubili. Kaya po alisin na natin sa isipan ang ating pag-aalinlangan at magpabakuna na.
Hindi lamang ito para sa inyong mga sarili kung hindi para na rin sa inyong mga mahal sa buhay at ang moral obligation natin sa ating mga komunidad. Katulad ng palaging sinasabi ng Pangulong Rodrigo Duterte na no one is safe until everyone is safe at wala po tayong iiwan, wala pong iwanan.
So, ang gusto po ng ating mahal na Presidente is to provide all the vaccines for free, for all. Ito po ang aking panawagan po sa atin na tayo ay magkaisa at magtulungan po tayo at ito po ang magiging susi sa ating tuluyang pagsugpo sa pandemyang ito at pagbangon sa ating ekonomiya.
Unang-una sa lahat ang aming pagpapasalamat sa ating private sector. Maraming-maraming salamat po sa inyong pagtulong at sinasabi po ng ating mahal na Presidente, hinding-hindi po namin malilimutan ang kabutihan ninyo po.

As reported by Secretary Galvez, a bulk of vaccines will arrive this month and more in the coming periods. Next, to talk about the updated rollout guidelines from the National Task Force against COVID-19 and Department of Health, we have now the National Task Force Against COVID-19 Deputy Chief Implementer, Secretary Vince Dizon.
SEC. DIZON: Magandang-magandang umaga po sa ating lahat.
Napakaganda po ng araw na ito lalung-lalo na po para sa ating mga manggagawa. Alam ninyo o noong pinag-uusapan po ang pagbubukas ng A4 para sa ating mga manggagawa, simple na lang po ang aming pinag-usapan. Unang-una po, ang ating mga manggagawa dahil sa kinakailangan nilang magtrabaho araw-araw para sa kanilang mga pamilya, ang mga pinaka-exposed sa ating mga kababayan. Sila po ang lumalabas araw-araw, sumasakay ng jeep, sumasakay ng bus, nagtatrabaho at pagkatapos po ng napakahabang araw ay umuuwi sa kanilang mga pamilya.
Sila po ang talagang nangangailangan ng ating tulong. Kaya po nagpapasalamat po tayo kay Secretary Duque, kay Secretary Galvez, kay Secretary Mon Lopez, kay Secretary Bebot Bello – sila po talaga ang nagtulak para sa ating mga manggagawa at ngayon, puwede na natin silang bakunahan. So, maraming-maraming salamat po.
Alam ninyo po dahil nga po doon, sinimplify na po ni Secretary Galvez. Ang A4 po ay simple lang, lahat ng ating mga kababayan na kailangang lumabas ng mga bahay para magtrabaho ay babakunahan na natin dahil kailangan nila ng bakuna. Ganoon na lang po ka-simple ngayon. Wala na pong kung anu-ano pang mga definition, wala na po tayong mga masyadong maraming mga requirements para sa kanila basta po sila ay lumalabas ng bahay para magtrabaho at sila po ay willing magpabakuna, sila po ay ating babakunahan.
Kaya po napaka-importante po ng araw na ito para sa ating mga manggagawa at para sa kanilang mga pamilya dahil po kahit papaano ngayon pati ang kanilang mga pamilya ay magiging mas kampante dahil ang kanilang mga breadwinner, ang kanilang mga tatay, asawa, kapatid na nagtatrabaho araw-araw ay mababakunahan na po. Kaya para po sa ating mga manggagawa, ngayon po ang araw ng simula at ngayon din po ang araw ng simula ng ating tuluy-tuloy na sanang pagbaklas dito sa sakit COVID-19.
Kaya maraming-maraming salamat po sa ating mga private sector representatives. Alam ko matagal na ninyo pong hinihintay ito. Secretary Joey Concepcion, matagal na po niyang ipinaglalaban ito kasama ni Chairman Benhur Abalos kaya ngayon pong araw na ito, tuluy-tuloy na pong mailalaya natin ang ating mga manggagawa sa COVID-19.

SEN. GO: Maligayang bati po sa lahat ng ating minamahal na essential workers at sa mga kabilang sa A4 priority group.
Natutuwa po ako na magsisimula na ang pagbabakuna sa mga miyembro ng A4 priority group na karamihan ay kinabibilangan ng ating economic frontliners at essential workers na bumubuhay sa ating ekonomiya sa panahon ng COVID-19.
I commend the National Task Force against COVID-19 and the IATF for accelerating the government’s vaccine rollout and opening up the vaccination for the A4 priority group. I also support the expansion of the inclusion criteria for the A4 priority group. Importante ito para mas marami na ang mabakunahan at makabangon muli ang ating ekonomiya.
Sa pagsimula ng pagbabakuna sa A4 priority, huwag nating kalimutan ang pagbakuna sa mga natitirang A1 to A3 na hindi pa nababakunahan. We should exert all efforts to continuously prioritize A1, A2 and A3 priority groups by establishing special lanes or special vaccination centers for them.
Ang importante ay walang masayang na bakuna at walang masayang na panahon upang mas mabilis nating marating ang herd immunity sa ating community. Iyan po ang target natin ngayong taong ito, ma-achieve po natin ang herd immunity at hindi na po kumalat ang sakit na COVID-19.
Kaya po nananawagan po ako sa mga kababayan natin magtiwala po kayo sa bakuna, huwag po kayong matakot sa bakuna. Ang bakuna po ang susi o solusyon upang unti-unti na tayong makabalik sa normal na pamumuhay. Magtiwala lang tayo sa gobyerno at kailangan po samahan po ninyo ng kooperasyon at disiplina po ng bawat mamamayang Pilipino.
I also want to take this opportunity to remind our officials that let us expand the vaccine rollout to a larger segment of the population, we must efficiently communicate and guide the public on the required processes and procedures to be followed by those who are covered by the A4 priority group.
Importante po pagpasok ng bakuna, i-deploy kaagad, iturok po kaagad at dapat po ay walang masayang na bakuna. Naghahabulan po tayo dito para po ma-achieve natin iyong herd immunity ngayong taong ito. Dapat din nating siguraduhin na mabilis at sistematiko ang pagdi-distribute ng mga bakuna lalo na ngayong mas marami na ang maaaring bakunahan.
To ensure the efficient and orderly rollout of the vaccines, the national government must enhance its coordination with local government units and the private sector lalung-lalo na po, iyong mga senior citizens, dapat po kung maaari ay puntahan po ng mga local government units; anyayahan po sila na magpabakuna po, dahil importante po ang ating mga senior citizens. Importante rin po na wala pong magkasakit, importante pong hindi umabot sa severe cases para po hindi bumagsak ang ating healthcare system. Binabalanse naman po ng gobyerno ang lahat between economy and health.
Ako naman po, kami ni Pangulong Duterte, importante po sa amin ang buhay ng bawat Pilipino. Ang pera po ay kikitain, pero iyong perang kikitain ay hindi po nabibili ang buhay. A lost life is lost life forever, kaya pangalagahan po natin ang buhay ng bawat Pilipino.
Pagkatapos ng A4, pupunta naman tayo sa A5. Iyon po ang importante, ang mga kababayan nating mahihirap na hindi po alam kung saan pupunta at paano magpabakuna. Iyong malalayong lugar, dapat rin po ay bigyan natin sila ng mga bakuna lalung-lalo na iyong mga kababayan natin na hindi pa po nasulyapan kung ano po ang itsura ng bakuna, huwag po natin sailing kalimutan, iyong mga kababayan nating mahihirap.
Kaya importante po dito ay ma-implement po kaagad iyong A1, A2, A3, magbubukas na ang A4, importante po dito ay ma-encourage po ang ating mga kababayan lalung-lalo na po na nasa A4 na magpabakuna na rin po para unti-unti na tayong pumunta sa A5 habang dumarating po ang mga bakuna.
Bagama’t limitado po ang bakuna sa ngayon, sinisikap po ng ating gobyerno na makakuha tayo ng mga bakuna. Kaya ako po ay nakikiusap sa ating mga kababayan na kapag qualified na po kayo ay magpabakuna na po kayo mga kababayan ko. Ito po ang susi o solusyon natin para unti-unti na po tayong makabalik sa ating normal na pamumuhay. Mga kababayan ko, magpabakuna po kayo.
Again, I thank our officials led by Vaccine Czar Secretary Carlito Galvez Jr., Secretary Francisco Duque, Secretary Vince Dizon and all our government officials who worked tirelessly to insure our supply of vaccines and the systematic rollout of our vaccination program. I also thank our local government officials who are at the forefront of this program and our partners in the private sector. With the start of our mass vaccination for this group, workers in the public and private sectors will have an added layer of protection against the disease and prevents its further spread.
Iniimbitahan ko po ang lahat ng miyembro na nabibilang sa A4 priority group na magpabakuna na po kayo sa inyong mga lokalidad upang manatiling ligtas ang inyong kalusugan. Your vaccination is the only way for our country to put an end to this pandemic and revive our nation’s economy. Ang akin pong mga kapwa Kalihim at mga kasama, sa atin pong Inter-Agency Task Force on Emerging Infectious Diseases, at higit sa lahat, ang akin pong mga kapwa lingkod-bayan. Ang atin pong mga namumuno sa mga malalaking mga industriya ng ating mahal na bayan, our captains and kings of our Philippine business and industries, muli sa ngalan ng Inter-Agency Task Force at sa Department of Health, isang maganda, mapagpala at malusog na araw sa inyo pong lahat.
Tatlong buwan na mula ng mag-umpisa tayong magbakuna ng ating mga healthcare workers at patuloy pa rin nating tinutupad ang direktiba ng walang iba kung hindi ang Pangulong Rodrigo Roa Duterte na bigyan ng ligtas, epektibo at libreng bakuna ang bawat Pilipino. Sa pagbubukas ng bagong yugto ng atin pong bakunahan kung saan mas darami na ang bakunang darating at mag-uumpisa na ang pagbabakuna ng mga nagtatrabaho or A4. At nais kong ipaalala ang tatlo pong mga bagay-bagay:
- Una, ang kumpletong proteksiyon ng bakuna ay makakamit lamang dalawang linggo pagkatapos ng inyo pong ikalawang dose.
- Ikalawa, kung patuloy na hindi mababakunahan ang mga nakatatanda at may sakit, mangangamba pa rin po tayo para sa kanilang kalusugan na sila po ang talagang pinakamalaking bilang ang pumapanaw, kapag tumataas ang kaso ng COVID-19 sa atin pong bayan.
- At ikatlo, kung kakaunti lang sa atin ang magpapabakuna at hindi tatapusin ang dalawang doses, hindi po natin makakamit ang malawakang proteksiyon na kinakailangan natin para puwede na nating tanggalin ang face mask, ang atin pong face shield o ‘di kaya magsalu-salo para tuluy-tuloy na ang pagbukas ng mga negosyo at pagdami muli ng mga trabaho.
Kaya naman isang pakiusap lang po sa lahat: Magpabakuna po tayo ng kumpleto at siguraduhin na ang lahat ng nakatatanda at may sakit sa inyong mga bahay, sa inyong mga tahanan ay mababakunahan na rin. At sama-sama tayong ‘Rumesbakuna’ tungo sa kalusugan ng sambayanang Pilipino.
At paniwala po natin, ito ang susi para manumbalik ang normal na buhay sa buhay ng bawat Pilipino at atin pong maibalik ang dating sigla ng atin pong ekonomiya.
At sa panahong ito, ako po ay nagagalak at isa pong napakalaking karangalan ang ipakilala sa inyo ang atin pong Pangulo ng Republika ng Pilipinas, Mayor Rodrigo Roa Duterte.

PRESIDENT DUTERTE: I am pleased to join you today as we mark a major milestone in our battle against COVID-19. We can now see the light at the end of the tunnel as the vaccine shipments have started to arrive in bulk. This development is a result of the national government’s aggressive efforts to secure sufficient doses from the different manufacturers.
With the start of our mass vaccination, the A4 priority category are workers in both public and private sector will have an added layer of protection against the disease.
To my dear kababayans, let us keep in mind that vaccination is the only way forward for us to overcome this pandemic. But we must also remember that getting vaccinated is not the only solution. We must continue to observe minimum public health standards by wearing a mask, washing our hands and observing social distancing.

MODERATOR: Thank you very much, President Rodrigo Roa Duterte. Now, ladies and gentlemen, we will be proceeding with the symbolic vaccination of A4 and this will be led by no less than the Department of Health Secretary Francisco Duque III.
Now, at this point I’d like to give the floor now to Dr. Beverly Ho from the Department of Health to annotate our activity for the symbolic vaccination of A4 workers. Dr. Beverly Ho, please.
DR. HO: For our first batch of vaccinees, they will be represented by members of the food industry from Jollibee; artists in the entertainment sector from GMA 7; a Pasay LGU trike driver; media personality from Bombo Radyo; BPO personnel; delivery rider from Food Panda; government worker from PCOO; a transport driver from DOTr (Baclaran-Nichols Cooperative); Department of Tourism from the tourism industry; and a mall personnel or sales clerk here from SM.
As you can see, this is already Step 5 of our typical vaccination process wherein the patient will already get vaccinated. The previous steps have been already conducted a while ago in the third floor of this mall wherein Step 1 was the registration; Step 2 was the screening; Step 3, is already the signing of the consent forms of the patients; and then Step 4 is really the preparation to get vaccinated or final screening; and Step 5 is the actual vaccination.

This is actually a major milestone sa ating laban versus sa COVID-19. Anong masasabi ninyo, Secretary?
SEC. DIZON: Alam mo, nakakatuwa talaga itong araw na ito kasi matagal nang hinihintay ng mga manggagawa natin ito at alam mo naman ang mga manggagawa natin sila ang pinaka-exposed, sila ang pinaka-delikadong magka-COVID-19 dahil nga labas sila nang labas ng bahay araw-araw, kailangan nilang magtrabaho para sa kanilang mga pamilya pero pagkatapos nilang magtrabaho sa araw babalik din sila sa pamilya nila. So, kailangang protektahan nila ang sarili nila pero para din sa pamilya nila kaya nakakatuwa talaga na magsisimula na tayong magbakuna ng mga manggagawa natin.
JOEE GUILAS/PTV: Gusto ko iyong sinabi ninyo kanina about simplifying the definition of what A4 actually means. Pakisabi nga ulit itong ating—
SEC. DIZON: So, ang A4 ang ating essential economic workers ay simple lang. Kung ikaw ay kailangang magtrabaho sa labas ng iyong bahay, kailangan mong mabakunahan. So, iyon ang gagawin natin simula ngayon.
JOEE GUILAS/PTV: That is practically all the workers in the land kaya naman talagang lumobo rin ang ating bilang from about 12 million, 35 million na ang ating inaasahan sa A4. Okay, Secretary, ang tanong ko ang, since we are expecting a lot of these potential vaccinees, is there a way for us to further simplify iyong ating vaccination process? Ako kasi tapos na ako magpabakuna, nag-time in motion ako habang binabakunahan ako, it took me around 45 minutes to get the whole process done. Mayroon po ba tayong plano para mapaikli ang ating—
SEC. DIZON: Opo, pinag-aaralan po ng ating mga doktor, ng ating mga eksperto ngayon ginagamit na rin po natin na basehan ang mga ginagawa sa ibang bansa. Ang goal natin makalahati natin iyong sinasabi mong 40-45 minutes to 30 minute or less.
JOEE GUILAS: We are also expecting a lot of vaccine doses, coming in into the country. How are going to deploy those vaccines?
SEC. DIZON: Tuluy-tuloy ang ating deployment, ka-partner natin ang ating mga private sector partners tulad ng PharmaServ, ng Zuellig at siyempre pati na rin an mga local government units. So sabi nga ni Senator Bong Go, pagdating ng bakuna, kailangan deploy kaagad, bakuna kaagad.
JOEE GUILAS: Okay. Last question for you. Tulad ng mga nakikita natin sa ibang bansa, since we are now in partnership with the private sector, maaasahan ba natin na magiging accessible ang vaccine sa mga stores, sa mga branches nitong mga private sector partners natin?
SEC. DIZON: Oo, in fact, ngayon nga ginagawa na natin sa mga malls, ang mga malls natin sa SM, sa Robinsons, sa Ayala, sa MegaWorld, lahat ng mga malls ng mga malalaking kumpanya, Vista Land, lahat iyan ay gagamitin na natin. Kaya nagpapasalamat tayo sa tulong ng private sector, dahil napakalaking bagay nito para gawing mas madali para sa mga kababayan natin na magpabakuna.
JOEE GUILAS: Manawagan tayo, Secretary Dizon.
SEC. DIZON: Sa ating mga kababayan po, lalo na sa ating mga manggagawa, napakaimportante po ng araw na ito, sana po magpabakuna na tayo. Lahat ng bakuna ay ligtas at epektibo, hindi lamang para sa inyo, pero para sa mga mahal ninyo sa buhay, pabakuna na po tayo.
JOEE GUILAS: Secretary Vince Dizon, balik tayo sa studio.

Balikan po muna natin ang ating mga kasamahan sa MOA.

USEC. IGNACIO: Kanina nga po ay narinig natin ang mga pahayag nina Secretary Bello, Secretary Lopez at maging ni Secretary Roque na taos-pusong nagpasalamat sa lahat ng Pilipinong manggagawa para sa kanilang ambag sa ekonomiya. As per Secretary Galvez naman, we are expecting ten million doses of vaccines to arrive this June, around 15 million by August. Lahat po ng mga kailangang lumabas para magtrabaho ay considered as A4. Sama-sama naman pong nanumpa ang mga local executives para sa mabilis na pagbabakuna sa lahat ng mga pinapayagang sector from A1 to A4. Nanumpa rin po ang ilang representatives ng private sectors, executives ng malalaking korporasyon at employers sa bansa na mababakunahan ang kanilang mga employees para mas mapabilis ang pagkamit ng bansa ng population protection.
Sa ngayon po ay 50 economic frontliners pa lang ang babakunahan. Babalikan po natin ang ating kasamahan sa MOA.
JOEE GUILAS: Nandito pa rin tayo sa vaccination Resbakuna para sa A4. Ngayon naman makakasama natin ang ating Presidential Adviser for Entrepreneurship ang aking katukayo, si Secretary Joey Concepcion. Magandang umaga po sa inyo.
SEC. JOEY CONCEPCION: Magandang umaga rin.
JOEE GUILAS: Okay, ito po makikita natin ang partnership between the government and private sectors at na-bridge natin ngayon ang pagtutulungang ito. What can we expect coming out of this partnership?
SEC. JOEY CONCEPCION: Well, in a program like this na medyo massive ‘no, iyong strategy natin kasi, we want to achieve herd immunity by the end of the year, so team work ang importante dito. Iyong partnership natin sa mga LGU, importante iyan eh, kasi lahat ng mga
pabrika namin nasa different LGUs. So katulong kami sa mga LGU. So, ang A4 ang pinakamalaking category.
Dito lahat ng mga essential workers – the government, lahat nandito lahat, so malaking population ito. So, if we, iyong pag-umpisa dito sa private sector, umpisa naman kami ng July. Pero iyong LGU, mauuna sila kasi may mga bakuna na sila. Pero iyong bakuna ng private sector ay dadating ng mid-July and August. Pero ngayon, ang nangyayari ay tumutulong ang LGU sa mga private sector ngayon kasi ang mga empleyado namin that belong to different barangays, kumukuha na rin sila ng mga bakuna nila diyan eh, so malaking bagay.
Pagdating ng July, aarangkada na rin kami kasi almost about 2.5 million doses from AstraZeneca will arrive on July and August eh. The total private sector is about 5.5 million before the end of the year dapat maubos lahat iyan. And then kasama rin diyan iyong LGU na order sa AstraZeneca na mga 11 million. Iyong Moderna, 7 million rin iyan, so mag-uumpisa rin iyan itong buwan, pero maliit lang ang darating pero habang every month tumataas ang mga bulk of the vaccines na darating ng Moderna.
Iyong Novavax at COVAXIN iyong ginawa rin ng private sector, galing naman ito sa India medyo na-delay ng kaunti ito dahil sa malubhang sitwasyon sa India. So pinagbawalan nila ang pag-export. Pero ang balita sa mga EUA holder ng Novovax at COVAXIN ay malamang darating sa late third quarter. Kung sakali na buksan kaagad nila ang mga export, darating nang mas maaga, pero karamihan ng mga vaccine na darating ngayon mula sa private sector para sa mga empleyado ay AstraZeneca.
JOEE GUILAS: Okay, given the sheer number of our population, the size of our population and the reality of the law of supply and demand coming into play at nagiging mahirap nga po ang pag-s0urce ng ating mga vaccines, the government now is saying the target has become population protection. Has the private sector still in the belief that we can achieve herd immunity?
SEC. JOEY CONCEPCION: Iyong goal ng private sector is to focus – kasama ng national government dito, mga LGU – iyong NCR Plus 8. So NCR Plus 8, mga 24-25 million people iyan eh. Iyong NCR has about 13 million, so how many doses is that? That’s about 10 million, 12 million doses if you target NCR plus, so it’s achievable.
Now, if we are targeting 70%, that’s our fighting target. But your worst-case scenario, kung even 50% makuha natin – nakikita natin sa Amerika, even at 50% binubuksan na nila ang economy nila eh, so malaking bagay rin ang maski kalahati ay mabakunahan na before the end of the year – so if more people will be vaccinated by the end of the year, tuloy ang—iyong Christmas kasi natin, that last quarter malaki ang consumption niyan ng mga pagbebenta ng mga produkto for Christmas. Iyong election spending darating din iyan, plus the confidence na makita, ‘Uy, kalahati ng mga NCR nabakunahan na!’
So that is a big, big plus. The more people that get vaccinated before the end of the year, that will spur the economic recovery and it will give a lot of confidence. That’s the most important, consumer confidence.
JOEE GUILAS: I know for a fact that you’ve got one foot in the government center, another foot in the private sector. Do we actually see private sector companies eventually giving access to vaccines sa publiko?
SEC. CONCEPCION: Well, first, our own employees ‘no, that’s a lot. Now, many are including the families; so not only the employee but the wives, the spouses, the children. So eventually, it’s the family unit that the companies are focusing on. Now that Secretary Charlie Galvez already said to us that our donation will not be needed by the government anymore, that is scheduled to arrive on February next year, that’s three million doses that will come back to us. Of course, we committed that to some LGUs which we will convince the companies even though Galvez said, walang donation sa national government, we can keep it, I feel that we can still help the LGUs. Because the LGUs right now, while our vaccines are not in, they already helping the A4 of the private sector.
JOEE GUILAS: I think what’s really important at this point is for us to give hope to the public, to the Filipino public, are we still certain that we’re going to have a brighter Christmas this year?
SEC. CONCEPCION: Definitely, we’re going to have a brighter Christmas. I believe that the private sector, the LGUs will really step up the inoculation of our employees. And we are ready by the way. Everybody is ready. You can see Ricky Razon putting up his own vaccine center, a mega center; and Ayala, and everybody. So we are ready; we are confident.
And what we have to work on is our Filipino people. I think it’s the duty of every Filipino citizen to take the vaccine because that’s the only way that we can save lives and livelihood and nothing else. There is no other solution. Wearing of face mask and shield – fine! We will be allowed to prevent the infection. But you can see, we closed, we opened the economy. We cannot have a car that’s running and then stopping, running and stopping; and we have to now turn that around and the best opportunity to turn that around is the last quarter because you’ve got Christmas spending, election spending. And building of the confidence, you could see the number of people here.
So let’s give confidence to our people that it is safe. The vaccines have side effects; for some people no side effects. But what is worse is if you don’t take the vaccine, you can get sick and you can die. So the vaccine will protect from severe illness and even death. And of course, what it does – it will save the livelihoods of all our Filipino people.

USEC. IGNACIO: Isa rin sa itinuturing na bilang high-risk area ang Lungsod ng Bacolod matapos makapagtala ng mataas na bilang ng mga bagong kaso ng COVID-19 nitong mga nagdaang linggo. Kaya naman panawagan ng lungsod, bukod sa reinforcement ng mga medical frontlines, dagdagan din sana ang supply nila ng bakuna, makibalita tayo mula mismo kay Bacolod City Mayor at national president ng League of Cities of the Philippines, Mayor Evilio Leonardia. Good morning, Mayor.
BACOLOD CITY MAYOR LEONARDIA: Good morning, Usec. Rocky. Good morning to all our listeners, including my friends from [unclear] in Iloilo City.
USEC. IGNACIO: Mayor, kumustahin po muna namin ang mga kababayan natin diyan sa Bacolod. Napuno na raw po iyong mga ospital diyan sa Bacolod dahil sa pagtaas ng kaso ng COVID-19?
BACOLOD CITY MAYOR LEONARDIA: We are on alert with the cases rising. Our story of COVID has been some kind of a roller coaster ride. We’ve started very, very slow and then we had it so bad during the months of September, October. We brought it down by December. It was only low as five cases a day; even in January, we’re down to four. In February, it was as little as two cases a day. Then all of a sudden, by the end of March, April and May, we have this surge.
So, yes, we are very alarmed. And we—on our own, we are trying to make arrangements so that we can have those—because technically, Usec. Rocky, we are MGCQ but in spite of that, we’ve made measures on our own to somehow – in an effort to contain the surge – we are, for example, we are going to have a curfew as early as 10 o’clock by today, because I signed the executive order yesterday. We decided that in as much as in the meantime while we are under MGCQ, we have certain restrictions in terms of having to follow the rules and guidelines of the IATF.
So we took it upon ourselves to have our own curfew statute. It’s used to be 11, now we are going to make it starting today due to the executive order I signed only yesterday.
After a series of meetings with our infectious disease doctors and the business sector, we made some agreements to have a compromise between, you know, balancing health and livelihood. So as it is, we feel that—we also will be having a very strict liquor regulation. Meaning, we will only have the sale of the liquor from 12 noon to 6, but absolutely no drinking in public, restaurants, refreshments and even in the streets and alleys. We will not allow it [unclear].
There are also, you know, as agreed, we have appealed to our religious leaders to instead of them being allowed 50% during the MGCQ period, we appealed to them to make it only 30%. The same goes to the restaurants and hotels. And we feel that with all these, we will be able to a certain extent contain the rise of the virus to a certain extent.
USEC. IGNACIO: Mayor, mabilis na lang po ano. May pahabol na tanong si Joseph Morong ng GMA 7: Bakit daw po sa palagay ninyo tumaas o nagka-surge diyan po sa inyong lugar?
MAYOR LEONARDIA: Our emergency operation center had made an assessment on this and we feel it’s, one, it’s the movements of people. This is a city of 624,987 people and we are the biggest city in Western Visayas and added to that, we are in a province with 2.4 million people. So this is a center of trade and industry and there are just so many people here. Then we know that mass gatherings [unclear], but even social gatherings have somehow proliferated and you know, we feel, that it is our perception that there is a certain degree of complacency. Because when we had it so good during the last five months, then people tended to be more relaxed and of course there is what we call the [unclear] effect, which means people got more confident when the vaccine came.
And the other factor, we believe, is the new variant because our line list of positive cases have told us that there is so many cases where the names of those in the list are the same, meaning these are families. So variant must also be a big factor here.

MAYOR LEONARDIA: Thank you so much, Usec. Rocky.
USEC. IGNACIO: Samantala, makibalita naman tayo sa pinakahuling update mula sa World Health Organization. We will be joined by the WHO Representative to the Philippines, Dr. Rabi Abeyasinghe. Good morning, sir.
DR. ABEYASINGHE: Good morning, Usec. Rocky. It’s good to be back.
USEC. IGNACIO: Yeah, thank you. Dr. Rabi, may we get your reaction first on the symbolic inoculation of our essential workers here in the Philippines specifically those from the NCR Plus areas?
DR. ABEYASINGHE: Usec. Rocky, this is important question. Let me clarify, we welcome any attempt in the vaccine coverage and we recognize the critical importance of vaccinating frontline workers to a key measure to get economic revival. At the same time, I want to emphasize that WHO views the integral part of our comprehensive response and to use the vaccines in a way that we maximize the impact of the vaccines because we know that the vaccine reduces severe cases and deaths. And if we look the data in the Philippines, we know that nine [unclear] deaths have happened in people who are 45 years of age. So, it is very important that we use the vaccines to reduce the deaths by prioritizing these groups. And these groups have been captured in WHO prioritization list of A1, A2, A3 groups and so we continue to emphasize that it is important that we use the vaccines in a way that we maximize the benefit of the vaccines in reducing the cases and the deaths while recognizing the need to bring back economic activity.
So even with the vaccination of the A4 group, it would be far more impactful in the other term, while we deal with vaccine sort of ages to start vaccinating those people of A4 group that are above 40 years so that we maximize economic revival angle of it, but also maximize the reduction of severe cases and deaths.
This is radically important because we are in a way and where the global situation points to inoculation of more variants of concern and these variants of concern in localized surge in many parts, including here in the Philippines. This has to be taken in the context of when vaccines are in boost gives optimism to the population resulting in increased mobility. And this increased mobility causes a surge in COVID-19.
So, things need to be very carefully balanced out especially because we are dealing with limited supply of vaccine. If we have an unlimited supply of vaccine that could rapidly roll out the vaccines to protect as many people as possible that would bring about. Unfortunately, the reality is that, vaccine supply is still a challenge. Although we are happy to note that we are expecting increasing the larger quantities, but that will start over the next 2 to 3 months, we have to be very careful in the very use [garbled] how we messaged the population because we already hear messages at how the need for reduced compliance with minimum public standards. And we know that it’s way too early with product coverage so low to go there [unclear]. So we have to be very careful in the messaging and the very use of the vaccine [unclear].
USEC. IGNACIO: We have question from Red Mendoza of the Manila Times: Has the WHO made its confirmation that some areas in the Philippines specifically in NCR are experiencing a community spread of the variants of concern? Has the DOH briefed on this assumption?
DR. ABEYASINGHE: Thank you, Usec. Rocky. We believe that the results coming out from the Philippines genome sequencing, we see that increasingly we are detecting what we now the alpha and the beta variants circulating in the Philippines.
The alpha as you recall is previously known as the UK variant and the beta variant was the South African variant. So, [unclear] a large proportion of sequenced samples forming these variants circulating and this is attributed to the increased transmissibility.
So, on a global [garbled] we see that when these variants come, because of their increased transmissibility [garbled] and they become the predominant viral [garbled].
Of course, the evidence we have is because of the very limited capacity whole genome sequencing in the country [garbled] on a weekly basis samples. So, in light of this, it would be safe to [garbled] that increased proportions of these alpha and beta variant [garbled] to the fact that like in many countries, these variants are displacing [garbled] and becoming the predominant type.
And this could also explain why we are seeing continuing [garbled] in many places but let me reiterate that these variants of concern can still be controlled by all the protocols that we’ve been following from the beginning, the minimum public health protocols. These variant of concern [garbled] amenable, they are controlled by the vaccines. The vaccines prevent disease and death even in the presence of these variants. So, we really are concerned about their presence, what we are [garbled] if we [garbled] we can still control their transmission and suppress the surges.
So, we are [garbled] for all local government units, the national government, to continue to implement the measures we’ve been deploying from the beginning of this pandemic because we believe that even with the circulation of these variants, we can still control the situation.
USEC. IGNACIO: Another question from Red Mendoza, Dr. Rabindra: Is the Philippines assured of more doses aside from the more than four million doses that will be arriving this week from the COVAX? When can the Philippines expect its donation from the US Government that will be coursed through COVAX?
DR. ABEYASINGHE: So, let me clarify that. It’s an important question. We expect about 2.2 million doses [garbled] vaccines from the COVAX to arrive on the 11thof this month. That is the [garbled] vaccines. Although we are getting another two million AstraZeneca doses to arrive, we still don’t have the exact dates on when they will arrive. So, it’s most likely that it’s not going to be [garbled] but sometime later during this month.
As we’ve said from the beginning, the COVAX Facility is committed to [garbled] vaccines to protect 20% of the Philippine population and we are optimistic particularly [garbled] last donor’s meeting that we had in [garbled] we had and we want to acknowledge significant donations, commitments from the Government of Japan [garbled] subject to monitoring capacities, the COVAX will be able to honor commitment [garbled] vaccines to protect the most vulnerable 20% in the Philippines.
USEC. IGNACIO: Dr. Rabindra, question from Leila Salaverria of Inquirer: What does the WHO say about plans to expand the vaccination program to include those below 18 years-old and as young as 12 years old?
DR. ABEYASINGHE: The issue of vaccinating younger people needs to be taken in the context of [garbled] and the vaccines as I already mentioned need to be used to protect those people at risk. So, if we have [garbled] that being used on the Philippines are cleared for those age groups [garbled] and are registered by the Philippine FDA they may be used to protect vulnerable people within that age group because clearly, they’re immune-compromised individuals. There are people suffering from health conditions that require prioritizing them. Once we know that [garbled] effective vaccines but this should not be for the general population of 12 – 18 years old. From a general population perspective, we need to protect the elderly as priority and once those groups are adequately protected [garbled] to the younger age groups and then [garbled].
