Governor, naku… it’s good to have finally established contact with you. This is the first contact po with the province of Catanduanes. Kumusta na po ang Catanduanes?

GOV. CUA: Heto po, Secretary Harry, medyo apektado kaming grabe at salamat sa OCD sa pagpo-provide ng VSAT para makapag-communicate sa inyo at nang malaman ninyo ang kalagayan namin dito. Kasama ko po ang OCD, si RD Jessar Adornado, si Director Armel Garcia, at from Philippine Army, si General Don Bajao at si General [unclear] at magandang hapon po sa inyo, Secretary at again, nagpapasalamat ako at magkakausap tayo. Nakasama ko po si—

SEC. ROQUE: Governor! Simulan po natin, ilan po ang casualties ninyo diyan sa Catanduanes? Kailan po tumama talaga iyong kasagsagan ng typhoon at ano po ngayon ang kalagayan ng mga imprastraktura diyan po sa Catanduanes?

Sa casualties po, ilan po ang reported casualties?

GOV. CUA: Partially, we have five casualties, apat po ang injured at sa imprastraktura naman, estimated po ng DPWH more or less from 700 million to one thousand sa mga road and bridges at mga school building ng DepEd.

SEC. ROQUE: Wala pong ilaw ngayon diyan? Kailan po huli kayong nagka-ilaw diyan?

GOV. CUA: Iyong before tumama ang bagyo, wala na pong ilaw for security reason siguro. Pero ngayon po, ang damage po sa mga electric post about 80% ng mga poste, ang facilities ng local cooperative.

SEC. ROQUE: Uulitin ko po, 80% ng poste? Ano po iyong 80% ng poste?

GOV. CUA: 80% po ang sira ng electric facilities, mga poste, mga transformer. Ganoon po ang damage sa amin ngayon dito.

SEC. ROQUE: Now, wala po talagang komunikasyon ano, kaya nga po nagdala ng very small VSAT ang OCD para magka-komunikasyon, ano. So, wala pong linya ng telepono, wala pong mga cell sites ngayon sa Catanduanes?

GOV. CUA: Wala po, Secretary. Wala po.

SEC. ROQUE: Okay. Pero sa tubig po, paano po ang tubig ng Catanduanes?

GOV. CUA: Apektado rin po ang water district, wala po kaming tubig ngayon. Iyong may mga individual deep well na lang ang gumagana sa amin ngayon.

SEC. ROQUE: Anong oras po tumama iyong kasagsagan ng bagyong Rolly sa Catanduanes?

GOV. CUA: About 3:30 po, Secretary, nag-umpisa na tapos lumakas four o’clock, natapos siya mga seven o’clock. Ang kasama ko po sa kapitolyo ang ating butihing congressman ng Lone District of Catanduanes, si Congressman Hector Sanchez, nasa kanan ko po, Secretary.

SEC. ROQUE: Sa ano naman… ano pong initial estimate ninyo ng damage sa mga tahanan pagkatapos po iyong mga pananim diyan sa Catanduanes?

GOV. CUA: Well, ang Catanduanes is known for—ang main product namin is abaka, kaya estimated namin na damage is about four hundred—(technical difficulties)

SEC. ROQUE: Nawala po kayo, nawala po kayo. Four hundred—

GOV. CUA: Four hundred million po ang estimated damage ng abaka; other crops po mga two hundred million. Kasi ang abaka po main product namin, Secretary, at mga one hundred fifty million per month ang pumapasok na pera from abaka dito po sa amin sa Catanduanes.

SEC. ROQUE: Pero iyong mga sira po sa kabahayan, gaano karaming bahay ang mga nasira?

GOV. CUA: Based on aerial survey ng OCD bago maglapag sa Catanduanes, umikot sila. Estimated damage po, 65% ng mga light materials ang bahay ang sira at about 20% ng mga malalaking bahay ang may damage. And then for family po is about 15,000 families ang affected po, Secretary.

SEC. ROQUE: Ilan po ang evacuation centers natin diyan sa Catanduanes at ano po ang kundisyon ng mga evacuation centers?

GOV. CUA: Ang nagamit namin na evacuation centers kung iyong mga barangay na walang evacuation centers ay iyong mga eskwelahan ang ginagamit pero—at karamihan po naman ng evacuees namin nandoon din sa mga private houses na kung saan nagsisilbing evacuation center po sa amin.

SEC. ROQUE: Iyong sinabi ninyo pong limang casualties, iyon po ba ay lahat ay injured o namatay? Iyong limang casualties na sinabi ninyo po?

GOV. CUA: Iyong lima po patay, nalunod po noong tumatawid ng ilog o inabot ng baha.

SEC. ROQUE: Oo. Tatanungin ko lang po si OCD RD Claudio. Sir, ano na ho ang mga—Mister Adornado, ‘no. Mister Adornado from OCD, nandito po si USec. Jalad, nandito kami sa Operations Center ninyo, ano po iyong unang-unang dapat ipadala ngayon diyan sa Catanduanes ngayong mayroon na tayong at least VSAT communication?

OCD-BICOL ADORNADO: Yes, po sir. Based po sa ating initial needs po dito, kailangan ng relief dito pero mayroon na po tayong naka-standby ditong 2,000. Mayroon din po tayong coming na 3,000 and additional na ibibigay daw po ng DSWD na 3,300 family food packs, a total of 8,300. But 2,000 is already here in Catanduanes.

Secondly, sir, kailangan din po dito ng mga GI sheets and para iyong [unclear] tarpaulin natin, sir, para doon sa mga nasirang bahay po. And then iyong atin, sir, na water din po, sir. Iyong inuming tubig po ng Catanduanes po, sir. Iyon po sir iyong mga initial—

SEC. ROQUE: Okay. Iyong mga tubig po? Tubig?

OCD-BICOL ADORNADO: Yes, po, drinking water, sir… opo.

SEC. ROQUE: Bukas ba po ang airport diyan sa Catanduanes?

OCD-BICOL ADORNADO: Yes, sir po. Cleared na po ang airport, sir.

SEC. ROQUE: Okay. May tanong lang po, si Joseph Morong. Gov., para sa inyo ito: I-describe naman po when Rolly hit Catanduanes? How will you describe the extent of damage and how do people with families in Catanduanes established contact with them? Paano daw po ma—i-describe ninyo noong tumama iyong bagyo at saka paano mako-contact ng mga kapamilya na nasa labas ng Catanduanes iyong mga nandiyan po sa loob ng Catanduanes?

GOV. CUA: Iyong tama ng Bagyong Rolly kung ikumpara natin sa nakaraan na super typhoon like Bagyong Rosing 1995, super typhoon Rosing 1995 iyon at iyong huli po is iyong 2016 typhoon Nina, mas malakas po itong Bagyong Rolly.

At sa ngayon po, walang communication talaga kami, unless kung puwede sana mapaapura natin iyong mga telco companies na ma-establish kaagad o ma-restore kaagad ang telecommunication para magkaroon ng contact kami—signal sa pamilya ng mga taga-Catanduanes diyan sa Manila o sa abroad.

SEC. ROQUE: Okay. Si Usec. Jalad. Usec. Jalad, mayroon na ba kayong instruction po doon sa mga tao ninyo on the ground ngayon sa Catanduanes?

USEC. JALAD: Iyong purpose natin in sending people to Catanduanes is really to conduct immediate assessment of the damage and needs and identify needs, priority needs which the LGUs cannot provide. Alam ni Mister Jessar Adornado being the second in command of the OCD Regional Office in the Bicol Region kaya siya ang ipinadala diyan ni Director Yucot.

So, may kasama rin siyang mga iba pang mga personnel from other regional offices, so alam din nila ang kanilang gagawin. Basically, it is to augment the resources and response operation of the local government unit of Catanduanes.

Now, I would like to inform the Gov., and Mister Jessar Adornado that the DSWD will be dispatching or ferrying family food packs tomorrow for Bicol but there will be a specific flight for Catanduanes using C-130. May dala-dala iyan na mga family food packs ng DSWD and since potable drinking water is one of the needs, we will try to source bottled drinking water to be accommodated in the C-130 flight tomorrow.

So, iyon, kailangan ma-identify natin iyong iba pang needs, critical needs na kailangan diyan sa ating disaster response sa Catanduanes which cannot be provided by the local government unit of Catanduanes and their municipalities and which can be sourced from any of the regional government agencies or national government agencies of the NDRRMC.

SEC. ROQUE: Governor, mayroon ba kayong pamamaraan para malaman iyong extent ng damage sa Bato, Catanduanes?

GOV. CUA: Well, isa iyon sa pangalawang town na tinamaan ng Bagyong Rolly. Grabe po ang damage noon, from Gigmoto, Baras, Bato going to Virac iyong tama, up to San Andres.

Ngayon, isang problema pala namin, Secretary is iyong—kasi iyong Bagyong Quinta dumaan sa amin one week before ng Bagyong Rolly, iyong mga ferry boats na iyong means of transportation namin because we are an island province, nag-sheltering doon sa Barangay Sula ng Albay tapos biglang iyong mga wire ng APEC (Albay Power and Electric Corp.), ALECO, iyong electric company ng Albay, natumba iyong mga poste, hind makalabas iyong mga ferry boats kaya ang natirang ferry sa amin isang vessel na lang. Then after this Bagyong Rolly, walang nagbalik na ferry boat sa isla namin kaya sa ngayon po wala kami, even wala ng typhoon, wala ng signal, ang problema namin ngayon walang air transportation, walang sea transportation because of that problem. Baka matulungan kami ng Department of Energy na matulungan iyong electric cooperative doon. I think APEC electric company iyon, ang nasa Albay na matulungan sana para makalabas iyong mga ferry boat magkaroon na kami, mag-resume na iyong regular trip ng Catanduanes to mainland Albay.

SEC. ROQUE: Nandito po ngayon si Undersecretary Fuentebella ng DOE. Usec., may tanong ba kayo para kay Governor?

USEC. FUENTEBELLA: Governor, maray na hapon sa inyo mga taga-Catanduanes. Ayaw po kamo maghandal, don’t worry we will be there to make sure that all the assistance you need from the Department of Energy and the Energy family will be available.

Una po, gusto ko lang malaman, kumusta ang supply ng gasoline, diesel, kerosene at LPG diyan sa Catanduanes? Pangalawa, I already know that about 80% of the electrical posts are damaged pero iyong mga power plant natin, kumusta rin ang kanilang kalagayan and do they have supply of fuel para mahanda na namin dito sa DOE iyong mga kailangan ninyong tulong aside for iyong hinihingi ninyong tulong dito sa ALECO sa Albay. Iyon din ang mga kailangan kong malaman kaagad?

GOV. CUA: Sa ngayon po, Usec. Wimpy, is mayroon pa kaming fuel, wala pang problema doon because ang deliver ng fuel dito from ABC or from electric company is on a monthly basis, may depot ditto, walang probema. Ang problema talaga namin is iyong resumption ng ferry boats na talagang iyon ang puwedeng magputol ng supply kung matagalan iyong problema diyan sa ALECO at of course, iyon iyong electric power na siguro kung kami lang ang gagawa nito or iyong local electric cooperative lang ang gagawa nito, matatagalan siguro. So, we need the support of other electric cooperative or national agency through DOE para mapabilis ang restoration ng power supply ng Catanduanes.

USEC. FUENTEBELLA: Yes, Gov. Huwag po kayong mag-alala, iyong Task Force Kapatid they are already being prepared to be deployed and we will prioritize Catanduanes, kasama rin po iyong sa Albay at Camarines Sur and other areas in the Bicol Region. So, don’t worry po, Regions I, II, and III and Region VIII are already being prepared para i-deploy through NEA’s Task Force Kapatid. Maghandal tabi, maabot tata ang tabang.

SEC. ROQUE: Governor, may question lang galing kay Mikael Flores: Thank you. Pa-clarify din po ng number of houses damaged/destroyed; how many thousands are we talking about kasi percentage daw iyong minention ninyo?

GOV. CUA: Affected families po is I think more than ten thousand, partially reported more than ten thousand. So, estimated niyan mga fifteen thousand siguro. Then that’s the totally damaged families. Iyong partially damaged, I think may record, may data ang katabi ko po si Congressman Hector Sanchez ng lone district of Catanduanes. Siya po ang may hawak ng record ng affected families.

SEC. ROQUE: Congressman, go ahead.

CONGRESSMAN SANCHEZ: Good afternoon, Secretary. Secretary, actually estimated partial estimate ng damaged houses is almost ten thousand and iyong malaking mga bahay, another mga three thousand. Itong ten thousand ho iyong maliliit na bahay na specially, totally washed out ito along the coastal line, iyong mga tinamaan po ng bagyo, Secretary.

SEC. ROQUE: Si AFP Brigadier General Adonis Bajao. Sir, ano po ang request ninyo dito sa AFP? Kanina lang po nandito po si Chief-of-Staff at mamayang hapon we will reconvene with the President kasama rin po si Chief-of-Staff. Ano pong request ninyo para dito sa AFP Manila?

BGEN BAJAO: Sir, sa ngayon sir, we only have a company dito sa area that is numbering about 60-80 personnel. We are thinly spread in all 11 municipalities of the province and one team or seven men are deployed at the PDRRMC and at the major municipalities just like Virac, sir, para sa mga PDRRMO natin ay iba pang MDRRMO.

Sir, if we could add another company to help in the distribution of goods and relief items or kung may tropa po tayo from other units na makakatulong, mas maganda rin po, sir, dahil maraming ibi-build dito na mga bahay, maraming pupuntahan na mga lugar na magdi-distribute ng mga pagkain din at tubig at iba pang pangangailangan.

So far, that’s all we need right now, sir, although our camp also is destroyed dito po but we are now camping at the airport para ma-secure namin ang ingress at egress of our aircrafts bringing in commodities and relief goods. We’re setting radio communication in the area. That’s all we need for now, sir.

SEC. ROQUE: Okay. Hindi na po kami magtatagal dahil alam ko this is the only means of communication na bukas tayo with Catanduanes. Pero Governor, bukod sa tubig, mayroon naman pong naka-preposition na food packs diyan ang DSWD, hindi ba po?

GOV. CUA: Mayroon din pero 2,000 lang po, kulang na kulang po.

SEC. ROQUE: Okay. Anyway, gaya ng sinabi ni USec. Jalad, bukas po mag-C-C-130 filght diyan – tubig, pagkain at kung anu-ano pa po ang kinakailangan ninyo iparating ninyo na po diretso kay USec. Jalad para maisakay sa eroplano. But we will not allow you to be isolated, hindi po namin kayo kakalimutan, hindi namin kayo papabayaan. Alam ko po ngayon isolated kayo, we will coordinate with DOTr para ma-resume kaagad iyong ferry service and lahat ng mga kailangan ninyo po we will airlift it using the Philippine Air Force. We will be there with you and we stand with you in these challenging times, Governor.

Any last minute message, Governor?

GOV. CUA: Iyong ano sana… iyong telephone communication baka mapabilis natin as I mentioned a while ago. At iyong—gusto kong ipaalam na hindi kami passable sa ngayon. Iyong eleven town po hindi passable kaya hindi po kami makapagbigay ng report, ng data, iyong mga partially reported ang na-mention ko kanina ang naibigay. So, talagang kailangan na kailangan namin ang tulong ng national agencies dahil iyong aming pondo for disaster, nauna nang naubos ng COVID-19 dahil nasa gitna tayo ng pandemya ngayon, Secretary.

SEC. ROQUE: Ang sabi naman po ni Executive Secretary Medialdea, just ask for replenishment, send it by email, send it by Viber and it will be sent to you at ipaparating din po natin kay Secretary Villar who was here earlier na lahat ng roads ninyo are unpassable. JALAD: Governor, kasama natin si pagpaplano iyong… noong nagpaplano pa lang tayo dito sa pagdating ni super typhoon Rolly, kasama natin sa pagpaplano in our pre-disaster risk assessment meetings iyong mga representatives ng telco Globe and Smart and in my engagement with them earlier this morning, they are already doing something about the immediate restoration of telco services in Catanduanes.

Ang nauna nila kasing na-restore ay iyong dito sa may mainland Bicol Region area, diyan sa may CamSur, Albay dahil mas accessible iyon but in fact, I offered them assistance for transportation and I think they have their own. At mayroon pa silang mga ano diyan, may mga prepositioned teams and as I understand it, from Globe and Smart, they are already doing the restoration measures or actions diyan sa Catanduanes.

SEC. ROQUE: So, magtipid po tayo ng ating fuel para makapag-communicate pa po tayo. I’ve asked Assistant Secretary Queenie to coordinate with PMS para we can have a live contact also with the President mamaya. We will be meeting with the President po at 5:30, so sana po ay maka-link-up tayo nang magkaroon kayo ng direct line sa ating Presidente mamaya.

Governor Cua, lahat po ng residente ng Catanduanes, we are behind you po in these trying times. We will provide for everything that you need and we stand by you and with you in this time of dire need.
