BENDIJO: Good morning Usec. At muli ninyo kaming samahan sa panibagong araw ng balitaan tungkol pa rin sa COVID-19 sa ating bansa, ako naman si ALJO Bendijo.

USEC. IGNACIO: At ito ang Public Briefing #LagingHandaPH.

ALJO, simulan na natin ang balitaan sa araw na ‘to: Proposed 2021 budget ng Department of Justice at mga attached agencies nito, sinuportahan ni Senator Bong Go. Aniya, malaking papel ang ginagampanan ng DOJ sa matagumpay na kampanya ng pamahalaan laban sa iligal na droga, kriminalidad at korapsyon sa bansa. Dahil dito ay ilang mga panukalang batas din ang isinusulong ng senador para suportahan ang mga programang nakapailalim sa kagawaran gaya na lang ng modernization ng Bureau of Immigration at ilang mga pagbabago sa Bureau of Corrections at National Bureau of Investigation. Buo rin aniya ang tiwala niya at ni Pangulong Rodrigo Duterte kay Secretary Menardo Guevarra na ipagpapatuloy nito ang malinis na pamamalakad sa nasabing kagawaran.

BENDIJO: At kaugnay diyan ay nagbanta rin si Senator Bong Go sa mga napapabalitang mga corrupt officials sa loob po ng Bureau of Immigration tungkol sa umano’y ‘pastillas’ scheme. Sa naging hearing ng Senate Committee on Women, Children, Family Relations and Gender Equality, sinabi ng senador na matagal nang nabuko ang pastillas scheme na ito sa loob ng ahensiya ngunit hanggang ngayon ay wala pa ring nananagot dito. Huwag na aniyang hintayin ng mga corrupt officials na ito na ipakain sa kanila ng Pangulong Duterte ang mga perang kinukurakot nila. Sa huli ay nanawagan siya kay DOJ Secretary Guevarra at kay Immigration Commissioner Jaime Morente at sinabing handa siyang umalalay na linisin ang naturang ahensiya.

USEC. IGNACIO: Samantala, sa naging Senate Public Hearing naman ng Committee on National Defense ay iminungkahi ni Senator Bong Go sa mga kapwa senador na suportahan ang pagsusulong ng reporma sa pensiyon ng militar sa pamamagitan ng Senate Bill 4019 na naglalayong i-maintain ang financial flexibility ng pamahalaan habang sinisiguro na may sapat na benepisyo ang ating mga uniformed personnel. Aniya ang mga uniformed personnel ang may pinakaimportanteng trabaho sa pagsiguro ng peace and security ng bansa bago pa man ang pandemya. Ito ang dahilan kung bakit buo din ang suporta ni Pangulong Duterte na doblehin ang kompensasyon ng mga pulis at militar.

BENDIJO: Nasa walongraang Tricycle Operators and Drivers Association o TODA members sa Lungsod Quezon ang nakatanggap ng tulong mula sa opisina ni Senador Bong Go. Ito’y matapos lumapit ang mga TODA members sa senador na hindi naging benepisyaryo ng Social Amelioration Program ng pamahalaan na mabigyan rin sila ng assistance sa gitna pa rin ng mataas na bilang ng COVID-19 case sa siyudad. Bukod sa mga food packs, face masks at face shields, namahagi rin ang DSWD ng ayuda sa pamamagitan ng kanilang Assistance to Individuals in Crisis Situation Program, habang ang DTI naman sa kanilang Pangkabuhayan sa Pagbangon at Ginhawa Program. Namahagi rin ang senador ng mga bisikleta sa ilang TODA members at computer tablets naman para sa mga anak ng mga ito.

USEC. IGNACIO: Sa mahigpit na pagkondena ng pamahalaan sa korapsiyon at grave misconduct sa hanay ng mga government workers and officials, pag-uusapan natin ang mga kaso at consequences na puwedeng ipataw sa mga manggagawang sibil na sangkot sa kabi-kabilang issue. Makakausap natin si Civil Service Commissioner Attorney Aileen Lizada. Magandang umaga Commissioner, welcome back po sa Public Briefing.

COMMISSIONER LIZADA: Magandang umaga po Usec. Rocky, kay Sir Aljo at sa lahat po ng nanonood at nakikinig. Magandang umaga po sa inyong lahat.

USEC. IGNACIO: Commissioner, sa usapin po ng umano’y korapsyon sa hanay ng mga PhilHealth officials, bukod po doon sa criminal cases na ipapataw sa kanila, ano pa po iyong mga administrative sanction o consequences na haharapin din ng ating mga opisyal na napatunayan pong nagkasala?

COMMISSIONER LIZADA: Sa katanungan mo na iyan, it depends po iyan sa gravity ng offense. Iyong pinakagrabe pong puwedeng mangyari sa kanila together with the accessory penalties aside from madi-dismiss ho sila sa serbisyo, iyong may tinatawag po tayong accessory penalties. Ang accessory penalties po ay mayroon ho tayong apat: [garbled] ng inyong eligibility; number two, forfeiture of retirement benefits; number three, perpetual disqualification from holding public office; and number four, barred from taking the Civil Service exams.

So ito ho iyong puwedeng kaharapin—the consequences of a grave charge. ‘Pag napatunayan po ito, ito ho iyong puwedeng abutin ng isang kawani ng gobyerno. Hindi lang ho ng PhilHealth but lahat na ng kawani ng gobyerno, ma’am.

USEC. IGNACIO: Opo. Attorney, maari po ba silang bumalik sa serbisyo o nakabase pa rin ito doon sa nature ng resignation o filed charges sa kanila?

COMMISSIONER LIZADA: Kung tayo po ay sa resignation, mapapag-usapan ang resignation, puwede pa ho silang bumalik which is under reemployment. Reemployment is under sa Civil Service, it is one of the modes of coming back from the service for those who have been previously appointed pero na-separate sila from the service because of reduction in force, reorganization, retirement, voluntary resignation or any non-disciplinary action such as dropping from the rolls. Reemployment presupposes a gap in the service, puwede na silang pumasok ‘pag nag-resign po sila.

USEC. IGNACIO: Uhum. Commissioner, ‘di po ba may isinasagawa kayong assessment sa performance ng government employees o itong Strategic Performance Management System. Paano po ito nagwu-work at paano rin po ito nakakaapekto sa kanilang pananatili sa puwesto?

COMMISSIONER LIZADA: Magandang katanungan, Usec. Rocky. Mayroon ho tayong tinatawag na IPCR which is the Individual Performance Commitment and Review – ito ho ay ginagawa ng isang empleyado ng gobyerno. Number two meron din tayong OPCR which is the Office Performance Commitment and Review. Ito, sila po ay nagko-contribute doon sa SPMS na sinabi po ninyo ‘no which is the Strategic Performance Management System. Ang nakukuha lang po nitong SPMS ay kung na-hit, naabot ba ng isang ahensiya ng gobyerno ang target nila.

Kaninang umaga lang po tinanong ko doon sa Head ng Policy ng CSC kung mayroon ba tayong polisiya na nakaka-rate din sa mga empleyado ng gobyerno na kinasuhan at na-found guilty or na-charge po admin case at nalaman ko po na wala pa hong polisiya ang CSC na makakaapekto sa performance rating ng isang opisyal or empleyado kung ito po ay na-indict at na-charge. Kaya on our end knowing this, Usec. Rocky, I think it is high time also na we will be proposing to the Commission to come up with a policy as well.

Kasi aside from dismissal of service, iyon lang po… iyon lang ho ang puwedeng makaka-separate. Pero paano na po iyong mga kawani ng gobyerno na repeatedly natsa-charge na po—not only charged but found guilty or already mayroon na siyang charge or na-indict na siya in a criminal or admin case, patuloy pa rin po. So I think we should put in a policy that will rate them.

Kung mayroon ho tayong rating system—ang nangyayari kasi ho kung malapit kayo masyado sa boss ninyo at kahit poor ang performance ninyo, ang lumalabas sa rating which is quarterly – mayroon hong mga quarterly rating or twice a year na rating – instead of siguro poor or satisfactory, nagiging outstanding pa. So kailangan hong mayroong third party which is ito ho iyong imumungkahi ng opisina namin – let us look into the admin charges and criminal charges if indicted already and if found guilty. Siguro may corresponding demerit din iyon kasi hindi naman ho tayo puwedeng maging haven ng mga tiwaling empleyado o opisyal ng gobyerno because we are based on merit and fitness and we are assuming that everyone is on that level.

Pero kung parati na kayong natatamaan o tinatamaan ng mga charges at kayo ay natsa-charge at formally indicted, I think we should put in a policy already.

USEC. IGNACIO: Maganda rin iyan Attorney para iyong ating mga civil servants nagiging aware doon sa kanilang dapat na tungkulin sa ating bansa. Sino po ang may kapangyarihan na mag-rate sa kanila; ito po ba ay dumadaan talaga sa Civil Service Commission?

COMMISSIONER LIZADA: Ito nga iyong punto natin Usec., because ang nagri-rate sa kanila iyong kanilang immediate supervisor. The CSC does not rate them so kahit—kaya nga dito natin nakikita at nararamdaman ho natin iyong sentimyento ng ibang rank-and-file. Kasi iyong iba talaga ho, kayod nang kayod, mabuti iyong trabaho. Pero iyong iba na maraming milagro, outstanding o excellent pa.

So, we need to put in a check and balance on this aspect. Hindi po kami ang nagri-rate; it is the immediate supervisor po ang nagri-rate. It would be good to know anong mga rating nitong mga kawani ng gobyerno, especially sa PhilHealth, it’s good to see kung ano ho ang mga rating nila, ano ang binigay ng mga boss nila sa kanila during the past ratings. Were they excellent? Were they outstanding? Magandang katanungan din ho iyan sa PhilHealth.

USEC. IGNACIO: So paano po mai-enforce or mas mapapaigting itong rating system through CSC sa mga public servants po?

COMMISSIONER LIZADA: I think it is time ho, Usec. Rocky, na we put in another factor to check on the performance rating of each official or employee ng gobyerno para ho ma-empower din iyong public. Kasi sasabihin lang nila, “Ah, wala, wala iyan. Walang mangyayari diyan.” Because even … kahit magsusumbong sila, there is no effect on the charge or the indictment of a government official because the rating still lies on the pen of the supervisor.

So maganda ho sigurong tingnan din ng Komisyon ngayon, bigyan ho natin ng isang another factor of rating regarding the admin and the criminal charges that an employee or official of the CSC gets. Tingnan ho natin, kasi kung mayroon tayong merit, siguro mayroon din dapat tayong demerit system based on ano iyong kanilang ginagawa sa gobyerno. We cannot be a haven, we cannot be a haven of those employees or officials who are staining the other employees and officials who are doing good as well. Dapat mayroon ho tayong sistema rin na ipasok.

USEC. IGNACIO: Opo. Sa panahon po, Commissioner, ng pandemya, ina-allow pa rin ba iyong pagtatanggal sa mga kawani ng gobyerno regardless sa employment status nila kung may mababa silang performance rate?

COMMISSIONER LIZADA: Wala ho tayong policy ngayon na inisyu na bawal ang termination. Always remember na public office is a public trust. We keep on saying, “tayo po ay sinusuwelduhan ng taumbayan.” And kung tama po iyong ginagawa ninyo, wala po kayong dapat ikatakot. Kung kayo ay may ginagawang mali, there is nothing that will prevent government also to take you out even in times of pandemic.
Kaya nga nasa pandemya tayo, ginagawa ninyo pa rin iyong anomalya, so it does not sync well when we say “Public office is a public trust.” We are held accountable to the public.

USEC. IGNACIO: Oo. Hindi naman po ibig sabihin ay kung halimbawa corruption lang, kung magkakaroon po ng sinasabing poor performance o iyong ini-expect mo na dapat delivery mo sa iyong tanggapan? Puwede rin po ba iyon?

COMMISSIONER LIZADA: Depende po iyan kung ano ang patakaran, internally, ng isang ahensiya ng gobyerno. Kasi baka gusto pa niya ng promotion. Usually, ratings come in sa mga promotion. Maganda pong tingnan ano iyong track record ng isang empleyado or official, paano siya napu-promote kung siya po ay hindi naman siya excellent or outstanding. It is an indicator po of whether he is qualified na ma-promote po, in terms of promotion, ma’am.

USEC. IGNACIO: Opo. Commissioner, may good news din daw po kayo sa ating mga civil servants na nais namang mag-extend ng serbisyo sa bayan.

COMMISSIONER LIZADA: Okay. Mayroon ho tayong Resolution # 2000002 promulgated last January 3, 2020. Ano po ito? Ito po ay guidelines on the request for extension of service or EOS. Dalawang pagkakataon or opportunity na puwede kayong ma-extend ng serbisyo: Unang-una, sa GSIS ay kailangan po mayroon tayong 15 years in service and at least 60 years old para po kayo ay ma-entitle sa retirement age. Kung kayo po ay nag-optional retirement at 60 pero kayo po ay 13 years in service, CSC will allow you to extend two more years para po makuha ninyo iyong 15 years in service, para ma-entitle po kayo sa retirement ninyo – one.

Number two, in the exigency of the service kagaya po ngayon, let’s say mandatory age of requirement na kayo but you are the chief medical officer or you are a nurse or you are a budget officer or your position is highly technical na mahihirapan tayong maghanap muna. So with the endorsement – importante po – with the endorsement of the head of agency, puwede ho kayong ma-extend for a period of six months. At kung wala pa hong nakikita, and another six months – maximum of one year. Ito po ay another form of extension of service aside sa sinabi ko noong una for compliance to complete the 15 years. Iyon ho iyong puwede nating ibigay sa mga kawani ng gobyerno at suporta sa mga local government units at mga national government agencies para ho walang gap at tuluy-tuloy ang panenerbisyo.

Actually, marami na po kaming natatanggap, Usec. Rocky, and most of them are coming from medical na field po, iyong mga doctors or iyong mga nurses. Others po ay iyong mga budget officers nila, especially in time now ho for the budget hearing.

USEC. IGNACIO: Update naman po, Commissioner dito sa Civil Service Exam, kasi marami na rin pong nagtatanong ngayon tungkol dito?

COMMISSIONER LIZADA: Okay. Bago lang ho kami nag-commission meeting noong Tuesday. We are one sa Commission that we want to go online. To the new normal, we need to restructure our pen and paper test. So that’s why we gave a directive to the examination recruitment and placement office ng CSC that we want to go online. And in transition, hahanap po ng paraan how to bridge the gap going to online.

USEC. IGNACIO: Okay. Maraming salamat po sa inyong panahon, COMMISSIONER LIZADA. May paalala po ba kayo o mensahe na nais idagdag sa ating mga civil servants?

COMMISSIONER LIZADA: Sa lahat ho ng mga officials at empleyado ng mga kawani ng gobyerno, tandaan po natin ang job description po natin, iyon ho ang ating kumbaga framework kung ano ho iyong dapat na trabaho na gawin natin. Hindi ho part ng ating job description ang corruption. Nilagay ho tayo sa posisyon natin for a reason, at iyong rason ay manerbisyo sa taumbayan. Huwag ho nating kakalimutan iyan.

And to those na may ginagawang katiwalian, ito na lang po ang tanong ko sa inyo: The food that you lay on the table, that you feed your family, is it your hard-earned money or pinaghirapan ba iyan ng ibang tao? So we do not like to go along this line but we need to do shaking up of the whole bureaucracy kasi nakasanayan na po. But hindi ko nilalahat, marami pa rin hong matitinong kawani ng gobyerno. Gawin lang ho natin iyong tama. At kung tama ho iyong ginagawa ninyo, wala hong rason ang management to call your attention.

So, inuulit ko po, wala ho tayong kurso, wala ho tayong mga … there are no courses, there are no lessons on how not to do, how not to be corrupt; it is innate. We are public servants, we ought to be honest; we ought to be the exemplars of what public service is all about. So it’s high time ‘no, this is a wake up call to everyone, gawin ho natin iyong tama and definitely we will be behind you sa CSC. But do not use CSC as a haven everytime na may ginagawa ho kayong kamalian because always the law will catch up on you.

COMMISSIONER LIZADA: Kayo rin po.

ALJO BENDIJO: All right. So, Usec., maya-maya naman ay makakausap natin ang bagong chairman ng National Commission of Senior Citizens. Usec., higit isang taon na ang nakalipas ay pinirmahan nga ng Pangulong Rodrigo Duterte ang isang batas na lilikha ng isang komisyon, sa ilalim iyan ng Office of the President, na magrerepresenta sa mga nakatatanda o senior citizens sa bansa. Noong Sabado nga ay pormal nang nanumpa ang kauna-unahang uupong chairperson ng National Commission of Senior Citizens.

Makakapanayam natin ngayon si Attorney Franklin Quijano. Magandang umaga po, Atty. Quijano.

ATTY. QUIJANO: Good morning; magandang umaga; maayong buntag.

It’s really a very happy occasion that I am being interviewed by your station; ngayon po ay Week of the Senior Citizens. So we are celebrating, the whole country is celebrating the Week of Senior Citizen and therefore medyo talagang timing na timing at itong inyong lingkod po had just taken his oath last week as Chairperson of National Commissioner of Senior Citizens.

BENDIJO: Maayong buntag po, Chairman, Atty. Franklin. This is Aljo Bendijo, Chairman, with USec. Rocky Ignacio.

Makasaysayan po ang pagkakaupo po ninyo bilang kauna-unahang Chairperson ng kauna-unahan ding National Commission of Senior Citizens. So ano po ang aasahan ng mga senior citizens, nakakatanda nating mga kababayan, sa NCSC at papaano po ninyo matutugunan ang kanilang mga pangangailangan?

ATTY. QUIJANO: Unang-una po, good morning Aljo, good morning USec. Rocky.

Ang senior citizens po has a very important role in turning around the economy. Kung matatandaan natin ang ating ekonomiya ay bumagsak ng about 15% and you will notice that the senior citizens have a very, very important role, knowing that all these time, all these years and senior citizens po are in the forefront of building this economy. So, ang isang nauunang challenge po natin is nation building. So, it will create the rebound of this country, para kung mai-rebound natin ang country, then more benefits will go to the senior citizens.

Ang pangalawang punto ko po ay the senior citizens can help each other, no poor senior citizen—walang maralitang senior citizen na hindi marunong mag-share; at walang mayaman na senior citizen na hindi marunong mag-care.

So, we would like to say that—we would like to ask all senior citizens na sana magtulungan tayo para maibalik natin ang dating sigla ng ating bansa, ng ating ekonomiya.

So we would like to be creating programs for senior citizens, para maibalik natin, maibigay natin iyong mga karanasan natin na medyo nasa ano na… sa pre-departure baka naman puwede nang i-share natin on a voluntary basis to all the citizens of our country.

Pangatlo po ay may mga batas na po na nagawa doon sa pagpalago ng promotion ng welfare at wellness sa senior citizens. So that the Commission which is just starting from scratch.

We would like to let you know Aljo at USec. Rocky, that wala pa pong Implementing Rules and Regulations ang National Commission of Senior Citizen. Wala pa pong organizational structure, wala pang offices at wala pang budget and yet we really believe that the opportunity given by the Duterte administration to the senior citizens will really go a long way. We really feel that iyong senior citizens are safe in our lives, where even the young will desire to become senior citizens.

BENDIJO: Ano po iyong mga pangunahing concerns na idinulog po sa inyo ng atin pong mga senior citizens. Mayroon yatang isinagawang consultative forum sa inyo?

ATTY. QUIJANO: ALJO, I am actually—punung-puno po ako sa daming reaction coming from the senior citizens. A lot of them are bringing the message of hope na sana ang senior citizen will really become a collective group na makapag-deliver ng support sa isa’t-isa.

Well of course, the other programs of the government will have to really be evaluated tulad ng social pension, tulad ng centenarian at saka iyong mga lahat ng suporta sa senior citizens, including iyong suporta ng senior citizens na nanggagaling sa mga welfare party including PhilHealth. So, all these will also become the mandate and the marching order sa bagong tayong National Commission of Senior Citizens.

USEC. IGNACIO: Attorney, si Rocky po ito. May tanong po tayo mula sa ating kasamahan sa media. Mula po kay Evelyn Quiroz ng Filipino Mirror. Ito ang tanong niya: Aside from the DILG Memorandum Circular #2020110 known as The Rule of Mobility of Older Persons in Quarantine Situations as prescribed by the IATF-EID allowing senior citizens to go out of their homes even during MECQ and GCQ. What other laws are there favoring senior citizens during this pandemic?

ATTY. QUIJANO: USec. Rocky, I didn’t get the second part. But let me start with the first part.

You know, one of the lessons that we have learned is that ang dami po ng nagrereklamo, dahil ang senior citizen ay hindi pinapasok sa mall, hindi pinapasok sa mga grocery areas and sometimes they cannot be able to get their basic necessities. And so one of the moves of the Commission is to really talk to the expert in health and appeal, kasi po iyong directives ni Secretary Año ay kung minsan kino-kontra sa mga local government units areas. So we would like to make this really uniformed and we are asking all the grocery stores, all the malls sana po naririnig ninyo iyong boses ng senior citizen na dahil nililinis naman iyong mga groceries at mall sa gabi, so we hope that the first portion of the day, puwedeng ibigay sa senior citizen. Kasi disinfected naman iyong mall sa gabi and in the morning, if the senior citizens are allowed, then the chances of the risk of them getting any disease is really very low.

So, this is an appeal that we would like to give to all the malls, groceries and most especially the local government units: Ang mga senior citizens po ay lumalapit sa takip-silim. But please favor us, the morning.

If the mornings will be given to the senior citizens, maski dalawang oras lang po, from 9 to 11 in the morning, when the store opens and up to 11; and then the general public can come in afterwards, that is really is so much gift that you can give the senior citizens.

It’s not just that we can go around anywhere, it’s really that we have to answer the needs of the senior citizens and these are the basic needs that we would like our society to give. So, once again: Lumalapit na po kami sa aming takip-silim, but please favor us; it’s the morning, your mornings will definitely be a very happy memory for us senior citizens.

BENDIJO: Chairman Quijano, paano po ninyo effectively mako-communicate sa inyo pong mga stakeholders ang mga programa ng NCSC sa panahon ngayon na halos lahat po ay naka-rely sa gadgets at internet connection, alam din natin na hindi maraming mga senior citizens ang may access sa ganitong uri ng komunikasyon.

ATTY. QUIJANO: Yeah, ALJO ang ginagawa po natin ngayon ay we have to keep up with the advances in technology. So, iyong mga senior citizens na nakipagkita sa atin, nagkikita tayo through the virtual media. And so ang panawagan po natin even as the month started in October 1, naging deklarado po ito as international Day of Senior Persons, ang request natin is please give a virtual hug to the senior citizens.

So iyan po iyong ano natin, let’s go virtual, let’s go and communicate through the social media and of course PTV 4, will be very much of help as we disseminate the information to each one in society.

BENDIJO: Opo, mayroon din kayong tinatawag na listening tour, Chairman Quijano, ano po ang layunin nito at papano po ninyo ito gagawin?

ATTY. QUIJANO: ALJO, I found it really very important kasi po starting from scratch tayo at gumagawa tayo ng implementing rules and always we have to make seen the views of the senior citizens. There are a lot of senior citizens who can contribute to creating a program for the Commission that can bring the senior citizen in the forefront of bringing back the vitality of this economy.

So, iyan po iyong mga tinatanong natin as we go into the listening tour. We can go Luzon, Visayas, and Mindanao and then go to the different regions then provinces and cities and hope that we would be able to formulate a very strong program for the senior citizen.

Kami po ay may pangangailangan but more than that we are also resources who can share a lot and bring vitality back to this economy. May mga marami pong skilled na senior citizen, marunong silang gumawa ng basket, ng malong, ng banig, and so we would like them to really share to the rest of society the skills that they have so that our society would be more sustainable in the future.

BENDIJO: Kasabay po ng pagbuo ng komisyon, chairman, ang pag-a-abolish din ng National Coordinating and Monitoring Board na nasa ilalim naman ng DSWD. Ano po ang kaibahan ng functions ng NCMB sa magiging tungkulin naman po ng NCSC, chairman?

ATTY. QUIJANO: We would like to say that hindi ho natin tuluyang bubuwagin ang Monitoring Board ‘no. On the contrary, we would like to compress it with the coordination and we’re asking all the national government agencies who can help the National Commission of Senior Citizens to really stay put and be around, please help us – TESDA, DOH, DSWD and all the wellness and welfare group at saka iyong NGO.

We would like to encourage public-private partnership and we would like to really ask the senior citizen to go into senior expert volunteer program so that when this happen, magtutulungan hindi lang ang senior citizen kung hindi pati ang senior citizens tutulong sa lahat ng mga sector ng ating bayan sa lahat ng barangay. Hanggang ngayon po, Aljo, may mga lugar na wala pang tubig, walang kuryente, walang telecommunication and the senior citizens have in them, their expertise to help our country.

USEC. IGNACIO: Attorney, mayroon pong tanong iyong kasamahan natin sa media na si Joseph Morong ng GMA 7. Ito po ang tanong niya sa inyo: Iyon pong appeal ng mga senior citizen, addressed daw po ba ito sa IATF or sa LGUs or sa mga malls lang po?

ATTY. QUIJANO: Actually, generally addressed po ito sa authorities and that includes the IATF. But I would like to say na importante pa rin ang local government units, kasi po may mga directives ang IATF na kung hindi susundin ng local government unit ay magiging sayang lang. So, we really want to address this to all society, but most especially siyempre iyong logistic sources, meaning the malls, the grocery stores and all the other businesses.

BENDIJO: Chairman, papaano po masisiguro ang smooth transition sa mga programa, mga proyekto at mga activities ng DSWD para sa mga poor, vulnerable at mga disadvantages sa senior citizens, papunta po sa inyong tanggapan?

ATTY. QUIJANO: We already have some initial na briefing coming from DSWD. In fact in Davao, Aljo, ni adto ta ug Davao, we talked to Usec. Luz Ilagan and she briefed us on the issues of the work of DSWD but more than that, we would really like to ask all the sectors of society most especially the national government agencies na may involvement sa senior citizens. Please help us, help define a very smooth transition.

BENDIJO: Opo. Chairman, papaano po makakatulong naman ang inyong dating post bilang mayor po ng Iligan City at maging administrator din ng PHIVIDEC Industrial Authority?

ATTY. QUIJANO: ALJO, iyong tanong: Paano makakatulong, after that ano?

BENDIJO: Opo. Papaano po makakatulong naman ang inyong dating post bilang mayor po ng Iligan City at maging administrator ng PHIVIDEC Industrial Authority sa bago ninyong trabaho bilang chairperson po?

ATTY. QUIJANO: ALJO, hindi po gawang biro itong ibinigay na trabaho sa atin ni Pangulong Rodrigo Roa Duterte dahil nga starting from scratch, we only has the law and we have to have the implementing rules and regulations, we have to have the organizational structure. So, bilang naging mayor at naging CEO ng isang ecozone, I will be able to really ask everyone na sana let us pull our expertise and our experience together and then we will have to design the implementing rules in a manner that we’ll be able to deliver, not only the senior citizens, but also to the rest of society.

BENDIJO: Opo. Bilang panghuli chairman, mensahe po ninyo sa atin pong mga manonood lalong-lalo na ang atin pong nakakatanda ngayon, chairman?

ATTY. QUIJANO: Yeah. Aljo, we are already reachable sa social media and we have our Facebook page, ang pangalan po ay National Commission of Senior Citizen-Philippines. Sana po, if you have certain proposals, sa mga reklamo o anuman, mungkahi, please feel free to express them through our Facebook page.

And then of course, this representation reachable. We hope that we’ll be able to establish a satellite office in Cebu where we can move to the other islands throughout the country, even as the law prescribe that the office for the National Commission of Senior Citizen will be in Metro Manila. So, we have to reach out not only to Cebu, Davao, Metro Manila but the rest of the country and sana po you will help us to reach the last barangay in our country, you will help us improve the communication for the senior citizen. In this way we would be able to succeed serving not just the senior citizen but the country as a whole.

USEC. IGNACIO: Samantala, sa lumabas na DOH case bulletin kahapon, nakapagtala ng dagdag na 2,093 new COVID cases sa bansa. Sa kabuuan ay umabot na sa 326,833 ang bilang ng confirmed cases kung saan ang 47,655 dito ang nananatiling aktibo, katumbas ng 14.6% ng total cases.

25 ang nadagdag sa mga nasawi habang 209 naman ang mga gumaling. Sa kabuuan ay mayroon ng 5,865 deaths at 273,313 recoveries sa bansa. Makikita sa ating line graph na muling bumaba ang reported case kahapon na umabot sa 2,093. Ito na po iyong pinakamababa sa isang linggong nakalipas.

Malaki rin ang ibinaba sa bilang ng kaso na nagmumula sa National Capital Region na umabot lamang sa 557 kahapon. pero ito pa rin po ang pinanggagalingan ng mataas na kaso sumusunod po ang Cavite na may 253 new cases; nagbalik naman sa talaan ang Iloilo na nakapag-report ng 166 cases. Ang Bulacan ay nasa ika-apat na puwesto na may 124 cases at ang Batangas ay may 180 new cases.

BENDIJO: Yes. At malaki rin ang bahagi ng active cases ay mild lamang, katumbas ito ng 85.6%; ang asymptomatic naman o hindi kinakikitaan ng sintomas, nasa 9.5% samantalang ang severe cases 1.6%, at 3.4% naman ang critical.

Muli po naming paalala: Huwag pong kakalimutang magsuot ng face mask, ugaliin po natin ang pagsusuot nito lalo na kung tayo’y lalabas ng bahay. Dahil sa pamamagitan ng pagsusuot ng mask ay nababawasan nito ng 67% ang tsansa na tayo po ay makahawa o hindi kaya ay mahawa ng sakit.
