PRESIDENT FERDINAND R. MARCOS JR: Good morning everyone. We are here for the continuing inspection on the effects of Carina and Butchoy to the different communities that have been flooded, have now isolated communities, etcetera. So, let us go through the reports that will be given us by the different provinces. Umpisahan natin sa, kung nasaang [inaudible] ngayon. Kay Gov. Dan, I think mayroon kayong presentation na ibibigay? O sige, please go ahead.

BULACAN PROVINCIAL GOVERNOR DANIEL RAMIREZ FERNANDO: Your Excellency, President Ferdinand ‘Bongbong’ Marcos Jr., to all our distinguished guests, Honorable Governors, Cabinet Secretaries, Vice Governor Alex Castro, Honorable Mayors, Local Chief Executives of the Province of Bulacan – isang magandang umaga po.

As Governor of the Province of Bulacan and PDRRMC Chairman, May I present the situation report in the Province of Bulacan as of July 26, 2024. Ito po’y matapos ang walang humpay na pag-ulan at malawak na baha na dulot ng Super Typhoon Carina na lalong pinalakas ng Habagat. Bunga ng Super Typhoon Carina na humatak sa Habagat, nagdala ng walang humpay na pag-ulan – 17 LGUs po were severely affected. Naranasan ng bawat pamilya sa halos lahat ng bayan at lungsod sa Lalawigan ng Bulacan ang hagupit ng unos na dulot ay malawakang pagbaha.

At makikita rin po rito ang walong bayan at dalawang lungsod na naitalang may pinakamataas na pagbaha sa lalawigan – sila po ang mga flood-prone tuwing mayroong mga pagbagyo – ito ay Lungsod ng Meycauayan at Lungsod ng Malolos; sa bayang ito ay ang Marilao, Calumpit, Sta. Maria, Obando, Hagonoy, Guiguinto at Balagtas. Ang Meycauayan at Marilao po ang nagtala ng may pinakamataas na lebel ng pagbaha na umabot sa 12 feet – 13,021 families or about 48,000 individuals were relocated in the 318 evacuation centers. Halos lahat po ng evacuation areas sa mga apektadong nabaha na mga lungsod at bayan sa lalawigan ay nagamit po at nagamit po dahil po sa matinding baha na naranasan ng Bulacan.

Sa kasalukuyan, as of July 26 2024, kahapon ng 5 P.M., humigit-kumulang na 492,932 na pamilya ang apektado sa lalawigan at 1,679,973 na individual. As to casualty, we have recorded two individuals as shown here. During the typhoon, rains and flooding, these individuals passed away untimely.

In terms of damages particularly on agriculture and fisheries, covering the commodities of rice, vegetables, corn, plantation crops and both aquaculture and capture fisheries including livestock and poultry, the losses amount to P103,775,818.85. Patuloy pong [inaudible] nito as reports comes in.

Sa ngayon, ang top ten cities and municipalities that occurred damages in agriculture – San Miguel; Paombong; Bulakan, Bulacan; Hagonoy; Bustos; Malolos; Bocaue; Angat; San Ildefonso; at Meycauayan.

Lastly, the infrastructure damages amounts to about P789 million as shown in the details of said damages in respective LGUs. Pasok na po ito sa guidelines sa pag-declare ng state of calamity at patuloy pa ring tumataas ang datos as reports are still coming in. May mga school buildings at iba pang mga infra na nakalubog pa sa tubig. Ito po ay paniguradong tataas pa.

To summarize, the damages po incurred by the province in terms of agri amounts to about P103,777,818.85; in terms of livestock and poultry, it amounts to about P2,000,091 at ito po ay madadagdagan pa, ito po ay partial lang po; and in terms of infra, it’s about to — about P789 million or a grand total of damages amount of about P895,668,818.85.

The list of consolidated damages shows the top ten cities and municipalities as follows: Calumpit; Bulakan, Bulacan; Marilao; Pandi; San Ildefonso; Hagonoy; City of Malolos; Sta. Maria; San Rafael; Guiguinto. At dahil po sa mga datos na ito, ang inyo pong lingkod ay nagpatawag ng PDRRMC full council meeting or emergency meeting para sa… maaprubahan ang pag-declare ng state of calamity sa Lalawigan ng Bulacan upang masiguro na makatugon sa mga pangangailangan ng aming ka-lalawigan.

Your Excellency, Mr. President, kami po ay lubos na nagpapasalamat sa inyong muling pagdating sa aming lalawigan. Sa inyong ikalawang pagbisita sa amin ng kalamidad, muli naming nadama ang inyong pagdamay at suporta at pagmamahal, tulad ng aming — tulad po ng naunang krisis at kalamidad, ang pinakaapektado ay maralita nating mga kababayan — maliliit na magsasaka at mangingisda; mga urban poor; mga karaniwang manggagawa.

Batid po dito at batid po natin — may gampanin ang bawat isa. At ang lalawigan ng Bulacan ay nagnanais maging bahagi ng mabilisan at permanenteng solusyon sa pagbaha. Isa po itong programa ng pamahalaang nasyonal na ating buong pusong sinusuportahan. At makalipas ang halos tatlong taon nang masusing pasisiyasat at pagplano, nais ko pong kunin ang pagkakataon upang ipagbigay-alam na tayo ay nakatakdang mag-implement ng dredging Bulacan offshore at lima pang mga prayoridad na ilog, katulad po ng Angat river, Pamarawan river, Malolos river, Hagonoy river, at Guiguinto river.

Sa kasagsagan po ng pandemya, tumugon po tayo sa atas ng DENR Administrative Order No. 2020-7. Ang ating pong ipinagtibay ang Executive Order 7, series of 2021 sa lalawigan ng Bulacan. Dito ay bumuo tayo ng inter-agency committee na may layuning i-dredge ang priority dredging zone sa ating lalawigan.

May konkretong plano po tayo, sapagkat may gobyerno tayong handang dumamay sa bawat Bulakenyo at bawat Pilipino. Kung hindi nga lang po masungit na panahon, ay nakatakda na po sanang simulan ang Bulacan river restoration program to be led by engineers, environmental experts, and geologists sa ilalim ng inter-agency committee, katuwang po ang DENR at DPWH.

Gusto nating maging ehemplo sa buong bansa sa pangangalaga sa ating likas na yaman, ang atin pong kabundukan, kailugan, at ang kaligtasan ng ating mamamayan.

And we hope this is just the beginning, ang flood-control and river restoration program na ito ay magbubukas ng maraming pintuan upang tayo ay makapag-develop ng malaon na nating pangarap na wetland ecosystem; mega dike and floodgates; coastal defense; solar and wind power farming; and waste-to-energy facilities. Sa ngayon ang ating pangunahing concern ay disaster preparedness, risk reduction, relief, recovery, and rehabilitation. Ngayon naman ang ating lokal na pamahalaan ay nakatuon sa mga nabanggit na pangmatagalang solusyon.

Mahal na pangulo, sa lahat ng pangarap na ito ay gabay namin ang iyong mapagkalingang pamamahala at pagdamay sa bawat Bulakenyo at Pilipino. Sir, maraming, maraming salamat po.

PRESIDENT MARCOS: Maraming salamat Governor. We — O sige, tingnan natin ngayon kung — at least ‘yung sa immediate needs, can we get an indication from — sa public works kung ano ‘yung mga — mayroon pa bang thoroughfares? I know that the national roads are okay pero mayroon pa bang mga thoroughfares na hindi madaanan?

DPWH SEC. MANUEL BONOAN: Mr. President, as of today, there are two — just two remaining road sections in Bataan that are remain to be —

PRESIDENT MARCOS: Dito muna sa Bulacan.

DPWH SEC. BONOAN: Dito sa Bulacan, sa Bulacan po mayroon ding yung Baliwag – Candaba road lang ang medyo mayroon pa hong tubig.

PRESIDENT MARCOS: May tubig pa, it’s not damaged, it’s flooded?

DPWH SEC. BONOAN: Not damaged, not damaged. Most of the roads, actually national roads, Mr. President, actually just because of flooding, there are no damages.

PRESIDENT MARCOS: Ganun din ‘yung observation ko doon sa — habang lumilipad kami, iniikot, tinitingnan — ‘yung tubig walang pupuntahan. Wala talagang pupuntahan. Mataas ‘yung tubig ng dagat. Mataas yung tubig sa ilog, may baha pa doon sa mga farmlands.

Pero kung makikita mo, naghahanap ako kung saan lulusot ‘yung tubig, wala talagang dadaanan. Kaya iyon ang ating kailangan na pag-aralan nang mabuti, dahil we have to find out — kaya hanggang ngayon kahit wala ng masyadong ano — I think the DSWD is doing okay na pagtulong doon sa mga nangangailangan. Kaya kami tuloy tuloy — kasi tinitingnan namin paano natin gagawin ito para pagkaganyang kabigat…Ang talagang umabot — ang talagang naging ano ng baha, hindi masyado ‘yung ulan kundi ‘yung bumaba na tubig. Ang laki ng bumaba na tubig, sabay sabay, bigla. Hindi na nakayanan nung mga ating mga slope protection, ng ating mga flood control, ng ating mga dike, so we have to find another way to do it. Kaya palagay ko ‘yung impounding talaga, yung ponds ang pinaka magiging solusyon diyan.

Anyway, let’s go now to DSWD just to look at the very — although it’s what, we are three or four days already. Tingnan natin — I saw a figure dito kung ilan pa ‘yung mga naka, nasa evacuation center. At hindi naman nagkakaproblema doon? We are able to look after them?

DSWD SEC. REX GATCHALIAN: Mr. President, yes. We have a presentation —

PRESIDENT MARCOS: O sige. Can we go with that quickly please.

DSWD SEC. GATCHALIAN: Mabilis lang naman ho ‘yun, Mr. President.

Mr. President, while they’re pulling it up. So when the —

We’ll start up with Bataan, Mr. President. So ,we are working with the province and the other local government units who also sent direct requests. So right now, we’ve already — on the ground we have 62,119 family food packs, in varying forms ‘yan. They’re either, they’ve been picked up, they’re for delivery but they’re on the ground already.

PRESIDENT MARCOS: Alright, I’m sorry. This is Bataan? Bulacan muna.

DSWD SEC. GATCHALIAN: Mr. President, so the same day, I spoke to the governor while the event was happening. As we speak, 90,086 family food packs have already been picked up, delivered, or nasa field office waiting to be picked up. But Mr. President, continuous ‘yung dating ng requests as we expected because people are still in the evacuation center. For Bulacan itself, we still have a standing 109,000 family food packs na bagong request po. These are things that continuously come in. So by the end of the — kung hindi na ho ‘yan dadami, Mr. President, by the end of the exercise, we would have dispatched close to around 300,000 family food packs to the province of Bulacan. So, ongoing ito, Mr. President. We work with the LGUs na some for pick up, some for delivery, the rest puwede na naming i-dispatch ‘yan. We continuously do it, Mr. President.

PRESIDENT MARCOS: Alright. Okay. So — Ano Gov? Okay naman ‘yung sa pagdeliver ng mga relief, may kulang pa?

BULACAN GOV. FERNANDO: Okay naman po, sir at tumutulong po kami sa pagkuha.

PRESIDENT MARCOS: Oo, ganoon talaga. Kailangan pagtulungan talaga —

BULACAN GOV. FERNANDO: Tulong tulong po tayo. Tumutulong po kami sir. Opo.

PRESIDENT MARCOS: And then again, sa Department of Health, we have teams going again to the evacuation centers making sure everybody is okay.

DOH SECRETARY TEODORO HERBOSA: Opo. Sa Bulacan po mayroon tayong mga nag-activate po ang ating regional director, si Cora Flores and we are assisting. Mayroon nga kaming isang bata sa Baliwag yata namatay from severe diarrhea. So, ito po iyong health warning sa ating mga health center, iyong safety ng potable water kasi preventable iyon — iyong five-year-old namatay because of diarrhea. So, dapat ma-check kaagad namin iyong mga cases of diarrhea.

Ang isa pang naisip ko because madami pa rin ang nasa evacuation center iyong binisita natin kahapon at I’m sure iyong ni-report ni Governor, madaming mga bata ngayon iyong mga unvaccinated. Sila iyong napupunta ngayong magkakasama sa ating…so, ang plano ko magpalabas ng bakuna para mabakunahan iyong mga unvaccinated children kaysa maunahan tayo ng measles [unclear].

PRESIDENT MARCOS: Oo, good idea. Bago natin hahanapan ulit, nandiyan na sila.

DSWD SEC. GATCHALIAN: Again, just to reemphasize, the 90,086 are in different forms ha?Meaning, they are all in Bulacan, may schedule for pickup already; iyong iba, na-deliver na; iyong iba, we’re still waiting for them to pick it up. So, that’s 90,086 but lahat iyan nasa lugar na ng Bulacan, nasa field office na. But we still have a pending nga na 109,781 na bagong mga request that we are still processing but within the week we should be able to comply with all of those. Kasi iyon galing na ho sa Pasay warehouse and some other and some other warehouse in the region – we’re pulling it out already.

PRESIDENT MARCOS: Okay. All right. Now, the next part of the relief effort is assistance that we are providing. I know DOLE already has a program in place; DILG also is providing assistance. Anong assessment ng DOLE dito ngayon sa Bulacan?

DOLE SECRETARY BIENVENIDO LAGUESMA: Magandang umaga po, mahal na Pangulo. At magandang umaga din po sa lahat ng mga lingkod bayan at mga local government officials na bahagi po ng pagpupulong na ito. Sa bahagi po ng Department of Labor and Employment, mahal na Pangulo, ang atin po, specifically po sa DOLE-Region III, kami po ay nagtabi na po ng humigit kumulang 176 million para po sa ayuda na ipagkakaloob sa pamamagitan po ng programang TUPAD. Initially po, 62 million po dito ay nakaukol sa lalawigan ng Bulacan, Bataan at Pampanga. Madadagdagan pa po dahil nakalabas lang po iyong ating mga field personnel noong medyo humupa ang magandang panahon, nagkaroon po tayo ng pagkakataon na makapag-ugnayan sa mga local government officials.

Mayroon na po kaming naka-profile at iyon pong amount na nakaukol sa initially po sa lalawigan ng Bulacan, 46 million po iyong para sa TUPAD; iyon po sa Bataan at saka Pampanga, madadagdagan pa po habang dumadating po iyong mga karagdagang impormasyon galing po sa ating mga provincial offices po.

PRESIDENT MARCOS: All right. Okay. What about sa…wala si Sec. Kiko ngayon, he is representing us in Vietnam on the funeral of iyong namatay nilang pinuno. So, is there a representative here from the Department of Agriculture because we need to have… Ang pinakamalaking problema dito is the…well, iyong estimate ninyo, infrastructure ang pinakamalaki?

PRESIDENT MARCOS: Pero, siyempre iyong agri [inaudible].

BULACAN GOV. FERNANDO: Parating pa po, sir, kasi nag-evaluate pa po iyong ibang mga bayan, sir, kasi may mga tubig pa po iyong iba.

PRESIDENT MARCOS: Oo, talaga, kitang-kita noong nilipad namin talagang kitang-kita mo puno pa ng tubig. Pati iyong mga bahay, iyong doon sa ground floor may tubig pa.

BULACAN GOV. FERNANDO: Mayroon pa nga po.

PRESIDENT MARCOS: Kung sakali man ibobomba natin, saan natin ilalagay iyong tubig? Wala rin e.

BULACAN GOV. FERNANDO: Sir, if I may, nag-usap po kaming tatlo kasi, iyon pong mega dike iyong pinakaisa naming nakitang solusyon and then the water reservoir sa taas.

PRESIDENT MARCOS: Tama.

BULACAN GOV. FERNANDO: Dalawa po kasi iyong solusyon – isa sa taas, isa sa baba kasi para hindi po tayo [inaudible]…kasi po, apektado rin po kami ng high tide, sir.

PRESIDENT MARCOS: Ganoon din ang nangyari doon sa NCR. Perfect storm itong nangyari e – nagsabay ang habagat, ang bagyo at saka iyong high tide. So, kahit anong bomba ang gawin mo, high tide, ganoon din babalik. Kaya, kailangan talagang [live stream cut]. I think, papunta ngayon doon ang thinking natin kasi iyon ang advice sa atin noong mga hydrology expert ganoon – sabi nila, kahit na iyong iba by iyong natural instinct natin, “Taasan ninyo iyong dike. Taasan ninyo iyong flood protection” hindi rin, hindi kakayanin. So, we have to — kailangan ma-impound natin iyong tubig bago pa bumaba – iyon ang talagang solusyon diyan tapos may tubig pa tayo pagtagtuyot, pang-irrigation, pag tag-araw kahit na hindi maging drought.

PRESIDENT MARCOS: All right, sige, let’s move on to the next briefing na ibibigay sa atin on Pampanga.

PAMPANGA GOVERNOR DENNIS PINEDA: I have a presentation, Mr. President, po. So, out of 21 municipalities po, 15 LGUs po iyong flooded namin. Out of 505 barangays, we had 220 na pong barangays na lubog po. Affected population po namin is 127,000 families, individual is 400,000. Sa mga evacuees namin inside the — total of 6,576 inside is 3,285, iyong outside po, iyong 3,291, iyon po iyong mga nasa tabing ilog, Mr. President, na kusa na po naming pinaalis bago pa ho ano ng bagyo, lumilipat lang po doon sa mga families nila.

Medyo malaki po sa amin iyong sa agri po namin, Mr. President. It’s around PhP 378 million, nasa early stage pa lang po kami ng tanim namin, Mr. President. Total affected hectares is 7,571, affected farmers po is 4,494.

On the relief operation naman ho, nagpapasalamat po ako kay Secretary Rex, [inaudible] mabilis po iyong response, Mr. President. Iyong 30,000 po, within a day po, na-pullout ko po kaagad at naipamigay po namin kaagad. Boss, thank you po.

So same problema pa rin po, Mr. President, iyong last year po nating briefing natin sa Pampanga, talagang nagkasabay ho, hindi ho natin maiiwasan. Pero as of now, okay pa naman po iyong mga tao pa rin, ang importante nabibigyan lang ho natin ng ayuda, kasi lalo na po iyong mga nasa coastal barangays, hindi ho makalabas para makapangisda, kaya iyon po ang priority namin na mabigyan po ng ayuda.

So, on the part of the provincial government, nakapag-release na ho kami ng 20,000, 30,000 po sa — coming from Secretary Rex po.

PRESIDENT MARCOS: Okay. All right, so iyon ang status doon sa, in terms of the relief, the relief effort. I think we are up to date in terms of —

DSWD SEC. GATCHALIAN: Sir, sa Pampanga, again thank you kay Gov., we were talking also at same day that was happening. So, Gov., what we’ve released, may iba pa kasi ho na LGUs na dumeretso, we have already release 107,000. Of which iyong iba sa province, but iba sa mga LGUs.

PAMPANGA GOV. PINEDA: Request by LGUs, by the Mayors po iyan.

DSWD SEC. GATCHALIAN: Yeah, by the Mayors, yes, but the coordination is excellent with Gov, and then, Gov., we still have 42,000 na new request that we’re fielding, which should be done in a couple days or siguro in two days, Mr. President. But, Mr. President, I just wanna thank si, Gov., kasi iyong warehouse niya, pinahiram na rin niya and he is helping us with the logistics side of it, kasi hindi na kinaya noong warehouse namin.

PAMPANGA GOV. PINEDA: Kasi, kung sa Manila pa ho lahat manggagaling ang repacking, Mr. President, medyo hirap po. Iyong warehouse sa Pampanga, ipinahiram ko na ho, then, tao magpapahiram din ako.

PRESIDENT MARCOS: Mabuti iyan, kailangan ganiyan. Kaya nga kami makapag-response ng mabilis, dahil inuunahan talaga namin e, bago pa nandiyan, nagpapadala na kami ng lahat ng relief goods, pati iyong mga equipment na puwedeng unahin, that is why mabilis, pagka bumaba na iyong tubig, mapuntahan na iyong mga communities, kaya napupuntahan nila kaagad.

So, okay in terms of the relief efforts, I think we are okay.

PAMPANGA GOV. PINEDA: Infra naman ho, no damages sa amin. Iyong Tulaoc natin na dati nagsara iyong sa NLEX. Good thing po, na-deshield po ng DPWH, wala hong flood ngayon doon sa NLEX ngayon.

PRESIDENT MARCOS: Bukas na?

PAMPANGA GOV. PINEDA: Bukas po iyon. Hindi ho kami nagsara, what happened last year, [inaudible].

PRESIDENT MARCOS: Hindi kagaya last year?

PAMPANGA GOV. PINEDA: Hindi na ho binaha.

OFFICIAL: Hindi na po.

PRESIDENT MARCOS: Okay.

PAMPANGA GOV. PINEDA: Na-deshield po nila iyong upstream po, kaya ngayon, hindi na ho nag-cause ng —

PRESIDENT MARCOS: : All right. Ito ang problema, I think, for all of the ano, is the agricultural damage, iyon ang pinaka-ano.

PAMPANGA GOV. PINEDA: Main problem po iyon.

PRESIDENT MARCOS: Pero iyong season niya, katatanim lang ninyo.

PAMPANGA GOV. PINEDA: Sa amin po kakatanim lang, katatapos lang po ng problem natin sa El Niño, ito na naman, ito po kaka-start po.

PRESIDENT MARCOS: All right, so ang gagawin natin for the agri, mahabol pa naman siguro iyong season ‘no? When did you start planting, kailan kayo nagsimula magtanim?

PAMPANGA GOV. PINEDA: Halos, kakaumpisa pa lang po.

PRESIDENT MARCOS: Ang planting season ninyo?

PAMPANGA GOV. PINEDA: Opo.

PRESIDENT MARCOS: Puwede pang habulin iyon?

PAMPANGA GOV. PINEDA: Puwede po.

PRESIDENT MARCOS: O sige, so, mag-provide ang DA ng kapalit na ano, binhi and assistance para ayusin iyong mga irrigation canal, etcetera. At —-

PAMPANGA GOV. PINEDA: Iyong mga ibang damages sir, iyong ibinigay ninyo last time sa amin na cheque, baka itong mga tinamaan na ito.

PRESIDENT MARCOS: Puwede pang magamit?

PAMPANGA GOV. PINEDA: Hindi. Gamitin ko po doon sa may mga natamaan na farmers, hugutin ko po doon, para mabigyan natin ng tulong po kaagad.

PRESIDENT MARCOS: Ganoon din, dito sa Bulacan. Iyong agri ang pinaka-kritikal, iyong infra, basta’t makita natin o ilista natin, nag-a-assess ang Public Works, both sa local at saka sa national, para matingnan natin iyong infra. Iyong agri hangga’t bumaba talaga iyong tubig, hindi natin malalaman kung ano ba talaga ang naging damage. Although, hindi natin kailangang antayin na mawala iyong tubig, puwede na nating simulan.

So, ang instruction ko sa DA, will be to try to — para habulin iyong planting season, dahil para hindi naman mawalan ng hanapbuhay iyong ating mga farmer. The infra, para basta sa infra, tingnan na lang natin, we’ll have to make the assessment, ibig sabihin, dahil tumagal na, it’s been three days, almost four days na puwede ng mag-assess both in the agri side, the infra side at saka lahat ng mga iba pang pangangailangan pa.

We are moving away from the relief phase onto the — from the rescue phase, from the relief phase to the rehabilitation phase. Kaya’t ito iyong mga kailangan nating makita. What are in the agri sector, kung ano iyong mga naging damage, ano ‘yung magagawa natin para like, itong sa livestock, iyan, pwede pa ‘yan, mahahabol pa natin iyan, fisheries.

PAMPANGA GOV. PINEDA: Fisheries, more on mga fish pond po na…

PRESIDENT MARCOS: Nasira?

PAMPANGA GOV. PINEDA: …na-open po dahil sa iyong mga dike po nila [inaudible].

PRESIDENT MARCOS: : Dahil masyado talagang mataas iyong tubig, high-value crops, iyong rice talaga.

PAMPANGA GOV. PINEDA: Nire-restore naman po ng mga fish pond owner.

PRESIDENT MARCOS: Hindi, maayos iyan, pero siyempre iyong fingerlings, iyong fry, bibigyan ulit natin, para magsimula ulit, kung nabuksan, eh wala ng laman iyong mga fish pen.

Yeah, this is I think going to be the main — now this going to be the main concern, kasi puro agri iyong area ninyo. Agri talaga ang pinaka-critical na magiging problema.

BULACAN GOV. FERNANDO: Sabay po kami nagpatanim, halos. Katatanim lang po.

PRESIDENT MARCOS: All right, okay, ito pa — hindi pa ito final. May lalabas pa — lalaki pa iyan, but I think, we have the majority — na-assess na natin iyong majority ng mga nasira na kailangang bigyan kaagad ng tulong.

We will have to get a determination from the DA, as to what areas will go first, iyong uunahin na puwede na, puwede na nating padalhan ng tulong, padalhan na ng equipment, padalhan na ng binhi, puwede ng fingerlings, pati inahin. Whatever sa livestock. So, we will work on that, iyon ang priority ngayon, maayos na iyong relief, okay na iyan. So, we’ll move on now to the recovery at saka rehabilitation ng agri sector.

Infrastructure, ganoon din, pero, hindi natin magagawa na immediate iyan eh. Although, this one, agri and livestock, kailangan immediately mayroon tayong maibigay kaagad. All right, oo, sige, so that’s for Pampanga, mayroon pa, okay ka na?

PRESIDENT MARCOS: Okay. Now from Bataan, which has more than one problem. Sige, we’ll—tingnan muna natin iyong effects of—the effects of Butchoy and Carina tapos saka natin puntahan iyong sa oil spill. Alright please.

BATAAN GOVERNOR JOSE ENRIQUE GARCIA III: Good morning po, Mr. President, all our secretaries, fellow local officials, nandito po kami ni Mayor Nelson David and Vice Mayor Richie David, of Limay to give you a briefer with regards to the effect of Carina sa probinsya po ng Bataan.

As you well know, Bataan is a peninsula so talaga pong marami pong mga water systems, river systems within the province coming from the uplands going down and most of our communities are coastal, so marami ho talaga kaming mga fisherfolks nasa low lying areas, kaya very susceptible po kami sa flash floods due to monsoon.

Tama po kayo, Mr. President. Pag bagyo hindi ko kami gaanong binabaha, pero dahil sa monsoon, ‘yun po talaga iyong nagdadala ng tubig dito ho sa aming probinsya. And the past — from July 22 until July 25 umabot po sa 17 o iyong red and orange rainfall warning in our province. Kaya naman po umabot din sa 674 millimeters of rain from that period alone. We had more than 2,000 families in our 74 evacuation centers and ‘yung total number of families affected almost 200,000 din po because 11 out of 12 municipalities were flooded and 118 out of 237 barangays were flooded as well.

Kaya po noong Wednesday, we had to declare [garbled] of calamity as recommended by the PDRRMC and then approved by our Sangguniang Panlalawigan.

Pagdating po sa agricultural damage, same with Pampanga and Bulacan, kakasimula pa lang naman po ng ating mga magsasaka kaya umabot po sa 95 million iyong damage distributed sa various types of crops. So, iyan po ‘yung sa rice, corn, cassava, fisheries and high-value crops.

[Inaudible] we had mga ongoing and completed projects pagdating po sa dikes and then diversion canal over the past few years, even including dredging, pero ang nakikita po namin same observation ay kung may paraan, we’ve submitted a request for study sa DPWH para ho sa impounding dams, dahil nga hindi ho kakayanin talaga ‘yung volume of water pababa sa ating mga river systems and combination of the impounding dams kung magagawan nga po ng paraan iyong coastal defense, I think it will help the provinces of Bataan, Bulacan, and Pampanga. That’s all, Mr. President.

PRESIDENT MARCOS: Oo, it always has to be that way, because paulit-ulit kong sinasabi, iyong baha — hindi nangingilala ng boundary iyan. So, kung saan pupunta ‘yung tubig, doon pupunta ‘yung tubig, so we have to—it has to be a plan that will cover a area and the only real solution because ang — several areas nag-u-urbanize talaga, so lumiliit iyong dinadaan iyon—tapos natatabunan po iyong ibang mga maliliit creek, iyong mga maliliit na ano dahil tinatayuan na ng building. So, kahit taasan natin nang taasan ‘yung dike at saka flood protection, aabutin pa rin iyan. Kaya’t kailangan mahuli ‘yung tubig, ma-impound iyong tubig bago pa makababa. Iyon ang — that’s the only, the real, that’s the only long-term solution that we have been able to come up with.

And I think it is similar, similar situation doon sa mga ibang bansa, nag-aaral din tayo kung ano iyong mga ginagawa sa ibang mga bansa, ganoon ang ginagawa. Iyong impounding nasa taas bago pa pumunta sa agricultural area, sa urbanized areas. Dapat iyon talaga ang gagawin. But, that will require a big plan. Kailangan talagang pag-isipan, kailangang pag-aralan nang mabuti dahil iyong mga ibang study na ginawa natin over the last few years, iyong iba doon hindi na applicable dahil iba na ‘yung climate, iba na talaga ‘yung — iba na ‘yung panahon.

All right, okay, let’s have…on the effects first of the typhoons, what I think that we are alright in terms of the relief. Wala ng rescue, nagre-rescue pa ba tayo? hindi na? Wala. Also, in terms of the relief and then we are now starting to move into the rehabilitation phase. So, well, tuloy, tuloy pa rin naman iyan. We have enough in hand in terms of relief goods, no matter how long the… Kasi hindi naman dahil nawala iyong tubig, maka-uwi na kaagad iyong tao. Kahit na umuwi sila, wala pang — dahil sira-sira iyong mga — hindi sila makaluto, so kailangan pa rin bigyan ng tulong. So, we will continue with that.

DPWH SEC. GATCHALIAN: That’s why may mga current request na bago na.

PRESIDENT MARCOS: Iyon na nga, iyon na iyon, ‘yung nakauwi na pero nasira iyong lutuan, tinangay lahat iyong pagkain nila. So, we still have to continue to [inaudible] to monitor them and to give them what assistance that is they need.

DPWH SEC. GATCHALIAN: Yes, Mr. President, we’ll keep on working with the [inaudible] provinces and we’ll keep on working with LGUs as well.

PRESIDENT MARCOS: Yeah. Okay. All right, okay, is there anything else you would like to add on this because you’re the next on the update.

DPWH SEC. GATCHALIAN: Mr. President, iyan na iyong slide, so just briefly sa Bataan, we’ve already deployed 62,119 but we have another 96,000 that we’re processing as we speak, Mr. President.

PRESIDENT MARCOS: All right, okay. So, sa infrastructure, Sec. Manny, they’re – okay na iyan. We have our teams out. Naga-a-asses na at saka iyong mga, iyong…Here we are again, hihingin ko na naman iyong mga isolated communities, mayroon pa ba tayong isolated communities na kailangan bantayan, where is CDO? Iyan. Andiyan. Okay. Are there still isolated communities that we have to attend to na hindi pa napuntahan?

CDO OFFICIAL: As of yesterday sir, ‘yung sa Tanay Rizal only sir, we already have supported the isolated barangays.

PRESIDENT MARCOS: Yeah, we were able to arrange that. Oo, nakuha namin [unclear] mabuti iyon. So, iyon na lang?

CDO OFFICIAL: Yes, sir.

PRESIDENT MARCOS: Wala na tayong ganoon?

CDO OFFICIAL: We have not received any report regarding to isolated areas.

PRESIDENT MARCOS: Okay. So, we have no isolated communities that we have to worry about, there was that one San Isidro that we— Sta. Ines, sorry, Sta. Ines that we had to attend to, pero mukhang naayos natin, so, okay. All right, so in terms of the relief and rescue, I think we are alright.

Now, we are talking about rehabilitation. The biggest, I think agreed naman kayong — the three governors agree that ang agri muna ang aayusin natin. ‘Yung infra, we will look at that also, and then iyong mga assistance natin. The DOH is still—iyong mga teams natin sabay-sabay lagi, laging may kasamang DOH, iyan ‘di ba?

DOH SEC. HERBOSA: Ordered po, mayroon po tayong mga health workers sa lahat ng evacuation center at will augment the local. Ma-ano naman iyong ating mga governor, iyong mga priority nila ang health, so may mga tao talaga doon sa mga evacuation center, so we augment them.

Ang idadagdag namin na na-realize ko ngayon, dahil mga magsasaka ito, mga mangingisda mukhang kailangan namin mag-psychological first aid kasi kung nawasak ang iyong pananim, I think we need to support all of this kaya nanghihingi ng ayuda pa iyan. Sometimes is the stress of the effects sa kanilang kabuhayan, so papadala tayo ng mga psychological first aid.

PRESIDENT MARCOS: That’s very understandable, siyempre inaalala nila ano iyong gagawin nila ngayon dahil nasira nga iyong tanim nila. But, okay sa DOH and then DOLE of course for the other, for the businesses and the workers that have been displaced because of the storm, naka-ready namin iyong ating TUPAD.

DOLE SEC. LAGUESMA: Yes, Mr. President. In the meantime po iyong mga ibang mga TUPAD beneficiaries na puwedeng tumulong po sa repacking, pinapatulong po namin kasi hindi pa ho sila puwedeng makapag-clean o maglinis ng debris, so para mayroon ho silang gagawin, kagaya po sa—mayroon na po kaming partnership ng DSWD para nang sa ganoon mapabilis po iyong pagre-repack nila ng kailangan ng mga kababayan natin at mai-distribute sa mga nangangailangan na LGUs.

PRESIDENT MARCOS:Okay, alright. So, for that, we are okay. Now, we have to go back to the agricultural na puwede i-restore natin. So, mamadaliin, iyan ang susunod na gagawin ko, para ihabol ‘yung season, iyon ang ano—ang hirap naman dahil nagkabagyo, walang ani.

PRESIDENT MARCOS: Okay. So, for the three provinces, that’s essentially pareho iyong ano natin. So, in the short term, I think we’re all right but immediately after the relief, we will prioritize the agri sector na kagaya ng sabi ninyo, nagsisimula pa lang magtanim kaya’t mahahabol pa natin ang season.

So, okay. Now…

BATAAN GOV. JOSE ENRIQUE GARCIA III: Mr. President.

PRESIDENT MARCOS: Yes, yes?

BATAAN GOV. GARCIA: Mayroon din po kaming request with DSWD and hopefully, DOLE para po doon sa mga vulnerable sector na hindi po nakapaghanapbuhay in the past several days since Monday – especially our fisherfolks, our tricycle drivers na hindi po nakalabas. Kaya we were requesting Secretary Rex kung mayroon pong AICS that we can provide them as well.

DSWD SEC. GATCHALIAN: Mr. President, we’ll collate all the requests kasi we were quite busy with the family food packs, I told si Gov. Once we get all of those, we’ll evaluate them and figure out how to go move forward. Whether we use AICS or iyong emergency cash transfer that we use. Last habagat kasi, Mr. President, iyong Falcon-Egay-Habagat na combo, the three provinces, we used the emergency cash transfer. So we’ll see, Mr. President, if we’ll tap the AICS or the emergency cash transfer.

PRESIDENT MARCOS: Okay. All right. Because we are on that stage already, that many people need cash because iyong mga binibigay nating relief, hindi naman lahat iyon… iyong pangangailangan nila, hindi naman lahat nandoon, they have to go out and buy other things to start to recover. So, if we have to give the cash assistance.

PAMPANGA GOV. PINEDA: Mr. President, tatlo po kami doon [laughter]… tatlo po kami.

DSWD SEC. GATCHALIAN: Last time, tatlo naman din talaga sila.

PRESIDENT MARCOS: O sige. Hindi, dapat kasi… iyon na nga, talagang halos pareho iyong situation ninyo eh. So, okay, all right… so that is the —

BULACAN GOV. FERNANDEZ: Magpapasalamat muna po kami doon sa nakaraan na binigay ninyo pong ECT na… malaki po. Thank you, ha. Thank you, sir. Maraming salamat po.

PRESIDENT MARCOS: Bago pa nga nag-thank you, ito na naman…

BULACAN GOV. FERNANDEZ: Oo nga po, sir, ito na naman tayo.

PRESIDENT MARCOS: Pambihira…pambihira itong nangyayari sa atin. Hindi…ang hirap maka-recover. Kaka-recover lang, ito na naman. Okay, all right.

So, anyway, in terms of the assistances that we have to give, lahat medyo nakakasa na iyan. We have it ready to go. We will just continue to receive the assessments from the local government and then sa aming mga assessments teams around the — not only in your provinces pero lahat noong tinamaan na probinsya so that we can begin the rehabilitation phase – the most urgent of which is the agri sector. Kailangang kailangan makabawi tayo kaagad para mayroon naman na gagawin iyong mga… may hanapbuhay iyong ating mga farmer.

Okay. So, that is the situation with the three provinces in terms of the effects of Butchoy, Carina, the habagat etcetera plus all the other situations, I think we have those in hand. We know what to do, continue… huwag ninyo nang kalabitin si… [laughter] You can go directly to [inaudible]… para less one… Basta’t kung anuman, you just keep telling us what.

I always say this, kayong nasa LGU, kayo nakakaalam. Kaya sabihan ninyo kami kung ano iyong situation, ano iyong kulang, saan iyong pinaka-uunahin, ano iyong priority ninyo, sa palagay ninyo dapat unahin – we will take your —

BULACAN GOV. FERNANDEZ: Sir, iyon pong sa dam sa taas. Ginagawa na po iyong Bayabas Dam and then humiling po tayo kay Admin Guillen ng NIA na dagdagan. So, sabihin ko raw po sa inyo, sir.

PRESIDENT MARCOS: Oo, malaking bagay iyon. Oo, makakatulong iyon.

BULACAN GOV. FERNANDEZ: Okay, sir.

PRESIDENT MARCOS: Okay. Well, now let’s move on to Bataan’s problem which is the oil spill. So, can we get an update from Sec. Toni on what’s the situation there? Nandito rin si Admiral Gavan for the Coast Guard. I’ve read all of the reports, mukha naman… it’s a good thing na mayroong tumutulong kaagad na, iyong mga specialist dito sa — and then we have the [inaudible] already in the area ‘no.

Okay. Anyway, Sec. Maria Antonia, please go ahead.

DENR SECRETARY MARIA ANTONIA YULO-LOYZAGA: Thank you, Mr. President. Good morning. This is just the updates on the Terranova situation po sa Bataan. So possibly, sir, just to broaden the problem at this point or the challenge, hindi lang po ang Bataan ang maaapekto ng Terranova.

Mr. President, following your directive which we received at around 10 A.M. on the 25th, we immediately mobilized the Presbitero who happened to be in the area. Presbitero is the NAMRIA hydrographer vessel in order to locate exactly the coordinates and the orientation of the vessel. We also coordinated with Governor Garcia and then also Mayor and Vice Mayor David, and then we met in Bataan in Limay at around — just past mid-day of the 25th to assess the situation and to identify the best course of action.

So the part of DENR, Mr. President, we have two areas where we are particularly concerned with: the first one is the water quality and the air quality. So, what we did immediately was we mapped all of our assets and looked at the baseline data for the existing stations that are there. And, so far from our readings, everything was still according to standard – there were no exceedances so maayos pa po in terms of the baseline data. We continue to do this daily, Mr. President, in order to update the quality of the water and the air. So, ito po iyong marine water and coastline noong monitoring stations, the positions of our equipment and instruments.

We also established the other locations for our stations, also specifically in Limay and Mariveles just to actually be ready to see whether there were any changes in the water. So, so far, Mr. President, as of that time, we were still within standards.

I would like to say, Mr. President, that we are not the agent commander po here ‘no, it will be the Philippine Coast Guard.

PRESIDENT MARCOS: Yes.

DENR SEC. YULO-LOYZAGA: So, the DENR basically is the nearshore and offshore monitoring and mitigation mandated agency as we begin to expect the impacts of the oil spill. Just for reference, Mr. President, the Terranova is only in 30 to 35 meters of water. When compared to our other sunken and oil spill situations, in Mindoro we were at 389 meters and for the Guimaras oil spill, we were at 600.

So, the potential for the damage to actually be spread given the shallow waters that will be traversed and where the vessel is located is larger in terms of the potential. Also, the cargo haul is reportedly about 1.4 millimeters, higher po than the Mindoro oil spill volumes ‘no. So, we are looking very much at what we can do in order to mitigate immediately.

So, for the continuous air monitoring, this is just to indicate that so far, there has been no change and we are within standards here for air quality with reference to Lamao in Limay, Bataan.

This is a diagram that is indicating the spread according to the number of kilometers outward, Mr. President. And what we’ve done here is we have mapped all of our environmentally-critical areas. What you see there in terms of the small dots and the different violet and different graphics are the sites of marine turtles nesting stations; they are also the sites of our wildlife bird sightings, as well as of course, the marine protected areas that are in these areas. And therefore, we are on the lookout now for the possible contamination that could happen in the wetlands in the coastline areas not just of Bataan, but also looking at Bulacan and also looking at Pampanga, possibly Cavite because of Corregidor, Mr. President. And, Corregidor, I will have an update on that as we proceed with this presentation.

Mr. President, this is the latest satellite image that we have although I just received now also images from US-NOAA (National Oceanic and Atmospheric Administration).

DENR SEC. YULO-LOYZAGA: This is Philippine Space Agency with the Canadian radar satellite. What we’re concerned about, Mr. President, is it was initially part of the information that the leak was rather small and contained. But as we see from this image, it has spread quite quickly towards the Bulacan area and as you can see in this oil spill model run from the UP Marine Science Institute, there’s a very high possibility the black dots po are highly possible and the red dots are less possible that the coastlines of Bulacan will be the ones that will be affected if the weather conditions continue.

The winds are shifting now, po. We just got worried that there are sightings of the flow towards Corregidor.

PRESIDENT MARCOS: The first assessment was that it would make landfall about 60 kilometers north of Metro Manila – is that still our estimate?

DENR SEC. YULO-LOYZAGA: Mr. President —

PRESIDENT MARCOS: What does the modeling tell us?

DENR SEC. YULO-LOYZAGA: Bulacan would be the main site, Mr. President.

PRESIDENT MARCOS: Naku, sinusuwerte ka talaga.

DENR SEC. YULO-LOYZAGA: At this point, if the weather persists because we are dependent on wind and currents, we’re also dependent, Mr. President, on the tracking of the leaks and the intervention at the vessel site if they will be siphoning, if they will be capping the leaks in time then we would then have a change in the way the model would look. Also, weather wise if you see on the bottom, there’s a little bit of grey po in the model run of UP-MSI. We are now getting reports that there is slick moving towards Corregidor – so, that would also be an area that would possibly be affected. So, Cavite po would be an area of possible impact.

So, sir, what we’ve done is we’ve cast the wide net. We are doing anticipatory action to actually monitor changes in three regions – Region III, NCR and IV-A just to anticipate the possible change in the trajectory or any other action that may actually influence the way the oil is flowing.

We have received request, Mr. President, actually offers of help from the United Nations, from the US in terms of NOAA and EPA and we will possibly fall in US EPA to help us with the mitigation assuming that the scale actually will grow and of course, UP Marine Science Institute continues to do the daily run. So, what happens, Mr. President, is we get the image and then they input that into the model and they come up with the run.

So, on the part of our coordinations, sir, with NDRRMC-OCD; SND has given directives for OCD to also work with us in terms of the possible impact on the human population. Our concern as relayed to Governor Garcia po also would be if there are fishers in the area and there are oyster farms po in the area near the coastline – those would be possibly be impacted and therefore the loss of livelihood at least for a certain period is quite likely.

So, this is where we are, Mr. President, we just received new images from NOAA they have still to be processed. Iyong seafoods natin po.

PRESIDENT MARCOS: Oo nga, marami diyan sa area na iyan.

DENR SEC. YULO-LOYZAGA: So, these are just model runs po, what we will try to do is continuously update. Ang sinasabi lang po namin ngayon is if the different municipalities can already put down spill booms and we have ways to also train kung sino man ang gustong mag-train to build spill booms kasi we know these are limited in quantity ‘no, ginagamit po iyan ng mga oil and gas companies in order to contain their work.

Sa Mindoro po we were able to bring in a trainor na gamit po niya ang coconut husks to build spill boom that are organic na puwede nang paglagyan in advance para hindi na po dumapo dito sa coastal areas. So, ayun po sana ang [inaudible].

PRESIDENT MARCOS: Yeah. We were able to develop some of these indigenous materials that were used in Mindoro spill.

DENR SEC. YULO-LOYZAGA: Yes, sir. The [unclear] can also begin already.

PRESIDENT MARCOS: Unahan na natin…it was the time that was we were able to deploy them about a day or two after pa, so unahan na natin because we have to build them ‘no.

DENR SEC. YULO-LOYZAGA: Yes, sir. Those that are commercially available are limited in quantity.

PRESIDENT MARCOS: And they are too expensive.

DENR SEC. YULO-LOYZAGA: Yes. Yes, sir. And so we train the municipalities especially those that who are not affected by the oil spill to actually help build the organic spill booms for those that will be impacted.

PRESIDENT MARCOS: I saw a couple of when we were flying over the spill, a couple of them already that they are starting to collect but ang na-notice ko is that the oil…kasi nakikita mo iyong sa tubig mayroon na talagang langis pero it’s light, it’s still light. So, Admiral, can we hear from Admiral as to the status really of the…find yourself a microphone. Halika, dito ka para…ayan. Admiral, ayan okay good. Okay. So far, first of all, unang-una, buo pa ba iyong barko?

PCG ADMIRAL RONNIE GIL GAVAN: Yes, sir, wala pang signs na nag-break.

PRESIDENT MARCOS: Iyong na-assess nila there are no cracks in the hull?

PCG ADMIRAL GAVAN: From the surface, the observation yesterday actually the flow of oil has decreased already.

PRESIDENT MARCOS: Has decreased? Which is indicative that the oil that we are seeing is actually the fuel of the ship, hindi ito iyong cargo, hindi ito iyong dala niyang oil?

PCG ADMIRAL GAVAN: Yes, sir.

PRESIDENT MARCOS: So, hindi pa nag-leak iyong nasa hole niya?

PCG ADMIRAL GAVAN: Yes, sir. That was the consensus yesterday in the assessment, sir.

PRESIDENT MARCOS: Okay. All right. That’s a blessing. What is the attitude of the ship in the…it is capsized?

PCG ADMIRAL GAVAN: That will be determined today, sir. The diving operations yesterday was aborted because the current was still strong but today the current is only one knot, the diving will commence today.

PRESIDENT MARCOS: All right. But do we have any information as to what is the attitude of the ship on the seabed?

PCG ADMIRAL GAVAN: None yet, sir.

PRESIDENT MARCOS: Kung nakabaliktad? Because we have to access the valves para mabomba natin iyong ano.

PCG ADMIRAL GAVAN: None yet, sir, but if you recall during the day it capsized, the Coast Guard was early enough on the scene and we were able to advise the crew of the ship to plug all the vents before it sank. So, I think it helped why the flow of oil is relatively slow – they were able to close the vents.

PRESIDENT MARCOS: So, they were?

PCG ADMIRAL GAVAN: Yes, sir. The crew of that ship before the abandon ship, was able to close the vents of the—

PRESIDENT MARCOS: Why did it capsize, high seas lang talaga?

PCG ADMIRAL GAVAN: Hinihila iyon, sir. Hinihila. I think, nagka-engine derangement kasi hinihila iyon, then naputol iyong cable na panghila, because of the very strong—

PRESIDENT MARCOS: So, it was dead in the water.

PCG ADMIRAL GAVAN: Yes, sir, it was dead on the water, kaya siya nalunod.

PRESIDENT MARCOS: Ah, nawalan ng steerage pala iyong barko, no more steerage, it was dead in the water.

PCG ADMIRAL GAVAN: Yes, sir. It left the port with power, but I think it broke somewhere. Masama ang panahon at that time, sir.

PRESIDENT MARCOS: It was the weather. You were experiencing, what up to two and a half, three meters…?

PCG ADMIRAL GAVAN: Yes, sir, even more. But we were doing heavy weather search and rescue operations at the time, if you recall, Mr. President, we were from Bajo de Masinloc.

PRESIDENT MARCOS: Yeah, we recalled most our vessels, because of the —-

BATAAN GOV. GARCIA: If I may, Mr. President. Yesterday, we had a meeting with the Coast Guard on the ground, sila Lt. Commander Ventura, together with the shipping company and their assigned salvage master, sila po iyong mag-o-operate doon po sa area, hopefully to get the vessel and also aside from the oil. Pero doon ho sa initial report and again, we wish na ma-verify po ito. Sa pinag-usapan po namin kagabi, mayroon pong visible leak from the valves of the ship underwater. And iyon po iyong, we assume, iyon po iyong nakikita na oil spill na umakyat na po dito sa area, where it sunk and then, papunta rin po towards sa the coastal area of Bulacan.

In fact, Mr. President nag-set up po kami ng incident management team, last night para po this morning sa gagawin po nilang operation to plug the valve and then do containment efforts ay magkaroon po tayo ng continuous, if permit on that progress then milestones kung lahat po noong leak noong valves ay na-plug na po. So, iyon po iyong nakuha po naming info, last night and nandoon naman po si Lieutenant Commander Ventura ng PCG.

PRESIDENT MARCOS: Okay. Kaya naman iyong nakikita na ano nabawasan. Nabawasan ‘yung —

BATAAN GOV. GARCIA: Ongoing po, Mr. President iyong pag-plug noong leak today.

PRESIDENT MARCOS: That is right, at least we are beginning to see the effects of that.

DENR SEC. LOYZAGA: Just to augment what Governor Garcia has said, the veneration of the salvor they have been called in to tug the vessel. The vessel had taken on so much water, they cut the cable, because it would have caused another disaster. At which point, around noon time, there were still, the bow was still visible, but shortly thereafter the vessel had sunk. So, at the site po ngayon, also the BRP Presbitero is still on standby, if it would be needed in order to actually image the vessel to determine the full picture as far as the orientation is concerned.

But I echo Governor Garcia’s account, this was shown to us, yesterday by the salvor provider company.

PRESIDENT MARCOS: Okay, Admiral, ano ang actions natin ngayon and what is the plan for the recovery of the 1.4 tons?

PCG ADMIRAL GAVAN: The salvor will do the underwater assessment today and they will be presenting this afternoon the actual plan. But yesterday, they informed us that their intention, the contracted salvor, is they will siphon the oil and transfer it to another tanker, the weather is good now, Mr. President, so they can do it.

And then, when the ship is lightened, it will be refloated and it will be towed closer to the shore for the succeeding operations to be done. But in the meantime, Mr. President, we have cordoned off the area with oil spill booms, the spraying of dispersants has been ongoing.

PRESIDENT MARCOS: I saw they are doing that.

PCG ADMIRAL GAVAN: Yes, sir, the objective is still very clear, as ordered by the President, we will prevent oil spill from meeting the land.

PRESIDENT MARCOS: But we’ve already seen some of the oil land in Bulacan.

DENR SEC. LOYZAGA: We are awaiting confirmation, as of a few minutes ago, it was not yet visible in terms of landing in the Bulacan area.

PRESIDENT MARCOS: Are we already starting to put together those booms, the indigenous?

PRESIDENT MARCOS: So, kailangan nating ipakita doon sa mga, siyempre magpapatulong tayo sa mga lokal at kung sino pa iyong mga NGO, iyon ang—they were the ones very active in the Mindoro spill. So, simulan na natin. Because kahit anong mangyari, mangangailangan talaga tayo ng mga booms, the commercial booms, kung mayroon tayong makuha, kunin natin, mag-o-offer naman iyong iba, pero it’s not going to be enough. So, let’s already be prepared already for the time that we will have to deploy them. Actually, we should be deploying them already.

PAMPANGA GOV. PINEDA: Continuous communication po sana natin, between the national agency, [inaudible] the private, kasi hindi po natin puwedeng palampasin talaga.

BULACAN GOV. FERNANDO: Kagabi po kasi nag-meeting kami ng mga Coast Guard, may iniwan po silang dalawang tao nila to train iyong our disaster regarding doon sa paglalagay ng mga boom and other organic boom. Yes, sir nag-iwan po sila ng dalawang tao, sa amin pong disaster, namin natutulog ngayon.

So, iyon po ang request namin, kasi wala po tayong training mga ganiyan sa mga disaster, iyon po dapat mayroon din po tayo sa lahat.

PRESIDENT MARCOS: Siguro iyong mga release ng TUPAD, iyon ang gagawin nila, iyong cash for work, iyon ang work, gumawa na sila ng boom, pero tuturuan pa natin, it’s not — hindi mahirap, madali lang. Basta binubuhol, tinatali lang na ganiyan.

PAMPANGA GOV. PINEDA: So, ang material po ay coconut husk?

PRESIDENT MARCOS: Coconut husk.

BULACAN GOV. FERNANDO: Sir, isang concern lang po, concern din naming tatlo ito eh. Actually nagpapalagay po ba kami sa mga palaisdaan ng mga binhi ngayon, ng mga ano, itutuloy ba namin like iyong mga prawns, yung mga ano?

DENR SEC. YULO-LOYZAGA: Sir, so far ang water quality po natin ay maayos pa, except we don’t have this update po na kagagaling lang po kay Kap., sa inyo po. So, ang gagawin po namin, ia-asses po namin, but I think BFAR sir and we have asked that they be part of this from the very beginning, BFAR has to be brought in kasi hindi po namin expertise iyong sa fisheries at aquatic. So, kailangan po ang BFAR, pumasok na po sila.

PRESIDENT MARCOS: All right, we need to get that organized.

This was local technology tulad ng sa Mindoro, kasi mahal, mahal nga noong mga commercial at saka kulang, hindi ganoon karami. So, iyong isang NGO mayroong ino-offer, iyong mga local materials lang ang ginamit at we can ask the help of the local communities, iyon na ‘yung ating TUPAD. Puwede nating gamitin doon sa ano.

But, Rex, we have to anticipate of course the [inaudible] the AICS.

DSWD SEC. GATCHALIAN: Iyon nga ho Mr. President, usap kami…Mr. President, we’ll have to do the same sa Mindoro na nagre-relay kami with the local government. Then, in the middle we would give emergency cash transfer along the way for their other needs. We can set up that same system sa inyo po.

PRESIDENT MARCOS: For the local communities and then iyon na nga will — but you and the OCD will take the lead here.

DSWD SEC. GATCHALIAN: Yes, sir.

PRESIDENT MARCOS: So, you put the team together, the inter-agency team together with the DENR, together with the—well of course with the DSWD. But let’s—the immediate one is really the protection from the oil spill, so iyong ang unahin natin.

Standby na ang TUPAD, standby na ang DSWD for the AICS o whatever cash plans they are going to be making and then of course DENR, continue with your sampling, modeling, etcetera, so that we can be brought with the—mabuti na lang 35 meters not as bad as the, 400 meters iyong sa Mindoro.

PCG ADMIRAL GAVAN: If I may, Mr. President, the timeline given to me by the [inaudible] is they can siphon all in a week or two.

PRESIDENT MARCOS: Ano iyan, disposable iyon, kapag napuno na ng oil iyon wala na iyon, kailangan i-disposed. At saka hindi lang puwedeng basta itapon kung saan, saan lang kailangan mai-dispose nang tama, toxic waste na iyon, that’s toxic waste.

DENR SEC. YULO-LOYZAGA: Yes, Mr. President, so we’ve also identified the hazard disposal sites and handlers po iyong – hazard material handlers na kung kinakailangan po sila, kukunin po nila iyong contaminated na substances para dalhin po.

PCG ADMIRAL GAVAN: Helpful for the governors din po, sir, to link up with Secretary Dong Mendoza because he is now producing this indigenous…

PRESIDENT MARCOS: Yes, that’s why iyon nga, that’s why we can take advantage of that ano — because iyong sa Mindoro, dumating iyan half way through na, kasi hindi naman natin alam iyong noong sa umpisa, so na-develop nila mukhang effective, kaya gamitin natin ulit.

Okay, I think the situation — I mean it’s never good. An oil spill is never good but it’s a little bit better than the situation in Mindoro. Number one, it is the — the vessel is not so deep, as supposed to 400 meters or so, this a 35 meters.

Secondly, the ship is in a better condition, then the last time, because mukhang as far we can tell, buo pa ang barko, walang crack, so hindi pa nakakalabas iyong actual na cargo niya, that was the oil that was in his holmes.

All right, then we have this indigenous technology that we can immediately – [inaudible] we can immediately deploy, that’s why we have to—kailangan pa natin, we have to make them but we know how, so we’ll put the teams together. So, I will direct the – the civil defense will take the lead here. You put the teams together from the DENR. Of course, the coast guard will have to be their part. DILG of course, you will have to coordinate with the local executives, to make sure that coordinated ang galaw natin.

And then, we will anticipate already the effects on the coastal areas, what they will need, in terms of assistance and then again, we can use the TUPAD for us to make those—this in a beginning iyong ang immediate concern natin is to have to those booms, those indigenous, made from the indigenous materials, we have to have them, we have to deploy them as quickly as possible.

Hopefully, ‘di magamit, hopefully sumobra, okay lang iyon, no problem. But habang maaga lagyan na natin.

PRESIDENT MARCOS: Oo, kasi I’m sure iyong report na iyan, naunang report na nakuha mo sa chairman mo.

OFFICIAL: Yes, sir.

Pero siguro mayroon ng nakalabas na nauna nang nag-landing na sa ano… So again, now if it is already… Since we have a good modeling, there is a health concern here because of the effects of the oil on the health of the coastal communities.

DOH SEC. HERBOSA: Tama iyan, Mr. President. Noong huling mga oil spill natin, the Department of Health had to declare kung edible for human consumption iyong mga fishes and other sources of food from the sea. So, itsi-check namin iyan for contamination. Ang naalala ko during the Guimaras, gumawa sila hindi lang mga husk, also bamboo and rattan and other local materials. And then alam ko, ang UP-Visayas din, offered iyong the use of oil-eating bacteria. So, baka maganda matanong din iyong ating mga biologists, baka that’s another possibility to be used. Idi-deploy lang nila iyong bacteria, iyon ‘yung kumakain ng—

PRESIDENT MARCOS: Well, you will have to… you must coordinate with DENR, you have to coordinate with DOH so that your sampling, so that you will tell them if it’s beginning to become dangerous that they will come in and then we may have to, in the end, provide relief goods kung walang makain iyong tao.

DSWD SEC. GATCHALIAN: Ganoon ginawa natin, Mr.—

PRESIDENT MARCOS: Same thing, yeah.

DENR SEC. YULO-LOYZAGA: Sir, just on the sampling. We submit what we have tested po to DOH because they will be the ones to declare the safety or non-safety of the environment whether it’s water and air, sir. So, we work directly with the DOH po.

BULACAN GOV. FERNANDO: Ma’am, iyon po kayang foam puwedeng maging boom iyon? Iyong foam material, nilalagay sa ano… sumisipsip din po iyon.

DENR SEC. YULO-LOYZAGA: Sir, I’m not a chemist pero just offhand ‘no. Any kind of plastic-related material or foreign synthetic material would have to be tested po. Siguro ang concern lang po doon is puwede pong mag-break up iyong plastic.

PRESIDENT MARCOS: Hindi lang iyon. Ang problema sa foam, pati tubig hinihigop niya. So pag nilagay, pag dineploy (deploy) mo iyan, hindi lang langis ang hinihigop pati iyong ano… hindi tatagal iyon, oo. Ito nga, iyong mga galing sa coconut, galing sa rattan, galing sa indigenous materials – lumulutang lang iyan, hindi hinihigop.

Pero iyong oil — iyong oil actually hindi hinihigop, hinaharang, dumidikit. Hindi nahihigop noong actual material. Dumidikit lang iyon tapos kukunin mo ‘yun, lalagyan mo naman ng malinis. Madumi na iyon, iyon toxic waste na iyon. Kailangan mong hanapan ng magandang paglalagyan.

PRESIDENT MARCOS: Oo. We have to prepare those booms, that’s the first thing that we will have to do. Pabayaan muna natin ang mga sa technical side, let them do the… oo. Ang sa local, iyong protection talaga ng coastal communities tapos kung ano iyong pangangailangan. Kung sakali man na talagang magkaproblema, kung ano iyong gagawin – iyon na nga, iyong walang makain, iyong isda hindi puwedeng kainin, nasira iyong tanim, whatever… magre-ready kami. Kayong mga local executives, kayo rin ang magsabi sa amin na kung ano iyong naging effect noong ano para maka-response kami kaagad.

DSWD SEC. GATCHALIAN: Mr. President. Sir, I remember doon sa Mindoro, kay Gov. Bonz… pati iyong tindera umabot siya doon. So, he gave us a list ng fishermen tapos iyong mga nagtitinda na hindi na makakapagtinda tapos hindi ko lang alam masyado dito but mayroon kasi sila doon, iyong kumukuha ng shell sa pampang so, pati iyon…He made the triage of victims – immediate, direct, indirect at saka iyong mas malayo-layo nang kaunti. So, he did that, tapos ang ginawa namin doon, iba-ibang rate ng assistance on the directness to the problem.

PRESIDENT MARCOS: Correct. All right.
