Okay, sir. Ang tanong po galing kay Efren Montano. Ang tanong po niya: Mayroon na po bang dates when will President Duterte meet Mary Jane Veloso’s parents?
SEC. ANDANAR:
Wala pa hong petsa na napag-uusapan.
SEBASTIAN:
May nag-text daw po sa Journal group, iyon pong tabloid, na mayroon daw pong drug problem sa may Arayat, Cubao. Confirmed daw po ba na i-replace din iyong barangay officials linked to drugs?
SEC. ANDANAR:
Aalamin natin iyan sa Philippine National Police, Albert. Sa ngayon, wala pa akong information. Thank you.
SEBASTIAN:
All right. And confirmed daw po ba iyong plan to replace barangay officials linked to drugs?
SEC. ANDANAR:
I will have to verify that information kay Secretary Sueno.
SEBASTIAN:
All right. Question din po galing kay Gen Kabiling ng Manila Bulletin: How much daw po iyong did the government spend for the President’s foreign trips to Laos and Indonesia?
SEC. ANDANAR:
Gen, I will find out on Tuesday doon sa Office of the President. I will also get expenses from the Presidential Communications Office, tapos kukontakin ko rin iyong ibang department kasi kaniya-kaniyang bayad kasi iyong trip eh. Iyon ang nangyari. Every time that we arrived in a country, kung sinuman iyong secretary na kasama, sila nagbabayad ng kani-kanilang expenses ‘no, kani-kanilang hotel, etc.
SEBASTIAN:
Another question from Gen. Sabi niya: The PNP has reported the death toll of drug suspects has reached merely 3,000, half of which were summary killings. Does the Palace consider this a success or a cause for alarm?
SEC. ANDANAR:
Iyong police operations ay success iyan. Pero doon naman sa mayroong kinalaman ang gang wars o iyong internecine, kasi they eliminate each other, of course, that is a cause for concern ‘no. Kasi that does not fall under the absence of the law.
SEBASTIAN:
All right. Another question from Gen: Will the Palace order a probe on cases of suspected extrajudicial killings?
SEC. ANDANAR:
Yes, iyon po naman ang sinabi ng Philippine National Police, na lahat ng mga mayroong kinalaman sa summary killings, iyong mga patayan ng mga gang war, internecine, these are under investigation.
SEBASTIAN:
Question naman kay Marlon Ramos po ng Inquirer. Ang sabi lang niya: Briefly lang daw po, paki-sum up lang iyong first foreign trip ni Pangulong Duterte. Was it successful and why?
SEC. ANDANAR:
Marlon, siguro narinig mo naman iyong sinabi ng Presidente na ayaw niyang magbuhat ng sariling bangko, and that goes without saying na kami rin sa Gabinete, we should not be assessing ourselves ‘no. Siguro, it’s up to the public, it’s up to the foreign dignitaries who were also there to assess or kayo sa media.
SEBASTIAN:
And follow up niya, well, ano daw iyong daw iyong gains ng taumbayan sa biyahe?
SEC. ANDANAR:
Nabanggit ito ni Secretary Jun Yasay na iyong pagbiyahe po ng ating Pangulo doon sa ASEAN, the President was able to communicate kung ano iyong interes ng Pilipinas sa ASEAN, and one of which is trade – iyong mga exports, iyong mga imports ng mga gamit both from the Philippines and from the country ‘no, kung sinong makaka-trade natin. Nandiyan din po iyong pinag-uusapan iyong maritime security especially in the areas na malapit po sa ating bansa katulad ng Malaysia, Indonesia, Brunei. At nandiyan din po iyong, of course, nabanggit ko na iyong bilateral trade with other countries especially Japan, China and the rest of the ASEAN.
So maraming magandang naidulot iyong biyahe natin. And, of course, our President was able to communicate that our country will now be following an independent foreign policy.
SEBASTIAN:
All right. Another question from Efren Montano: Do you have appointments na raw po for MTRCB and PCSO or any new government appointments, sir?
SEC. ANDANAR:
Bine-verify ko pa iyan kay Executive Secretary. Wala pa hong sagot si Executive Secretary sa PCSO—at ano pa ba iyong mayroong mga tanong?—sa iba pang mga ahensiya. Kasi mayroon nagtanong kung confirmed na ba iyong PCSO pati iyong sa National … sa Bilibid Prisons ‘no. So, wala pa hong confirmation akong natatanggap.
SEBASTIAN:
Another question po from Marlon Ramos. Sabi niya: What’s the most important message did the President send to ASEAN and the international community?
SEC. ANDANAR:
Well, the most important message is, number one, we have our own foreign policy to follow. And then, pagdating po naman sa questions of human rights that kailan bago tayo magtanong o bago natin kuwestyunin ang human rights policy or kung anuman iyong mga paratang natin sa isang bansa ay dapat tingnan ho muna natin iyong context ng ating tanong at context ng isang kampaniya, for instance, laban sa droga ng isang bansa. Dapat intindihin muna natin.
At ipinaliwanag din po ng Pangulo that hindi ho naman lahat ng mga nagrereklamo sa bansa natin ay walang tanong o walang kinalaman o walang question pagdating doon sa human rights ‘no, ng mga violations. So, it’s really a matter of kung mayroon bang moral ascendancy iyong mga nagtatanong about human rights. But also, mahalaga din na naiparating ng ating Pangulo sa ibang bansa na tayo ay nakikita sa ASEAN region pagdating sa foreign trade, pagdating sa panawagan natin na kailangan masunod po iyong rule of law. Kung mayroon pong mga desisyon, halimbawa na lamang iyong Permanent Court of Arbitration, ay dapat nasusunod ho natin iyong mga foreign bodies that guide the different countries, ASEAN for instance ‘no, doon sa mga disputes.
SEBASTIAN:
Sir, today is September 11, it has been 15 years since the 9/11 attack. Ano po iyong, kahit briefly lang po, iyong mensahe po ng Malacañang ukol po sa trahedya na ito, in consonance din po sa patuloy na efforts ng gobyerno to fight terrorism along with the international community?
SEC. ANDANAR:
We have learned so much from the 9/11 incident. Marami din hong Pilipino na naging biktima ho diyan. In fact, during that time, I remember that we were also anxious for the lives of the OFWs or migrants in New York. So after that 9/11, it opened a Pandora’s box in terrorism, mas lalong lumawak po iyong plano ng mga terorista, at kasama ho tayo doon sa mga pinagplanuhan ng mga terorista na bombahin.
As a matter of fact, ito’y nag-develop din into something really even worst ‘no. So nagkaroon ng mga extremists, iyong ISIS, tapos lalong lumakas ho iyong grupong Abu Sayyaf, mga ganiyan. So this is a reminder that all of us are facing a faceless enemy – terrorism. And we should all be one in battling this, we should all be helping each other. Hindi lang ho responsibilidad ng awtoridad, ng Philippine National Police at ng AFP, kung hindi ito po ay responsibilidad ng bawat Pilipino.
SEBASTIAN:
All right. Wala na rin po tayong natatanggap na question, sir. Baka mayroon po kayong final message para po sa taumbayan?
SEC. ANDANAR:
Ang mensahe lang po natin ay let’s just work together. Let’s welcome our President from his first foreign trip. The President said in his arrival speech that kahit papaano naman siguro, he made us proud as Filipinos dahil pinaglaban niya ang ating karapatan sa buong mundo. At the same time, nilabas niya iyong more than 400 years of … iyong sama ng loob ba natin ‘no, doon sa mga pinaggagawa ng mga imperialist, ng ating mga colonial masters noon. So naipalabas niya na we are now following an independent policy, that we are also a sovereign state at dapat tayo ay tumayo sa sarili nating mga paa at dapat iwagayway natin ang ating bandila ‘no. We should be proud of our country.
So, the President has said that at the ASEAN. And kung makikita ninyo lang po iyong sinabi niya, talagang kikilabutan din po kayo dahil it was unprecedented, sabi nga ng Foreign Affairs at sabi din ng ibang mga dignitaries ‘no. So abangan na lang natin iyong mga susunod na mangyayari, kung ano pang bansa ang pupuntahan ng ating Pangulo. Within the month, I believe, mayroon pang mga dalawang bansa na pupuntahan po ang ating Presidente for a working visit.
So iyong lamang po, iyon lamang. Magandang araw po sa ating lahat.
